How to make New Year’s resolutions you’ll keep

By Harvey Mackay It is New Year’s Eve and Charlie Brown says to Lucy: “Next year I am going to be a changed person.”

“That’s a laugh,” says Lucy sarcastically.

“I mean it,” says Charlie, “I’m going to be strong and firm.”

“Forget it,” says Lucy. “You’ll always be wishy-washy.”

“Well,” answers Charlie defensively, “One day I will be wishy and washy the next.”

Like Charlie Brown, most of us set New Year’s resolutions that are a little vague – lose some weight, spend more time with family and friends, quit smoking, quit drinking, enjoy life more, get out of debt, help others, get organized and on and on.

people that would show up for work on time, smoke and drink less and be more organized.

Why don’t resolutions work? There are lots of reasons. Resolutions need to be specific, attainable and personal.

They need to come from your heart.

They can’t be suggested to you by someone else, because those resolutions are often more for the suggester than for the recipient!

And here’s a tip – the fewer resolutions the better. Too many changes at once, no matter how well-intentioned, become burdensome and confusing.

Then it’s too easy to chuck it all and slip back into old habits.

What happens too often is that people set a goal or resolution and then they falter and just want to give up.

That’s understandable. Don’t cave in and quit altogether. Just start up again.

Give yourself a new incentive.

When I set a goal of a New Year’s resolution, I tell other people about it so it puts pressure on me to stick with it. I’m also a big believer in rewarding myself when I succeed or accomplish something.

This is a new year. It’s a fresh start … a new page or chapter in your life.

There will never be a better time to try something new. Maybe you want to start a blog, research your family history, learn first aid or start running. How about you just forgive someone? Or decide to worry less? Whatever you decide, make sure you can actually accomplish what you set out to do. Don’t set yourself up for failure by setting unrealistic goals or putting them off indefinitely.

Sheldon said, “Good resolutions are like babies crying in church. They should be carried out immediately.”

Maybe this year you want to do something different. Forget the boring, routine promises you struggle to keep.

Try resolving to be more creative in 2014 with some of these resolutions: • Keep a journal. Spend a few minutes every day or so writing down your thoughts, feelings, dreams, and ambitions – not your daily schedule or your upcoming appointments. Record positive events, quotes and experiences.

Let your mind wander a little. You may be surprised at the ideas you generate.

• Read more. Vary your reading habits and explore different topics. If you usually read novels, try a biography.

If you read only history, try a book on modern-day science. Try and read a good book every month if possible.

You’ll exercise your mind, and maybe find new connections between ideas.

• Learn something new. Take a class in something unrelated to your job or your usual hobbies – art, auto mechanics or learn a new language. Mastering new skills can refresh your outlook on life.

Obituaries Clara H. Michael

Clara H. Michael, age 98 of Freeport, died peacefully surrounded by her family on Sunday, January 5, 2014 at the Douglas County Hospital in Alexandria, Minnesota.

A Mass of Christian Burial will be 11 a.m. Friday, January 10 at Sacred Heart Catholic Church in Freeport with Rev. Roger Klassen, O.S.B. officiating. Interment will be in the parish cemetery.

Visitation will be held from 9 to 11 a.m.

Friday at the church in Freeport.

Clara Henrietta Middendorf was born January 18, 1915 in Millwood Township, Stearns County, Minnesota to Henry and Mary (Westendorf) Middendorf. She attended country school until 1926 when their family moved to Freeport. Clara then attended Sacred Heart School through the tenth grade and graduated from Melrose High School in 1932. She was united in marriage to Henry John Michael on August 24, 1937 at Sacred

Heart Catholic Church in Freeport. Clara was a homemaker who helped Henry on their farm. She was a member of Sacred Heart Catholic Church in Freeport and the Christian Mothers. Clara was an avid reader and also enjoyed gardening and canning. She was a sweet, gentle woman who everyone liked.

Survivors include her children, Jerry (Clara) Michael of Freeport, David (Cyrilla) Michael of Freeport, and John (Carolyn) Michael of St. Michael; son-in-law, Jerry Timp of Freeport; 19 grandchildren, 45 great-grandchildren, and one great-greatgranddaughter.

Clara was preceded in death by her husband, Henry Michael in 2001; parents; daughter, Judith Timp; brothers and sisters, Fritz Middendorf, Elizabeth Brickweg, Joseph Middendorf, Henry “Hank” Middendorf, Jr., Josepha Hiltner, Aurelia Goebel, Anna Klaphake, Marie Heidgerken, Herman Middendorf, and August “Happy” Middendorf.

