Failure isn’t fatal -By Harvey Mackay In 1860 a thirty-eightyear old man was working as a handyman for his father, a leather merchant.

He kept books, drove wagons and handled hides for about $66 a month. Prior to this menial job the man had failed as a soldier, a farmer and a real estate agent. Most of the people who knew him had written him off as a failure. Only eight years later he was President of the United States. The man was Ulysses S. Grant.

Most of us are afraid of failing.

Admit it. We all face fears and anxieties every day, and the only way to overcome them and succeed is to recognize them up front so we can confront them directly.

Examine your fears during the light of day. Somehow they always seem worse at night and more difficult to face.

Ask yourself what might happen during the day that you’re afraid of – failure to complete a big project at work, for example, or rejection by someone.

Then think of how you could prevent that failure. Be on the lookout for behaviors and thoughts that add to your fear.

Train yourself to change your patterns of action and thinking. Finally, pay attention to what you learn about failure as you confront it. Use the experience of facing and overcoming your fear to confront and defeat the obstacles you face every day. Start looking at failure as an opportunity to avoid a future mistake.

Failure can be one more step on your road to success. You just have to turn it around in a positive direction. It can strengthen your determination to overcome obstacles. Failure can make you braver in the face of opposition. It can help you learn what you need to do in order to succeed. Failure can teach you to recognize your limitations and your strengths. It can encourage you to

change your strategy.

Though everyone faces setbacks in life, few of us should really call ourselves “losers.” Part of success is dealing with, and ultimately overcoming, our failures.

Keep your confidence and follow this advice: • Change your perspective. Don’t think of every unsuccessful attempt as a failure. Almost no one succeeds at everything the first time. Most of us attain our goals only through repeated effort. Take the negativity out of failure by viewing it as a learning experience.

Do your best to learn everything you can about what happened and why.

• Try new approaches. Persistence is important, but repeating the same actions over and over again, hoping that this time you’ll succeed, probably won’t get you any closer to your objective.

Obituaries Bernadine G. “Bernie/Dena” Van Heel Bernadine G. “Bernie/Dena” Van Heel, age 89 of Sauk Centre, died peacefully surrounded by her family on Thursday, January 22, 2015 at the CentraCare Health Nursing Home in Sauk Centre, Minnesota.

A Mass of Christian Burial was held at 11 a.m. Monday, January 26 at St. Paul’s Catholic Church in Sauk Centre with Rev. Jeremy Theis officiating.

Interment was in the parish cemetery.

Bernadine Gertrude Ahrens was born February 14, 1925 in Kandota Township, Todd County, Minnesota to Henry and Gertrude (Proell) Ahrens. On January 29, 1946 she married Lawrence Van Heel at St. Michael’s Catholic Church in West St. Paul, MN. After their marriage, the couple lived in St. Paul before moving to Minneapolis where they resided for 25 years. They retired in 1980 and moved to Sauk Centre.

Bernadine enjoyed needlework, embroidery, and painting. She enjoyed going to garage sales; picking up and cleaning and dressing mistreated dolls. She also had a Popeye and Jughead doll collection.

Bernadine could fix and paint anything. Her grandchildren knew if they had something broken she could fix it. Bernadine loved

birds and wildlife. She always had a dog in the house and would take care of many stray animals. She adopted a wolf that was placed in Yellowstone. She was a citizen of Boys Town, NE; never lived there but supported it.

She was a member of St. Paul’s Catholic Church in Sauk Centre.

Survivors include her children, Robert (Judy) Van Heel of Avon, Ruth (Dale) Lyon of Melrose, Doris (Glenn) Lawrence of South St. Paul, and Joan (Lloyd) Lyon of Rice; 11 grandchildren and 9 greatgrandchildren; brother, Paul (Erma) Ahrens of Osakis; brother-in-law, Carl Ecklund of Sauk Centre; and sister-in-law, Fern Ahrens of Sauk Centre, and Eileen Van Heel of Little Canada.

