Fifty-two percent of Americans consider themselves creative, but only 39 percent of Americans feel they’re living up to their creative potential. That’s one finding from a survey of 5,000 adults in the United States, the U.K., France, Germany, and Japan (1,000 participants each), conducted by the research firm Strategy One. Other findings include: • 85 percent of Americans feel that creativity is the key to driving economic growth.

• 82 percent feel that the United States isn’t living up to its creative potential.

• 62 percent believe that our nation’s creativity is being stifled by our education system.

• 88 percent agree that everyone has the potential to be creative.

Overall, Japan is seen as the most creative country (according to 36 percent of the survey’s participants), with the U.S. in second place, named by 26 percent.

Time and money are the biggest obstacles, say Americans: 54 percent say lack of money prevents them from being creative, and 52 percent cite a lack of time.

We start out as pretty creative

beings – children let their imaginations take them to places they’ve never seen and do things that seem impossible. We encourage it as fun and playtime, but we should celebrate it as the potential for great discovery and accomplishment.

As Pablo Picasso, arguably one of the most creative artists who ever lived, said, “Every child is an artist; the problem is staying an artist when you grow up.”

Or maybe you can be inspired by another notable thinker, Dr. Seuss (aka Theodore Geisel): “Think left and think right and think low and think high. Oh, the thinks you can think up if only you try.”

Harvey Mackay continued from page 2 Why do we begin to take fewer chances as “real life” sets in? You don’t have to give up on your creativity as you grow older. You just need to take better care of your brain. Here are some tips for staying mentally fit no matter what your age is: • Limit exposure to stress. You may not be able to eliminate stress from your life entirely, but try to keep it in perspective. Stress can narrow your mental vision and decrease your ability to think differently. Learning how to relax and remain calm as you confront problems will help you find solutions more efficiently.

• Don’t multi task. Distractions and lack of focus are the enemies of creative thought. Train yourself to work on one task or problem at a time so you can think deeply about what you’re doing and use your whole brain.

• Rest your brain. Be careful not to focus your mind like a laser all the time. You need to give it some rest so it can refresh and recharge. Often, you’ll find the solution to a puzzle when you step back and allow your mind to work on it without the pressure of conscious thought.

• Exchange problems. At your next staff meeting have people write down their toughest problem, and drop them all in a hat. Then have everyone pick a problem from the hat and try to solve it. This can encourage people from different areas to get together and learn something about each other’s problems and skills.

Surrounding yourself with creative, imaginative people is a good strategy for success whether you’re an entrepreneur seeking innovation or an artist looking

for inspiration. Watch for these vital traits: • Curiosity. Question about how things work, and why they work that way. Creative people always want to know more.

• Open-mindedness. Spend time with people who don’t reject new ideas just because they’re unfamiliar.

They should always be up for trying something different.

• Flexibility. A lot of “new” ideas are actually combinations of existing concepts. Partner with colleagues who show a talent for putting things together in unexpected and unique ways.

• Confidence. Connect with people who are sure enough of their abilities to risk failure or embarrassment, but they’re ready to try again because they believe in themselves.

Obituaries Auralia Klimmek

Mass of Christian Burial celebrating the life of Auralia Klimmek, age 98, of Albany, was held Wednesday, January 29, 2014 at the Seven Dolors Catholic Church in Albany. Father Cletus Connors, OSB officiated and burial took place in the parish cemetery. Auralia passed away peacefully on Thursday, January 23, 2014 with family at her side.

Auralia was born April 13, 1915 in Arban to Joseph and Magdalene Hadrich Young. As a young child she and her family moved to Holdingford where she attended elementary school and graduated high school as Salutatorian of the Class of 1933.

She continued her education at the St. Cloud Teacher’s College and received her teaching certificate in elementary education. Auralia began her teaching career in one-room school houses in the Holdingford, St. Wendel, and Albany areas. Over the years she continued her education, receiving her Bachelor of Science Degree and her fifth-year certificate from St. Cloud State University.

