on its own, because she takes just the right amount of time to get the ideas across.

Sjodin defines the elevator speech this way: “A brief presentation that introduces a product, service, philosophy, or an idea.

The name suggests the notion that the message should be delivered in the time span of an elevator ride, up to about three minutes.

Its general purpose is to intrigue and inspire a listener to want to hear more of the presenter’s complete proposition in the near future.”

Working with that time constraint, you begin to realize that every word is significant. You can’t ramble or veer off message, or your presentation loses focus and becomes small talk. That’s where the value of her advice is most apparent: getting to the point without getting stuck on the details.

“Your goal is to be both informative and persuasive, pairing rock-solid information with compelling arguments,” Sjodin says. “If you are too informative, nothing happens. If you are too aggressive, nothing happens. Find a balance and you’ll see results.”

Drawing on the work of Professor Alan Monroe, Sjodin works through the steps of Monroe’s Motivated Sequence which describes the normal sequence of human thinking: attention, need, satisfaction, visualization and action. She translates this scholarly work into language that anyone can understand and apply to their specific situation.

Once you understand what the listener needs, the product becomes much easier to craft. With useful examples and step-bystep outlines, she takes the mystery out of what makes an effective message and how to best use those precious three minutes.

Really outstanding speakers typically meet three benchmarks, she says.

• Case -- “They have built solid persuasive cases, employing clean, logical arguments and evidence to support their message.”

• Creativity -- “Their illustrations of the talking points are really creative. They have blended thoughtful analysis and storyboarding to craft intriguing and interesting messages.”

• Delivery -- “They present their messages in their own authentic voices. There’s no boring professional mode; they aren’t canned Stepford people. Their presentation style is genuine, and people sense the truth in their delivery.”

Sjodin offers the ten basic steps to developing an elevator speech, and provides an outline worksheet that can be adapted for any situation. You couldn’t ask for a better how-to. She’s taken the guesswork out of preparing the presentation.

She emphasizes the importance of practice and evaluating your performance. She includes a thorough speech evaluation form that allows readers to assess their progress and effectiveness.

The creative approach Sjodin takes sets her book apart from so many other advice books. Borrowing from MIT meteorologist Edward Lorenz, she starts with “the butterfly effect,” the notion that a massive storm might have its roots in the faraway flapping of a tiny butterfly’s wings.

“Assume that one tiny presentation at the outset of your journey could ultimately result in the fruition of your short- and longterm plans,” she says, “and the magic of the Elevator Speech Effect can begin to generate a positive ripple effect forward. The motivation you use to put yourself out there is the potential to attain your goals and dreams.”

Obituaries Joan K. Raab

Joan Kathleen Raab, age 79, Avon, MN, died Wednesday, May 18, 2011 at Good Shepherd Lutheran Home, Sauk Rapids, MN. F u n e r a l services were held Saturday, May 21, 2011 at 11:00 AM at St. Benedict’s Catholic Church, Avon, MN. Burial was in St. Benedict’s Cemetery, Avon, MN. Joan was born June 30, 1931 in Padua, MN to Joseph and Clara (Hens) Ostendorf.

She married Leo G. Raab on October 23, 1951 in Sauk Centre, MN. Joan enjoyed baking everyday. She loved quilting, embroidering, reading and gardening. She was a member of St. Benedict’s Catholic

F u n e r a l Services were held on Friday, June 10, 2011 at 11:00 AM at Trinity Lutheran Church in Long Prairie for Walter E. Tabatt, age 81 of Long Prairie who passed away Monday, June 6 at the Long Prairie Nursing Home.

The Reverend Noah Wehrspann officiated and burial was at Trinity Lutheran Cemetery in Long Prairie.

Walter Edward Tabatt was born on September 28, 1929 in Round Prairie, Todd County, MN to the late Leo and Hattie (Lawin) Tabatt. The family moved onto their current homestead in Round Prairie Township in 1938.

