Sow seeds of hope -By Harvey Mackay

The most important product that America has managed to produce is not the automobile, television or computer. It is hope – hope not only for ourselves but for the world.

In these times of so much tension and divisive rhetoric, hope is what will sustain us.

America is, after all, a country founded on hope.

Wikipedia defines hope as “an optimistic attitude of mind that is based on an expectation of positive outcomes related to events and circumstances in one’s life or the world at large.”

We recently celebrated Martin Luther King Jr. Day, and few represented hope more than the civil rights leader.

He said, “We must accept finite disappointment, but never lose infinite

Consider also the words of another inspirational pastor, Robert H. Schuller, who said, “Let your hopes, not your hurts, shape your future.”

So it is with a lot of important tasks in life, don’t look back – focus on the future. Our eyes are in front of our head because it is more important to look ahead than to look back.

The future is what we have to work with. Time travel notwithstanding, we can’t change history. But we can sure learn from it.

Businesses thrive on hope. Hope is manifested in long range plans. Hope is apparent in building projects and expansion plans. Hope is what brings new products to the market, and what makes salespeople tick.

Hope is the reason most of us find a way to keep on keeping on. Hope is what helps us get past the bumps in the road and find a better path. Hope is believing that the best is yet to come.

Few people in the history of college sports have had a greater impact than my close friend Lou Holtz. He’s the only coach ever to lead six different schools to bowl games – all within his first two years as head coach at each school. How did he do it? Well, according to coach, there’s really only one way.

“I think everybody has to have four things in their life to be complete,” he told me. “First, everybody needs something to do – something you have a passion for regardless of age. Second, everybody needs someone to love. Third thing, everybody needs something to hope for – something that you’re really

striving to accomplish. And finally, everybody needs something to believe in.”

In my mind, one of the best examples of hope is the backyard gardener. A gardener is someone who believes that what goes down must come up. Planting tiny seeds, hoping the ground is fertile, hoping for enough rain to nourish the seeds but not so much that they will drown, hoping for sunshine and warm temperatures, hoping for a bountiful crop or beautiful flowers.

There are no guarantees when the spade turns the earth in the spring. No way of predicting whether the elements will cooperate. No assurance that the rabbits will stay away from the tempting sprouts. And yet, they hope for a successful growing season when so little is in their control.

When you plant seeds of hope in your garden, or business, or life, there are no promises. But there is a driving force that makes you persevere because you have hope that you will succeed.

You have something to believe in.

During a sermon he delivered in 1890, Bishop Wright was expounding on the notion that the second coming of Christ was near. He said that everything that God had sent man to earth to do was done. A member of the congregation jumped to his feet and said that someday, man would fly.

The bishop responded with the predictable line, “If God had intended man to fly, he would have given him wings.”

“The Good Old Days” -By Tom Kuehne Habits

Sometime when you are faced with a task which requires a minimum of mental concentration, think about some of the unusual habits which we have inherited. I call it inherited, because it is a reaction or belief that we learned from those around us when we were children. Some of these habits appear as things we say, how we correct our children, what things we don’t eat, what church we go to and what political group we favor.

Several weeks ago I helped with serving a lunch after a funeral. I noticed that most of those who drank coffee were older people and when they returned their cups to be washed, almost every cup had about a half of an inch of coffee left in the cup. Why? Because when they originally started drinking coffee, it was brewed by scooping coffee into water, boiling it and the brewed coffee had grounds in it. The grounds sank to the bottom of the cup and as a result the bottom half inch was dumped out. Today, with the use of coffee filters there are no grounds in the cup, but some coffee is still left in the cup. A left-over habit.

When I was a kid, our water always had brown iron grains in it, so the bottom contents were not consumed.

As an adult, when I get a glass of water at the sink, I dump out the last amount of water into the sink. An old habit.

For those of us who have raised a family, we used corrective phrases when correcting or disciplining our children. Many of these words were what we had heard as children, then repeated to our kids and the surprising

thing is when we hear our kids using the same words with their kids. And we thought they were not listening to us!!

Many families on the farm were raised on meals consisting of meat and potatoes. As the children became adults, they had to learn to eat vegetables and some even learned to eat green vegetables. This was breaking a habit.

Looking back, it was as cheep and easy to raise green and yellow vegetables as it was to raise potatoes. That menu was either the cooks choice or what the man of the house wanted to eat.

If our parents or grandparents were liberal or conservative, chances were good that we, their children, would also grow up to be either liberal or conservative. It is not always in relation to their political leanings, but it was how we think or react to life situations. How do we react to government regulations that we may not agree with. What do we do with the money we earn, do we try to save some or do we spend it with the thought that soon there will be more money to replace this money.