Auralia married Wallace Klimmek on June 21, 1941 at St. Mary’s Catholic Church in Holdingford. The couple lived on the family farm north of Albany where she cared for her bountiful vegetable and flower gardens, canned, baked delicious coffee cakes, and was well-known for her strawberry jam and overnight hamburger rolls. Never believing in idle hands, she

sewed, embroidered, knit beautiful afghans, and crocheted many complex doilies, tablecloths, and a full-sized bedspread.

She lovingly pieced and quilted numerous quilts for all her family members, including grandchildren and great-grandchildren.

During her years on the farm, Auralia was called back to teach at various schools until her 1980 retirement from the Upsala Elementary School District. There she taught several grades but enjoyed her kindergarten classes the most. Many of her former students still fondly remember her.

Auralia enjoyed her travels to both U.S. coasts, Hawaii, Victoria, British Columbia, Quebec, and Niagara Falls, Canada. One of her summer school classes included a trip to the Caribbean Islands.

Community was important to Auralia, who served on the Board of Directors for the Albany Community Center and as secretary for the local Senior Citizens group. She was a member of several mission groups, as well as a lifetime member of both Christian Mothers of Seven Dolors and the Pioneer Club, where she spent many hours quilting.

Her faith was very important to her.

Auralia is survived by her three daughters: Jeanne (Jack) Flynn of Va., JoAnn (Terry) Flyntz of Md., and Judy (Rick) Smith of Avon; eight grandchildren, twenty-one great-grandchildren, and two great-great-grandchildren (twins) expected midsummer. Also surviving are sisters and brother-in-law, Irene Rathman of Calif., Maxine (Bob) Senninger of Mo., Dorothy Klimmek of Fl, Harvey Koglin of Albany, and many nieces and nephews.

She was preceded in death by her husband Wallace, May 18, 1998; her son Donald, October 7, 2008; her parents and all her siblings: Minnie Gaida, Louise Becker, Helen Harlander, Tillie Zeis, Olive Muyres, Mike, Albert, Leo, Edward, Herman, and two infants.

Serena Lee Miller, infant daughter of Ashley Miller and Adam Wikstrom, of Melrose was born and died on Friday, January 24, 2014 at the CentraCare Health Hospital in Paynesville. A funeral service will be held at 1p.m. Friday, January 31 at Redeemer Lutheran Church in Osakis with Pastor Allan Craig officiating. Interment will be in West Evergreen Cemetery in Osakis.

Friends may call from 12 to 1 p.m.

Pastor Chuck Pelkey will officiate.

Burial with military honors will take place at the Minnesota State Veterans Cemetery in Little Falls.

Lyons, New York to Dr. Henry and Sarah (Libbert) Van Koevering. He was a United States Army Air Corps Veteran of WWII serving in the European-African-Middle Eastern Theater. Bill married Patricia A. Helfer on July 28, 1951 in Lyons, New York. He was employed by the St. Regis Paper Mill in Deferiet, New York until his transfer to Sartell in 1967. He retired from the Champion Paper Mill in 1988. He was a member of the Avon Community Church and volunteered at Meals on Wheels.

Bill enjoyed living on the lake, working in his yard, golfing, spending winters in Florida and spending time with his family especially his grandchildren.

Survivors include his wife, Patricia; children, Deborah (Mark) Jarboe of Nisswa, Holly (Dennis Kennedy) Marmas of Sartell, Hank (Corky) of Holdingford and Bill (Janet) of Sartell; six grandchildren; and three great grandchildren.

He was preceded in death by his grandson, Brandon Jarboe; sisters, Ruth Wadsworth and Martha VanDerpool.

Mel was a member of St. Mary’s Catholic Church in Melrose.

Survivors include his children, Jim (Colleen) Rempfer of St. Paul, John Rempfer of Melrose, and Julie Soular of St. Paul; grandchildren, Brooke Rempfer, Brady and Cole Soular; sisters, Beaty Wensman of Cold Spring and Dorine Schwindel of Belgrade; brother-in-law, Alvin Gerads of St. Cloud; and sister-in-law, Karen Stern of Paynesville.

