what you sign up for in life, and what you get, are two different things.”

Most years around this time, I write a column about New Year’s resolutions and why they can make such a difference in our lives. But breaking them often makes us feel like failures.

Some days are tougher than others, it’s true. But if you suffer from a general feeling that your life isn’t quite what you had hoped it would be, you may benefit from spending some time thinking about what you need to do differently, no matter what time of year.

Think about what your perfect day would be like. Don’t hold back ideas, even if they seem far-fetched. Then take it a step further: What would your perfect life be like?

When you’ve finished, ask yourself if there is a big gap between how you would like your life to be and how it is.

After you have established what seems to be missing from your life, see what you can do, realistically, to take your life just one step closer to your ideals.

Don’t just quit your job to travel around the world – unless you have the means – but consider what you need to do to make that possible, if that’s your dream.

Would more education make a difference? Is a career change in the future? Do you need to devote more time to family and friends? Are you doing

anything to help others? These are all big changes, and will require serious planning and willingness to make life changes. But if you know what you truly want, and can reasonably accomplish, you will find a way to make it work.

Write your plan or goals down and put them where you can see them often.

Remind yourself that you are worth the effort. And if you slide a little, remember that you can start again. These are your plans, not someone else’s.

In the meantime, work with what you have. Expand your experience and enjoy things that are within reach now – not someday when you finally have enough money, which might take a while to accomplish.

Now, instead of making some resolutions that you have little chance of keeping, you can start to make some life changes that will be rewarding every Harvey Mackay continued to pg 5

Obituaries Amanda Lea Carol (Struzyk) Stewart Amanda Lea Carol (Struzyk) Stewart, 28 year old resident of Rice, MN, died We d n e s d a y, December 31, 2014 from a long battle with cancer.

A funeral service was held on Monday, January 5 at 11:00 A.M. at the Emblom-Brenny Funeral Service in Little Falls, MN, with Rev. Keith Thompson officiating. The burial was held at Holy Cross Cemetery in North Prairie, MN. The Military Honors were conducted by the Minnesota Funeral Honor Guard and the Rice American Legion Post #473.

Amanda Lea C. Stewart was born October 6, 1986 in St. Cloud, Minnesota to Robert M. Struzyk and Lori H. Mrosla.

She entered the Minnesota National Guard between her junior and senior year of high school. Amanda did her basic training at Ft. Jackson, South Carolina in 2004.

She graduated from Sartell High School with the class of 2005. Amanda met her future husband, Joseph “Cody” Stewart while attending MOS schooling at Ft. Lee, Virginia. She was deployed to Iraq in 2006 with the Minnesota Army National Guard “Red Bulls”. She then transferred to the Colorado Army National Guard with Bravo Company 147th BSB “Spartans”. She was awarded the Medal of Commendation and the Army Achievement Medal. She was

united in marriage to Joseph “Cody” Stewart on March 13, 2006 in Temple, Texas. After returning from Iraq she worked for the Colorado National Guard until 2012. The couple moved to Rice, MN in 2013, where they resided at the time of her death. She enjoyed hunting, photography, the outdoors and spending time with her son, Aiden and family. She was a member of the Rice American Legion Post #473.

Left to cherish her memory are her husband, Joseph “Cody” Stewart of Rice, MN; son, Aiden Stewart at home; parents, Lori Mrosla of Upsala, MN, Robert (Shelli) Struzyk of Rice, MN, siblings, Michael (Kelsey) Struzyk of Rice, MN, DJ Wolfley of Upsala, MN, Malynda Sue (Phil) Brey-Ryan of Big Lake, MN, Brittany Lynn (Ryan) Struzyk of St. Cloud, MN; grandparents, Alfred Mrosla of Rice, MN, Karen Struzyk (Clarence Rajkowski) St. Cloud, MN; aunts and uncles, Shari (Mike) Theisen of Bowlus, MN, Kris (Fred) Mrosla of Sartell, MN, Kari (Chad) Fiedler of Albany, MN; Duane (Julie) Struzyk of Holdingford, MN; cousins, Joe, Danny, Douglas, Austin, Jackie, Tabetha, Nicole, Heather; special family friends, Brian DuChene of Sauk Rapids, MN and Keith Justin of Brainerd, MN. She was preceded in death by her grandmother, Carol Mrosla, and grandfather, Stanley Struzyk.

Amanda requested that she would like people to donate to the Colon Cancer Alliance at www.ccalliance.org. Her words were, “to help find a cure for this god awful disease”.

Alfred J. “Fritz” Hallermann A l f r e d J. “Fritz” Hallermann, age 87 of Grey Eagle, died peacefully surrounded by his family on We d n e s d a y, January 7, 2015, at the CentraCare Health Hospital in Melrose, Minnesota.

