In December, Gordy experienced some sharp pain. He quickly saw his physician. Tests were done. The cancer had migrated from his prostate to his liver.

• Be adaptable. “One of the most challenging aspects of the end of life is the devastating loss of independence in doing the very simplest things – moving yourself, dressing yourself, caring for yourself,” Gordy observes. “It may require tapping powerful new reservoirs of humility and acceptance to realign your attitudes . . . . Your willingness to accept perceived ‘humiliation’ will often be directly related to your opportunities to experience joy.”

What if you asked Gordy a year earlier if he would be willing to use a walker, a wheelchair or even an adult disposable diaper? “I would have laughed at each of these options,” he admits, “and probably with considerable scorn. Now I pragmatically accept each measure because these are all tools I need to serve a bigger objective.”

Harvey Mackay continued from page 2 of Celebration of Life events organized for colleagues, friends and family. His daughter Catherine Zacks Gildenhorn, who also edited Redefining Moments for publication, served as emcee for these events. In typical Gordy style, he used each of the events to say thank you to the people who helped make his life such a success.

“I knew full well that the approaching end was inevitable, but I was gifted with being lucid, completely aware, and able to initiate. . . . A Celebration of Life is not about prematurely collecting applause after the show is over. It’s all about keeping the dynamics of that which is most precious to us alive for survivors and future generations.”

Gordy intended his book as a launching pad to spur dialogue about endof-life issues and concerns. Along with the publication of the book, Gordy also saw to the creation of a website –www.

RedefiningMoments.org. The website both shares information and allows individuals to post end-of-life experiences and comments which may benefit others.

Gordy passed away in February, exactly as the doctors predicted. He stressed to the end: “I’m the luckiest guy that was ever born.” I felt privileged to attend his funeral where figures of international stature eulogized Gordy’s life, including spellbinding comments

by Ohio Governor John Kasich, who celebrated his life as a masterwork of purposeful living.

Obituaries Alcuin “Al” Ettel

Alcuin “Al” Ettel, age 91 of Freeport, died peacefully on Tuesday, July 15, 2014 surrounded by his family at the CentraCare Health Nursing Home in Melrose, Minnesota.

A Mass of Christian Burial was held Monday, July 21 at the Sacred Heart Catholic Church in Freeport with Rev. Roger Klassen, O.S.B. officiating and Rev. Ken Thielman concelebrating. Interment followed in the parish cemetery with military honors by the Melrose Veterans Honor Guard.

Alcuin “Al” Ettel was born July 25, 1922 in Freeport, Minnesota to Joseph and Christina (Goebel) Ettel. He served in the U.S. Army in Germany from 1944 to 1946 during WWII and was honorably discharged. On June 2, 1947 he married Lori Borgerding at the Sacred Heart Catholic Church in Freeport. He owned and operated Ettel Trucking Milk Haulers of Freeport. He enjoyed fishing, gardening, and taking care of his yard.

Al was a member of Sacred Heart Catholic Church in Freeport, SchanhaarOtte VFW Post 7050, and St. Peter’s Court 1556 Catholic Order of Foresters.

He is survived by his children, Fred (Judy) Ettel of Freeport, Doris (Bob) Hock of Melrose, Dick Ettel of Black Duck, Judy Merwin of New Hope, Mary (Larry) Shoemaker of Alexandria, Linus (Geri) Ettel of Freeport, Gary Ettel of Melrose, Terri (Chris) Ellering of Melrose, and Mark (Michelle) Ettel of Melrose; 15 grandchildren and ten great-grandchildren; and half-sister, Kathy (Mark) Middendorf of Freeport.

Al was preceded in death by his wife, Lori Ettel on May 6, 2009; parents; granddaughter, Amelia Ettel; son-in-law, Dave Merwin; brothers and sisters, Justin Ettel, Mildred Kowski, Sister Elaine Ettel, O.S.B., Clarence Ettel, and infant sister, Mary Ettel.

Serving as casket bearers were his grandchildren, Matt Merwin, Jeff Ettel, Brian Ettel, Alex Ellering, Nathan Ellering, and Kiersten Wimmer. Cross bearer was his great-grandson, Bennett Wimmer, rosary bearer was his great-granddaughter, Hayley Ettel, and scripture bearer was his granddaughter, Amanda Nundahl. Mass servers were his grandchildren, Zachary Ettel and Ethan Ettel. Gift bearers were his daughters, Doris, Judy, Mary, and Terri.

Eucharistic Ministers were his daughter and son-in-law, Geri Ettel and Chris Ellering, and sister-in-law, Viola Borgerding. Eulogy was by his granddaughter, Kiersten Wimmer.

