Rudeness is contagious in the workplace -By Harvey Mackay Germs can run rampant in a workplace, but so can another problem.

Researchers at the University of Florida, presenting their findings in the “Journal of Psychology,” say that rudeness can be contagious.

The researchers followed 90 graduate business students as they practiced negotiation techniques over seven weeks, switching partners several times. Students who described a partner as rude were more likely to be considered rude themselves by subsequent partners more often than those who negotiated with people they felt were polite. The researchers theorize that this suggests that experiencing rudeness may make people more inclined to engage in it themselves.

Do your best to stay polite and courteous all the times, and you may be able to stop an epidemic in your organization.

Workplace rudeness can be a serious problem. It can bring down morale and lead to lost productivity.

Rudeness doesn’t just affect work; it

can lead to lost customers.

A study by the University of North Carolina (UNC) shows that 94 percent of the 775 people surveyed told someone else about their encounters with rude co-workers. Those “someone elses” included peers, supervisors and even people they managed.

What kind of encounters caused such loss in productivity? A few examples of rude behavior included: nasty and demeaning notes, accusations about lacking knowledge, name-calling and challenging credibility in front of others.

The study concluded that employees spent more time disgruntled or worrying about the rude person and less time concentrating on their work. These stats from the UNC survey support that conclusion: • 28 percent lost work time avoiding the rude person.

• 58 percent lost work time worrying about the encounter or possible future interactions.

• 37 percent reduced their commitment to the organization.

• 22 percent decreased their effort at work.

• 10 percent decreased the amount of time they spent at work.

• 46 percent contemplated changing jobs to avoid the rude person.

• 12 percent changed jobs to avoid

the rude person.

This is why it is essential to squash rude behavior the minute it rears its ugly head. Granted, the workplace is not always the easiest place in the world to get along with others. However, it is important to feel respected by others in the workplace. This kind of healthy atmosphere almost always will increase productivity.

Here are some tips from the Mayo Clinic on how to deal with a co-worker who is rude to you: • Hold your tongue. Take some time to cool off if someone is rude to you. Don’t spout off something you will be sorry to have said later. Don’t be sarcastic. When someone says something rude to you, repeat it back to them in your own words and ask the person if that is what he or she is trying to say.

• Be direct. Very calmly tell the other person how his or her comments or behaviors have made you feel.

Make your co-worker aware that it’s a problem for you.

• Tell the person whose behavior is bothering you about it – not other people in the office. Directing your comments to the person is the mature, adult way of handling the matter. No one likes to be criticized publicly, especially before the person with the problem has let him or Harvey Mackay continued to pg 3

“The Good Old Days” -By Tom Kuehne Uncle Hugo

He was tall, thin, smoked a curved pipe and was always old, as I, as a young kid remember him.

He was my Great Uncle, Grandpa’s brother. He was born in the 1800’s in Germany and immigrated to the US as a young man. He served in the German Army, where he was recognized and decorated as a sharp-shooter. He very much believed that if something needed to be done, you must do it yourself.

After immigrating, he married, farmed and fathered 16 children. Three of the children died as very young children. In those days, an undertaker’s services were not always used. Uncle Hugo performed the bodily burial preparation and grave-digging himself.

One of the children died in January, so the grave couldn’t be dug until after the frost allowed digging. The cold weather preserved the small, two year old body until internment.

The years spent on the farm were an economic challenge and it was also a full time job trying to control the 13 kids. The final result was success on both tasks.

After his wife died, the kids left home and the farm was sold, he retired to a small cabin on the lake.

As a little kid, I spent time with him.

He many times showed me the playingcard-sized target which earned him the sharp-shooter decoration. It had a “V” on the front side and the goal was to shoot as close to the point on the inside of the “V”, without touching the “V”.

This was done at 20 yards, a challenge to even see the target, let alone hit the right spot. In his later years the chipmunks seemed to invade his premises and he bragged about how many he had shot over the previous week, always “right through the eye.”

Fishing was his favorite pastime and he really enjoyed this kid coming over to fish with him. I didn’t need to bring any fishing equipment, since he had an extra cane pole. I did always bring along a full can of worms as my contribution to the fishing trip. We would walk on 25

yards of old planks to his dock, where we would spend the evening pulling in perch and sunfish. If you slid off of the old planks, you would have to later explain to Mother why your shoes were wet and had mud almost to your knees.

You had a great deal of satisfaction knowing that you were bringing home food for the family.

Time spent with a kid is so important. I’m sure you have people in your memory that were willing to spend time with you.

• Find a solution. Ask the person who was rude to you to help you solve the problem. Ask for his or her ideas about the problem and what to do about it.

• If nothing else helps, then go to your supervisor. If you’ve truly run out of ideas of how to solve the problem, or if your co-worker is uncooperative, let your supervisor know. He or she may know how to handle the situation or have experience dealing with similar problems in the past.

And speaking of supervisors, a study by the University of Florida found that even the best employees can become negative at work if they think their bosses have treated them with rudeness or are mean-spirited.

That means gossiping, pilfering, backstabbing and long lunch breaks can become the norm.

Managers have to set the tone, starting with the way they treat employees. Management training needs to include an emphasis on treating employees with respect and refusing to accept rude behavior in the workplace.