Vi s i t a t i o n will be held at St. Joseph’s Catholic Church in Grey Eagle, MN on Thursday, January 15, 2015, between 4:00-8:00 p.m. with parish prayers held at 7:00 p.m., and Friday, January 16, 2015, between 10:00-11:00 a.m. A Mass of Christian Burial will be held Friday, January 16, 2015, at 11:00 a.m. at St. Joseph’s Catholic Church, where Fritz was a member, with Rev. Ron Dockendorf officiating.

Interment will be at the parish cemetery.

Alfred Joseph Hallermann was born October 7, 1927, in Melrose, MN to Joseph and Elizabeth (Herzog) Hallermann. He married Bernadette Boeckermann on September 21, 1950, at St. Rose of Lima Catholic Church in St. Rosa, MN. After marrying, the couple began farming near Long Prairie, MN. Fritz retired from farming in the early 1990s and became a resident of Grey Eagle, after moving to his home on Bass Lake.

Fritz wanted to be remembered for how much fun he had and the stories he told. He enjoyed playing cards, darts, dancing, going out to eat with his family, fishing trips with his son Gene and his family, and spending time at Linda B’s, his daughter’s bar & grill in St. Rosa.

Survivors include his children Linda Bauer of St. Rosa, Joan (Duane) Zierden of Grey Eagle, Eugene “Gene” (Gloria)

Hallermann of Long Prairie, Roger (Cathy) Hallermann of Sheridan, Wyoming, Marcia (Tom Petersen) Hallermann of Brooten, MN, Doris (William) Minke of Long Prairie, and Mary (Paul) Herzog of St. Rosa; 23 grandchildren, 22 great-grandchildren, expecting two great-grandchildren in June 2015, and two step great-grandchildren; brothers, Joseph (Lois) Hallermann of Wadena, MN, Virgil Hallermann of St. Cloud, MN, Boniface (Marcella) Hallermann of St. Cloud, and Gerald (Kathy) Hallermann of Anoka, MN; and sisters-in-law, Edna Boeckermann of Holdingford, MN, Helen Hallermann of Sartell, MN, Caroline Ahrens of Grey Eagle, Monica Rieland of New Munich, MN, Marie Kampsen of New Munich, Laverne Hallermann of Albany, MN, and Beatrice “Dickey” of Cold Spring, MN; brother-in-law, Roger (Irene) Boeckermann of St. Rosa; and many nieces and nephews.

Fritz was preceded in death by his parents; wife, Bernadette on November 3, 1989; brothers, Henry, William (Bill), Ervin, and Donald Hallermann; sister, Marion Hallermann; great-granddaughters, Aubrey Wensmann and Sydney Sand; and many sisters and brothers-in-law.

Jordan J. Godbout

A Memorial Service was held on Friday, Jan. 9, at the Daniel Funeral Home in St. Cloud for Jordan J. Godbout, 25, of St. Cloud, who died January 3, 2015.

Jordan was born on June 29, 1989, in Cloquet to Michelle Godbout.

He was a graduate of Melrose Area High School in 2007, where he was an avid fan of tennis.

Jordan was a man of many ideas, and ambitions; he was also a free spirit and a kind soul. He enjoyed the outdoors such as riding bike, feeding the ducks at Lake George and going for walks at night. Also, he loved watching movies, working on cars, especially, car audio systems. He especially enjoyed going to local fairs to go on the rides. He was always learning new things and sharing them with others. Of all things, music was his greatest passion. Whether he recording his own or listening to music while driving around, he lived and breathed music.

He was phenomenal writer, producing witty

lyrics and writing heart touching poems.

Jordan is survived by his mother Michelle Godbout, brother Brandon Godbout, his daughter Kendall FuchsGodbout, his love Ashley Stocker, Auntie Renee, and a host of aunts, uncles, cousins, friends, and family.

Jordan also loved helping others, especially the time he spent with his clients at Quality Care Homes. He treated them as family, because in his eyes, that is who they were.

He was preceded in death by Grandparents; Ernie and Jeanette Godbout, and cousin Nathan Godbout.

Lloyd J. Berscheit

Lloyd J. Berscheit, age 82 of Grey Eagle, died peacefully surrounded by his family on Monday, January 12, 2015 at the CentraCare Health Hospital in Long Prairie, Minnesota.

A Mass of Christian Burial will be held at 11 a.m.

Thursday, January 15 at St. Joseph’s Catholic Church in Grey Eagle with Rev. Ronald Dockendorf officiating. Interment will follow in the parish cemetery with military honors by the Melrose Veterans Honor Guard.

Friends may call from 10 to 11 a.m.

