More Father’s Day advice - from readers -By Harvey Mackay Several weeks ago I used this column to share lessons I learned from my parents in recognition of Mother’s Day and Father’s Day. My intention was to honor mothers and fathers everywhere for the wisdom they impart to their children.

The column apparently struck a chord, because I had a record response from readers about similar advice they received from their parents. With recently celebrating Father’s Day, I can’t think of a better time to pass some of them on to you.

One person said her father taught her the difference between needs and wants.

There are items that we need in order to live and then there are items that we want but can live without.

Another writer mentioned character.

He said it wasn’t something his parents taught him, but rather showed him in the

way they lived their lives. In other words, want a good kid? Be a good adult.

One reader even sent a link to a video that was made as a tribute to his own father as well as a legacy for his sons that explained his philosophy of life. It was so inspirational, and given modern technology, an enduring gift that many of us can imitate.

And on and on the responses went.

How gratifying that so many chose to share their own experiences of the tremendous wisdom gleaned from their fathers and mothers alike. Here are some of the dozens that I received.

• All choices have consequences.

Stop and think about what you are doing and what might result. And then accept responsibility for your actions, even if it hurts.

• Appreciate what you have. It’s more important to want what you have than to have everything you want.

• Trust your instincts, but always do your homework. The time it takes to do a little – or a lot – of research to confirm your hunches is time well spent.

• Almost doesn’t count. Don’t settle for almost right, or almost finished, or almost good enough.

• Hard work means no shortcuts.

Work efficiently, but do the job right.

Cutting corners doesn’t cut it.

• Always have a contingency plan.

Life is full of surprises. Sometimes you have to change your plan or your strategy to deal with those events. I call this making mid-course corrections.

• Embrace life’s choices head on.

It’s your life, so live it to the fullest. You never want to look back with regrets about “what if?”

• Values matter. When you sacrifice your values, you sacrifice your reputation.

• You are only as good as your word.

If people can’t trust you to tell the truth, then nothing else matters. Say what you mean and mean what you say.

• Cream doesn’t rise to the top; it works its way up. Paying your dues is not a punishment, it’s called getting experience.

• Choose family over money. No amount of money or success can take the place of spending time with your family or those closest to you.

• Forgive and forget. Carrying a grudge is a heavy burden. Wouldn’t you rather rise above than sink down to the offender’s level?

• Hope springs eternal. When you give up hope, you give up.

I am grateful that I can still hear my father’s advice when I need to make a tough decision. I learned not only from his words but also from his example.

A Public Letter to the President

By Manuel Ybarra Millions of God Loving American citizens were stunned and disappointed to see their cherished White House used to promote what God calls “wicked” and “evil.” And guess what,” Ignorance of God’s Law is no excuse.” One can say the same to those judges in the Supreme Court who apparently don’t know those laws either.

And I hate to correct you, but I did hear you say, “it’s my House,“ referring to the White House. That crown jewel belongs to “we the people.” We do not appreciate it (the White House) being used to promote abomination.

Of course, that is exactly what your staff did when they celebrated the High Court’s decision on gay marriage, by lighting up “our house.” They disgraced us before the world, but most important, before our “Creator, God Almighty, the Supreme Judge.”

That Supreme Judge left plenty of examples in the Holy Bible to keep future generations from making the same mistake and ending up being destroyed, like Sodom, Gomorrah, Admah, and Zeboim.

Those cities/nations incurred God’s wrath because of same-sex. In 2 Peter 2:6 you will find that these cities were made “an

example, unto those that after should live ungodly.” Now the USA has taken it even further, by saying to same-sex partners, “you have the right to get married.” Instead of listening to the Word of God you elected to come out in favor of moral perversion.

We know, from God’s Word, that those who practice same-sex, God will give “them over to a reprobate mind.”

That, after death, means eternal damnation, first in “Hell” and later “the lake of fire” forever and ever. So ask yourself, “why would a well-meaning and loving person want anyone to pursue such a lifestyle? And you are promoting this lifestyle from our White House!

We need to correct a misconception: God Loves Us, and we who have been saved by God’s grace, love Him and all mankind in the world. There is only one race, the human race. However, rejecting The Word of God, which was made flesh in the person Jesus Christ our Savior, will lead to Hell, because by doing so, one rejects God’s last chance to Mankind for forgiveness for our sins. The Holy Bible states, “For all have sinned, and come short of the glory of God” (Romans 3:23).

He is “the way, the truth, and the life,” (John 14:6) as he said.

When it was all over, and the floodwaters receded, that is the moment that God made a covenant promise to Noah and those after him. Never again would He destroy the earth and all life with a flood. “I have set ‘My Rainbow’ in the clouds, and it will be a sign of the covenant between Me and the earth. Whenever the Rainbow appears in the clouds, I will see it and remember the everlasting covenant.” Genesis 9:12-17 There is a time coming, just as before the flood, when mankind will be taken by surprise living in their selfish ‘do what I want’ wickedness. Those who have ignored the signs and mocked what is right and good and true, will be left behind just like the people who made fun of Noah.

Except it won’t be floodwaters this time...

It will be unimaginable torment that will be inescapable.

The rainbow belongs to God. The devil is a liar and a thief and he imitates all that God does. But the devil is an impostor. He tries to turn what God means for good to fit in his evil plan. And sadly, many fall for his lies.

Today, I am defending God’s glorious rainbow! The enemy cannot get away with stealing it for ungodly purposes no matter what the Supreme Court decides!

