Listen If You Want To Learn -By Harvey Mackay

Few things are more frustrating than having to repeat yourself because the person you are speaking to isn’t listening.

It wastes time -and time, as we all know, is money.

Perhaps a little further up the annoyance scale is the exchange -- I hesitate to call it a conversation -- in which both parties are so determined to get their own points across that they have little regard for what the other is saying. When everyone is talking at the same time, or planning their next remarks instead of listening and responding, the result is never positive.

It demonstrates a real lack of respect for the speaker and the message.

As I’ve said so many times before, we have two ears and one mouth, which I interpret as a clue that we should listen twice as much as we talk.

My friend Bob Dilenschneider, CEO of The Dilenschneider Group in New York City, who makes his living helping corporations communicate globally, is very concerned about the “lost art” of listening.

has been forgotten, or neglected, about the art of listening,” he wrote to me. “We feel the need to cast a light on this topic because of the rising din in public and private discourse -- and the fading prospect the decibel level will ratchet lower.

“Everyone seems to be shouting, declaiming and clamoring; few appear to be listening. The chasm between hearing and truly listening grows ever-wide. What has followed, inevitably, is anger, misunderstanding, frustration and, too often, gridlock and dysfunctional government,” he says.

Bob attributes a good part of the problem to the age in which we live: “The problem is pervasive in modern society. Many of us don’t listen because we’re too busy talking, texting, blogging, and using Twitter and Facebook . . . Because most people have gotten used to talking without listening to their adversaries, and even their allies, this tendency to transmit rather than receive has become the hallmark of the cyber-era.”

Is this a dismissal of the importance of social media? Hardly. Face it, we are all so wired in that we can hardly remember when we had to actually talk to each other.

We love the freedom, the flexibility and the efficiency.

But when the result is a lost ability to effectively communicate because we can’t define the tone of the communication or don’t agree with the sender, our listening skills go into lockdown mode. With the competition for an audience so fierce, the messages get louder and louder. Is anyone listening?

I would submit that to get people to listen to you, you must first demonstrate that you are a good listener. Learning -- or relearning -- good listening skills starts with a few basic concepts, which Bob shared with me. With his permission, I will share them with you.

• Avoid passing judgment. I agree with Bob that we are often so eager to make our own point that we stop listening to the others’ points of view. I have found that if I listen carefully, there are often many points

of agreement. Even more often, I learn something new that enables me to reconsider or reinforce my opinion.

• Be patient. Bob warns against interrupting. Let the other party finish before you jump in. When you violate this rule, you run the risk of making the speaker defensive and inadvertently give permission for others to interrupt you. This to me is getting sickening on TV talk shows.

• Pay attention. How simple is this idea -- and how often is this advice ignored. Bob reminds us that noisy restaurants or street corners are tough places to hold a discussion. I would add the cell phone and other gadgets that are constant attention-grabbers to the list of distractions.

• Ask. If you are confused about what is being said, just ask for clarification.

What you thought you heard may not be what the speaker meant. Allow the speaker to explain.

• Listen at different levels. Be aware of body language. Words don’t always tell the whole story. Actions often do speak louder than words.

Will improved listening skills solve every problem? Of course not. But you will solve one problem right up front: establishing a level of respect that will set the tone for the rest of the discussion.

Mackay’s Moral: If you want to be heard, you must know how to listen.

Obituaries Marcella D. Lemke

Mass of Christian burial celebrating the life of Marcella D. Lemke, age 81 of Albany was held Monday, June 27, 2011 at Seven Dolors Catholic Church in Albany. Father Blane Wasnie O.S.B. officiated, and burial followed in the parish cemetery following the service.

Marcy died peacefully in her home Thursday morning surrounded by her family.

Marcella was born September 27, 1929 to Joseph and Anna (Winskowski) Scepaniak in Holdingford. She lived in the Holdingford area until she married Harvey Lemke on September 25, 1948. The couple lived in St. Paul until moving back to Albany in 1958.

Milton J. Nietfeld, age 80 of Melrose, died Wednesday, June 22, 2011 at his home in Melrose, Minnesota.

Mass of Christian Burial was held on Monday, June 27 at St. Mary’s Catholic Church in Melrose with Rev. Ken Thielman officiating.

