Life is all about preparation.

Preparation is all about hard work, sacrifice, discipline, organization, consistency, practicing the right concepts and more.

I subscribe to the wisdom of legendary professional football coach Vince Lombardi who said, “The will to win is not nearly as important as the will to prepare to win.”

Many people have the will to win, but they aren’t willing to put in the hard work and time required to become great at something. What makes this even more challenging is that preparation is not a one-time thing. You can’t prepare to win once and then just let success flow. Great performers possess the will to prepare to win over and over again.

If you are unprepared to meet a challenge, you have little chance of succeeding. Or as Benjamin Franklin said, “By failing to prepare, you are preparing to fail.”

And if you aren’t convinced yet, here are some thoughts from others who understood the importance of preparation: Thomas Edison said: “Genius is one percent inspiration and 99 percent

perspiration. I never did anything worth doing by accident, nor did any of my inventions come by accident; they came by work.”

Oprah Winfrey: “Luck is a matter of preparation meeting opportunity.”

Confucius: “In all things, success depends upon previous preparation, and without such preparation, there is sure to be failure.”

No one else was even remotely prepared. The group essentially had to capitulate to Jefferson’s vision. The University was eventually founded more or less in accordance with Jefferson’s plan.

Preparation pays off again.

A farmer who owned land along the Atlantic seacoast constantly advertised for hired hands. Most people were reluctant to work on farms along the Atlantic because they dreaded the awful storms that raged across the ocean, wreaking havoc on buildings and crops.

As the farmer interviewed applicants for the job, he received a steady stream of refusals. Finally, a short, thin man, well past middle age, approached the farmer.

“Are you a good farmhand?” the farmer asked him.

“Well, I can sleep when the wind blows,” answered the man. Although puzzled by this answer, the farmer,

desperate for help, hired the man. The man worked well around the farm, busy from dawn to dusk, and the farmer felt satisfied with the man’s work. Then one night the wind howled loudly in from offshore. Jumping out of bed, the farmer grabbed a lantern and rushed next door to the hired hand’s sleeping quarters. He shook the man and yelled, “Get up! A storm is coming! Tie things down before they blow away!”

The man rolled over in bed and said firmly, “No sir. I told you, I can sleep when the wind blows.”

The farmer was tempted to fire him on the spot. He hurried outside to prepare for the storm. To his amazement, he discovered that all of the haystacks had been covered with tarps. The cows were in the barn, the chickens were in the coops and the shutters were tightly secured. Everything was tied down.

Nothing could blow away.

The farmer then understood what his hired hand meant, so he returned to

Obituaries Robert A. “Bob” Bense

Robert A. “Bob” Bense, age 87, of Grey Eagle, died peacefully surrounded by his family on Saturday, January 9, 2016 at his home in Grey Eagle, Minnesota.

A funeral service was held at 11 a.m. Wednesday, January 13 at St. John’s Evangelical Lutheran Church in Grey Eagle with Rev. Mike Bitz officiating. Interment was at Lakeview Cemetery in Grey Eagle.

Robert Alton Bense was born April 18, 1928 in Grey Eagle Township, Todd County, Minnesota to Herman and Elsie (Schwanke) Bense. On September 19, 1950 he married Darlene Kleinschmidt at St. John’s Evangelical Lutheran Church in Grey Eagle. Together the couple farmed southeast of Grey Eagle and after retiring, they continued to help out on the family farm. During the early years of farming, Bob worked at Franklin in St. Cloud for a number of years (now known as Electrolux Home Products). Bob was a member of St. John’s Evangelical Lutheran Church in Grey Eagle and served on the Grey Eagle Township Board for many years.

In his younger years, Bob enjoyed

snowmobiling and working with draft horses. Later he enjoyed collecting antiques and toy tractors, going to auctions, playing cards, listening to Polka music, an occasional trip to the casino, and visiting with family and friends.

