Success In 2011 Depends On Your Goals -By Harvey Mackay

So this is the year you’re going to break away from the pack and set reasonable, achievable goals. And then, you’re going to get through your whole list so you can reach even higher in 2012.

Call them New Year’s resolutions, personal goals or just your to-do list. Or perhaps your goals are companyrelated, where you either supervise progress or report to a manager who expects results. Do you have enough incentive to keep moving past mid-January?

Whether personal or professional, goals need a clear basis and direction.

Before you can actually set goals you need to consider these fundamentals: • Know what you really want. A goal should be a response to a stated need.

Do you need to improve your order processing to serve your customers? Drop a few pounds for your health? Learn a new skill to better enhance your resume?

Goals need to be specific -- “being a better company” isn’t enough. Perhaps you’ve heard the wisdom of Yogi Berra, who said, “If you don’t know where you’re going, you might wind up some-

• Know your motivation. How will achieving this goal change your business, your life or your attitude? If you want to make more money, will that improve your situation? Or would some other reward, like a better schedule or less travel, be more fitting with what you hope to accomplish? Remember, health, wealth and happiness are not goals themselves, but by-products of goals achieved.

• Zero in. Focus on one or two areas where you can make real improvements, rather than shooting for a complete makeover. Any goal that is too overwhelming will soon become a good intention, and we know where those usually wind up. Allow plenty of time to make real, sustainable progress that you can build on for the next phase.

• Take risks. As I like to say, you’ll never stub your toe if you walk backwards. But you won’t move ahead either.

Once you figure out where you want to be, find a path that is practical, manageable and bold enough to make a change.

Apple co-founder Steve Jobs was taking risks at age 12, when he called Bill Hewlett, co-founder of Hewlett-Packard, and asked if they would give him some parts.

• Involve those around you. Let your family and friends know that you are going back to school, taking on a new volunteer opportunity or training to run a half-marathon. Look for support wherever you can find it. At the office, make sure your staff is invested in facing new challenges and achieving results. Let them know that you value their input and perspectives.

Setting goals is all about taking charge of a situation. A company president who held a doctorate in psychology tried an experiment in his factory to determine the best way to help his employ-

ees reach their optimum performance as quickly as possible. He divided his newly hired unskilled workers into two groups to test his theory.

He set a difficult goal for the first group, to reach their production quota within twelve weeks. But after fourteen weeks, they had only achieved 66 percent of standard performance, well below their goal.

The second group was given weekly goals instead, with the same expectation after twelve weeks. Each week, as proficiency improved, the goal was set higher. At the end of fourteen weeks, the second group had achieved and exceeded the original goal of becoming skilled operators. Reasonable, measurable goals were the difference.

Occasionally, your goals will take you into uncharted territory. Be fearless! Consider the story of Henry Morton Stanley, the nineteenth-century British explorer. After fighting his way through an incredibly terrifying jungle, he was asked if he had been frightened.

He answered, “I didn’t think about it that way. I did not raise my head to see the whole. I saw only this poisonous snake in front of me that I had to kill to take the next step.

“Only after I had gotten through did I look back and see what I had been through. Had I taken a look at the whole thing, I would have been so scared that I would never have attempted this.”

Mackay’s Moral: Although no one can go back and make a brand new start, anyone can start from now and make a brand new end.

The Minnesota Department of Transportation reminds the public that it is unlawful to deposit snow on or next to a public highway or street.

Minnesota law and many local ordinances prohibit the plowing, blowing, shoveling or otherwise placing of snow on to public roads. This includes the ditch and right of way area along the roads.

Violations are considered misdemeanors, but civil penalties also apply if the placement of snow creates a haz-

ard, such as a slippery area, frozen rut or bump, that contributes to a motor vehicle or pedestrian crash. The civil liability can extend to both the property owner and the person who placed the snow.

Improperly placing snow on or near a public road creates hazards including drainage problems, drifting, sight obstruction and unsafe access. Special attention should be made to keep crosswalks, intersections, entrances and exits clean and unobstructed.

Obituaries Gerald H. Spoo

Gerald H. Spoo, age 70 of Grey Eagle, died Thursday, January 6, 2011 at St. Michael’s Nursing Home in Sauk Centre, Minnesota.

Funeral Services were held at 11 a.m. Wednesday, January 12 at the Patton-Schad Funeral Home in Grey Eagle with Rev. Fred Kutter officiating. Interment was in Lakeview Cemetery. Military honors were provided by the Melrose Veterans Honor Guard.