Interment followed at St. John’s Cemetery in Meire Grove.

Milton Joseph Nietfeld was born November 15, 1930 in Spring Hill Township, Stearns County, Minnesota to John and Rose (Macke) Nietfeld. He graduated from the Crosier Seminary High School in Onamia. He bought the family farm with his brother, Bill in 1957 and together farmed for 40 years, selling it in 1997.

He was a member of St. Mary’s Catholic Church in Melrose, Knights of Columbus, Council #1633, Two Cylinder Club, and a

Paul U. Thielen a loving mother and home-maker, she worked for Mother of Mercy Nursing Home, Hanauer Machine Works, and also volunteered at the Mother Seton Store. She was a Christian Mother for many years and also a member of Seven Dolors Catholic Church of Albany.

Marcella is survived by her children, Ken Lemke (Tammy Holland), Avon; Kathy (Michael) Linn, Richmond; Shirley (Gene) Linn, Albany; Judy (Terry) Krebs, Albany; Lori (Dave) Grabmeier, Albany; Sheila (Al) Schlangen, Richmond; her brothers Jim (Marlene) Scepaniak, Upsala; Dan Scepaniak, Cold Spring; her 15 grandchildren and 10 great-grandchildren.

She is preceded in death by her parents, Anna and Joseph Scepaniak, her husband Harvey Lemke who passed away in 2001, and her siblings Mary Hilke, William Scepaniak, Clemens Scepaniak, Sylvester Scepaniak, Eleanor Scepaniak, Louis Scepaniak, Clarence Scepaniak, Lucy Schueler, Anthony Scepaniak, Dorothy Johnston, and Adeline Rivard.

lifetime member of the Pioneer Club and Stearns County Historical Society. Milton was a people person who enjoyed going to auctions, farm shows, and attended many church and local fundraising events and dinners. He was a world traveler who planned a vacation every year and also would take a two week trip to Texas to visit his brother and sister. Milton also became very active in the Hispanic community in Melrose and was a benefactor to many organizations.

Survivors include his brother and sisters, Sylvester (Ann) Nietfeld of Meire Grove, Gladys (Mike) Braun of Regal, and Patricia Meyer of Sauk Centre; brother-in-law, Myron Ellis; sister-in-law, Shirley Nietfeld; and many nephews and nieces.

Milton was preceded in death by his parents; brothers and sisters, William “Bill” Nietfeld, Henry Nietfeld, Dr. A. B. Nietfeld, Elmer Nietfeld, Margaret Nietfeld, Clara Ellis, John B. Nietfeld, Joseph Nietfeld, Roman Nietfeld, and Catherine Meyer.

Serving as casket bearers were Joe Meyer, Phil Braun, Richard Nietfeld, Jim Nietfeld, Patrick Nietfeld, and Mark A. Meyer. Cross bearer was Mary Pittelko and scripture bearer was Jim Meyer.

Mass of Christian Burial was held on Saturday, June 25, 2011 at Immaculate Conception Catholic Church in New Munich for Paul U. Thielen, age 61, of Melrose, who passed away peacefully on June 21, 2011 at his home. Burial took place in St. Michael’s Parish Cemetery in Spring Hill with full military honors.

Paul was born August 22, 1949 in Melrose, MN to Raymond and Verena (Schultzenberg) Thielen. He graduated from Melrose High School in 1967 and served in the U.S. Navy from 1969-1973. He married Mary (Loehr) Koetter on February 14, 1998

Allen R. Towle

Allen R. “Ugly” Towle, age 73, of Burtrum, died peacefully on Sunday, June 26, 2011 at his home in Burtrum, Minnesota.

F u n e r a l services will be held at 2 p.m.

Thursday, June 30 at Brighter Days Family Church in Burtrum with Rev. Anna Payne officiating.

Interment will follow in Moses Dane Cemetery in Burtrum.

Friends may call from 1 to 2 p.m.

Allen Richard Towle was born April 29, 1938 in Spring Lake, MN to Harrison and Irene (Leisinger) Towle. He attended Hinkley High School where he competed in wrestling.

After high school, he worked for American Iron and at various drywall companies before owning his own. On September 21, 1956 he married Betty Walker in Burtrum. After their marriage, the couple moved to Coon Lake for five years then Circle Pines and in 1971 they moved to Burtrum.