The next time you admire a beautiful rainbow, thank God for how awesome He is to give us promises and to create something so majestic for us to enjoy. Do not let the enemy hijack it to mean something ungodly and immoral.

A Fun Full Day Celebration

One of my favorite things about rain showers is searching for the beautiful rainbow in the sky once the storm has passed.

Our son recently sent us a gorgeous photo of a double rainbow that showed up after a storm that had gone through Bismarck, ND where he lives. It was quite breathtaking!

One of my favorite rainbow memories was on Lake Itasca exactly two years ago.

We were on board the Coborn’s double decker ‘Chester Charles ll’ the night before our daughter’s wedding. It was lightly raining as we cruised around the serene setting of absolute beauty! All of a sudden, the sky cleared, and there it was! The most impressive, bright rainbow arched just perfectly over Lake Itasca! What an awesome gift from God! Most of us are familiar with the story of Noah’s Ark- the story behind the origination of the rainbow. Noah was the only one that the Lord found faithful. Noah walked with God. He obeyed all that the Lord commanded, even through all of the mocking and ridicule during the approximate 100 years of constructing the ark. I would imagine that he tried telling the people what he was doing and why. But everyone kept doing their own thing and going their own way.

When the rains came down, it was too late for the people when they finally realized that what Noah had been saying was not crazy after all. But it was too late once the Lord closed the door of the ark. It has been estimated and calculated that there may have been billions of people inhabit-

Mary A. Kutter, age 76 of Grey Eagle, died after complications from diabetes and heart failure on Sunday, June 28, 2015 at the St. Cloud Hospital in St. Cloud, Minnesota.

A memorial service will be held at 1:30 p.m. Friday, July 3 at St. John’s Evangelical Lutheran Church in Grey Eagle with Rev. Ron Tibbetts officiating. A private interment took place Wednesday, July 1 at Lakeview Cemetery in Grey Eagle.

Mary Alice Kutter was born January 23, 1939 in Grey Eagle Township, Todd County, Minnesota to Adolph and Lillian (Harris) Kutter. She graduated from Grey Eagle High School in 1956. After graduation,

Frances M. Sames, age 90 of Melrose, died Tuesday, June 30, 2015 at the St. Cloud Hospital in St. Cloud, Minnesota.

A Mass of Christian Burial will be held at 11 a.m. Friday, July 3 at St. Rose of Lima Catholic Church in St. Rosa with Rev. Daniel Walz officiating.

A private entombment will be held at a later date at Sacred Heart Cemetery in Freeport.

Visitation will be from 10 to 11 a.m.

Frances Monica Humpolik was born March 7, 1925 in Minneapolis, Minnesota to Francis and Rose Humpolik. She was united in marriage to Robert Sames on August 12, 1946 in Mound, Minnesota. Since 1951 the couple resided in the Melrose area, for the past 45 years at Birch Lake. She was a member of St. Rose of Lima Catholic

she did daycare in the surrounding areas for many years. Along with daycare, she started doing secretarial work at St. John’s Evangelical Lutheran Church. Mary never really retired from her secretarial duties at St. John’s Evangelical Lutheran Church and Immanuel Lutheran in Farming. Mary was also a member of St. John’s Ladies Aid and a Sunday School and Release Time Teacher.

Mary enjoyed doing word searches, jigsaw puzzles, cooking, and baking. She was baking bread at the age of 10 and was very good at making pies.

Survivors include her brothers, Rev. Fred Kutter of Farming, John (Beatrice “Beats”) Kutter of Richmond, Roy (Sharen) Kutter of Melrose, and Wayne (Sharon “Sherry”) Kutter of Grey Eagle; and many nieces and nephews.

Mary was preceded in death by her parents, Adolph and Lillian Kutter.

Arrangements were made with PattonSchad Funeral & Cremation Services of Grey Eagle.

Church in St. Rosa. Frances enjoyed reading, playing cards, especially bridge and cribbage, and loved spending time at the lake with the beautiful scenery.

Survivors include her two daughters, Lee (Jim) Uphoff of Greenwald and Chris Sames of Nisswa; two grandchildren, Bruce (Carmen) Uphoff of San Marcos, California and Kristen Uphoff of Greenwald; greatgrandchildren, Michelle Uphoff, Savannah Finken, and Dominic Finken; and many nieces, nephews, relatives and friends.

Frances was preceded in death by her husband, Robert Sames on December 1, 2004; parents; and grandsons, John Uphoff and Robbie Uphoff.

Serving as casket bearers will be Lee Uphoff, Jim Uphoff, Chris Sames, Chuck Ostberg, Bruce Uphoff, and Kristen Uphoff.

Duane D. Hawes, an overthe-road truck driver and real estate investor, died unexpectedly on Saturday, June 27, 2015 at the age of 63 at his home in Melrose, Minnesota.

A gathering of family and friends was held Wednesday, July 1 at the Patton-Schad Funeral Home in Melrose. Inurnment followed at Lake Ripley Cemetery in Litchfield, Minnesota.

Evelyn A. Muellner, age 96 of Grey Eagle, died peacefully surrounded by her family on Thursday, June 25, 2015 at the CentraCare Health Nursing Home in Melrose, Minnesota.

A Mass of Christian Burial was held at 11 a.m.

Tuesday, June 30 at St. Joseph’s Catholic Church with Rev. Ronald Dockendorf officiating. Interment was at the parish cemetery in Grey Eagle.

Evelyn Agnes Heinen was born October 23, 1918 in Millwood Township, Stearns County, Minnesota to Henry and Elizabeth (Poepping) Heinen. On February 7, 1939 she married Rudolph Muellner at St. Rose of Lima Catholic Church in St. Rosa. After their marriage, the couple moved to St. Paul, Minnesota and then to Glenwood City, Wisconsin before moving to Grey Eagle where they farmed until retiring in 1988.