Do we withdraw from an acquaintance who has different methods or ideas regarding how we should live. How much criticism are we willing to tolerate from our employer. How much risk are we willing to take to defend our country or constitution. These traits were often something that was passed to us from previous generations, but it has become a part of “you”. We pass these things on to our children and they will probably pass them on to their children.

Hope is free, yet losing hope comes at a great cost. Hope is within all of us.

We just need to let it guide us to a better future.

Just remember the words of Albert Einstein: “Learn from yesterday, live for today, hope for tomorrow.”

The Upsala Upstage Players will be performing “What is Susan’s Secret?”

by Michael Parker and Susan Parker.

Performances will be held Friday, Jan. 27 at 7:30 p.m., Saturday, Jan. 28 at 7:30 p.m. and Sunday, Jan. 29 at 2 p.m. All performances will be held at the Upsala High School auditorium.

The Cider Mill Inn is a somewhat rundown country inn owned and operated by an endearing elderly couple, Michael (Mark Koehn) and Susan (Pam Schoon) Edwards. At first they appear to be bordering on senility, but we quickly learn that they are clever con artists.

Using an elaborate check-in form with duplicate copies, guests are actually signing work contracts.

The characters vary from the worlds most boring man, Jeff Woodson (Jeff Czech), his wife Penny (Jessica Davison) who says he’s had charisma by-

pass surgery. Larry (Larry Johnson), a mild-mannered plumber, and his “busybody” wife Jean (Leonice Prokott).

Next is Bobby (Marc Kuepers), a pleasant young man, and his emotional new bride Jenny (Lisa Hansen). Bill (Bill Davison), a reviewer for a national publication is planning to meet Julie (Wendy Rene), who leaves the audience in no doubt as to why she is there. Murray (Jax Pearson) a very unusual clergyman, finds a girlfriend with Bertha (Leonice Prokott) who is Michael’s sister and a retired army officer.

So, what is Susan’s secret? Come to the show to find out. Tickets available at the door.

Obituaries Marie R. Marthaler

Marie R. Marthaler, age 95 of Meire Grove, passed away peacefully on Tuesday, January 24, 2017 at the CentraCare Health Hospital in Melrose, Minnesota.

A Mass of Christian Burial will be held at 11 a.m. Saturday, January 28 at St. John the Baptist Catholic Church in Meire Grove with Rev. Marvin Enneking officiating and Rev. Ken Thielman concelebrating.

Interment will be in the parish cemetery.

Visitation will be held from 4 to 8 p.m. Friday at the Patton-Schad Funeral Home in Melrose and from 10 to 11 a.m.

Saturday at the church in Meire Grove.

The St. Mary’s Society and Poor Soul’s Society will pray at 6 p.m. followed by parish prayers at 7 p.m. Friday evening at the funeral home.

Marie Rosina Schneider was born November 15, 1921 in Meire Grove, Minnesota to John and Bernadine (Kerkering) Schneider. Marie attended Country School and completed through the eighth grade. She was united in marriage to Gilbert Marthaler on September 10, 1946 at St. John the Baptist Catholic Church in Meire Grove.

Gilbert and Marie made their home on a farm north of Meire Grove for 32 years, where she was a homemaker who enjoyed gardening, canning, and baking. Before her marriage, Marie was a baby nurse for area families and also worked at Weber’s Grocery in Greenwald, the Egg Plant, and Schulzetenberg Hardware in Melrose.

After moving to town in 1978, she served

as an election judge, and cleaned at St. John’s School in Meire Grove for 16 years, retiring at age 88.

She was a member of St. John the Baptist Catholic Church, St. Mary’s Society, Poor Soul’s Society, Holy Rosary Society, St. John’s Mission Group where she served as President for 30 years, and also sang in the church choir for 22 years.

Marie enjoyed quilting and embroidery, working word find puzzles, playing cards and BINGO, and watching game shows and baseball, especially the Minnesota Twins and the Meire Grove Grovers. She was known for her “amazing dressing” at family gatherings.

Survivors include her children, Allen (Jean) Marthaler of St. Joseph, Gary (Irene) Marthaler of Meire Grove, Jan (Chuck) Schaefer of Melrose, and Annette (Jerry) Gruber of Belgrade; nine grandchildren, Amy Trentacoste (significant other, Patrick Geislinger), Jeff Marthaler (significant other, Kate Lechner), Eric (Kayla), Kyle (Amy), and Kurt Marthaler, Nicole (Matt) Lauer and Scott (Kari) Schaefer, Steven (Kayla) and Joseph Gruber; eight greatgrandchildren; brothers and sisters, Clara Frieler of Melrose, Ludvina Ostendorf of St. Cloud, Joe Schneider of Meire Grove, Arlene Gully of Paynseville, and Lorraine Inderrieden of St. Cloud.

