Patience takes practice -By Harvey Mackay A woman walked into the grocery store with a three-year-old girl in the seat of her shopping cart.

As they passed the cookie section, the little girl asked for cookies, and her mother said no.

The little girl began to whine and fuss.

The mother said quietly, “Now, Monica, we just have half of the aisles left to go through; don’t be upset. It won’t be long.”

Soon they came to the candy aisle, and the little girl began to beg for candy.

When her mother said she couldn’t have any, the little girl began to cry. The mother said, “There, there, Monica – only two more aisles to go, and then we’ll be checking out.”

When they got to the checkout, the little girl threw a loud tantrum. The mother patiently said, “Monica, we’ll be through this checkout lane in five minutes, and then you can go home and have a nice nap.”

A man followed them out to the parking lot and said to the woman. “I couldn’t help noticing how patient you were with little Monica.”

The mother laughed. “My little girl’s name is Tammy. I’m Monica.”

The world today is testing everyone’s patience. And we have never needed it

Patience is an invaluable virtue, but it takes some work. We live in a world where we are used to getting things quickly, be it information or products. We want everything now – instant gratification.

This impatient attitude can cause a lot of harm – unproductive time, stress, poor decisions and more.

Patience and impatience are also habits. Studies show that it takes 21 days to create or to break a habit. Good habits are as addictive as bad habits and a lot more rewarding. I would like to suggest that when you change your impatience habit, you will change your life. Patience requires self-control. It doesn’t help to complain or whine or stomp your feet like children. It’s not easy to be patient all the time. It requires practice. Start by waiting in line – and we are waiting in a lot of lines these days – or wait in traffic. It is better to be patient on the road than a patient in the hospital. Take control of your emotions in small situations.

Have realistic expectations. This can pertain to projects and people. A common weakness is wanting others to be better than you are willing to be yourself. If you have unrealistic expectations, your stress and anxiety can increase.

Rejection is a part of life. You can’t avoid it, and you must learn not to take it personally. Move on and prepare for the next challenge.

Analyze every failure, but never wallow in one. I always want to know why people say no, and I’m not afraid to ask. How helpful it is to have a second opinion about where you went off the rails. Think about what you could have

Remember past achievements. Look back to your past successes. How did you feel? This will help ease the rejection of today, and help you recognize that you can get past the current disappointment.

How long did you have to work for those earlier accomplishments?

Finally, take a break when you feel yourself losing patience. If you’re feeling down, do something you like – exercise, read a motivational book, listen to a favorite song. Just don’t stay away too long.

A young man came to a jeweler’s shop and said he wanted to study to become a gemologist. The young man insisted that he had the patience to learn everything the jeweler was willing to teach him.

Reluctantly, the jeweler told him to return the next day for his first lesson.

When the man arrived the next day, the jeweler placed a jade stone in his hand. For four hours the young man held the stone while the jeweler did his work.

The next day the jeweler had the young man hold the same stone. And every day after that, for over a week.

Finally one morning the young man asked, “Sir, when am I going to learn something?”

“Soon,” said the jeweler, passing him the stone.

The young man was about to give up, but as he took the stone in his hand he felt surprised. “Why are you giving me a different stone today?”

The jeweler smiled and said, “You have begun to learn.”

“The Good Old Days” -By Tom Kuehne Ignorance 2 In the early times of our lives, we were, according to today’s standards, quite uninformed.

Our sources of information were some local newscasts, a week-old local newspaper and conversations with neighbors and other visitors to the farm. It was a simpler and much less stressful life. We were concerned with the family, the farm animals, the crops, the garden and if we should cut hay or if it was going to rain.

We were concerned with things that we were able to change or to do differently to create a more satisfactory result. Yes, the thought of polio concerned all of us, but in our families own way we attempted to avoid exposure as well as we thought best. It along with the development of Salk Vaccine, caused the problem to greatly diminish. We don’t worry about that problem anymore.

Today through TV, computers and social media, we are constantly being blasted with on the spot visual scenes.

We see a group of lawless individuals smashing, vandalizing, stealing and burning their community businesses.