Gerald Henry Spoo was born October 20, 1940 in Eureka, California to Henry and Edith (Yaple) Spoo. He graduated from Upsala High School in 1959 and then served in the U.S. Army

Mass of Christian burial celebrating the life of Lidwina C. Blenker, age 98 of Albany will be 11:00 AM Friday, January 14, 2011 at Seven Dolors Catholic Church in Albany. Father Michael Naughton will officiate, and burial will take place in the parish cemetery following the service. Lidwina passed away early Monday morning, January 10, 2011 at Mother of Mercy Nursing Home in Albany.

Anton Heinen for three years. He was united in marriage to Sharon Lee Meldaus on October 31, 1964. Gerald worked for United Parcel Service for 34 years. Soon after his retirement, they built their home on Big Birch Lake.

Survivors include his three children, Tammy Spoo of St. Francis, Shawn Spoo of Milaca, and Heather Spoo of Elk River; sisters, Linda Spoo and Judy Spoo of Brandon, South Dakota; mother-in-law, Loretta Meldaus of Grey Eagle; and brother-in-law, Robert Meldaus of Grey Eagle.

Gerald was preceded in death by his wife, Sharon Lee Spoo on October 30, 2010; parents, Henry and Edith Spoo; father-in-law, Clarence Meldaus in 1972; and brother-in-law, Dale Meldaus in 2009.

Arrangements were made with Patton-Schad Funeral & Cremation Services of Grey Eagle.

Lidwina was born April 4, 1912 to George and Magdaline (Habiger) Christen in Albany. After graduating high school, Lidwina attained a teaching certificate from the teacher school in St. Cloud. Lidwina married Joseph Reber in 1936. Joseph passed away in 1943. She later married George Blenker in 1953. George passed away in 2005. Lidwina worked on the farm with her husband most of her life. She was a member of Seven Dolors Catholic Church, the Christian Mothers, and various mission groups.

Lidwina is survived by her son Tony (Mary) Reber, Albany; her six grandchildren; and many great-grandchildren.

She is preceded in death by her mother, father, her husbands Joseph Reber Sr., and George Blenker, her infant son Joseph Reber Jr., her adult son Joseph Reber Jr., her brother and sisters Sr. Viola Christen, Marie Haberman, Sr. Agnes Christen, Caroline Reber, Carl “George” Christen, Adeline Tamm, and Sr. Lois Christen, and several greatgrandchildren.

The Mass of Christian Burial, celebrating the life of Anton “Tony” Heinen, age 94 of Albany was 10:30 AM Saturday, January 8, at Seven Dolors Catholic Church in Albany. Tony died Tuesday, January 4, 2011 at the Albany Area Hospital. Burial was in the parish cemetery.

Tony was born August 11, 1916 in Albany to Matt and Agnes (Kuper) Heinen.

He married Angeline Winskowski on October 26, 1939 in St. Hedwigs Catholic Church in Holdingford.

The couple farmed together for over 30 years in the Albany area before they moved into Albany. He was a clerk for School District 111 and also worked for the DHIA, retiring in

Tony is survived by his wife, Angeline, Albany; his children, Robert (JoAnn) Heinen, Bemidji; Kenneth (Helen)Heinen, New London; Michael (Maureen) Heinen, Waite Park; Karen (Mark) Schneider, St. Joseph; 16 grandchildren, 30 great-grandchildren and one great-great grandchild. He is also survived by his sisters, Clara Klimmek, Holdingford and Helen Scepaniak, Albany.

Tony is preceded in death by his parents, his brothers and sisters; Elizabeth Miller, Theresa Ewertowsky, Bernard Heinen, Matt Heinen, Herman Heinen and Andrew Heinen. His halfbrothers, Joseph Heinen, Benedict Heinen, Alois Heinen and his half-sister, Mary Bloch.

They retired from farming and moved to Bowlus in 1977. He was a member of St. Stanislaus Parish and St. Joseph’s Society.

Joe enjoyed gardening, playing with his grandchildren and enjoyed talking about the “old days”. Joe’s motto was “take it easy and do all you can.” .Joe is survived by his son Patrick (Mary) of St. Stephen; daughter Kathryn (Jerome) Czech of Flensburg; two grandchildren April Anderson of Frazee and Paul Anderson of Bowlus.

Joe was the last surviving member of his and Angeline’s brothers and sisters. Preceding him in death were his parents, wife (2007), brother John and sisters Agnes Marsolek, Frances Kurtz and Mary Kroll.

“Memory is the treasury and guardian of all things.” ~ Cicero W h a t memories does Christmas bring to your mind?