Arrangements were made with PattonSchad Funeral & Cremation Services of Freeport.

Lorraine R. Klimmek, age 89 of New Munich, died Tuesday, July 15, 2014 at the CentraCare Nursing Home in Melrose, Minnesota.

A Memorial Mass of Christian Burial was held Saturday, July 19 at Immaculate Conception Catholic Church in New Munich with Rev. Roger Klassen, O.S.B officiating.

Inurnment followed in the parish cemetery.

Lorraine Rose Moonen was born April 20, 1925 in rural Krain Township, Stearns County, Minnesota to Peter and Elizabeth (Denne) Moonen. She was united in marriage to Herman Robert Klimmek on January 28, 1944 at Saint Anthony Catholic Church in Saint Anthony. Lorraine worked as a bartender in New Munich

Jeanette Heinen

Jeanette Heinen, age 93 of Spring Hill passed away Wednesday, July 16 at the Minnesota Heart Institute due to surgical complications. A Mass of Christian Burial was held at 11 a.m. on Saturday, July 19, 2014 at St. Michael’s Catholic Church in Spring Hill, Minnesota with Rev. Marvin Enneking officiating. Interment was in the parish cemetery.

Jeanette was born September 4, 1920 in Spring Hill to Arnold and Anna (Speldrich) Bertram. After graduating from the 8th grade in District 38 School, she helped her parents with the farm work. In 1943 she, together with four of her cousins from North Dakota, went to Glendale, California to work in a defense plant. On June 16, 1947 in Spring Hill, Jeanette was united in marriage to

Terence G. Hubbard

Terence G. Hubbard, age 80 of Todd County, died Thursday, July 17, 2014, at Valley View Estates Hospice in Long Prairie, Minnesota.

A Service of Christian Burial will be held at 1 p.m. on Saturday, July 26, 2014 at the Patton-Schad Funeral Home in Sauk Centre.

Private interment will be held in Moses Dane Cemetery near Burtrum, Minnesota.

Visitation will be held at the funeral home thirty minutes prior to the service.

Terence George Hubbard was born March 28, 1934 in London, England to Thomas and May (Finch) Hubbard. He served in the Royal Air Force in Cyprus during the Suez Crisis.

Terry was married to his wife Marion on March 28, 1959 in London, England. Soon after, they immigrated to Minnesota where they built careers, homes, and a life together.

Terry worked as a Chemical Process Piping Engineer for 3M Company and retired in 1997.

Terry enjoyed the natural beauty

for over 40 years. She was a member of Immaculate Conception Catholic Church in New Munich. Lorraine enjoyed quilting, crocheting, knitting, dancing, going to the casino, and loved cooking holiday dinners for her family, especially Christmas dinner.

Survivors include her children, Joyce (David) Carpenter of Golden Valley, Karen (Gary) Brusacoram of Minnetonka, Glenn (Sandy) Klimmek of Swanville, Elaine (Bill) Ecker of Perham, and Audrey (Dale) Juveland of Detroit Lakes; 13 grandchildren and 26 great-grandchildren.

She was preceded in death by her husband, Herman Robert Klimmek on January 6, 2002; son, Roger Klimmek; brothers, Richard, Victor, Robert, Werner, and Emil Moonen; and sisters, Marcella Kraus, Dorothy Moonen, Esther Dirkes, Alma Westbrook, Anna LeVasseur and Juletta Nierengarten.

Arrangements were made with PattonSchad Funeral & Cremation Services of Melrose.

Mike Heinen, where they farmed their entire life until retiring in 1979. She was a member of the Christian Mothers, St. Mary’s Mission Circle of Spring Hill, Lake Henry Auxiliary, and Elrosa Senior Citizens. She was also a member of her special 500 Card Club.

Jeanette enjoyed playing cards, quilting, crocheting, dancing, and visiting with her children, grandchildren, and greatgrandchildren. For nine years she and her beloved little shih tzu Ginger, (who also passed on July 16) spent every January and February at her daughter and son-in-law’s home in Palm Springs, California.

She is survived by her children, Barbara (John) Young of Spring Hill, Rosi (Richard) Balfour of McKinney, Texas, Bonnie (Dr. Mark) Smith of Palm Springs, California, Stanley (Ruth) Heinen of Spring Hill, Martie (Kevin) Thomes of Melrose, Roger (Jonelle) Heinen of New London; her sister-in-law Rose Bertram; 12 grandchildren; 2 stepgrandchildren; 10 great-grandchildren; and 8 step-great-grandchildren.

