Resist the coulda, woulda, shoulda -By Harvey Mackay I just set my New Year’s goals, which are fairly ambitious. And I know I will not succeed at all of them. If I don’t, as long as I have a positive mental attitude it won’t matter if I don’t hit them all.

You are not going to succeed at everything you try.

I don’t look at it as a failure. Look at the percentages over your lifetime. It is onward and upward. I know of no famous people who have ever achieved everything in life they wanted. It is not sound thinking.

The underlying theme in all my books, speeches and this nationally syndicated columns is three words – Prepare to Win. Which book title do you think would be more successful – “Prepare to Win” or “Swim With the Sharks Without Being Eaten Alive” and “You Haven’t Hit Your Peak Yet!” Prepare to Win is boring, but practice and preparation is the game of life.

Never forget if you don’t take aim, you won’t really get a chance to hit your goals.

I have always had two dreams – to be an entrepreneur or a college basketball coach.

Turns out, I am a better basketball fan than a coach. I will support my beloved Minnesota Gophers and professional teams through thick and thin, watching intently while enjoying my popcorn, and leave the strategy and the post-game press conferences to the experts.

So, I followed my path as an entrepreneur. I bought a failing envelope company at the ripe old age of 26 and spent five years pouring my heart and soul into it.

My very understanding wife kept the home

fires burning while I worked my heart out hoping I had what it took.

Few entrepreneurs make it the first time they try. In fact, if you want to triple your success ratio, you might have to triple your failure rate.

Few of us lead unblemished personal or professional lives. It is the ability to overcome our faults, rather than never to experience them, that counts. Theologians are fond of saying that no faith is worth having unless it has been tested. There is not a sin in the catalog of sins that has not been committed by a certified saint. Committed, faced and overcome. That’s what makes them saints.

What is the great lesson that failure teaches?

Failure teaches you not to fear failure, because if you can survive it to fight again, you haven’t failed. You have only heightened your appreciation of success.

I have taken some colossal risks in my career, not without some fear. But it was never fear of failure. I have had spectacular failures. And no, that is not an oxymoron. A spectacular failure can, and often will, lead to your most spectacular success.

With every huge risk I took, I told myself that as long as I hadn’t burned any bridges with my contacts, employees, suppliers or customers, I could recover from just about anything. And along the way I realized that a more dangerous fear would be fearing success, which would hold me back from some pretty remarkable business opportunities.

One thing I know for sure: I never want to live with regrets. Of course, in retrospect there are plenty of instances where I could have done things differently or better. Years of experience help you develop good judgment, and there are times we guess wrong.

But instead of wasting time beating myself up, I turn it into a learning experience.

What would I do differently next time? Should I have asked a few more questions, trusted

my gut instead of my heart? I give myself a day or two to review whatever missteps I can identify, and plan how to avoid them in the future. Failure gives you the chance to start over, just more intelligently. And start over, you should. Don’t let failure destroy your confidence.

Nobody hits 100 percent. Don’t let yourself get down. Life is a journey. Failure will happen a lot in life. It happens to everyone.

There are lots of people who give it everything they have and fail. It’s a journey … a learning experience … onward and upward. You don’t want to look back and have only coulda, woulda or shoulda. You are not a failure. It happens to everyone in life. You must give it everything you have …

Prepare to win.

“The Good Old Days” -By Tom Kuehne Orphan Trains

Recently, there have been several references made on TV regarding orphan trains. I thought there must be a story about these occurrences from the past.

Our federal government decided that we needed to increase our population so that we could increase our agricultural and industrial growth and make us a greater economic power in the world. In the middle 1800's the government looked at all of the “uncivilized” land west of the Mississippi River and created a goal to have it settled by individuals from the eastern US and Europe. To achieve this goal, there was a large written advertising effort to make the undeveloped part of our country appear to be like a gold mine that was there for anyone that went there. The campaign did attract Europeans that were lacking land, jobs, food and in some cases actual famine. They felt that the new country could not be worse than what they had.

Many of the immigrants landed in New York and didn't have funds to go west, so

they began living in the crowded, confined and in many cases, filthy immigrant housing in New York. The females had been taught domestic housekeeping and many of the males had an understanding of farming. Both of these skills didn't create a decent living.

