Take a vacation from your vocation -By Harvey Mackay

Have you ever had one of those days when all you could think was, “Gosh, do I need a vacation.”

Of course you have – because all work and no play aren’t good for anyone. A vacation doesn’t have to be two weeks on a tropical island, or even a long weekend at the beach. A vacation just means taking a break from your everyday activities. A change of pace.

It doesn’t matter where.

Everyone needs a vacation to rejuvenate mentally and physically. But did you also know that you can help boost our economy by taking some days off? Call it your personal stimulus package.

An analysis by Oxford Economics for the U.S. Travel Association found that more than 40 percent of U.S. workers don’t take their full allotment of paid time off (PTO) during the year, representing an average of 3.2 unused vacation days per worker in 2013—a total of 429 million work days!

The study estimated that if employees took full advantage of their PTO days, the economy would enjoy the benefits of more than $160 billion in sales and $21 billion in tax revenues, as well as supporting 21 million jobs in areas like retail, transportation and manufacturing.

Workers taking just a single additional day off would boost spending by $73 billion.

So go ahead and take some vacation.

It’s your patriotic duty.

And please, don’t try the old excuse that you can’t take time off – your esteemed presence is required at all times. No one is indispensable. No one.

The place may not function as smoothly without you, but chances are the doors won’t close, and you won’t lose all your customers.

My friend, the late Zig Ziglar, had an interesting take on productivity and vacations: “Isn’t it amazing how much stuff we get done the day before vacation?” So let that be motivation: getting lots of work done in anticipation of being out of the office.

Summer is traditionally a great time for a vacation. Have you planned some time off yet?

You can detach from the workplace without worry and enjoy the break you deserve if you follow these simple steps before you leave:

• Notify co-workers and clients. Let bosses, customers, and colleagues know you’ll be on vacation at least a week – if not sooner – before you take off. Let people know how long you’ll be out of the office, when you’ll be returning, and who they should contact in the meantime. Set an auto-reply on your email, and leave the same information on your voice mail.

• Prepare your co-workers. Talk to the people who will handle questions or problems while you’re away. Help them troubleshoot by providing pertinent information like the status of current projects, names of possible callers, and reasons they might call.

• Straighten up. There’s nothing as unmotivating as coming back from a great vacation to a workspace in complete disarray. Make the transition easier by cleaning up before you leave.

• Get your mind in gear. If you are not accustomed to taking time off, you may have forgotten how to disconnect.

• Turn off your electronics, and explain that you will be available for no more than 15 minutes a day unless the place is on fire. Our smartphone world has created an army of work zombies. The temptation to work is too great when you can just tap your phone.

Don’t let technology ruin your break … or your life.

• Trust the people you work with to carry on. You might be pleasantly surprised at what gets accomplished in your absence.

And if getting away from the office is absolutely impossible, try what the Business School of Happiness calls “The One Minute Vacation.” When time and money prevent taking a physical vacation, “The same relaxing benefits of taking a vacation can be found in minutes of simple meditation interspersed throughout the day. In fact, three one minute sessions of deep breathing – taken at pre-set intervals throughout the day may indeed deliver the deep sense of peacefulness that might have seemed elusive.”

Obituaries Emil Richard Stiller

Emil Richard Stiller, 83 year old resident of Swanville, MN, died Tuesday, June 17 at St. Otto’s Care Center in Little Falls, MN. A Mass of Christian Burial was held on Monday, June 23 at 10:00 A.M. at St. John the Baptist Catholic Church in Swanville, MN with Father, Joseph Backowski officiating. The burial was held at 12:00 P.M. on Monday at the Minnesota State Veterans Cemetery north of Little Falls, MN. Emil Richard Stiller was born August 9, 1930 west of Flensburg, MN to the late Sylvester and Martha (Lampert) Stiller.