She was preceded in death by her parents; husband, Mike; and brothers, Calvin and Richard.

Minnesota has to offer, including fishing, bird watching, landscape gardening, cross-country skiing, and talking baseball with his grandson.

He is survived by his wife, Marion; son, Michael; daughter-in-law, Jeanne; grandson, Nicholas; sisters, Betts Steenerson and Maureen (Colin) Johnson.

He was preceded in death by his parents; brothers, Tom and Edward; sisters, Evelyn Hubbard and Joyce (Alex) Burns.

Agnes R. “Aggie” Hinnenkamp

A g n e s R. “Aggie” Hinnenkamp, age 94 of Melrose, died peacefully surrounded by her family on Monday, July 21, 2014 at the CentraCare Nursing Home in Melrose, Minnesota.

A Mass of Christian Burial will be held at 11 a.m.

Thursday, July 24 at St. Mary’s Catholic Church in Melrose with Rev. Marvin Enneking officiating and Rev. Ken Thielman and Rev. Robert Kieffer concelebrating.

Interment will be in the parish cemetery.

Visitation will be from 9 to 10:30 a.m.

Agnes R. Mueller was born October 6, 1919 in Melrose, Minnesota to Henry and Anna (Kettler) Mueller. She was united in marriage to Boniface “Boni” Hinnenkamp on June 25, 1940 at St. Boniface Catholic Church in Melrose. Aggie worked at a number of stores in Melrose including Stueve Shoes, Welz Grocery, Herges Grocery, and at St. Mary’s rectory as a housekeeper. She was also a foster grandparent for 19 years and was a rural census taker for 25 years. Aggie started her work career outside the home at age 50 after farming with her husband, Boni for 20 years. Aggie and Boni continued to farm until selling the farm to their son in 1972.

She was a member St. Mary’s Catholic Church in Melrose, Christian Mothers, Schanhaar-Otte VFW Post 7050 Auxiliary, Sts. Bernard and Elizabeth Council, and

Mass of Christian Burial, celebrating the life of Agnes Ritzer, age 75 of Albany, was held Wednesday, July 23, 2014 at the Church of St. Benedict in Avon. Father Blane Wasnie, OSB officiated and burial took place in St. Columbkille Cemetery in St. Wendel.

Agnes passed away Friday, July 18 at her home.

The Mass of Christian Burial, celebrating the life of Norris E. Sowada, age 76 of Bowlus, was held Monday, July 21, at Holy Cross Catholic Church in North Prairie.

Fr. Laurn Virnig officiated and burial followed in the parish cemetery. Norris passed away Thursday, July 17 at his home.

She loved spending time visiting with her family, especially her many grandchildren and greatgrandchildren.

Survivors include her children, Donna (John) Jennissen of Sauk Centre, Virg (Andrea Nicholas) Hinnenkamp of Verona, KY, Kathy (Ron Wolters) Hinnenkamp of Grey Eagle, Larry (Carol Rutten) Hinnenkamp of Melrose, Ron (Connie Thorsland) Hinnenkamp of Little Falls, Dennis (LuAnn Sand) Hinnenkamp of Fargo, ND, Arlene (Randy) Pieper of Melrose, and Marjorie (Paul) Roering of Sauk Centre; 26 grandchildren, 45 great-grandchildren, and one great-great-grandchild; sister, Della Thelen of Melrose; brother, Edward (Katherine “Kitty”) Mueller of Melrose; and sisters-in-law, Millie Mueller and Marie Primus.

Aggie was in preceded in death by her husband, Boniface “Boni” Hinnenkamp on July 21, 1998; son, Kevin Hinnenkamp; sisters, Loretta Frieler, Irene Shay, and Mary Mueller; brothers, Joe Mueller and Lawrence Mueller; brothers-in-law, Ed Frieler, Ronald Shay, and Herb Thelen; three grandchildren and two great-grandchildren.

Serving as casket bearers will be Joel Jennissen, Eric Hinnenkamp, Corey Pieper, Brendan Hinnenkamp, Isaac Roering, Travis Hinnenkamp, Jeff Wessel and Ryan Hinnenkamp. Cross bearer will be Marisa Hinnenkamp and scripture bearer will be Janel Loesch. Serving as honorary bearers will be the Foster Grandparents.

Agnes was born on January 20, 1939 to Jacob and Anna (Bieniek) Skudlarek at the St. Cloud Hospital. She resided in St. Wendel, MN until her marriage to Delvin Ritzer on April 30, 1960. Delvin passed away July 18, 1970. She married Adolph Ritzer on August 12, 1972.