Since they did normal human activities, there was a population growth from additional babies being born. The living space, food, and money was limited, so some of these children began to live on the streets. In some cases disease took one or both of the parents, which made the situation even worse.

Concerned citizens, working without much government help, began to care for the orphans. Since they were lacking funding and space they came up with a solution, which was, that people living toward the west may want these children. Yes, there were families that could afford another child or spouses that were unable to have children that welcomed the orphans. There were also individuals that thought that some of the orphans could be used to supply needed unskilled labor in their farm or business.

There were a few cases of what we call slavery. Some situations were great for both those that adopted and for the children. In other cases the new living conditions were not what the children could accept and they became runaways and in some cases, just disappeared.

I imagine the people were pretty excited to finally see what God had promised them. God promises us so much as well, along with the Hope of eternal life, we also receive help from the Holy Spirit. Galatians 5:22-24 “But the fruit of the Spirit is love, joy, peace, patience, kindness, goodness, faithfulness, 23gentleness and self-control. Against such things there is no law. 24Those who belong to Christ Jesus have crucified the flesh with its passions and desires.” So many things to be grateful and thankful for.

But as I read just a little farther, we find out that one-man disobeyed God! And because of that one sin, God judged the whole nation of Israel. Several people died at the next battle in Ai and the hearts of the people melted like “water”. They lost their courage to keep following God! It’s the same with us, sometimes we sin, and if we let that sin go unconfessed, we become powerless over that sin and in other areas of our lives as well be-

cause sin always separates us from God. In James 5:14-16 it says “Is anyone among you sick? Let them call the elders of the church to pray over them and anoint them with oil in the name of the Lord. 15And the prayer offered in faith will make the sick person well; the Lord will raise them up. If they have sinned, they will be forgiven. 16Therefore confess your sins to each other and pray for each other so that you may be healed. The prayer of a righteous person is powerful and effective.” James is saying, confess your sin!

The prayer of a righteous man can accomplish so much in your life. But, if you ignore your sin, then you are an enemy of God. Galatians 5:24 “Those who belong to Christ Jesus have crucified the flesh with its passions and desires.” So, the question is, are you trapped in sin? If you are, confess that sin and come back to Jesus, He is waiting for you!

more active interest in children that had living needs concerns. The Orphan Trains were discontinued and living needs were provided in the child's home setting.

I recall being told of a family in the 1930's that had 7 children and when a new boy was born there was no way for the family to afford care for another child. The child was offered for adoption to another family.

About 70 years later a retired pharmacist came back to the area he was born in to try to get in contact with his roots. Evidently his

original family made a good choice for him.

Children from the Orphan Train are mostly gone now. It was a partial solution to a problem that existed in our country. I'm sure that it helped other children too.

Eugene Bellefeuille

Eugene “Gene” Bellefeuille, 94 year old resident of Little Falls, MN, passed away Sunday, January 21, 2024 at St. Gabriel’s Hospital in Little Falls, MN. A funeral service will be held on Friday, January 26, 2024 at 12:00 P.M. at the Shelley Funeral Chapel in Little Falls, MN with Fr. Ben Kociemba officiating.

Burial will take place at the Minnesota State Veterans Cemetery north of Little Falls, MN. Visitation will be one hour prior to the service Friday, at the Shelley Funeral Chapel. Caring for Gene and his family is the Shelley Funeral Chapel in Little Falls, MN. Eugene William Bellefeuille was born on July 15, 1929 in Little Falls, MN to the late Eugene, Sr. and Victoria (Valley) Bellefeuille. He attended the Little Falls Schools until the 8th grade. He then continued his education in 1954 at the Dunwoody Institute in Minneapolis, obtaining a tool and die maker certification. He then started working at Earl Manufacturing in Minneapolis until 1959. Gene was united in marriage to Joyce Kohl on October 11, 1958 at St. Mary’s Catholic Church in Little Falls, MN. They lived in Minneapolis and he then worked at Dean Casting in Minneapolis until 1975. He was a member of the Army National Guard from 1949 to 1957 and was active duty with the U.S. Army from 1951 to 1952. The couple moved to Eden Prairie in 1972, and he worked at Watkins Pattern Shop in Lakeville, MN until 1978. Gene then went to work for Northwest Airlines as a mechanic, retiring in 2006. Joyce passed away in 2000. Gene bought a townhouse in Little Falls in 2009, and he resided there until his passing. He also had a lake place on Moose Lake near Burtrum, MN. Gene enjoyed working outside, spending time at the lake place and fishing, barbeque get-togethers, when he would be the main cook. Gene enjoyed woodworking, and made many various furniture items for friends and family. Gene was a member of Little Falls American Legion Post #46.