Mel was preceded in death by his parents; granddaughter, Morgan; brother, Harold Jacobs; sister, Elaine Gerads; and brothers-inlaw, LeRoy Wensman and Robert Schwindel.

Serving as casket bearers were Robert Schwindel Jr., Allen Vogel, Jason Wensman, Dale Gerads, Don Gerads, and Peggy Engler.

A Mass of Christian Burial was held Wednesday, January 29 at St. Mary’s Catholic Church in Melrose with Rev. Marvin Enneking officiating. Interment followed in the parish cemetery with military honors by the Melrose Veterans Honor Guard.

Daniel loved his farming life, especially the cows, but also enjoyed fishing, playing cards, going to auctions, watching the Minnesota Twins, and being an active member of his church. People could always count on him to lend a helping hand. Most important to Dan was his loving wife, Alice, of 56 years, and his family.

Daniel is survived by his wife, Alice; children, Mark (Louella) of Avon, Theresa Cronin of St. Augusta, Jerome (Theresa) of Avon, Joanne (Joseph) Bloch of Clearwater, Marlene (Lloyd) Koopmeiners of Avon; brother, Virgil Eichers of St. Cloud and sister, Florence Rausch of Avon, sister in laws, Katie Eichers of Sartell, and Alice Eichers of Arlington, VA; eleven grandchildren and one great-grandchild.

He was preceded in death by his brothers, Elmer, Harold, and Ted, and sisters, Leone Theisen, and Mary Gertken.

Daniel was born in Cold Spring to the late Leo and Hedwig (Leither) Eichers. He married Alice Drontle on May 8th, 1957 at Sts. Peter and Paul Catholic Church in Richmond. The couple farmed in St. Wendel for 45 years until retiring in December of 2000 before moving to Avon. Daniel was a member of the Catholic Order of Foresters Court #733 and the Albany Area Knights of Columbus Father Pierz Council #3628. He was a member of St. Columbkille Catholic

Dear Dave, I’ve heard you say to never give collectors access to your c h e c k i n g account.

Does that include payments with a debit card too?

-Susan Dear Susan, Absolutely!

If you’re doing something like scheduling utility payments to come through your debit card or out of your personal checking account, that’s perfectly fine. But collectors are looking to get as much as they can on a bad, late debt. Never, under any circumstances, give them electronic access to your account.

I’ve been doing financial counseling for a long time now, and I’ve seen numerous situations where collectors have taken more than the agreed-upon amount from someone’s account once they gained access. This sleazy move left people without the money to pay their rent, the electric bill or even groceries.

In fairness, the collection business does have a few good people in it, but it also has a high percentage of people who are scum—especially on the credit card side of collections. Some of them will lie and even make threats. It’s a huge problem.

There are other, much safer ways to handle these kinds of situations. Send a money order overnight or wire the cash to them. You can also send a cashier’s check. Some folks have even used a prepaid debit card that isn’t attached to any of your accounts. This isn’t my favorite way to handle things, but it’s better than giving them the opportunity to clean you out and mess you over!

Dear Dave, I’m a little worried about investing in the market due to volatility. Are there safer investments?

-Matt Dear Matt, You’re right; the market is volatile.

It’s not a volatile as some things, but you have to remember that anywhere there’s money to be made—including long-term investing—there are ups and downs.

For instance, I like real estate. It’s not as volatile as the stock market, but there are no guarantees. We experienced that big dip over the last few years, and it was probably one of largest dips ever in the real estate market, except for the Great Depression.

Aside from real estate, I also like mutual funds. When it comes to these, one way to smooth out the volatility of the market is through diversification.

That means you spread your money around instead of investing in one or two things. That’s how I handle my mutual funds, and I recommend others do the same. Spread your investments across these four types of mutual funds: growth, growth and income, aggressive growth and international.