Lloyd John Berscheit was born May 3, 1932 in Grey Eagle to Anthony and Helen (VanHeel) Berscheit. He served in the U.S. Army from 1953 to 1954 during the Korean Conflict. He was united in marriage to Jeanette Heinen on April 19, 1955 at St. Rose of Lima Catholic Church in St. Rosa. He worked at the hardware store in Browerville before moving to Grey Eagle. The couple farmed west of Grey Eagle; retiring in 1986. They moved to town

Daniel L. Spanier, age 59 of Spring Hill, died after a courageous battle with cancer on Wednesday, January 7, 2015 at his home in Spring Hill, Minnesota.

A Mass of Christian Burial was held at 11:30 a.m.

Saturday, January 10 at St. Michael’s Catholic Church in Spring Hill with Rev. Marvin Enneking officiating. Interment was in the parish cemetery.

Daniel Leo Spanier was born March 6, 1955 in Sauk Centre, Minnesota to Andrew and Mildred (Stalberger) Spanier.

He graduated from Melrose High School in 1973 and shortly after graduating, took over the family farm. He was united in marriage to Mary Ann Fuchs on April 4, 1977 at St. Margaret’s Catholic Church in Lake Henry.

He purchased his own semi in 1998 to haul his grain and his neighbor’s grain. Daniel loved the farm. Daniel farmed until he received the diagnosis of cancer on October 1, 2014.

He was a member of St. Michael’s Catholic Church in Spring Hill, Catholic United Financial, and the St. Michael’s Men’s Society. Daniel enjoyed playing cards, golfing, and making frequent visits to Lake

where Lloyd continued his handyman skills.

He built many neighborhood dairy barns, sheds, and wash lines. He enjoyed watching the Twins, fishing, Tony’s Wednesday night chicken, and having a beer under the Maple tree with his neighbors and family.

He was a member of St. Joseph’s Catholic Church in Grey Eagle and the American Legion Post 547.

Survivors include his children, Bruce (Diane) Berscheit of Waite Park, Mike (Kathy) Berscheit of Burtrum, Brad (Dorinda) Berscheit of Melrose, Kathy (Steve) Tschida of Grey Eagle, Nancy (Dale) Primus of Sauk Centre, Tom (Christy) Berscheit of Grey Eagle, Sharon (Joe) Rennie of St. Joseph and Carolee (Mike) Scherbing of Big Lake; 23 grandchildren, 13 great-grandchildren, and two greatgrandchildren on the way; and brother, Lester Berscheit of Grey Eagle.

He was preceded in death by his parents; wife, Jeanette Berscheit on May 25, 2002; and brothers, Bernard and Gordon Berscheit.

Casket bearers will be Chris Berscheit, Jeremy Berscheit, Ryan Tschida, Andrew Primus, Matthew Elliott, and Bo Scherbing. Cross bearer will be Heather Grothe and scripture bearer will be Carly Berscheit. Gift bearers will be Lester Berscheit and Bill Berscheit.

Arrangements were made with PattonSchad Funeral & Cremation Services of Grey Eagle.

Henry Body Shop and the Greenwald Farm Center. Daniel loved spending time with his grandkids, especially taking them camping, giving them tractor rides, and buying them candy bars. He also enjoyed watching the Minnesota Gophers, Twins, and Vikings on television.

Survivors include his wife, Mary Ann Spanier of Spring Hill; three sons, Chad (Laura) Spanier of Brooten, Chris (Kim) Spanier of Inver Grove Heights, and Curt (Jennifer) Spanier of Spring Hill; seven grandchildren, Ethan, Andrew, Daniel, Elliot, Alex, Aiken, Bailey, and grandchild number eight due in May; brothers and sisters, Kathy (Jim) Fuchs of Lake Henry, Mary Jo (Kevin) McKenzie of Avon, Brien (Kristine) Spanier of Minneapolis, and Bruce Spanier of St. Louis Park; and father-in-law, Lester Fuchs of Paynseville.

Daniel was preceded in death by his parents, Andrew and Mildred Spanier; sisterin-law, Darlene Fuchs; niece, Amy Lieser; and mother-in-law, Irene Fuchs.

Serving as casket bearers were Greg Lieser, Jay Lieser, Doug Fuchs, Brian Fuchs, Matt Fuchs, Mike Fuchs, Nicholas Hemmesch, Jay Hemmesch, and Joey Pelzer. Cross bearer was Daniel Spanier and scripture bearer was Ethan Spanier. Honorary bearers were Daniel’s friends and card playing friends.