Gene is survived by his sons, Mark (Mary) Bellefeuille of Little Falls, MN and Dana (special friend Debbie Strandlien) of Alexandria, MN; daughter, Marie (Special friend Bill Smith) Dragert of Grey Eagle, MN; grandchildren, Renee Bellefeuille, Nicholas Beauchene and Andrew Dragert.

Gene was preceded in death by his parents, Eugene, Sr. and Victoria Bellefeuille; sisters, Ella Hassing, Viola Kastner, and Rita Nelson; and brother, Leo Bellefeuille.

Mass of Christian burial for Donald Charles Litchy, age 90, of Holdingford, MN was held Tuesday, January 23, 2024 at the Church of All Saints – St. Mary’s, Holdingford, MN. Interment was in the parish cemetery.

Donald passed away on January 15, 2024, at home.

Donald was born on August 17, 1933, in Magrath, MN to Anton and Ruth (Voytilla) Litchy.

Don grew up on the family farm north of Holdingford with his younger twin sisters and two brothers: Marilyn Von Ruff, Marlene Huyck, David Litchy, and William Litchy. Don attended Holdingford Public School, graduating in 1951. He was united in marriage to Beverly Klein on October 10, 1952, whom he met by giving the Klein siblings a ride to school when he was driving his own siblings there.

Don began his stainless-steel manufacturing career with brothers Fred and Richard Konsor’s start-up company in Holdingford. Working in the early years, Donald and the Konsors designed (without a model or blueprints) and built a machine to spin the stainless-steel “heads” or “caps” for the manufactured barrels or tanks. Later, the company was known as Dairy Craft, Inc., and DCI when the company moved to new facilities in St. Cloud, MN. Don worked his way up in the company from laborer to foreman to sales & service to winning proposals for specialty equipment using his knowledge of individual worker’s speed and ability to manufacture the particular machinery. After retiring from DCI, Don assisted Seitz Stainless of Holdingford in establishing itself in the stainless steel manufacturing community.

Never one to sit still, Don also was a full-time farmer on land purchased from his father and uncle, some of which was the original homestead of the Voytillas. He grew oats, alfalfa, and corn and this being central Minnesota plenty of rocks. He also raised and milked Holsteins for many years before switching to Black Angus beef cattle.

His other interests were aviation and reading.

He earned his private pilot’s license, was a 60year subscriber to Popular Mechanics, and read mountains of books on aviation and aircraft. If you broke it he could fix it! It didn’t matter if it was metal or wood or equipment.

Donald is survived by his children, Lynn Litchy (Tim Lunsford), Richmond, MN, Larry Litchy, Holdingford, MN, 4 granddaughters, 7 great-grandchildren, and brother and sister, William Litchy and Marlene Huyck.

Donald was preceded in death by his parents; his wife, Beverly; his brother, David Litchy; and his sister, Marilyn Von Ruff.

RoseAnn "Rose" Zinter, of Long Prairie, passed away on Friday, January 12, 2024, at the Lakewood Hospital in Staples. Rose was 65 years old.

A funeral service was held Wednesday, January 17, 2024 at the American Lutheran Church in Long Prairie.

Burial took place at Evergreen Cemetery

in Long Prairie.