Marie was preceded in death by her husband, Gilbert Marthaler on August 10, 2000; sister, Leona Schneider; and brothers, Werner, Leo, and Elmer Schneider.

Serving as casket bearers will be Kyle Marthaler, Kurt Marthaler, Scott Schaefer, Jeff Marthaler, Steven Gruber, and Joseph Gruber. Cross bearer will be Eric Marthaler and scripture bearer will be Nicole Lauer. Readers will be Amy Trentacoste and Nicole Lauer and gift bearers will be Kayla Marthaler, Kari Schaefer, Amy Marthaler, and Kayla Gruber. Honorary bearers will be St. Mary’s Society.

The Mass of Christian Burial, celebrating the life of Dorothy H u b e r t i n a (Lange) Meier, age 95, of Holdingford, MN, International Woman of Mystery, was held 10:30 AM, Saturday, January 21 at the Church of All Saints, St. Mary’s in Holdingford. Burial was in the parish cemetery. She died peacefully in her home on the Meier Farm, very well aware of the love of her family and many friends around her.

Dorothy was born August 13, 1921 in Krain Township, Stearns County, to Henry and Johanna (Gerads) Lange. She grew up in the St. Francis area and graduated

from Upsala High School in 1939. She married Cyril Meier on June 7th, 1945 in St. Francis of Assisi Church in St. Francis, MN. The couple lived on the Meier Farm in Holdingford for 71 years all of their live long days. She was a member of the Church of All Saints, St. Mary’s and the St. Mary’s Christian Women.

She is survived by her children, Lenore (Myles) Dawson, Avon; Leone (Clarence) Fowler, Holdingford; Patrick (Deb) Meier, Holdingford; and her sister Bernice Welters, Crystal and ten grandchildren, and eleven greatgrandchildren.

She is preceded in death by her parents and husband, Cyril, her sisters and brother; Cecilia Livingston, Elizabeth (Walbert) Stueve, Louise (Lloyd) Hagstrom, Virginia (Tom) Gobel and Alfred Lange. Also, her great-grandson, Caden.

Mass of Christian Burial will be held at 11:00 A.M. on Friday, January 27, 2017 at St. Stanislaus Catholic Church in Sobieski, MN with Father Tim Wenzel officiating. Burial will take place in the St. Stanislaus Parish Cemetery in Sobieski, MN. A visitation will be held from 4-7 P.M. on Thursday at the Shelley Funeral Chapel in Little Falls, MN and from 10-11 A.M. on Friday at St. Stanislaus Catholic Church in Sobieski, MN. Parish prayers will be at 6 P.M. on Thursday evening at the funeral home.

Frances M. Bartkowitz was born on June 20, 1937 in Swan River Township to the late Peter and Martha (Wozniak) Bartkowitz. On October 23, 1955 she married Joseph Yasgar in Sobieski. Joe passed away on September 21, 1972.

On August 14, 1976 Frances married Lawrence Lashinski in Sobieski.

Lawrence passed away on April 21, 2010.

Frances was proud of her work at the Royalton School and Lincoln School in Little Falls. Her greatest joy was watching her beautiful flowers grow and bloom every year. Frances also loved to plant a huge garden and proudly sold her fruits, vegetables and flowers at the farmers market. She enjoyed having her family and friends over to her home to visit and

play cards. She was very proud of her Polish Heritage and loved to listen to old time music. Frances went to many garage sales, always seeking a good find and a great deal. She was a life long member of St. Stanislaus Catholic Church in Sobieski, MN. Frances is survived by her children; Mary Yasgar of Sobieski, MN, Ed Yasgar of Little Falls, MN, Rita (Doug) LeMieur of Sobieski, MN, Mike (Carmen) Yasgar of Bowlus, MN, Ronnie (Sue) Yasgar of Flensburg, MN; step-children, Alvina (Ron) Hourscht, Joan (Gene) Kapsner, Bernard (Lyann) Lashinski, Duane (Diane) Lashinski, Delmar (Mary) Lashinski, Nettie (Bob) Okroi and Renee (Emil) Oleson; grandchildren, Aleshia Crawford, Vanessa Lundgren, Darilyn Jackson, Natasha Yasgar, Christopher (Carie) Gilyard, Joe (Kaylee) Tuholsky; 11 great-grandchildren; sister, Betty (Dave) Burton; brother-in-law, James Slattery of Sartell, MN, and sisters-inlaw, Janyce Bartkowitz of Backus, MN, Maxine Bartkowitz of Sobieski, MN, & Phyllis Yasgar of Sobieski, MN. Russell Gjerstad

R u s s e l l Gjerstad, 84, of Long Prairie, passed away on January 19, 2017.