Bernadine was preceded in death by her parents, Henry and Gertrude Ahrens; husband Lawrence Van Heel on July 22, 1991; grandson, Doug Lyon; granddaughter, Linda Lyon; great-grandson, Andrew Lawrence; sisters, Elizabeth Pangburn, Mary Ecklund, Anna Catherine Engle, and Agnes Sieben; brothers, Michael, Lawrence, John, Herman, and Anthony Ahrens.

Serving as casket bearers were her grandsons and great-grandsons, Stephen Van Heel, Jason Lawrence, Adam Lawrence, Alex Van Heel, Brayden Van Heel, and Jack Lawrence. Cross bearer was Clarice Lyon and scripture bearer was Carter Lyon.

Arrangements were made with PattonSchad Funeral & Cremation Services of Sauk Centre.

William L. “Bill” Bredeck

William L. “Bill” Bredeck, age 60 of Albany, died peacefully surrounded by his family on Friday, January 23, 2015 at his home after fighting a courageous battle of cancer since Feb. 26, 2013.

A Mass of Catholic Burial was held at 11 a.m. Wednesday, January 28 at Seven Dolors Catholic Church in Albany. Interment was in the parish cemetery.

William Leo Bredeck was born September 24, 1954 at the St. Cloud Hospital to the late Leo and LuElla (Maus) Bredeck of Albany. Bill was united in marriage to Joan (Zeis) Bredeck on October 13, 1979 at Seven Dolors Catholic Church in Albany.

Mathilda was preceded in death by her parents; husband, Roy McKenney on December 11, 1968; brothers and sisters, Jeanette Wilwerding, Larry Wittkop, Virgil Wittkop, Henry Wittkop, Theresa Blommel, Marie Cismowski, Rose Westbrock, Hilda Wittkop, and Joe Wittkop.

Serving as casket bearers will be Cathy Sand, Beth Mayleben, Daniel Atkinson, Mark Atkinson, Joe Wilwerding, and Jerry Wilwerding. Cross bearer will be Barbara Hellermann and scripture bearer will be Laura Gobel.

Bill was preceded in death by his parents, Leo and LuElla Bredeck; and brother-in-law, Mark Hemker.

Serving as casket bearers were Lyle Lochen, Joey Schiffler, Dale Weisbrich, Daniel Zeis, Timmy Gerads, Danny Groetsch, Ed Merkling, Doug Wagner, Jim Rehkamp, and Jeff Bushman. Cross bearer was his nephew and Godchild, Bill Elliott and scripture bearer was his niece and Godchild, Mary Bredeck.

Helen M. Melton

Helen M. Melton, age 94, of Melrose and formerly of Albany, entered eternal life on Sunday, January 25, 2015 at the Pine Villa Nursing Home in Melrose, Minnesota.

A funeral service will be held at 11 a.m. Thursday, January 29 at the Patton-Schad Funeral Home in Melrose with Pastor Fred Kutter officiating. Burial will be at Immanuel Lutheran Cemetery in Farming Township, Rural Albany, MN. Visitation will be from 10 to 11 a.m.

Thursday at the funeral home in Melrose.

Helen Margaret Lenser was born August 31, 1920 to August and Alvina (Eberling) Lenser. She was baptized on October 10, 1920 at Trinity Lutheran Church in Dixon, SD by the Rev. Paul G. Weinhold. In 1933 her family moved to Keya Paha, SD where she worked with her parents until 1940. On August 27, 1942, she was united in marriage to Duane Francis Melton at Zion Lutheran Church in Valentine, NE. They celebrated 58 years in this union. They had two children, Larry Duane Melton and Karen Rose Melton (Rohde). In 1960 they moved to Melrose where they farmed and worked.

Helen and Duane were blessed with four beautiful grandchildren, Renee Rohde, Forrest Melton, Jay Rohde, and Vanessa Larson (Melton). They were further blessed with five fantastic great-grandchildren, triplets, Austin, Brianna, and Carter Melton born to Forrest and Judy Melton, and Riley

Mass of Christian Burial celebrating the life of Beverly Ann Litchy, of Holdingford, was held Wednesday, January 28, 2015 at Church of all Saints – St. Mary, Holdingford. Fr. Gregory Mastey officiated. Burial of cremains will be in the parish cemetery. Beverly passed away peacefully on Sunday, January 25, 2015 at the Quiet Oaks Hospice in St. Augusta, MN. Beverly was born on July 20, 1935 to Paul and Rose (Baggenstoss) Klein in Albany, MN. On October 10, 1952, she was united in Holy Matrimony to Donald Litchy.