RoseAnn Zinter left her earthly home on Friday, January 12, 2024, and danced her way into heaven with great joy! Rose Ann Lucille (Tschida) Zinter was born on April 25, 1958, to LaVern and Theresa (Tadych) Tschida in Melrose, MN. She was baptized and had her First Communion at St. Joseph Catholic Church, Grey Eagle, MN. She grew up on the family farm near Grey Eagle, MN. The second oldest of 10 children, she learned early on the value of hard work, caring for others, living faithfully and having fun! RoseAnn graduated from Grey Eagle High School in 1976 and went on to Willmar Vo Tech School, obtaining an accounting degree. After her schooling, Rose worked at several local businesses. While working at John and Shutter Implement, she caught the eye of Robert (Bob) Zinter and they were married on March 3, 1984, at American Lutheran Church in Long Prairie. This verse, found on their wedding folder, beautifully describes their relationship: “The path that leads to happiness is so narrow that two cannot walk on it…unless they become one.” After their marriage, Rose became a faithful member of American Lutheran Church. A honeymoon trip to the Black Hills of South Dakota was shortened to a 2-night stay in Marshall, MN when they woke up to 20 inches of snow on Sunday morning! Rose and Bob made their home northeast of Long Prairie.

She became an integral part of the Zinter Brothers Potato business, doing the bookkeeping, payroll, billing and basically keeping the place running smoothly!

Rose loved playing softball as a youth and continued to be a Vikings fan despite never winning a Super Bowl! Rose enjoyed making graduation quilts for her many nieces and nephews and baking cookies oftentimes getting special requests for certain kinds. Rose set hundreds of beautiful puzzles which Bob then glued together and now has displayed. Bird watching was a natural pastime, as their home near the river attracted many beautiful birds to their feeders. She enjoyed the many trips she and Bob made to the Annandale Flea Market when Bob delivered the bird feeders he made.

Family was very important to Rose, she enjoyed family gatherings, sister outings, and the annual Christmas toast. She consistently acknowledged birthdays and anniversaries. Rose was a generous supporter of Operation Christmas Child through Samaritan’s Purse International providing toys, supplies and shipping costs for the program. RoseAnn was an inspiration to all who knew and loved her. She lived with MS her entire adult life and yet never complained. Her feisty and tenacious attitude set an example of how to get through our own tough times. She taught us what it means to live with grace and dignity. Bob knew he had someone very special, and it was shown to all that saw her in the last hours of her life. She gave us a glimpse of what heaven would be like! Saying over and over, “I am so happy, come along, you can be happy too! I want to go home."

RoseAnn is survived by her devoted husband, Robert; mother, Theresa Tschida; siblings, Jeanette (Dale) Lambrecht, David (Julie) Tschida, Cindy (Art) Johnson, Steve (Kathy) Tschida, Kathy Koester, Tom Tschida, Tim (Dana) Tschida, Sharon (Mike) Navratil and Dan Tschida; 42 nieces and nephews; and 40 great-nieces and nephews. She will also be missed by their Golden Retriever, Abby (the dog with the attitude).

She is preceded in death by her father, LaVern Tschida; brother-in-law, Brian Koester; nephew, Joshua Koester; and in-laws, Don and Ruth Zinter.

Mass of Christian Burial will be held at 11:00 a.m. on Friday, January 26, 2024 at Immaculate Conception Catholic Church in St. Anna for LaDonna F. Reisdorf, age 90, of St. Anna, who passed away at the St. Cloud Hospital on Friday, January 19, 2024. Reverend Steven Binsfeld will officiate. Burial will take place in the parish cemetery.

Visitation will be held from 4:00 p.m. until 7:00 p.m. on Thursday at the Daniel Funeral Home in St. Cloud and one hour prior to services on Friday at the Church. Parish prayers followed immediately by The Daughters of Isabella rosary will be held at 4:00 p.m. on Thursday at the Funeral home.

LaDonna was born on June 3, 1933 in St. Cloud to Bernard and Veronica (Nohner) Danzl.

She married George F. Reisdorf on November 8, 1952 at St. Anthony’s Catholic Church in St. Cloud.

LaDonna was a homemaker and volunteered all of her life. She was a member of Immaculate Conception Catholic Church in St. Anna, the Daughters of Isabella-Stella Maris Circle #558, serving in many positions including Regent, the Serra Club, and the Boy Scouts of America.

LaDonna enjoyed reading, bowling, playing cards, praying, and puzzles. She loved all the time spent with her family, especially the grandchildren and great-grandchildren.

She is survived by her children, George B. (Marcy) Reisdorf of Sartell, Thomas (Karen) Reisdorf of St. Anna, James (Cindy) Reisdorf of St. Paul, Paul (Theresa) Reisdorf of St. Cloud, Steven (Sue) Reisdorf of St. Cloud; 21 grandchildren; 28 great-grandchildren; and many nieces and nephews.