Allen was a member of Brighter Days Family Church in Burtrum. He enjoyed water

Honorary bearers will be granddaughters, Bobbi Jo Meagher, Dawn Becker, Candice Rohde, Jannice Rawlins, Bethany Towle, and Tiffany Towle.

Preceding him in death were his parents and twin siblings, Lois and Lyle.

Confessions of a Flea Market Fraud

“That makes two of you.”

Sometimes, people are selling stuff – who are not vendors. They’re basically just cleaning out their attics and are not professionals. These folks deserve something very special for dinner. That is because I, along with the rest of the buyers, ferret out these poor souls, deem them “it” and swoop down on their tables like a swarm of bloodsucking greenheads on a hot sweaty behind.

My rotten nature sinks to its lowest at these sellers’ tables. It is my shameful intent to take advantage of them because they don’t know what their antiques are worth. I saw a box filled with old kitchen utensils. I rummaged through it at lightning speed and found an ice cream scoop in the very bottom. It wasn’t just an old plastic scoop; it was a wooden one made

by Dover, and worth a lot of money.

“How much do you want for this?” I held it up to the naive seller.

“Um . . . well, I’d like $2 for it.”

I handed him the money, feeling victorious in my coup. I hate myself on Sundays.

As I walked away, a tidal wave of guilt rushed over me. I was sure I could sell the scoop for over thirty dollars, and maybe for a lot more than that. I went back to the table. I handed it back. “This is worth much more than $2,” I said.

“No it’s not. My son glued the wooden handle on it from part of a broom yesterday.”

I was sickened. I walked away and turned to Bob. “What has happened to people these days? It’s just disgusting.”

I saw a large Fire King Jadite mixing bowl. Years ago, I could have bought one for under $10. But today they go for around $40. There was no price on it. I have a pet peeve against vendors who don’t put prices on their items. Flea markets can be hellish ordeals, let me tell you.

Let me explain.

I am, I admit, a flea market user and abuser. Hey – it’s not my fault.

They shouldn’t put these things in fields and parking lots anyway. What am I supposed to do?

Just say no?

I first discovered that I’ve become a bad person last Sunday, when I went to a flea market with my husband Bob. “Do you know anything about silver?” a vendor who appeared to be in her early 80s asked me.

“Not really.” I lied. (I know a lot about silver.) “Why do you ask?” I said, and like a bloodhound I began sniffing around her table.

She picked up 4 gorgeous spoons, each marked 84, which I know is the Russian sterling silver standard mark. “I was wondering if this number means they’re sterling or just silver plate,” she said.

I picked up the spoons and looked closely. “Gee. I don’t know what the number means. But I’ll give you a dollar apiece for them.” Oh, don’t you hate me? The woman could barely see, much less walk, for heaven’s sake.

She took the spoons back from me.

She slowly turned them over and over, straining her eyes to look at them closely.

She looked up at me. Her eyes narrowed as she expertly assessed my high level of interest. Then she focused on me with foxlike acuity. “I want 80 bucks for the four,” she said.

We both gave each other an “I know what you’re all about” look and I moved on.

I said to Bob, “What a shark.”

“OK. Thanks,” I said. I put it back and walked away. I caught up with Bob who was 4 tables ahead of me looking over some old photos. I pretended I didn’t know him and whispered without moving my lips, “Stieff. Meat. Four tables back.

Dealer $65. You $50.”

He knew not to even nod. With practiced aplomb, he gracefully turned around and ever so slowly sauntered to that table.

I walked behind him. No one would have had the foggiest idea we knew each other. I pretended to be interested in some bakelite jewelry at the next table and could overhear his conversation with the seller.

“I’ll sell it for $55,” I heard the seller say to Bob. I lowered my sunglasses then raised them back up while still looking at the jewelry. That was my signal to go ahead and take it.

“Well, it looks like your wife wants you to take it,” the seller said, chuckling.

“She did the sunglasses thing.”

And so, I want to apologize to all the people I have taken advantage of. If I could, I’d stand up in front of all of you and say, “My name is Saralee and I’m a flea market abuser. I’ve done things I’m ashamed of. I’ve lied. I’ve denied knowing my husband. I’ve pushed people out of the way for the sake of winning. I’ve taken advantage of uninformed people. I’m here to tell you that’s all behind me now.”