Adolph passed away on August 25, 1983.

She is survived by her children, Rose (Fred), Karen (Ed), Sharlene (Maury), Joseph (Angie), Ann (Angel) and John; grandchildren and great grandchildren; siblings, Bernice (Ben) Havisto, John Skudlarek, Lucille Vanhavermaet, Teresa Welle, and Maggie Cigelski.

She is preceded in death by brothers, sisters and grandchild, Delvin.

Norris was born September 11, 1937 in Rice to Wensel and Pauline (Dobis) Sowada.

He married Irene Gondringer on July 19, 1980 in Avon. Norris worked as a boiler operator, but his main passion was farming.

He was a member of Holy Cross Catholic Church.

Norris is survived by his wife, Irene, Bowlus; his children, Amanda (Tim) Gunther, Bowlus; Sarah Sowada, Waite Park; Adam (Katy Shuerman) Sowada, Bowlus and two grandchildren; Maddyson and Landen.

He is also survived by his brothers, Delroy (Lillian) Sowada, Seminole, FL; Marvin (Patricia) Sowada, Columbia Heights and Edsel (Joyce) Sowada, Rice.

Mass of Christian Burial was held Monday, July 21, 2014 at St. Mary of Mt. Carmel Catholic Church, Long Prairie for State Rep. Mary Ellen Otremba, age 63, of Long Prairie who passed away peacefully on Wednesday, July 16, 2014 surrounded by her loving family. Fr. Omar Guanchez officiated and burial took place in St. Mary’s Cemetery, Long Prairie.

Mary Ellen Dinkel was born September 26, 1950 in Bertha, Minnesota the daughter of Romaine and Veronica “Ronnie” (Raudzis) Dinkel. She grew up near Long Prairie and graduated from Long Prairie High School in 1967. She went on to graduate from the College of St. Benedict and eventually received a Master’s Degree at St. Cloud State University. Mary Ellen worked as a seamstress for the Dayton Company in Minneapolis. She married Kenneth Otremba on April 19, 1974 at St. Mary of Mt. Carmel Catholic Church in Long Prairie. They moved to a farm near Buckman and later to Long Prairie. She later worked for Todd County Public Health from 1984-89 and taught Home Economics at the Eagle Valley School. She became a Minnesota state representative in 1997 and served until 2010.

More typical summer weather has finally arrived. Conditions were beautiful over the past weekend for parades in Sauk Centre and Freeport, and attendance seemed to be higher than ever. Large crowds lined the parade routes at both locations as places in the shade or where the breeze could be felt were most desirable. Glenwood hosts its long-running Waterama celebration this weekend, and then county fairs take center stage the following week in both Stearns and Pope counties.

After excessive rainfall earlier this summer, most locations could use a nice shower again. The earlier planted corn is beginning the pollination process by starting to tassel, and its usage of water ramps up during that time. Probably because of the abundant moisture supplies in June and early July, plants didn’t develop deep root systems and are showing signs of moisture stress in some locations. My neighbor keeps close track of rainfall totals, and he reported that, in our general location, we have had only one rainfall event in the last 25 days that totaled over one-tenth of an inch (and that was four tenths).

Small grain harvest will soon be here, especially if we continue having hot and windy conditions like we experienced last weekend. I noticed a couple of nice looking fields of oats near Melrose that had taken on a golden hue and were mostly ripe. Prices for most crops have fallen from the highs of recent months, and $7 corn, for example, is far in the rear view mirror. New crop prices are now hovering around $3, making it difficult to come up with positive cash flows. Nationally, a record large corn and soybean crop is forecast, and prices have fallen sharply as a result. I wrote about increased costs for transportation in last week’s column, and that has also played a role in these lower prices for commodities.

Speaking of transportation, I attended a meeting last week in Fergus Falls of the District 4 Transportation Alliance Committee (TAC), and among those speaking to the group was a representative from MnDOT Rail. A summary of increased traffic on Minnesota’s four Class I railroads was given, and the need for more “grade separation” intersections between highways and rail lines was mentioned. A prime example of that is the location of two major highways and a Soo Line rail crossing north of Glenwood where an overpass or underpass would create a safer crossing and eliminate long wait times for vehicles when trains are passing through the intersection.

I asked about trains blocking highways for long periods of time, and cities such as Benson issuing citations to the railroads in such cases. We were told that state laws limiting such blockages to ten or fifteen minutes don’t really carry much “weight” as the railroads are

Understanding the Word of God is important. But applying the Word of God to our lives is essential if we want to become who God wants us to be. Sin, we know, is a barrier to our relationship with God. It keeps us from enjoying His presence and power in our lives. In Psalm 19 we discover three important facts about sin and its consequences.