Cindy Bruggenthies, Library Manager, was the guest speaker at the Thursday noontime Little Falls Kiwanis meeting. Bruggenthies has 19 years experience in library services. She was the manager of the Albany Library and is now serving as manager of the Little Falls Library. She told us of the great network formed by the 32 libraries that make up the Great River Regional Library. These libraries have pooled their resources and allow libray card holders to access 950,000 library books, DVDs, CDs, magazines, audiobooks, and references. You can search for material at the library or online. If the local library does not have the item, it can be ordered free of charge, and made available in a matter of days. The LPGE FFA attended the Region 2 FFA contests at CLC Brainerd on Thurdsay, Jan. 8th. Our Poultry Team placed 3rd and have earned a trip the the state FFA convention April 27th. Team members are Emma Kedrowski, Aaron Peterson, Andrew Katterhagen and Weston Heuer.

Our Fish and Wildlife Team took on some stiff competition and placed 6th as a team and qualified for state competition. Team members are Alex Lemke, Brandon Bundy, Cody Marcyes, Noah Urman and Jordan Marcyes.

Notes from the Capitol By State Rep. Paul Anderson

Interesting topics quickly arise as 2015 session begins The new legislative session is underway! The ceremonial first day swearing-in was last Tuesday, with the House chamber packed full of family members and friends as 26 freshmen legislators took the oath of office along with returning members. It’s always a fun day with optimism about bi-partisanship running high.

It was just three days later, however, when Governor Dayton blasted the Republican House proposal for transportation funding over the next few years.

The governor had outlined his plan, which calls for a 6.5-percent sales tax on gasoline, at the annual Chamber of Commerce dinner Wednesday evening.

The proposal put forth by our caucus the next day contained a combination of using some of the projected budget surplus, along with reserve funds and money from the general fund, to pay for the state’s transportation needs over the next four years. This was a starting point; although the governor’s swift reaction was a bit surprising. Transportation funding will be a huge topic this

year, one that will require compromise from all parties involved.

One interesting piece of news that floated about during those first days had to do with not having a legislative session at all next year because of the major remodeling project currently underway at the Capital. Approximately two-thirds of the building is off-limits now, with even more closures planned for next summer after this current session has ended. Both the Senate and House chambers are in use, although the rotunda and most other areas have been cordoned off. One of the casualties during the remodeling is the cancellation of school group tours. In past years, spring time especially has seen literally hundreds of school kids touring the Capital on any given day. However, that will not be happening for at least the next year.

The Senate has really been scrambling for space. They will only have access to three committee hearing rooms in the Capital, and many of their individual offices have been moved. In addition, once this session ends, their chamber will be closed down for remodeling work. The hope is that their new office building, currently under construction across the street from the Capital, will be completed by next January so they could have sessions there. The House chamber itself will still be usable next year; however, the staff working areas on both sides of the chamber will be off-limits.

That raises the question of how all the bill and amendment processing would be done when the House is in floor session.

Those are some of the reasons the issue was raised. It’s my best guess, however, that we will have some kind of session next year, although it may be of a shorter duration. It would be difficult to finish work on the budget this year, and also get the bonding bill done. It will be interesting to see how all of these factors play out over the next two years!

Committee hearings got underway this week. I am serving as Chair of the House Agriculture Policy Committee, in addition to working with Ag Finance, Education Finance, and the Property Tax Division. It’s going to be an interesting year with Republicans in control of the House, while the DFL remains the majority party in the Senate. As always, I encourage your thoughts and input. The second grade teacher stood before her noisy class, raised her voice and shouted, “I want you to be so quiet that you can hear a pin drop!”

Silence suddenly prevailed. When Danny could no longer contain himself, he shouted, “Let ‘er drop!”

It’s not unusual to have an attitude like that toward God. We pray and wait.

Then pray again. Then wait a little longer. Still, nothing happens. It seems as though we are waiting for “the pin to drop.”

Psalm 28 begins with the “silence of God.” In fact, He is so silent that the Psalmist becomes impatient and shouts, “If you don’t answer soon, I will be like those going down to their grave - abandoned!”

The subtle message from David was that if God did not answer his prayer his enemies would rejoice. “They,” he reminds God, “care nothing for what the Lord has done or what His hands have made.” In other words, “God, I don’t want You to be embarrassed. I don’t want people to ridicule You. I’ve laid my life and Your reputation on the line and if You are silent, if you let me down, they will believe that You are untrustworthy!”

David was not afraid to present his case to God and demand help. He did not want “unbelievers” to look at his situation and say, “I told you so. Your God is no more dependable than ours.

He’s not even listening!”

Not so. David looked at them and said, “Praise the Lord! For He has heard my cry for mercy.” David prayed. God answered. And everyone saw God “at work.”

Bill enjoyed the outdoors, playing cards, and most of all being with family. He will be dearly missed.

Clarence Delroy Namyst Clarence Delroy Namyst, age 83, Holdingford, MN, passed away Wednesday, January 7, 2015 at his home in Holdingford surrounded by his family.