He attended District #79 country school and then attended the Swanville Public School. He was united in marriage to Rita Mary Lashinski on August 26, 1952 at St. Stanislaus Catholic Church in Sobieski, MN. He served in the United States Army from December 10, 1952 until September 13, 1954. He served primarily in the Washington, D.C. area. Emil was known as the local barber to his friends in the service. After his honorable discharge, he returned to Morrison County, MN. Emil worked as a heavy equipment operator for Martin Fruth and Larry Starry, as a foreman at Crestliner in Little Falls, MN and also worked at Hennepin Paper

Mill for a short time. Emil and Rita also farmed in Swanville Township for several years. He enjoyed riding side saddle on his four wheeler, ice fishing, hunting, sawing lumber with his saw mill and spending time with his family and friends. Emil was a member of St. John the Baptist Catholic Church, the Swanville American Legion Dolvin-Wilcox Post #313, VFW and was vice president of the National Farmers Organization.

Left to cherish his memory are his wife of 61 years, Rita Mary Stiller of Swanville, MN; children, Mary Anne (Bob) Backowski of Little Falls, MN, Rich (Jane) Stiller of Swanville, MN, Roger (Colleen) Stiller of Avon, MN, Carol Anne (Jerome) Blommel of Carlos, MN, Joan (Ed) Voigt of Cold Spring, MN; siblings, Donald (Eileen) Stiller of Rochester, MN, Irene (Joe) Deruytter of Lake Placid, FL; brother-in-law, John Rosty of Swanville, MN; grandchildren, Fr. Joe Backowski, Jake Backowski, Roxanne Backowski, Nick Stiller, Laura Torgerson, Danielle Stiller, Michael Stiller, Robert Stiller, Matthew Stiller, Samuel Blommel, RoseAnna Blommel, Christanna Blommel, Glorianna Blommel, Vanessa Voigt and Hannah Voigt and great-grandchildren, Levi Torgerson, Hailey Torgerson, Karter Backowski, Karson Backowski, Arwen Blommel.

He was preceded in death by his parents, Sylvester and Martha (Lampert) Stiller and a sister, Lorraine Rosty.

Arrangements were with the EmblomBrenny Funeral Service in Little Falls, MN.

Raymond J. Adrian, age 86 of Elrosa, died Thursday, June 19, 2014 at the Glacial Ridge Hospital in Glenwood, Minnesota.

A Mass of Christian Burial was held at 10:30 a.m.

Monday, June 23 at Saints Peter & Paul Catholic Church in Elrosa with Rev. Mark Stang officiating.

Mass of Christian burial celebrating the life of Joseph Ben Poepping, age 91 of Sauk Centre (formerly of New Munich) took place at 11 AM Tuesday, June 24, 2014 at Immaculate Conception Catholic Church in New Munich. Father Roger Klassen OSB officiated, Father Greg Paffel concelebrated, and burial took place in the parish cemetery following the mass. Joseph died peacefully in Sauk Centre early Friday morning surrounded by his family. Arrangements were made with the Miller-Carlin Funeral Home of Albany.

Joseph was born September 18, 1922 to Henry and Ida (Lueken) Poepping in St. Martin Township. He grew up in a farm family who farmed in many locations around Central Minnesota. He married Mildred Evens on September 26, 1945 in Farming. After marriage, the couple moved to Raymond where he worked on a farm. Soon after, Joe went to work for Jenny-O in Melrose until he eventually purchased the Melrose Locker Plant which he owned and operated for many years. Besides the meat locker, Joe stayed true to his farming roots raising pigs, chickens, and horses on his farm in New Munich. Besides work, Joe and his wife

loved to square dance. They also greatly enjoyed playing cards with friends and neighbors over the years. They also loved going out to eat. Joe and the family could always be found at Charlie’s on Tuesdays for Buck Night. Joe was a member of the St. Joseph’s Society, Catholic Aid, a former Lion’s Club member, a former New Munich City Council Member, and an active member of Immaculate Conception Catholic Church in New Munich.

Joe is survived by his loving wife of 69 years Mildred Poepping, Sauk Centre; his children Darleen, Albany; Allen Poepping, New Munich; LeRoy Poepping, Milaca; Eugene (Amy) Poepping, Sauk Centre; his daughter in law Carrie Poepping, New Munich; his fifteen grandchildren and 11 great-grandchildren; and his siblings Bernidine Ramler, Richmond; Betty (Sylvester) Theis, Cold Spring; and Alfred (June) Poepping, St. Cloud.