“How can I know the sins lurking in my heart?” asked the Psalmist. What a question! If we want to know how we look, we have at least three options: We can look into a mirror, ask someone to tell us how we look or search the Word of God. It is only by looking into His Word that we find a true picture of our condition and the consequences it brings. We will quickly discover our faults and failures when we search the Scriptures and see ourselves as God sees us. His Word will become our mirror as we hold up our lives to it, compare our lives with its teachings and ask God to reveal our sins to us. Then with the Psalmist we can pray, “Cleanse me!”

But there is another request from the Psalmist: “Keep your servant from deliberate sins.” To be cleansed is not enough. We need His power and protection to live the life that God would have us to live and become who He expects us to be. Through the grace of God and the power of the Holy Spirit, God will answer this prayer. But we must be sincere when we pray and to willingly surrender our lives to the Lord. Then we must allow the Holy Spirit to guide us, guard us and have control of us.

Local Municipality Minutes Burnhamville Township June 24, 2014 These are unapproved minutes.

The regular meeting of the Town Board of Burnhamville Township was held June 24, 2014 at Burtrum Community Center.

The meeting was called to order at 7:00 p.m. by Chair Mike Berscheit.

Members present include Supervisors: Louis Thompson, Mike Berscheit and Bruce Johnson; Clerk Shirley Hulinsky; Treasurer Pam Throener. Others present: Mark Throener, Ervin Muellner and Ervin Herdering.

Sup. Thompson made a motion to approve the minutes from the regular meeting of May 27, 2014. Motion was seconded by Sup. Johnson.

Motion passed.

Correspondence included an estimated census count and an unsigned letter of complaint.

A resident complained of water backed up in his field along 341st Ave. The board has already requested contractor put a culvert in the area to help the extra water flow away.

A motion was made by Sup. Berscheit to pay all bills numbered 4964 through 4979: Rev. $1,801.22; R&B $20,137.69. Sup. Thompson seconded the motion. Motion passed.

In the road report Fitz Road needs more clay, 184th St will get a single pass of dust control to hold the gravel, Dunlin Road, Empire and Emerald will get sprayed at half rate of dust control between areas that are paid for full rate to help road conditions. The chairman discussed 210th Street with the county engineer. Whereas this is a road less used he suggested doing small sections of improvements rather that all at once. The chair will meet with contractor and Bruce Township to discuss first section of improvement.

The supervisors will continue weed inspections.

The board will contact the beaver trapper about water level conditions near Buck Lake.

Sup. Berscheit made a motion and Sup. Thompson seconded the motion to appoint the following for election judges for the August 12 primary election: Gary Allen, Bonnie Alsleben, Mike Holmgren, Shirley Hulinsky, Sharon Muellner, Brenda Schwanke, and Pam Throener. Motion passed.

The board received an access permit from Randy Friese. Sup. Thompson made a motion at approve the permit and the motion was seconded by Sup. Berscheit. Motion passed. Board will inspect area after culvert and access are put in.

Treasurer’s report showed a balance of $35,122.05. Treasurer’s report was approved by Sup. Berscheit and seconded by Sup. Johnson. Motion passed.

A motion was made by Sup. Berscheit to adjourn the meeting which was seconded by Sup. Thompson. Motion passed. Meeting was adjourned at 7:43 p.m. Next regular meeting will be on July 29, 2014 at 7 p.m. in the Burtrum Community Center.

Call to Order: Ron Frericks called the meeting to order at 8:00 p.m. The pledge of allegiance was recited.

Agenda Approval: A preliminary agenda was presented. Ron asked if there were additions to the agenda. Ray made the motion to accept the agenda. Mike made the second. All in favor. Motion carried.

Approval of Minutes: The clerk provided copies of the June 2, 2014 minutes to the board. Ray made the motion to approve the minutes as written. Mike made the second, all in favor. Minutes approved. Reviewed the minutes from the bid meeting on June 9, 2014.

Town Clerk’s Report: Clerk presented the claims list for June.

Claims list included 13 claims for a total of $17,520.89. The list included 2nd quarter taxes and PERA for Board members. Mike made the motion to approve the claims; Ray made the second, Motion carried unanimously. Clerk shared mail received this month, a letter from attorney on the island property and advertising.