We are forced to decide if their actions are acceptable, or if the news reports are possibly slanted against a political party, an administration or just those brave individuals whose job is to minimize the spread of the riot. The media causes our thoughts and conversations to gravitate toward happenings that we find are very difficult or unable to fix. However since we are constantly exposed to them, we worry and meditate about them anyway

We also have the benefit of instant news. We get a news bulletin across the bottom of the TV screen notifying us instantly of a bad weather event, while it’s happening in our country or almost anywhere in the world. If there is a tragic accident on the highway in New York, we get pictures and stories before the accident is complete. These reports are always about bad things. Another incident about a refinery fire somewhere and the comments from the “experts” telling us to expect a sharp rise in gasoline prices. Good things evidently don’t cause a large audience, so they are customarily ignored. News evidently must cause stress in our lives.

The political game is constantly on the news. We hear from one station that some politician spoke their mind and actually told the truth about some occurrence.

Another station has its “experts” telling us about the politician causing many bad feelings, because somehow truth is frequently not politically correct.

I think that we need to be appreciative and thankful that there was a period in our lives when we were able to be more concerned with our own personal, family and community concerns. A time when life could be considered to be more simple. A time to listen to the birds. A time to get the rocks picked. A time to really feel the dirt under our feet. A time to go fishing. A time in our memories when while spending time outdoors, the sun was always shining. A time to think back about those who have gone before us and how their lives have changed our lives today.

Shut off the media and think about how lucky we were and maybe it’s possible to preserve a small part of that tranquility today.

David and Jenna Justin of Elrosa are proud to announce the birth of their son, Dylan Michael Justin, born on Tuesday, June 16, 2020 at 6:02 p.m. at the CentraCare Health-Melrose.

Dylan weighed 8 pounds, 1 ounce and measured 22 inches long.

Dylan has a big brother Aiden 1.5 years old at home.

Gwendolyn L. “Gwen” Veeder

Gwendolyn L. “Gwen” Veeder, age 76 of Sauk Centre, passed away peacefully on June 17, 2020 at Good Shepherd Nursing Home in Sauk Rapids, Minnesota.

A Memorial Service will be held at 11 a.m.

Saturday, June 27 at Zion Lutheran Church with Rev. Marty Porter officiating. Private family inurnment will be held in Lakeview Cemetery in Grey Eagle at a later date. Visitation will be held from 9:30 to 11 a.m. Saturday morning at the church.

Gwendolyn Lois Anderson was born January 14, 1944 in Little Falls, Minnesota to Arthur and Evelyn (Mueller) Anderson.

She attended Grey Eagle High School. Gwen worked for Northwestern Bell as an operator.

After, she worked for the Sauk Centre Police Department as a dispatcher and also part time as an EMT for the ambulance. Gwen married George Veeder and the couple had three children together, Tammie, Cindy, and George Jr. Gwen was a member of Zion Lutheran Church in Sauk Centre. She also belonged to a Birthday Club and the ladies enjoyed hanging out and going on trips together. Gwen liked to do ceramic painting and play practical jokes on others. She loved to spend time with her one and only granddaughter, Hannah.

Survivors include her children, Tammie (Paul) Froland of St. Cloud, Cindy Veeder of St. Cloud, and George Veeder, Jr “Shorty” of Eden Prairie; granddaughter, Hannah (Billy) Kor of St. Paul; and great-grandchildren, Luella and Ellis Kor, with another greatgrandchild on the way.

Gwen was preceded in death by her parents, Arthur and Evelyn Anderson; brother, Harold Anderson; and uncle, Dick Mueller.

Marcella Stangler

Mass of Christian Burial was held Saturday, June 20, 2020 at St. Boniface Catholic Church in Cold Spring, MN for Marcella Stangler, age 90, who died Thursday at her home surrounded by her loving family. Burial was

in the parish cemetery.

Marcella was born in Albany, MN to John and Mary (Heinen) Bloch. She married John Stangler on June 24, 1958 in Seven Dolors Catholic Church, Albany. Marcella and her husband farmed in the Albany area before they moved to Cold Spring in 1992.

She enjoyed spending time with family and friends, and she was an excellent baker and cook. She loved playing cards and bingo.

Marcella was a member of St. Boniface Parish and Catholic United Financial.