He is preceded in death by his parents Henry and Ida Poepping, his sons Wilfred “Butch” Poepping who died in Vietnam in in1971, and Marvin Poepping who passed in 2011, his brothers Frank, Norbert, Jerome, and Ralph Poepping, and his sister Marie Thomes.

Foresters. Raymond enjoyed fishing in his younger years and later in life he enjoyed playing cards, shaking dice, especially 6 5 4, playing pull tabs, and visiting with family and friends. Raymond’s daily routine started with a shot of brandy in the morning.

Survivors include his sister, Rita (Louie) Hiltner of Sauk Centre; brotherin-law and best friend, Al Czech; and many beloved nieces and nephews.

Ray was preceded in death by his parents, Joseph and Mary Adrian; brothers, Aloysius Adrian and Alfred Adrian; and sisters, Agatha Roering and Marjorie Czech.

Serving as casket bearers were David Hiltner, James Hiltner, Gary Roering, Jim Dietrich, Kevin Herdering, and Greg Czech. Cross bearer was Carol Herdering and scripture bearer was Sharon Czech.

Briggs & Stratton also provides 15 horizontal engines for the instructors to bring back to their programs to support small engines programs at the high school level. On June 14th, 27 students completed the Minnesota DNR ATV training course sponsored by the LPGE FFA. The FFA chapter also sponsors Snowmobile training and will offer Firearms Safety Training this fall. Mr. Gjerstad has been a DNR Safety Instructor for 18 years.

LPGE Metal Shop Instructor Curt Gjerstad attended the Alex Tech Instructor Training Workshop for Machining. This is Mr. Gjerstad’s 3rd year working with Alex Tech in the field of Machining. The LPGE Distrtict has approved purchasing a used Mill that will complement our machine lathes. If anyone is willing to donate time or supplies and equipment, we are looking at creating a machining class as an option for students at LPGE. And if that goes well, we will offer a community education class in Machining in the future. Machining skills are sought out by all employers and employers are constantly stopping at the technical colleges, trying to hire employees. We hope to provide background in the field and possibly encourage students to look into the career. June 11-13 Todd County 4-H sent 16 campers and 7 camp counselors to the 2014 4-H Summer Camp held at Northern Pines in Park Rapids, MN. The camp’s theme this year was “4-H Rocks." The youth had a fun filled 3 day camp with events such as; campfires, swimming, games, skits, cooking, crafting, and a great presentation about fire and ice, by the Science Museum in Bemidji. The majority of educational activities were themed around Geology, Food Fun explored the layers of soil through a layered fruit parfait. Rock necklaces, tie-dying, discussion about rock formations and birthstones, just to name a few. 4-H Camp Rocks!

Wheels in motion to address rain damage

The excess moisture and flooding situation grew worse this past week as more heavy rain hit parts of Minnesota.

Areas around Mankato and other parts of southern Minnesota were especially hard hit, with rainfall amounts in double figures for the weekend alone. This has developed into a major disaster, and government agencies have sprung into action dealing with the situation. The state must reach a threshold of $7.3 million in damage to public infrastructure in order to qualify for federal disaster status. It appears that may happen and, if it does, the federal government would pay for up to 75 percent of repair costs to those affected structures.

The Legislature last year approved a new disaster plan for the state with $3 million being set aside for payments without needing a special session to appropriate those funds. However, it appears the scope of this disaster may be such that a special session will be required anyway. The governor said over the weekend that he may call us back to deal with the situation.

The formula uses population figures and multiplies that by a set dollar amount, in this case, $3.50, to come up with individual county thresholds. For Stearns County, whose 2010 census figure was just over 150,000, the threshold is just over $527,000. The figure for Pope County with its population of just under 11,000 is $38,000. And for Douglas County and its 36,000 residents, the amount is just over $126,000. Under the new state disaster legislation, if damage in a county amounts to one-half of those set figures, they would become eligible for disaster aid.

The Department of Commerce has activated its Consumer Response Teams to help residents understand their rights and make informed decisions. They can also assist in dealing with insurance companies to settle claims. The phone number to get in touch with these teams is 1-800-657-3602.