Survivors include his wife of 65 years, Darlene Bense of Grey Eagle; children, Bonnie (Joe) Kemper of Grey Eagle, Connie (Gene) Waldvogel of Grey Eagle, Donnie Bense of Grey Eagle, and Pam (Mark) Dziengel of Grey Eagle; four grandchildren, Kelly Burg, Bob Waldvogel, Katie Dziengel, Nic Dziengel; three great-grandchildren, Tyler, Shelby, and Justin Burg; and brother, Ray (Ruth) Bense of Grey Eagle.

Bob was preceded in death by his parents; and infant brother and sister, William and Unalane.

Casket bearers will be Nic Dziengel, Mark Dziengel, Tom Bense, Bob Waldvogel, Gene Waldvogel, and Chris Bense.

Arrangements were made with Patton-Schad Funeral & Cremation Services of Grey Eagle.

K a r e n Perish, 67, of Browerville passed away on January 8, 2016.

Funeral services for Karen were held on Wednesday, January 13, 2016, 11:00 a.m., at the Grey Eagle United Methodist C h u r c h .

Interment was held at Lakeview Cemetery, Grey Eagle.

Karen was born August 16, 1948, to Fred & Rosemary Bisel at Suburban Hospital in Bethesda, MD. The same day came her identical twin sister, Sharen. However, Karen always said she was the youngest in the family of nine brothers and sisters.

Karen spent her youth growing up in Wheaton, MD. Being an identical twin, she and her sister, Sharen had many fun times during their school years, especially switching names, tricking teachers, and other fun things twins do. Karen graduated from Northwood High School in 1966. She attended the American Institute of Banking in 1968.

Following school, she worked for several years at Central National Bank of Maryland and worked her way up to head bookkeeper.

After Karen’s parents retired and moved back to their family home in Grey Eagle in the early 70’s five of the brothers and sisters eventually followed, including Karen. Being the independent entrepreneur that Karen was, she purchased her own grocery store, Bisel’s Superette, in Long Prairie. While running the store, Karen met the love of her life, Alan Perish, in 1977, when he continually came into the store to pester her claiming he was looking for a good deal on loose grapes! Karen and Alan were married on February 3, 1979, at St. Peters Church in Browerville. With this new chapter in Karen’s life, she went from an independent city girl to a dairy farmer’s wife.

Karen transitioned into supporting Alan in her new role cooking three meals a day for the farmhands and working on the farm checking the cows during calving season which was a big highlight for Karen. She enjoyed the outdoors, gardening, her beloved dogs Cracker and Hunter, and other dogs and cats. She found that she enjoyed hunting

with Alan and they would go up north bear hunting, deer hunting and grouse hunting. She has many impressive mounts to her credit.

Supporting farmers, Karen worked alongside Alan in the 80’s while he was active with the MN Milk Producers, township association and other local programs. In the late 90’s Karen and Alan became involved with the Minnesota Farmers Union when they found out there was a bus going to Washington DC to “Rally for Rural America”. Thanks to Karen and Alan’s recruitment work, Todd County was the largest county represented in the nation at that rally. They learned from their participation in the Farmer’s Union that in order to make a change in policy it was necessary to become involved in politics which led to their increased involvement with the DFL party. Over the years, Karen and Alan met and visited with many influential people and elected officials not only in Minnesota, but in Washington as well.

They worked for the betterment of their fellow farmers and citizens in general to ensure that good, wholesome, food is affordable and the producers can make an honest living in doing so.

Karen battled breast cancer and had been a survivor nearly 15 years. She established herself as a team leader with the Relay for Life for all those years.

After her twin sister, Sharen, passed away unexpectedly in 2008, Karen stepped into the role of mom and grandma to Sharen’s daughter, Kara and her three boys. She cherished her role as grandma and enjoyed every moment spent with them.

Karen is survived by her husband, Alan Perish of Browerville, brother Donald (Bing) Bisel of Long Prairie; sisters June Auldridge and Jone Eaton of Gaithersburg, MD; niece Kara Honebrink and her sons Vincent Nash, Maxwell Honebrink and Nicholas Honebrink of Minnetonka; sisters-inlaw Carolynne Bisel of Bertha and Betty Bisel of Texas; and a number of nieces, nephews and great nieces and nephews.

Karen is preceded in death by her parents and twin sister, Sharen Bisel, sister Betty Tonelli, brothers, Ted, Fred and Pat Bisel.