He worked on the family farm until being drafted into the U.S. Army in 1953, serving at Ft. Lewis, WA, until being honorably discharged in 1955. Walter was united in marriage to Kathryn Wiegers on October 14, 1956 at Trinity Lutheran Church in Long Prairie, and together they settled on the family farm they still own to

Survivors include sons and daughters, David Raab of Avon, MN; Paul (Cheryl) Raab of Avon, MN; Leo Raab of Holdingford, MN; James Raab of Avon, MN; Robert (Karrie) Raab of St. Joseph, MN; Joseph (Joan) Raab of Avon, MN; Agnes (Henry) Fuechtmann of Sauk Centre, MN; Marcy (George) Reisdorf of Sartell, MN and Karen (Ron) Kobylinski of Upsala, MN; brothers and sister, Joe Ostendorf of Villard, MN; Ronald (Joanne) Ostendorf of Two Harbors, MN; Fred (Rhoda) Ostendorf of Sauk Centre, MN; Larry (Shirley) Ostendorf of Maple Grove, MN and Marion (Fred) Sauer of Pierz MN; eighteen grandchildren and three great grandchildren.

She was preceded in death by her parents; husband, Leo, on February 6, 2007; infant daughter, Barbara; one son, John Raab in 1997; two sisters, Dona Martin and Diane Warren; and one infant brother, William.

Walter is survived by his wife Kathryn; children, John (Barb) Tabatt of Browerville, MN, Connie (John) Zinter of Long Prairie, Eugene Tabatt of St. Joseph, MN, Jacquelyn (Jeff) Georges of Long Prairie, and Jerome (Brenda) Tabatt of Long Prairie; sisters, Elvera Luberts and Elnora Kircher, both of Long Prairie; grandsons, John and Jason Tabatt, Michael, Matthew, and Nathan Zinter, Beau Tabatt, Joshua, Jeremy, and Justin Georges, and Riley Tabatt; granddaughters, Paige and Brooke Tabatt, Sarah Becker, Carley Tabatt, and Hope Wolfe; great grandchildren, Alex, Kayden, Miley, and Archie Tabatt, Taylor and Aubrey Wolfe.

He was preceded in death by his parents, Leo and Hattie Tabatt.

Pallbearers were his 10 grandsons and honorary pallbearers were his 5 granddaughters.

Funeral arrangements were with the Williams Dingmann, Stein Chapel in Long Prairie.

Alyce E. Bacon, 101 year old resident of Long Prairie, MN, formerly of the Burtrum-Grey Eagle area, passed away Monday, June 6 at the Long Prairie Nursing Home. Memorial graveside services will be held at a

later date.

Alyce was born September 24, 2909 in Dresden, ND to the late John and Augusta (Filbrandt) Rueger. Alyce graduated from North Dakota State Teaching College with a professional second grade teaching certificate for life on December 21, 1936. Alyce taught in one of the North Dakota schools and also for the Grey Eagle School District. When she was teaching in North Dakota, she met and married Edmund Messerich. The couple moved to the Burtrum/Grey Eagle area. To this marriage two sons were born, Gary and Ronald Messerich. Edmund Messerich died suddenly of a heart attack in 1943.

On January 17, 1946, Alyce was united in marriage to Donald Bacon. After their retirement, Alyce and Donald enjoyed many winters in McAllen, Texas. The couple were year round residents in Texas from 1990 until

Donald passed away on October 24, 1997.

Alyce then moved back to Grey Eagle, MN and resided at the Grey Eagle Village View Apartments.

In June, 2006 Alyce moved to Long Prairie, MN to live with her son, Darrell. She enjoyed teaching and visiting with family and friends. She loved to sew, any kind of needle work and crafting. Alyce also enjoyed flowers and gardening. She always had a large garden when her family was young and that hobby continued through the years while living at Village View Apartments. For many years, Alyce worked at the Burtrum Bean Bake cooking noodles. She was also a leader in the Burtrum Booster 4-H Club and a member of the Homemaker’s Club.

Alyce is survived by her sons, Gary (Skip) (Alma ‘Cookie’) Messerich of Grey Eagle, MN; Ronald Messerich of Port Aransas, TX; Royce (Diane) Bacon of Milwaukee, WI; Dennis (Sue) Bacon of Long Prairie, MN and Darrell Bacon of Long Prairie, MN; brother, Ivan Rueger of Langdon, ND; 10 grandchildren; 8 greatgrandchildren with one more expected in October, many nieces and nephews.