The DNR has information on state park closings on its website, and MnDOT has the latest road closings on its site. In addition, the State Emergency Operations Center has been activated, and they have updated information on Homeland Security and Emergency Management

Ever since this wet spell began, I have said some of the largest losses are to agriculture in the form of eroded top soil and lost crop production. If individual counties are declared disaster areas, farmers in those and adjacent counties will be eligible for federal aid in the form of emergency loans. Losses must exceed 30 percent in crops or livestock. Someone has rightly said that when we speak a person’s name we call that one into existence. For example, we can go an entire day without someone mentioning our name. No one has recognized that we are even alive. Does that mean that we do not exist? No. It means that we have not been recognized. We have been “overlooked.”

David began Psalm 18 by recognizing God and proclaiming his love for his Lord: “I love you, Lord, my strength!”

This simple statement quickly describes David’s dependence on God, his intimate relationship with God and his devotion to God. God, David said, was the source of his strength. Whatever he did was done through the strength that God gave him.

Often we think of “strength” as our ability to lift something or endure something as an athlete does in a contest. But David was not thinking of that type of strength. He goes on to describe his Lord as a rock, a fortress, a deliverer, a shield, his strength and the horn of his salvation. All of these words that describe God come from a military setting and help us to see that David, in this Psalm, saw God as the One who protected him and made him the victor in all of his battles.

When David called on God, something happened: he was delivered or saved from all of his enemies. That also happens when we call on the Lord. “Everyone,” the Bible says, “who calls on the name of the Lord will be saved.” Call on Him now to be delivered and saved!

Local Municipality Minutes Burtrum City June 2, 2014 The meeting of the Burtrum City Council was called to order on Monday, June 2, 2014 at 7 p.m. by Mayor Allen. Clara Taft and Ron Strassburg were absent.

Minutes of the May 5th meeting were read and approved on a motion by Anna Payne and seconded by Kevin Wunderlich. All members voted in favor. Motion carried.

Finance report was read and approved on a motion by Kevin Wunderlich and seconded by Anna Payne. All members voted in favor.

Motion carried.

A motion was made by Anna Payne and seconded by Kevin Wunderlich to pay checks number 7240 thru 7254. Upon vote, motion carried.

Under old business, the bids for the hall roof were looked at again after getting more information. After much discussion, Kevin Wunderlich made a motion to accept the bid from Alliance Construction. Motion seconded by Anna Payne. All members voted in favor. Motion carried.

The swing set by the hall will be straightened and stained.

Melrose City May 15, 2014 The Melrose City Council met in a Regular Meeting on Thursday, May 15, 2014 at 6:00 p.m. at the Melrose City Center pursuant to due notice being given thereof.

Present were Council Members Joe Finken, Jenny Mayers, Dick Christenson, Tony Klasen, Mayor Tim Vogel, City Administrator/Treasurer Michael Brethorst and City Clerk Patti Haase. Mayor Vogel presided thereat. The Council then recited the Pledge of Allegiance.

A motion was made by Ms. Mayers, seconded by Mr. Christenson and unanimously carried to approve the agenda as submitted.

The Council recognized and commended Police Chief John “JJ” Jensen for his 31 years of service with the Melrose Police Department. Mayor Vogel presented Chief Jensen with a retirement memento in recognition of the City’s appreciation of his contributions to the City during his years of service.

Council Member Finken expressed his gratitude to Chief Jensen for his service to the community and to the Melrose Fire Department. Council Member Mayers also thanked Chief Jensen for his years of service and his commitment and dedication to the community and to his Department.

Resident Steve Kortenbush addressed the Council requesting that they look into the foreclosed property located at 15 1st Street SE. There is a freezer with spoiled meat in the yard that is not locked or chained. Mr. Kortenbush noted that this is a concern as there are children in the neighborhood not to mention the stench is horrific. He has contacted the Stearns County Public Health Department regarding the matter. Minnesota State Statutes 609.675 states that whoever, being the owner or in possession or control, permits an unused refrigerator or other container, and, sufficiently large to retain any child and with doors which fasten automatically when closed, to be exposed and accessible to children, without removing the doors,

lids, hinges or latches, is guilty of a misdemeanor. The previous owners have left the state and attempts to contact the mortgage company have been unsuccessful. City Administrator Brethorst commented that he, along with Police Chief Maus, would work through abatement to resolve the issue.