Casket Bearers were Aaron Perish, David Bisel, Paul Jennissen, Lee Johnston, Thom Peterson, Paul Sobocinski, Myron Swanberg and Glen Taft. Honorary Casket Bearer is Donald (Bing) Bisel.

Steven D. Bradshaw

Services celebrating the life of Steven D. Bradshaw, age 63, of Albany will be at 11:00 AM on Saturday, January 16, 2016 at Our Savior’s Lutheran Church in Albany. Pastor Bobbi Bell will officiate and private burial will take place at the Minnesota Veterans Cemetery in Little Falls on Monday, January 18, 2016.

Steve passed away in the comfort of his home with his wife and children at his side after a hard-fought battle with pancreatic cancer. There will be a visitation an hour before the service at the church in Albany.

Steve was born on September 18, 1952 in Watertown, SD to Dale and Donna (Olson) Bradshaw. He was raised with two siblings and graduated from Watertown Senior High School. Steve proudly served his country in the United States Air Force from 1973-1978.

He was a man of great integrity, very intelligent, and he loved to “shoot the bull.” On August 11, 1990, he married Denise Mohr in Watertown, opened his heart to welcome her son Chris, and together they had their daughter Kaitlyn. When they met, he was a Packer fan, but Denise converted him to be a Vikings fan. His favorite sport was golf: he loved to play, took part in a Men’s League at the Albany Golf Course, and enjoyed watching it on TV. Steve and Denise were good for each

other: he’d help slow her down, while she’d remind him to “keep it simple stupid.” He had a wonderful sense of humor, was funny, quite the character, and would improvise stories to keep folks laughing. He was even willing to look silly, oftentimes donning masks or costumes, or singing songs if that got a laugh. His daughter lovingly called him a “crusty marshmallow” because of his big heart. Steve had a big heart and helped people whenever he could.

He also had a soft spot for animals and over the years had dogs, cats, and a bird.

He took great pride in his yard and could be found mowing, weed whacking, and gardening. Steve celebrated his 23-year sobriety and was a deeply religious man.

He was a good Christian and would witness to anyone who would listen.

Steve was a good dad, a great husband, and will be missed so very much. He worked as a groundskeeper at the St. Cloud VA Medical Center. He was a member of DAV and the Albany Golf Course.

Steve is survived by his wife of 25 years, Denise, Albany; his parents Dale and Donna Bradshaw, Watertown, SD; his children Sarah (John) Thomas, Ogden, UT; Katherine Bradshaw, Ogden, UT; Christopher (Sara Benzell) Mohr; Maple Grove; Kaitlyn (James) Moore, St. Joseph; his brother Lt Col Scott (Robin) Bradshaw, Easton, CT; his sister Rebecca (Dr. Don) Lee, Lincoln, NE; 9 grandchildren; his German Shepherd Max; as well as other family and friends.

He is preceded by his grandparents Boyd and Lillian Bradshaw and R. E. and Nancy Olson.

Annie “Ann” Margaret (Haller) Checklund Annie “Ann” Margaret (Haller) Checklund, age 91 of Hudson, passed away on December 26, 2015 at Regions Hospital in St. Paul, Minnesota.

Ann was born on November 8, 1924 in Grey Eagle, MN, to Mike and Frances (Chromey) Haller.

She was raised in Grey Eagle. Ann was married to Merwin Checklund on October 25, 1945 in Grey Eagle, Minnesota.

Ann loved her family and would do anything she could for them. She was a strong and very independent woman with a deep faith in God. Ann will remain in the hearts of her children, Connie (Charles) Gander of Willmar MN, Therese (Douglas) Winfrey of Hudson, and Renee Bonse of Hudson; grandchildren, Keesha

Counterfeiting Investigation On January 7, 2016 at 9:50 am, the Stearns County Sheriff’s Office executed a search warrant at 141 7th Avenue East in the city of New Munich relating to a United States currency counterfeiting investigation. During the execution of the warrant, investigators found several counterfeit bills, electronics, paper products, and other items used in the production and distribution of counterfeit United States currency.