They moved to Holdingford and raised their two children. She was a member of Church of All Saints-St. Mary and its choir and Christian Mothers. Bev loved doing various crafts, bowling, volunteering at the

Helen worked many of her years at Kraft Foods in Melrose until her retirement in 1983. Helen was a member of the Melrose Schanhaar-Otte VFW Post 7050 Auxiliary.

Her favorite things in life were cooking, canning, baking, gardening, and her flower beds on the farm where she planted over 300 gladiola bulbs, roses, and begonias. Her favorite rose was Imperial. She loved fishing, sewing, embroidering, quilting, dancing, playing cards, and Bingo. In her younger days, Helen would race stock cars in the Ladies’ Powder Puff. Helen’s favorite car to drive was a light blue Ford No. 26.

Serving as casket bearers will be Forrest Melton, Jay Rohde, Austin Melton, Brianna Melton, Carter Melton, Doug Larson, Riley Larson, Ella Larson, and Keith Ebrel.

Honorary bearer will be Don Schmid.

Ralph J. Lange

Ralph J. Lange, 83 year old resident of Upsala, MN passed away Friday, January 23, 2015 at the St. Otto’s Care Center in Little Falls. A Mass of Christian Burial was held Tuesday, January 27, 2015 at St. Mary’s Catholic Church in Upsala, MN with Father John Odero officiating. Burial was at St. Mary’s Parish Cemetery in Upsala, MN. Military Rites were conducted by the Upsala American Legion Post #350.

Ralph John Lange was born on August 14, 1931 to Benjamin and Mary (Kremer) Lange in St. Francis, MN. He went to a country school and helped farm until he joined the Air Force and served his country as a jet mechanic during the Korean War. Ralph was united in marriage to Audrey Stenholm on April 24, 1954 in St. Francis, MN. They lived in Maine until Ralph was discharged from the Air Force. The couple moved to Crystal, MN where Ralph worked

as a truck driver until 1970 when they moved back to Upsala, MN. He worked as a truck driver for the same company for a total of 35 years until he retired in 1988. Ralph was a member of American Legion Post #350. He also was a member of St. Mary’s parish in Upsala, MN where he was a member of the choir. In Spring of 2013, Ralph moved into St. Otto’s Care Center where Audrey joined him a few months later. He enjoyed playing cards, going for his walks around town, and spending time with his family, especially his grandchildren.

Ralph was preceded in death by his parents, Benjamin and Mary Lange; 2 infant sons, Ricky John and Jeffrey David; brothers, Thomas Lange, Elmer Lange and Art Lange; 2 sisters, Evelyn (Lange) Munson and Delores (Lange) Harren.

Left to cherish his memory are his loving wife of over 60 years, Audrey of Little Falls; sons, Gregory of Sauk Rapids, and Brian (Elizabeth) of Upsala; grandchildren, Brianna Lange of St. Cloud, Jessica Lange of Upsala and one great-grandson; and sister, Evangaline (Lange) Janey of Little Falls.

Pallbearers will be Duane Harren, Dan Harren, Kevin Janey, Kelley Baggenstoss, Marvin Schumer and Tim Peterson.

Dave Says -By Dave Ramsey Dear Dave, I’ve been following your plan, and I’d like to find a way to make a little more money on the side. Do you have any ideas for generating some passive income?

-Taiwan Dear Taiwan, First, I want to make sure you’re not getting involved with some getrich-quick scheme, like a nothingdown real estate seminar. “Passive income” is a term that’s sometimes attached to those sorts of things.

Passive income is pretty simple; it’s income off of investments. In other words, it’s money you set aside that makes you money. There’s not any other income that is real passive income.

If you wrote a book and got royalties from the sales, some people would call that passive income. I get royalties from the books I’ve written over the years, but the people who would call that “passive income” didn’t follow me around while I was working my tail off to write and sell those things. To me, it wasn’t passive income at all; it was a business.

Technically, the government would call it passive income. But they don’t have anything to do with reality.