Survivors include her daughters, Cindy (Doug) Schmitz, Nancy (Roger) Schlangen, Phyllis (Fred) Schlangen, Mary (Glen) Moscho, Lisa (Jeff) Schwinghammer, Sheila (Roy) Torborg; siblings, Florence Petrich, David Bloch, Leo (Patty) Bloch, Alfred (Mary) Bloch, Bobby (Carol) Bloch, Patty Colliander; 17 grandchildren and 18 great-grandchildren.

She was preceded in death by her husband, John in 2010 and 6 siblings.

Amanda Frances Swanson James “Jim” P. Diehl A m a n d a Frances Swanson, age 39 of Melrose, died Friday, June 19, 2020 with family by her side.

A Celebration of Life will be held at 1 p.m. Friday, June 26 at the River of Life Church in Sauk Centre with Rev. Kyle Peterson officiating. A private inurnment will be

held at a later date.

Visitation will be held from 12 to 1 p.m.

Mandie was born September 2, 1980 in Fargo, North Dakota. She grew up in the Fargo/ Moorhead area and graduated from Moorhead High in 1999. She attended Dental School in Minneapolis where she became a Dental Assistant. Mandie was proud of her years in the field working at dental clinics in the Alexandria area as well as working with the Minnesota National Guard giving dental care.

Mandie moved to Melrose with her son, Gabe, where she met her best friend and love of her life as well as her rock, Joe Woeste. Joe stood by her and helped her throughout her many health issues. Through her struggles, Mandie kept her Dental license current always hopeful for the day she would be able to return to her profession. More than anything, Mandie wanted to see her son Gabe, who she loved with all her heart grow to adulthood.

Mandie had a heart of gold and loved to help anyone she could. She will be deeply missed by those who knew and loved her.

Mandie is survived by her son, Gabe Swanson of Melrose; fiancé, Joe Woeste of Melrose; parents, Craig (Deb) Fink of Moorhead, Ted (Tamara) Lund of Ohio; brother, Ted, Jr. (Jess) Lund of Pennsylvania; niece, Quinn Lund; Joe’s father, Don “Big Guy” (Agnes) Woeste of Melrose; Joe’s family; along with many aunts, uncles, and cousins.

Mandie is also survived by numerous extended family and friends who she loved.

Mandie was preceded in death by her mother, Brenda Heley Lund; grandparents, Ray and Lois Heley, Tom and Penny Diebert, Don Fink, and Ruth Thomas; and aunt, Becky Webb.

A Private Mass of Christian Burial was held Tuesday, June 23, at St. Mary Help of Christians Catholic Church in St. Augusta for James “Jim” P. Diehl Sr. age 77, of St. Augusta.

Jim passed away peacefully on June 18 at his home with family at his side. Reverend Matthew Crane officiated.

Entombment took place in the St. Mary Help of Christians Parish Mausoleum.

Jim was born August 21, 1942 in Burtrum, MN to Paul and Frances (Thieschafer) Diehl. After graduating from Swanville High School in 1960 he went on to graduate from St. Cloud State University with a Finance Degree. He married Carol Kummer on January 26, 1963 at St. Mary’s Cathedral in St. Cloud.

Jim worked primarily in the Sporting Goods Industry, which included Stearns Manufacturing, CSI, All Sports in Oregon, Weathershield in Michigan, Design Line Cabinets and finally his own business Diehl and Associates Management Consulting in St. Augusta. Jim was also active in his community, having been a St. Augusta City Councilman, a Trustee at St. Mary Help of Christians Parish, a Council Chair for the Lions District 5M8, a member of St. Augusta Lions and a member of Cloudy Town Sams Camping Club.

In his free-time he enjoyed camping and fishing and will be remembered as a devoted husband, father and grandfather.

Jim is survived by his wife Carol, sons Jeff (Kim) of St. Cloud, Mike (Terri Sohn) of Williamston, MI, Steve (Sally) of St. Louis Park, Bob (Monika Morris) of Plymouth and Jim Jr. (Rachael) of St. Cloud, six grandchildren Alex, Elizabeth, Joseph, and Samantha Diehl, Taylor and Nik Johnson, three great grandchildren Kylie, Declan and Silas Johnson, brothers Dick (Karen) and Don (Gail) and sisters Kathy (Alan Schnobrich) Kath and Sherry (David) Groeschl, as well as many nieces and nephews.