LaDonna was preceded in death by her parents; husband, George in 2001; siblings, Robert Danzl, LaVerne Schille, James Danzl, Darlene Heltemes, Leo Danzl and Mary Kay Conrad.

Joyce Ellen Brever

Joyce Brever, 80 year old of Long Prairie, passed away peacefully on Saturday, January 20, 2024, at the CentraCare Long Prairie Hospital.

A Mass of Christian Burial was held Wednesday, January 24, 2024, at the St. Joseph’s Catholic Church in Grey Eagle. Burial was at the St. Joseph’s Catholic Cemetery in Clarissa, Minnesota.

Joyce Ellen was born on March 7, 1943, the daughter of Raymond and Ellen (Ausen) Sprouse of Clark, South Dakota. The couple raised Joyce and her two brothers, Glen and Danny on a farm, raising sheep, chickens and some other farm animals. Having grown up in the country, after high school Joyce was ready to spread her wings and moved to the twin cities. She lived in an apartment with a friend, Lois, and together they conquered the world. It was her roommate’s brother, Wallace “Wally” that would become the love of her life. Joyce and Wally were united in marriage on August 24, 1963, in Clark, SD. Their union was blessed with four children, Wallace, Julie, Michael, and Dennis. In 1965 after Joyce’s mother-in-law passed away, the family moved to Long Prairie, to be closer to Wally’s family.

Joyce worked at various businesses in Long Prairies including Ben Franklin, the insurance industry and upon retirement worked as a parttime teller. When she wasn’t working, Joyce was on the go! She loved to shop and would never turn down a trip to the casino! Joyce also enjoyed crocheting, traveling, camping, bowling league and being a member of the Red Hats. She and Wally were members of a classic car club and could be found cruising down the road in their 63 Chevy or participating in parades. Even with the wind possibly blowing her hair, you could still see her smile and her red lipstick always present.

Joyce leaves behind her children, Wallace (Debra) Brever, Julie (Dean) Lunser, Michael (Missy) Brever, and Dennis (Melisa) Brever; brothers, Glen (LaRue) Sprouse, and Danny (Patricia) Sprouse; grandchildren, great grandchildren, family and friends.

Waiting for her in heaven was her husband, Wallace “Wally” Brever; parents, Raymond and Ellen Sprouse.

Swanville fourth graders learn about energy efficiency, electrical safety

Swanville Senior High Student of the Month

Swanville Public School is pleased to announce the December Senior High Student of the Month, junior Josie Larum. Josie is the daughter of Julianne Peterson and Josh Larum. While at scool her favorite part of being there is seeing her friends and having a good variety of classes.

She enjoys showing cattle, riding horse and working outside. After graduation she plans on starting to buy and sell livestock, in essence becoming a livestock jockey. She would like to continue to grow her Gelbvieh cattle herd and start a Simmental herd to eventually raise and sell show calves while continuing to expand her grandfather’s herd. Josie has participated in volleyball and band during her time at Swanville. Outside of school Josie shows cattle and participates in 4-H. She has won awards of Grand Champion at the county fair level and has placed second at the State Fair.

Tom Bzdok, Social Studies instructor says, “I have had Josie in several classes over the last few years. During that time, I have seen her make a complete transition as a student.

She has become a very dedicated student with clear goals to achieve. She knows what she wants and puts her best effort into achieving it.

Josie never seems to be bothered by anything.

She always seems to be in a good mood and never fails to greet you in a friendly way every chance she has. Congratulations Josie!”

Math instructor Shelly Peterson adds, “I have known Josie since she was in elementary school. She shared my math classroom for the

first time in junior high. Returning to my classroom as a junior, she has shown tremendous growth. Growth in her classroom responsibilities, interest in learning “math” and focus in doing well in her coursework. She is pleasant, respectful and courteous. I am proud of her self-motivation and congratulate her on this award.”

Josie’s advice for other students is “even if you think you don’t care, put in the work.

It’s more of a hassle to fail than to put in the work and pass.