Serving as casket bearers will be Mary Muellner, Susan McGoldrick, Rachel Nilsson, Marisa George, Mike Timp, Jeff Michael, Josh Goering, Shane Goering, Jodi Solomon, and Ryan Goering. Cross bearer will be Donna Heinen. Scripture bearer will be Michelle Miller. Gift bearers will be Terry Michael, Blaine Michael, and Dean Michael.

Readers will be Jason Michael and Joel Timp.

Petitions will be read by James Michael.

Eulogy will be read by Marty Michael.

Bertha Bernadine Wessel was born May 1, 1916 in Melrose Township, Stearns County, Minnesota to August and Mary (Austing) Wessel. She grew up on a farm near Sauk Centre. She was united in marriage to Henry Theisen on July 3, 1944 at St. Paul’s Catholic Church in Sauk Centre. Together they raised their family on their farm near Burtrum. She was a member of St. Joseph’s Catholic Church in Grey Eagle and the Christian Mothers.

Bertha was well known for her compassion for others, never speaking a bad word of anyone, strong belief in forgiveness, and her belief in God. She was recognized

Pastor Gregg Valentine officiated and burial will take place at the South Elmdale Cemetery at a later date. Evelyn passed away peacefully early Wednesday morning, January 1, 2014, surrounded by her family.

Evelyn was born March 22, 1927 to Albert and Florence Howe in Bury Saint Edmunds, Suffolk, England. She grew up in England with her five siblings and emigrated to the United States in October of 1947. Evelyn married Charles Olson on December 2nd, 1947 in Minot, ND where together they raised their ten children.

She spent many years as a mother and homemaker as well as a caregiver to others.

After Charles’ death in 2006, Evelyn spent a few years traveling to visit her children and siblings, who are spread out in the United States, England, and Canada. She relocated to Holdingford in 2008 to be near her family. Evelyn was a member of the Holdingford Pedals to Petals Garden Club, the British Wives Club, and the local Senior Citizens Group. She enjoyed watching poker on TV and was an avid card player who took cards very seriously.

Evelyn attended the Country Community Church in Holdingford.

Patricia “Pat” Doucet The Mass of Christian Burial, celebrating the life of Patricia “Pat” Doucet, age 74 of St. Cloud, formerly of Holdingford, will be 11:00 AM Friday, January 10 at the Church of All Saints – St. Hedwig in Holdingford.

Burial will be in the parish cemetery. Pat died peacefully Monday at the St. Cloud Hospital, surrounded by her husband, children and grandchildren. There will be a visitation from 4-8:00 PM Thursday at the Miller-Carlin-Brenny Funeral Home in Holdingford and again after 10:00 AM Friday at the church in Holdingford. The St. Hedwigs Christian Mothers, Rosary Sodality and mission group will pray at 5:00 PM and the St. Hedwigs parish prayers will be at 6:00 PM Thursday at the funeral home in Holdingford. Arrangements are being made by the Miller-Carlin Funeral Homes.

Pat was born March 18, 1939 in Detroit, MI to John and Michalina (Jaszek) Breth. Her family moved back to Holdingford when Pat was about two years old. She graduated from Holdingford High School in 1957 and earned a degree in

elementary education from St. Cloud State College. She taught school in Holdingford in the early 1960’s. She married Roger Doucet on December 27, 1961 in St. Hedwigs Catholic Church in Holdingford and the couple moved to Osseo, where they lived for nine years before returning to Holdingford. Pat was the Religious Education Coordinator for St. Hedwigs Catholic Church and St. Mary’s Catholic Church. Recently, Pat and Roger moved to a retirement home in St. Cloud. Pat was a member of St. Hedwigs Catholic Church in Holdingford and St. Michaels Catholic Church in St. Cloud. She was also a member of the St. Hedwigs Christian Mothers, the Holdingford Lioness, the Rosary Sodality and the Holdingford Mission Group.

Pat is survived by her husband, Roger of St. Cloud; her children, Anne (Tom) Clausing, Brooklyn Park and Chuck (Lisa) Doucet, Holdingford her grandchildren, Alec Clausing, Eric Clausing, Zach Clausing, and Grace Doucet. She is also survived by her brothers and sister, Eugene (Phylis) Breth, Holdingford; Virginia (Martin) Gerads, New Hope; Ronald (Sandy) Breth, Athens, WI; her Aunt, Theresia (Art) Harlander, Holdingford, Frances Breth, Holdingford and a special friend, Rosemary Jarnot, Holdingford.