Funeral services will be held on Friday, January 27, 2017, 1:00 p.m., at the American Lutheran Church in Long Prairie with Pastor Bill Bakewicz officiating. Visitation will be held Thursday, January 26, 2017, 5:00 -7:00 p.m., at the American Lutheran Church and on the day of the funeral one hour prior to the service. Full Military Burial will be held at the Woodman Cemetery, Clarissa.

Russell was born August 18, 1932, to Hobart & Ida Elizabeth (Mastrud) Gjerstad in Bertha Township, Todd County. He grew up in Clarissa attending Country School 125 and graduated from the Clarissa High School in 1949. Russell enlisted in the US Army in 1953 and was honorably discharged in 1955. On June 21, 1958, he married Daloris Bain.

In 1962, Russell and Daloris moved to

Clarissa. He worked with Bain Bros Construction from 1962-1972. In 1972, they moved to Long Prairie where Russell worked as the maintenance engineer for American Heritage National Bank until his retirement in 1997. Russell was a member of the American Legion and the VFW. The early years of Russell’s life were filled with adventures including dancing at the Clarissa Ballroom with his wife, snowmobiling and camping with his family, and attending his girls’ LPHS activities. Later in life, his greatest joys included spending time with his children and grandchildren, wintering in Palm Springs, CA, discovering a passion for audio books, and spending time with his schnauzer companion, Tiffy Tu. Russell is survived by his wife Daloris of Long Prairie; daughters & sons-in-law: Lizabeth and Daniel Kellogg of Deephaven, MN, and Kathryn and Matthew Howd of Minneapolis, MN; grandchildren: Haley, Grant, and Cohen Russell Kellogg, and Max, Esmé, and Lucia Howd; sister Phyllis Hegle of Owatonna, MN. Russell is preceded in death by his parents; brother-in-law Dick Hegle, and brother Leonard Gjerstad.

Charles S. “Chuckie” Schneider

C h a r l e s S. “Chuckie” Schneider, 55 year old resident of Flensburg and Little Falls, MN, passed away on Wednesday, January 18, 2017 at the Foley Nursing Center. A Mass of Christian Burial was held at 11 AM on Monday, January 23, 2017 at Sacred Heart Catholic Church in Flensburg, MN, with Father Tim Wenzel officiating. Burial was at the Sacred Heart Parish Cemetery.

Charles Steven Schneider was born on October 26, 1961 in Little Falls, MN to the late Stanley and Violet (Zilkowski) Schneider. He lived with his parents on the farm near Swanville, MN. In 1975 they moved to Flensburg, MN. In 2002, Chuck moved into a group home run by Lutheran Social Services and then to St. Camillus

Chuck attended Little Falls Community Schools and then transitioned to Employment Enterprises, Inc. (EEI) where he worked until he retired in January, 2016. Chuck enjoyed listening to old time music, going to dances, riding his bike, watching the Minnesota Twins and being with family.

Chuck is survived by his brothers, Adrian (Mary) Schneider of Little Falls, Jerry (Jan) Schneider of St. Paul, Stan Jr. of Royalton; sisters, Joyce Karnowski of Maplewood, Judy (Arnie) Rudenick of Forest Lake, Dianne Broughten of Princeton, Karen (Dave) Van Heel of Swanville, Doreen (Greg) Mackedanz of St. Cloud and many nieces and nephews.

Funeral Services were held at 10 am Monday at St. Peter’s Lutheran C h u r c h , Swanville for Kenneth A. Mueller, age 83, of Long Prairie, who passed away T h u r s d a y, J a n u a r y 19, 2017 at CentraCare Health Systems-Long Prairie.

Rev. Kevin Zellers officiated and burial was in the Hubbard Cemetery, Hubbard, Minnesota.

Kenneth Adolph “Ken” Mueller was born on January 14, 1934 to Herbert G. and Ida (Rahn) Mueller in Grandma Rahn’s house in Swanville, Minnesota. Ken was baptized and confirmed at St. Peters Lutheran Church in Swanville. As a child he lived in the Swanville and Long Prairie areas.

While working as a “sewer rat” for J & L Construction Ken went into a café, in Crookston, where he met his future wife Kathleen Grace “Kathy” Hemry. Ken and Kathy were married on November 28, 1955 in Lengby, MN. The family lived in the Lake Beauty and Pillsbury areas for 28 years. After the kids were grown Ken & Kathy moved to the Hubbard/Park Rapids, MN area where they resided until Kathy passed away April 27th, 2004. In October of 2004 Ken moved to the Clotho/Eagle Bend area, he moved to an apartment in Eagle Bend in 2009. Ken moved to the Long Prairie Nursing Home, in June of 2012, where he resided until he passed away.