Jim is preceded in death by parents and sister Patricia Contreras.

Stearns County Sheriff’s Office

Farm Accident-Rescue: June 22, 2020: At 8:00 p.m., Stearns County Sheriff’s deputies responded to a farm accident in the 22000 block of 300th Street in Farming Township. The caller stated a 2-year-old boy fell into a liquid manure pit.

Albany Fire and Rescue arrived and located the boy about a foot from the edge of the manure pit with both of his legs and right arm submerged. Albany Rescue tied a rope around one of their personnel to reach the boy to pull him out.

The boy did not sustain any injuries.

Melrose Ambulance and Albany Police Department assisted with the rescue.

Valeria Appolina Sebek

Mass of Christian Burial will be 11:00 AM Monday, June 29, 2020 at St. Mary’s of Mount Carmel Catholic Church in Long Prairie for Valeria A. Sebek, age 93, of Long Prairie who died June 22, 2020 at the Long Prairie Nursing Home. Rev. Omar Guanchez will officiate and interment will be at the St. Joseph Cemetery in Clarissa.

Visitation will be from 9:00-11:00 at the church on Monday.

Valeria was born on August 4, 1926 to William and Frances (Hiltner) Goebel in Freeport where she attended school. She later worked at Jacks Café in Long Prairie.

On October 4, 1950 she married Melvin Sebek at the Sacred Heart Catholic Church in Freeport. The couple farmed in the Eagle Bend/Clarissa area. They enjoyed playing cards, attending church dinners and polka fests. Both worked for the Clarissa Ballroom and the Log Cabin in Round Prairie for a time. In 1970 they sold the farm and moved to Long Prairie. Valeria’s love for children drove her to start doing day care in her home. Besides allowing her to care for her own grandchildren, she was able to touch the lives of other children as well. Valeria was an awesome cook/baker and skilled gardener/canner. It was important to her to keep connected with family members and enjoyed going to visit aunts and uncles, brothers and sisters. She spent many hours with her embroidery which provided special gifts to her family and friends. Religion was always a very important part of Valeria’s life and she was a long-time member of the Christian Mothers.

Valeria is survived by her sons, Bruce (Betty) of Long Prairie, Steven (Lynn) of Alexandria, Gary (Julie) of Minneapolis; daughter Karen (John) Hieserich of Cambridge; sister Bertha Braegelmann of Cold Spring and brothers Jerome Goebel of New Jersey, Victor and Alcuin Goebel both of Freeport and 10 grandchildren and 12 great-grandchildren.

She was preceded in death by her parents; husband, Melvin; infant daughters Mary, Caroline and Mary; her sisters Loretta Goebel, Alvina Blommel and Joan Freyman; brother Richard Goebel and a great grandson.

Melrose City May 21, 2020 The Melrose City Council met in a Regular Meeting on Thursday, May 21, 2020 at 6:00 p.m. via global/GoToMeeting pursuant to due notice being given thereof. Present were Council Members Tony Klasen, Justin Frieler, Mark Hill, and Mayor Joe Finken, City Administrator Colleen Winter, and City Clerk Patti Haase. Council Member Travis Frieler was absent.

Mayor Finken presided thereat. The Council then recited the Pledge of Allegiance.

A motion was made by Mr. Hill to approve the agenda as submitted. The motion was seconded by Justin Frieler with a roll call vote recorded as follows: FOR: Council Member :Hill, Justin Frieler, Klasen, and Mayor Finken; AGAINST: None; ABSENT: Council Member Travis Frieler Mayor Finken then opened the floor to public comment. There were no comments.

The motion was seconded by Mr. Hill with a roll call vote recorded as follows:; FOR: Council Member Justin Frieler, Hill, Klasen, and Mayor Finken; AGAINST: None; ABSENT: Council Member Travis Frieler The Melrose City Council held a Public Hearing to consider a request to vacate utility easements to allow construction on the Rahn’s Oil and Propane site at 1220 East Main St., Melrose. The public hearing relates to existing utility easements on real property in the City of Melrose, legally described as follows: Lots 3 and 4, Block 1 East Acres, according to the plat and survey on file and of record in the office of the County Recorder, in and for Stearns County. City Administrator Winter presented the Affidavit of Publication of the hearing notice which was published on April 29, 2020.

