Mentors give and receive We never stop needing role models.

That notion has been around since forever, and it’s just as true today as it was in ancient Greece. In mythology, Mentor was a friend of the Greek king of Ithaca, Odysseus, who was known as Ulysses in Latin.

When Athena, the Greek Goddess of Wisdom, needed to drop a hint to Ulysses, she would take the form of Mentor to do it.

Mentoring, as we know it, is hardly mythology. It is a time-honored tradition of helping the next generation of leaders reach their potential.

January is National Mentoring Month, the perfect time to show that we care with the knowledge that we share. Mentoring is a win-win situation. Just remember to be a mentor, not a tormentor.

To mentor effectively, we have to command more than a technical expertise.

We also have to master the principles of human nature. We have to be able to detect what makes people tick, and what makes them march to the beat of a different drummer – those little edges that enable them to soar.

When I enrolled at the University of Minnesota, Professor Harold Deutsch was my academic advisor. He played a role in helping me mature. I took Professor Deutsch’s class on the History of World War II. He had been one of the interpreters at the Nuremberg Trials. To say he made history come alive would be an understatement. He

did not teach history; he was part of history.

He was a wonderful mentor to me and made me realize how important it is for everyone to have a mentor in life.

Professor Deutsch and my golf coach at the University of Minnesota, Les Bolstad, were both great mentors. They taught me how to stay focused and to set realistic goals.

They also taught me the art of persuasion, leadership and visualization. A mentor will often help shape fine distinctions in the mind of the protégé or mentee. These are refinements that the mentee couldn’t even imagine beforehand.

I’ve learned from multiple mentors throughout my career. Fortunately, I’ve been able to select mentors at various times, as I have advanced. The following list of seven criteria has been useful in helping me do so: 1. What major leadership or business trades are my foremost business shortcomings right now?

2. What networking voids do I have and who could mentor me to overcome them?

3.

Who has a basic chemistry compatible with mine, but is playing the game I’d like to play one or two levels higher?

4. Who has the skillset and success level I’d like to enjoy five years from now?

5. Who is very much like me, but seems to have an easy time doing what I find hard to do?

6. Who has a powerful need to teach what I need to learn?

7. What can I offer a potential mentor in exchange for their dedication, time, and trust?

On the other side of the desk, being a mentor is a tremendous responsibility, as well as an opportunity to return the favor to those who have pulled you along.

bigger goals. Business excellence, not just excellent business. Network excellence, not just excellent networking. Leadership excellence, not just excellent leadership.

I’ve been asked, “What do I get out of mentoring?” There’s the enormous satisfaction of helping others, but there’s also the test of sizing people up quickly.

How sharp is your eye for talent? How could this person help build my network in an important way? Can I crosslink this individual to others in my network, so that the connections benefit everyone involved?

Could this individual give me valuable, personalized intelligence about a company or sector of the market?

What can this individual teach me about skills or work challenges that are totally unknown to me? Provided I am a successful mentor, how can this person bring my messages and ideas to new audiences?

How can I distill all my lived experience and advise this person? What can I say that will make a life-changing impression? At what moment, in what place, in what way can I say it that will be unforgettable?

As successful business leaders, we owe it to the next generation to help them achieve their full potential. It’s a privilege.

Don’t take it lightly.

“The Good Old Days” -By Tom Kuehne Clothes

People looked different in past years.

When we look at someone, the majority of what we see is their clothing.

(This may not be totally true in the hot summer.) If the person is a stranger, sometimes our first impression is based on their attire. If a fellow is dressed in a suit and tie, we may think that they are trying hard to impress someone or possibly they are trying to sell something.

They may be trying to say that they are important or in a position that requires respect. An individual that is “dressed-up” in our surroundings today is somewhat unusual. Our first thought is that there must be a wedding or funeral. In past years people found more occasions to put on the Sunday Duds.

Riding public transportation caused the passengers to dress up. If you rode on a train or plane you got dressed up. It wasn’t that the ride was so special that it required “good clothes,” but I think it was done because everybody else was dressed up too.