Through the years Ken worked for J & L Construction as a heavy equipment driver, at an airbase in Grand Forks and at a vault company. As a young man Ken served in the Army receiving an Honorable discharge in 1958. He then worked for many local people doing farm work, cutting pulp wood

Later he had his own farm where he milked cows and raised crops, he also farmed with his brother Don. After Ken stopped farming he worked for Smith’s Redi Mix in Long Prairie, Cumber Construction in Park Rapids and Starry Construction in Long Prairie, retiring from Starry’s in 1993.

Ken liked to fish in his younger days, he loved to tinker with and restore his tractors, go to auctions and help his kids, family and friends with whatever he could. Ken was instrumental in the making of “Memories of the Past,” a booklet about the Swanville/ Pillsbury areas. Ken had a wonderful sense of humor. He was a prankster, a joker, and loved to make people laugh. Everyone enjoyed “The Candy Man” and visiting with him at the Long Prairie Nursing Home. Ken was always looking out for his friends who also resided at the home. Most of all he loved to spend time with his family, especially his precious grandchildren and great grandchildren. Ken will be greatly missed!

Benjamin Heller has been named to the Grinnell College Dean’s List for the fall semester 2016. Heller is one of 261 students honored for outstanding academic achievement by Grinnell College. To make the Dean’s List, students must have a grade point average of 3.75 or above.

Significant Buffer-Strip Concerns Remain as Enforcement Nears A joint hearing before a standing-room audience was held last week at the State Capitol.

The Ag Policy and Environment and Natural Resources Committees heard four hours of testimony from state agencies and others concerned about Minnesota’s buffer law, which was enacted two years ago.

I’m concerned about several aspects of the legislation, which mandates buffer strips of perennial vegetation along public waters and public ditches.

First is the timeline of when these buffers are supposed to be in place. Public waters need to be buffered by November of this year and public ditches by November of next year. Because the scope of “alternative practices” that will be allowed in place of buffers has not been determined yet, and with the discovery in seed mixes of a nasty invasive weed in southern Minnesota known as Palmer amaranth, I think we need to push back the enforcement dates of implementing buffers by at least one year. Counties and local watersheds are also concerned as no funding has been appropriated yet that would allow them to take on the enforcement duties of the law.

The Board of Water and Soil Resources, one of the state agencies working to implement buffers, testified that the alternative practices should be made public sometime in March. As of now, the only such practice allowed in place of buffers is enrollment in a program called Ag. Water Quality Certification.

This program looks at the entire farming operation and scores the various practices employed. If the score is high enough, the farm becomes certified and receives a 10-year certification of compliance with state law.

Farmers, however, need other approaches to improving water quality, such as grassed waterways, ditches with back

slopes that fall away from the ditch, along with various conservation tillage practices and crop rotations. Spring is not that far away – we hope – and farmers need time to plan for these various practices.

The DNR was given the task of mapping all public waters and ditches that require buffers. Since releasing their first map last July, 4,000 change requests have been received from local units of government and DNR staff. There have been over 2,500 map updates, most of which have been very small, according to DNR testimony. To date, they have removed 120 water features from the buffer map and have added 50.

Another of the sticking points of the current legislation is one requiring 50 foot buffers along all public waters. About 80 landowners have requested removal from the public waters inventory because a public watercourse on their property is also a private ditch. If it’s a ditch, no buffer is required, but if it’s public water, the wider buffer is mandated. Along the entire length of a quarter section of land, for example, just over six acres that would be taken out of production with 50-foot buffers.

This is where the biggest problem lies. Since that inventory was done in the 1970s and early ‘80s, there have been many changes to the landscape. I visited with a farmer who was surprised that a public water designation showed up on the map of his farm. The area in question was a low “draw” through the field, but it had been tiled years ago by his father.

There was no grass, or any other evidence of a ditch, just an area through the field a few feet lower in elevation.

In other, similar, cases, what shows on the map as public water, is being totally farmed. The ditch banks may have been plowed shut and there is little or no evidence of a ditch, let alone a public watercourse. These issues need to be resolved so farmers can plan how to comply with the law.

-Durnae Dear Durnae, Absolutely not! It sounds to me like he’s been talking to an insurance agent instead of an investment advisor.

There’s no reason to put a 401(k) into an annuity. Annuities are there to protect money, as it grows, from taxes. Well, guess what? The 401(k) is already protecting it from taxes.