Alyce was preceded in death by her husbands, Edmund Messerich and Donald Bacon; parents, John and Augusta Rueger; three sisters and a brother.

Arrangements were with the ShelleyGibson Funeral Chapel in Swanville, MN.

Lunacy My Father Taught Me

By Saralee Perel The majority of things you obsess or worry about never happen. But that’s you. Everything I worry about happens.

I think we can agree that our mothers get credited for all that’s wrong with us. And when we grow up, it’s time to stop blaming them for our problems.

We need to claim responsibility for who we are regardless of our mothers’ foibles.

This obsessive/compulsive thing? It’s all my father’s fault.

I’m not making fun of people with Obsessive-Compulsive Disorder (OCD), which can be debilitating. I’m making fun of myself and my dad. He was the king of OCD, but to my husband Bob’s dismay, I’m topping Dad. One of my dad’s obsessions was the radiator. When Bob and I visited, Dad would spend mornings staring at the radiator in the bedroom. Even though he could see we turned it off, he still asked, over 5 times per radiator viewing session, “Are you sure you turned the radiator off?”

So, being my father’s child, every morning after I say, “‘I love you,’’ to Bob, I follow that with, “Is the toilet seat closed?”

You see, since we don’t have radiators, my appliance du jour (literal = of the day – reality: of every day) is the toilet. We keep the seat down because our cats really would jump in. But like Dad, I have a hard time checking it only once. When Bob caught me staring at the

closed seat for an inordinate amount of time, he said, “Are you waiting for it to pop open by itself?”

“What do you think I am? A lunatic?’’

He nodded yes.

“You married me,’’ I said. “What does that make you?’’

“Someone who should have met your family first.’’

After breakfast, I brushed my fingers through Bob’s lovely blond hair, then took his hands in mine. I sweetly kissed him, looked deeply into his beautiful blue eyes, and in my softest voice, whispered, “There’s a tick on your nose.’’

He stood up. “My dermatologist has seen that mole 25 times. It’s fine.”

I brought him a mirror. “Your mole is crawling.” He took off the tick.

Some medications help OCD. I don’t take anything because I’d imagine a side effect. Bob wants to take something. Earplugs haven’t worked.

When I had a headache, Bob insisted I take a Tylenol. I immediately lost all ability to speak. I handed him a note that read, “I can’t talk!” He wrote back, “It was a tic-tac.”

Since I had a 22 year psychotherapy practice (I know that’s hard to believe) I know a lot about OCD. One of the ways it can, though not commonly, be manifested is in being extremely superstitious.

Nobody was more superstitious than Dad was and I am. I was raised Jewish.

The Yiddish equivalent of “knock on wood” is pronounced kayna hora. We say this when anything remotely good, like, “I’m fine,” is said. If not, we believe that disaster is imminent. The meaning of that term is to ward off the evil eye.

For example, if someone said, “Everything will be OK,” Dad would respond, “Kayna hora.” It was his way of protecting anyone from the evil eye.

Yet oddly, Dad never said “kayna hora’’ to me.

I say it for rational things, like ear mites and hairballs. Our pets never have any. Neither has Bob, kayna hora.

My father’s biggest obsessions always focused around me. That’s because I meant the world to him.

And he to me. During lunacy breaks (Dad’s and mine) he’d say, “You’re wonderful. You’re beautiful. I love you.” I’d sit on his lap and tell him how lucky I was to have him.

I know I married Bob because he loves me with every bit of the intensity that my father did.

Years ago, I had the most meaningful conversation of my life. “Dad, why was I the only one you never said ‘kayna hora’ to?’’

“Because I made a deal with God. I promised to protect you from the evil eye if God would let it come to me instead.’’

The one thing I have never worried about was my father’s love and his eternal faith in me.

So now, my current obsession is the toaster oven, which sometimes doesn’t work right. Every time we leave the house, I ask Bob, “Did you unplug it?”

“If I answer ‘yes’, you won’t believe me,” he said on this morning’s drive.

“I’ll believe you. I promise.”

“OK. Yes,” he said.

“You’re just saying that.”

“Isn’t there a Get-A-Grip group you can join?”