If one looks at the train passengers who were exposed to the black soot and smoke of the steam engines, the people still dressed up, even though they had a good chance of leaving the train with ashes on their clothes.

Airplane travel, because it was at one time, sort of a status situation required being dressed up.

Looking back at films of the world series or boxing matches, the audience was made up of guys wearing suits and ties. Was it because everyone else would be dressed up? It certainly wasn’t to make your favorite team more successful. There must have been

a good reason, but I don’t know what it was.

Remembering church in our early years, we mentally picture those in the pews being dressed in their best clothes. The ladies, if they could afford them, wore store-bought dresses, stockings of either cotton or nylon with seams straight up the back of the leg.

The hair was braided and wrapped in a bun, held together with hair pins, on the back of the head. The ladies also had little, black, round hats on their heads. The ladies and kids sat in the row opposite the pulpit. The guys sat in the row in front of the pulpit. Their attire included a wool suit and possibly a vest over a plaid flannel or cream colored cotton shirt.

Those without flannel shirts usually wore a tie with a tie clip. The shoes were leather, black and polished. They wore no hats in church. This was their show of respect.

Much of the actions and appearances in church were as a result of traditions from “the old country.” They were raised from youth being taught that church was important and one should dress in a way to show total respect for the institution. There was an unsaid feeling that attending a church function not in proper dress was maybe one of those unwritten sins.

In the following years, the people decided that it was definitely more comfortable to attend events and ride in comfortable clothes.

They felt that it was more fun to be in casual clothes under the hot sun at a baseball game or in a wool suit in church at 95 degrees.

They were right.

Are the attendees feeling as much respect for the occasion today as was felt in earlier years? Are clothes that are acceptable at a baseball game also respectable at church?

Stalking; A Real Crime of Fear

By Connie Nelson, Hands of Hope Resource Center, Todd County Office January is National Stalking Awareness Month, which was started in 2004 by the National Center for Victims of Crime, and in 2011 the first National Stalking Awareness Month proclamation was signed. Stalking is best described as a course of behavior or conduct directed at a specific person that would cause a reasonable person to feel fear. Stalking is a crime in all fifty states, but is highly unreported by victims, due to lack of recognition of what stalking really is, and the tricky, deceptive, and often narcissistic behavior of the stalker themselves, that leaves victims as well as law enforcement often misinterpreting the behavior.

Stalking consists of someone, most often someone you know or have known, following you, sending unwanted gifts and cards, damaging your property, monitoring your technology, using that same technology to track your movements, repeated hang up phone calls, threats of violence to you, your friends and or family, and other techniques that may only be known to the stalker. Stalking is serious, can be violent, and can escalate over time. Stalking is a favorite tool for domestic abusers. The National Stalking Resource Center reports that in 76% of domestic homicides committed, stalking had been a factor. A couple other stats to share are that 85% of stalking victims are women, and 87% of stalkers are men.

Other than the fact that stalking can turn deadly if not addressed, there are many other life changing effects stalking can have on one’s life. Fear of what happens next, feelings of anxiety and fear, depression, isolating, not wanting to leave your home, nightmares, loss of appetite, physical illness due to stress. It is difficult to know what you can do to keep yourself safe, as you are never sure what is coming next. Changing your routines if possible, changing your driving habits and routes, blocking phone numbers,

Facebook and all other digital ways that may being used to stalk you. You can always report to law enforcement, even if just for documentation purposes if you suspect you are being stalked. Start a stalking journal, listing days, times and events, this will come in handy if you should make a police report, file for a restraining order or OFP, and will assist you in safety planning.

As part of Stearns Electric Association’s ‘My Co-op Cares’ community involvement program, Cooperative employee volunteers spent the morning of December 15 at Catholic Charities in St. Cloud, loading vehicles with gifts as part of the Marine’s Toys for Tots holiday gift giving program.

Toys for Tots is a national program which provides gifts for children during the holiday season who might not otherwise receive any presents. Locally, Catholic Charities Emergency Services, in conjunction with the Valhalla Detachment of the Marine Corps, coordinates the program.

Due to the COVID-19 pandemic, Catholic Charities Emergency Services had to reorganize the annual gift distribution to be safer for participants and volunteers alike.

