Moroccan kismet: A gentler Arab spring -By Harvey Mackay

In December 2010, 26-yearold Mohamed Bouazizi set fire to himself. This street vendor had been rousted and humiliated once again by Tunisian police for hawking apples and pears out of a wheelbarrow.

Bouazizi ignited more than himself. His death triggered the Arab Spring, a Twitter-driven revolution that engulfed Muslim nations in the Mediterranean in 2011.

Ten nations share the sand-swirled backdrop of the Sahara Desert - a region larger than the contiguous United States.

The Sahara, where dunes can reach the height of 600 feet, has been the backdrop to much of the Arab Spring. This social earthquake has surmounted Tunisia, Egypt and Libya among others in the region. Meanwhile the upheaval registered only modest tremors in Morocco.

I’ve just returned from a Chief Executives Organization tour to Morocco.

Our group of 35 couples visited the country’s sometime snow-capped Atlas Mountains and the metropolises of Marrakech and Casablanca. Who can forget the vintage Bogart-Bergman flick of the same name? Well Rick’s gin joint wasn’t on our agenda. What we did see stirred

confidence that change can be intelligently anticipated, even in tradition-rich Morocco. This land’s monarchy is one of the oldest on the planet.

Executives should analyze the dynamics of the Arab Spring. It’s a case study of what can befall complacent bureaucracies - businesses included - in the lightning-speed world of Twitter and Facebook. Morocco’s course also merits study. It shows one way meaningful change can be achieved without casting an entire society into turmoil.

King Mohammed VI rules over 32 million Moroccans - nearly all of whom are Muslim. Many once nomadic Berbers are now farmers whereas millions of Moroccans today live in cities. Despite broad income advances, poverty remains a problem in Morocco. Mohammed VI assumed the throne in 1999 upon his father’s death. The king championed greater freedoms, especially for women, and disavowed the notion that he was a “sacred” being.

My lifelong friend Sam Kaplan is the U.S. Ambassador to Morocco. He’s one of the very few Jewish people in that role to a Muslim nation. Sam is convinced Morocco’s government is doing a solid job.

Here are six pieces of take-home value I scratched out on my napkin as our return flights wended their way west: 1. Dig your well before you’re thirsty. Small villages have been a priority, and practical issues like water and electricity have commanded center stage. If you want to avert a groundswell, plant your feet firmly in reality.

2. Act faster than expected. From the first day of his rule, the present king has already done more than his father did in a half century. Morocco’s February 20th Movement barely gained traction this year. According to The Economist, “Unlike other Arab autocrats who dithered when uprisings erupted last spring, King Mohammed VI unveiled a new constitution within weeks.” The challenge is empowering the people, and the new government appreciates its mission.

3. If you want to empower people, address the day-to-day tasks that keep them from using their skills. You probably guessed it; women have shouldered a disproportionate responsibility in gathering water in Morocco. This has been a significant barrier to them getting a meaningful education. Might this ring a bell for us in America? Consider how many women in our business world were still getting coffee just twenty years ago!

4. Cultivate the long view. Successfully battling infant mortality and adding twenty years to the average Moroccan’s life span have been signal achievements.

6. Foster entrepreneurship. A longstanding ally of the West, Moroccans like Americans. They also appreciate free enterprise. Entrepreneurship and tradition flourish side-by-side in Morocco. In agriculture, the new thrust is shifting production to more profitable fruit

crops. And the customer service passion we experienced from hotel staffs was awesome. Morocco’s King proves once again one person can make a difference . . . but only if that one person puts the common agenda first.

Obituaries Gary Kahler

Gary Kahler, 44 year old resident of Little Falls, MN, died Thursday, June 14 at St. Joseph’s Hospital in St. Paul, MN. A Mass of Christian Burial was held Monday, June 18 at 11:00 A.M. at Our Lady of Lourdes Catholic Church in Little Falls, MN with Father Mark Innocenti officiating. Burial was in the parish cemetery.

Gary Kahler was born June 6, 1968 in Edina, MN to Gary and Janet (Durand) Kahler. He grew up in Chaska, MN and graduated form Chaska High School in 1987. After graduation he attended Hennepin County Technical College and received a diploma in Mechanical Drafting.