Council Member Finken stated that staff should have invited all parties involved with the Appeal of the Dangerous Animal Order primarily those residents who had encounters with the animal. Mr. Finken stated that, in the future, staff must make notification to all parties that hold an interest in the matter of an appeal hearing. Council Member Finken did provide an update stating the dog has since been euthanized.

Mayor Vogel commented that Chuck Walz walks every morning and picks up garbage and disposes of it properly. Mr. Walz is to be commended for his diligence in picking up the litter in the community. Just one way we all can help to make a difference.

Council Member Mayers noted that the Car Show and Cook Off will be held on Saturday, May 31 at the Sauk River Park from noon until 11:00 p.m. There will be live music with the Enterprise Band playing from 3-6 p.m. and Solid Silver from 6:30-10:30 p.m. The event supports brain cancer research.

The following items were considered for approval under the Consent Agenda: a. The minutes from the Council’s April 14 Special Joint Meeting with the Commission, the April 17 Local Board of Appeal and Equalization Meeting, the April 17 Special Joint Meeting, and the April 17 Regular Meeting. b. List of bills in the amount of $411,846.68. c. List of investments for the month of April. d. Resolution No. 2014-15 - Donation in the amount of $100 from the Roving Hillbillies Snowmobile Club towards the Melrose Area Ambulance Department. e. 1) The Council to give consideration to approving the Community Festival License Application for The Dam Bar for the Working Together for a Cure Car Show and Fund-raising Event to be held Saturday, May 31, 2014 at the Sauk River Park. Per City Code, the application has been reviewed and signed off by the City Administrator and Police Chief. This event must comply with City Code Chapter 113.23(C) which deals with Community Festivals – Public Property. Approval is contingent upon the City Clerk receiving all required documentation.

Police Chief Jensen presented the Police Department’s April report. He noted that a total of three citations were issued in the month of April. There were 53 verbal warnings. Chief Jensen stated there were 164 calls for service during this month compared to 249 for April of 2013. The year-to-date number of calls is 669 compared to 826 in 2013. For the month of March 2014, the Department received 21 agency assist calls. Police Chief Jensen spoke briefly thanking the present Council and all past Council Members for their support throughout his career.

During the period from April 10 - May 7, the City Attorney has given significant attention to the following for the City: • Charter Communications Headend Lease Agreement: Reviewed proposed terms of amendment to Charter’s Headend lease with City staff. Prepared draft of amendments to lease agreement.

• Verizon Tower Lease: Reviewed draft of lease agreement prepared by Verizon with City staff.

Identified cost and insurance language that needed further revision.

Prepared language assigning costs and requiring documentation of insurance coverage and forwarded to City staff for discussions with Verizon • Zoning Ordinance: Reviewed terms of Zoning Ordinance and prepared opinion interpreting dwelling regulation requirements.

• Dangerous Dog Ordinance: Reviewed state statutes and City ordinance concerning dangerous dogs, including hearing requirements on appeal of dangerous dog designations. Reviewed requirements with City staff and prepared material for use at hearing.

City Administrator/Treasurer Brethorst presented the General Fund Financial First Quarter Report. Administrator Brethorst noted that the General Fund revenue is at 2% and the expenditures are at 16%. Revenues are low because the first half of property tax revenue is not received until June. Also the first half of LGA is not received until July. Property tax and LGA together make up 73.9% of the revenue budget.

Mayor Vogel noted that at the April 14 Special Joint Meeting, approval was given to move forward with the appointment of part-time Maintenance Worker Ron Tieman to a full-time Streets/Parks – Water/ Wastewater Maintenance Worker.

Also discussed was the hiring of a summer/seasonal worker to help with lawn maintenance, etc. at 20 hours per week for the summer months only. The rate of pay is $9.50 per hour. This individual would be shared amongst the Departments.