This year, the organization coordinated a drive-through pickup outside of its St. Cloud facility.

On Tuesday, December 15, Stearns Electric volunteers assisted Catholic Charities with the morning pickup. Cooperative employees greeted individuals as they arrived at their specified time to pick up their gift requests and loaded vehicles with gifts for the children.

“I was thankful to take some time away from work and volunteer for a local cause, especially during the Christmas season,” Whitney Ditlevson, event volunteer, said.

One pillar to the My Co-op Cares program is a allowing employees the opportunity to volunteer during working hours within Stearns Electric’s service territory. Three times per year, Stearns Electric sends teams of employees out to local organizations and charitable causes to share their time and talents. Unfortunately, due to the ongoing pandemic, Stearns Electric had to cancel two of its three events in 2020.

“I think this is a wonderful way to serve our communities and build a stronger Stearns Electric team,” Cindy Anderson, event volunteer, said. “We were given the opportunity to serve with coworkers that we might not otherwise interact much with on a daily basis.”

“Doing these types of volunteer events is one way that sets Stearns Electric apart.

Tammy Collins

T a m m y (Altenhofen) Collins, age 59 of St. Cloud, was reunited with our Lord on December 30th, 2020 at the St. Cloud Hospital.

Tammy was born on November 24, 1961. She went to Albany High School.

She will be missed by the many people she came in contact with, as her jokes and sense of humor was unforgettable. She was a personal care attendant most of her adult life but also worked as a taxi driver and a food sampler person at Byerly’s in St. Cloud.

She is survived by her life partner Rob Christofferson; her parents Earl and Carol Hoffman; brothers Bruce (Nikki) Altenhofen and Dale Hoffman; sisters Julie Blank, Traci LaForge and Heidi (Mark) Wagner. She also had many nieces and nephews. And her close friend Sue and all her many other friends. She will be missed!

A memorial service for Tammy will be held at a later date.

Richard Posch

Richard Posch, a retired BNSF Machinist, lifelong resident of Bowlus, MN, died unexpectedly at the St. Cloud Hospital on December 27, 2020, at the age of 68. Richard passed away with his children by his side.

A mass of Christian Burial was held on Monday, January 4, 2021 at St. Stanislaus Catholic Church in Bowlus, MN with Father Roger Klassen officiating. Burial was at the St. Stanislaus parish cemetery. Military Rites were provided by the Bowlus American Legion Post #642.

Richard was born on August 15, 1952 to the late George & MaryAnn (Euteneuer) Posch. He graduated from Holdingford High School and went on into the Army. In 1978, he married the late Nancy (Booth) Posch. Richard was very committed to the Bowlus American Legion and he enjoyed many wood projects, butchering, hunting, fishing, music festivals and time with his friends and family. A favorite quote of Dick’s when asked a question was “I forget to remember!” He sure will be deeply missed by all who knew him.

Richard is survived by his three children, Keith Posch of Bowlus, MN, Chris (Jessie) Posch of Champlin, MN, Nikki Zellner of Bowlus, MN; along with “Grandpa’s Squadrons”, Keegan, Kianna, Zoie, MacKenzie, Carson, Bryce, & Brooke; brothers and sisters, Kathy (Richard) Knorr of Minnetonka, MN, Janie (Bert) Schlangen of Bowlus, MN, Bob (Cathy) Posch of St. Joseph, MN, Terry (Lisa) Posch of Howard Lake, MN, Brian Posch of St. Joseph, MN and many, nieces and nephews.

William H. “Bill” Gay

W i l l i a m H. “Bill” Gay, age 84 of Grey Eagle, formerly of Bemidji, passed away peacefully, surrounded by his family on Tuesday, January 5, 2021 at his home in Grey Eagle, Minnesota.

A memorial service will be held at a later date.