When it comes to passive income, I only invest in two things — real estate, for which I pay cash, and good growth stock mutual funds. Active income usually takes the form of a small business idea or your career.

That’s income that you, yourself, are literally creating.

But that’s how I look at that stuff.

Some people may have a different view on it, but I like to keep things simple.

-Dave Dear Dave, I’m following your plan and trying to find different ways to save money. What’s a good way to decide whether or not you need full-coverage insurance on an automobile?

-Barbara Dear Barbara, I think you should look at a couple of things. First, you need full-coverage or collision if you don’t have a lot of money, because you’ll end up walking if the car gets totaled. You need this coverage even if it’s a $2,000 car.

You might keep the deductible a little high to save on premiums and then, if something unexpected happens, you can cover the out-of-pocket expense with your emergency fund.

Let’s say you have $50,000 in savings. You’re driving a $5,000 car, and you decide to drop collision coverage because you’re thinking if you total it you can just write a check and replace the car. You can, but then you have to look at the other side of the coin. What does this collision coverage cost per year versus the $5,000 risk you’re taking?

I’ve run those numbers a few times, and generally I find collision insurance to be a pretty smart buy!

Upsala Upstage Players Perform “The Mousetrap”

The Upsala Upstage Players will be performing, “The Mousetrap”, by Agatha Christie. A group of strangers is stranded in a boarding house during a snowstorm, one of whom is a murderer.

The suspects include the newly married couple who run the house (Chantelle Frie and Larry Johnson) and the suspicions in their minds nearly wreck their perfect marriage. Other suspects include a spinster (Wendy Rene) with a curious background, an architect (Joe Swanson) who seems better equipped to be a chef, a retired army major (Mark Koehn), a strange

little man (Bill Davison) who claims his car has overturned in the snow, and a magistrate (Pam Schoon) who makes life miserable for everyone.

Into their midst come a policeman (Mark Kuepers), traveling on skis. He no sooner arrives, when someone is killed! And the only voice of reason they have is the one of the radio (Maggie Johnson).

Perfomances will be at the Upsala High School Auditorium on Saturday, January 31st and Monday, February 2nd at 7:30 p.m. and Sunday, February 1st at 2:00 p.m. Tickets are available at the door.

Keep making adjustments, using your experience as a guide.

• Define the problem better. Analyze the situation – what you want to achieve, what your strategy is, why it didn’t work and so on. Ask yourself if you’re really viewing the problem correctly. If you need money, for example, one option is to increase revenue – but you could also try cutting expenses. Think about what you’re really trying to do.

• Don’t be a perfectionist. You may have an idealized vision of what success will look and feel like. Though that can be motivational, it may not be realistic.

Succeeding at one goal won’t eliminate all your problems. Be clear on what will satisfy your objectives, and don’t dwell on superficial details.

• Don’t label yourself. You may have failed, but you’re not a failure until you stop trying. Think of yourself as someone still striving toward a goal, and you’ll be better able to hang in there for the long haul.

• Pick your battles. You’ve got to know when sticking to your position is going to be worth the time and energy, and when to back down in order to

conserve your resources for the next confrontation. You don’t have to succeed all the time to win in the end.

• Don’t play it too safe. In order to succeed, you’ve got to be willing to fail.

The people around you will catch on to your dislike of risk if you never take on a difficult project or an ambitious challenge. Don’t shy away from hard work if you want your boss, or your teammates, to believe in you.

A Closer Look at Tumbling Gas Prices and More Consumers pulling into gas stations all over the nation are smiling at the prices they see posted on the pumps. The worldwide price of crude has been in a free-fall the past few months, and those lower prices for oil are showing up at the pump.

The price of gasoline, which was between $3 and $4 per gallon last summer, is now under two bucks as we all take advantage of these new, lower prices for energy. It’s been at least five years since we’ve experienced this level in the cost of gasoline. And since it takes about half the amount of money to fill up as it did at the height of gas prices, one positive result is a tremendous amount of additional spending power left in consumers’ hands. Overall, this is very positive for the U.S. and world economies.

We may be approaching a case of “too much of a good thing” in terms of its effect on other segments of the economy. The value of crude oil dropping by 50 percent obviously has serious implications for those who produce energy.