Treasurer’s Report: Mary Ann Primus presented the treasurer’s report as follows: Beginning Balance as of June 1, 2014: $183,575.00; Checks cleared: 12, $23,729.23; Deposits including interest: $121,132.53: Balance as of June 30, 2014: $280,978.30; Outstanding Deposits: 0.00; Outstanding Checks: 0.00; Cash Available: $280,978.30; CD Balance: $204,094.66 Ray made the motion to accept the treasurer’s report. Second by Mike. All in favor, Motion carried.

Road and Bridge Report: Swimming dock was pulled into the lake and needed to be hooked up again at extra cost to maintenance personnel. The board will review at the end of the season.

Work has been completed on DNR access to Mound Lake. There is a small wash-out that will need to be fixed. DNR will be responsible for brushing along the entrance road.

The representative from Tri-City was not present. Mowing bids were discussed and Ray made the motion to accept the bid from Leland Buchholz for $85.00 an hour. Mike made the second. Motion carried.

The Board felt he could do a better job with his equipment; this will be reviewed at the end of the season.

Seal coating on Brakken and 341st has not been started, Ray will check on this.

Additional agenda items: Property owner along Ione Street is interested in whether the road has been vacated or available for purchase.

Clerk will contact the attorney on how to handle this. Election training was done and 6 persons were trained. Ron made a motion to accept the list of election judges. Ray made the second. Motion carried.

Public Comment: A question was raised as to what the plan was if Tri-City does not get the paving job completed on schedule or backs out. The chairman did not feel that was an issue just yet. A resident from Angler Trail was present to ask that something be done about the wash-outs on that road, possibly a new culvert. Ray and Erv H. will meet on the road site.

Mary Ann Primus, Clerk/Treasurer Melrose City June 19, 2014 The Melrose City Council met in a Regular Meeting on Thursday, June 19, 2014 at 6:00 p.m. at the Melrose City Center pursuant to due notice being given thereof.

Present were Council Members Joe Finken, Jenny Mayers, Dick Christenson, Tony Klasen, Mayor Tim Vogel, and City Clerk Patti Haase.

City Administrator/Treasurer Michael Brethorst was absent. Mayor Vogel presided thereat. The Council then recited the Pledge of Allegiance.

A motion was made by Mr. Christenson seconded by Mr. Klasen and unanimously carried to approve the agenda as amended.

Mayor Vogel then opened the floor to public comment. There were no comments.

The following items were considered for approval under the Consent Agenda: Approval of the following: a. the minutes from the Council’s May 15 Regular Meeting and the May 29 Special Joint Meeting with the Utilities Commission. b. list of bills in the amount of $417,652.05. c. list of investments for the month of May. d. As per City Code 95.38, all property owners shall be responsible for the removal, cutting, or disposal and elimination of weeds, grasses, and rank vegetation or other uncontrolled plant growth on their property that, at the time of notice, is in excess of eight inches in height.

It is recommended that the Council approve the destruction orders as it then becomes effective for the entire growing season, meaning that if at any time after the issuance of the notice a violation reoccurs, the City shall abate the weeds without further notification to the property owner. It should be noted that any unpaid grass cutting bills can, and will be certified against the property prior to year-end. g. Gambling Resolutions: 1) Resolution No. 2014-23, Resolution Approving Gambling License

to St. Mary’s Church for an exemption from lawful gambling license to hold a bingo on October 26, 2014 at the Church of St. Mary’s, 211 5th Avenue SE, in Melrose.

2) Resolution No. 2014-24, Resolution Approving Gambling License to the Sauk River Phantom Bucks Chapter of Minnesota Deer Hunters Association for an exemption from lawful gambling license to conduct a raffle on September 27, 2014 at the Melrose American Legion, 265 Co Rd 173 SE, in Melrose.

A motion was made by Ms. Mayers seconded by Mr. Klasen and unanimously carried to approve the Consent Agenda items.

Police Chief Craig Maus conducted the Swearing-in Ceremony with an Oath of Office and pinning of badge for Police Officer John Hiltunen.

Mayor Vogel introduced Finance Director Tessa Beuning to the Council.

Community and Economic Development Director Walz reported on the Planning and Zoning Commission’s June 12 Regular Meeting.

Topics discussed included the potential purchase of property for the west substation and potential sale of approximately 1.25 – 1.75 acres of the northern portion of Lot 6, Block One, East Acres Plat Two owned by the City.

Police Chief Maus presented the Police Department’s May report. He noted that a total of four citations were issued in the month of May. There were 78 verbal warnings. Chief Maus stated there were 354 calls for service during this month compared to 209 for May of 2013. The May 2014 calls/request totals reflect the city clean up ordinance calls. The year-to-date number of calls is 1024 compared

to 1036 in 2013. For the month of May 2014, the Department received 13 agency assist calls.