W i l l i a m Herman Gay was born September 27, 1936 in Lima, Ohio to George and Luetta (Zimmermann) Gay. Bill enlisted in the U.S. Navy on October 25, 1954 and was honorably discharged on October 21, 1958. He was united in marriage to Genevieve Kuhlmann on September 30, 2006 at the Assembly of God Church in Bemidji, Minnesota. Bill worked as a locksmith in Bemidji for 17 years and also worked at the prison in Bemidji as a guard. He enjoyed doing jigsaw puzzles, watching old westerns on TV, and loved going to the casino.

Survivors include his wife, Genevieve “Gen” Kuhlmann-Gay of Grey Eagle; numerous grandchildren and greatgrandchildren; sisters, Mary Baker and Elsie Walters; and brothers, Jerry Gay and Will Gay. Bill was preceded in death by his first wife, Frances Gay; son, Timothy who was adopted at age one; sister, Clara Ridgon; and brothers, Everett Gay and Gerald Gay. Carol B. Karasch (Christen), 74, of Avon passed away at the Saint Cloud Hospital on December 29, 2020 after a short battle with cancer. Funeral services will be on Saturday, January 9th, 2021 at 10:30 a.m. at the Williams Dingmann Funeral Home in Avon. Rev. Julius Beckermann will officiate and interment will be at Seven Dolors Parish Cemetery in Albany. Visitation will be from 9 to 10:30 a.m. at the funeral home on Saturday.

Carol was born on December 25, 1946 to Elmer and Marion (Wahnschaffe) Schmidt.

She was a member of St. Benedict’s Church in Avon.

Donald Louis Veeder

Donald Louis Veeder, age 101, died 14 November 2020. Because of COVID restrictions, a private graveside service will occur at a later date.

A lifelong resident of Sauk Centre, Donald was born 11 July 1919 in Getty Township, Stearns County, MN to Harry and Rose (Jager) Veeder. After graduating from Stearns County District 82 country school, Donald’s formal education was thwarted by the Great Depression and World War II. He fondly recalled enlisting in the Minnesota National Guard when he was 16, and his six-month enlistment in the Civilian Conservation Corps, stationed near Bena, MN during 1936-7.

Called to active military duty a year before Pearl Harbor was bombed, he was assigned to an anti-aircraft company on the West Coast. Donald eventually served in Europe during World War II with the 82nd Airborne Division.

Returning to Sauk Centre in 1946 with his glider wings, a Bronze Star, Combat Infantry Badge, five battle stars and numerous other decorations, Donald was working as a mechanic for the Minnesota National Guard when he marred the love of his life, Carlene Wongstrom, 5 September 1950.

Recalled to active duty with the 47th Infantry Division during the Korean Conflict, the couple was stationed in Alabama, where their first child died due to congenital issues.

They raised four more children after returning to Sauk Centre. Donald continued to work as a mechanic for the National Guard, retiring as a First Sergeant in 1975 after four decades of military service. He devoted his remaining years to volunteering, travel and his extensive gardens.

A Life Member of the VFW, Donald served as Post 2853 Commander, as well as Minnesota’s 6th District Commander. An active member of the Sauk Centre Senior Citizens, Donald volunteered countless hours for friends and family, Meals on Wheels, served on the Troop 25 Boy Scout Council, and was president and deacon of the 1st United Church. In 2004, he was named Outstanding Senior of Stearns County.

Survivors include his wife Carlene; daughters Debrah, Pamela, Brenda, son Douglas, and sister Dorothy Wolfe.

Donald was preceded in death by his parents, infant son Donald Jr., sisters Lorraine Hendrickson and Betty Strong, and brothers Raymond and Russell.

January 4th, 2021: Approximately 8:01 am, received a report of a flatbed trailer theft from Nilson’s Hardware & Rent It, located on DeGraff Avenue in Swanville, MN. The trailer is a 2018 TLTM flatbed utility trailer, model HCT7161S10, bearing MN License 6977CTL, a white spare tire is mounted on the front of the trailer. The trailer has ramps that store under the rear of the trailer and the passenger side tail light is bent inward. The trailer was taken some time between 12-31-2020 at 1:00 pm and the morning hours of 1-2-2021. J u l i a (Zimmermann) B e c k m a n n , age 99 of rural Collegeville, went to be with her Lord and Savior while surrounded in the love of her family on Wednesday December 23, 2020 at the Mother of Mercy Senior Living Center in Albany MN. Julia was born November 29, 1921.