The Public Hearing was opened at 6:02 p.m. Community Development Director Atkinson provided an overview of the requested easement vacation. There being no further comment the Public Hearing was closed at 6:04 p.m.

Police Chief Maus presented the Police Department’s April 2020 report. He noted there were 227 calls for service during that month, compared to 384 calls for April 2019. A total of 14 citations were written for the month of April. There were 22 verbal warnings and three written warning. The year-to-date number of calls is 1122 compared to 1535 in 2019. For the month of April 2020, the Department received 26 agency assist calls. The Police Department has begun the annual Spring Nuisance Code Inspection. He reported that nuisance citations this year are at 77 compared to 44 last year. Chief Maus noted a number of the violations related to expired license tabs which may be attributed to the DMV being closed or slowly re-opening. Chief Maus noted that the graduation ceremony for the class of 2020 will take place on Friday, May 29 starting at 7:00 p.m.

City Attorney Scott Dymoke reported on projects he has been working on for the City: • Multi-Family Development: Assisted staff with preparing for hearing before Planning & Zoning on proposed multi-family housing development.

• Revolving Loan Fund: Assisted staff with review and processing of loan applications.

Finance Director Tessa Beuning presented the General Fund Financial First Quarter Report. Director Beuning noted that the General Fund revenue is at 6% and the expenditures are at 16%. Revenues are low because the property tax revenue and local government aid are received in June/July and December.

Property Tax and LGA make up 75% of the revenue budget. Charges for administrative services ae not recorded until year end. The revenue for the MADA fund is low due to the transfers from the General Fund and TIF Funds have not yet been made. The Ambulance Revenue is at 27% and the Expenditures are at 26%.

The Revenue for the Fire Department is at 21%. Although 90% of the budgeted revenue comes from Fire Contract charges from the townships and the City’s contribution, and in not collected until December. The Fire Department has adequate reserve funds to meet operation costs until contract revenue is received. Special Revenue Funds include the Business Improvement Loan Fund, Senior Activity Center, Tri-Cap Bus and

Community Development Director Lisa Atkinson provided an update on the year to date building permits.

Ms. Atkinson reported that Emergency Revolving Loan Funds have been issued for 3 businesses ($30,000) to help mitigate COVID-19 impacts. Ms. Atkinson stated that the tax forfeiture land by interstate/Rose Park is for sale again. MADA re-evaluated and is not recommending the City consider purchasing it at this time.

City Administrator Winter provided an update on activities related to COVID-19. Ms. Winter also stated that the legislative session ended on May 18 without passing a bonding bill or tax bill. We will wait and see what happens in special session. Ms. Winter also noted that the Street Department received authorization to purchase a plow truck in 2020. The plow truck has been ordered however it will not be available until 2021 or 2022. The question was asked if the Street Department could then purchase a Grader for 2020 as the funding for the plow truck will not be needed until 2021 or 2022. The Grader was scheduled to be replaced in 2021. The Grader would be at a cost of $175,000$180,000, which is $30,000 less than the plow truck.

Mayor Finken stated that the Planning and Zoning Commission held a Public Hearing on Monday, April 13 to consider a request for six variances submitted

by Joe Hennen/Blue Can Properties and Travis Thom.

The request pertains to a vacant parcel proposed to have an 8-unit multi-family apartment complex. The request relates to real property in the City of Melrose, legally described as follows: Lot 2, Block 1 Fifth Avenue Addition. It is located immediately east of 120 5th Ave. NW on the south side of 2nd St. NW. The Planning Commission only recommended approval for the first two variance requests, from the minimum lot width and the minimum lot area per dwelling unit (density). The remaining variance requests have been withdrawn by the applicant. The only action before the Council is consideration of two variances. As a point of clarification, use of the alley is no longer being proposed. Shared parking is proposed internal to the site and extending onto the existing apartment lot is allowed by a permanent easement/shared parking agreement. A motion was made by Mr. Justin Frieler adopting Resolution No. 2020-26, Resolution Approving Case No. Var-3-2020-101 Application for a Variance from the Minimum Lot Width and Minimum Lot Area Per Dwelling Unit in the R-3 Multi-Family Residential Zoning District The motion was seconded