Several individuals found at the residence provided false names to investigators. A fingerprint identification sys-

tem was used to properly identify those individuals. Daniel Peterson, Brittany Jensen, Michael Jensen, Johanna Avery, and Richard Penaz were arrested at the residence on outstanding arrest warrants. Two other individuals were left at the residence after the search warrant.

The Sheriff’s Office investigation is ongoing. Assisting with the execution of the search warrant were members of the Melrose Police Department and the Central Minnesota Violent Offender Task Force (VOTF).

January 8, 2016: During afternoon hours Karen Vukelich called the TCSO to report a phone scam. Vukelich reported that earlier in the day she had a message to return a call to the IRS. Vukelich reported that they claimed there was an error on her taxes over the last 4 years and owes $1,200 to the IRS. Vukelich reported that they claimed if she did not resolve the debt they would contact local law enforcement and have her taken into custody. The TCSO urges citizens to be aware of these scams. Do not provide any personal information and hang up the phone.

January 11, 2016: At 19:48 the TCSO received a report of a vehicle in the ditch on Co Rd 2 near the address of 21853 Co Rd 2. The 2006 Ford van was driven by Darren Borgerding of rural

Sauk Centre. Borgerding was uninjured but the van sustained some damage. A fence owned by Sidney Kjeldahl was damaged in the accident. Shaggy’s Towing assisted on the scene.

January 11, 2016: At 22:07 Margaret Strobeck called in a vehicle fire at her residence located in rural Sauk Centre. A 1997 Chevy truck owned by James Strobeck had caught fire while being parked within 10 feet of the residence. The fire did not spread to the residence but the truck was a total loss. Sauk Centre Fire Department responded to the call.

All boys and girls ages 9-14 are invited to participate in the local level of competition for the 2016 Knights of Columbus Free Throw Championship.

The local competition will be held January 17th, 2016 from 9:00 a.m.-12:00 p.m. at the Swanville High School gym.

The Knights of Columbus Free Throw Championship is sponsored annually, with winners progressing through local, district, and state competitions. All boys and girls 9-14 years old are eligible to participate and will compete in their respective age divisions. Last year more than 120,000 sharpshooters participated in over 3,600 local competitions.

David was threatened by his guilt and needed God’s forgiveness. It is obvious in the opening verses of Psalm 51. His guilt was destroying and overwhelming him. And, he could find nothing within himself that provided him any assurance that God would forgive him.

He knew that he did not deserve God’s forgiveness. So, he appealed to God’s “loving-kindness, his steadfast love, his great compassion, his eternal compassion” - all words that are included in the translation of God’s hesed B God’s love.

Why did he find it necessary to ask God to “blot out my transgressions, wash away all my iniquity and cleanse me from my sin?” He feared God’s wrath.

David realized the significance and seriousness of his sins. According to the laws that governed the children of Israel at that time, God would not forgive him for what he had done. He was frightened! Where could he go? What could he do?

Appeal to God for His mercy, faithfulness and love. And that mercy, forgiveness and love have always been and always will be available. “If we confess our sins He is faithful and just to forgive us our sins and cleanse of all unrighteousness.”

Talent Search on for Upsala’s Community Variety Show VII A talent search for the “finest and funniest” from the Upsala area is now underway to fill the program for the Upsala Community Variety Show VII set for Sunday, February 28. A wide variety of acts are being sought, including musical numbers, skits, stunts, lip syncs, and dances. Four prizes will be awarded: $100 for “Best of Show,” $75 for second place, $50 for third, and $25 for fourth.

Audience vote will determine the winners.

Limited to five minutes each, all performances must be in good taste and be appropriate for the entire family. Both comedy and serious entries by area residents of all ages are welcome. Applications are subject to audition to control quality and show length. All program decisions will be made by the Variety Show Program Committee. Sign up deadline is February 8.

Dave Says -By Dave Ramsey Dear Dave, My fiancé and I are getting married in May. He’s a youth pastor, and I’m in grad school.

His mom and dad found a home they think we’ll like, and they want to gift us money for a down payment.