She is survived by one brother (Ambrose Zimmermann of Minneapolis), 5 children (Maria Danna of Princeton, Irene (Craig) Richie of Fargo ND, John (Peggy) Beckmann of Avon, Irmgard/Erma Lanier of St. Cloud, and David (Rebecca) Beckmann of Winona), 9 grandchildren, and 12 great grandchildren.

She is preceded in death by her husband of 73 years, Johannes (Johann), sister Irene (Zimmermann) Mehr, and brothers Hans Zimmermann, Josef Zimmermann and Edward Zimmermann.

Services and burial ceremonies for Julia and Johannes will be planned for mid-2021.

The Mass of Christian Burial for Esther Marie Solorz, age 93, was held Tuesday, January 5 at the Church of All Saints-St. Hedwig’s in Holdingford.

Esther passed away peacefully on Wednesday, December 30 at the Edgewood Home

in Sartell.

Esther was born on December 15, 1927 in St. Paul, the daughter of August and Bernice (Kruzski) Robotnik. She was united in marriage to Theophil ‘Theo’ Solorz on May 15, 1948 in St. Paul and their union was blessed with two daughters. Esther and Theo shared nearly 40 years of faith and dedication until Theo’s passing in December of 1987.

Esther will always be remembered by her children Susan (William) Supan of St. Joseph, Charolette (Daniel) Huls of Holdingford; 8 grandchildren; 19 great-grandchildren; as well as many nieces, nephews, other extended family and close family friends.

She was preceded in death by her husband of 39 years, Theo Solorz; parents, August and Bernice Robotnik; sisters, Lilian Olsen, Wilma Robotnik, Florence Mottl, Dolores Jaworski; brothers, Roy, Henry, Jerome, Thomas, Lawrence and James, Robotnik; as well as her special friend and companion, Larry Jensen.

Melrose City • November 19, 2020 The Melrose City Council met in a Regular Meeting on Thursday, November 19, 2020 at 6:00 p.m. via global/GoToMeeting pursuant to due notice being given thereof. Present were Council Members Tony Klasen, Justin Frieler, Mark Hill, Travis Frieler, and Mayor Joe Finken, City Administrator Colleen Winter, and City Clerk Patti Haase. Mayor Finken presided thereat. The Council then recited the Pledge of Allegiance.

A motion was made by Mr. Justin Frieler to approve the agenda as amended. The motion was seconded by Mr. Travis Frieler with a roll call vote recorded as follows: FOR: Council Member: Justin Frieler, Travis Frieler, Hill, Klasen, and Mayor Finken; AGAINST: None The following items were considered for approval under the Consent Agenda a. City Administrator Winter is proposed to increase to Step 5, effective December 17, 2020, as well as increase in vacation accrual from 120 hours to 160 hours per year A motion was made by Mr. Hill to approve the Consent Agenda items. The motion was seconded

by Mr. Travis Frieler with a roll call vote recorded as follows: FOR: Council Member: Hill, Travis Frieler, Justin Frieler, Klasen and Mayor Finken; AGAINST: None Bryan Bauk CenterCare Melrose Administrator provided an update on the COVID-19 pandemic and the impact on the health care facility. To present the gravity of the situation. Mr. Bauk presented some of the latest covid statics and the increase in number of positive cases as well as an increase in hospitalization. About 30 percent of patients at St. Cloud Hospital are COVID-19 positive. Mr. Bauk stated that to manage the current surge, CentraCare has designated the Sauk Centre hospital to care exclusively for COVI-19 patients. Bryan Bauck, administrator of CentraCare-Melrose, said the changes will help CentraCare use its resources more efficiently, including staff and medical equipment. But he said it will have an impact on local communities.

Finance Director Tessa Beuning presented the General Fund Financial Third Quarter Report. Ms. Beuning stated that the General Fund revenue is at 68% and the expenditures are at 59%. Half of the property tax levy and local government aid has been received, with the second half coming in December. Building permit revenue is slightly low, at 64%.