After retirement, she continued to live on the farm for a total of 67 years before moving to Melrose. She was a member of St. Joseph’s Catholic Church, Christian Mothers since 1946, and the St. Theresa and St. Francis Mission Groups.

Evelyn enjoyed spending time with her family, sewing, quilting, baking, and gardening. She planted a garden up until the age of 93 years.

Survivors include her children, Ronald (Ardis) Muellner of Albany, Karen Muellner of Waite Park, Gerald (Marlene) Muellner of Burtrum, Marlene Carlson of Springfield,

the Anoka Technical College in Anoka with a degree in Marketing and worked hard every day, ever since. He had three children who were the most important part of his life. Duane will be deeply missed by his sons, his family, and all who knew him. He enjoyed riding his motorcycle and doing crossword puzzles. He also enjoyed buying and selling cars; always looking for a good deal.

Duane is survived by his sons, Jason (Debra) Hawes of Coon Rapids, Judd (Janice) Hawes of Bowlus, and Mitchell Hawes of Albany; sister, Kathy (Tom) Frenn of St. Cloud/Arizona; brother, Gary Hawes of Litchfield; and step-grandchildren, Gage and Mandi Ylinen of Bowlus.

Duane was a most devoted father and son, and was preceded in death by his mother, Arlene Snow; father, Dale Hawes; step-mother, Eva Hawes; and step-father, Ray Snow.

Serving as urn bearers were his sons, Jason, Judd, and Mitchell.

Evelyn was preceded in death by her parents; husband, Rudolph Muellner on January 18, 1992; daughter and son-inlaw, Audrey and Bert Olberding; grandson, Jeremiah Collins III; great-grandson, Colvin Bolstrom; brothers, Ray, Ed, and Harvey Heinen; and sisters, Delores Toeben, Marcella Ostendorf, Jeanette Berscheit, and Verena Wegleitner.

Duane A. “Stiggy” Bertram Mass of Christian Burial for Duane A. “Stiggy” Bertram, 68, of Spring Hill, MN was held Monday June 29 at the St. Michael’s Catholic Church, Spring Hill, MN. He worked at Ampi, Mill Farms, Fox Trucking and Ferrellgas while also farming in Spring Hill. Duane was owner and operator

of the Horseshoe Bar and Ballroom, Spring Hill for the past 15 years.

Stiggy enjoyed fishing, bowling, casinos, and especially joking around with family, friends and his grandkids.

Lorrine “Tina” L. Stangler A Mass of Christian Burial celebrating the life of Lorrine “Tina” L. Stangler, age 73, of Albany, will be at 11:00 AM on Thursday, July 2, 2015 at Seven Dolors Catholic Church in Albany. Father Cletus Connors will officiate with Father Brad Jenniges will concelebrating. Her dear friend Deacon Rick Sherping will assist with the wake the evening prior, and innichment will take place in the parish cemetery. Tina passed away in comfort at the Quiet Oaks Hospice House in St. Augusta surrounded by her family Sunday morning. There will be a visitation after 10:00 AM Thursday morning at Seven Dolors Catholic Church in Albany.

Tina was born on August 27, 1941 to Lloyd and Joyce (Berstron) Briddell in Superior, WI and named Lorrine Louise.

She grew up with four siblings and graduated from their local high school. On July 15, 1961, she married Ervin Stangler in Superior, WI and their union welcomed three sons. Tina was proud to be called daughter, sister, wife, and mother and family was very important to her. She was a steady presence and very supportive of her children.

She enjoyed taking care of people, helping others, and never said “no” to someone in

need. Tina liked spending time on her porch, talking with friends over coffee or wine. She worked as a nursing assistant for 20 years at Mother of Mercy Campus of Care in Albany.

In 1997, she underwent a life-saving liver transplant and became a strong advocate for organ donation as a result. Tina was a member of Seven Dolors Catholic Church and active in the church bazaar selling things like quilts and nice crafts at the Fancy Works stand. She belonged to the Christian Mothers, volunteered at Mother Seaton’s Store in Albany, and volunteered with LifeSource, an organization the coordinates organ donation.

Tina is survived by her sons Ken (Amy) Stangler, Blaine; Mark (Carol) Stangler, St. Cloud; Dean (Lisa) Stangler, Alexandria; her siblings Tim Briddell, WI; Judy (Jerry) Zehner, WI; Laura DaRonco; WI; Gloria (Jesse) James, WI; Penny Briddell, FL; her grandchildren Amber, Austin, Robert, Amanda, Luke, Megan, Morgan; as well as many other family and friends.

She is preceded in death by her parents Lloyd and Joyce Briddell and her husband Ervin in 2014.

Alexander Joseph DeMeo

Alexander Joseph DeMeo was born to Felix and Susan (Gargano) DeMeo on October 22, 1922, in Chicago, IL. He attended Washburn Trade School. Al learned his carpentry trade from his father and uncles and also learned taxidermy and barbering. He served in the Army Air Corps during World War II in China, Burma and India and was all around the world.