I’m not sure how I feel about this under our present circumstances. Do you think we should go ahead and accept when I’ll still be in school and we’ll still have debt to pay off?

-Emily Dear Emily, You need to get to know each other before you buy a house together. I always recommend that young couples rent for a year and concentrate on each other, the new marriage, cleaning up any debts you have, and establishing an emergency fund. Then, after another year or so when you’ve had time to take control of your finances, the idea of looking for a home becomes much smarter.

It sounds like your future in-laws are really generous people. They’re trying to do something nice for you two, but they kind of got out ahead of things with this idea. And in the process, they violated some boundaries in your relationship with your fiancé.

My advice is to have a conversation with your fiancé about all this and get on the same page about what is the smart thing to do. Then the two of you need to have a loving discussion with his parents. Let him do most of the talking, and say thank you a lot, but let them know you both feel it would be best to start out by renting something for a year or so. Then after a little time has passed, tell them if they still want to help with a down payment you’d both be very grateful.

I think this approach would be good for the boundary issues and for your finances!

-Dan Dear Dan, There’s never a time for an allowance, no matter the child’s age. In my mind, that kind of thinking is the best way to plant the seeds of entitlement.

You want your son growing up with the idea that he’s owed money simply because he’s alive.

Instead, work out a plan to pay him commissions. Assign him weekly chores that are age-appropriate. Then, when the work gets done, he gets paid.

And guess what? If the work doesn’t get done, he doesn’t get paid! Not only do

we want to teach a healthy work ethic, but we also want him to learn that work creates money.

Of course, there are some things a child should be expected to do without financial reward. Everyone needs to pitch in and do certain things to help out when they’re part of a family. But once you’ve taught him about work, make sure to also teach him about the three uses for money—saving, spending, and giving.

Lessons on the basic handling of money are some of the best teachable moments you can have with your child.

Not only does it make them more knowledgeable about finances, it helps them learn about life!

Local Municipality Minutes Melrose City December 10, 2015 The Melrose City Council met in a Regular Meeting on Thursday, December 10, 2015 at 6:00 p.m. at the Melrose City Center pursuant to due notice being given thereof.

Present were Council Members Jenny Mayers, Dick Christenson, Tony Klasen, Josh Thieschafer, Mayor Joe Finken, City Administrator Michael Brethorst, and City Clerk Patti Haase. Mayor Finken presided thereat. Also in attendance were American Government students from the Melrose Area Public High School. The Council then recited the Pledge of Allegiance.

A motion was made by Ms. Mayers, seconded by Mr. Klasen and unanimously carried that the agenda be approved as submitted.

Mayor Vogel then opened the floor to public comment. There were no comments. a. The minutes from the Council’s November 19 Regular Meeting and the November 19 Special Meeting b. List of bills in the amount of $147,176.46. c. List of investments for the month of November. d. The Council to give consideration to approval of the following tobacco licenses: 1. Coborn’s Inc. Coborn’s Store; 2. Melrose 1 Stop; 3. Casey’s General Store; 4. SPIRITZ Liquor, Inc.; 5. Coborn’s Inc. Coborn’s Liquor; 6. Dollar General; 7. Adium Oil – Petro Plus #101.

Minnesota law requires cities to obtain proof that all license holders provide workers’ comp insurance for their employees. Also, the City must obtain licensees’ social security numbers, and Minnesota and federal tax identification numbers for the Department of Revenue’s use.

Approval of license is contingent upon staff receiving the signed application, all required documentation and the $75 license fee.

The licenses are effective January 1, 2016. e. Resolution No. 2015-56, Resolution Approving Gambling License to Midwest Outdoors Unlimited Wobegon Partners for an exemption from lawful gambling license to hold a raffle and to sell pull-tabs on January 17, 2015 at the Melrose Legion Club, 265 County Road 173 SE. A motion was made by Mr. Christenson, seconded by Mr. Klasen and unanimously carried to approve the Consent Agenda as submitted. a. Police Chief Craig Maus presented the Police Department’s November report. He noted that a total of 22 citations were issued in the month of November. There were 112 verbal warnings and 33 written warnings. Chief Maus stated there were 350 calls for service during this month compared to 164 for November of 2014. The year-to-date number of calls is 2,905 compared to 2,507 in 2014. For the month of November 2015, the Department received 22 agency assist calls.