States such as North Dakota, Oklahoma

and Texas are seeing their tax revenue from oil dropping. Also being affected are those in the business of producing ethanol, and in this case, the impact is dramatic. Coming off a year of excellent profits, caused mainly by the drop in the value of corn, ethanol production has gone to a break-even proposition at best in just a few short months. As the price of gasoline has come down, so has the value of ethanol. Hovering near $1 per gallon, the current price is below the break-even point for many producers and they are losing money.

Those in attendance at last Saturday’s annual meeting of the Chippewa Valley Ethanol Company in Benson heard a presentation by Logan Caldwell of Kingwood, Texas. He explained that ethanol will continue to be blended with gasoline because of its boost to the octane rating. He sees a value of at least $1 per gallon of ethanol because of that reason alone. Mr. Caldwell also said he believes the oil companies would continue using ethanol as an octane booster even without the federal mandate of the Renewable Fuel Standard.

While on the subject of energy, another major change from just a year ago pertains to propane. Last year at this time, we were dealing with skyrocketing prices of LP and shortages of product.

so far, supplies of propane are in good shape. Several suppliers also made significant investments in larger storage facilities, which has also helped the supply situation. In addition, as with other forms of energy, the price of propane has also moderated.

A bill was introduced last week that’s the result of a working group dealing with the subject of child neglect or abuse. Similar to legislation I introduced, it calls for the repeal of state law that says authorities cannot use “screened out” reports when dealing with potential cases. This larger bill also mandates that all reports of possible abuse or neglect be reported to law enforcement, in addition to social workers relying less on family assessments and more on intervention. This legislation comes as a result of the highly publicized case in Pope County that resulted in the death of a 4-year-old boy.

“The way a command is given affects the way the movement of the unit is executed,” is the opening sentence in The Drill Pad. The importance of giving a proper military command is further described in The Army Study Guide: “A correctly delivered command will be understood by everyone...and demands willing, correct and immediate response.”

One wonders if the writers quoted above read what David wrote in Psalm 29: “The voice of the Lord is powerful... and...majestic!” Throughout this Psalm the results of “the voice of the Lord” are staggering. That phase - “the voice” - occurs seven times in this Psalm and coincides with the number of times that the same phrase appears in Genesis 1.

Both passages of Scripture express one theme: “The glory, power and majesty of our God rest upon all of His creation.”

His might can be seen everywhere: the skies, the seas, on land, in the wilderness; in the mighty mountain ranges, the terrible results from bolts of lightning when they strike the earth. His power is seen when animals give birth to their young. He can even be seen in the desert regions! The glory of God is revealed wherever man looks!

Some may refuse to hear His voice or have no desire to respect the power in that voice. Those of us who do, however, are blest. Yet, we are left with two nagging questions: Why have we been chosen to see the power and majesty of God while others cannot see Him? And then, what is our obligation to God and to them?

Dairy Princess Candidates Sought The American Dairy Association of Todd County is seeking candidates to participate in this year’s dairy princess/dairy ambassador program. Dairy princesses and ambassadors serve as good will ambassadors for the dairy industry by appearing at various promotional events and speaking to consumers and the media. The princess contest will be held Saturday, March 7, 2015 at the Browerville Community Center.

A dairy princess must be a high school graduate by July 1, 2015 and not yet 24 years old. Dairy ambassadors must be in 9th, 10th, 11th or 12th grade. She or her parents must be actively engaged in the production of milk for sale to a licensed plant during the current year. A candidate also

qualifies if she or her parents are employed on a dairy farm in a dairy-related capacity.

County dairy princesses are eligible to attend a statewide promotion training seminar to be held this spring and may apply to be considered as a finalist for the Princess Kay of the Milky Way title. Twelve finalists will be selected to compete for the Princess Kay title in August.

At all levels of competition contestants are judged on their communication skills, personality, enthusiasm for dairy promotion and general knowledge of the dairy industry.