Upsala Jr. High May Student of the Month E i g h t h grader, Brooke Westrich, is the Junior High School May Student of the Month. She is the daughter of Mike and Alice Westrich of Upsala, Minnesota and has five siblings.

B r o o k e placed on the school’s “A Honor Roll” this year, serves as a class representative on the Student Council, enjoys participating in school theatre productions, and is a member of our yearbook staff. Brooke said that civics is her most valuable class because she “will use it in the future.” In her favorite class, science, Brooke said “I enjoy learning how organisms function and the reasons why weather is the way it is.” Additionally, she stated that the most valuable life lesson she has learned is to “work hard and have fun.”

of the junior high volleyball and basketball squads as well as the track team, for which she was chosen as “Athlete of the Month.”

“Brooke is a wonderful addition to the USA Patriot Track team,” coach, Jim Drill commented. “She comes in smiling and leaves laughing! I love the look of determination on her face as she pushes herself in every workout I have her do.

Brooke is one of those rare athletes that is naturally gifted and yet strives every moment to accomplish more. Brooke never misses a practice, displays maturity in every race, and humbly accepts the awards she deserves. She is a young lady we all can be proud of!”

Brooke likes to swim, ride her bike, play summer softball, and hang out with her family and friends. She helps on her family farm, does some babysitting for neighbors, is a mass server at her church, and has participated in several community service projects through her membership in 4-H. Brooke plans to go to a 4-year college after graduation, although she’s still thinking about the area of study she’d like to pursue.

Our congratulations go out to Brooke and her family. We wish her great success as she looks forward to her first year of high school and encourage her to continue to strive to be a positive role model for others.

The Upsala 6th grade made their overnight field trip to Hibbing, Tower, and the North Shore. This field trip was an outstanding learning experience, which was funded by profits through candy sales during the past school year.

The points of interest are: • Hill Annex Open Pit Mine-Calumet. This mine was open for about 75 years. It’s existence spanned a period of time when iron mining technology changed drastically.

• Tower-Soudan Underground Mine, Physics Lab: This is an underground mine 2,341 feet below the surface. Due to a fire last winter students were not able to travel to the underground mine.

Students were given an above ground tour.

• Split Rock Lighthouse: Shipwrecks in the early 1900’s prompted the construction of this landmark. Its setting is high over Lake Superior which is area of water considered to be some of the

world’s most dangerous waters.

• Gooseberry Falls: Gooseberry Falls is the gateway to the North Shore.

It is known for its spectacular water falls, stone structure, and Lake Superior Shoreline.

• Army Corps Maritime Museum: This is an extensive presentation of the shipping industry and its economic effect on Minnesota.

• S.S. William A. Irvin: The Irvin is a retired ore boat turned into a floating museum. This boat was powered by a 2000 HP Steam engine and is 611 feet long. The ship was retired in 1978 for economic reasons. The main reasons being it’s slow speed and no self unloading capability.

• Lake Superior: Lake Superior is largest lake in the world by surface area, and the second largest by volume containing three quadrillion gallons of water. (3,000,000,000,000,000).

Swanville Elementary showcased some talented students during the awards ceremony held on Wednesday, June 1, 2011. Honors were given to students in each grade for Academic Achievement, Citizenship, Leadership, Creativity, Sportsmanship and Best Effort. Accelerated Reader awards were handed out by librarian, Ms. Nona Koester, to the top two students in each classroom as well as an over-all winner for the intermediate (grades 3-6) and primary (grades K-2).

Sisters, Aspen Anderson and Ava Anderson, daughters of Mark and Kristi Anderson, both broke the school records for the top AR readers. Aspen, a sixth grader, earned 716.8 points, which broke the 2010 record of 698.9 points held my Michael Laliberte. Ava, a first grader, earned 300 points, shattering the 2006 record of 186 points held by Emma Mueller.

Music achievement awards were distributed to one- and two-year band participants. Mrs. Wolters, music teacher, honored two sixth grade students for

their high achievements in band, Kiley Loven and Aspen Anderson. Ms. Pesta, PE teacher, also distributed some fitness awards to several students, honoring their achievements.