Want to boil it down to a simple phrase? Treat others the way you would like to be treated.

Obituaries Lavern “Bud” Jonas

The Mass of Christian Burial, celebrating the life of Lavern “Bud” Jonas, age 81 of Albany, will be 11:00 AM, Friday, January 26 at the Seven Dolors Catholic Church.

Burial will be in the parish cemetery.

Bud died Saturday, January 20 at the Mother of Mercy Senior Living assisted living apartments. There will be a visitation from 4-8:00 PM, Thursday and again after 10:00 AM, Friday at the Seven Dolors gathering space. Seven Dolors parish prayers will be at 4:00 PM, Thursday at the church.

Arrangements are being made by the Miller-Carlin Funeral Homes.

Bud was born December 5, 1936 in Farming Township to Raymond and

Katie (Kunstleben) Jonas. He served in the U.S. Army and returned to the Albany area. He married Carol Ann Rothstein on November 23, 1968 in Pearl Lake. Bud worked for the Minnesota Department of Transportation plowing snow and doing road work in the summer. He is a member of Seven Dolors Catholic Church, a member of the Farming and Roscoe Sportsmen’s Clubs and he volunteered with the St. Martin Fire Department.

Bud is survived by his sisters, Mary (Robert) Wehseler, Cold Spring; Evelyn Hoeschen, Buffalo, Chris Hoeschen, Cold Spring and sister-in-law, Kathy Jonas, Albany and close friends, Ray and Mary Lu Forster and family, Albany, many nieces, nephews and friends.

Bud is preceded in death by his parents, his wife, Carol on July 20, 1984; an infant sister, Mary Viola Jonas, his sister, Caroline Kulzer and his brother, Ray “Butch” Jonas Jr., many nieces, nephews and friends.

Patricia R. “Pat” Carstens

Patricia R. “Pat” Carstens, age 78 of Melrose, passed away Monday, January 22, 2018 at the CentraCare Health Hospital in Melrose, Minnesota.

A Mass of Christian Burial will be held at 2 p.m.

Thursday, January 25 at St. John the Baptist Catholic Church in Meire Grove with Rev. Gabriel Walz officiating. Interment will be at St. Mary’s Cemetery in Melrose.

Visitation will be from 1 to 2 p.m.

Thursday at the church.

Patricia Rita Budde was born January 16, 1940 in Melrose, Minnesota to Lawrence and Helen (Rose) Budde. She was united in marriage to Ronald Lieser on May 7, 1960. Ronald passed away and on July 25, 1964, she married Richard “Dick” Carstens at St. Bernard’s Catholic Church in Ward Springs. After her marriage to Richard, the couple moved to Charleston, South Carolina where Dick was stationed in the U.S. Navy. They

moved back to Melrose in 1965 where she was a homemaker, raising four children.

Many years later, Pat and Dick moved to Texas and then Arizona where they started a printing business called Business Cards Tomorrow. They owned and operated the business for 25 years until Dick’s passing.

In 2009, Pat moved back to Melrose.

During her retirement, she enjoyed going to casinos with her brother and sister-inlaw, Sheldon and Joan Budde and her great-aunt, Rita Hiltner.

Survivors include her children, Tim (Kristen) Lieser of Alexandria, Minnesota, Jon (Uyen) Lieser of Utah, Philip (Deana) Carstens of Arizona, and Teresa (Jim) Fernandez of Arizona; ten grandchildren; six great-grandchildren; and brothers, Sheldon (Joan) Budde of Melrose and Mark Budde of London, England.

Pat was preceded in death by her first husband, Ronald Lieser on July 7, 1962; second husband, Richard Carstens on May 16, 2000; parents, Lawrence and Helen Budde; and step-father, Ervin Eichers.

Serving as casket bearers will be Eric Lieser, Michael Lieser, James Fernandez, Kevin Fernandez, Matthew Carstens, Hunter Carstens, and Cody Erkkila.

Cross bearer will be Raschell Carstens and scripture bearer will be Judy Beletti.

William (Bill) Emil Ostendorf, age 77 of Citrus Heights, CA. (formerly of Grey Eagle), passed away surrounded by his loving family on Thursday Jan.11, 2018 after a 15 year battle with COPD. Bill was born February 25, 1940 in Grey Eagle to Bernard and Mathilda (Woeste) Ostendorf. He attended school in Grey Eagle and graduated with the class of 1958. In late 1958 Bill joined the United States Air Force. He retired as Chief Master Sargent in July 1985 after 26 ½ years from McClellan AFB. Bill was stationed at many air bases across the United States and Australia. He was a Flight Engineer, Chief Engineer and a Senior Enlisted Advisor. Bill received many awards for his flights during the entire Vietnam War. He was honored to be a part of bringing POW’s home to America.

Viola P. Wiechmann, age 89 of Melrose, passed away peacefully, surrounded by her family on Saturday, January 20, 2018 at the CentraCare Health Nursing Home in Melrose, Minnesota.

A Memorial Mass of Christian Burial will be held at 11 a.m. Thursday, January 25 at St. John the Baptist Catholic Church in Meire Grove with Rev. Marvin Enneking officiating and Rev. Ken Thielman concelebrating. Inurnment will be in St. Mary’s Cemetery in Melrose.