Stearns Co. Sheriff’s Office

Fire: January 17, 2024: Deputies responded to a shed fire in Millwood Twp. at 9:55 a.m., along with the Freeport and Melrose Fire Departments and Melrose Ambulance Service. The shed was a large pole building that was used to house several goats and pigs. Firefighters, deputies, the owners, and several neighbors worked together to get the animals out of the shed to another area. The fire was eventually extinguished but caused extensive damage to the shed. Unfortunately, two goats did not survive, and numerous others suffered from smoke inhalation issues. The fire was likely caused by a wood stove in the shed. The owner had filled it that morning and had been using it for several years in that shed without any issues.

Car Fire: January 18, 2024: At 12:27 a.m. in Albany Twp. Deputy Salfer, along with the Melrose Fire Department and Melrose Ambulance Service responded to a car fire. The driver was on his way home when he believed he suffered a fuel leak. The car started on fire a short time later and was quickly consumed.

The driver said he saw a small flash before the fire started so he pulled to the side of the road.

He was able to remove all of his belongings before the fire got to the passenger area.

Employees from Stearns Electric Association visited fourth graders in Swanville to share messages of electrical safety and information on the energy industry.

As part of Stearns Electric’s commitment to safety and community, the Cooperative presents an annual one-hour energy efficiency and safety demonstration to fourth grade classrooms throughout its service territory.

Stearns Electric’s live, energized home and farm model serves as the highpoint of each presentation. Used as a tool to show students what can happen when they get too close to electrical equipment, students were fascinated with the electrical sparks and arc flashes demonstrated on the model.

The most important piece of safety information students walk away from the presentation with is the knowledge of how to react in a vehicle accident involving any electrical equipment. As the fourth graders in Swanville can tell you, you should always stay in your vehicle if it hits a power pole, unless your vehicle is on fire. If your vehicle is on fire near a power pole or other electrical equipment, you should jump out of your vehicle, keeping your feet together and your arms crossed, and shuffle as far away from the accident as you can.

Following each demonstration, one lucky student was selected to dress up as a line worker. Donning a hard hat, rubber gloves, pole climbers, safety glasses and a utility belt, these students got to experience the real-life equipment line workers use daily.

Prior to the presentations, students learned about basic electricity principles as

part of their school curriculum. Throughout the one-hour sessions, students reviewed the things they had learned, including the different types of electricity, conductors and insulators, and sources of energy.

Swanville Junior High Student of the Month

Swanville Public School is pleased to announce the December Junior High Student of the Month, eighth grade student Matea Allen. Matea is the daughter of Heather and Matthew Allen.

She enjoys reading, playing catch in the summer, cooking and baking, and playing board games with her family. She plans to attend college to become a registered nurse. Matea’s favorite thing about school is her friends because they make school a lot more fun and interesting. Her advice to

other students is “Be yourself and don’t be afraid to speak up for yourself and others.”

Matea is involved in softball and theatre.

She is consistently on the Honor Roll and has been selected as the student of the month previously. Outside of school, Matea is involved with various charitable organizations.

Language Arts instructor Chantelle Frie says, “Matea Allen has proven herself time and again as a diligent, hardworking, understanding, dedicated, reliable, and pleasant young woman. Matea is a joy to have in class as she is a thoughtful, responsive, and engaged student.

Matea is not afraid to take on a challenge, try something new, or entertain a new idea. I have also enjoyed seeing Matea blossom as an actress in her stage presence and confidence over the last three years. Congratulations, Matea, on being recognized for your outstanding qualities.”

Listen to what he has to say about being so far behind with his bill, but at the same time you need to let him know that you can’t function as his bank. You’re a small business, and you need your money.

Some kind of understanding and agreement has to be reached.

soon as possible. At the very least, he needs to do something to reduce the amount owed within 10 days. You’ve provided services for him, and you’re owed money that’s long past due, so there’s nothing wrong with this.

I’d also establish an understanding that once he’s caught up on the past due amount that all payments for services going forward will be due within 14 days after delivery.

Now, he may not like this. If he pushes back too hard, you may have to switch to a cash-only basis with payment due on delivery. If it were me, and he didn’t like any of these options, I’d politely suggest he take his business elsewhere.

Like I said, he’s probably not a bad guy, just another small business person who’s disorganized. That’s not an uncommon thing. But you definitely need to correct this behavior before it gets any further out of hand. You’ve got a business and a livelihood to think about, too!