The Swanville Elementary Knowledge Bowl Team, “Half-Bloods,” took first place in the 2011 competition. Members of the team included, sixth graders: Jordan Jacobson and Jarick Reiffer; fifth graders: Derek Hanson, Becca Taylor and Connor Gradin; Fourth graders Nathan Lambrecht and Hailee Schmidt.

Sixth grader, Kiley Loven also received recognition for her essay that was selected as first place winner for the Morrison County Board on Aging.

Kiley is the daughter of John and Tanya Loven. She will get to read her essay at the Morrison County Fair.

Following the awards ceremony, students and guests were treated to Dilly Bars to celebrate a great year! The staff at Swanville Elementary wishes all students a relaxing, safe summer and we will be ready to welcome them all back next fall for another year of learning!

The Grey Eagle Senior Center is looking for volunteers to deliver meals in Grey Eagle for the Meals On Wheels program. Drive for one day up to four days per week.

Notes from the Capitol By State Rep. Paul Anderson

With the month of June nearly half gone already, there is still no agreement between Governor Dayton and the Legislature on a spending plan for the coming two years. A partial compromise offered last week by legislative leaders was not accepted by the Governor. The offer was to accept Dayton’s spending level in the areas of K-12 education, public safety, and the court system.

These three areas together account for roughly half the state budget. The Legislative plan added $110 million in spending, with most of it, $80 million, going to education. It was hoped that if HOME OF PIONEER FEEDS

agreement could be reached on that part of the budget, an over-all plan would be easier to negotiate.

Lay-off notices are being sent out to state workers as preparations for a shutdown begin. Many questions are being asked, such as who will be deemed “essential” and what employees will not.

Looking back to the last time this happened, in 2005, the Governor and the Attorney General made that determination.

Rumors that prisons will be emptied are simply not true, as those workers, along with other public safety personnel, will almost surely be classified as “essential.”

State aid payments to school districts will continue being made in the event of a shutdown July 1st. In fact, schools could see an increase in their revenue because we would revert to basic formula law, and payments would go back to a 90-10 split instead of the 70-30 shift being used today.

According to legislative leadership, the Governor has stated he will not call a special session until agreement has been reached on all spending bills. That would apparently rule out a “lights-on bill” that would fund portions of state government because we would have to be in session to pass such legislation.

It comes down to a tax increase that would give Minnesota one of the highest income tax rates in the country. The budget passed by the Legislature and vetoed by the Governor was the largest in history. It represents a 6 percent spending increase and should be enough to run our

state for the next two years.

Legislative Week in Review

We recently adjourned the 2011 Legislative Session, and while our $34 billion balanced budget (the largest General Fund budget in Minnesota history) was recently vetoed by the governor, there are many legislative initiatives of note that I wish to share with you.

As Chairman of the Senate Environment and Natural Resources Committee, I had the opportunity to work with citizens, legislators, area leaders and state department officials on a wide range of issues concerning our environment and outdoors. My main interest was

and will continue to be seeking changes that have a direct, practical benefit to the taxpayers and citizens of our great state.

Our committee held public forums and listening sessions around the state, we worked on Veterans health and safety, flood mitigation, hunting and fishing practices and we invested our time and resources into numerous bills related to the health and welfare of our forests, lakes, rivers and streams. It would be difficult to offer a detailed description of every single piece of legislation or policy that we worked on. Instead, I wish to highlight a few initiatives that are of significant concern to the citizens of Minnesota.

One of the main goals of this session was to find ways we can improve government to make it run better, cost less, and help others more. A significant achievement was our permitting reform legislation. I was proud to author this bi-partisan legislation that streamlines the regulatory process, cuts

Local Municipality Minutes Grey Eagle Township June 6, 2011 Call to Order: Ron Frericks called the meeting to order at 8:00 p.m. The pledge of allegiance was recited.

Members Present: Ron Frericks, Ray Bense, John Young, Mary Ann Primus. Bev Eggerth and Mike Kutter were absent.

Agenda Approval: A preliminary agenda was presented. Ron asked if there were additions to the agenda. Additions to the agenda included a request from a property owner, R&B - ditch mowing and the rodent bounty. John made a motion to approve the agenda with the additions. Ray made the second.

Approved.

Approval of Minutes: The clerk provided copies of the May 2, 2011 minutes to the board. John made the motion to approve the minutes as presented. Ray made the second. Minutes approved.