I would roll it into a traditional IRA in a series of growth stock mutual funds. You’ll have half the fees, the advisor won’t make anywhere near the commission he’d make on an annuity, and you’ll get much better results in the end.

Yeah, I definitely wouldn’t go the annuity route. I don’t have a single annuity, and I’ve got a lot of investments.

One of the reasons so many “advisors” push annuities is because they wind up with bigger commissions. Annuities aren’t evil or anything, but they’re definitely not the proper product for you in this situation.

Get away from the guy who gave you this advice, and find a good financial advisor — not an insurance guy — with the heart of a teacher. You need to talk to someone who’s interested in helping you two plan for your future, not theirs!

Burnhamville Township December 27, 2016 The regular meeting of the Town Board of Burnhamville Township was held December 27, 2016 at the Burtrum Community Center.

The meeting was called to order at 7:00 p.m. by Chairman Mike Berscheit. Members present include Supervisors: Mike Berscheit and Bruce Johnson; Clerk Shirley Hulinsky; Treasurer Pam Throener.

Sup. Louis Thompson was absent.

Others present: Ron Schmidt, Rick Baum, Blake Schmidt and Carol Herdering.

The minutes from the regular meeting of November 29, 2016 were approved as presented on a motion by Sup .Johnson. Motion was seconded by Sup. Berscheit.

Motion passed.

For correspondence the township board members received notices from Minnesota Pollution Control Agency about a comment period on Tiered Aquatic Life Uses, election filing information, MAT newsletter and the Swanville/Sobieski Lions liquor license request.

Sup. Berscheit made a motion to approve the liquor license from the Swanville/Sobieski Lions club for the annual fishing contest on February 25. Sup. Johnson seconded the motion. Motion passed.

A motion was made by Sup. Berscheit to pay all bills numbered 5360 through 5368: Rev. $571.90; R & B $3,031.36. Sup. Johnson seconded the motion. Motion passed.

A guest again asked why the township never took over maintenance of Forest Lane. Forrest Lane is a road for public use that was never approved by the township, therefore is a public road that is privately maintained. In 1996 and 1997 the township held a hearing as requested by some property owners on that road. After hearing from several residents and viewing the road, the township board at that time did not approve the road as is for maintenance. The township’s decision was upheld in court. Some landowners are requesting that the township repair the road. The board stated the residents are responsible for the road. Residents need to file a road petition and a public hearing will be held to listen to residents and determine if the road meets township and county road requirements.

In the road report the contractor will work on snow plowing and sanding as needed. There have been problems with snow plowing on Enchanted Loop because of people parking vehicles on the road making it difficult for the snowplow to do a good job.

Treasurer’s report showed a balance of $94,718.55. Treasurer’s report was approved by Sup. Berscheit and seconded by Sup. Johnson. Motion passed.

A motion was made by Sup. Berscheit to adjourn the meeting which was seconded by Sup. Johnson. Motion passed. Meeting was

adjourned at 8:30 p.m. Next regular meeting will be on Tuesday, January 31, 2017 at 7 p.m. in the Burtrum Community Center.

Reorganization was discussed and all items will remain the same as in the past. Ray made the motion to that effect. Mike made the second. Motion carried.

Road and Bridge Report: Ray reported that he and Erv had done some work on the ice heave on Big Birch Lake access. He also asked Erv to sand and gravel hills as needed with the icy conditions. Discussion on the call on 311th – Erv was instructed to keep gravel on the hill and the Board would look at the situation during their spring road check.

Additional agenda items: The weed report was discussed and signed by the weed inspector and the Board Chairman.

Public Comment: None.

Adjournment: Motion by Mike to adjourn the meeting. Ray made the second. Meeting adjourned at 8:35 p.m.

Melrose City January 5, 2017 The Melrose City Council met in a Regular Meeting on Thursday, January 5, 2017 at 6:00 p.m. at the Melrose City Center pursuant to due notice being given thereof. Present were Council Members Dick Christenson, Tony Klasen, Josh Thieschafer, Justin Frieler, Mayor Joe Finken, City Administrator Michael Brethorst, and City Clerk Patti Haase. Mayor Finken presided thereat. The Council then recited the Pledge of Allegiance.

The City Administrator administered the Oath of Office to Council Members Tony Klasen, and Justin Frieler who were elected in November 2016 to serve for fouryear terms beginning January 2017.

A motion was made by Mr. Christenson, seconded by Mr. Thieschafer and unanimously carried to approve the agenda as submitted.

Mayor Finken then opened the floor to public comment. There were no comments.