Visitation will be from 10 to 11 a.m.

Thursday at the church.

Viola Pauline Korf was born July 12, 1928 in Meire Grove, Minnesota to Herman and Catherine (Meyer) Korf. She was united in marriage to Ervin Wiechmann on April 27, 1948 at St. John’s Catholic Church in Meire Grove. She helped Erv on the farm but primarily was busy raising her family. Viola also worked at the Melrose Elementary School in the kitchen as a dishwasher for over 25 years, retiring at age 80. She was member of St. Mary’s Catholic Church in Melrose where she served as sacristan and Eucharistic Minister for many years, Christian Mothers, Sts. Bernard and Elizabeth Council, and the Schanhaar-Otte VFW Post 7050 Auxiliary.

Viola enjoyed embroidering, playing cards, dancing, and loved spending time with her

family farm and his brother Willie’s farm east of Grey Eagle. Bill married Veeta Lyons in 1966 while stationed in Savannah, GA. They lived in many states during his military career and chose California as home. After his retirement from the USAF, Bill worked as a greens keeper at a golf course for 10 years until COPD forced him to retire. Bill loved golfing, fishing and camping, but most of all he loved spending time with family and friends.

Bill has participated in COPD research trials for many years and has donated his organs for burn and cancer victims as well as further COPD research.

Survivors include wife Veeta, daughter Katrina, grand-daughter Yasmin all of Citrus Heights; brother Leander, Tempe AZ; sisters Viola Berscheid, Melrose MN, Joanne (Richard) Heffron and Lorraine Folta Grey Eagle, MN and many nieces and nephews.

Bill was preceded in death by his parents, brother’s Melvin, Wilfred, Gilbert, LeRoy, Edwin, Vernon, Cyril; sister’s Irene, Rita and Anna Mae. A memorial service will be held at St. Joseph’s Catholic Church in Grey Eagle in the summer 2018.

Laura Lodermeier

Laura Helen Maslowski Lodermeier 55 year old resident of Little Falls died Friday, January 19 at the St. Cloud Hospital in St. Cloud. A funeral service will be held on Thursday, January 25 at 11:00 A.M. at Emblom Brenny Funeral Service in Little Falls with Chaplain Gregg Valentine officiating.

Laura Helen Maslowski Lodermeier was born on Easter Sunday, April 22, 1962 at 4:45 P.M. in Little Falls, Minnesota to Richard and Lee Ann (Countryman) Maslowski. She attended St. Stanislaus Catholic School and District #1183 Country School in Sobieski, Lincoln Elementary, Little Falls Community Middle School, and Little Falls Community High School, graduating with “Cum Laude” honors in 1980. She also earned diplomas in pasture management, floral design and gardening and landscaping. On December 8, 1981, she was united in marriage to Jerry Earl Lodermeier in Little Falls, Minnesota. The couple resided on their Misty Acres Hobby Farm in Swan River Township, Morrison County, Minnesota, where they raised their eight children; Kathryn, Christina, Jolene, Daniel, Michael, Sheila, Aaron, and Luke.

Laura had many jobs in her lifetime, including working on the family farm, selling eggs to Trettel Produce in Little Falls, selling baby pigs at the Little Falls Pig Market, babysitting, housekeeping at Christus Group Home in Little Falls, running pony rides, making pickled eggs and gizzards for Herbie’s Bar in Sobieski, working at Swanville Locker, Gorka Catering and Little Falls Greenhouse, making pickled eggs for the Polish Palace in Sobieski, working at Sobieski Co-op Creamery and becoming the first recycling manager at Swan River Township.

She also did volunteer work including Adopt-A-Highway, where she picked up garbage with the Michael “Lody” Lodermeier crew, raising pheasants for the Sobieski Sportsman’s Club, helping out with Sobieski Polish Day, working in the concession stands for Sobieski Skis

Baseball and Sobieski Little Six Baseball teams, getting donations for the Little Falls Flyers Wrestling Booster Club, and helping with the Michael “Lody” Lodermeier Memorial Softball Tournament. But her most important job was being mom, wife, and homemaker.

Her hobbies included collecting antiques, old money, stamps, music, movies, books, growing and arranging flowers, crocheting baby blankets, singing and being an animal lover. She was a member of the Lindbergh Celebration Singers, Little Falls Athletic Boosters, National Home Gardening Club Life Member, Arbor Day Foundation, Minnesota Concerned Citizens For Life, National Rifle Association Life Member, Friends of The Pine Grove Zoo and the U. S. O. (United Service Organizations).

Laura was proud of being part owner of their Misty Acres Hobby Farm, which has been in their family since 1880.

I can’t swing that kind of money right now, and my company told me to get a credit card to cover things. I’m trying to get out of debt, and I don’t like this idea. What should I do?

-John Dear John, Your company should be fronting the money for these expenses. When you talk about the cost of doing business, it’s the responsibility of the company — not the employee — to pay expenses.

If I send someone on the road to make money for my company, I pay the bills. It doesn’t matter if you’re talking about hotel rooms, airfare, or rental cars, those are my expenses. If it’s someone who travels a lot, we give them a company debit card. If it’s just an occasional thing, we’ll give them money out of petty cash. But a company shouldn’t treat its employees this way.

That’s just plain wrong.