Zoning Report: Bev was unable to attend. Property owner made a request to cut through a rustic road in order to install a septic system. After some discussion, John made a motion to grant the request with conditions that the road is returned to its original condition and that the dust control is reapplied on the disturbed area. Any road repairs needed up to one year after, will be at the owners cost. Reviewed the letter on public hearing on Mound Lake property - no action taken as it is shore land property.

Town Clerk’s Report: Clerk

presented the claims list for May. Claims list included 13 claims for a total of $22,290.08. A large part of this was dust control. Reviewed letters received by the clerk. Motion by Ray to approve moving the July meeting to July 11, 2011 at 8:00 p.m. John made the second, approved. John made a motion to change the Sept. meeting to Sept.

12 at 8:00 p.m. Ray made the second, approved.

Treasurer’s Report: Mary Ann Primus presented the treasurer’s report as follows: Beginning Balance as of April 30, 2011: $76,482.19; Checks cleared: 13, $5,775.28; Deposits including interest: $4,149.83; Balance as of May 31, 2011: $74,856.74; Outstanding Deposits: 0.00: Outstanding Checks: 0.00; Cash Available: $74,856.74; CD Balance: $41,408.38. Ray made the motion to accept the Treas.Report. John made the second.

Motion carried.

Road and Bridge Report: Received a letter from a resident asking for compensation and/or replacement of hedges along his property line; that were cut and sprayed by the township. John did look at the area and felt they were in the right-of-way, however, he will check with the brush cutter to see if this was an area that was cut and sprayed by them.

John then presented his R&B report including information he received regarding the beach property, maintenance vs. possibly selling. He reported on the Ascot Road

ditch maintenance with Big Birch Lake Assoc., they will take it to their meeting and get back to the township.

He reported on the beaver situation. 9 beavers had been taken so far from different areas in the township.

John reported on the work that was done by Hoffman’s Tree Service and then made a motion to have them continue work on 345th, 130th E, and 122nd. Ray made the second. Approved.

A bid was received from Erv M. to do the ditch mowing this year. Ray offered to do the entire township for a lesser amount. John made a motion to have Ray Bense mow the township ditches at a rate of $2,000, taking a 4 ft. swath or more when possible. Ray will need to show proof of insurance and may not start until after July 1. Ron made the second. Approved.

Some discussion on the intersection of Chipmunk Road and Hwy. 28, not sure what could be done to improve the situation, no action taken at this time.

Additional agenda items: John will continue to do the beach maintenance. Rodent bounty: John asked how the township monitors this and do we really need to have animal bounties. More discussion later.

Adjournment: Motion by John to adjourn the meeting. Ray made the second. Meeting adjourned at 9:30 p.m.

This project was first introduced in early January, after a joint committee hearing in Hibbing reaffirmed the need to move on this legislation right away.

The bill simplifies the process for local government units as well as businesses, and continues to preserve and protect our environment. A major concern of businesses and individuals is the inconsistent permitting and regulation process. The time and cost required to obtain permits and get projects going is frustrating and hurts job creation. After meeting with hundreds of constituents, fellow legislators and the Governor, we knew this bi-partisan legislation was the correct way forward. In doing so, we can move government closer to the speed of commerce and put people back to work.

The bill does the following: • Establishes a 150 day goal for the Minnesota Pollution Control Agency and Department of Natural Resources to issue permits and a report on why, if that goal is not met.

• Final decisions of an Environmental Impact Statement must be issued within 30 days (currently 90).

• Eliminates District Court Review of Environmental Review Decisions. Appeals would go directly to the Court of Appeals.

• Allows project proposer to prepare the draft Environmental Impact Statement.

• Allows for electronic submittal of environmental review and permit documents.

• Clarifies assessment charges Currently pending action by the governor is our environment policy bill. This bill, which passed both the House and Senate with overwhelming bi-partisan support, includes a number of environment policy provisions aimed toward improving department operations, preserving the health of our environment, and making it easier employers to do business.

We seek to encourage companies to move to Minnesota and invest in this market, potentially providing well paying jobs in rural Minnesota.

Wetland Conservation Act: this act streamlines the wetland replacement process, which allows businesses to grow while also preserving our environment.