But I’m going to do this the right way – one day at a time.

So I casually picked up the bowl.

“What do you want for this?” I asked the man at the table.

“Make me an offer.”

I hate when people say that. “OK. How about $15?”

He shook his head and laughed. I really hate that too.

“Why don’t you just tell me what you want for it?” I said.

Just then, a tiny little weasel of a woman shoved her way in front of me, grabbed the bowl and said, “I’ll give you $17.”

“I was here first,” I said.

The woman ignored me and took money out of her purse. I stepped between her and the table and whispered to the seller, “I want that bowl.”

“What’s it worth to you?”

“Eighteen bucks.” I took the money out of my pocket.

“I’ll give you $20,” the weasel said.

“OH YEAH?” I laughed so loudly and inappropriately that everyone from the other tables turned around. Bob grabbed my arm and tried to pull me away. “I’m busy,” I snarled at him. “Go away.”

Weasel-face began to hand the money to the vendor. “It’s my bowl now,” she said to me.

“OH YEAH?” “You already said that,” she hissed.

I took out a twenty and slapped it on the table. “I’ll see your twenty.” I reached into my pocket. “And I’ll raise you fifty!”

I took the seventy dollars and thrust it toward the man. “The bowl,” I announced, “is mine.”

I walked away with the bowl and Bob. “You paid more for that than it’s worth.”

“What does that have to do with the price of tomatoes? You should get your priorities straight,” I said. “I WON.” And now I must admit to one final act of deceit.

Last Sunday, I saw a Stieff Rose sterling silver cold meat fork. These are beautiful large serving forks with an intricate raised floral design. They can go for up to $75 on eBay. I picked it up. It was in mint condition with no scratches and had only the smallest amount of age wear. The dealer came over. “I’m letting that go for $65.”

On May, 19, 2011, the Lutheran Care Center volunteer board held a Sale and Silent Auction. They raised $2444 which included $500 in supplemental funds from Thrivent Financial for Lutherans. A meeting in the western Stearns County city of Elrosa June 22nd conducted by representatives of the U.S. Postal Service gave those in attendance details pertaining to the possible closure of that town’s post office. Elrosa has been without a postmaster since its last one retired, and now they are on a list of potential closures.

It’s a fairly long process, one that has allowance for citizen input and review. A final decision on the future of postal service in Elrosa is still several months off.

We were told that because of the economic downturn and the increased use of electronic mail, volume for the Postal Service has been declining significantly HOME OF PIONEER FEEDS

in recent years. Use of the mail system peaked in 2006 and has dropped by 20 percent since then. The Postal Service has the largest fleet of civilian vehicles in the country and is presently maintaining over 32,000 buildings. In the last year alone, it lost $8.5 billion.

Around 100 residents currently get their mail at the post office Elrosa. If the office is closed, those residents would probably be served by a rural carrier out of the office in Belgrade. If that happens, the city most likely would lose its zip code.

Another option mentioned was a relatively new concept called the “village post office.” Under this plan, another business in the city would agree to house the postal boxes and have basic services available, such as selling stamps. In this example, the mail would still be delivered and sorted by a regular postal worker. With a village post office, the town would retain its own zip code.

June 26, 2011: At 7:06 p.m. a vehicle roll over was reported at the intersection of 170th Street and 231st Avenue.

Tavis Bergmann, rural Long Prairie, was northbound on 231st and noticed a tractor pulling a farm implement, driven by Jeremy Holmquist, rural Grey Eagle, didn’t appear that it was going to yield to him at the intersection. Tavis braked and lost control of his Chevy Cobalt, sliding into the ditch and rolling once. Jeremy stopped a the scene and offered assistance. Tavis was not injured and his car sustained severe damage.

Local Municipality Minutes Melrose City May 19, 2011 The Melrose City Council met in a Regular Meeting on Thursday, May 19, 2011 at 6:00 p.m. at the Melrose City Center pursuant to due notice being given thereof.

Present were Council Members Joe Finken, Jenny Mayers, Tony Klasen, Dick Christenson, Mayor Tim Vogel, City Administrator Michael Brethorst, City Attorney Scott Dymoke, and Assistant City Administrator/Treasurer Karen Thostenson. Mayor Vogel presided thereat.