She is preceded in death by her parents.

Memorials are preferred to the Five Parish Faith Community Religious Education program.

Margaret Louise Stouli F u n e r a l s e r v i c e s celebrating the life of Margaret Louise Stoulil, age 82 of Albany will take place at 11 AM Thursday, January 9, 2014 at Seven Dolors Catholic Church in Albany. Father Cletus Connors OSB will officiate and innichment will take place in the parish mausoleum following the mass. Margaret died peacefully early Sunday morning at Mother of Mercy nursing home with her family at her side. There will be a onehour gathering prior to the mass Thursday morning at the church starting at 10 AM. Arrangements are being made with the Miller-Carlin Funeral Home of Albany.

Margaret was born on May 11th, 1931

to Harry and Rose (Brugman) Matteson in Olivia, MN. She married J. Gordy Stoulil at the age of 19 on August 23, 1950 at St. Aloysius Catholic Church in Olivia.

After living in Olivia, the couple lived in North Hollywood, CA, Belgrade, MN, and Browerville before moving to Albany in 1969 where together they raised their four children. In her retirement Marge lived in Glendale, Arizona. She was an active member of Seven Dolors Catholic Church in Albany.

Margaret is survived by her loving children Elizabeth “Beth” Stoulil, Los Angeles, CA; Mike (Marie Ruhme) Stoulil, Lakeville; Katy Turner, Fort Worth, TX; Matt Stoulil, Albany; her eight grandchildren, one great-grandchild; and her brother Dr. James (Vi) Matteson, Sun City, AZ. She is preceded in death by her parents Harry and Rose Matteson, her husband James Gordy Stoulil, and her siblings Mary Ann Matteson, and Richard Matteson.

Dave Says -By Dave Ramsey Dear Dave, My wife and I are working the Baby Steps, and we have our budget in place. Sometimes the budget gets busted because of home improvements and various other things. I think we should take money from our emergency fund when this happens, but she says it should come out of our restaurant and fun money. What do you think?

-Joshua Dear Joshua, I hate to break this to you, but overspending is not an emergency. So, I’m siding with your wife on this one. If you budget a set amount in one category and you go over that amount, you’ve got to have something you reduce or cut out completely to stay within your budget for the month.

You’d be surprised at what some people call an “emergency.” But here’s the deal: If something happens on a pretty regular basis, it’s a predictable event. That means you need to budget a larger amount for home improvements or whatever the problem area may be.

Overall, on a month-to-month basis, if you find you have $200 budgeted for car repairs and the repair turns out to be $250, I’d rather you cut back on eating out to make up the difference. That’s the way my wife and I did it back in the day.

We never touched the emergency fund for anything except big, unexpected, scary stuff.

-Dave Dear Dave, I have a lot of student loan debt, and I can’t afford the payments right now.

Should I send them what I can, even if it’s not the minimum payment, or should I not send anything at all?

-Tina Dear Tina, They’re not going to stop bothering you no matter which option you choose.

The benefit of sending them $5, even if the minimum payment is $50, is that you’re forcing yourself to start living on a budget and do all you can to honor your commitment. That’s the moral, spiritual and legal thing to do in this situation.

Lots of times when people say they can’t afford something, what they really mean is they don’t want to give up other stuff in order to honor their obligations. If that’s the case, I’m not going to be on your team. You accepted this responsibility, and if that means you don’t eat out or go on vacation until the debt is paid off, then that’s the way it is. But if you’re already living on a beans-and-rice, scorched-earth budget and $5 is all you can squeeze out, then give them $5 and let them know with a clear conscience it’s all you can afford.

All you can do is all you can do.

There’s a bright spot in all this though. If you’re scrimping and saving and paying all the money that you have first toward running your household, then secondly toward your creditors, you’ll start finding ways to stretch your dollars even further. Not only will that help you clean up your student loan mess, but it will enable you to have a little bit better life in the process!

Upsala Area Schools Kindergarten Roundup Planned for March 7 Upsala Elementary School will be holding its annual Kindergarten Roundup on Friday, March 7, 2014. Registration for the class of 2027 will begin at 8:15 a.m., for all children who are interested in attending kindergarten at Upsala Elementary School starting in the fall of 2014. Parents should bring their child’s birth certificate and immunization record when they come on this day.