During the period from May 8 June 12, the City Attorney has given significant attention to the following for the City: • Utility Easement: Prepared utility easements needed to extend electric service to new Park View addition.

• Golf Cart Ordinance: Reviewed applicable statutes and existing ordinances and prepared proposed amendments.

Mike Nieslon with WSB & Associates provided an update on the 5th Avenue NE/CSAH 13 Bridge Project. The trail under the bridge has been a challenge to make ADAcompliant as it cannot meet clearance requirements for a full bicycle trail; therefore, it has been revised to an eight-foot sidewalk. Preliminary plans have been submitted to MNDOT for review. The County is still uncertain if the bonding money will be available for 2014 construction as the Melrose bridge is not first on the list to receive funding. The Council, by consensus, approved the bridge aesthetics as number 3 and 4 of the WSB & Associates design sample.

Mayor Vogel noted that in 2013, after receiving presentations from both the Minnesota Association of Small Cities (MAOSC) and the Coalition of Greater Minnesota Cities (CGMC), the Council and Utilities Commission elected to become a member of MAOSC. Membership dues for 2014-2015 are $1,819.10, which would be split equally between the City and Melrose Public Utilities.

A motion was made by Mr. Christenson, seconded by Mr. Klasen and unanimously carried concurring with the Utilities Commission approving the MAOSC

Mayor Vogel next reported the City received their annual quote for general liability, errors and omissions, auto, equipment, and property insurance through the League of Minnesota Cities Insurance Trust (LMCIT) for the period of May 15, 2014 - May 15, 2015. The total quote is $79,601 compared to $75,915 for the 2013-2014 coverage, resulting in a 4.86% increase in premium cost. The cost for the premium is shared between the General and Utility Funds, $33,547 and $46,054 respectively. The increased premium is due to several factors: several new vehicles were purchased in multiple departments, the City added coverage for its signs, and a new generator was purchased and located at the Wastewater Treatment Facility.

The City’s insurance coverage has a $5,000 deductible, $15,000 aggregate. The City needs to decide whether or not to waive the statutory tort liability limits. The decision to waive or not to waive the statutory limits has the following effects: 1. If the City does not waive the statutory limits, an individual claimant would be able to recover no more than $500,000 on any claim to which the statutory limits apply. The total which all claimants would be able to recover for a single occurrence to which the statutory tort limits apply would be limited to $1,500,000. These statutory tort limits would apply regardless of whether or not the City purchases the optional excess liability coverage.

2. If the City waives the statutory tort limits and does not purchase excess liability coverage, a single claimant could potentially

recover up to $1,500,000 on a single occurrence. The total which all claimants would be able to recover for a single occurrence to which the statutory tort limits apply would also be limited to $1,500,000 regardless of the number of claimants.

A motion was made by Mr. Finken seconded by Ms. Mayers and unanimously carried concurring with the Utilities Commission approving the insurance quote of $79,601, to waive the monetary limits on municipal tort liability, to keep the deductible at $5,000/$15,000, and not purchase excess liability coverage.

Mayor Vogel noted that the City of Melrose will be holding its first Wellhead Protection Plan Committee Meeting. This is an update to the City’s current Wellhead Plan.

Every 10 years, the City updates the Plan. Letters have been sent out to the previous members to determine their interest in sitting on this Committee. There will be four meetings to develop recommendations to the Council for adoption.

A motion was made by Mr. Finken, seconded by Ms. Mayers and unanimously carried appointing Tim Vogel as a member of the Wellhead Protection Plan Committee.

Mayor Vogel stated that the Fire Department is seeking authorization to obtain bids for the purchase of a general use utility vehicle for the purpose of the replacement of the Command Truck.

A motion was made by Mr. Christenson authorizing the Mel-

rose Fire Department to obtain bids for the command vehicle. The motion was seconded by Ms. Mayers with a roll call vote recorded as follows: For: Council Members Christenson, Mayers, Klasen, and Mayor Vogel; Against: None; Abstain: Council Member Finken due to a conflict of interest.

Mayor Vogel noted that the contract with Thostenson Accounting Consulting will expire on June 30. Consideration is requested to extend the contract on an as-needed basis to allow for training and accounting services. This would not exceed four hours per week. It is anticipated to be less than this; however, to allow for flexibility, it is proposed at four hours. It is proposed to extend the agreement until December 31, 2014.

