If there was ever a question about the character of Generation Z, those born after 1990, I am pleased to report that there are some who act more like adults than those of us who are way past our 21st birthdays.

A budding superstar of this age group is McKay Hatch, a teenager who is the force behind getting a Cuss Free Week declared annually in California during the first week in March. (I already like him no matter how he spells his name!)

He has a following of more than 20,000 members from all over the world in his No-Cussing Club. There are club chapters in all 50 states. There are more than 250,000 words in the English language. Fewer than a dozen are those dirty words that once got your mouth washed out with soap.

Nowadays, that language is heard routinely in conversation, movies, even in the hallowed halls of Congress. Do those words really get the message across any better?

I’ll confess -- I swear sometimes, and I’m not proud of it. The real hazard of using bad language around your pals is that it becomes a habit. At some point, a bad word or two will slip out at a most inopportune time -- during a negotiation, at a social gathering, or over a microphone you didn’t realize was turned on. Embarrassment becomes the least of your worries then.

a prospective employee and an obscenity enters the conversation, the interview is over. I can’t trust that person to go out and represent our company. I had a complaint from a customer once that the salesperson was swearing during a presentation. When I confronted our employee, he didn’t even realize he had used the words. He apologized to the customer, and we handed the very lucrative account to another rep.

The words you use say a lot about you. Bigger words are not necessarily better than smaller words, but they are better than dirty words. Beef up your vocabulary so that you have options when you speak. Try these strategies to improve your language: • Read a variety of materials. Read trade publications, newspapers, magazines, classic books, great speeches, websites or anything that stimulates your brain without contaminating it.

• Use the dictionary. You don’t need the multi-volume Oxford English Dictionary at your fingertips. Your laptop has a dictionary, your smartphone has a dictionary app, and Webster’s has pocket-sized editions that have plenty of serviceable words in them. Look up words you don’t know so that you can use them intelligently in conversation or writing.

• Practice saying new words out loud. It’s not as silly as it sounds. If you want to get in the habit of using the perfect word for the occasion, you must be comfortable saying it. Don’t be a showoff, using big words just for effect.

On the other hand, there’s no crime in demonstrating your competence.

• Play word games. A crossword puzzle or a game of Scrabble can boost your vocabulary without feeling like hard work. And swear words are offlimits in both, so you have to find acHarvey Mackay continued to pg 3

Obituaries Lynn Zoch

L y n n Zoch, 49 year old resident of Swanville, MN, passed away Saturday, January 8, 2011 at her residence.

A Mass of Christian Burial was held at 11 AM Saturday, January 15 at St. John the Baptist Catholic Church in Swanville, MN, with Father Ronald Dockendorf officiating.

Lynn was born January 11, 1961 in Herkimer, NY to Lester and Carole Broadbent. She grew up in Herkimer, NY and graduated from Herkimer High School in 1979. Lynn and Randy Denny lived in Beaumont, TX from 1983-93.

The couple moved to Willmar, MN where Lynn worked as a waitress at Perkins and later at Jennie O Foods.

Theresa A. Bredeck, 98 passed away peacefully at Mother of Mercy Nursing Home, Albany, MN on Saturday, January 15, 2011.

At Theresa’s request, there will be no public visitation or

service.

Theresa was born to the late Williams and Katherine (Klein) Stein in Albany, MN August 13, 1912. She married John Bredeck whom later died in 1945. For most of her life, she worked at Schaefer’s store as clerk. Theresa love

Swanville, MN and built a home for their family. They moved into their new home in 2000. Lynn enjoyed getting together with family and friends. She also enjoyed listening to country music, dancing and fishing.

She was preceded in death by her father, Lester Broadbent.

Mass of Christian burial celebrating the life of Anthony “Tony” Gail, age 71, was held Wednesday, January 19, 2011 at Seven Dolors Catholic Church in Albany. Father Michael Naughton officiated, and burial will take place at a later date in Leavenworth, Kansas.

Tony died peacefully at his home Sunday afternoon surrounded by his family after a hard battle with Pancreatic Cancer.

Anthony was born August 17, 1939 to Charles and Francis (Theil) Gail in Leavenworth, Kansas. He graduated from Immaculata High School in 1957, and joined the US Navy. After discharge, he attended Kansas City, KS Junior College and the University of Iowa. It was in Iowa City that he began is career with the Veterans Administration. Training programs and management positions took him to fourteen VA facilities in nine states from Chicago, IL

Dorothy J. Schneider, age 89 of Coon Rapids, formerly of Melrose, died Tuesday, January 18, 2011 at Homestead of Coon Rapids in Coon Rapids, Minnesota.