Kresha Invites Public to Child Protection Task Force Hearing this Friday Rep. Ron Kresha, R-Little Falls, is inviting members of the public to attend Friday’s meeting (January 30th) of the Governor’s Task Force on Child Protection taking place at The Initiative Foundation in Little Falls. Kresha is the House Republican representative on the Task Force, appointed by Governor Dayton to join representatives from the four legislative caucuses last fall.

The Task Force meeting will begin at 11 AM and last until 1 PM. “The Task Force is looking for input, ideas, and feedback from all parts of Minnesota, and I look forward to welcoming my colleagues to the great city of Little Falls,” Kresha said. “I believe it is important that all areas of the State have an opportunity

to attend and contribute to the Task Force.”

The meeting is open to the public, and public testimony will take place near the end of the meeting. Members of the public interested in offering testimony are asked to sign up at the meeting, and are limited to two minutes. Other items on the agenda include a presentation from the Stearns County Screening Team, a presentation

by Safe Generations on the Importance of Family Engagement and Child Safety, and an update from the Family Assessment Workgroup.

January 21, 2015: The TCSO received a scam complaint from Update Building Supplies in Grey Eagle, MN. The business received a FAX from American Yellow Group Inc. of Bulgaria. The FAX was an invoice for the collection of nearly $500.

Update Building Supplies reported that they have never done any business with the company. An on-line search of American Yellow Group Inc. revealed numerous scam related complaints against the company. The TCSO reminds citizens to be aware of these types of scams.

January 21, 2015: At 09:50, TCSO received a report of a one vehicle property damage accident on County Road 33 at the intersection of 130th St. just south of Grey Eagle. Katelyn Duclos, city of Freeport, was driving her 2008 Pontiac Grand Prix northbound on County 33 when she struck an animal in the traffic lane. This caused Katelyn

to lose control on the ice covered roadway.

Katelyn slid off the road sideways and struck a street intersection sign. Katelyn and her passenger were not inured. The car received moderate damage to the passenger side.

January 22, 2015: At approximately 13:19 hours the TCSO received a motor vehicle accident report at the intersection of Co Rd 13 & Co Rd 39. Darrell Bacon was driving his brother’s 2014 Toyota Rav4 eastbound on Co Rd 13 from HWY 287 when he was struck by a semi truck. Loran Wolbeck was driving a 2009 International owned by Rahn’s Oil & Propane out of Melrose, MN. Wolbeck was traveling northbound on Co Rd 39 and was leaving the stop sign when he struck the rear passenger’s side of Bacon’s vehicle. There were no injuries reported in the accident and both vehicles sustained damage. The MN State Patrol and Petrie’s Towing assisted at the scene.

Local Municipality Minutes Melrose City January 8, 2015 The Melrose City Council met in a Regular Meeting on Thursday, January 8, 2015 at 6:00 p.m. at the Melrose City Center pursuant to due notice being given thereof. Present were Council Members Jenny Mayers, Dick Christenson, Tony Klasen, Josh Thieschafer, Mayor Joe Finken, City Administrator Michael Brethorst, and City Clerk Patti Haase. City Administrator Brethorst opened the meeting. Also in attendance were several American Government students from the Melrose Area Public High School. The Council then recited the Pledge of Allegiance.

The City Administrator administered the Oaths of Office to Mayor Joe Finken and Council Members Dick Christenson and Josh Thieschafer who were elected in November 2014 to serve for fouryear terms. Mayor Finken presided thereat.

A motion was made by Ms. Mayers, seconded by Mr. Christenson and unanimously carried to approve the agenda as submitted.

Mayor Finken welcomed the Council Members and is looking forward to working with them and the community.

The following items were considered for approval under the Consent Agenda: a. the minutes from the Council’s December 11, 2014 Regular Meeting and the December 17, 2014 Special Joint Meeting with the Commission. b. 1) Assistant Weed Inspector: Mayor to appoint for a one-year term. Streets/Parks Supervisor Mark Maus has served in this position in the past and will accept reappointment.

2) City Forester: Mayor to appoint for a one-year term. Streets/ Parks Supervisor Maus has served in this position in the past and will accept reappointment.