A motion was made by Ms. Mayers, seconded by Mr. Finken and unanimously carried concurring with the Commission approving the contract extension with Thostenson Accounting Consulting.

Mayor Vogel stated that eight applications were received for the summer seasonal/temporary worker. Staff has recommended, and the Utilities Commission has approved, the hiring of Allen Wolbeck for the 2014 summer seasonal employee.

The rate of pay is $9.50 per hour with a start date of Monday, June 16.

A motion was made by Mr. Klasen, seconded by Mr. Christenson and unanimously carried concurring with the Commission to hire Allen Wolbeck for the 2014 summer seasonal employee at a rate of $9.50 per hour.

A request has been made to revise City Code Chapter 76: Motorized Golf Carts and All-Terrain Vehicles allowing operation on designated roadways from sunrise to 10:00 p.m. According to City Attorney Dymoke, as per Minnesota State Statute, motorized golf carts and all-terrain vehicles operated after sunset must be equipped with original headlights, taillights, and rear facing brake lights.

Council Member Finken introduced Ordinance No. 06-19-2014, An Ordinance Amending Melrose City Code Section 76.03, Subdivision F and Section 76.04, Subdivision A. The motion was seconded

by Mr. Klasen with a roll call vote recorded as follows: For: Council Members Finken, Klasen, Mayers, Christenson, and Mayor Vogel; Against: None.

The following informational items were discussed: a. Staff is obtaining cost for the installation of an electronic message board/television to be installed in the City Center entrance. The cost not to exceed $1,000 including installation to be split between the General and Utility Funds. b. Utilities Commission’s May 15 Regular Meeting minutes and the May 27 Special Meeting minutes. c. MADA/COC’s April 15 Regular Meeting minutes and the May 20 Regular Meeting minutes. d. Planning and Zoning Commission’s April 10 Regular Meeting minutes. e. The Melrose Area Food Shelf is looking to relocate from its existing location and is requesting assistance in finding a location to relocate and funding to assist with the relocation. f. Thank you note from the Melrose Gymnastics Team for the use of the billboard, and a thank you note from Community Education Director Stacey Austing-Jacobson for the donation to the Summer Recreation Program. g. Three videos of the levee and how it was impacted by the rain event of May 31, 2014-June 1, 2014. There were no significant loading or structural impacts to the City; however, the fountain did break loose. Efforts will be made to secure the fountain once the water levels recede.

Dave Says -By Dave Ramsey Dear Dave, My wife and I have $25,000 in credit card debt, $2,500 in medical bills and $89,000 each in student loan debt from when we each got our masters’ degrees.

We make about $ 1 0 0 , 0 0 0 combined. Our son is 6 years old, and we have $18,000 in a 529 plan for him. Should we use that money to pay off debt instead?

-Sean Dear Sean, I wouldn’t do that if I were you.

You’ll get destroyed with penalties, because if you take money out of a 529 for anything other than college, you’ll be taxed at your current tax rate and hit with a 20 percent penalty. The other thing is you’ll have this weird feeling that you took money away from your kid.

Technically, it’s your money. You put it there. But when you did, it was in your child’s name. Plus, that doesn’t really solve your problem. You’ve got a ridiculous amount of debt, and that little bit won’t move the needle very much.

Having more money in your hands isn’t the big answer here. What you both need is a behavior change when it comes to money.

My advice is to leave the 529 alone.

Stop adding to it for the time being. Put any retirement saving you’re currently doing on hold, too. You guys need to start living on a budget, working a debt snowball plan and looking for extra income. Even tutoring would bring in some additional cash. I’ve got a feeling, too, that those masters’ degrees can provide you with more money than you’re currently making.

It can be done, Sean, but it’s going to take a lot of hard work and discipline.

It may even take four or five years to get this mess cleaned up, but you can’t keep living without a plan!

are out there. Currently, there are about 8,000 different mutual funds floating around. You have to get online and do some serious research, or talk with an investing professional with the heart of a teacher, but I own several mutual funds that have an average annual return in excess of 12 percent over the lifetime of the fund.

Now, do they make that every single year? Of course not. The figure I’m talking about is an average. I own one in particular that has done that for about 70 years. But the stock market in general has averaged just under 12 percent a year since its inception. So yes, with solid research and due diligence on the part of the investor, it is possible to get that as an average annual rate of return!

Preregistration is requested.

Experiment with Nature: Thursday, Aug. 7, from 4-5:00 p.m. for children ages 3-12. Staff from St. John’s Outdoor University will encourage children to use their sense of wonder to explore nature.

The program includes stories and interactive naturalist activities. Attendance is limited and registration is required.