Mass of Christian Burial will be held at 11 a.m. Saturday, January 22 at St. Mary’s Catholic Church in Melrose with Rev. Ken Thielman officiating. Interment will be in the parish cemetery.

Visitation will be from 4 to 8 p.m.

Friday and from 8 to 10:30 a.m. Saturday at the Patton-Schad Funeral Home in Melrose. Parish prayers will be at 5 p.m. followed by the Christian Mothers at 6 p.m. Friday evening at the funeral home.

Dorothy worked at Jennie - O - Foods for 36 years. She was a member of St. Mary’s Catholic Church in Melrose and the Christian Mothers. Dorothy enjoyed gardening, canning, and baking.

Survivors include her children, Barbara (Melvin) Tiemann of Anoka, Corinne (Jim) Dykstra of Eagan, Gloria (Kenneth) Vogel of Mission, Texas, Judy (Alan) Nordman of Cottage Grove, and Gary (Leane) Schneider of Coon Rapids; 17 grandchildren, 34 great-grandchildren, and 5 great-greatgrandchildren; and sister, Marceline Rolfzen of Melrose.

Dorothy was preceded in death by her husband, Quentin Schneider on May 12, 1973; parents; brothers, Ervin Bauer, Wilfred Bauer, and Clarence Bauer; and sisters, Mildred Bauer, Mary Ann Zirbes, and Delores Snyder.

Serving as casket bearers will be Mike Tiemann, Brad Tiemann, Jeff Tiemann, Eric Nordman, Brian Dykstra, and Kevin Vogel. Cross bearer will be Quin Nordman and scripture bearer will be Alan Nordman.

After retirement, they operated a dairy farm north of Albany from 1985 until 1990, when they moved to Avon. In 2002, they opened Neighbor’s BBQ and Smokehouse restaurant in Avon. Tony is a lifetime member of the Disabled American Veterans, a 3rd and 4thDegree Knight of Columbus, and a member of Seven Dolors Catholic Church.

Tony is survived by his wife Mary Gail, Avon; his children Pamela (Robert) Braun, Avon; Scott Gail, Spokane, WA; Charles (Kara) Gail, Cottage Grove; and James Gail, Minneapolis. He is also survived by his sisters Virginia (William) Klasinski, Kansas City, MO; Charlotte (Don) Aaron, Leavenworth, KS; and Mary Anne Gail, Easton, KS, his 7 grandchildren, and many nieces and nephews.

He is preceded in death by his mother and father Charles and Francis Gail, and his brother and sister Charles Gail, and Dr.Martha Gail.

Richard A. Koska

Private family services celebrating the life of Richard A. Koska, age 60 of Belgrade will be 2 PM Thursday, January 20, 2011 at the MillerCarlin Brenny Funeral Chapel in Albany. Father Michael Naughton will officiate, and burial will take place at a later date.

Richard died in his home on Saturday after a hard fought battle with cancer.

Richard was born February 7, 1950 to Robert and Minnie (Hoelker) Koska in Belgrade, MN. Richard had a true

love for the land and nature. He enjoyed working on the farm, planting trees, tending to his flower gardens, and the occasional get away to Duluth. He also greatly enjoyed working with his hands.

He was a talented wood worker and craftsman. He also worked in the granite industry most of his life working for Cold Spring Granite for 11 years, and with Murphy Granite for 25.

Richard is survived by his brothers and sister William (Peggy) Koska, Marshal; Edward (Judy) Koska, Nisswa; Lawrence (Sandy) Koska, Richfield; Buddy (Carol) Koska; and Dolly Wilson, Brooten, and many nieces and nephews.

He is preceded in death by his parents, and his sister Mary Koska.

Todd County Dairy Princesses and Jr. Dairy Ambassadors needed

The Todd County American Dairy Association is looking for contestants for the annual Todd County Dairy Princess/Ambassador Coronation contest to be held Saturday, March 5, at the Browerville Community Center.

Contestants for dairy princess must be a high school senior or above and be under 24 years of age. They must be daughters of dairy farmers or work on a dairy farm and have a strong knowledge and passion for the dairy industry along with leadership qualities.