Mayor Vogel next reported that Grove Township has requested permission to build a turn-around at the end of Spring Haven Road.

This turn-around/cul-de-sac would be placed on City property (well field). The road is currently maintained by Grove Township. Upon further review of the property, it has been determined that the property is owned by Grove Township not the City of Melrose; therefore, no action is required.

Mayor Vogel stated that the Council, at its April 17 meeting, adopted Ordinance No. 4-172014-1, An Ordinance Amending Melrose City Code Chapter 32, Section 32.01, Parks and Recreation Board. The Board shall consist of five members appointed by the Mayor with the consent of the City Council. Two members of the Board shall be members of the Melrose Area Development Authority, two members shall be members of the Planning and Zoning Commission, and one member of the Board shall be from the City Council. At the Council’s April 17 meeting, Joe Finken was appointed as the Council representative.

MADA, at its April 15 meeting, by consensus, nominated Bob Mayers and George Jensen for appointment to the Parks and Recreation Board by the Mayor with the consent of the Council as the MADA representatives. Since the Planning and Zoning Commission has not met since the Council adopted the Ordinance an email was sent to Planning and Zoning Members seeking volunteers to serve on the Parks and Recreation Board.

Kevin Thomes and Josh Thieschafer have volunteered to serve on the Board.

Mayor Vogel appointed George Jensen and Kevin Thomes to two-year terms and Bob Mayers and Josh Thieschaefer to three-year terms, all successor appointments will be for three-year terms. The Council concurred with the appointments.

Chief Jensen conducted the Swearing-in Ceremony with an Oath of Office and pinning of badge for Craig Maus as the new Police Chief. Newly appointed Police Chief Maus then conducted the Swearing-in Ceremony with the Oath of Office and pinning of badge for Police Officer Matt McDonald.

Kevin Frazell with the League of Minnesota Cities (LMC) has contacted City Administrator Brethorst to submit an application to serve on the LMC Board of Directors. If Administrator Brethorst’s application is approved, he will resign his Board seat on the Minnesota Association of Small Cities.

The Council, by unanimous consensus, concurred with the Commission approving Administrator Brethorst submitting his application to serve on the LMC Board of Directors.

The following informational items were discussed: a. The minutes from the Utilities Commission’s April 14 Regular Meeting and the April 16 Special Meeting. b. The Minnesota Department of Revenue has presented the City of Melrose a Certificate of Appreciation for allowing the use Melrose City Center as a volunteer tax preparation site. c. A total of five applicants applied for the GIS/Public Works Internship. After reviewing the applicant pool and recent staffing change overs, it was determined that this internship should not be filled in 2014 but to consider the internship in 2015. d. The Council, at its March 20 meeting, approved the purchase of a 2014 Chevrolet Silverado 2500 to replace the Street Department’s 1989 Ford F250 and authorized staff to sell the original box off the new Chevy 2500 HD and replace with a utility box. Staff has obtained two written quotes and will be moving forward with the purchase. Staff has also obtained quotes for a Tommy lift for Unit #23 and will be moving forward with the purchase.

The council discussed the recent flooding where approximately seven inches of rain fell in a twenty four hour period. Andy was in town for most of the day on Saturday monitoring the lift stations and making sure that both pumps to each lift station were running to alleviate the overwhelmed sanitary sewer system. There was never a time when the pumps stopped working and there were no power outages. Transferring water from the east lift station to a manhole that pumps to the west lift station was done once the water levels at the west lift station were low enough to handle the additional water. This transferring of water could not have been done any sooner without causing any further water issues for homeowners. Mayor Jim Gohman reminded residents that it

is illegal to pump sump pumps into the sanitary sewer system. When sump pumps are allowed to pump into the sanitary sewer system, it only adds to the issues that arise from an already overwhelmed system when that much rain has fallen in a short period of time. Andy was in contact with the MPCA (Minnesota Pollution Control Agency), to obtain information on what could be done during flooding situations to help prevent flooding to homes.

The rules on bypassing are pretty clear and should only be done as a last resort measure. The city spent approximately $30,000 on a SCADA system, which allows Andy the ability to monitor both lift stations and the water plant from any computer and his phone at all times. The city is also in the process of having a generator permanently installed by the water plant, which will automatically kick on when there is a power outage which will cost approximately $30,000.