The agenda was approved as amended.

There was no one requesting to speak at the open forum.

The following items were considered under the consent agenda: a. The minutes from the April 21 Special Joint Meeting with the Commission and the April 21 Regular Meeting. b. A motion was made by Mr. Klasen, seconded by Ms. Mayers and unanimously carried to approve the consent agenda items.

The Council then held a Public Hearing for the purpose of gathering input and taking testimony as to whether the vacant fire-damaged residential property located at 306 East Second Street South (legally described as Lot 5, Block 31 in Townsite (now City) of Melrose, according to the plat and survey thereof, now on file and of record in the office of the Stearns County Recorder) is repairable or if it constitutes a health and safety hazard to neighborhood and community thereby requiring its removal. The City Administrator presented the Affidavit of Publication of the hearing notice. All interested parties were also notified of the public hearing.

Community Development Director Gary Walz reported that an inspection and inspection report were completed by Building Official Dan Marthaler and Fire Chief Jeremy Kraemer. The report notes that the structure does not create a fire hazard, but is a hazard to the public due to its structural integrity as a result of the fire and subsequent exposure to the elements, and the determination that the structure is irreparable. He presented photos of the exterior and interior of the dwelling. One of the interested parties, the Freeport State Bank, had submitted correspondence that they would be supportive of whatever action the Council takes.

City Attorney Scott Dymoke and Director Walz then outlined the procedure to be followed if the Council determines to proceed with demolition of this structure. The next step would be to inform the owner(s) of the Council’s decision, post notice on the front door, publish the resolution directing the demolition, etc. If the owner(s) does not raze the structure during the prescribed timeline, the City would have to file a motion with the Court and follow the process associated with this action prior to actually demolishing the structure. If the City does the demolition, the costs can be certified to the County and placed against the property taxes for collection.

There being no public input, the public hearing was closed.

Melrose Area School District #740 Superintendent Thomas Rich and School Board Member Ann Beard were on hand to give a brief overview of the District’s accomplishments and future goals.

He stated that a major initiative had been completed in which the HVAC system was completely updated, which has already shown natural gas savings of 20%, as well as savings of 15%-20% on all other utilities. Another improvement made was to reroof parts of the School building due to the good bids received on the HVAC system improvements. Another new project was the implementation of the School Reach program, which is a parent notification system for school hour changes, such as school closings, late starts and early dismissals. Mr. Rich also noted that enrollments have declined somewhat which results in lower state funding, which is based on a per student basis. He outlined the cuts that have been required over the past years, but emphasized that the School District is stable and com-

Police Chief John Jensen presented the Police Department’s April monthly report. He stated that there were 281 calls for service compared to 190 for the same month in 2010. The year-to-date call totals were 1031 and 815 respectively. He noted that the newly updated Records Management program includes items that were not previously included in the calls for service, which results in the higher tallies. Chief Jensen also noted that he had informed Stearns County of the City’s decision to not participate in the storm shelter grant program, due to the long term liability for the City. He stated that the two mobile home parks have temporary storm shelter plans in place for this storm season and will continue to work towards permanent storm shelters.

Chief Jensen also pointed out that almost all the nuisance ordinance violation notices have been delivered and many of these violations are already being taken care of.

City Attorney Dymoke report-

ed that the only issue he has been working on for the City is the CentraCare lease options.

The Assistant City Administrator/Treasurer presented the General Fund Financial First Quarter Report. She pointed out that the General Fund revenues at 2.0% are expected due to the City not receiving any property taxes or LGA until June/July. Overall expenses at 16% appear to be within budget.

Director Walz reported on the Comprehensive Plan Committee’s recent activities which included the preparation of various land use and recreational area maps, and the revised Goals and Policies for Council review and input. He stated there will be a community open house on Thursday, June 9, from 6-8 p.m. at the Melrose City Center.

As a result of the Public Hearing held earlier, Mr. Klasen introduced Resolution No. 2011-23, Resolution Ordering the Razing of a Hazardous Building Located at 306 East Second Street South. The motion was seconded by Ms. Mayers with a roll call vote recorded

as follows: For: Council Members Klasen, Mayers, Finken, Christenson and Mayor Vogel; Against: None. A copy of the resolution is on file in the City Administration Office.