3) Animal Control Officer: Mayor to appoint for a one-year

term the Melrose Police Department as the City Animal Control Officer. c. Animal Shelter: The Council also gave consideration to designating the Minnesota Veterinary Associates, Inc. as the Animal Shelter. d. Resolution No 2015-1, Resolution Designating Official Depository and Supplemental Depositories for City Funds. This resolution designates the depositories of City funds for 2015. Central Minnesota Credit Union, Melrose, and Freeport State Bank, Melrose were designated for 2015 and the Finance Director was given the authority to name additional depositories for the deposit of funds.

The Council again granted the Finance Director the authority to name the depositories. This could be done with the understanding that Central Minnesota Credit Union, Melrose, and Freeport State Bank, Melrose would also be used as depositories.

The motion designating the depositories of City funds should include the following, “For the purpose of being certain that all funds in financial institutions will be insured, the Finance Director shall have the authority pursuant to Minnesota Statutes 118A.02, Subd. 1, to name depositories for the deposit of funds so as to make certain that all City funds are either insured or collateral has been pledged by the depository as security, as permitted by M.S., Chapter 118A.” Ambulance Department uncollectable accounts in the amount of $5,084.86 have been submitted to Revenue Recapture, collections, or written off. A complete list of accounts is on file at the City Office.

There was also a total of $200 collected from Fire Department account holders during this quarter.

A motion was made by Mr. Klasen, seconded by Mr. Thieschafer and unanimously carried to approve the Consent Agenda.

Consideration was then given to the following appointments: 1)

A motion was made by Mr. Finken, seconded by Ms. Mayers and unanimously carried to appoint Mr. Thieschafer as Acting Mayor for 2015.

2) In 2014, Dymoke Law Office PA was appointed to serve as the City Attorneys for general matters.

Correspondence has been received from Dymoke Law Office seeking reappointment for 2015 with the rate of pay for services at $110 per hour.

Recommend the following items apply when making the appointments: a) Statements to be detailed and to include the time spent on each item; b) City Attorney to attend Council meetings with only the first hour of each meeting being charged at the flat rate of $110 meeting lasting one hour or more, all additional minutes, hours etc. to be non-chargeable. If the Council meeting runs less than an hour, each meeting would be charged at a flat rate of $55; c) City Attorney to attend Board/Commission or special meetings upon request with only the first hour of each meeting being charged at the $110 per hour flat rate and all additional minutes, hours, etc. to be non-chargeable. If the Board/Commission or special meeting runs less than an hour, each meeting would be charged at a flat rate of $55; d) The hourly rate to be $110 per hour for general matters; e) Legal costs for special items to be negotiated with an hourly rate and the total cost not to exceed a set amount. Statements for special items to be submitted monthly; f) Copies of statements to be submitted to the Council for their review.

A motion was made by Mr. Christenson, seconded by Mr. Thieschafer and unanimously carried to appoint Dymoke Law Office PA to handle general matters for 2015 with the rate of pay to be $110 per hour.

3) Public Utilities Commission: A motion was made by Mr. Thieschafer, seconded by Mr. Klasen and unanimously carried to reappoint Mr. Christenson as the Council’s representative on the Public Utilities Commission for a one-year term.

4) Planning and Zoning Commission: The Council to appoint one member for a four-year term.

Incumbent Jeanne Kraemer is not seeking reappointment to the Planning and Zoning Commission. With his seating as a Council Member, Planning and Zoning Commission Member Josh Thieschafer has submitted his letter of resignation from the Commission effective December 31, 2014. The Council to appoint one member for a three-year term to fill the vacancy created by the resignation of Mr. Thieschafer. Shawn Mayers and Adam Paulson have submitted an application to serve on the Planning and Zoning Commission.

The Mayor to appoint a Council Representative for a one-year term to the Planning and Zoning Commission. For 2014, Tony Klasen served as the Council Representative.

A motion was made by Mr. Christenson, seconded by Ms. Mayers and unanimously carried to appoint Mr. Mayers to the Planning and Zoning Commission for a fouryear term.

The regular meeting of the Town Board of Burnhamville Township was held December 30, 2014 at Burtrum Community Center. The meeting was called to order at 7:04 p.m. by Chair Mike Berscheit. Members present include Supervisors: Mike Berscheit, Bruce Johnson and Louis Thompson; Clerk Shirley Hulinsky; Treasurer Pam Throener. Others present: Carol Herdering.