Chief Maus also noted that electricity has been installed at the Rose Park storm shelter. b. Planning and Development Director Walz reported on the Commission’s October 19 Regular Meeting. The Commission held several Public Hearings: Two pertaining to the Wirtjes property, two pertaining to the rezoning of the mobile home parks, two for Conditional Use Permits for the mobile home park and one for the zoning ordinance amendment. All of these will be addressed later on in the meeting. c. City Attorney Scott Dymoke

reported on projects he has been working on for the City.

• Zoning Ordinance Amendments: Reviewed drafts of proposed amendments to City zoning ordinance and forwarded comments and recommendations to city staff. Prepared ordinances and summaries for Council approval.

• MRES Power Supply Agreement: Attended webinar with City Administrator reviewing changes to the power supply agreement with MRES. • Community Development: Prepared draft agreement for sale of property to local business seeking to expand its operations. a. The Council then held a public hearing on the 2016 Budget and Tax Levy. The public hearing is to allow public comment and questions. Finance Director Beuning presented the Truth in Taxation Presentation. Ms. Beuning presented the following information.

At the September 17 meeting, the Council first reviewed the proposed 2016 Budget. The preliminary property tax levied to the County at that time was: General property tax: $964,000; Debt Levy: ; 2008 Fire and Ambulance Station Lease Revenue Bonds: $100,000; 2011A GO Refunding Bonds: $310,000. Total Levy: $1,374,000.

Since that time, the Council and staff have reviewed the budget to determine where cuts could be made or revenues increased in an effort to reduce the property tax levy and arrive at a more balanced budget. Based on those meetings and the cuts proposed, the general levy is proposed to be reduced to $1,346,000, which is $45,000 more than the final 2015 levy of $1,301,000. This increase is due to an increase in debt payments. According to the information received from the County, the proposed tax capacity (net of JOBZ) for the City is estimated at $1,875,727. This will result in an estimated tax capacity rate of 71.76%, which is a slight increase over 2015. The 2015 tax rate was 71.54%, resulting in a tax capacity rate increase of 0.22% from 2015.

According to law, the City now must certify the levy as set in September or it may reduce the levy.

It cannot set a levy higher than the proposed levy, which was certified with the County Auditor in September. The proposed general levy of $936,000 plus debt levy of $410,000 results in a total levy of $1,346,000.

The budget and levy to be adopted at the hearing to meet the State law requirements. After the final levies are adopted, they must be certified with the County Auditor prior to December 31.

Mr. Klasen introduced Resolution No. 2015-51, Resolution Adopting the Tax Levy and 2016 Budget. (See attached resolution.)

The motion was seconded by Mr. Thiechafer with a roll call vote recorded as follows: For: Council Members Klasen, Thieschafer, Mayers, Christenson, and Mayor Finken; Against: None.

Minnesota Statutes Section 462.356 Subd. 2, which requires that the City’s proposed real property acquisitions and dispositions be reviewed by the Planning and Zoning Commission for compliance with the Comprehensive Plan, also applies to the City’s proposed Capital Improvements. In conformance with this requirement, the Planning and Zoning Commission, at its October 19 meeting, reviewed for written comment to the Council the compliance with the Comprehensive Plan of the proposed 2016 non-equipment related expenditures