I can’t say it enough, Matt. There are no guarantees when it comes to longterm investing. But diversification can help make the ride a little bit smoother!

Upsala Upstage Players Encore performance of “The Foreigner”

The Upsala Upstage Players had to postpone the performance of the Foreigner. They will be doing an encore performance on February 2nd at 1:30 p.m. This will allow people to see the “Foreigner” and make it home in time to watch the Super Bowl.

The story takes place in a fishing lodge in Georgia. Enter Froggy LeSuer and his friend Charlie. Charlie is so shy,

that Froggy tells the owner that Charlie is a foreigner and doesn’t speak English.

One of Upsala’s biggest fans was honored Friday night when the boys basketball team hosted Holdingford in the Upsala School Gym. Swanville Sr. High Student of the Month Senior Nikki Primus has been chosen as the January Student of the Month for grades 10-12. She is the daughter of Bill and Kris Primus.

“I have had the wonderful opportunity of teaching and coaching Nikki the past six years!” states Char Bzdok, Science teacher. She adds, “Nikki is a wonderful person in and out of the classroom!

She studies very hard for her excellent grades! Besides being a great student, Nikki is a leader in all the sports that she participates in. I think one of her strongest attributes is that her peers look up to her because she is so strongly involved in the community! Nikki is very deserving of this award!”

Nikki has many interests including sports, reading, and movie nights with friends, having random adventures and sleeping. Nikki plans on attending Winona State University to study exercise science and nutrition.

Her school activities include playing volleyball and basketball in grades 7-12 and she was chosen as a captain for both sports this year. She has gone out for softball since seventh grade and plans to again this spring. She has participated in theatre all throughout junior and senior high. She has been nominated for Superior Performance in each play she has participated in and has won that honor once. Nikki has been in student council since seventh grade, serving as class president all six years. Nikki has been very active in the Student Council blood drives, serving as the coordinator in the summer of 2012. She was inducted into the National Honor Society as a junior and continues to actively participate. Nikki has played in the band since fifth grade. She also participated in Glee Club in tenth grade and is currently in the choir. She is also currently the band

council president.

Liza Hasse, Math teacher adds, “Nicole (Nikki) Primus is a well-rounded, highly motivated, organized and hard working individual. Nikki is involved in numerous activities at Swanville High School: volleyball, basketball, softball, theater, student council and National Honor Society. In addition, Nikki is third in her class academically and manages to still work a part time job at a local restaurant. Nikki is not only involved in lots of activities, but she is also a positive leader throughout. Nikki displays positive sportsmanship on the field and court. She strives to do and be her best and encourages her peers to do the same.

Nikki always has a smile, a kind word and encouragement to share with those around her.

Nikki has achieved many awards during her school tenure. She is a recent recipient of the Triple A award. She is a four time Student of the Month and is a former Athlete of the Month for basketball. Nikki was awarded the Math Student of the year her freshman year. She was an All Conference Honorable Mention for volleyball as a senior. In volleyball she was also awarded the All Academic Award and Most Inspirational.

“High School goes by fast, so make lots of memories,” is her advice to fellow classmates.

Swanville Jr. High Student of the Month Olivia Mettler has been chosen as the January Student of the Month for grades 7-9. Olivia is in seventh grade and is the daughter of Richard and Michelle Mettler.

Olivia is very active in school activities participating in volleyball, basketball and track. She is currently on the speech team and was in the fall theatre production, with plans to also participate in the spring play. She was on the A Honor Roll for first and second quarter. Although a young student, Olivia has already won numerous awards. She was a second place winner in the sixth grade essay contest about “Your Favorite Elder.� She also has won Grand Champion for Exploring Animals and Reserve Champion in Wildlife/Biology at the Todd County Fair. She is active in 4-H. “Olivia Mettler has made a smooth transition to junior high. As a 7th grader at Swanville, Olivia is a fine student who does high quality work. She is polite and gracious to those around her. Besides being a member of the band, she participated in the fall play and has joined the speech team. She is a basketball player

and is looking forward to the spring play.