It’s a mystery to me how some segments of Corporate America have sold their employees on the idea of being the company bank. Ultimately, the decision is yours. If you don’t mind covering your company’s expenses and getting reimbursed, but you don’t want to go into debt, you’ll have to save and build up a $5,000 business expense fund in a separate checking account.

This should be used only for business expenses, and what’s spent should be replenished immediately when they reimburse you.

You’re in an unusual spot, John. Personally, I think this is an unprofessional way to run a business.

Is this a bad idea?

-Rhonda Dear Rhonda, It’s a really bad idea. Those two have no business thinking about a house right now, and his parents are about to make things even worse with their loving, misguided help.

If you need a co-signer, you’re nowhere near ready to buy a home.

They need to slow down. I mean, they’re just engaged. They don’t even need a house at this point. They should get married, live in a cheap apartment for a while, and work on paying off their debts. After that, they need to save up an emergency fund of three to six months of expenses, then start setting cash aside for a huge down payment on their first, modest home.

These two have a bad case of house fever. And mom and dad need to step back, look at things objectively, and realize they would not be blessing these kids by helping get them into a home they obviously can’t afford!

By Jesse Lovelace The last decade of the nineteenth century was a time of decision for the Catholic citizens of Melrose. The establishment of two parishes, St. Patrick’s for the Irish, and St. Boniface for the Germans, had been accomplished and reflected the conflicts newly arrived citizens of any country faced. While they truly tried to become part of American life, the familiar customs of the old country were never completely forgotten.

Added to the friction between the two cultures was the language problem; newly settled immigrants from Germany wanted pastors who could speak their language and understand their customs. An uneasy compromise was finally reached: the pastor of St. Boniface would administer the German parish and the assistant pastor would administer St. Patrick’s. To further compound the problem, St. Boniface was outgrowing its facilities. A new church was in order.

An architect was hired (George Bergmann, of German descent) in 1897

and in 1898 the cornerstone was laid, observed by a crowd of 5000 people.

A year later, the Church of St. Boniface was dedicated by Bishop James Trobec in attendance with ten priests.

Fast forward to 1993. St. Patrick’s Church has been dissolved, the old conflict between Irish and German has all but disappeared. St. Boniface Church, now named Church of St. Mary, has been placed on the National Registry of Historic Places. For nearly a century, St. Mary’s has both symbolized and embodied the social, religious, cultural, and political activities of the sizable German-American Catholic population of the Melrose area. The church serves as an excellent example of the importance of ethnic parishes to the history of Minnesota’s substantial rural German-American immigrant population in the 19th and early 20th centuries. Bitz and Piecez -By Pastor Bitz The Second Time; Jonah 3:1 Christians are often called children of God; this makes “Father” a fitting title for God, and like children we do not always listen to God the first time and need to be told what to do a second or a third or a 500th time. In Jonah’s case he didn’t listen the first time, got on a ship, got thrown over board, got swallowed by a fish and had to live in the belly of that big fish for three days and three nights, (some time-out!) only to end up barfed up on the beach back in Israel.

“Then the word of the Lord came to Jonah the second time, saying, ‘Arise, go to Nineveh, that great city, and call out against it the message that I tell you.’” I often wonder why children don’t listen the first time, especially when they know there are going to be consequences. Jonah knows better: he’s a prophet; but he goes the opposite way of Nineveh the first time he is called. Jonah, like a rebellious child, acts contrary to God the father’s will.

The surprise in Jonah’s case is the relaxed way he deals with God finding him. The sea is raging, the crew of the boat he is with is panicking and he’s asleep. They get him up, he tells them it is him, they ask what they need to do and he tells them to throw him overboard, logically to his death -- but Jonah is not getting out of going to Nineveh that easily.

The reason Jonah rebels is because he knows God, he knows the Ninevites.

He knows that if he goes and preaches God’s Word to the Ninevites and they hear it and take it to heart and the Holy Spirit calls, gathers, enlightens and sanctifies them like he does his own people they wouldn’t get the punishment they deserve because when people

repent God forgives. The first time God spoke to Jonah he told him he wanted him to go because their evil has come up before him. They were bad people and God wanted to give them a chance to repent and believe in him and be forgiven. Jonah knew this and wasn’t willing to take that chance, he didn’t want the Ninevites to have the chance to experience God’s divine mercy.

I wonder how often the Holy Spirit encourages people to speak God’s Word to someone and they remain silent because they don’t want the person to be forgiven. When I am angry with people I have found myself withholding words of forgiveness, love and mercy because I want them punished just like Jonah wanted the Ninevites punished; but that is not God’s way. “(For God) desires all people to be saved and to come to the knowledge of the truth.” (1 Tim. 2:4) So when we refrain from sharing God’s love with others simply because they are different or we don’t want them to have God’s mercy we are behaving like Jonah. That is not a good thing, because then God has to tell us a second or a third or a 500th time to love our neighbors and enemies as He has loved us.

It would be a sad day if any pastor was disappointed to see his congregation heed God’s Word, repent and believe in Jesus and share that wonderful message of salvation with everyone they can. Once again, a second time, a third time, a 500th time God calls all of us to share his word. Amen. * This is a summary of the sermon delivered on January 21st, 2018

Burnhamville Township December 27, 2017 The regular meeting of the Town Board of Burnhamville Township was held December 27, 2017 at the Burtrum Community Center. The meeting was called to order at 7:00 p.m. by Chair Mike Berscheit. Members present include Supervisors: Mike Berscheit and Bruce Johnson; Clerk Shirley Hulinsky; Treasurer Pam Throener.