contained in the Five Year Capital Improvement Plan and Levy Information Years 2016-2020. For reference and comparison, present Year 2015 was also included in the Commission’s review. The Commission determined that the proposed nonequipment related expenditures proposed for Years 2016 is in compliance with the City’s Comprehensive Plan and authorized the Chair’s execution of correspondence to the Council evidencing its findings. A motion was then made by Mr. Christenson, seconded by Ms. Mayers and unanimously carried to adopt the 2016-2020 Five Year Capital Improvement Plan. There was no public input at the public hearing; the hearing was closed at 6:30 p.m. a. Mayor Finken stated that the Melrose Planning and Zoning Commission, acting as the Board of Adjustments and Appeals, held a Public Hearing on Monday, December 7, 2015 at 6:30 p.m., for the purpose of giving consideration to the request submitted by Trevor and Tania A Wirtjes for a Variance from Section 212.03 Residential Districts/R-2, Moderate Density Residential – Permitted Accessory Uses of City of Melrose Zoning Ordinance No. 1989-1-A, as amended, and adopted by reference as Chapter 153 of the City of Melrose Code of Ordinances which permits accessory uses and buildings in the rear yard and side yard only on residential lots. Section 212.03 makes reference to Section 211.03. Parcel 66.37015.0000 contains an occupied single family residence with an attached garage located at 599 5th Avenue NE; Parcel 66.37014.0000 is vacant. Parcel 66.37014.0000 is the proposed location of the detached accessory structure and since a detached accessory structure cannot be constructed on a parcel without a principal or main structure, Parcel 66.37014.0000 must be attached to Parcel 66.37015.0000 to form a single parcel if this planning request is to receive approval.

The Variance request is to allow an accessory use and building to be located one foot in front of the principal structure rather than in the rear yard and side yard only. The Planning and Zoning Commission, at its December 7 meeting, reviewed the variance request and based on the information presented it is their recommendation that the Council approve the request.

Ms. Mayers introduced Resolution No. 2015-52, A Resolution Approving Case No. 2015-101, Variance Request from Trevor and Tania A. Wirtjes to Allow an Accessory Use and Building to be Located One Foot in Front of the Principal Structure Rather than in the Rear Yard and Side Yard Only. The motion was seconded by Mr. Thieschafer with a roll call vote recorded as follows: For: Council Members Mayers, Thieschafer, Klasen, Christenson, and Mayor Finken; Against: None. b. In addition the submitted request by the City of Melrose in behalf of Melrose Mobile Home Park Inc. and Randall G and Hallie Dufner is to rezone Parcel 66.36454.0000 and Parcel 66.36455.0020 from their current R-MH, Residential Manufactured/ Mobile Home Subdivision zoning to R-2, Moderate Density Residential and to issue Conditional Use Permits to allow the manufactured/ mobile home park to continue and not become a non-conforming use.

This proposed rezoning is a result of MN State Statutes in that cities must allow manufactured/mobile homes in residential districts. Ambulance Coordinator Jenn Tschida and HR Coordinator Diane Gruber have reviewed the Ambulance Department Policies and Procedures and are recommending slight modifications to the policies.

A motion was made by Ms. Mayers seconded by Mr. Christenson and unanimously carried approving the revised Ambulance Policies. j. Police Chief Maus is requesting the Council give consideration approving the replacement of the 2010 Crown Victoria Police Vehicle and authorizing Chief Maus to obtain quotes.

A motion was made by Mr. Thieschafer seconded by Mr. Klasen and unanimously carried authorizing Chief Maus to obtain quotes for a 2016 Police Vehicle. k. Chief Maus has obtained a quote for the purchase of four squad car cameras from Watchguard Systems The quote is in the amount of $27,180 and is the State Contract price. Chief Maus also presented a lesser package of the Watchguard System with a price of $20,080.

recommending further research on these types of car cameras and the item be tabled and brought back to the January Regular Meeting. The Council by consensus tabled the matter for consideration at the January meeting. l. Chief Maus is requesting Council authorization to obtain quotes for a security videos camera upgrade for the Melrose Administration/Police building. A motion was made by Mr. Christenson seconded by Ms. Mayers and unanimously carried authorizing Chief Maus to obtain quotes for security camera system upgrade for the Administration/Police Building. m. Mayor Finken stated that the City contracted with Tri-Cap Bus Service to provide busing services in the City of Melrose. We have historically, contracted one year at a time. In an attempt to stabilize the funding and resources for Tri-Cap, they are proposing a 2 year agreement. They are unable to sign agreement longer than two year at this time. Therefore, they are proposing a .0314% increase for 2016 and .0289% in 2017.