Interest revenue is much higher than originally anticipated and has exceeded the annual budgeted amount. Charges for administrative services are not recorded until year end, as well as approximately $23,000 received at year end from Stearns County for street maintenance. The 3rd quarter building inspector fees are paid in July, and the fire contract payment is made in December. Various transfers, to the MADA Fund, Bridge Fund, Tri-Cap and Fire Fund are made at year end.

MADA- Much of the revenue at this point is relating to interest income. The transfer from the General Fund will be made at year end. There have been minimal expenses as of 9/30/20.

Ambulance Dept- Ambulance Revenue is at 81% and the Expenditures are at 76%. The Ambulance Dept received a stimulus grant relating to Covid-19 costs. Administrative fee transfers to the General Fund are done at year end. Account maintenance was done on the old receivable accounts resulting in a higher write off expense. There were maintenance expenses for fresh air intakes during the first quarter.

Fire Dept-The Revenue for the Fire Dept is at 98%. Although 90% of the budgeted revenue comes from Fire Contract charges from the townships and the City’s contribution, and is not collected until December, the department received a large amount of donations early in the year. The donations were for the new Argo unit from the Fire Relief Association.

The Fire Dept. has adequate reserve funds to meet operational costs until contract revenue is received.

The expenditures are at 136% of the budget, due to the purchase of the Argo. Additionally, there were maintenance costs for the fire station. Vehicle expenses were higher than average also due to repairs needed on Engine #506. Legal expenses were high due to the grant writing fees for the 2019 FEMA

salaries and building rent not being paid until year end.

Special Revenue Funds-These funds include the Business Imp Loan Fund, Senior Activity Center, Tri Cap Bus and Yellow Bike Program. The revenues include interest earned, bus service revenues and miscellaneous contributions.

Capital Project Funds – These funds include the Capital Improvement Fund, TIF Accounts as well as the 5th Avenue Bridge Improvement Fund. The TIF property tax payments have not been received yet this year. City staff will be reviewing the cash flow needs closely to work to ladder our investments to be able to capture a higher interest yield. Work has been mostly completed on the 2020 Street Improvement projects, as well as maintenance work on the City Center skylight and HVAC system. The Street Department split the purchase of a new water truck with the Water Dept.

Debt Service Funds- Property tax revenues have not yet been received; however the principal payments and first half of the interest payments have been made. This is covered with the positive cash balances in the other governmental funds until the tax revenue is received throughout the year.

Police Chief Maus presented the Police Department’s October 2020 report. Chief Maus noted there were 338 calls for service during that month, compared to 313 calls for October 2019. A total of 29 citations were written for the month of October. There were 77 verbal warnings and 14 written warning.

The year-to-date number of calls is 3,253 compared to 3,667 in 2019. For the month of October 2020, the Department received 38 agency assist calls.

Chief Maus reminded residents that winter parking has gone into effect November 1 through April 1.

Parking is prohibited in the Downtown Business District from 3:00 a.m. to 6:00 a.m. daily.

During the period from October 7, 2020 through November 12, 2020, the City Attorney has not given significant attention to any projects on behalf of the City of Melrose.

The Community Development report was presented. City Administrator Winter provided an update on the year to date building permits. Administrator Winter also reported on the Small Business Assistance Grant Program.

Mike Nielson with WSB & Associates provided an update on the various city projects.

Pavement Management: Pavement cores have been completed and Mr. Nielson has received a DRAFT report to review. We will review the proposed design and cost estimates with staff and will be presented at the December council meeting.

WSB Project No. R-014036-000 – CR 65 Drainage Improvements -Contractor: Anderson Underground. Molitor Excavating has dug up the pipe on the south side of the road and found that the sag extends under CR 65. We will be discussing options with the county to and the contractor. At this point the only solution(s) seems to be to either dig up the road or re-drill the crossing. I will be setting up a meeting with Gary Middendorf and the contractor to discuss our options.

WSB Project No. R-015456-000 2020 Street Improvements including 5th Street N, 4th St. N & 3rd Ave N Punch list items will be completed in the spring of 2021.

WSB Project No. R-015524-000 Casey’s South Site Inspection – This project has been completed!