Sup. Louis Thompson was absent.

The minutes from the regular meeting of November 28, 2017 were approved as presented on a motion by Sup. Johnson. Motion was seconded by Sup. Berscheit.

Motion passed.

For correspondence the township board members received letters from Todd County notice of taxes received, notice from City of Swanville concerning well head planning meeting on January 3 which Sup. Johnson said he would attend, notice of water drainage seminar, Long Prairie Fire meeting February 7, and confirmation of road recording.

The clerk informed the board the computer broke down and is in for repairs. The supervisors gave the approval to upgrade the computer. Clerk will check prices.

A motion was made by Sup. Berscheit to pay all bills numbered 5513 through 5524: Rev. $652.13; R & B $6,466.85. Sup. Johnson seconded the motion. Motion passed.

Sup. Johnson made a motion to approve the liquor license for the Swanville / Sobieski Lions Fishing tournament held February 24, 2018 on Long Lake. Sup. Berscheit seconded the motion. Motion passed.

Sup. Berscheit made a motion to approve resolution #2017-02 designating annual polling place as the Burtrum Community Center for the township as required by Minn.

Stat. 205.16. Motion seconded by Sup. Johnson. Motion passed.

In the road report the board has viewed tree trimming projects and improvements look good. The board also discussed ideas for 210th Street road improvement project in the spring. Board and contractor will watch roads for icy areas.

Treasurer’s report showed a balance of $106,599.32. Treasurer’s report was approved by Sup. Berscheit and seconded by Sup. Johnson. Motion passed.

Filing for township offices for the March election will be open from January 2 until 5 p.m. January 16, 2018. One supervisor and the clerk are up for election.

A motion was made by Sup. Berscheit to adjourn the meeting which was seconded by Sup. Johnson. Motion passed. Meeting was adjourned at 7:21 p.m. Next regular meeting will be on Tuesday, January 30, 2018 at 7 p.m. in the Burtrum Community Center.

Grey Eagle Township January 8, 2018 Call to Order: Ron Frericks called the meeting to order at 8:00 p.m. The pledge of allegiance was recited.

Members Present: Ron Frericks, Ray Bense, Mary Ann Primus & Mike Rohe.

Agenda Approval: A preliminary agenda was presented. Ron asked if there were additions to the agenda. Ray made the motion to accept the agenda. Mike made the second. All in favor. Motion carried.

Approval of Minutes: The clerk provided copies of the December 4, 2017 minutes to the board. Mike made the motion to accept the minutes, Ray made the second. Minutes approved.

Presentation by Todd County Election Administrators- Todd County Election Equipment Update Plan and Grant opportunities available now and the three year plan.

After the presentation, Mike made the motion, Ray made the second and the Board voted to participate in the Grant process to update election equipment over the next three years.

Town Clerk’s Report: Clerk presented the claims list for De-

cember. Claims list included claims 3133-3144 for a total of $4,608.57.

Ray made the motion to approve the claims; Mike made the second, Motion carried. Mail included advertising, trainings, Census Bureau, Todd County Aquatic Invasive Species Program and P&Z. Reorganization: Meeting times stayed at 8:00 p.m. on the first Monday of the month. All compensation and duties remained the same. Posting places are still in the Township window, the Post Office, the Bank and the Credit Union.

Road and Bridge Report: Ray asked that Herdering Inc. put some work into Cozy Cove and fan out the approach and add some gravel. Ray checked out the minimum maintenance road and thought it could be trimmed up for about $100.00. Mike spoke about the issue of cracking on the Stearns Line Road.

Additional agenda item: The weed report was completed and signed by the Board chair and the Weed Inspector.

Adjournment: Motion by Ray to adjourn the meeting. Mike made the second. Meeting adjourned at 9:05 p.m.

Melrose City December 14, 2017 The Melrose City Council met in a Regular Meeting on Thursday, December 14, 2017 at 6:00 p.m. at the Melrose City Center pursuant to due notice being given thereof.

Present were Council Members Tony Klasen, Josh Thieschafer, Dick Christenson, Justin Frieler, and Mayor Joe Finken, Finance Director Tessa Beuning, and City Clerk Patti Haase. City Administrator Michael Brethorst was absent.

Mayor Finken presided thereat.

The Council then recited the Pledge of Allegiance.

A motion was made by Mr. Thieschafer, seconded by Mr. Frieler and unanimously carried to approve the agenda as amended.

Mayor Finken then opened the floor to public comment. There were no comments.

Approval of the following: a. The minutes from the Council’s November 16 Regular Meeting and the November 28 Special Meeting. b. List of bills in the amount of $220,185.84. c. List of investments for the month of November. d. The Council to give consideration to approval of the following tobacco licenses: 1. Coborn’s Inc. – Coborn’s Store; 2. Melrose 1 Stop; 3. Casey’s General Store #2650; 4.

SPIRITZ Liquor, Inc.; 5. Coborn’s Inc. – Coborn’s Liquor; 6. Dollar General; 7. Casey’s General Store #3657.