Public Works Director John Harren reported that an Advertisement for Bid was published in the Melrose Beacon to solicit bids for window sill and cabinet hardware replacement for the City Center.

One quote was received, which was from The Woodshop of Avon in the amount of $23,955. The Utilities Commission, at its May 9 meeting, approved awarding the bid to The Woodshop of Avon. The costs to be shared General 75%; Utilities 25%.

Funds have been budgeted and setaside for each of the past several years. Mr. Christenson expressed his disappointment that no local vendors had submitted bids on this project.

A motion was made by Mr. Christenson, seconded by Mr. Finken and unanimously carried to concur with the Commission and award the quote for window sill

and cabinet hardware replacement to The Woodshop of Avon.

Mayor Vogel reported that Travis Frieler has requested a leave of absence (LOA) from the Fire Department effective April 25, 2011, and Chuck Gerads has requested an LOA from the Fire Department effective immediately. LOAs are effective for one year. One other member is planning to retire in August 2011, which will leave 22 active members on this 30-member Department. The Department is currently advertising and accepting applications to fill the vacancies.

A motion was made by Mr. Finken, seconded by Ms. Mayers and unanimously carried to approve the Leaves of Absence for Mr. Frieler effective April 25 and Mr. Gerads effective immediately.

Director Harren reported that a notice was sent by Streets/Parks Supervisor Mark Maus to the property owner at 413 5th Ave NE requesting that the grass be cut. As per City Code 95.38, all property owners shall be responsible for the

vices and to send request for proposals to local agents for services for the period of May 2011 through May 2013. A proposal was received from KIA in the amount of $2,100 per year. The Utilities Commission, at its May 9 meeting, took action appointing KIA, Inc. as its servicing agent for the three-year agreement period.

A motion was made by Mr. Finken, seconded by Mr. Klasen and unanimously carried to concur with the Commission and appoint KIA as the servicing agent for the years of 2011 through 2013.

Director Harren reported that the Council, at its April 21 meeting, had discussed promoting and purchasing from local businesses. At that time, it was recommended that the City Purchasing Policy be reviewed and if deemed necessary to make changes to the current policy.

Staff has researched and discovered that several communities have very similar policies to the City’s current policy. However, State Statute does allow contracts of $25,000 or less to be made either upon quotation or in the open market at the discretion of the governing body.

The Commission recommended revising Section III - Purchasing Procedures D and E to allow staff more latitude and revising the dollar amount that requires obtaining two or more written quotes for the purchase or sale when possible.

City Auditor Steve McDonald was contacted and indicated he would support increasing the dollar value requirement for obtaining quotes provided changes are within state statute guidelines. Another item for consideration is the Cooperative Purchasing - where the City purchases items through the State Cooperative Purchasing Venture (CPV) Program, taking advantage of bulk discounts that have been obtained through bids solicited by government units.

Director Harren stated that the Utilities Commission, at its May 9 meeting, reviewed the existing policy and recommended the Council consider amending the purchase amounts Section III C, D and E and removing a portion of section D. Section C: Purchases up to $500, increase this amount from $500 to $1,000 Delete Section D: Purchases over $500 to $2,000, increase this amount from the current to $1,000

removal, cutting, or disposal and elimination of weeds, grasses, and rank vegetation or other uncontrolled plant growth on their property that, at the time of notice, is in excess of eight inches in height.

The property owner was given until May 24, 2011 to address this issue, and has since cut the grass.

However, staff recommended that the Council approve the destruction order as it then becomes effective for the entire growing season, meaning that if at any time after the issuance of the notice a violation reoccurs, the City shall abate the weeds without further notification to the property owner. It was also noted that any unpaid grass cutting bills can, and will, be certified against the property prior to year-end.

A motion was made by Ms. Mayers, seconded by Mr. Klasen and unanimously carried to approve the destruction order.

Administrator Brethorst reported that a request was made to the Melrose Ambulance to provide EMT services at a 26.2 mile marathon from Melrose to St. Joseph along the Lake Wobegon Trail, which is sanctioned by USA Track and Field, and is scheduled to start at 7:00 a.m. on May 21, 2011 at St. Mary’s Church in Melrose. The fee for providing all day events is $350. Only one EMT will be needed; however, two have offered and will possibly split the shift. A certificate of insurance has been received. Administrator Brethorst also requested that, in order to expedite these types of requests in the future, that staff be authorized to approve or deny the request and inform the Council at their next meeting.