A motion was made by Jim Gohman to send letters to residents, notifying them that an inspection for sump pumps will take place within the next 60 days. During this inspection, anyone found to be pumping their sump pump into the sanitary sewer system will be required to reroute the sump pumps immediately. Any resident or business that does not allow the inspection will be assessed $100 surcharge on their utility bill each month until an inspection has been completed.

Upon a roll call vote, the following voted in favor: Dennis Barrett, Ralph Muellner and Jim Gohman.

No members voted against. Motion carried. The clerk will contact the City Attorney regarding inspections and surcharge as it pertains to city ordinance and inspections will take place as soon as possible.

Mayor Jim Gohman informed the council of building permits that he approved in the past month for the following: Chris Berger for a patio, Brandon Kelly for an extension of a patio with a 4x8 privacy fence and cement for the dog kennel, and for Jeremy Kerzman for cement aprons for his garage. These permits were issued because it was clear there would be no issues regarding setbacks.

A motion was made by Jim Gohman to approve a building permit for Jeremy Kerzman to tar the remaining portion of the driveway for his shed out to the road. A second was made by Dennis Barrett and upon roll call vote, the following members voted in favor: Dennis Barrett, Ralph Muellner and Jim Gohman. There were no members voting against the motion. There is a window at the Library that is cracked and needs to be replaced. The council will look over the window and the clerk will try to obtain quotes on getting it replaced.

A motion was made by Dennis Barrett to approve Resolution No. 2014-08, A Resolution Approving a Gambling Premise Permit for the Grey Eagle Burtrum Lions Club GEMFest Raffle. A second was made by Ralph Muellner and upon vote, with all members voting in favor, motion carried. The above stated resolution may be read in its entirety at the Clerk’s office.

An estimate to replace the flag pole at the Fire Hall was obtained from Eagle Fabricating. The matter was tabled to obtain more information and will be revisited at the July meeting.

City Hall will be closed July 14 through July 18 due to Clerk’s vacation. Voice mail and email will be monitored during these dates and emergencies will be handled accordingly.

The council discussed the dampness of Old City Hall. Fans will be put up and windows open to allow for circulation until Andy returns and can install dehumidifiers.

There were no yard clean ups for council consideration.

The Clerk will obtain a quote for stripping/finishing the floors for the council meeting room and the fire department meeting room.

The dates for filing for Mayor and two City Council seats will be July 29th through August 12th.

Ralph Muellner updated the council on the generator. The cement pad is in and the transfer switches will be installed as soon as they come in.

A motion was made by Ralph Muellner to submit a government request form to the Grey Eagle Burtrum Lions Club for Park Maintenance for $3,500. A second was made by Dennis Barrett and upon vote, with all members voting in favor, motion carried.

Dennis Barrett informed the council that Village View will be installing a sprinkler system in the building. A gate valve needs to be installed and city staff must be on hand at the time of the connection to the water supply.

The Clerk was instructed to proceed with delinquent utilities as allowed by ordinance.

Grey Eagle City Special Meeting June 17, 2014 These are unapproved minutes.

The special meeting of the Grey Eagle City Council was called to order at 7:00 p.m., on the 17th day of June, 2014 in council chambers. Council members present were Ralph Muellner, Dennis Barrett, Andrea Kraska and Thom Muellner. There were no council members absent. Also in attendance were Lori Hellmann, City Attorney Tim Churchwell and guest Bob Pallansch.

The council discussed the sewer ordinance regarding sump pumps discharging into the sanitary sewer system. At last council meeting the council approved a motion to have the ability to inspect homes for how sump pumps are discharged and providing for a surcharge. These changes require a change to the existing ordinance. Tim Churchwell provided the council with an amendment, addition and re-num-

bering of city code 5.20 – 5.27 of Chapter 5, Utilities, to regulate the Discharge of Sump Pumps into the sanitary sewer system.

A motion was made by Thom Muellner to call for a public hearing ordinance change July 8, 2014 at 8:00 p.m., in council chambers.