Mass of Christian Burial was held Saturday, January 10, 2015 at St. Hedwig’s Catholic Church, Holdingford, MN. Burial was in St. Hedwig’s Catholic Cemetery, Holdingford, MN. Clarence was born May 18, 1931 in Holdingford, MN to Ignatius and Hedwig (Pilarski) Namyst. He attended Holdingford school before taking over the family farm in 1955. Clarence was a successful and dedicated dairy farmer, earning many dairy awards. On September 12, 1955 Clarence was united in marriage to Elizabeth “Betty” L. Czech at Our Lady of Mount Carmel Catholic Church in Opole, MN. Clarence farmed for many years before passing on the farm to his youngest son, Lee. Even in retirement Clarence continued to do routine fieldwork and feed dairy calves. He was a member of St. Hedwig’s Catholic Church where he served as an usher and a member of the Knights of Columbus. Clarence enjoyed singing, dancing, playing the piano,

deer and bird hunting with his sons, brothers and friends, walking, recycling, keeping roadways clean, farming and especially spending time with his loving wife and family.

January 11, 2015: The Todd County Sheriffs Office took a report of a fish house theft on Bass Lake near Grey Eagle. The fish house is described as a black portable house with wood ends and canvas sides that measured 4’ X 6’ in size. It was taken from the north end of Bass Lake near Grey Eagle between the hours of 8:00 pm on 1/10/2015 and 5:00 am on 1/11/2015. Anyone with any

information of the theft is asked to contact the Todd County Sheriffs Office.

January 12, 2015: At approximately 1615 hours the Todd County Sheriffs Office responded to a fish house break in on Sauk Lake. Someone busted the door knob on the fish house and took fishing equipment. The cost of the stolen items and the damage to the fish house is estimated at approximately $350-$400.

Local Municipality Minutes Melrose City December 11. 2014 The Melrose City Council met in a Regular Meeting on Thursday, December 11, 2014 at 6:00 p.m. at the Melrose City Center pursuant to due notice being given thereof.

Present were Council Members Dick Christenson, Joe Finken, Tony Klasen, Jenny Mayers, Mayor Tim Vogel, City Administrator Michael Brethorst, and City Clerk Patti Haase. Mayor Vogel presided thereat. Also in attendance were American Government students from the Melrose Area Public High School.

The Council then recited the Pledge of Allegiance.

A motion was made by Mr. Christenson, seconded by Mr. Klasen and unanimously carried that the agenda be approved as amended.

Mayor Vogel then opened the floor to public comment. There were no comments.

The following items were considered for approval under the Consent Agenda: Approval of the following: a. The minutes from the Council’s November 13 Special Meeting, the November 20 Special Meeting, and the November 20 Regular Meeting. b. List of bills in the amount of $107,054.94. c. List of investments for the month of November. d. The Council to give consideration to approval of the following tobacco licenses: 1. Coborn’s Inc. Coborn’s Store; 2. Melrose 1 Stop; 3. Casey’s General Store; 4. SPIRITZ Liquor, Inc.; 5. Coborn’s Inc. Coborn’s Liquor; 6. Dollar General Minnesota law requires cities to obtain proof that all license holders provide workers’ comp insurance for their employees. Also, the City must obtain licensees’ social security numbers, and Minnesota and federal tax identification numbers for the Department of Rev-

enue’s use.

Approval of license is contingent upon staff receiving the signed application, all required documentation and the $75 license fee.

The licenses are effective January 1, 2015. e. Donation Resolutions: 1) Resolution No. 2014-42, donation in the amount of $3,333 which is the second installment 2013 pledge of $10,000 to be paid over three years from the Melrose Lions towards the City of Melrose Ambulance Department.

2) Resolution No. 2014-46, donation in the amount of $50 from Marita Schmitz towards the Melrose Fire Department.

Police Chief Craig Maus presented the Police Department’s November report. He noted that a total of 15 citations were issued in the month of November. There were 56 verbal warnings and 5 written warnings. Chief Maus stated there were 164 calls for service during this month compared to 283 for November of 2013. The year-to-date number of calls is 2,507 compared to 2,522 in 2013.

City Attorney Scott Dymoke reported on projects he has been working on for the City.

The Council then held a public hearing on the 2015 Budget and Tax Levy. The public hearing is to allow public comment and questions.

At the September 11 meeting, the Council first reviewed the proposed 2015 Budget. The preliminary property tax levied to the County at that time was: General property tax: $973,000; Debt Levy: 2008 Fire and Ambulance Station Lease Revenue Bonds: $90,000; 2011A GO Refunding Bonds: $275,000.