Dear Motor Medics, My car runs pretty well, and I am not one to bring it in just to have it checked over once in a while. I am more of the kind of person who visits the shop once the car has broken down. After listening to your show, I am thinking I may be able to save some money by doing some preventative maintenance instead of waiting for major breakdowns. Recently my brakes started making some noise, but they don’t do it every day. How can I tell the difference between needing brake repairs or if it’s just a little noise; and if I wanted to be proactive on brake maintenance how often should they be checked? Grey Eagle City • December 28, 2023 The emergency meeting of the Grey Eagle City Council was called to order by Mayor Joseph Arnzen at 7:00 pm, on the 28th day of December 2023 in Council Chambers. Council members present were Brad Johnson, Roland Ahrendt, Brian Hollenkamp and Chris Browen. There were no council members absent. Also in attendance was Beth Ramacher.

Quotes from John Wiese Ford ($8986.17) and Melrose Motor ($7021.63) were reviewed to replace the head gasket in the F450 Plow Truck. A verbal quote was given from Rock Bottom Diesel for $5000. A motion was made by Brad Johnson to have service done by Rock Bottom, after a written quote was received. A second was made

by Brian Hollenkamp and upon vote, with all members voting in favor, motion carried.

A motion was made by Roland Ahrendt to approve Resolution No. 2023-14: Resolution Adopting Earned Sick & Safe Leave Policy. A second was made by Chris Browen and upon vote, with all members voting in favor, motion carried. The resolution is as follows: WHEREAS, Minnesota’s earned sick and safe time law requires employers to provide paid leave to employees who work in the state; and WHEREAS, the new policy must be in effect on or before January 1, 2024; and WHEREAS, the City of Grey Eagle is a family friendly environment and employer who would like to be supportive to employees in their time off needs; and WHEREAS, the City aims to have equitable treatment of employees; and WHEREAS, Attachment A shows the new policy; NOW, THEREFORE, BE IT RESOLVED, by the City Council of Grey Eagle, that the Earned Sick and Safe Leave Policy shown in Attachment A be added to the City’s Personnel Policy, effective January 1, 2024.

Adopted by the Grey Eagle City Council on this 28th day of December 2023.

ATTACHMENT A: Earned Sick and Safe Leave Policy for the City of Grey Eagle “Earned Sick and Safe Leave” is paid time off earned at one hour of Earned Sick and Safe for every 30 hours worked by an employee, up to a maximum of 48 hours of sick and safe leave per year. This specific leave applies to all employees (including part-time, seasonal and temporary employees) performing work for at least 80 hours in a year for the City. Earned Sick and Safe Leave policy is in accordance with Minn. Stat. § 181.9445-181.9448. a) Eligibility/Accrual: All Employees, except Paid on Call Firefighters or Council Members, are entitled to earn sick and safe leave at the rate of one (1) hour for every thirty (30) hours worked, up to a maximum of forty-eight (48) hours accrued yearly. Accrued and unused hours carry over into future years, up to a maximum of eighty (80) hours accrued overall. When the 80-hour overall limit is reached, accrual immediately stops until usage occurs, at which time accrual restarts (until either the yearly or overall limit is reached).

When the 48-hour yearly limit is reached, accrual does not restart until the following year. The year starts on January 1 and ends on December 31. All employees begin accruing hours on the first day of work, regardless of whether they are full­time, part-time, seasonal or temporary workers.

An employee who is exempt from the overtime provisions of the Fair Labor Standards Act is assumed to work 40 hours per week. b) Use/Purpose: All employees are permitted to use the leave in increments of not less than fifteen (15) minutes. Earned Sick and Safe Leave can be used as it is accrued and only after employees have performed at least eighty (80) hours of work for the City.

Paid Earned Sick and Safe Leave hours will be compensated at the employee’s regular rate of pay.

Employees may only use sick and safe leave for one of the authorized reasons listed below.

Illness: The employee or family members: - Mental or physical illness, injury or other health condition - Need for medical diagnosis, care or treatment, of a mental or physical illness - Injury or health condition - Need for preventative care • When it has been determined by health authority or a health care professional that the em-

ployee or family member is at risk of infecting others with a communicable disease. Whether or not the employee or family member has actually contracted the communicable disease.