Swanville is fortunate to have a student like Olivia as part of our student body. She represents our school well as our January 7-9 student of the month,� states English teacher Kathy Detloff.

Outside of school Olivia is active in her community. She participates in Christmas caroling with her church at area retirement homes. She also helps the Salvation Army by being a bell ringer during the holiday season. She enjoys participating in the Summer Track Program. She enjoys reading, writing and spending time outdoors in the woods of her family home.

Paul McKinley, Science teacher adds, “Olivia is a wonderful blend of character attributes! She is hard working, responsible, conscientious, kindhearted, reliable, honest, and the list never runs out.

Her work is impeccable and always completed on time, if not early. When she is done with her work, she willingly helps others to complete theirs. Her classmates like her and want to work with her on assignments. She is eager to learn as much as she possibly can from class materials and discussions. I often wish I had more students like her in my class, and if I did, she would stand out from the rest.�

LP shortage drives huge price spike

By now, most folks are probably aware of the huge spike in price that has occurred in the LP or propane market this winter.

What was priced less than $2 a gallon just a couple of weeks ago is now between $4 and $5. Reasons given include the wet harvest that pulled down inventories of the fuel used for corn drying last fall and now our bitterly cold winter. Retailers are having difficulty in sourcing product, and there have been reports of trucks being sent as far as Kansas or even Texas to bring back supply.

This is having a big effect on folks’ ability to pay for heating fuel. Budgets weren’t set with the idea of gas doubling in price. As a result, instead of filling tanks, retailers in some cases are limiting deliveries to as little as 100 gallons. And it’s not just home heating that’s affected by this shortage. Livestock facilities, especially chicken and turkey barns are large users of LP gas during the winter heating season. I heard from one turkey grower who has six, 1,000-gallon tanks alongside his barns. Just imagine the increased cost of filling those tanks right now… if he can get that much delivered.

A month ago, 6,000 gallons would have cost less than $12,000, but today that same expense will run between $24,000 to $30,000. It will be difficult to recoup that additional expense because farmers can’t set their own price – they take what the market will pay. And a short-term spike like this will probably not affect prices in a significant way.

One propane retailer was quoted as saying that we are dealing with one-half the inventory this year and that product supplies are at levels not seen in years.

And even more concerning is that the pipeline terminal in Benson which has been a major source of product for this part of the state is phasing out of propane. Originating in Canada, this line, called the Cochin Pipeline, is in the process of reversing its pumps and, after this spring, will no longer be delivering gas to the Midwest. Instead, it will be pumping drilling material north to the oil fields in Canada.

The federal government has appropriated additional funding to help with this sudden increase in heating costs. At this time, it’s not known how much will be coming to Minnesota. large impact on social and medical programs, in addition to causing shortages in some areas of the US workforce. This same “aging” is also being seen in agriculture, where during the period from 2002 through 2007 the number of farm operators under the age of 25 decreased by 30 percent while the number of older operators increased by 20 percent.

Another statistic gleaned from a recent ag seminar is that 98 percent of farms today are family-run. When they are included in the broader category of family-run businesses, we were told that only 30 percent of family-run businesses survive and are passed on to the next generation. Even fewer, 12 percent, are passed on to the third generation, and only three percent reach the fourth generation.

Its specific meaning is not known but it implies that the reader, or the one listening to one who is reading the Psalm, should pause, rest or stop and think of “this” or “that” - or whatever the writer was addressing. It is illuminating and inspiring when we actually apply it.

David was driven from his palace and people by his rebellious son, Absalom.

When he saw his army and his advisors follow his son he wrote the third Psalm.

David ran away from his son, Absalom. But in so doing he ran into the arms of the Almighty God. He found in Him his protection from persecution and his source of salvation. There is no one like the Lord! He is our comfort in times of conflict and protector when others pursue us.