Junior dairy ambassadors must be in

ninth through 11th grade, from a dairy farm and also have dairy knowledge with a willingness to learn. Both dairy princesses and ambassadors will represent the Todd County dairy industry throughout the year. Dairy princesses may have the opportunity to compete at the state level in May for the Princess Kay crown. The entry deadline for the Todd County contest is February 4th.

Free family movie night at Avon Community Church

What started with a desire to give something to the community turned into quite a production! After being displaced from work, one congregation member of Avon Community Church didn’t realize what God had planned for her. While looking for work, she kept feeling that though she wasn’t necessarily struggling, there were probably others who felt like she did. Each day was a different high or low on an emotional, spiritual, and financial rollercoaster. She brought these feelings and concerns to her team at church. Together, with the base of this woman’s idea to provide something to the community, they decided to ask if the church Board would support them in the idea of a Free Family Move Night.

And the Board did.

It wasn’t long after, will a renewed feeling of purpose and direction, this individual brought to life the Minnesota Premiere of “The Secrets of Jonathan Sperry” at Avon Community Church.

With a team of four, communications with Christiano Film Group started, agreements were made, and plans were set into action. It was the team’s hope that those who would come to this event would not only enjoy the free food, music entertainment, and ambiance of a red carpet event but they would also be given the same renewed sense of self worth and peace their displaced friend felt whether they were a volunteer for the evening or a guest.

With business in the kitchen, decorations up, the red carpet rolled out, and the paparazzi camera’s flashing among the screaming fans, guests were given the red carpet treatment. Although the meal wasn’t fancy, it was satisfying.

lar. After stopping at the ticket office, the hallway to the theater was lit with a soft glow leading to the extremely polite doorman ready to collect your ticket and then open the door for you. Once through the doors, the red carpet began.

The coat check clerk smiled kindly offering you your ticket for your coat.

The fans were screaming and asking for your autograph while the “Peace Keepers” were holding them back. Between the flashes you could see the towering pillars and greenery on either side of the carpet along with the soft glowing chandelier. After several pictures and autographs, you were ushered into a relaxing comfy chair with uplifting music being played by the live band on stage.

It wasn’t long and then the lights were turned down and a wonderfully inspiring film passed before your eyes. When the lights came back on you didn’t want to leave. Tonight was a good night.

It wasn’t just a good night, it was a great night! For a few hours, everyone who came felt peaceful thanks to the volunteers and planning of the group at Avon Community Church. Those who needed to lower their meal budget or a chance to get away from the daily financial worries could do so there. Best of all, the movie was excellent for the diverse crowd between the ages four and seventy-four.

Well, even though last year’s movie was currently in theaters, Avon Community Church is sure you will enjoy another great evening this year with Letters to God. Previously in theaters Spring of 2010, this movie will hopefully bring you a night of peace in a different way - by mail.

I Want to be Treated Like the Dog -By Saralee Perel The first time is always the toughest. I knew it would be terribly hard for my husband Bob. All through the night before, he thrashed around in bed. At one point, I thought I

heard him crying.

“It’ll be fine, sweetheart,” I said, snuggling with him.

“Maybe I should cancel the appointment,” he said.

“No, honey. Don’t cancel it. You’ve already cancelled twice. You’ve got to go through it someday, and tomorrow’s just as good as any other time. I think you should just get it over with.”

He finally got out of bed at dawn, having had no sleep. He knelt down be-

side our dog Gracie and kissed her on the forehead. “I’m sorry,” he said tearfully.

“Bob, she’s just getting groomed, for heaven’s sake.”

“But what if they hurt her?”

“Grooming is all they do. She’s got all that matted fur. You’ve got to pull yourself together and be strong. You slept like a baby the night before my surgery.”

“But this is different,” he said caressing her. “She’s not my wife. She’s my dog.”

At nine o’clock, he called the grooming place. “If she’s in pain, you’ll stop, won’t you?”

I grabbed the phone and whispered to him, “You called them yesterday and said the same thing.” I apologized to the secretary. “My husband’s a dork,” I said.

“That’s a great idea.” He went to the medicine cabinet and took one himself. Then he slept until her appointment time. After he dropped her off, he called me from his cell phone. “It’ll take 3 hours,” he said, sighing heavily.

“You’re right near the pond,” I said.

“Why don’t you take a walk?”

“Without my dog?” he said, aghast.

“OK.” I was trying to be patient.

“Why don’t you pick me up and we’ll have lunch?”