Minnesota law requires cities to obtain proof that all license holders provide workers’ comp insurance for their employees. Also, the City must obtain licensees’ social security numbers, and Minnesota and federal tax identification numbers for the Department of Revenue’s use.

Approval of license is contingent upon staff receiving the signed application, all required documentation and the $75 license fee. The licenses are effective January 1, 2018. e. Donation Resolution 1) Resolution No. 2017-70, donation in the amount of $5,000 from Bueckers Environmental Services Inc. towards the City of Melrose

General Fund. As per the direction of the donor, Ervin Bueckers, the Mayor to make a recommendation as to the allocation of the funds.

2) Resolution No. 2017-71, donation in the amount of $500 from Stearns Electric Association Round-Up Program towards the Tri-Cap bus service.

3) Resolution No. 2017-72, donation in the amount of $620 from the New Munich Jaycees to the Melrose Fire Department.

A motion was made by Mr. Klasen, seconded by Mr. Frieler and unanimously carried to approve the Consent Agenda items.

Police Chief Maus presented the Police Department’s November report. He noted there were 275 calls for service during that month, compared to 270 for November 2016. The year-to-date number of calls is 3,218 compared to 3,692 in 2016. A total of 15 citations were written for the month of November. The Department also received 33 agency assist calls. Police Chief Maus reminded everyone that with winter driving conditions, everyone needs to slow down and leave ample space between vehicles.

City Attorney Scott Dymoke reported on projects he has been working on for the City: • Charter Headend Lease Agreement: Worked with City staff on preparing amendments to the Headend Lease Agreement with Charter Communications.

• Lewis Nuisance: Filed Council abatement order and supporting documents with Court Administrator. Scheduled motion hearing and filed motion for court order enforcing Council’s abatement order.

Community Development Director Mike Creelman reported on the Planning and Zoning Commission’s December 4 meeting. Mr. Creelman noted that the Commission reviewed the Portable Storage Ordinance and discussed the ordinance as it pertains to the commercial and industrial districts.

The Commission also discussed amending the non-conforming use ordinances to comply with State Statutes. The Commission also discussed the Stearns County Zoning Amendment allowing light industrial in agricultural zones by the conditional use permit process. Mr. Creelman stated that Stearns County, in conjunction with Centracare, has contacted the City and the Melrose Area School District regarding interest in establishing a sidewalk and trail master plan. A meeting will be held on Wednesday, January 17, 2018 from noon to 3:00 p.m. at the Melrose City Center.

The Council held a public hearing on the 2018 Budget and Tax Levy. The public hearing is to allow public comment and questions. Finance Director Beuning provided the Truth in Taxation presentation.

At the September 21 meeting, the Council first reviewed the proposed 2018 Budget. The preliminary property tax levied to the County at that time was: Initial General property tax: $975,000 Debt Levy: 2008 Fire and Ambulance Station Lease Revenue Bonds: $110,000 2011A GO Refunding Bonds: $340,000 Total Levy: $1,425,000 Since that time, the Council and staff have reviewed the budget to determine where cuts could be made or revenues increased to reduce the property tax levy and arrive at a more balanced budget. Based on those meetings and the cuts proposed, the general levy is proposed to be reduced

to $1,390,000, which is $5,000 more than the final 2017 levy of $1,385,000. This increase is due to an increase in debt payments. According to the information received from the County, the proposed tax capacity for the City is estimated at $2,022,710. This will result in an estimated tax capacity rate of 68.72%, which is a slight decrease from 2017. The 2017 tax rate was 70.93%, resulting in a tax capacity rate decrease of 2.21% from 2016.

According to law, the City now must certify the levy as set in September or it may reduce the levy. It cannot set a levy higher than the proposed levy, which was certified with the County Auditor in September. The proposed general levy of $940,000 plus debt levy of $450,000 results in a total levy of $1,390,000.

After the final levies are adopted, they must be certified with the County Auditor prior to December 31.

Mr. Klasen introduced Resolution No. No. 2017-73, Resolution Adopting the Tax Levy and 2018 Budget / 2018-2022 Five Year Capital Improvement Plan (See attached resolution.) The motion was seconded by Mr. Christenson with a roll call vote recorded as follows: For: Council Members Klasen, Christenson, Frieler, Thieschafer, and Mayor Finken; Against: None.

Minnesota Statutes, Section 462.356, Subd. 2, which requires that the City’s proposed real property acquisitions and dispositions be reviewed by the Planning and Zoning Commission for compliance with the Comprehensive Plan, also applies to the City’s proposed Capital Improvements. In conformance with this requirement, the Planning and Zoning Commission, at its November 7 meeting, reviewed for written comment to the Council the compliance with the Comprehensive Plan of the proposed 2018 non-equipment related expenditures contained in the Five-Year Capital Improvement Plan and Levy Information Years 2018-2022. For reference and comparison, present Year 2017 was also included in the Commission’s review. The Commission determined that the proposed non-equipment related expenditures proposed for Years 2018 is in compliance with

the City’s Comprehensive Plan and authorized the Chair’s execution of correspondence to the Council evidencing its findings. A motion was then made by Mr. Thieschafer, seconded by Mr. Frieler and unanimously carried to adopt the 2018-2022 Five Year Capital Improvement Plan.