Local Municipality Minutes Swanville City Emergency Meeting November 27, 2013 Minutes of the Swanville City Council emergency meeting held in the Swanville Center on Wednesday, November 27, 2013. The meeting called to order 6:30 p.m. with the following members present: Sandy Peterson, Jay Bartkowicz, Tim Grittner, AJ Johnson and Jim Molitor Mayor Peterson stated that in the absence of a wastewater operator and with the MPCA requirement of a Class B License operator, Dan Thilquist was contacted, and is able to work for the city.

Dan will contract to the city for $600.00 a month for water/wastewater operator. Until the sewer plant and paper work is caught up he will work for $26.50 an hour.

Compensation for a water/ wastewater, maintenance person was then discussed. After discussion Jim Molitor made a motion to have a salary set for $32,000.00

without all proper license and $37,000.00 with all the required licenses. The city will pay 60% of health insurance plus disability and 2 weeks vacation. The City will pay 35 cents a mile. The city will also pay for schooling that will need to be taken for proper licenses. Tim Grittner seconded the motion. All members voted in favor. Motion carried.

Mayor Peterson gave a copy of the employee policy hand out to all council members. She asked they look over the policy and see if any changes should be made. Council will discuss them at the next regular meeting.

Jim Molitor made a motion to adjourn, Tim Grittner seconded the motion. All members voted in favor. Meeting adjourned 7:30 p.m.

Council meeting held in the Swanville Center on Tuesday, December 3, 2013. The meeting called to order 7:30 p.m. with the following members present: Sandy Peterson, Jay Bartkowicz, Tim Grittner, AJ Johnson and Jim Molitor. Also present: Mike Rude and Mark Hallen, Julie Zupko, and reporter Liz Verley.

Minutes of the Swanville City Council meeting held November 5, 2013 and an emergency meeting held November 13, 2013 were read.

AJ Johnson stated an amendment should be made to the minutes. He did not second the motion to pay Jessie Hedin, he was not in favor to give her compensation. Jay Bartkowicz stated he abstained over the phone about the acceptance of the maintenance man resignation during the emergency meeting. After these amendments are made to the minutes AJ Johnson made a motion to accept the minutes. Tim Grittner seconded the motion. All members voted in favor, motion carried.

Mayor Peterson stated at the closed meeting following the November 5, 2013 meeting, council discussed personnel issues.

The treasures report was given. A motion was made by AJ Johnson and seconded by Jim Molitor to approve the treasurer’s report. All members voted in favor, motion carried.

Mike Rude, city engineer, was present to go over the Rhoda Avenue Project. Mike stated that driveway entrances will be completed in the spring and the second layer of black top will be done on Third Street by the water tower. He also presented council with Disbursement #5 in the amount of $151, 292.47 for Larson Excavating. After discussion AJ Johnson made a motion to approve Disbursement #5. Jay Bartkowicz seconded the motion. All members voted in favor, motion carried.

Julie Zupko, from Swanville Insurance, explained to the council the waiver form that goes with the city insurance through the League of MN Cites. After discussion, Jim Molitor made a motion the city does not waive the monetary limits on the waiver form. Tim Grittner seconded the motion. All members voted in favor, motion carried.

Mayor Peterson reported that Greater MN Gas Company is finished working in Swanville for this year and work will begin again in the spring.

The snowplowing agreement with Morrison County Public Works was looked over and discussed. After discussion, Tim Grittner made a motion to sign the agreement. Jay Bartkowicz seconded the motion. All members voted in favor, motion carried.

Swanville will be getting two bike racks. One will have a bulldog and the other a swan carved in. the bulldog rack will be placed at school and the other one was not determined where it will be put.

The Swanville Lions has donated to the City $2500.00 to the city park fund for the upkeep of the building and the grounds. A donation was also received from the Swanville VFW for $1000.00 and from the Swanville American Legion Auxiliary for $300.00 for the same reason.

The sewer plant was discussed.

The main arm in the plant is in need of repair. Mark Hallen gave a report of what would have to be replaced.

He will get in contact with some companies that could do the work.