Kindergarten Roundup is for both parents and children and will run from 8:30-11:30 a.m. Parents and children are also invited to stay for school lunch, which will be served at 11:00.

The Unchanging Word of God

By Sheila Ripplinger For those of us who acknowledge the Bible as God’s Word, the Absolute Truth and Final Authority, it seems absurd that anyone would consider ‘deleting’ any portion of this Sacred and Holy Book!

Not only is it irrational to do so, it is also very treacherous! In Revelation 22: 18 & 19, there is an explicit and frightening warning to anyone who would add or take away from the words of this Book.

From the Garden of Eden until present, the same devil and his tactics are at work to deceive mankind in to turning away from God and His Truth. It is an ongoing battle against good and evil; truth and lies.

There is a wide variety of belief systems out there in the world. How do we know which one is the right one? How do we know when we are being misled or being taught false doctrines against God’s Word?

Our best defense against being deceived is to start by honestly kneeling before our Creator God. He loves us so much and desires for us to know Him and love Him back. He sent us His Son Jesus to save us from Hell- the place reserved for those who reject God and believe the lies. He also created us with a free will to choose whom we will follow. He will never force us to come to Him. He opens the door but it is our choice whether or not to enter.

When we are covered in unforgiven sins, we continue to be separated from a Holy God. We can try to hide the grime

from everyone else, but the Lord knows us inside and out. Only through Jesus can we be cleansed to stand before God. Jesus is the only Mediator between God and man. Once we have been cleansed and forgiven, we are washed whiter than snow! All of our sins are gone according to God. He sees us as clean and free- no longer stained with sin. By Grace He gives us understanding and insight in to His Word and His ways. His Word becomes a light for our path as we walk through this dark and complicated world.

Before that happens however, we remain covered in our ugly sin and even our religious acts and good deeds are as filthy rags without the Spirit of God. There is little regard for the Bible, and no true understanding. Thus leaving the door of your heart open for being easily deceived.

When we honestly seek after the Truth, we WILL find it. The Lord God will reveal to us what we need to know.

We will recognize the ‘false teachings’ that are contrary to God’s Word. We will have red flags in our conscience when religious affiliations add or take away from God’s Holy Word to make their followers feel more comfortable and less judged. How dangerous and sorrowful it will be for those followers when they face the ‘Judge’ one day! Jesus said in Matthew 15:14, “If a blind man follows a blind man, both will fall in to a pit.” He was referring to following blind guidesreligious leaders that steer people away from the Truth.

Their hearers are not aware, because they do not seek the Truth on their own. They trust and follow their blind leaders.

Other Commandments, although not deleted, are treated as old laws that do not pertain to this present world. We should be struck with a Holy fear when we realize how far we have strayed from those divine Commandments! Malachi 3:6 says, “I, the Lord do not change!”

Today, the world prides itself in being ‘liberal’. Jesus teaches love and forgiveness, not tolerance and acceptance of wickedness!

Other ‘red flags’ of false teachings are when denominations add books or doctrines that they declare equal to the Word of God. No book is equal to the Bi-

ble, nor has the capability to bring blessings or curses, death or life.

We say we want peace on earth, yet we have lost our fear of the Lord. If we truly are a Jesus follower, then we should be proud to stand with Him in His power and hold our sword that helps us fight against the devil and his schemes.

Maybe we could vow to start off this New Year with a sincere appreciation and desire for absolute, infallible Truth.

Oh, how we would be transformed! We would convert from being wishy washy world pleasers to a people who could stand without shame before a Holy and Awesome God! By Allen Lund, Executive Director, Allied Charities of Minnesota There is a lot of confusion surrounding how charitable gaming in MN works and what gets to the bottom line for mission work. The typical gaming charity in Minnesota returns 82 cents of every dollar wagered to the local players in the form of prizes. The remaining 18 cents is left to pay expenses and make donations. Of that 18 cents, roughly half, or nine cents, goes to expenses (labor, cost of games, bonds, supplies, rent, etc.). Of the remaining 9 cents, 3.6 cents goes to pay state taxes. Put another way, charitable gaming is paying about 40 percent of its revenue after expenses in taxes. The remaining 5.4 cents - about 60 percent of the revenue after expenses goes back to our communities in donations.