He was united in marriage to Kay Meyer on October 24, 1998 at St. John’s Catholic Church in Meire Grove, Minnesota. The couple made their home in Little Falls, MN, where they have raised their four children. Gary worked for Simplexgrinnell

L u c i l l e R. Rohr, age 83, of Texas and formerly of Melrose, died Friday, June 15, 2012 at Providencia Assisted Living in Lewisville, Texas.

Mass of Christian Burial will be held at 11 a.m. Friday, June 22 at St. Mary’s Catholic Church in Melrose. Interment will be in the parish cemetery.

Visitation will be one hour prior to the services at the church in Melrose.

Lucille Ruth Worden was born October 17, 1928 in Bluffton, Minnesota to Melvin and Margaret (Kicker) Worden.

On October 22, 1946 she married Victor Rohr at St. Ann’s Catholic Church in Wadena, Minnesota. The couple resided

Survivors include two children, Michael (LuAnn) Rohr of Corinth, Texas and Patricia (Pete) Calguire of Minneapolis; seven grandchildren, Tim and Jeff Kempkes, Sarah Zydzik, Eric Rohr, Jennifer Wiederhold, Nancy Pirkey, and Adam Fruend; seven great-grandchildren; and sister, LaVonne (David) Kerkman of Three Lakes, Wisconsin.

Lucille was preceded in death by her parents; husband, Victor on May 15, 1999; son, Mark Rohr; daughter, Helen Kempkes; brothers, Clifford, Delvin, Robert, Dean, and Melvin Worden, Jr.; sisters, Shirley Swenson and Charlotte Benn.

Mass of Christian Burial will be held at 11 a.m. Wednesday, June 27 at St. Mary’s Catholic Church in Melrose with Rev. Marvin Enneking officiating and Rev. Ken Thielman concelebrating. Interment will be in the parish cemetery.

Carol Jean Hadrich was born March 27, 1940 in Holdingford, Minnesota to George and Christine (Buettner) Hadrich.

She graduated from Holdingford High School in1957. On September 5, 1960 she married George Reber at St. Mary’s Catholic Church in Holdingford. Carol worked part-time at the bakery and insurance office in Albany, but mostly stayed at home and raised her family. She was a member of St. Mary’s Catholic Church in Melrose, Christian Mothers, Sts. Bernard and Elizabeth Council, and the SchanhaarOtte VFW Post 7050 Auxiliary.

Marcy enjoyed quilting, playing cards, gardening, canning all of her own food, and was as avid Twins fan.

Survivors include her sons, Keith Rolfzen and his wife, Toni Decker of Minneapolis and James Rolfzen and his wife, JoAnn Backes of Maple Grove; grandchildren, Joseph, Jasmine, Chelsea, Nicole, and Christina.

Mia says “Ag teaches you about animals and the environment. Right now our seventh grade is running a greenhouse and it teaches you how it feels to run a business and gives you a feeling for what it is like in the real world.”

Ms. Roxann Lewis, Mia’s Social Studies teacher states, “Mia has shown great improvements this year as she transitioned from elementary to junior high school. She has developed some great school and life habits that will help her to succeed throughout her academic and work life in the future. Double ‘R’ Golf Tournament Results

By Bob Pallansch, Sr. The Double ‘R’ held their 12th Annual Golf Tournament on Sunday, June 9th. Proceeds went to the Grey Eagle Fire Department, which amounted to over $4,000 this year.

With 112 players, making up 28 teams, most finished before the rain started.

First Place (gross) went to Mike Walter’s Body Shop. They won a $100 gift certificate from the Double ‘R’.

First Place (net) went to Jim Spence’s team from Big Birch Lake. They won 4 golf bags from Bernick’s Dist.

Pam Klaphake won a Lite cooler for being closest to the old Oak tree.

John Weise Ford, Sauk Centre had a hole in one prize of a 2012 Ford Fusion on hole #6. No one won it this year. One of these years, hopefully someone will win it!

DNR officers to crack down on drunk boating June 22-24

Thinking about going out on the boat this weekend and tossing back a six-pack of beer? Better reconsider that.