Resolution No 2017-1, Resolution Designating Official Depository and Supplemental Depositories for City Funds. This resolution designates the depositories of City funds for 2016. Central Minnesota Credit Union - Melrose, and Freeport State Bank - Melrose were designated for 2016 and the Finance Director was given the authority to name additional depositories for the deposit of funds.

The Council may wish to again grant the Finance Director the authority to name the depositories.

This could be done with the understanding that Central Minnesota Credit Union - Melrose, and Freeport State Bank - Melrose would also be used as depositories.

The motion designating the depositories of City funds should include the following, “For the purpose of being certain that all funds in financial institutions will be insured, the Finance Director shall have the authority pursuant to Minnesota Statutes 118A.02, Subd. 1, to name depositories for the deposit of funds so as to make certain that all City funds are either insured or collateral has been pledged by the depository as security, as permitted

by M.S., Chapter 118A.” The Ambulance Department will be taking the EMT Refresher January 20, 21 & 22, 2017 through North Memorial out of Alexandria.

2) The Council next gave consideration to appointing a member to the Ad Hoc Labor & Personnel Committee for future labor discussions. In 2016, Council Member Jenny Mayers served as Council Representative and Eric Seanger served as the Utilities Commission representative for this Committee. The Utilities Commission will be appointing a representative at its January 9, 2017 meeting. The Council to take action appointing a representative to the Ad Hoc Labor & Personnel Committee for 2017.

Mayor Finken appointed Mr. Thieschafer as the Council Representative to the Ad Hoc Labor & Personnel Committee for 2017.

A motion was made by Mr. Christenson, seconded by Mr. Thieschafer and unanimously carried approving the aforementioned appointments.

Mayor Finken stated that over the years, the City has looked to members of the Community to help guide pre-development discussions prior to finalizing draft proposals to the various Boards and Commissions for formal consideration. This has been an ad hoc committee over the years. It consisted of the various Board chairs, however, over time, these members changed and so did the composition of the advisory / sound board organization. It now consists of other people that are no longer associated with a Board and Committee. It is suggested that we return to a Board Chair and Mayor focus vs. the current practice. It is also suggested to change the name to Pre-Development Advisory Committee. This recommendation is made as this group has historically, provided comment on more than just property. It is intended to help clarify the purpose of this ad hoc committee.

A motion was made by Mr. Thieschafer, seconded by Mr. Klasen and unanimously carried to structure the Pre-Development Committee back to its original composition of various board chairs.

Finance Director Beuning stated that in September of 2015, the City of Melrose pledged monetary support to the CentraCare Health Melrose Hospital Building Fund.

In recognition of the generous donation, a plaque will be placed inside the new hospital. The Melrose Public Utilities had opted to use the Melrose Public Utilities logo and will not list its members. The City Council discussed the design of the City plaque.

The Council by consensus chose to use the City of Melrose logo and will not list its members, the same as the Melrose Public Utilities Commission.

Council Member Klasen requested staff to contact CentraCare and should they wish to dispose of the current Melrose City Hospital plaque ask that it be donated to the City of Melrose Historical Society.

Mayor Finken noted that the Melrose Multi-family development project is in need of further assistance, as per Mitch Rengel from Melrose Multi-Family, since the City was not awarded the Work Force Housing Grant in December.

ty. We are awaiting a final number form Melrose Multi-Family in coming weeks. As of now the City of Melrose has committed to the following items as far as assistance to the project.

The City has already committed to: 1. Selling the development property for $1 2. Establish a Redevelopment TIF District upon approval of all financing and funding sources.

3. In exchange for the covenants of the Developer, outlined above, the City will issue a Pay As You Go Note in the amount of up to $594,004 or actual documented costs, whichever is less, subject to the following terms: • Note shall be issued on or around January 1, 2018 following Developer’s submission to the City of paid invoices or other documentation for the site improvement costs associated with the Project incurred after the approval of the TIF District.

• The Note shall not exceed $594,004, but could be less dependent upon the amount of actual increment and paid invoices for eligible expenses actually submitted to the City by the Developer.

• Note payments will be made utilizing 95% of the increment generated by the Project.

• Pay As You Go Note payments will be made twice per year for increments collected the previous six months for a term of ten (10) years. The first payment date shall be August 1, 2019 and continue every six months until final maturity of February 1, 2029 or until the Note is satisfied, whichever is sooner and carry and interest rate of 0% per annum.

The Note is a special and limited obligation of the City. Should tax increments be insufficient to fully repay the Note, the City is not required to make up any shortfalls for any reason.

A motion was made by Mr. Christenson, seconded by Mr. Klasen to close the meeting at 6:15 p.m. in accordance with the protocol for doing so.