Expanded scope of recyclable materials: this measure will help companies move into the recycling business while promoting measures to limit waste.

Increased threshold of petitioners to necessitate an EAW to be prepared.

• The new requirement is 100 individuals who reside or own property in the county or an adjoining county of the affected area.

• The current threshold is 25 individuals from anywhere in the world.

Water use for the Lutsen resort: we reached a compromise with the DNR and Lutsen to lower the total amount of water withdrawal for the year and limit the permit to five years.

Permit renewal for solid waste facilities expanded: by increasing renewal requirements to every 10 years instead of every five, local units of government will save money, as each application can cost up to $500,000.

Clean Water Partnership: this measure provides more eligibility for grants to clean up Minnesota’s lakes and streams.

A significant piece of the environment policy bill was the Aquatic Invasive Species prevention provisions. Aquatic invasive species are a threat to our natural resources across the state, and we must have a sense of urgency in dealing with this issue. Fishermen, boaters, members of both parties and the governor have all expressed a desire to change the pace in containing and fighting the spread of these species. With a new fishing season upon us, we will have a new program in place to continue to protect our lakes, rivers and streams.

Policy Changes for 2011-12: The Long Prairie-Grey Eagle Public School Board has approved several policy changes for next school year; this week’s column will review the changes and reasons for the changes.

Activity Fees: The school has had a more difficult time getting all students to pay their activity fees on a timely basis and the policy that is being implemented next school year should resolve the problem. Students will be required to pay their fees before the first game; failure to pay the required fees will result in the student not being issued a uniform and not being able to participate. Scholarships are available for those that cannot afford to pay the activity fee.

Meal Charge Policy: Similar to activity fees, we have begun to experience more unpaid lunch accounts than in pre-

It simplifies requirements for commercial fishing equipment used on Lake Superior, streamlines the process for obtaining invasive aquatic plant management permits, and consolidates reporting requirements.

The Senate Environment, Commerce & Energy budget bill is currently part of larger budget negotiations with the governor. In that bill, we appropriate $201.46 million in the areas of Environment and Natural Resources; Commerce and Consumer Protection; and Energy, Utilities and Telecommunications for the next biennium.

vious years. The new policy will allow families to charge up to $20; after that point, students will not be allowed to get the regular meal and a sandwich and milk will be given to the student instead. It is important to note that children will not go without lunch.

In an effort to give parents more notice, we have changed providers and will be able to use automated phone calls to let parents know when the family account is less than $10.

Dress Code: The Board has given approval to the new K-12 dress code which can be viewed on the LPGE website (www. lpge.k12.mn.us) and parents are asked to review this before doing school shopping for the 2011-12 school year. While not everyone will agree with the policy, we do need a rule for students to follow, thank you in advance for your cooperation.

This budget bill represents an agreement by both the House and Senate to streamline government operations, reform services and improve the way government does business. No single group or entity received everything they wanted, but it does reflect the input and efforts of constituents, advocacy groups and department officials. We funded existing priorities and emerging issues without raising fees or taxes.

We understand the need for additional budget negotiations, but we are hopeful the government will approve of our budget bill.

The overall budget debate comes down to this. Is a 6% increase versus a 16% increase a compromise? Most agree that any increase in state budgets is more than Minnesotans are getting and doing this without a tax increase should be enough.

CentraCare, Sauk Centre hospital and clinic take steps toward integration St. Michael’s Hospital in Sauk Centre will join CentraCare Health System July 1, 2012, under an affiliation agreement recently approved by the Sauk Centre City Council.

During the coming year, the two organizations will work together on details of the integration. Del Christianson will continue as St. Michael’s administrator.

The city, which has owned the hospital since 1970, has taken this step to ensure the long-term viability of the community’s acute-care hospital, longterm care facility and independent living apartments for seniors. This action comes as health care reform presents financial and regulatory reforms that are particularly challenging for rural hospitals.

Meanwhile, Lakeview Clinic will join CentraCare on July 1 of this year. All Lakeview employees, including six physicians and two nurse practitioners, will become CentraCare employees. CentraCare Health System operates 13 clinics,

three hospitals and four long-term care facilities across Central Minnesota.