Since that time, the Council and staff have reviewed the budget to determine where cuts could be made or revenues increased in an effort to reduce the property tax levy and arrive at a balanced budget. Based on those meetings and the cuts proposed, the general levy is proposed to be reduced to $1,301,000, which is $55,000 more than the final 2014 levy of $1,246,000. This increase is due to an increase in debt payments. According to the information received from the County, the proposed tax capacity (net of JOBZ) for the City is estimated at $1,796,602. This will result in an estimated tax capacity rate of 70.280%, which is a slight increase over 2014. The 2014 tax rate was 69.628%. The final 2015 tax capacity rate was 70.280%, resulting in a tax capacity rate increase of 0.652% for 2014.

According to law, the City now must certify the levy as set in September or it may reduce the levy. It cannot set a levy higher than the proposed levy, which was certified with the County Auditor in September. The proposed general levy of $936,000 plus debt levy of $365,000 results in a total levy of $1,301,000.

The budget and levy to be adopted at the hearing to meet the State law requirements. After the final levies are adopted, they must be certified with the County Auditor prior to December 31.

Mr. Klasen introduced Resolution No. 2014-49, Resolution Adopting the Tax Levy and 2015 Budget. The motion was seconded

by Mr. Christenson with a roll call vote recorded as follows: For: Council Members Klasen, Christenson, Finken, Mayers, and Mayor Vogel; Against: None.

Finance Director Beuning next reported that per Minnesota Statutes Section 462.356 Subd. 2, which requires that the City’s proposed real property acquisitions and dispositions be reviewed by the Planning and Zoning Commission for compliance with the Comprehensive Plan, also applies to the City’s proposed Capital Improvements. reviewed for written comment to the Council the compliance with the Comprehensive Plan of the proposed 2015 non-equipment related expenditures, along with those proposed for 2016, contained in the Five Year Capital Improvement Plan and Levy Information Years 2015-2019. For reference and comparison, present Year 2014 was also included in the Commission’s review. The Commission determined that the proposed non-equipment related expenditures proposed for Years 2015 and 2016 are in compliance with the City’s Comprehensive Plan and authorized the Chair’s execution of correspondence to the Council evidencing its findings.

Mayor Vogel stated that at its November meeting acting upon the request of the Melrose Public Utilities Commission (the “Commission”), the Council held a public hearing on and subsequently approved the vacation of that part of the undeveloped road right-of-way of 6th Avenue SW located between 1st Street SW and 2nd Street SW. By operation of law, the portion of this vacated part of 6th Avenue SW which abuts City-owned Parcel 66.36861.0000 located at 511 2nd Street SW became part of this Parcel. In addition to eliminating this last remaining block of the dedicated, but undeveloped, road rightof-way of 6th Avenue SW, which is neither used nor needed both now or in the future, a result of the vacation of this road right-of-way was to increase the physical size of Parcel 66.36861.0000 with the attachment of the abutting portion of the vacated road right-of-way. Increasing the size of Parcel 66.36861.0000 with the attachment of a portion of the vacated road right-of-way of 6th Avenue SW will better accommodate and facilitate any future expansion of the 30 MVA high voltage electrical substation facility planned for installation at this site in 2015.

In preparation for the installation of the 30 MVA electrical substation facility, the City, in behalf of the Commission, submitted to the Planning and Zoning Commission (the “P&Z”) an Application for Consideration of a Planning Request for the Rezoning of Parcel 66.36861.0000, which now includes the abutting portion of the vacated 6th Avenue SW road rightof-way, (the “Property”). [With the Rezoning request, the City, in behalf of the Commission, also submitted Applications for Consideration of a Planning Request for a Variance and a Conditional Use Permit for the Property.] The Rezoning request is for the zoning of the Property to be changed from R-1, Residential to P, Public-Institutional to better reflect that City’s public ownership and its proposed public use of the Property. At its November 13 meeting, the P&Z held the required public hearing on the requested Rezoning and subsequently took action approving Resolution No. P&Z 2014-003, A Resolution Recommending Council Approval of Case No. 2014-300 Application from City of Melrose in Behalf of Melrose Public Utilities Commission for Adoption of an Ordinance Amending City of Melrose Zoning Ordinance No. 19891-A, as Amended, and Adopted by Reference as Chapter 153 of the City of Melrose Code of Ordinances to Rezone Parcel 66.36861.0000 Owned by the City of Melrose from R-1, Residential to P, Public-Institutional. In its findings, P&Z determined that the vacant, undeveloped and overgrown Property, which contains approximately 39,675