Minnesota Department of Natural Resources (DNR) conservation officers and county sheriff’s water patrol deputies will be out in force June 22-24 for Operation Dry Water. It is part of a nationwide effort to give boating under the influence (BUI) enforcement high visibility prior to the Fourth of July holiday and peak summer boating season.

Officers will be looking for boaters whose blood alcohol content is at or exceeds the 0.08 limit.

“We intend to reach out to as many people as possible about the hazards of boating under the influence,” said Capt.

Greg Salo, DNR Central Region enforcement manager. “Some boaters will face the consequences of boating under

the influence. We would much rather arrest someone than to have to tell a family that the person is never coming home again.”

BUI continues to be a major problem throughout the country. In Minnesota, alcohol was involved in 50 percent of 16 boating fatalities in 2011.

“We want people to have fun while boating,” Salo said, “but the use of alcohol is a leading contributing factor in fatal recreational boating accidents. We recommend that people avoid drinking alcoholic beverages while boating. We have zero tolerance for anyone found operating a boat under the influence of alcohol or drugs on Minnesota waters.”

When impaired by alcohol, boating accidents are more probable and more deadly for both passengers and boat operators, many of whom capsize their boat or simply fall overboard.

If arrested, impaired boaters can expect penalties to be severe. In Minnesota, consequences for BUI include a $1,000 fine, possible jail time, and loss of boat operating privileges for 90 days.

Conviction for BUI goes on a person’s automobile driver’s license record and it may affect their car insurance. With certain aggravating factors, the fine can be even higher, there can be mandatory jail time, loss of car license plates and automobile driver’s license, and even forfeiture of the boat being operated at the time of arrest.

Alcohol can impair a boater’s judgment, balance, vision and reaction time.

It can also increase fatigue and suscep-

tibility to the effects of cold-water immersion. Sun, wind, noise, vibration and motion, which are “stressors” common to the boating environment, intensify the side effects of alcohol, drugs and even some prescription medications.

License fees charged by the DNR for hunting and fishing in Minnesota received much attention during the recently-completed legislative session.

Revenue from license fees is deposited into the Game and Fish Fund, which was in danger of running into the “red” sometime next year.

Fee increases were supported by most if not all - stakeholder groups in order to prevent this from happening. As a result of legislation passed and signed by the governor, license fees for hunting and fishing will increase on March 1 of next year. This marks the first increase in 11 years for licenses.

The cost of a single, resident fishing license will go up from $17 to $22 next year. A deer hunting license will increase from $26 to $30. A concern I had with some of the earlier proposals had resident fees going up by a much higher percentage than non-resident fees. The final fee schedule agreed to increase the cost of non-resident licenses somewhat from those earlier plans while lowering in-state fees. A non-resident fishing license, for example, will go up from $37 to $43.

There are a couple of exceptions to the fee increase, however; in an attempt to encourage more outdoor activity by young people, the cost of hunting and fishing licenses for some teens are reduced to $5. This applies to ages 16 to 18 for fishing and ages 13 to 18 for small-game, deer and turkey hunting.

Other legislation passed in the environmental area included another bill aimed at speeding up the permitting process. The bill offers permit applicants more options and methods to ensure that permits are completed accurately and for applicants to hear back from the relevant department or agency in a reasonable amount of time.

I carried a bill pertaining to general permits issued by the DNR. Its intent is to extend the potential use of general permits to areas that do not currently have the authorization and expands the use for those that already do. It should also reduce administrative burdens and cost for DNR programs.

Much time was also spent hearing testimony on Aquatic Invasive Species (AIS). Approximately $13 million was allocated from various sources to study and fight the spread of zebra mussels, Asian carp, and other forms of AIS. Electronic carp barriers will be constructed on the Mississippi River in three locations to keep the voracious-eating carp from coming further upstream. They will be located at the lock and dam in Hastings – which is below the conflu-

Zebra mussels are a threat to all of our lakes. I visited with a cabin-owner at a lake that is already infested with the small, shell-covered pest. She reported that her daughter walked in the water without wearing footwear and cut her foot on the shell of a zebra mussel. Once these things get into a lake, they are very difficult, if not impossible with current technology, to eradicate. Approximately $2 million was awarded to the University of Minnesota to study zebra mussels and attempt to come up with alternative ways to control them.