by Mr. Klasen with a roll call vote recorded as follows: FOR: Council Member Justin Frieler, Klasen, Hill, and Mayor Finken; AGAINST: None; ABSENT: Council Member Travis Frieler Mayor Finken stated that the Planning and Zoning Commission held a Public hearing to consider a request for two variances for the project and property described as Lots 3 and 4, Block 1 East Acres with the address 1220 East Main St. parcel numbers 66.36700.0010 and 66.36700.0015, where Rahn’s Oil and Propane is currently located, where a new building addition is proposed to extend as close as 10 feet +/- to the rear/south property line abutting the trail.

The applicants also propose to allow lot coverage to be increased by 0.34% to allow 89.89% lot coverage instead of the maximum 70% coverage for buildings and drive areas combined. The Planning and Zoning Commission is recommending the Council approve the requested variances. A motion was made by Mr. Justin Frieler adopting Resolution No. 2020-27, Resolution Approving Case No. VAR-4-2020-102 Application for a Variance from the Minimum Rear Setback and Maximum Lot Coverage Requirements in the I-2 Light Industrial Zoning District. The motion was seconded by Mr. Klasen with a roll call vote recorded as follows: FOR: Council Member Justin Frieler, Klasen, Hill, and Mayor Finken; AGAINST: None; ABSENT: Council Member Travis Frieler Mayor Finken noted that Rahn’s Oil and Propane located on land owned by Dave and Lisa Rahn, real property in the City of Melrose, Stearns County, Minnesota, legally described Lots 3 and 4, Block 1, East Acres, parcel numbers 66.36700.0010 and 66.36700.0015 located at 1220 Main St. East, Melrose, MN 56352 has submitted a petition requesting that, pursuant to Minnesota Statute §412.851, the City Council vacate all but the south 10 feet of the dedicated 7.5 foot utility easements along each side of the shared lot line between Lots 3 and 4, Block 1, East Acres. The application was received by the City Clerk on April 27, 2020 and published on April 29, 2020.

T h e r e are no existing utilities within the easement area that is proposed to be vacated. It was a standard easement between two abutting lots that are now owned by the same landowner. It is anticipated that the two lots will be combined into one lot. A motion was made by Mr. Hill adopting Resolution No. 2020-28 A Resolution Vacating a General Utility Easement Upon a Petition

Staff drafted an amendment to Zoning Ordinance Section 503.02, Vehicle and Exterior Storage Requirements – Major Recreational Equipment Storage. The Planning and Zoning Commission at its May 11, 2020 meeting held a Public Hearing on the proposed ordinance amendment and is recommending the Council adopt the ordinance as prepared. A motion was made by Mr. Klasen adopting Ordinance 05-21-2020, An Ordinance Amending Section 500, Parking, Loading and Storage Regulations, of Zoning Ordinance No. 1989-1-A as Amended, Adopted by Reference as Chapter 153 of the Melrose City Code. The total quote is $90,049 from $81,408 for the 2019-2020 coverage. The cost for the premium is shared between the General at 39% and Utility Funds at 61%. The City’s insurance coverage has a $5,000 deductible, $15,000 aggregate. The City needs to decide whether or not to waive the statutory tort liability limits. The decision to waive or not to waive the statutory limits has the following effects: 1. If the City does not waive the statutory limits, an individual claimant would be able to recover no more than $500,000 on any claim to which the statutory limits apply. The total which all claimants would be able to recover for a single occurrence to which the statutory tort limits apply would be limited to $1,500,000.

These statutory tort limits would apply regardless of whether or not the City purchases the optional excess liability coverage.

2. If the City waives the statutory tort limits and does not purchase excess liability coverage, a single claimant could potentially recover up to $1,500,000 on a single occurrence. The total which all claimants would be able to recover for a single occurrence to which the statutory tort limits apply would also be limited to $1,500,000 regardless of the number of claimants.

3. If the City waives the statutory tort limits and purchases excess liability coverage ($1 million for $10,293), a single claimant could potentially recover an amount up to the limit of the coverage purchased.