Mayor Vogel stated that this item addresses the two-fold Variance request submitted by the City in behalf of the Commission to Planning and Zoning Commission as noted in the previous Appendix Item #7a. This Variance request is to allow the approximate 1,120 square foot switch gear and control building of the proposed 30 MVA electrical substation facility to encroach five feet into the required minimum 15 foot east side yard setback as is prescribed for the P, Public-Institutional Districts by City of Melrose Zoning Ordinance No. 1989-1-A, as amended, and adopted by reference as Chapter 153 of the City of Melrose Code of Ordinances (the “Zoning Ordinance”) and to encroach 15 feet into the required minimum 25 foot rear (north) setback as is prescribed by the aforementioned Zoning Ordinance. It is the belief and position of the Commission and Utilities staff that granting the Variance request and allowing the setback encroachments will allow maximum utilization of the site for placement of the 30 MVA electrical substation facility and, more importantly, allow ample space and flexibility for future growth. In its findings, the P&Z determined that the proposal to use the Property for the 30 MVA electrical substation facility puts the Property to use in a reasonable manner; that the Property presents unique circumstances in terms of its ability to meet the present and anticipated future needs of the proposed substation facility, its related structures and equipment, and its possible future growth as evidenced by its larger size, its location near the Xcel Energy transmission line, its nearly level topography, and the sizeable and likely undevelopeable vacant wetland located to its west; and that it will not alter the essential character of the locality because the substation will be located at the edge of the residential district, the substation will be adjacent to the large vacant wetland, and the Stearns County Assessor’s Office has stated that nowhere in Stearns County has the presence of electrical substations affected the market value of homes in adjacent residential neighborhoods. The City has received the final tax increment payment payable for the City’s Tax Increment Financing (“TIF”) District No. 3.1 which Stearns County identifies as TIF Project #77: the Melrose Park Place Townhomes Limited Partnership Project.

Stearns County has requested that this TIF District be decertified before year-end. The Pay-As-YouGo Tax Increment Revenue Note dated July 12, 1999 in the principal amount of $148,450 plus interest at the simple, non-compounded rate of 9.0% per annum and the Development Agreement of October 23, 1997 specify a 15.5 year repayment period consisting of 31 payments.

Over the required 15.5 year repayment term, the total of the TIF increments applied to principal and interest and paid to the Developer was $152,355.49. The construction of this 24-unit affordable rental housing project by the Developer in 1997 was and continues to be a commendable undertaking which serves the community well. This facility remains a welcome and needed component of the City’s housing market.

Mr. Klasen introduced Resolution No. 2014-49 A Resolution of the Melrose City Council Approving the Decertification of Tax Increment Financing District No. 3.1, A

Qualified Housing Tax Increment Financing District Identified by Stearns County as Project #77, Park Place Townhomes of Melrose Limited Partnership. The motion was seconded by Mr. Finken with a roll call vote recorded as follows: For: Council Members Klasen, Finken, Mayers, Christenson, and Mayor Vogel; Against: None.

Mayor Vogel noted that WSB & Associates has submitted a proposal to conduct the work on the planned 2015 Sanitary Sewer upgrades. The estimated time line for this project is: Plans and Specifications - February; Authorize Bids: February; Award Bids: March; Project Commencement - Summer 2015. The Commission, at its December 8 meeting, authorized WSB & Associates to prepare the plans and specifications.

A motion was made by Mr. Finken, seconded by Ms. Mayers and unanimously carried concurring with the Commission authorizing WSB & Associates to prepare the plans and specifications.

Mayor Vogel noted that on June 28, 2013, the City received $585,000 related to the sale of CentraCare. At the March 20, 2014 meeting, the Council approved allocating $70,000 of the funds received from the CentraCare property per Resolution No. 2014-12 to the bridge improvement project.

In that resolution, the funds were committed in Fund 507. At the October 24, 2013 meeting, it was the consensus of the Council to allocate $300,000 of the monies from the CentraCare funds to offset the costs of the bridge project.

In accordance with GASB No. 54, the Council is requested to approve the transfer of funds totaling $370,000 from Fund 203 to Fund 432, and commit those funds to be used for bridge improvement purposes.

A motion was made by Mr. Christenson, seconded by Mr. Klasen and unanimously carried adopting Resolution No 2014-48, Committing Fund Balances for Specific Purposes.

Mayor Vogel stated that WSB & Associates has submitted its engineering proposal for the Kraft Drive and 5th Avenue Projects.

WSB to conduct the work as outlined in the project. The estimated timeline for the project is outlined in the proposal for engineering.

A motion was made by Mr. Klasen, seconded by Mr. Finken and unanimously carried authorizing WSB & Associates to develop final plans and specifications.

Consideration was then given to the proposed 2015 meeting schedule. The meetings for all months are scheduled for the third Thursday of the month, with the exception of January which will have a meeting on both the second and third Thursday of that month. The hearing on the proposed 2016 budget and levy is proposed to be set for Thursday, December 10, 2015.

This was agreeable to the Council.

Mayor Vogel noted that staff has updated the 2015 Fee Schedule.