The DNR will also be establishing inspection stations and will be educating the public on the dangers of transporting AIS. Fines for not properly cleaning boats and trailers and pulling drain plugs on boats have been doubled.

A provision encouraging the grazing of state lands administered by the DNR was also included in the omnibus bill. The commissioner is directed to enter into cooperative farming or lease agreements with livestock owners where grazing will enhance wildlife habitat.

Hospitals, public agencies simulate Local Library Events Library natural disaster for training purposes Summer Albany Storytime for preschoolers: Hospitals and public agencies from 22 counties will work together to prepare for disasters during the exercise, “Operation Gone with the Wind” June 20-21 at Camp Ripley, 15000 Highway 115, Little Falls, Minn. The full-scale disaster simulates a tornado impact on the fictitious town of Twelve Oaks. The exercise includes 350 participants from more than 100 agencies and facilities throughout Central and West Central Minnesota (See list at end).

The simulation includes an evacuation of a critical access hospital and nursing home to a neighboring facility, the implementation of an alternate medical care site using the Medical Reserve Corp, and use of the Minnesota Mobile Medical Team to assist the receiving hospital handling the influx of patients.

This exercise takes advantage of training facilities at Camp Ripley including: • Combined Arms Collective Training Facility - a brand new 26-building cinder block city that will be the site of the tornado impact.

• Emergency Management Training Facility - a state-of-the-art emergency operations center used by the county emergency management teams. This is the first largescale exercise to use this facility.

• Medical Unit Training Facility - the troop medical center will play the role of critical access hospital receiving patients from an evacuating hospital.

Officials who will be on-site include: Kris Eide, Minnesota’s director of Homeland Security and Emergency Management; Brig. Gen. (retired) Joe Kelly, Homeland Security and Emergency Management; Aggie Leitheiser, Assistant Commissioner, Minnesota Department of Health; Mona Dohman, Commissioner, Minnesota Department of Public Safety; Col. Scott St. Sauver, Camp Ripley Post Commander; and Congressional Aides from U.S. Senator Al Franken’s office and U.S. Representative Michelle Bachmann’s office.

This exercise is made possible by a federal grant from the Office of the Assistant Secretary for Preparedness and Response (Department of Health and Human Services) and allocated by the Minnesota Department of Health/Office of Emergency Preparedness.

Local Municipality Minutes Grey Eagle City May 8, 2012 The regular meeting of the Grey Eagle City Council was called to order by Mayor Jim Gohman at 7:00 p.m., on the 8th day of May, 2012 in Council Chambers. Council members present were Thom Muellner, Dennis Barrett, Andrea Kraska and Joe Arnzen. There were no council members absent. Also in attendance were Lori Hellmann and guests, Mark Wolbeck, Andrew Bartkowicz, Sheldon Carrier and David Blaeser.

A motion was made by Andrea Kraska to approve the amended agenda. A second was made by Dennis Barrett and upon vote, with all members voting in favor, motion carried.

A motion was made by Thom Muellner to approve the minutes of the April 10, 2012 meeting as written. A second was made by Joe Arnzen and upon vote, with all members voting in favor, motion carried.

Whereas, the City of Grey Eagle (hereinafter “City”) has been requested by Stephen A. Bitz and LaVonne E. Bitz (hereinafter “Bitz”) to convey, by Quit Claim Deed, certain property located within the City of Grey Eagle; and 2. Whereas, the legal description the City has been re-

The council discussed the options for hiring for the maintenance position. These options were: 1. Combining the maintenance position with the water/ wastewater position.

2. Salary or hourly position.

3. Health insurance reimbursement or contributions to a Health Savings Account.

4. Paid time off or paid vacation.

5. Bereavement days and paid holidays are already a part of the personnel policy.

6. Updating job duties for the position to include all duties for water/wastewater.

7. Discussed changes to the Maintenance employee job description/requirements.

The council reviewed applications received for the full time position.

the interviews were completed, the council discussed wages and benefits that may be offered.

A motion was made by Andrea Kraska to approve an alternate estimate from Update Building Supplies for a pitched roof on the picnic shelter rest rooms. A second was made by Joe Arnzen and upon vote, with all members voting in favor, motion carried.

A motion was made by Thom Muellner to adjourn the meeting at 10:35 p.m.