“Without Gracie?”

“It’s not like she sits with us at the table, Bob.” He nixed lunch and came home, where he paced for 3 hours. Then he picked up our beautiful dog. That evening in the kitchen, he said, “I’m so glad it’s over.”

“Me too. You did great with this whole thing,” I lied, holding up my arms for a hug. He raised his arms in return and walked past me to Gracie, where they sat on the floor together and embraced.

There’s something very wonderful and tender about Bob’s love for his dog. That night in bed, I reached across Gracie and put my hand on Bob’s arm.

“I love you,” I said softly. I moved my hand above Gracie’s head, which was

resting on Bob’s shoulder, and gently combed his hair with my fingers.

“I love you too. I don’t know what I’d do without you,” he said in sleepy tones. “But it’s too early,” he said, still in his dream state. “I’ll feed you in the morning.”

After school 4-H adventures

After school 4-H at Long PrairieGrey Eagle Elementary was held this winter, sessions included: birds, eggs, and dinosaurs. Pictured are K-3 graders that attended these fun filled educational program sessions. 4-H is for all kids, kindergarten through one year past high school, whether they live in cities, towns or in the country.

4-H welcomes boys, girls, and adults from all backgrounds. The entire family can join in projects and activities. The 4-H learning by doing approach uses fun projects to teach life skills. Projects give kids the freedom to find out what

they like and what they’re good at doing. There are more than 100 projects to explore like photography, foods, wood working, leadership, art, plants, fashion or animals of all kinds.

Mother of Mercy acquires 43.3 acres for “Country Campus” in Albany Mother of Mercy (MOM) has acquired 43.3 acres from George and Susan Schwinghammer and Unique Properties, LLC. The property is located just over a mile east on County Road 54 near the Schwinghammer 5-acre farmstead.

MOM plans to develop the land to provide more housing and services to area seniors.

MOM’s “Country Campus” includes 36.02 acres east of the Schwinghammer farmstead where assisted living, memory care, and independent living units can be built. It also includes 4.13 acres to the north and west of the Schwinghammer farmstead where an access road and some senior townhomes are planned.

MOM also acquired a neighboring 3.15 acre parcel to the north for connection to walking paths and trails from the Country Campus. In November, MOM signed an agreement to purchase 18 acres from the Schwinghammers. However, the MOM Board of Directors, working in consultation with Sand Companies, Inc. (SCI) on concept and master plans, thought it would be in the best interest of MOM to acquire the additional acres

to secure access and long-term development options.

Mother of Mercy is currently full.

There are waiting lists for nursing home beds, apartments, and memory care units. Most believe that these trends will continue as baby boomers age into retirement and the need for senior housing and services will grow. John Hoefs, Administrator & C.E.O. for Mother of Mercy states “We are excited about the Country Campus as an answer to addressing the needs of the aging population through housing and services at a nearby location. We think the project will be great for seniors and great for the community. We are thankful for the Schwinghammers and their interest in supporting MOM and the community.”

The History of the George Schwinghammer family In 1862 George Schwinghammer’s Great-Grandfather, John Schwinghammer, Jr, laid the first claim in the Two River Settlement (later to be renamed “Albany”). Notes from the Capitol By State Rep. Paul Anderson

Several major bills have already been introduced here in the Minnesota House. Legislation that would streamline the permitting process for businesses, do away with the 2008 Green Acres changes, and lift the moratorium on the construction of nuclear power plants are a few of the bills introduced so far. Although a long way from final passage, these bills are an example of how quickly the Legislature has started work in what should prove to be an interesting session.

Another bill I’ve co-authored has to do with sons or daughters working for their parents in businesses that are seasonal. A little-noticed change that went into effect last year allows those siblings only five weeks of unemployment benefits when their business shuts

down, which is usually during the winter months. I have received several calls from residents who say it would be difficult for them to stay around here without receiving that benefit. We need to attract and keep as many young people in our rural areas as possible. This law change will make that more difficult. Our bill would rectify that situation.

The energy and environment committee on Jan. 11th heard the bill that would repeal the law pertaining to the ban on nuclear power plant construction in our state. The bill’s author, Joyce Peppin, stressed that, although no power company has plans to build such a plant in the foreseeable future, we need to allow all options for base-load power to be on the table for discussion. She added the forecast is for electric power demand to grow by 25 percent by the year 2030.