There being no other input at the public hearing, the hearing was closed at 6:25 p.m.

Mayor Finken stated that the Council and Commission work jointly to adopt policies that are uniform across both fully integrated agencies; however, each need to have their own policy and adopt them. The Council reviewed the updated Personnel Policies with red-line that shows the proposed Personnel Policies that are nested with the various Collective Bargaining Agreements. Plus, there were edits to reflect actions taken by the Council / Commission that make certain sections obsolete.

Once adopted, all employees are given a copy and expected to read and understand the policy.

They sign receipt of the document.

A motion was made by Mr. Frieler, seconded by Mr. Thieschafer and unanimously carried adopting the Personnel Policies as presented.

Mayor Finken noted that the City and Utility have converted from a Major Medical Insurance Plan to a High Deductible Plan. It is also converting to a Health Savings Account (HSA) and limited Flexible Benefit Cafeteria Plan.

In accordance with IRS rules and Statutory compliance, the City and Utility must update its Flex Benefit Policy. The policy in place was originally adopted in 2003. The new policy will replace in whole the 2003 policy and bring the City into compliance.

A motion was made by Mr. Christenson, seconded by Mr. Klasen and unanimously carried adopting the Flex Benefit Policy as presented.

Finance Director Beuning noted that the State of Minnesota sponsors a deferred compensation post-employment Health Care Savings Plan (HCSP) for municipal employees. These funds are paid for with employees’ wages.

It is a non-voluntary program for employee groups; however, the practice has been for the employee groups to establish the employee contribution based on years of public service. The City has four groups. A motion was made by Mr. Thieschafer, seconded by Mr. Frieler and unanimously carried approving the revisions to the Health Care Savings Plan (HCSP) employee contribution and authorization for staff to submit to the Minnesota

HCSP with an effective date of January 1, 2018.

Mayor Finken stated that the 5th Street NW (Molly Hill) road project has been planned for a traditional mill and over lay for 2018.

In preparation for this, soil borings were conducted. It was determined after the soil borings that the base material is not conducive to sustaining a mill and overlay project.

The soil conditions show saturated soils, stumps and other miscellaneous materials that are causing the road to deteriorate at a faster than normal rate.

It is proposed to table the Molly’s Hill project until after the bridge project is complete. The City does this as the road warrants consideration for total reconstruction. If the road is showing excessive wear in 2018, it is proposed to consider a seal coat project to get another 5-7 years of life out of the road. This would be determined at the 2018 freeze-thaw cycle and after we know when the 5th Ave NE Bridge project will be completed.

Mayor Finken noted that the Stearns County Parks Board has been approached by the Trisko Family to sell their land that is adjacent to the City limits and convert it into a County Park. The County has stated that they are not in a position to acquire additional park space.

The County has asked the City to explore this option. A review of the City’s Comprehensive Plan shows a future need for park space in the northwest side of the City; however, it does not call out this land as the specific space.

A motion was made by Mr. Christenson, seconded by Mr. Frieler and unanimously carried directing the Parks and Recreation Board and the Planning and Zoning Commission to explore the option of acquiring the Trisko property for additional park space.

Mayor Finken noted that all work on the 3rd Street project is now completed including the affidavits and releases. A copy of the two-year warranty is also on file. WSB has reviewed the pay application request and is recommending payment in the amount of $8,698.09. This will close out the project.

A motion was made by Mr. Thieschafer, seconded by Mr. Christenson and unanimously carried approving the final payment in the amount of $8,698.09.

Mayor Finken stated that after the wind storm of September 2017, the City opened the Industrial Park to allow Melrose residents to dispose of damaged trees. This was an exception to previous policy of not sponsoring a brush disposal site managed by the City. The City does

not host a disposal site due to liability and staffing to monitor the site and keep it free and clear of nontrees / brush. Residents can bundle branches and place them at the end of their driveways. They are also allowed to bring their brush to Bueckers Sanitation / Waste Management in Sauk Centre. Options have been looked at to burn the pile of trees. After consulting with the Fire Chief and Deputy Fire Chief, it is determined that burning the pile is not an option due to its size and the amount of time the controlled burn would take. Streets/Parks Supervisor Middendorf is actively seeking quotes to clean the site.

The clean-up will need to be completed by February 28 as the FibroWatt plant will be closing. There are no tree businesses that will take the pile for free as it is in a pile versus standing trees. Two quotes have been received as December 7 in the amount of $16,700 and $37,800.

An additional quote was received from Carr Tree Service for a total of $6,500.

A motion was made Mr. Klasen, seconded by Mr. Thieschafer and unanimously carried awarding the clean-up to the low bidder,

Finance Director Beuning stated that a review of room rental fees has been conducted and it was determined that Melrose is significantly under the going rate which averages $75 and $100 a day; therefore, it is recommended to amend the fee schedule to reflect no subsidized rates as well as the current practices. It is proposed to implement a new $100 security/ damage deposit. This is currently not in policy, but it is recommended as we have seen an increase in spills and damage to table and chairs.