Al was employed by Miller Fluid Power and Flick – Reedy Corp as a master machinist. He was married to Dorothy Meyer and the lived in Illinois. Al and Dorothy had five children: Mary, Philip, Alexander F, Florence and Raymond. Al had so many accomplishments in his life, he built the model of U.S.S. Constitution, (15 ft. long, 700 lbs., with masts 15 ft. tall) a 3 ft. long stern wheel ship electronically operated from the shore. Al made a 1-6th scale model of the famed Liberty Bell. He spent many hours refitting and refurbishing the U.S.S. Silversides. His machining skills made it possible for the Silversides to look almost exactly as it did when it was on active duty during World War II. major US ship to escape to the open sea during the December 7, 1941 attack on Pearl Harbor, the U.S.S. St. Louis known as the “Lucky Lou”. Al built a very large replica which they pulled in parades all over to help raise funds.

Al was an avid scuba diver and dancer.

He and his wife Carol (Juelson) moved to Clarissa in 1989. Al had the talent to repair just about anything. If he needed a part, many times he could make it. He liked to create and machine cups, etc. He restored several old gas engines. Al purchased a beat up old 1945 Farmall A Tractor which he took completely apart and restored. However, to be unique he painted his pink, with gold rims, dark lavender wheels trimmed in black; every year this would be in the parade. You could always recognize Al when he was dancing because of his belt buckle (Al on it with flashing red lights). Besides the dance floor, you could find him dancing all summer at each area town’s summer festivals. All his accomplishments are too numerous to mention them all.

Al is preceded in death by his parents; wife Dorothy, wife Carol; son Philip; 1 brother and 8 sisters.

Al is survived by his children; Mary (Mike) Conkright, Alexander F. (Janet) DeMeo, Florence DeMeo, and Raymond DeMeo; 6 grandchildren and 11 great grandchildren and 1 great great granddaughter. He made many friends including Karen Munson and Spencer and Kris Hayes.

Dave Says -By Dave Ramsey Dear Dave, Where should you save for large expenditures when you’re doing the Baby Steps?

-Heath Dear Heath, Depending on what the expenditure is, I would suggest saving for these sorts of things after Baby Step 3. Once you’ve paid off all of your debts, except for your home, and built an emergency fund of three to six months of expenses, you reach a point where you can breathe a little bit. After all that hard work and sacrifice, you’re finally in a position to replace that ratty, old furniture or get a better car. The question then is this: How much do you want to temporarily cut back on investing in order to make this expenditure happen?

Personally, I’d like to see you allocate a fixed percentage of your income toward play money and still be able to put 15 percent of what you make into retirement.

If you want to slow down a bit on Baby Step 5, which is paying off the house, in order to take a once-in-a-lifetime vacation, I’m cool with that. But I don’t like the idea of slowing down on funding your retirement.

The basic idea here is to always handle your money with planning, purpose and maturity. You’ve got a little room to play back and forth once you get past Baby Step

3. But until then, I want you to be hardcore about scrimping, saving and getting your financial house in order!

-Dan Dear Dan, I like this question. Most consumers don’t think about how the process works.

They only care that it’s benefitting them from a financial standpoint.

Let’s say you buy an item for $1,000, and you get a cash rebate for $100.

Basically, you just paid $900 for that item, right? So, what the companies are trying to do is incentivize certain retailers to buy a particular product or amount of that product, yet sort of protect the sticker price in the minds of the consumers. To me, it’s really a little ridiculous. Why not simply take off the money, and price it at $900?

That keeps retailers from jerking around with the margins. It purifies the process a little bit, but it adds to the hassle.

Ag/Environment Bill Proves to be a Challenge Of all the bills passed during the recently completed legislative session, none was more contentious than the agriculture/environment bill approved in the early morning hours of the special session on June 13. In addition to operating revenue of $187 million appropriated to the Pollution Control Agency (PCA) and the $526 million to the DNR, the bill contained policy changes that had been first proposed in the Republican-controlled House. These language changes were designed, not to lessen environmental standards, but to make the process of compliance with those standards more streamlined.

The elimination of the Citizens’ Board of the PCA drew the most attention.

Currently this board, made up of nine citizens appointed by the governor, has final authority in rulemaking, permitting and

environmental review. The original bill called for the board to become advisory, but during negotiations the MPCA said this would impose potentially significant costs related to transportation, lodging, and staff time. The agency also expressed that the Citizens’ Board in its proposed role as an advisory board would not be beneficial, and thus the language to dissolve the board was added. The final authority for rulemaking and permitting will now rest with the PCA commissioner.

This change did not sit well with some legislators, mainly urban DFL senators.

The bill was defeated by the Senate in the special session and then amended to take this provision out of the bill. The bill was then sent to the House, where it was quickly re-amended to put the original language back in the bill. It then went back to the Senate, where it was passed by a comfortable margin on its second vote.

Another change that makes sense to me was in how self-violations are handled by the agency. This provision says that the PCA must delay enforcement for 60 days any violation that is self-reported. If the violation is corrected or is scheduled to be corrected, the PCA shall waive any fines.

and for violations that cause great harm or provide substantial economic benefit to the regulated entity.

The ag/environment bill also contains the new buffer language. Modified from the original and controversial version proposed by Gov. Dayton, the main feature of this language calls for 16.5-foot buffers on all public ditches by November of 2018. It also strengthens current law with a provision that the DNR must publish a map of all public waters in the state, and that they must be buffered by November of 2017. It also directs local Soil and Water Conservation Districts (SWCDs) to assist landowners with implementing water resource protection plans. Further, it directs SWCDs to report violations of this new law to counties or watershed districts with jurisdiction. The county or watershed district may then use a delegated APO authority, which allows them to levy fines to enforce the law, beginning November 1, 2017.

“Waiting” on God to act visibly on our behalf does not mean we are to be idle and do nothing. In fact, Paul gave the Thessalonians a warning, warning them “to stay from every brother who is idle and does not live according to his teachings.”