These plants are licensed by the Nuclear Regulatory Commission for twenty-year periods, at which time they are subject to re-licensing. The plants are all very efficient, running at around 90 percent of capacity. And the power they produce represents about 70 percent of the total of clean-air power generated in this country.

The down side, of course, is the waste produced by these plants. It’s the responsibility of the federal government, but they have not come up with a plan for the permanent storage of the spent fuel rods. The Obama administration has dropped the proposal to store them at Yucca Mt. in Nevada so the waste from the Minnesota plants is being stored onsite in concrete casks. It’s thought that new technology, such as “next generation reactors,” would produce considerably less waste or even be capable of utilizing waste fuel already being stored.

What the Minnesota ban actually does is prevent the Public Utilities Commission from issuing a certificate of need for construction. The power com-

panies say this, in essence, prevents them from seriously exploring the possibility of construction because there is no chance of being granted permission to build one. All this new piece of legislation does is strike the words that prevent the issuance of a certificate of need.

Currently, four nuclear reactors are under construction in this country. Two are in Georgia and two are in South Carolina. The first is scheduled to come online in 2016.

Local Municipality Minutes Burnhamville Township December 28, 2010 The regular meeting of the Town Board of Burnhamville Township was held December 28, 2010 at the Burtrum Community Center.

The meeting was called to order at 7:00 p.m. by Chairman Mike Berscheit. Members present include Supervisors: Mike Berscheit, Bruce Johnson; Clerk Shirley Hulinsky; and Treasurer Pam Throener. Absent: Louis Thompson. Others present: Erv Herdering.

Sup. Johnson made a motion to approve the minutes of the November 30, 2010 regular meeting. Motion seconded by Sup. Berscheit. Motion was made by Sup. Johnson to pay all bills numbered 4425 through 4433: Rev. $815.81, R&B $6,447.50. Sup. Berscheit seconded the motion.

Motions passed.

The board received a request from the Swanville/Sobieski Lions Clubs for a one day 3.2 liquor license for the fishing tournament on Long Lake. Sup Berscheit made a motion and Sup. Johnson seconded the motion to approve the request. Motion passed.

The board received a form from the county summarizing the annual weed inspection done in June. The board completed the information and signed the form.

The board heard a request from a logger who notified a supervisor he wants to do logging off of 341st Ave. in January and will need to park the logging truck on the road. A supervisor will contact him and ask that he puts up cones when on the road.

In the road report the contractor will be working on sanding the problem areas.

Treasurer’s report showed a balance of $132,748.73 before tonight’s bills. Two investment C.D.s will be maturing soon. The board discussed then motioned by Sup. Berscheit and seconded by Sup. Johnson to renew the investments for the same term. Motion passed.

Filing for township board office is from December 28 through January 11. Offices to be elected are one supervisor and the treasurer.

A motion was made by Sup. Berscheit to adjourn the meeting which was seconded by Sup. Thompson. Motion passed. The meeting adjourned at 7:40 p.m.

Next regular meeting will be on January 25, 2011 at 7:00 p.m. in the Burtrum Community Center.

Visitors, Requests, Petitions: Bill Krivanek presented revised plan for remodel of Senior Center building. The revision meets the Morrison County Health Department concerns. Dan Kremers will be presenting an estimate for HVAC, electrical, plumbing, etc. in the near future. Bill asked to be on the Agenda in February.

Charlie Gunderson presented that after the rain we had last month from the middle of his driveway to the fire hydrant water was running down and froze into thick ice. He is attributing this to landscaping at the new St. Mary’s Church site. He is concerned this spring it should be handled before we get a lot of melting and rain.

Don Anderson responded to Mr. Gunderson’s concern stating it was his understanding the water was supposed to run to the south. He stated there may be a lot more water off the roof also that needs addressing. It was mentioned it appears that to the west of the building no landscaping was completed yet. The green area to the north may be where it was intended for some water to go and it is not accomplishing this. The other item noticed is that there is water forming over the sidewalk and freezing thick. This needs to be removed by the church. Rollie will call Gene Harren to be sure the church board is aware of both issues. Don can come out in the daytime and check the ice dams before spring.

Ordinances and Resolutions: 2011 Organizational Resolution motion by Joan Olson to approve with the addition to clarify Columbus Day is not a Holiday the city has as mandatory and city council meetings will be held on that day, second by Maciej; unanimously carried.

by Johnson to approve this repair item, second by Maciej; unanimously carried.