A second was made by Dennis Barrett and upon roll call vote the following members voted in favor: Thom Muellner, Dennis Barrett, Andrea Kraska, Ralph Muellner and Jim Gohman. Motion carried.

A motion was made by Dennis Barrett to approve the installation of additional lighting for the volleyball courts at Lions Centennial Park at no cost to the city. A second was made by Ralph Muellner and upon vote, with all members voting in favor, motion carried.

Anderson Files for Minnesota House Seat

Three-term State Representative Paul Anderson (RStarbuck) recently filed for re-election to his seat in the Minnesota House of Representatives. The district he currently serves, District 12B, covers approximately the western half of Stearns County, the eastern two-thirds of Pope County and four townships and two cities in Douglas County, in addition to two precincts in the city of Alexandria.

“It’s been a privilege to serve the residents of this part of the state in St. Paul these past six years,” said Anderson. “There’s more work to be done, and I’d like to continue that service to my constituents.”

During his time at the Capital, Anderson has served on committees that deal with agriculture, natural resources and the environment, education, veterans, government operations, and housing. When Republicans held the majority in 2011-12, Anderson served as vice-chair of the Agriculture Policy and Finance Committee. In his third term, with the DFL back in control, he served as the “lead Republican” on the Housing Policy and Finance Committee.

Anderson expects a number of issues to rise to the surface in the upcoming biennium. One has to do with government spending. “State spending grew at a 12 percent rate during the past two years of Democratic control in St. Paul,” Anderson said. “That was made possible by one of the largest tax increases in state history. I don’t think spending increases of that magnitude are sustainable.”

Another issue involves leadership at the Capital being concentrated among metro-area members. “Most of the leadership positions, including committee chairmanships, have been held by legislators from the metro area these past two

years,” said Anderson. “The chair of the committee that controls the budget of the Agriculture Department, for example, is from Minneapolis. We need to have more geographic balance in these key positions.”

Anderson and his wife, Faith, live on their fourth generation family farm in Pope County. They have three grown children and three grandchildren.

County Road 2 in Rice closes overnight July 1 Detour directs motorists to County Road 40 Motorists travelling in Rice may encounter delays as County Road 2 between County Road 21/25th Avenue NE and westbound Highway 10 closes beginning at 7 p.m. Tuesday, July 1.

All lanes of County Road 2 will open by 6 a.m. Wednesday, July 2.

Signed detours will direct motorists to access Highway 10 and businesses in Rice using Highway 10, County Road 40 and County Road 21.

All lanes of Highway 10 in Rice will remain open and shifted to their narrowed, temporary lanes with a reduced 55 mph speed limit.

The closures are needed while crews place beams for the future Highway 10

bridges spanning County Road 2. The bridges are part of the Highway 10/County Road 2 interchange project in Rice.

When complete in November 2014, the new Highway 10/County Road 2 interchange will improve safety, traffic flow and efficiency of the local transportation system by replacing the existing Highway 10/County Road 2 intersection with an interchange.

The new interchange’s unique design also reduces project costs while minimizing impacts on the local road system.

DNR warning: Waters dangerously high and fast Following recent rains across the state, the Minnesota Department of Natural Resources is urging boaters, paddlers and swimmers to think twice before heading out on the water right now.

People must be especially cautious around high water; making sure they wear a life jacket and are aware of local flooding conditions and alerts. People also should not venture into flooded areas.

“Rivers, lakes and streams around Minnesota are extremely swollen and that water is cooler than normal,” said Kara Owens, DNR boat and water safety specialist. Water temperatures around the metro are hovering around 70 degrees, which is 5-10 degrees colder than normal.

“Stream and river currents are also extremely strong and moving fast, which many boaters and swimmers are not used to,” Owens said.

Boaters should also be aware that there’s more debris in the water. That includes both natural and man-made objects that have

So far this year, three people have died in boating accidents compared to five this time last year.

A no-wake zone is currently in effect on rivers and lakes around the metro, including the St. Croix River from Taylors Falls to Prescott, Prior Lake and Lake Minnetonka.

The Minneapolis locks on the Mississippi River are closed to both recreational and commercial traffic.