Pruning Apple Trees and Woody Plant Control

By Gary Wyatt, Extension Educator, Extension Regional Office, Mankato Pruning trees, especially apple trees, is recommended between January and March each year to avoid potential disease and insect problems during the summer months. This winter period is also an excellent time to control unwanted or invasive woody trees and shrubs (buckthorn, Siberian elm, Japanese barberry, oriental bittersweet, etc.).

For pruning apple trees, you want to prune the tree to have well-spaced branches and a balanced appearance, while eliminating problematic branches (those that are broken, diseased, or dead).

General pruning guidelines include: remove diseased, broken, or dead branches, remove any downward-growing branches, if two limbs are crossed, entangled, or otherwise competing, remove one of them completely at its base, remove any limbs along the trunk that is getting bigger in diameter than the trunk, remove suckers coming up from the roots or low on the trunk, remove watersprouts, which are vigorous vertical branches, make pruning cuts close to the branch collar at the base of the limb, for larger limbs, start the cut from the underside of the limb to avoid tearing the bark, remove large limbs first, starting with the top of the tree.

The procedure for woody plant con-

trol is to positively identify the tree or woody plant to control, cut the stump, and treat the stump with herbicide and dispose of the brush. Winter woody tree identification is important because deciduous trees have no leaves. Buckthorn usually has a tiny thorn at the very tip of most branches. Other desirable trees have a bud. Buckthorn has male and female trees. Female trees have purplish-black berries and should be selected to control first to prevent spread.

The most effective brush killers for cut stump treatments include Triclopyr as one of the active ingredients. For winter treatments an oil base and ester formulation is best. Follow label directions.

Herbicide treatments are less effective when the sap is flowing.

Cut the tree trunk an inch above the ground and treat the entire bark or cambium layer (outer rim, edges of the stump). If any part of the exposed bark layer is not treated, the tree may resprout. Rope or flag a small plot to facilitate systematic treatment. Monitor treated sites seasonally.

Mayor Finken stated that the City has received the invoice from Stearns County for police services provided under contract. The invoice is in the amount of $48,180 for 876 hours of service A motion was made by Mr. Thieschafer, seconded by Mr. Frieler and unanimously carried approving payment in the amount of $48,180.

Mayor Finken stated that in 2015, the Council commissioned a feasibility study for the 1st Street NE / Bakery Alley project. The data is now about three years old, plus the feasibility study was done prior to the 2016 downtown fire.

WSB has prepared a quote for updating the feasibility study and to make modifications with the additional information relating to the 400 Block. This cost is $2,500 to update the feasibility study and concepts. Another option is for the final design and specifications for the 1st Street NE Project. This would get the project designed and final specifications ready. This would be nested with the 5th Ave NE Bridge project and channel realignment. The cost for this is to conduct the work identified on an hourly basis with a not-to-exceed fee of $72,000 for final design, specifications, and bidding for the proposed reconstruction project.

The items that are proposed include modifying the sidewalk on the north side of 1st Street NE versus on both sides. It also includes costs for paving, creating a parking lot on the west side of the City Center that is currently gravel. By paving the west parking lot, the City would be complying with its own policy of improved service. The paving of the parking lot can be removed if desired. WSB has prepared a rough concept sketch of all the approved / planned improvements. WSB is preparing a more professional cartoon sketch that can be used in the various grant and petitions that will be presented in the coming months.

A motion was made by Mr. Thieschafer, seconded by Mr. Klasen and unanimously carried rejecting WSB & Associates proposal to

update the feasibility study A motion was then made by Mr. Klasen, seconded by Mr. Thieschafer and unanimously carried authorizing WSB & Associates to initiate plans and specifications for the 1st Street NE Project / Bakery Alley / parking lots.

Mayor Finken stated that about three years ago, City Administrator Brethorst was elected to serve on the League of Minnesota Cities (LMC) Board of Directors, which was supported by both the Utilities Commission and Council.

Mr. Brethorst sat on the Board for only one meeting and had to step down due to his 90-day military deployment. The LMC is currently seeking applicants to fill a position on their Insurance Trust Board that covers the General Liability and Works Comp. This summer and spring, they will be seeking applicants to serve on the LMC Board of Directors as well. City Administrator Brethorst would like to submit his name for consideration; however, he will not submit unless he is endorsed by both the Council and Utilities Commission. The time commitment is one meeting a month and a retreat the same time the LMC Board meets, which is during the LMC Annual Conference, which Administrator Brethorst already attends. If Administrator Brethorst does not apply, he would encourage one Council member to submit their name for consideration to apply for the Board position; however, Melrose being who we are and who we represent would fare well in an application process. The Utilities Commission, at its December 11

meeting, made the determination that due to the City’s numerous on-going projects, they would not endorse the City Administrator applying for the LMC Board position at this time. The Council concurred with the Utilities Commission.

The following informational items were reviewed: At the Council’s first meeting in January 2018, consideration will be given to making appointments to the various boards and commissions. Terms are expiring on the following boards and commissions: • Planning and Zoning Commission, two members (four-year term). Terms expiring: Mike Klaphake and Adam Paulson. Both Commission Members are seeking reappointment.

• Utilities Commission’s November 13 Regular Meeting minutes.

On December 1, Streets/Parks Maintenance Worker Romie Bertram received his 25-year recognition award of $100 as outlined in City Personnel Policy – Employee Recognition Program. Mr. Bertram was commended for his years of service.