Ramps for snow blower loading and unloading: Frank mentioned to prevent injuries ramps are a safer option. Motion by Olson to approve the purchase of ramps to load and unload the snow blower in and out of the truck, second by Maciej; unanimously carried.

Museum Boulevard: Requests by residents to plow it. Frank said no problem but he wants direction on which way to plow from and to. Either way he is furrowing into parked cars or the garages. It was decided to plow west to east.

Parking on Borgstrom Street by elementary fence: He plows by the fence so cars parked there are not too far into the street but it was observed by council members that as winter goes on they get farther out into the street. It is dangerous with cars parked there at all, but especially in the winter. Children could dart out from in between cars.

Sand distributed on township roads every year more and more sand gets spread and it is costly. We have the agreement in place with a trade for parking the equipment in the township shed. Rollie did mention it to Neil Frieler and asked him to bring it up at their township meeting. Frank reminded us the cost of the sand does not include the expense to go get it. He spreads sand on the east and west side of Pine Lake and on the way to Camp Lebanon, and the road to south Elmdale.

Seasonal employment condition for Julian Herbes. The clerk asked Frank if our usual seasonal designation for him is not realistic anymore. Julian does a lot of winter snow removal.

The city council stated if he is needed to have him work the year round. The clerk stated his exclusion from the Public Employees Retirement Association is based on seasonal and if he works year round the first paycheck he receives in 2011 that is at least gross $425 will put him into the plan. The employer contribution for 2011 totals 7.25% of the employee earnings. The program is mandatory and the employee contribution is 6.25%. He will be year round if needed and willing.

Christmas Lights: The clerk is checking on if it is still a flat rate since Minnesota Power changed the way they bill for street lights. If it is, they can be shut off on February 1st and if not shut them off sooner.

Fire Department: Fire Truck may be completed by the end of the month. It will have to be driven here from Wisconsin by our members.

Mikel Nelson sent a bond for insurance that had to be purchased on the FEMA grant, and the clerk is checking to see why it was needed in ad-

dition to our usual bond insurance.

Planning Commission, Maciej/Lange: No meeting held in January. The regularly scheduled meetings unless otherwise cancelled are the following Wednesdays; which land as the Wednesday before the city council meeting on the second Monday of the month. February 9th, March 9th, April 6th, May 4th, June 8th, July 6th, August 3rd, September 7th, October 5th, November 9th and December 7th. The meetings are at 6:00 p.m. at the Fire Hall. Lynda Tarbuck has served a full term and is suggesting the commission find a replacement for her. A new chair and secretary will need to be appointed.

Upsala Community Development Commission, Olson/Depa: Minutes reviewed by council.

Mary Wielenberg and Bethany Malisheske have resigned their positions. Discussion on Christmas Lighting Contest and how changing the third place to a monetary prize was a good idea. First place was Leonice Prokott at $75.00, Second Place was Don Clear at $50.00, and Third Place was Delroy Kiley at $25.00. Rules and expectations of the contest will be clarified for next season. Thank you to all that participated. The next meeting is the first Monday of the month at 6:00 p.m. February 7, 2011. A secretary/treasurer will need to be chosen as well as a chair.

Recreation Board, Rollie Johnson: Discussion on recreation building rentals and division of duties for the inspections that is to be offered to people renting the facility. St. Mary’s did not get offered an inspection after the cleaning so we are refunding the $20 withheld for cleaning.

Mn/DOT announces $44.5 million in grants to improve safety, mobility at four intersections

Transportation Commissioner Tom Sorel announced $44.5 million in grants towards the construction of highway interchange projects that will promote safety and reduce congestion at four dangerous intersections in Greater Minnesota and the Twin Cities metro area.

These projects will replace existing signalized intersections with interchanges and ramps.

The Safety and Mobility Interchange Program grants are funded through a bond appropriation made by the 2010 Legislature and designated specifically for interchanges.

“The grants will enable these projects to be constructed earlier than they otherwise would have been, reducing both crashes and congestion sooner,” Sorel said.

The grants awarded under this program are for interchanges at:

• Highway 10 at Benton County Highway 2 in Rice - $14.5 million • Highway 169 at Scott County Highway 69 in Shakopee - $12.2 million • Highway 101 at Hennepin County Highway 144 in Rogers - $ 9.2 million • Highway 52 at Goodhue County Highway 24 in Cannon Falls - $8.6 million Each of these projects has funds from other sources committed to them as well. The total value of the construction on these four projects exceeds $70 million.