The total which all claimants would be able to recover for a single occurrence to which the statutory tort limits apply would also be limited to the amount of coverage purchased, regardless of the number of claimants.

In the past the City has not purchased the excess liability coverage.

In the past, the City has chosen Option 2. The Commission at its May 11, 2020 meeting approved the insurance quote of $90,049 to waive the monetary limits on municipal tort liability, to keep the deductible at $5,000/$15,000, and not purchase excess liability coverage. chasing from the City. The land abutting the trail in other parts of Melrose have been turned over to abutting properties. The new property owner would like the opportunity to similarly purchase the land abutting their property. According to documents filed with the County other properties along the Railroad corridor were purchased at a cost of $1 per parcel. One parcel was purchased at a cost less than $500. The valuation for the property in question is $5,300. A motion was made by Mr. Justin Frieler authorizing the parcel of property of the former Burlington Northern land be sold to in the amount of $1.00, and to approve the land transfer subject to it being attached to the adjacent parcel and recorded when appropriate related to the abutting land purchase instead of being recorded immediately. City Administrator Winter provided an update on COVID-19 related items. Ms. Winter provided information on how cities are able to work with small businesses to help them re-open. Ms. Winter noted that cites are subdivisions of the state and have no authority to change a state law or be less restrictive or resist state laws and may have legal consequences for failing to enforce the order. Ms. Winter has spoken with Senator Westrom and Representative Anderson. Both are working legislatively to get small businesses reopened.

City Administrator Winter is recommending that the Council keep the Local Emergency Declaration in place. Council Member Justin Frieler questioned if the order is a recommendation or the law. City Attorney Scott Dymoke stated that the order is in fact law. City Administrator Winter stated that staff has scheduled a meeting with bar and restaurant owners on Friday, May 22 from 2-4 p.m. to work with them in any capacity to allow expanding their outdoor seating area. Ms. Winter is asking the Council to give approval for staff to meet with business owners and get input as to their plan to expansion. The Council directed staff to meet with the owners and bring their requests to the Council at a Special Meeting on Tuesday, May 27. The Council by consensus elected to allow Resolution No. 202021, Declaring a Local Emergency to remain in effect and to be bought back for review at the June meeting.

The City has identified a need for housing, in particular apartment and slab on grade housing. The Council at its March 19, 2020 meeting directed staff to contact the developer to see their level of interest and begin discussions with the landowner. The Council may wish to consider closing the meeting as it discusses the consideration of offers for the purchase of real property. According to State Statutes, there are certain exceptions to the Open Meeting Law, which allow to close meetings. The Council may, by majority vote in a public meeting, decide to hold a closed meeting to determine the asking price for real property to be sold by the public body, review confidential or nonpublic appraisal data; develop or consider offers or counter offers for the purchase or sale of real or personal property. Prior to closing a meeting under any of the following exceptions, the public body must state on the record, the specific grounds that permit the meeting to be closed and describe the subject to be discussed, and identify the particular property that is the subject of the meeting. The meeting must be tape-recorded, and the property must be identified on the tape. The recording must be preserved for eight years and must be available to the public after all property discussed at the meeting has been purchased or sold or after the public body has abandoned the purchase or sale. A list of Council Members and all other person present at the closed meeting must be made available to the public after the closed meeting. The actual purchase or sale of the property must be approved at an open meeting, and the purchase or sale price is public data. Parcel number 66.36467.0000 City Administrator is requesting direction from the Council on how to proceed with the multi-family development. Ms. Winter stated that the first step should be to have a discussion with the property owner to see if they are still interested in selling the property.

Unusual special session draws to a close It was a special session unlike any other I’ve been a part of. In the past, most have lasted a day or so, with agreement on specific legislation usually swift.

This one lasted one week, and most of the bills we debated dealt with the Covid-19 response, along with trying to end the governor’s emergency powers. And there was the added complexity of trying to reach agreement on legislation dealing with law enforcement in the wake of the tragic death of George Floyd.

It ended in the early morning hours of June 20, capping a marathon 20-hour session where agreement could not be reached on the outstanding issues. It left local governments still waiting for their share of a massive federal aid package of Covid-19 funding. It also left unresolved the contentious issue of tightening regulations on the state’s law enforcement community.