Waiting on God is critical for the Christian because we learn to hope only in Him, be loyal and obedient to Him and have faith that He is working in our best interest.

“I know the plans I have for you,” said the Lord through Jeremiah. “Plans to prosper you and not to harm you, plans to give you hope and a future.”

Since these “plans” originate with the Lord, we are to place our lives in His hands and with hope wait only on Him. It is unfortunate when we lose patience in Him and move forward on our own and not really know where we are going. His plans are good plans, well designed and carefully thought out. So, we must wait before Him in silent expectancy.

But we must also keep His way - be obedient and loyal to Him. While waiting we will surely be tempted to give up or give in and seek a “shortcut” that could lead to defeat and disaster. When we keep or walk in His way, we can be certain that we will end up where He wants us to be not where we think He wants us to be.

Finally, we must “keep the faith.” Perhaps the greatest enemy of faith is false success. Waiting and keeping the faith assures us that we are growing into the likeness of Christ and fulfilling His plan for us.

The Office of the Registrar at the University of Minnesota Crookston recently announced its list of spring 2015 graduates. Students completed their degree requirements during spring 2015. Jessica Zehowski, from Swanville, graduated with a Bachelor of Science degree in Animal Science .

The University of Minnesota Crookston enrolls approximately 1,800 full-time students and is accredited by the North Central Association of Colleges and Schools. The U of M, Crookston is a four-year baccalaureate degree granting institution, dedicated to learning, discovery and engagement in northwest Minnesota.

Josh Kircher, Swanville, was named to the spring semester 2015 Deans List at the University of Minnesota Crookston.

Students recognized on the Deans List were recently announced by the Office of the Registrar. The U of M Crookston is one of the most respected career-oriented, technologybased universities in the nation.

To qualify for a place on the Deans List, students must complete 12 or more letter-graded (A-F) credits while attaining a 3.66 grade point average. The Crookston campus is the online leader in the University of Minnesota system and the only campus providing every full-time student with a laptop computer.

Sarah Hanson, of Avon, is a recipient of the Raymond J. Lammers Award in the Language Arts from Morris.

The Raymond J. Lammers Award in the Language Arts was established in memory of Raymond J. Lammers, professor emeritus of theatre. This award is presented to seniors majoring in and demonstrating an outstanding undergraduate career in one of the following disciplines: theatre, English, foreign language, or communication, media, and rhetoric. Professor Lammers was one of the first Morris faculty members and figured prominently in the creation of the theatre major and theatre program.

June 25, 2015: At 9:11 a.m. Teri Terwilliger of Sauk Centre was east bound on CR 2 just past CR 99, when a squirrel came from the shoulder of the road. Teri then applied her brakes, slid side ways and went into the ditch area and rolled the vehicle over twice. Teri was wearing her seatbelt, was not injured. And the vehicle was a total loss.

June 26, 2015: At 12:40 a.m. the TCSO Deputies responded to a vehicle in the ditch on State HWY 27 near the intersection of 181st Ave. The driver was identified as Cody Hayes of Beardsley, MN. Hayes was uninjured in the incident and there did not appear to be any damage to his 1999 Chevy Monte Carlo. After further investigation Hayes was arrested for DWI and transported to the Todd County Detention Center.

June 27, 2015: At 12:42 a.m. Samantha Gorka of Burtrum was traveling south on County Road 5, south of County Road 14 when she struck a deer in the traffic lane. Gorka was driving a 2011 Dodge Ram which sustained front end damage.

Cliff Borgerding, president of the Lake Wobegon Regional Trail Association, will discuss the transformation of an abandoned Great Northern corridor into the popular recreational area it is today during Breakfast Club on Wednesday, July 8, at the Stearns History Museum. The program begins at 9 a.m.

The transformation reflects the collaborative efforts of volunteer organizations and local government officials alike. The idea for a trail began in the 1990s

when the railway corridor closed and Albany Jaycee members wanted to link their town with nearby Avon through a community project. Borgerding also will explain the association’s vision for tourism and outdoor recreational uses of Lake Wobegon Trail.

The Breakfast Club program is free for Stearns History Museum members and a small fee for nonmembers. Refreshments are served. The Museum is located at 235-33rd Ave. S in St. Cloud.

Grey Eagle City May 12, 2015 The regular meeting of the Grey Eagle City Council was called to order by Mayor Jim Gohman at 7:00 p.m., on the 12th day of May, 2015 in council chambers. Council members present were Ralph Muellner, Thom Muellner, Roland Ahrendt and Joe Arnzen. There were no members absent. council with the completed 2014 audit. He stated that the books were in good shape, but reminded the council to do the following: continue to monitor water and sewer rates, monitor bills each month, monitor bank reconciliations, and to be mindful of expenditures. A motion was made by Ralph Muellner to accept the 2014 audit as presented. A second was made by Thom Muellner and upon vote, with all members voting in favor, motion carried.

Jim Brake was in attendance to discuss the possibility of purchasing a parcel of property in the city with the intent to build a shed, approximately eighty feet to one hundred feet long and approximately twenty feet wide, in which to keep a semi-truck in. The council instructed that before they can make a determination regarding the shed, a drawing with the dimensions of the lot, where on the lot it would be built, what the setbacks would be from the road and property lines, and what materials would be used. Once that has been completed, he could come back to the council for a more definite answer.

The council discussed the culvert that was installed at 203 Woodman Street North by Ken Messer. When the culvert was installed, the clerk was instructed to send a letter stating that the culvert had to be removed immediately. Mr. Messer returned the letter to the Clerk unopened and unaccepted.