Present were Council Members Tony Klasen, Josh Thieschafer, Justin Frieler, Council/Commission Member Dick Christenson, Mayor Joe Finken, along with City Administrator Michael Brethorst, Community Development Director Mike Creelman, Finance Director Tessa Beuning, Development Consultant Traci Ryan, and City Clerk Patricia Haase.

Mr. Creelman and Ms. Ryan presented various business incentives for Council consideration should the developer’s request additional funding.

A motion was made by Mr. Thieschafer, seconded by Klasen and unanimously carried to re-open the meeting at 6:48 p.m.

The Council has provided staff with direction in further discussions with the developer.

The students from Germany will be arriving in Melrose on Thursday, February 16. The students from Ahaus will be departing on Saturday, February 25 and the students from Bühl on Monday, March 6. Last year the Council held an Open House for the students and teachers. The Council to consider hosting the event on Monday, February 20, or Tuesday, February 21 at 6:00 p.m.

The Council by consensus agreed to host the German students and teachers on Tuesday, February 21 at 6:00 p.m. at the Melrose City Center.

Leadership for Successful Employee Management to be taught in Central Minnesota

By Betty Berning, Extension Educator, St. Cloud Regional Office “Leadership for Successful Employee Management,” a labor management workshop, will be taught at the Melrose City Center in Melrose, MN in February and March 2017. Betty Berning, Extension Educator, and Bob Milligan, Professor Emeritus, will teach the four session course.

The workshop will feature a wide variety of employee management topics.

Leadership, supervising, recruitment and culture are just a few of the subjects that will be covered. Through hands-on activities, tool development and class discussions, participants will learn how to become a preferred employer.

08:52 a 2003 Ford Super Duty driven

by Daniel David Weber, of Melrose, lost control of his vehicle on County Road 2 east of County Road 11 and went into the ditch. The vehicle sustained undercarriage damage and had to be towed.

January 22, 2017: At 02:05 Joe Baca (39) of Melrose called the TCSO to report that he was in a 1 vehicle rollover crash. Baca reported that he had rolled his car on Co Rd 2 near the intersection of 245th Ave. in Birchdale Township.

Baca and his juvenile son sustained minor injuries in the crash. The TCSO was assisted on scene by Grey Eagle Fire and Rescue, Sauk Centre Ambulance and Petrie’s Towing.

January 22, 2017: At 05:44 Todd County Sheriffs Office assisted the MN State Patrol with a one vehicle rollover on Hwy 71. Courtney Miller, 21 of Long Prairie, lost control of her vehicle due to icy conditions. Minor injuries occurred. Long Prairie Ambulance and Long Prairie Fire Department assisted with accident.

Morrison County Sheriff’s Office

January 23, 2017: At approximately 6:07 p.m., Morrison County Sheriff’s Office received a report of a man that was run over by a tractor at a residence in Elmdale Township near Upsala, MN. According to the Sheriff’s Office, 80 year old Gerald Vornbrock of Burtrum, MN was attempting to start his “Farmall H” tractor by hand with a hand crank and forgot he had it in gear. As the tractor started, it accelerated forward and Gerald was unable to get out of the way, due to the ice. The tractor knocked Gerald to the ground and the back wheel of the tractor ran over his pelvic area. Gerald was transported to St Gabriel’s Hospital by Gold Cross Ambulance where his condition is unknown.

The Morrison County Sheriff’s Office was assisted by the MN State Patrol, Upsala Fire Department, Upsala First Response Team and Gold Cross Ambulance.

UMN Extension to Host Workshop for Dairy Producers on Robots and Parlors

By Brenda Miller, University of Minnesota Extension University of Minnesota Extension will be hosting a workshop titled, “Robots vs. Parlors: Economics & Options.” This workshop is for area dairy producers who may find themselves at a crossroads between putting in robots for automatic milking, or building a parlor. There will be two workshops this year. The first one will be held on Thursday, Feb. 9 at the Browerville Community Center. The second workshop will be held on Friday, Feb. 10 at Dino’s Eden Lakeside Club in Eden Valley. Both workshops will cover the same content and will run from 10:30 a.m.-3:00 p.m., with registration starting at 10 a.m. There is a registration fee, and includes lunch and speaker handouts.

Jim Salfer with University of Minnesota Extension will discuss options and considerations for robotic milking systems. Kevin Janni with the University of Minnesota will talk about dairy housing and ventilation options.

There will also be a discussion on the economic comparisons of a parlor versus a robotic milking system. Lastly, there will be a panel of local dairy producers sharing their own experiences of deciding between robots and parlors.

It is a great opportunity for dairy producers to explore their options and learn about the considerations that go in to making a decision. Producers from all size farms and stages of life are welcome to attend! It is also encouraged that agri-businesses who work with producers in this position attend.