Mn/DOT received 15 applications requesting $153 million for the $44.5 million in available funds.

Mn/DOT reminds public about damaged mailbox procedures The Minnesota Department of Transportation has received concerns from citizens about mailboxes damaged in central Minnesota after efforts to clear snow from multiple storms.

Please note the following reminders about mailboxes along state highways: • Owners are responsible for the care and replacement of damaged mailboxes unless directly hit by a snowplow.

• Mailboxes with damaged or worn latches should be replaced. Wind and heavy snow can cause a mailbox door to fall open if the latch isn’t working properly.

• Mailbox reflectors should be blue

or clear. Motorists may confuse red and orange reflectors with vehicle tail lights, which could draw them toward the mailbox when visibility is limited.

• Newspaper holders, chains and other types of ornamental displays under the mailbox add to the size and weight of the mailbox and limit room for plow clearance.

DNR produces two new ice fishing podcasts The Minnesota Department of Natural Resources (DNR) has released the latest in its series of audio programs for winter fishing enthusiasts titled “Ice Fishing Tips.

The two 30-minute shows were recorded in a format that can be downloaded from the DNR’s Web site and listened to on a computer or portable audio device such as an iPod or Zune.

The ice fishing shows feature professional angler “Tackle” Terry Tuma and DNR ice safety specialist Tim Smalley.

DNR Information Officer Steve Carroll serves as the host.

“Terry provides insight on a variety of topics including jigging, how cold weather affects fish, understanding moods of fish, planning an ice fishing trip, and using minnow heads with jigs,”

Civil Discourse: The tragedy in Tucson, AZ reminds us of the events that shape our lives. Events that are burned in my memory include the assassination of JFK, the space shuttle Challenger explosion, and Sept. 11, 2001 are three that are prominent to me; the question is, how do we react?

The most recent event in Tucson was obviously the act of a mentally ill person although the talking heads of the world appear to be in disagreement on this point, which is the subject of this week’s column; the level of civil discourse in our society. There are many issues facing us today that will require intellectual conversations, the ability to disagree without being disagreeable and compromise of some sort.

The State of Minnesota is facing a severe budget shortfall and any solution will have a dramatic impact on schools, cities, counties and all citizens. Our nation is sharply divided by ideology and our Congress appears to be more interested in arguing who is right than in resolving the issues before them in a manner that benefits the people they serve.

Your local school district will have very difficult decisions to make in the near fu-

ture due to financial difficulties caused by stagnant state funding and declining enrollment.

The eventual resolution to all of these issues will require all interested parties to reasonably put forth their solutions without personal attacks. It will also require all interested parties to realize that they do not have all of the right answers. Lastly, there will need to be compromise by all parties to develop solutions that take the best ideas of political parties and interested citizens, and most likely, not everyone will totally agree with the final product.

The bottom-line is that elected officials are charged with making difficult decisions; often, the decisions are painful not only for the people that are impacted but also for the decision-makers.

In a perfect world, we would be able to fund every program for every person; unfortunately, we were reminded again this past week that we do not live in a perfect world. Your local school, the State Legislature and the Congress will have to make difficult decisions that while we may not agree with, we should ultimately support.

Graveside Service

As a bagpiper, I play many gigs.

Recently I was asked by a funeral director to play at a graveside service for a homeless man. He had no family or friends, so the service was to be at a pauper’s cemetery in the Kentucky back country.

As I was not familiar with the backwoods, I got lost and, being a typical man, I didn’t stop for directions.

I finally arrived an hour late and saw the funeral guy had evidently gone and the hearse was nowhere in sight. There were only the diggers and crew left and they were eating lunch.

Smalley said. “I give tips for checking ice thickness and conditions, dealing with slushy conditions, developing a plan if something goes wrong, why ice anglers should carry a cell phone, and other helpful ice safety do’s and don’ts.”

Since 2005, the DNR has produced more than 100 podcast audio programs.

Topics have included ice fishing, early season and fall walleye fishing, crappie fishing, deer hunting, duck hunting, and spring turkey hunting. Listeners have downloaded the various programs more than 435,000 times in the last two years.

“Podcasts are a cost-effective way of using technology to deliver information to folks who enjoy outdoor activities like ice fishing,” Smalley said. “And the programs are portable; anglers can listen to the information on their home computer or on an iPod while sitting on a bucket out in the middle of the lake.”