A motion was made by Joe Arnzen to adopt the Findings of Fact regarding the unapproved culvert that was installed on Ken Messer’s rental property at 203 Woodman Street North. ed to manage those right-of-ways within its jurisdiction by adoption of Chapter 6, Grey Eagle City Code.

2. No excavation may be done within any right-of-way without issuance of a permit from the City pursuant to Section 6.3.

3. On June 10, 2014, Kenneth Messer appeared before the City Council and requested issuance of a permit in order to install a culvert within the drainage ditch right-ofway and connect it to a neighboring culvert.

4. The request for a permit was denied.

5. On or about April 19, 2015, the City observed a culvert was installed upon the Messer property and connected to the neighboring culvert in violation of Section 6.3.

6. A letter dated April 20, 2015 was sent to Kenneth Messer requesting that he immediately remove the culvert and restore the property to its original condition.

7. On April 21, 2015, Kenneth Messer met with the City Administrator, returned the letter unopened, acknowledged the installation of the culvert, and verbally indicated he would not comply with any request for removal from the City Council.

8. The installation of the culvert was done in violation of Chapter 6, Grey Eagle City Code, and in particular, Section 6.3, which requires a permit prior to commencing any excavation of related work in a right-of-way.

Based upon the above Findings of Fact, the City Council hereby: 1. The City Administrator and City Attorney are hereby authorized to enforce the provisions of Chapter 6 by any appropriate legal action, and may take any and all such actions as may be necessary to enforce the ordinances of the City.

2. The City Administrator and City Attorney shall, to the extent permitted by law or ordinance, recover any and all expenses and fees incurred by the City in enforcing its ordinances and restoring the right-ofway to its original condition, including the assessment of fees, expenses and costs.

Luella Asmus was in attendance to discuss the issues with standing water during recent rains. Chico will check out some culverts alleged to be plugged.

There was discussion held regarding the condition of the tennis courts. Council members were asked to look over the tennis courts and report at the next meeting. The Clerk was instructed to contact Ron Magner to see what information could be obtained on the work that was done in 2013.

The volleyball league will begin June 3, 2015.

The council reviewed the letter that was drafted regarding idling semi-trucks and running refrigerated reefer trailers. So that our resident truck drivers do not feel singled out, the letter will be sent to any resident that have trucks and/or trailers kept in the city or individuals who do not live here but have property here and keep trucks and or trailers parked here.

There are several properties that the clerk was instructed to send regarding property clean up. The Sheriff will be called on a parcel of property that was sent a clean-up letter with many items to be removed or

stored inside a shed, as the property was not cleaned up in the time given.

The council discussed whether or not they would share in the cost of the removal of a tree on a resident’s property due to the location of the curb stop. The council denied sharing in the cost of the tree removal.

The council discussed two properties that would like to have their curb stop raised on their property.

It was the consensus of the council that the cost of raising the curb stops would be at the property owner’s expense as it did not relate to any work being done by the city. The cost would be $50 per hour plus the cost, if any, for materials.

The water/wastewater/maintenance items discussed are as follows: 1. The two trash pumps that are at Eagle Auto need to be removed. A motion was made by Jim Gohman to pick up a new trash pump, not to exceed $300. A second was made by Thom Muellner and upon vote, with all members voting in favor, motion carried.

2. Chico is to obtain quotes to have dandelion sprays on city property.

3. Chico is to obtain quotes on a used lawn mower.

4. Chico informed the Council that the agitator that is to be installed in the water tower needs to be approved by the State. Water Tower Clean & Coat will take care of the necessary paperwork to obtain State approval.

5. There is a portion of rock on one of the ponds that looks like it is caving in. More information will be obtained to see what the cause may be.

6. A quote will be obtained to repair the bottom of the doors on the F450.

7. A proposed four year maintenance contract was submitted by Johnson Jet Line. The council decided to table the contract until after the jetting and televising is complete.

The Clerk was instructed to proceed with delinquent utility bills as allowed by ordinance.

A motion was made by Joe Arnzen to approve the various fund transfers as follows: $784.26 from the Fire Fund to the Fire Hall Debt Service Fund, $87.54 from the General Fund of which $28.04 goes to the Water Fund and $59.50 goes to the Sewer Fund for Fire Hall and Library utilities, and $93.90 from the Sewer Fund to the Sewer Rehab Fund. A second was made by Thom Muellner and upon vote, with all members voting in favor, motion carried.

Lori Hellmann, Clerk Melrose City May 21, 2015 The Melrose City Council met in a Regular Meeting on Thursday, May 21, 2015 at 6:00 p.m. at the Melrose City Center pursuant to due notice being given thereof. Present were Council Members Jenny Mayers, Tony Klasen, Dick Christenson, Josh Thieschafer and Mayor Joe Finken, City

Administrator/Treasurer Michael Brethorst and City Clerk Patti Haase.

Mayor Finken presided thereat. The Council then recited the Pledge of Allegiance.

A motion was made by Ms. Mayers, seconded by Mr. Klasen and unanimously carried to approve the agenda as amended.

Mayor Finken then opened the floor to public comment. Council Member Mayers reminded residents of the Hot-rod Cook-off, kick off to Summer, held at the Sauk River Park on Saturday, May 30 from noon until 11:00 p.m. There was live music by Enterprise Band in the afternoon and Solid Silver in the evening. There was a turkey and rib cook off, silent auction and fireworks.