2nd Street S and 3rd Ave SE Flooding Issue -5th Avenue Storm Sewer System: We have begun work on this project but have not progressed far enough to have alternatives to evaluate. We expect that by next month we can review at the staff level.

WSB Project No. R-015500-000 Melrose Road, Dam, and Bridge – Roadway: Evaluating options to address sight distance issue at the intersection of 1st St and 5th Ave. - Roadway alignment and profile to be finalized after verification of bridge low member elevation and depth.

Structures: - No update since 5/14/20 project update.

- Dam inspection on October 29, 2020 - Reviewed O&M manual on October 29, 2020 - Following up with DNR and finalizing water pool elevations.

- O&M and inspection report will be finalized upon receipt of this information.

- AET will be under contract within one week and expected to perform single structural boring in late November.

Stream Analysis:

- Developed 2D proposed conditions bridge hydraulic model. QC-ing this week. Will use results to initiate discussions with DNR Floodplain group and for use in moving forward with bridge design.

- Had a discussion with COE related to permitting for a net loss in stream length using the debit calculator to understand repercussions. We currently have a 10-20 foot increase in functional foot length of the river with the proposed design. Given the small level of improvement and need for continued refinements to the design, we wanted to understand if a net loss is permissible.

They indicated that it is permissible and a final determination would be based upon ongoing coordination with them.

- Preliminary grading design complete for the area between the Dam and bridge.

City Administrator Winter provided an update on the Holiday Kick-Off. Due to COVID-19 the event has been scaled back. The Ferris-wheel and merry-go-round rides have been cancelled. The parade will be a drive-by parade. The fireworks will still be held, and retail businesses will be open. City Administrator Winter reminded residents to please shop local.

Mayor Finken stated that the Minnesota Legislature appropriated $3,500,000 to the Melrose Public Utilities Facilities Authority to the Melrose Wastewater Treatment Facility, with provisions for a grant to the city of Melrose to design, construct and equip improvements to the municipal wastewater treatment facility to expand the capacity of the facility and replace infrastructure and that have reached the end of their useful life. MPFA has sent notice that to receive this money, applications must submit required information before entering into a grant agreement Council Member Hill introduced Resolution No. 2020-59, Resolution Supporting Application for Minnesota Public Facilities Authority Grant. The motion was seconded by Mr. Travis Frieler with a roll call vote recorded as follows: FOR: Council Members Hill, Travis Frieler, Justin Frieler, Klasen, and Mayor Finken; AGAINST: None Mayor Finken noted that the Melrose Public Utilities Commission Authorized SEH Inc. to develop plans and specifications for the 2020 WWTF Improvements on May 8, 2019. The proposed improvements include expansions from 3.0 MGD to 3.5 MDG, new Preliminary Treatment Building, addition of new Final Clarified, and improvements to the final clarification process. The estimated construction cost is $10,350,000. Council Member Travis Frieler introduced Resolution No. 2020-60, Resolution Approving Plans and Specifications and Ordering Advertisement for Bids for the 2020 Melrose WWTF Improvements. The questions for the Council are as follows: - Do we want to implement an Emergency Resolution again giving the Mayor the power to make decisions on behalf of the City?

- Do we want to change how business is conducted at the City Center?

- Do we want to restrict the use of our meeting room space?

- What should be done with the Sr. Center?

The council by consensus directed city attorney Dymoke to prepare the emergency declaration resolution and schedule a special meeting for early to mid-next week. After further discussion the Council by consensus determined that the City Center is to remain open. Also by consensus the Council agreed that the Senior Center be closed however the meeting rooms remain available to essential groups ie, support group meetings, educational training to essential employees, etc.

Mayor Finken noted that as a result of the Covid-19 pandemic, many local businesses have struggled with the economic impacts. Melrose Area Development Authority (MADA) has authorized to provide assistance grants to impacted businesses, in conjunction with the Stearns County grant program.