• The employee’s inability to work or telework because the employee is: - Prohibited from working by the City due to health concerns related to the potential transmission of a communicable illness related to a public emergency; or - Seeking or awaiting the results of a diagnostic test for, or a medical diagnosis of, a communicable disease related to a public emergency and such employee has been exposed to a communicable disease or the City has requested a test or diagnosis; Safety: The employee or family members: - Absence due to domestic abuse, sexual assault, or stalking of the employee or family member provided the absence is to: - Seek medical attention related to physical or psychological injury or disability caused by domestic abuse, sexual assault, or stalking.

- Obtain services from a victim service organization.

- Obtain psychological or other counseling.

- Seek relocation or take steps to secure an existing home due to domestic abuse, sexual assault, or stalking.

- Seek legal advice or take legal action, including preparing for or participating in any civil or criminal legal proceeding related to or resulting from domestic abuse, sexual assault, or stalking.

Closure: Closure of the employee’s workplace due to weather or other public emergency - A family member’s school or place of care has been closed due to weather or other public emergency. c) Family member includes an employee’s: • Spouse or registered domestic partner • Child, foster child, adult child, legal ward, child for whom the employee is legal guardian, or child to whom the employee stands or stood in loco parentis.

• Sibling, step sibling or foster sibling • Biological, adoptive, or foster parent, stepparent or a person who stood in loco parentis when the employee was a minor child.

• Grandchild, foster grandchild, or step grandchild • Grandparent or step grandparent • A child of a sibling of the employee • A sibling of the parent of the employee or • A child-in-law or sibling-in-law • Any of the above family members of a spouse or registered domestic partner • Any other individual related by blood or whose close association with the employee is the equivalent of a family relationship.

• Up to one individual annually designated by the employee. d) Advance Notice for use of Earned Sick and Safe Leave If the need for sick and safe leave is foreseeable, the City requires seven days’ advance notice.

However, if the need is unforeseeable, employees must provide notice of the need for Earned Sick and Safe time as soon as practicable.

When an employee uses Earned Sick and Safe time for more than three consecutive days, the City may require appropriate supporting documentation (such as medical documentation supporting medical leave, court records or related documentation to support safety leave).

However, if the employee or employee’s family member did not receive services from a health care professional, or if documentation cannot be obtained from a health care professional in a reasonable time or without added expense, then reasonable documentation may include a written statement from the employee indicating that the employee is using, or used, Earned Sick and Safe Leave for a qualifying purpose. The City will not require an employee to disclose details related to domestic abuse, sexual assault, or stalking or the details of the employee’s or the employee’s family member’s medical condition.

In accordance with state law, the City will not require an employee using Earned Sick and Safe leave to find a replacement worker to cover the hours the employee will be absent.

The City must maintain the confidentiality of Earned Sick and Safe records, medical certifications, histories and documents information pertaining to domestic abuse, sexual assault or stalking, and any statement from the employee about the need for leave. Medical records will be maintained confidentially and apart from person-

Further, use of Earned Sick and Safe Leave will not be factored into any attendance point system the City may use. Additionally, it is unlawful to report or threaten to report a person or a family member’s immigration status for exercising a right under Earned Sick and Safe Leave. g) Benefits and Return to Work Protections During an employee’s use of Earned Sick and Safe Leave, an employee will continue to receive the City’s employer insurance contribution as if they were working, and the employee will be responsible for any share of their insurance premiums.

An employee returning from time off using accrued Earned Sick and Safe Leave is entitled to return to their City employment at the same rate of pay received when their leave began, plus any automatic pay adjustments that may have occurred during the employee’s time off. Seniority during Earned Sick and Safe Leave absences will continue to accrue as if the employee has been continually employed. h) Separation of Employment Employees will not be paid for any accrued but unused sick and safe leave upon termination of employment. If an employee separates from employment and is rehired within 180 days, any earned and unused sick and safe leave that the employee had at the time of separation will be reinstated. An employee is entitled to use and accrue Earned Sick and Safe Leave at the commencement of reemployment.

Effective January 1, 2024 A motion was made by Brian Hollenkamp to adjourn the meeting at 7:08 pm. A second was made by Brad Johnson and upon vote, with all members voting in favor, motion carried.