Ms. Mayers also stated that residents interested in bringing Turkey Days back to Melrose should contact the Melrose Area Chamber of Commerce, Council Members, or City staff by no later than Thursday, May 28. The Chamber of Commerce, at its next meeting, will be discussing if there is enough interest to bring this

event back to Melrose.

The Council to give consideration to approval of the following tobacco license: 1) Adium Oil Company, Inc. – DBA Petro Plus #101 Minnesota law requires cities to obtain proof that all license holders provide workers’ comp insurance for their employees. Also, the City must obtain licensees’ social security numbers, and Minnesota and federal tax identification numbers for the Department of Revenue’s use. Staff has received the signed application, all required documentation and the $75 license fee. The license is effective beginning May 22, 2015.

E. 1) Donation Resolution 201520, donation in the amount of $100 from the Melrose Lions towards the Melrose Ambulance Department.

F. Fire Chief Jeremy Kraemer is requesting Council approval to hire Randy Bergquist, Jeff Eggert, Matt McDonald, Brett Moening, and Angel Vargas. The oral interviews and physical fitness tests have been completed. Hiring of Mr. Bergquist, Mr. Eggert, Mr. McDonald, Mr. Moening, and Mr. Vargas are contingent upon successful background investigations and passing pre-employment physicals. With these new hires, the Department will be at 30 members.

A motion was made by Mr. Thieschafer, seconded by Mr. Christenson and unanimously carried to approve the Consent Agenda.

Mayor Finken then opened the Public Hearing at 6:08 p.m. The Council held a Public Hearing to consider the request for Adium Oil Company, Inc. DBA Petro Plus #101 request for a 3.2% Off Sale Malt Liquor License. A public hearing is required as per City Code Chapter 113 Liquor Regulations.

City Administrator Brethorst presented the Affidavit of Publication of the Hearing Notice which was published.

There being no public input, the Public Hearing was closed at 6:09 p.m.

The Council next held a Public Hearing for the purpose of gathering input and taking testimony relating to the Proposed Issuance by the City of Melrose of Revenue Refunding Bonds in a Principal Amount Not to Exceed $10,000,000, for the Benefit of Proliant Dairy, Inc. City Administrator Brethorst presented the Affidavit of Publication of the Hearing Notice which was published.

The Public Hearing was opened at 6:09 p.m. Rhonda Skoby with Dorsey & Whitney LLP commented that the bonds shall be special limited

obligations of the City payable solely from and secured by a pledge of the trust estate under the Indenture, including the City’s interest in the Loan Agreement and the Note, in the manner provided in the Indenture. The bonds do not constitute an indebtedness, liability, general or moral obligation of the City of Melrose and the City will be indemnified for any costs incurred.

There being no further questions or comments, the Public Hearing was closed at 6:11 p.m.

Police Chief Craig Maus presented the Police Department’s April report. He noted there were 350 calls for service during that month compared to 164 for April 2015. A total of 17 citations were written for the month of April. The April case numbers reflect housing code ordinance violations. The year-to-date number of calls is 1028 compared to 669 in 2014. For the month of April 2015, the Department received 18 agency assist calls.

Planning and Development Director Walz and Council/Commission Member Klasen reported on the Commission’s May 11 Regular Meeting.

City Attorney Scott Dymoke reported on projects he has been working on for the City: Reviewed and revised proposed power line relocation agreement between the Melrose Public Utilities Commission, Black Oak Wind LLC, and Northern States Power Company. Met with City Administrator to review proposed revisions to the agreement.

City Administrator/Treasurer Brethorst presented the General Fund Financial First Quarter Report. Administrator Brethorst noted that the General Fund revenue is at 2% and the expenditures are at 16%. Revenues are low because the first half of property tax revenue is not received until June. Also the first half of LGA is not received until July. Property tax and LGA together make up 73.5% of the revenue budget.

The Council gave consideration to the request of Adium Oil Company, Inc. DBA Petro Plus #101 for a 3.2% Off Sale Malt Liquor License.

A background investigation has been conducted by the Melrose Police Department and nothing was found that would prohibit issuing of the license.

A motion was made by Mr. Christenson, seconded by Mr. Thieschafer and unanimously carried to approve issuing the 3.2% Off Sale Malt Liquor License to Adium Oil Company Inc. DBA Petro Plus #101.

Mayor Finken noted that earlier this evening, the Council held a Public Hearing for the Issuance of Refunding Revenue Bonds (Proliant Dairy, Inc. Project), Series 2015, and the Execution of Documents and Other Matters Relating Thereto. Ms. Mayers introduced Resolution No. 2015-21, Resolution Authorizing the Issuance of Refunding Revenue Bonds (Proliant Dairy, Inc. Project), Series 2015 and the Execution of Documents and Other Matters Relating Thereto. The motion was seconded by Mr. Klasen with a roll call vote recorded as follows: For: Council Members Mayers, Klasen, Christenson, Thieschafer, and Mayor Finken; Against: None.

Mayor Finken stated that Melrose Township is requesting the City give consideration to combining polling places. Due to statutory requirements, the Melrose Township polling place does not meet the standards; therefore, the Township is requesting that the City give consideration allowing them to use the Melrose City Center as their polling place.

The Township would continue to hire their own election judges; however, as a cost savings measure, the City and Township may look into using one M100 (ballot counter).

A motion was made by Mr. Thieschafer, seconded by Mr. Christenson and unanimously carried adopting Resolution No. 2015-22, Resolution Approving the City of Melrose and Melrose Township Combining of Polling Places.

Mayor Finken noted that the Melrose Area Development Authority (MADA), at its April 30 meeting, discussed the impact to the poultry industry caused by the Avian flu.