The CARES Act funding package represented an agreement among the four legislative caucuses. It distributed the maximum amount possible to counties, cities, and townships all across the state, with the exception of Hennepin and Ramsey counties, which, because of their large size, received their money

directly from the federal legislation. We aren’t talking small potatoes here, as the total was $841 million. The breakdown had $467 going to the remaining 85 counties in the state, $350 going to towns and cities, with the remaining $2 million designated for townships.

Stearns County was set to receive over $19 million, Douglas County $4.6 million, and Pope County $1.4 million. The totals for some of the larger cities in District 12B included $343,000 for Sauk Centre, $276,000 for Melrose, and $204,000 for Albany. In Douglas County, the city of Alexandria’s share was just over $1 million, while in Pope County Glenwood would have received $193,000.

The Senate passed the agreement earlier in the week by a resounding 62-4 vote, but when the identical measure came to the House it had been amended with over $150 million in additional state spending. It was a surprising, if not shocking, move to go back on an agreement that had been reached in good faith. The DFL majority in the House passed their amended bill, but the Senate refused to go along with it.

The funding can still be distributed, however it could already have been on its way out the door had the original bill not been changed. If the governor intends on keeping his emergency powers in place, he must call us back by July 12. In the meantime, we will keep working on reaching agreement on all the outstanding issues, including the CARES funding for local units of government and on ending the governor’s peacetime emergency so the Legislature can once again serve as a co-equal branch of government.

The rains last week were certainly an answer to many prayers, following what seemed like days of relentless wind and high temps.

We had received a little over an inch of rain in total for the entire months of April and May and up until last Thursday. The crops were hanging on, but the corn leaves were rolling up in the blast furnace winds in an effort to conserve what little moisture they had left.

About 1.5 inches fell at our place, more than doubling the total received for the previous two-plus months.

The lawns are starting to green up again, and the fields are looking much better, too.

From reports I’ve heard, established alfalfa fields with their deep root systems were still doing OK, but newly seeded fields were hurting. I have one field of wheat, and it was starting to head-out when the heat and winds occurred. And those are not the conditions one hopes for when fields of small grain are starting to produce new seeds.

Dear Motor Medics, Guys, I have an older car, but I love it and it is in wonderful condition. It really looks like it is only a few years old instead of a few decades old.

My problem is that the air conditioning system has failed and due to the year, my shop will not fix it or even look at it. The car is a 1990 Olds Delta 88 Royale and it has 70k miles on it. I keep it garaged here in Arizona and I do not let it sit outside during the mid-day heat. What are my options to repair the system?

-Frank in Yuma, Arizona We love the older cars that are still in great shape and hope that they stay on the road a long time. It is always fun to see something different than the average car of today cruising down the road. You are in the same spot may folks are with a pre about 1994 vehicle using r12 refrigerant.

What used to be available at almost every convenience store for $1 is now hard to find even with a refrigerant license and can cost more than $50 a lb. The first step is to determine what’s wrong with the system. If your shop will not do it, others will. Find one and get an estimate.

It could be as simple as a leaky seal and a recharge. Parts should still be available and retrofit kits are too.

-Take care, The Motor Medics Dear Motor Medics, I have an old Caddy that is bouncy. I can hit a bump and It hops up and down for a block before it stops. A person could get seasick riding in this thing. I’ve asked my shop to get me a price to repair it a couple times and so far, it’s almost 4 thousand dollars out the door and that’s just crazy cash for a 2001 Seville. Is there anything I can do to get this thing back to a better ride for less money? It does not have to be perfect just less bouncy.

-Ray in Milbank, South Dakota We have seen these bouncy old Caddies and they are not pretty. Every few months one comes into our shop and we know the value of them and know that it just does not make sense to spend that much money to repair one. On the other hand, it does not make sense to throw one away just because of a little strut issue. The problem is the struts on most of these are either electronically controlled or air cushioned or both making them very expensive for a factory part. We have found alternatives available at both parts stores and on the internet to convert the struts to a standard non-electronic no air ride unit. We have found that this cuts the cost more than half and the ride quality is acceptable too. Ask your shop about alternatives for you.