The Mayor presented an estimate for a reconditioned gear box for $39,000.00. This gear was replaced in 2007 and needs to be replaced as soon as possible. The Mayor has met with representatives from MN Pollution Control about the sewer plant. They feel the plant is in need of an upgrade.

The levy for 2014 was discussed. Jim Molitor made a motion to set the General Fund at

The final General Fund amount is set at $73,500.00 and the Debt Service Fund is set at $11,102.40 for a total of $84,602.40. Motion carried.

The following claims were presented for payment. Members of the council were furnished with a listing. Jim Molitor made a motion to approve the claims. AJ Johnson seconded the motion. All members voted in favor, motion carried.

The next monthly meeting will be held January 7, 2014 at 7:30 p.m.

There being no further business, a motion was made by Tim Grittner and seconded by AJ Johnson to adjourn. All members voted

in favor, motion carried. Meeting adjourned 9:00 p.m.

Swanville City Emergency Meeting December 16, 2013 Minutes of the Swanville City Council emergency meeting held in the Swanville Center on December 16, 2013. The meeting was called to order at 5:00 p.m. with the following members present: Mayor Peterson, Jim Molitor, Jay Bartkowicz, Tim Grittner and AJ Johnson.

Interviews were conducted by Jim Molitor and AJ Johnson for a new water/wastewater, maintenance operator. The applicants were narrowed down and presented to the council. After discussion Tim Grittner made a motion to hire Lon-

ny Hutchins as the City of Swanville Maintenance Operator. Jay Bartkowicz seconded the motion.

All members voted in favor except Mayor Peterson abstained. Motion carried.

Lonny will be contacted that council would like him to begin this position on January 1, 2014.

The other applicants will be sent a letter thanking them for applying and their names will be kept on file.

Lonny’s salary is $32,000.00 with 60% of health care paid plus disability and 2 weeks paid vacation. An evaluation will be in 6 months.

AJ Johnson made a motion to adjourn, Jay Bartkowicz seconded the motion. All members voted in favor, Motion carried. Meeting adjourned 5:45 p.m.

Legislative Update -By State Rep. Ron Kresha The extreme cold weather and a series of events from last summer and fall have resulted in a spike of propane prices and shortage.

First and foremost, if you or someone you know is in an emergency situation because of the propane shortage, please do one of the following: 1. Visit the Division of Energy Resources website at http://mn.gov/commerce/energy, or by calling 1-800-6573710 or 651-539-1882.

2. Call my office at 651-296-4247 or email me directly at ron.kresha@house. mn I have included further information on the propane situation assembled by my colleague Rep. Pat Garofalo in case you want to know more about the history of the situation or about what is currently being done to rectify the situation.

Last Fall: A tight propane supply occurred in late October when the timing of the fall grain harvest occurred at the same time across much of the upper Midwest. The supply constraint was exacerbated by the Cochin pipeline reversal. Kinder Morgan, the owner of the pipeline began the process of changing the pipeline from propane supplier from the west moving crude oil distillate suppler from the east. Most of the people affected by the supply shortage last fall were farmers who were drying grain at harvest time. Not anticipating the severity of the 2013-2014 winter, most experts at the time believed the shortage last fall to be a temporary situation.

Current Situation: The short supply and increased prices are now largely affecting people who use propane for home heating and for livestock systems. There may be some who may have averted the higher prices, at least for now, if they prepurchased their propane supply last summer or fall.

There are several factors contributing to the tight supply of propane and the price spike, including: The large corn harvest, and unusually wet grain last fall resulted in a large amount of propane use for grain drying last fall. An extended period of severe winter weather throughout the upper Midwest. Supply disruptions as work continues on the Cochin Pipeline for its reversal. A second pipeline that supplies Wisconsin terminals has reportedly been down for maintenance as well. According to a national news report, U.S. production of liquid propane has increased by 2.6 billion gallons since 2008. However, this supply is more than offset by U.S. exports increasing by 3.5 billion gallons.