Unlike any other business, we get to deduct no expenses before paying our taxes. Last year charitable gaming paid $40 million into the state coffers and gave over $40 million to our missions. Not all

money for donations gets paid out every year. Those charities whose mission it is to provide big ticket community items such as fire trucks and ice arenas place those funds in reserve until enough funds are available to make the donation. This can take several years of building reserves to achieve that goal.

Charitable gaming pays for its own oversight and regulation; there are no taxpayer dollars that go to it. The regulations, rules and laws that we must abide by to keep operating span 500 pages. We have a compliance review by our regulatory body every 18 months and if you are over a certain dollar amount in sales you need a certified annual audit by a CPA. Minnesota gaming charities must maintain a 3 star rating (out of 5 potential stars) to maintain a gaming license in the state. Those with a rating of 2 stars or less are put on probation and if they cannot raise their rating in a specific time period, their license is revoked.

We are the churches, fire reliefs, veteran, fraternal, youth and athletic groups, etc. that reside in almost every community in our state. We are the first line of defense for people and groups in need in our local communities. The vast majority of us work for no compensation. As I like to tell anyone who wants to know about us, “we are the good guys”. Participate in our games or not, that is your choice, but know that when you do it is for a great cause. Charitable gambling is definitely the best bet for your local community.

Preprinted Tax forms not available at area Libraries in 2014 Preprinted tax return forms will not be available at area libraries in 2014.

The library is discontinuing the provision of preprinted tax forms due to difficulties in obtaining forms and instructions.

“The IRS has done a poor job of getting all of its information and all of the forms available in a timely manner,” said Karen Pundsack, the library’s associate director for patron services. “We want people to have a good experience at the library, but where tax forms are concerned, that’s been taken out of our control because the arrival of the forms has been unpredictable.

“Library staff will provide assistance in locating helpful resources. However, we are not financial professionals and cannot offer tax advice or help in filling out tax forms,” Pundsack said.

couraging people to complete their tax returns online. Preprinted tax forms will be available from government revenue departments by request. The IRS toll-free number to request forms and publications is 1-800-829-3676. The Minnesota Revenue toll-free number to request tax forms is 1-800-652-9094.

Taxpayers continue to have the option of printing tax forms using library equipment. Great River Regional Library (GRRL) provides services at 32 locations in Central Minnesota. Each location has Internet stations and printers available to the public. Time limits make it impractical for taxpayers to file electronically using library computers.

Instead, they can print the forms they need for small fee per page.

Local Municipality Minutes Melrose City December 12, 2013 The Melrose City Council met in a Regular Meeting on Thursday, December 12, 2013 at 6:00 p.m. at the Melrose City Center pursuant to due notice being given thereof.

Present were Council Members Dick Christenson, Joe Finken, Tony Klasen, Jenny Mayers, Mayor Tim Vogel, City Administrator Michael Brethorst, and City Clerk Patti Haase. Mayor Vogel presided thereat. Also in attendance were American Government students from the Melrose Area Public High School.

The Council then recited the Pledge of Allegiance.

A motion was made by Ms. Mayers, seconded by Ms. Finken and unanimously carried that the agenda be approved as amended.

Mayor Vogel then opened the floor to public comment. There were no comments.

The following items were considered for approval under the Consent Agenda: Approval of the following: a. The minutes from the November 21 Regular Meeting. b. List of bills in the amount of $176,210.36. c. List of investments for the month of November. d. The Council to give consideration to approval of the following tobacco licenses: 1. Coborn’s Inc. Coborn’s Store; 2. S.A.V.E. Foods; 3. Melrose 1 Stop; 4. Casey’s General Store; 5. Total Express of Melrose, Inc.; 6. SPIRITZ Liquor, Inc; 7. Coborn’s Inc. Coborn’s Liquor; 8. Dollar General.

Minnesota law requires cities to obtain proof that all license holders provide workers’ comp insurance for their employees. Also, the City must obtain licensees’ social security numbers, and Minnesota and federal tax identification numbers for the Department of Revenue’s use.

Approval of license is contingent upon staff receiving the signed application, all required documentation and the $75 license fee. The licenses are effective January 1, 2014. e. Donation Resolutions: 1) Resolution No. 2013-53, donation in the amount of $10,000 over the next three years and the first installment of $3,333.33 from the Melrose Lions towards the City of Melrose Ambulance Department.