Sup. Johnson made a motion to approve the minutes from the regular meeting of November 25, 2014. Motion was seconded by Sup. Thompson. Motion passed.

A motion was made by Sup. Berscheit to pay all bills numbered 5055 through 5062: Rev. $591.31; R&B $5,397.75. Sup. Thompson seconded the motion. Motion passed.

In the road report the contractor and board discussed problem areas.

The board discussed problems with springs in the road by 162nd St west of Burtrum. Contractor will work on sanding icy areas especially on Flicker Road and Explorer Drive.

Treasurer’s report showed a balance of $74,002.69. Treasurer’s report was approved by Sup. Berscheit and seconded by Sup. Johnson. Motion passed.

A motion was made by Sup. Berscheit to adjourn the meeting which was seconded by Sup. Thompson. Motion passed. Meeting was adjourned at 7:22 p.m. Next regular meeting will be on January 27, 2015 at 7 p.m. in the Burtrum Community Center.

A motion was made by Mr. Christenson, seconded by Ms. Mayers and unanimously carried to reappoint Mr. Finken to serve as the Council Grievance Representative for 2015.

The Council next gave consideration to appointing a member to the Ad Hoc Labor & Personnel Committee for future labor discussions. In 2014, Council Member Jenny Mayers served as Council Representative and Eric Seanger served as the Utilities Commission representative for this Committee.

The Utilities Commission will be appointing a representative at its January 12, 2015 meeting.

A motion was made by Mr. Klasen, seconded by Mr. Thieschafer and unanimously carried reappointing Ms. Mayers to the Ad Hoc Labor & Personnel Committee for 2015.

Mayor Finken noted that the Council and Utilities Commission have approved the design work for the 2nd Street NW and 1st Street NE Utilities and Roads Projects. The design work is nearing completion.

The total project cost for both the construction and slip lining is estimated to be $437,400. This would be paid by the various funds accordingly.

After a review of the project costs and the timing of additional projects for 2015, it has been identified that the complete 2nd Street NW portion of the Five Year Capital Improvement Plan (CIP) would exceed the cash available to fund the project planned for 2017; therefore, it is recommended to delay the 2nd Street NW portion of the project until 2018 in the CIP. This would coincide with the expiration of the bond which would allow the City funds to help pay for this and other needed projects.

The 1st Street NE slip line project will still be completed. This project does not impact the General Fund and only affects the Wastewater Fund. St. Cloud Hospital Behavioral Health Clinic to offer Support Group for Eating Disorders In the United States, nearly 30 million women and men of all ages, race and backgrounds suffer from a clinically significant eating disorder, such as anorexia or bulimia, at some point in their lives. An eating disorder affects the entire family.

To help, the St. Cloud Hospital Behavioral Health Clinic is offering a Family and Friends Support Group for Eating Disorders from 5:15-6:15 p.m. the first Thursday of the month at CentraCare

Health Plaza in the Leonard, Street & Deinard room. Upcoming meetings are Feb. 5, March 5 and April 2. Groups are led by a licensed psychologist or registered dietitian and provide support to friends and family through education and sharing with others who also have a loved one with an eating disorder. Each month a different topic will be explored. Attendees will take away tips for making mealtimes less stressful, how to respond to food and body

On Tuesday, House Committees will begin to hold hearings with testimony from state agencies about the Governor’s budget recommendations.

The Senate and House establish their budgets using information from the February forecast, due out in late February. In accordance with Minnesota House Rules, the House Majority will announce a Budget Resolution or net limit in spending in late March. Each House Finance Committee will work within those limits to build the budget.

Must fish in designated area, and have ticket in possession.

All fish entered must be brought to judges stand immediately. Only live and unfrozen fish are eligible.

All holes provided. No power augers in fishing area. Entrant is to maintain holes.

Must have a current Minnesota fishing license and abide by state laws.

Coolers or large containers are not allowed.

No fish houses or vehicles allowed inside of fishing area. All personal articles will be subject to search for illegal fish.

Parking will be provided. Security will be provided.

Decisions of judges will be binding and final.

All ticket sales are final. No refunds.