What is currently being done: According to a press release issued by the Minnesota Department of Commerce last week, the Federal government is appropriating more money for low income heating assistance. The Commerce Department has begun to take the necessary steps to increase LIHEAP Crisis payments from $500 to $1,000 for applicants currently heating their homes with propane and heating oil. The Department believes the crisis payments will be available as early as next week.

A list of local service providers and information on applying for the Minnesota Energy Assistance Program is available by visiting the Energy Assistance section of the Division of Energy Resources website at http://mn.gov/commerce/energy, or by calling 1-800-6573710 or 651-539-1882. EAP is administered by the Minnesota Department of Commerce.

Other forms of assistance may be available through county social service programs, community-based organizations, and nonprofit agencies. See the Stay Warm Minnesota webpage for a list of resources.

Additionally, here are some other things that are currently being done to address the situation: Executive orders have been issued at the federal level, by Governor Dayton, and by MNDOT to lift the hours of service restrictions on truck drivers who are transporting propane. This will help keep supplies moving to dealers, and ultimately, to customers. The federal executive order remains in effect for the duration of the emergency, or February 11, 2014, “whichever is less”. Although prices have spiked, it is not anticipated

that propane supplies will completely dry up in any area of the state. Many dealers are only partially filling propane tanks to ensure supplies are available to all customers. While this may increase the cost of delivery for customers, and spread out customer’s bills in a more affordable manner. CHS and other cooperatives are working to beef up their rail car capacity and track facilities in an effort to replace transportation of supplies that would otherwise have been transported via the Cochin Pipeline.

There are discussions occurring in the Minnesota House regarding legislative action that can be brought forward after the legislative session begins on February 25th. We need to ensure that a smooth supply chain in the absence of the Cochin Pipeline supply for next fall.

St. Mary’s in Upsala to host Valentine M&M Celebrate Valentine’s Day this year with Mass and Meal at St. Mary’s in Upsala. Local Knights of Columbus Council receives Top International Award

By Don Kerfeld Knights of Columbus Council 14616 of Grey Eagle/Swanville has earned the distinction of Star Council, one of the organization’s top awards, for the 20122013 fraternal year. The organization’s headquarters, located in New Haven, Connecticut, made the announcement.

The award recognizes overall excellence in the areas of membership recruitment and retention, promotion of the fraternal insurance program, and sponsorship of service-oriented activities. The award was presented to the membership by District Deputy Robert Braun during the December Council Meeting.

In announcing the local winner of the Star Council Award, Carl A. Anderson, chief executive officer of the organization, said, “Please accept my sincere congratulations upon attaining the prestigious award. Your dedication to the Order is seen in the high standard of excellence you have achieved. At the same time, I encourage you to carry forward this enthusiasm to meet the challenges that will face the Knights Of Columbus in the years ahead. May this award be a reminder and an inspiration to the members of your Council to continue to promote the ideals of Columbianism for the good of the Church, your community, and the Order.”

Dairy Princess Candidates Sought

The American Dairy Association of Todd County is seeking candidates to participate in this year’s dairy princess/ dairy ambassador program. Dairy princesses and ambassadors serve as good will ambassadors for the dairy industry by appearing at various promotional events and speaking to consumers and the media. The princess contest will be held Saturday, March 8, 2014 at the Browerville Community Center.

A dairy princess must be a high school graduate by July 1, 2014 and not yet 24 years old. Dairy ambassadors must be in 9th, 10th, 11th or 12th grade.

Must fish in designated area, and have ticket in possession.

All fish entered must be brought to judges stand immediately. Only live and unfrozen fish are eligible.

All holes provided. No power augers in fishing area. Entrant is to maintain holes.

Must have a current Minnesota fishing license and abide by state laws.

Coolers or large containers are not allowed.

No fish houses or vehicles allowed inside of fishing area. All personal articles will be subject to search for illegal fish.

Parking will be provided. Security will be provided.

Decisions of judges will be binding and final.