MADA has awarded grants totaling $19,633.72 to two local businesses. The funding source for MADA is primarily from the General Fund budgeted operating transfers. Council Member Hill introduced Resolution No. 2020-61 Resolution Authorizing 2020 General Fund Transfer to the Melrose Area Development Authority (MADA) for Business Assistance Grants. The motion was seconded by Mr. Travis Frieler with a roll call vote recorded as follows: FOR: Council Members Hill, Travis Frieler, Justin Frieler, and Mayor Finken; AGAINST: Council Member Klasen The following informational items were then reviewed: a. Healthy Eating for Older Adults Submitted by Todd County Health & Human Services Eating a variety of foods from all food groups can help supply the nutrients a person needs as they age. A healthy eating plan emphasizes fruit, vegetables, whole grains and low-fat or fat-free dairy; includes lean meat, poultry, fish, beans, eggs and nuts; and is low in saturated fats, trans fats, salt (sodium) and added sugars.

Eating right doesn’t have to be complicated. Start with these recommendations from the Dietary Guidelines for Americans: • Eat fruits and vegetables. They can be fresh, frozen or canned. Eat more dark green vegetables such as leafy greens or broccoli, and orange vegetables such as carrots and sweet potatoes.

• Vary protein choices with more fish, beans and peas.

• Eat at least three ounces of wholegrain cereals, breads, crackers, rice or pasta every day. Choose whole grains whenever possible.

• Have three servings of low-fat or fat-free dairy (milk, yogurt or cheese) that are fortified with vitamin D to help keep your bones healthy.

• Make the fats you eat polyunsaturated and monounsaturated fats. Switch from solid fats to oils when preparing food.

Add Physical Activity Balancing physical activity and a healthful diet is the best recipe for health and fitness. Set a goal to be physically active at least 30 minutes every day — this even can be broken into three 10-minute sessions throughout the day.

For someone who is currently inactive, always check with a health-care provider before beginning a new physical activity program.

When you have no credit, a lender has to do what’s called a manual underwriting.

It’s something lots of banks did back in the day, when they actually used common sense when it came to making loans.

Fortunately, a few places will still work with you in this manner. They take a look at your work history to see if you have a stable job and a good income. When it comes to investing, I consider a “long period of time” to be 10 years or more. If this is the case with you, I’d suggest a good mutual fund with a solid track record of between 15 and 20 years.

I know some folks like to take chances and play single stocks on a onetime investment like this, but I don’t think that’s a good idea. Single stocks just don’t consistently generate the kinds of returns a good mutual fund will over time.

Dear Motor Medics, I have been through four clutches in my 2007 Ford Focus.

The first clutch lasted about 90k miles and failed shortly after my move to Colorado Springs. I replaced it and now the last three clutches have all failed at about 30k miles each. Now that I am back in Wisconsin, I am replacing that third one I had installed.

Why would these clutches all fail so soon after replacement? The first one lasted over 90k and these all failed. I asked for the best clutches I could get and had two different shops do them trying to get a better one.

-Jerry in Kenosha, Wisconsin Well, we hate to say it, but it could be the clutch operator. If two different shops have done the job and they used good parts and they were installed correctly it only leaves one thing. Are you the only one who drives the car? That is an important factor combined with where you live. You say that it made it 90k in Wisconsin then failed shortly after moving to Colorado Springs.

That is a very mountainous region compared to Wisconsin. The start and stops on all the hills can be murder on a clutch. We have seen people who move to these areas and even longtime residents go through many clutches. When it is replaced this time, let them know about the history. You may find that moving back to Wisconsin makes a difference.

appeared to be ok but now six months later the carpet is coming apart and I have started to have electrical issues. The dealer says the acid got into the component under the carpet and they will not cover it under warranty, and neither will my insurance. The insurance company says there was no accident report and that a battery should not have been in the back seat.

-Carol in Vandalia, Illinois That is an unfortunate event. Fixing wise, all the damaged components will need to be replaced as acid is not friendly to them at all. The carpet will also need to be replaced. Both are awfully expensive.

You will need to open a dialog with your insurance company and maybe move up the chain to get to the right person. In the end it could be worth it due to the thousands it could cost for repairs. Insurance companies have all sorts of claims. A battery in the back seat isn’t weird.