A motion was made by Mr. Christenson, seconded by Mr. Finken and unanimously carried to approve the Ambulance Department providing EMT services at the marathon event and to authorize staff to approve or deny future requests.

Administrator Brethorst reported that the City’s contract for insurance agent services with Mary Louden-Horn of Kraker Insurance Agency (KIA) expires May 2011.

The City’s insurance through the LMCIT requires that the City have a servicing agent. At the Council’s April 21 meeting, staff was instructed to advertise for agent ser-

Administrator Brethorst reported that the Council, at its April 21 meeting, had discussed the option of upgrading the Duvoice voicemail due to problems being encountered and the age of the current system. This voicemail server was installed in the summer of 2003. Upon research by staff and discussions with DiversiCOM, it was determined that the temporary fix applied may adequately serve the City’s needs until the entire phone system needs replacement.

Therefore, it was recommended that no action be taken on the Duvoice voicemail quote, and that the replacement of the phone system and voicemail server be placed on the City’s Five Year Capital Improvement Plan.

Due to a scheduling conflict, it was recommended the June 16 Council meeting be rescheduled.

Mayor Vogel, the City Administrator and Assistant City Administrator/Treasurer will be attending the LMC Annual Conference and Market Place in Rochester June15-17.

Therefore, staff recommended the meeting be rescheduled to June 23.

The Council was in agreement with the proposed rescheduled meeting date.

Combat the summer “Brain Drain”: One of the age-old problems in education is the summer “brain drain” and how to slow it or prevent it. “Brain drain” is simply the learning regression that occurs with students between the end of one school year and the beginning of the next. Research has shown that several weeks of review are almost always needed to make up for what is lost over the summer.

Some strategies: 1. Read, Read, Read!: Reading of any kind is a great summer activity for students of all ages and will help them maintain or improve their skills. Our communities are fortunate to have quality public libraries with solid collections that are available to the public. Books, newspapers and magazines all will contribute to reading skills.

2. Community Education Activities: There are numerous activities that will stimulate and challenge the mind this summer; the Science and Spanish camps are just two examples. In addition, there are trips that are available at no cost to students that will be interesting and educational.

3. Summer School: Summer school will be offered for four weeks the end of July and early August. The program of study will give students a “jump start” on the 2011-12 school year and will be beneficial to students.

4. Local Activities: There are museums and other activities located within our communities and immediate surrounding area.

Most of these are low or no cost and have the potential to expose students to local history and culture.

e. The garage owned by the Wastewater Fund near Oak Ridge Manor on 9th Ave NE has been removed due to its dilapidated condition and its potential as a nuisance. f. The Sauk River Watershed District has completed the replanting of vegetation along the Sauk River Bank. Personnel and volunteers installed seven hundred dogwood plants along the Sauk River Bank.

Locked Car

A woman was at work when she received a phone call that her small daughter was very sick with a fever. She left work and stopped by the pharmacy to get some medication. She got back to her car and found that she had locked her keys in the car. She didn't know what to do, so she called home and told the baby sitter what had happened.

The baby sitter told her that the fever was getting worse. She said, "You might find a coat hanger and use that to open the door."

The woman looked around and found an old rusty coat hanger that had been left on the ground, but said to herself, "I don't know how to use this."

She bowed her head and asked God to send her help. Within five minutes an old, beat-up motor motorcycle pulled up with a bearded man who was wearing an old biker skull rag on his head.

The woman thought, "This is what You sent to help me?" But she was desperate, so she was also very thankful. The man got off of his bike and asked if he could help.

She said, "Yes, my daughter is very sick. I stopped to get her some medication and I locked my keys in my car. I must get home to her, please, can you use this hanger to unlock my car?"

He said, "Sure." He walked over to the car, and in less than a minute the car was opened.

She hugged the man and through her tears she said, "Thank you SO much! You are a very nice man."

The man replied, "Lady, I am not a nice man.

I just got out of prison yesterday - for car theft."

The woman hugged the man again and with sobbing tears cried out loud, "Oh, thank you God! You even sent me a professional!"