2) Resolution No. 2013-54, donations from the City of Greenwald, Grove Township, Freeport Lions, City of New Munich, Stearns Electric, Walmart, VFW Post #7050, New Munich Jaycees, American Legion Post #101 and CentraCare Health towards the City of Melrose Ambulance Department.

3) Resolution No. 2013-55, donations from Freeport State Bank and the Senior Activity Center towards the Tri-Cap bus service. f. Resolution No. 2013-56, Resolution Approving Gambling License to Midwest Outdoors Unlimited Wobegon Partners for an exemption from lawful gambling license to hold a raffle and to sell pulltabs on January 25, 2014 at the Melrose Legion Club, 265 County Road 173 SE. A motion was made by Mr. Christenson, seconded by Ms. Mayers and unanimously carried to approve the consent agenda as submitted.

Police Chief John Jensen presented the Police Department’s November report. He noted that a total of 21 citations were issued in the month of November. There were 109 verbal warnings and 30 writ-

ten warnings. Chief Jensen stated there were 283 calls for service during this month compared to 239 for November of 2011. The yearto-date number of calls is 2,522 compared to 2,572 in 2012. Chief Jensen reminded residents that seasonal parking went into effect on November 1. Please note these designated areas.

City Attorney Scott Dymoke reported on projects he has been working on for the City.

• Kramer Property: Prepared purchase agreement, title opinion, and closing documents for acquisition of the Kramer property located at 108 1st Street NW. Conducted closing on the transaction and filed transfer documents with Stearns County.

• Mr. Dymoke noted that he along with Community Development Director Walz will be meeting with Stearns County to further discuss the unresolved issues at Rose Park/Melrose Community LLC. The Council then held a public hearing on the 2014 Budget and Tax Levy. The public hearing is to allow public comment and questions.

Administrator Brethorst noted that at the September 12 meeting, the Council first reviewed the proposed 2014 Budget. The preliminary property tax levied to the County at that time was: General property tax: $936,000; Debt Levy: 2008 Fire and Ambulance Station Lease Revenue Bonds $80,000; 2011A GO Refunding Bonds $230,000; Total Levy: $1,246,000.

Since that time, the Council and staff have reviewed the budget to determine where cuts could be made or revenues increased in an effort to reduce the property tax levy and arrive at a balanced budget. Based on those meetings and the cuts proposed, the general levy is proposed to remain at $1,246,000, which is $15,000 more than the final 2013 levy of $1,231,000. This increase is due to an increase in debt payments. According to the information received from the County, the proposed tax capacity (net of JOBZ) for the City is estimated at $1,789,502. This will result in an estimated tax capacity rate of 69.201% which is lower than 2013. The 2013 tax rate was 69.694%. The final 2014 tax capacity rate was 69.201%, resulting in a tax capacity rate decrease of -0.493% for 2014. City Administrator Brethorst presented the Truth in Taxation information for the City of Melrose.

Mr. Finken introduced Resolution No. 2013-57, Resolution Adopting the Tax Levy and 2014 Budget. The motion was seconded

by Ms. Mayers, with a roll call vote recorded as follows: For: Council Members Finken, Mayers, Christenson, Klasen, and Mayor Vogel; Against: None.A copy of the resolution is on file in the City Administration Office.

Administrator Brethorst next reported that as per Minnesota Statutes Section 462.356 Subd. 2, which requires that the City’s proposed real property acquisitions and dispositions be reviewed by the Planning and Zoning Commission for compliance with the Comprehensive Plan, also applies to the City’s proposed Capital Improvements. In conformance with this requirement, the Planning and Zoning Commission, at its November 7 meeting, reviewed for written comment to the Council the compliance with the Comprehensive Plan of the proposed 2014 non-equipment related expenditures, along with those

proposed for 2015, contained in the Five Year Capital Improvement Plan and Levy Information Years 2014-2018. For reference and comparison, present Year 2013 was also included in the Commission’s review. The Commission determined that the proposed non-equipment related expenditures proposed for Years 2014 and 2015 are in compliance with the City’s Comprehensive Plan and authorized the Chair’s execution of correspondence to the Council evidencing its findings.

A motion was then made by Mr. Christenson, seconded by Mr. Finken and unanimously carried to adopt the 2014-2018 Five Year Capital Improvement Plan.

There was no public input at the public hearing; the hearing was closed at 6:42 p.m.