In an effort to recover costs associated to processing planning fees, adjustments are needed to recover all costs. It has been over 10 years since the last fee adjustment. It is proposed to increase to $300 versus the $250. The changes would affect Annexation, Appeal / Amendment, Conditional Use Permit, Variances, Rezoning Fee, Vacation of Rightof-Way and Interim Use Permits.

The costs that are currently not being recovered in full are the Publication and Legal reviews required to process the various applications.

It was also suggested that the rental license fee be restated from $40 per dwelling plus $10 for each additional unit to $40 per parcel plus $10 for each additional dwelling unit. In addition in cases of domestic violence the Police Department is to confiscate and store weapons until the case has been closed and the individual is allowed to reclaim

the weapon. Chief Maus is recommending a $25 dollar seizure fee with an additional $5 per month.

Ms. Mayers introduced Ordinance No. 12-11-2014-2, An Ordinance Summarizing and Reaffirming Fees for City Licenses, Permits and Services, Establishing a Fee Schedule of Fines and Providing for Subsequent Review, Modification and Amendment. Fees to be set as per Exhibit A. The motion was seconded by Mr. Christenson with a roll call vote recorded as follows: For: Council Members Mayers, Christenson, Finken, Klasen, and Mayor Vogel; Against: None Mayor Vogel stated that in the past the visiting German students have attended the February Council meeting. At the request of Council Member Mayers and German Teacher Stefan Rink, the Council to discuss hosting an open house for the visiting German student on Tuesday, February 17 or Friday, February 20 in lieu of attending the Council meeting. This would allow it to be a more informal event and greater community participation.

By consensus, the Council scheduled to host an event for the visiting German students on Tuesday, February 17 at 6:30 p.m.

The following informational items were discussed: a. At the Council’s first meeting in January 2015, consideration will be given to making appointments to the various boards and commissions. Applications are available at the Melrose City Center. Terms are expiring on the following boards and commissions: • Housing and Redevelopment Authority, one member (fiveyear term), Term expiring: Melvin Roehrl • Planning and Zoning Commission, one member (four-year term), Term expiring: Jeanne Kraemer; • Council Representative: this is an annual appointment, Tony Klasen is the Council Representative • Melrose Area Development Authority, one member, six-year term, Term expiring: George Jensen • Council Representative: this is an annual appointment, Jenny Mayers is the Council Representative • Public Utilities Commission Council Representative, this is an annual appointment, Dick Christenson is the Council Representative Applications received for the various Boards, Commissions, and Committees: • Incumbent Mel Roehrl is not seeking reappointment to the Melrose Housing and Redevelopment Authority. An application has been received from Matt McDonald.

• Incumbent Jeanne Kraemer is not seeking reappointment to the Planning and Zoning Commission.

An application has been received from Shawn Mayers and Adam Paulson.

• Incumbent George Jensen is seeking reappointment to the Melrose Area Development Authority. b. Charter Communications has provided notice that they will be making a price adjustment to the Broadcast TV Surcharge. This equates to a $.25 increase to the Surcharge. c. In addition, the Board approved retuning a $9.5 million dividend to members of the property/casualty program this year. f. CenterPoint Energy has requested adjustments to the rates for natural gas. Additionally, the temporary rate increases that were allowed by the State Utilities Commission allows for an estimated average rebate of $11 per residential home as the final rate is less than the proposed rates. g. A gift of appreciation for service to the community was presented to Mayor Tim Vogel.

Mike made the motion to approve the claims; Ray made the second, Motion carried unanimously. Reorganization: all items remained the same except for mileage rate, which will follow state guide lines. All supervisor positions will remain the same.

Treasurer’s Report: Mary Ann Primus presented the treasurer’s report as follows: Beginning Balance as of December 1, 2014:

Road and Bridge Report: Ray reported that he had a few calls for icy roads that needed sand and were taken care of when he called Herdering, Inc. Packed snow had also created icy conditions on Mary’s Lake Road and 116th.

Helping Hands Outreach Receives Contracts by CMCOA Helping Hands Outreach has been awarded contracts to receive up to $45,558 by the Central Minnesota Council on Aging (CMCOA) as part of the Older Americans Act Program for the calendar year 2015.

The funds are to provide older adults age 60 and above and their caregivers with in-home services with the goal being to help them continue to remain safely in their homes, and avoid premature placement in nursing homes. The funds are specifically for providing transportation, homemaking and chore services, health promotion classes, and caregiver support. The staff and Board of Directors of Helping Hands Outreach want to thank the Board of CMCOA for placing its confidence in the work of Helping Hands Outreach and helping the work to continue.

Helping Hands Outreach is an independent 501(c)(3) non-profit organization formed in 2001 to serve older adults. Its work has expanded from providing rides and homemaking by volunteers in its early days to a handful of older adults to providing many more direct volunteer services as well as opportunities for health and wellness, support for caregivers, and other professional services to several hundred persons every year.