MADA felt it was important that the City show its support to the industry as it is an essential part of the community.

Ms. Mayers introduced Resolution No. 2015-23, Community Support of the Poultry Industry. The motion was seconded by Mr. Klasen with a roll call vote recorded as follows: For: Council Members Mayers, Klasen, Christenson, Thieschafer, and Mayor Finken; Against: None.

Mayor Finken stated that the City has received from Empire Memorials, Inc. A. Petition for the Vacation of that Part of Undeveloped 1st Street NE Located in Borgerdings Addition to Melrose Between 7th Avenue NE and 8th Avenue NE and the Alley Located in Block 2 in Borgerdings Addition to Melrose in the City of Melrose, Stearns County, Minnesota. The road right-of-way vacation action request was suggested to Empire Memorials, Inc. by City staff to help facilitate the exchange of identically sized parcels of property to facilitate the installation of the disc golf course. The vacation of the alleyway recognizes that although not developed or vacated, likely unknowingly the property owner constructed its manufacturing structure over it many years ago.

The Council next gave consideration to approval of a Community Festival License Application – Public Property for The Dam Bar for the Working Together for a Cure Car Show and Fund-raising Event to be held Saturday, May 30, 2015 at the Sauk River Park. Per City Code, the application has been reviewed and signed off by the City Administrator and Police Chief. This event must comply with City Code Chapter 113.23 (C) which deals with Community Festivals – Public Property.

Approval is contingent upon the City Clerk receiving all required documentation.

A motion was made by Ms. Mayers, seconded by Mr. Christenson and unanimously carried approving the Community Festival License – Public Property to the Dam Bar for Saturday, May 30 at the Sauk River Park contingent upon complying with City Code Chapter 113.23 (D).

The Council next gave consideration to approving a multi-year agreement with Marco for a Managed Account Program for its copiers. The City currently leases three printers and has maintenance on four.

This new proposed copier agreement would consolidate the other copier agreements the City has with Marco into one agreement.

Under this updated agreement, the Police Department would keep its current copier / scanner / fax machine for another 45 months. The Administration Office would keep the color copier / scanner for 45 months and then replace the seven year old copier in the copy room. Also, the allotment of color copies would increase from 600 to 1300 copies per month.

With this consolidated agreement, the monthly costs would go from $871.25 average per month down to $716.00 per month. This would equal $155.25 a month savings, or $1,863 annually, for a total estimated savings of $6,975 over the life of the agreement.

A motion was made by Ms. Mayers, seconded by Mr. Thieschafer and unanimously carried authorizing staff to enter into a multi-year agreement with Marco for a Managed Account Program for its copiers.

Mayor Finken stated that the City application has been approved for participation in the Blandin Community Leadership Program. The dates for the retreat and workshops are: Retreat: February 8-12; Workshops: April 5, June 14, and August 23. The recruitment phase of the program will begin in late July.

Mayor Finken stated that at the March 19 meeting, it was the consensus of the Council to solicit a quote for a Pavement Management Plan.

WSB and WSN were both consulted on the matter. An initial quote was received in the amount of $25,221.

After discussion with both WSN & WSB, the City’s Engineer, a second quote was received that better matched the needs of the City from both engineers.

The primary difference is that WSB would use an approved rating system for the roads and upload the data to the City’s data bases. WSN would provide a clean product as

Mayor Finken noted that Police Officer John Hiltunen has submitted his letter of resignation effective August 14, 2015. City staff has posted for a full-time Police Officer on the MN Post Board, City website, City facebook page, LMC website. Application deadline is May 20.

Mayor Finken stated that Streets/Parks Supervisor Mark Maus has submitted his letter of retirement for August 28, 2015. Mr. Maus began his employment with the City on November 4, 1974 and has served the City for 41 years.

As recommended by the 2010 Staffing Study and as directed by the Council and Utilities Commission, staff has conducted a full review of the Streets/Parks Supervisor position and recommended a one-for-one replacement of this position. Staff also recommends a change to the job description to include: Provides support as needed to the Utilities.

Also as directed by the Council and Commission, and as stated in City Personnel Policy, because this is a Supervisory position, the vacancy will be posted both internally and externally.

A motion was made by Mr. Thieschafer, seconded by Ms. Mayers and unanimously carried approving the one-for-one replacement, updating the job description as presented and posting for a Streets/Parks Supervisor.

The following informational items were discussed: A. The minutes from the Utilities Commission’s April 13 Regular Meeting and the April 29 Special Meeting.

B. On or after June 23, 2015, WGN America and WGN America HD will migrate from Basic to Charter Select Expanded Basic. Charter also announced that more additions will be added to the channel line-up in June.

C. The Minnesota Department of Revenue has presented the City a Certificate of Appreciation for allowing the use Melrose City Center as a volunteer tax preparation site.

D. The following is a list of upcoming schools and conferences: 1) LMC Annual Conference, June 23: 26 Attending: Mayor Joe Finken and City Administrator Michael Brethorst.

The Grey Eagle Housing Association is seeking someone to fill a part-time position as caretaker at Village View Apartments in Grey Eagle. Village View is a 24 unit housing project for the elderly and disabled.

The responsibilities include assisting tenants with some tasks and keeping the buildings and grounds in top condition. Contractors do major repairs.

The caretaker will need to be courteous at all times to residents and their guests, will consult with the manager on any concerns or problems and will work with the Grey Eagle Housing Board of Directors to maintain an efficient and safe project. Compensation for this position will depend on experience and qualifications.

Flexibility in work hours is needed.