The Council then gave consideration to approval of Pay Request #2 (Final) from Tri-City Paving in the amount of $16,112.76 for the 2013 Street Resurfacing Project.

This is the final pay request as the project has been completed. The pay request has been reviewed by WSB & Associates and they are recommending final payment be processed at this time. Ms. Mayers asked if there is a warranty as she has noticed some erosion. Administrator Brethorst stated that there is a two-year warranty on the project.

A motion was made by Mr. Klasen, seconded by Mr. Christenson and unanimously carried approving Pay Request #2 in the amount of $16,112.76.

Mayor Vogel noted that the Council, at its November 21 meeting, authorized staff to obtain quotes for the replacement of the 2006 Dodge patrol car. Police Chief Jensen has obtained a quote for a 2014 Taurus AWD Interceptor. The 2014 Challenger is not an AWD vehicle; therefore, this option was not quoted.

A motion was made by Mr. Finken, seconded by Ms. Mayers and unanimously carried authorizing the purchase of the 2014 Ford Taurus AWD Interceptor.

City Administrator Brethorst next reported that the City of Melrose entered into an agreement with our auditing firm to conduct an internal financial evaluation. With the document, they made recommendation to help prepare for changes in the Cash Receipts, Utility Billing, Payroll, Bank Reconciliation and Investments. Multiple recommendations were made which primarily focused on the use of the computer systems, plus they made some recommendations for process and duty assignment. We will be taking those recommendations and implementing most of them. However, we will hold off on the implementation of the automation until such time we reevaluate the Accounting / Billing systems in early 2014.

Administrator Brethorst presented the 2014 Fee Schedule. The changes are as follows: Meeting room rental increase of $5 to help cover maintenance and cleaning costs; Tobacco license fee increase of $25 due to increase cost of compliance checks.

Ms. Mayers introduced Ordinance No. 12-12-2013-1, An Ordinance Summarizing and Reaffirming Fees for City Licenses, Permits and Services, Establishing a Fee Schedule of Fines and Providing for Subsequent Review, Modification and Amendment. Administrator Brethorst stated that staff has been notified that Josh Thieschafer will be submitting his application to serve on the Planning and Zoning Commission. Also an individual with a strong industrial/manufacturing background is interested in serving on MADA; however, he is checking to see if Monday meetings will work with his schedule.

This would fill the vacant position on MADA. b. Correspondence from Charter Communications regarding products and services and rate adjustments that will take effect with the January 2014 statements. c. Utilities Commission’s November 12 Regular Meeting minutes. d. The following are schools and/or conferences where registrations were made: 1) The 2014 LMC Leadership Conference is scheduled for January 31 – February 1 in Brooklyn Center. If you would like to attend, please contact City Administrator. e. The City contracts with WSB for engineering and consulting services. The City received their 2014 rate schedule. On average, there is a 3% increase in the 2014 rate schedule compared to their 2013 rates.

was called to order at 7:00 p.m. at Upsala City Hall by Mayor Rollie Johnson.

by Council Member Robert Maciej to accept the minutes with the revision of Treasurer’s name from the December 2, 2013 Regular Council meeting. Motion carried unanimously.

Guests and Presentations: City Engineer Scott Hedlund from SEH was present to discuss further details and changes regarding the 2014 Walnut Avenue and Hillcrest Street Improvements project.

Hedlund presented the revised Agreement for Professional Services between SEH and the City of Upsala for up to $5,000.

• Motion was made by Council Member Robert Maciej and seconded by Council Member Dennis Westrich to approve the revised Agreement for Professional Services.

New Business: Interim City Clerk/Treasurer Reva Mische will look into ADA requirements for implementing handicap accommodations for the sidewalk in front of the Post Office.

The proposed Greater MN Gas project was discussed and the Franchise Agreement was reviewed.

The 2014 IRS Mileage Rates have decreased from .565 to .56 per mile.

The City Council discussed the importance of businesses and homeowners keeping their sidewalks clear of snow during the winter months.

Motion made by Council Member Dennis Westrich and seconded by Council Member Robert Maciej to approve Resolution #01062014-1 granting a Bingo Permit to St. Mary’s Mission Group.

Financial Report: Treasurers Report with a December 31st bank balance of $122, 610.63 as presented by Interim Treasurer Reva Mische.

The Greater MN Gas Informational Meeting is scheduled for Wednesday, January 15 at 7:00 p.m. in the Upsala Community Center.

What does it take to “go beyond?”