Ridership has seen a consistent increase over the past years, however, in 2015 there has been a decrease. As per Tri-Cap, Executive Director, Lori Schultz it is assessed to; “mostly due to a reduction of ride requests for pre-school children, predominantly due to Head Start moving to providing Head Start Children a one way ride where they used to provide both one way rides for the children.”

Consideration was then given to the proposed 2016 meeting schedule. The meetings for all months are scheduled for the third Thursday of the month, with the exception of January which will have a meeting on both the first and third Thursday of that month. This schedule was agreeable with the Council. b. Finance Director Beuning noted that she is looking to expand the preparation of the City’s basic financial statements to a Comprehensive Annual Financial Report (CAFR). Authoritative standards encourage governments to issue their basic financial statements in the broader context of a CAFR. In doing so, the City is showing increased financial transparency to its readers. Some of the benefits a CAFR will offer are: • Giving background on the structure of the government, the environment in which it operates, and the types of services it provides.

• The basic financial statements provide information on individual funds only for major funds.

A CAFR provides individual fund data for nonmajor funds as well.

• A CAFR includes a statistical section that offers multi-year trend information, along with relevant economic and demographic information. This is beneficial, and

at times necessary, for a user to meaningfully interpret the data presented in the set of basic financial statements.

A government that prepares a CAFR, will have that reviewed by the Government Finance Officers Association, and may be issued a Certificate of Achievement for Excellence in Financial Reporting Program.

Finance Director Beuning has had experience in both the preparation of CAFRs, and in reviewing them for a municipality’s submittal and on a peer board for CAFR compliance. As with the current preparation of the City’s financial statement, the preparation of the CAFR would be done in house.

The Council was in support of expanding the preparation of the City’s basic financial statements to a Comprehensive Annual Financial Report (CAFR) c. Mayor Finken stated that due to the construction of the 5th AVE Bridge a detour needs to be developed and planned for traffic.

WSB, Stearns County and Melrose staff have reviewed possible routes for the 5th Ave Bridge. By consensus the Council, after further review the Council concurred to use the detour as outlined by the County using County roads. d. Mayor Finken noted that Stearns County is putting together the final bid and specification for the construction of the 5th Ave Bridge. The final designs and plans will be presented once they are complete for the Council to review and approve. It is unknown when funding will be made available for the bridge by the State of Minnesota.

A planning time line as per Stearns County indicates a 2017 construction window. The County will ultimately be awarding the bids for the bridge. However, they would like to know our preference for a construction window. The County does stress the fact that the bidders depending on availability and access to construction materials will be the main factor in determining the best cost for the bridge. The County would like to know what the cities preference would be for a construction window. There are two options: Early Spring through Sum-

mer; Early Fall through winter.

Again, the lowest cost bid and availability of the bidder will ultimately determine the construction time frame. The City preference would be placed in the bid specification as a preference but not as a requirement.

By consensus the Council preferred the early spring through summer construction window. e. In 2014/2015 legislative session, the City of Melrose requested special Bonding dollars to help with the City share of the 5th Ave Bridge.

A motion was made by Mr. Klasen, seconded by Mr. Thieschafer and unanimously carried authorizing staff to submit a request for Special Bonding dollars during 2015/2016 legislative session to help with the City share of the cost of the 5th Avenue Bridge. a. At the Council’s first meeting in January 2016, consideration will be given to making appointments to the various boards and commissions. A notice regarding same will be published informing residents that those interested in seeking appointment should submit their application to the City Clerk by no later than Friday, November 13. Applications are available at the Melrose City Center. Terms are expiring on the following boards and commissions: • Housing and Redevelopment Authority: one member (five-year term). Term expiring: Nancy Roering.

• Planning and Zoning Commission: two member (four-year term). Term expiring: Jason Seanger and Kevin Thomes.

From January 2016 through March 2016, the Community Development Director will be on Intermittent Leave. An internal review was conducted and proposals were received for Intermittent-Planning services. Based on this review and factoring in costs, it is planned to fill the staffing gap internally for the time being. The City Administrator, City Clerk, HR Coordinator and Administrative Assistant will divide up the various tasks. A continuous evaluation will be conducted during this period to see if there is need for outside consulting help. If a need is determined, a request will be submitted to the City Council.