Perhaps you remember the excitement of waking up on Christmas morning to find a pile of presents under the tree. Maybe you recall sledding, snowball fights, or sipping hot chocolate by the fireplace. You may even have memories of the time your family decided to chop down its own Christmas tree. Whatever your recollections, there’s no denying that the holiday season is a memorable time of year.

How Memories Enrich Our Relationships Have you ever considered the value that shared memories bring to relationships? Fond remembrances are the foundation of my dearest friendships and of my relationships with loved ones. I cannot think of my family without thinking of the wonderful times we’ve had together throughout the years. I believe memories enrich our relationships in the following ways: 1) Memories Draw Us Together Memories are meaningful because they are the exclusive territory of those who took part in creating them.

There’s a sense of intimacy that comes from a shared experience, since only those involved have access to the memory of it. The uniqueness of shared experiences explains why we have inside jokes that are incomprehensible to anyone apart from our closest friends.

As newlyweds, Margaret and I led a small church in Hillham, Indiana. I have memories of faces, places, and events in Hillham that are incredibly significant to me, but no one except Margaret would understand why they mean so much to me. Those Revolting Weight Tips -By Saralee Perel

Do you ever read the “How not to gain weight over the holidays” articles? They’re usually written by dietitians. I read them all the time. Know why? It’s not to read something sensible like, “Don’t have the gravy. Have you looked in a mirror lately?” It’s to find something magical like, “Have one cherry tomato twelve minutes after the mashed potatoes and this combination of foods will insure that you can stuff yourself on anything you want.”

I say it’s time we talk back to the dietitians. Do they really think I want to hear, “After a big holiday meal, don’t lie on the couch with a plate of apple pie and vanilla ice cream balanced on your stomach. Instead, put your coat on and walk two miles in the freezing cold”?

Oh sure, I want to hear that.

Do we need to get so crazy about putting on five pounds over the holidays? Last year I went to a party. On one side of the appetizer table were the

Atkins protein people. They were eating cheddar cheese topped with sausage rounds topped with salami. On the other side were the Pritikin carbohydrate people. They were dipping carrot sticks in wheat germ goop.

Each “team” got pretty nasty. While I was trying to get the group to cordially sing, “Pa rum pum pum pum,” from that cloying little drummer boy Christmas song, I heard a carbo lady shouting to a protein man, “Your kidneys are shot and you’ve got ketone breath!”

Protein man yelled, “Oh yeah? Cave men didn’t dip carrots in wheat germ.

They ate meat!”

“Oh yeah? Well, they all died anyway!”

“You can eat both protein and carbohydrates,” another fanatic said. “Just not at the same meal.”

“Hey! We’re having a party here,” I said, in an effort to stop this incessant debate. I put a slice of cheddar on a cracker and started to eat it. The room grew silent. I looked around to see the whole crowd staring at me.

“What did you just do?” one guest said. I remember saying that to my first puppy a lot. She continued, “I said EITHER protein OR carbohydrates. You

I coughed up what was in my mouth and put it in my napkin as graciously as I could. “I’m sorry,” I said. “I didn’t know.”

Other things that dietitians say to do include: 1. Fill up on water.

2. Make your belt too tight.

3. Sit with your back to the horsd’oeuvre table.

Believe me. You will look like a lunatic if you sit at the table facing away from it. Plus, nobody’s supposed to actually sit down at an appetizer table and eat all the shrimp. I found that out last year.

You must have heard about the diet called The Zone. You’re supposed to lose weight if you keep your carbohydrate quotient in check. To be in the Zone, carbs should make up just 40% of your diet. Barry Sears, the brilliant theoretician behind this, points to the following proof: Grains (carbs) make cows fat so it follows that the same would hold true for people.

Barry? Helloooo? Are you telling me that if we put Velveeta Cheese in cows’ feeding troughs, they’d be svelte like deer? You’re in a zone all right. The Twilight Zone.

Breaking news Barry. Cows eat all day. That’s why they’re fat.

Have you ever seen a thin person on one of these diets? Of course not. And that’s because thin people eat whatever they want. Just not a garbage can full.

I know. I know. I’d like to punish these people too. I fantasize about making them watch Al Gore do the hullygully.

Failing that, and who doesn’t, let’s make a resolution to enjoy ourselves for the holidays. I don’t mean that we should jeopardize our health. But if we indulge in food a bit more than usual, we might as well have a ball doing it.

So, I have put together a string of food clichés that I think should be our motto.

If we bite off more than we can chew and wind up with too much on our plate, always remember that we can have our cake and eat it too. But not around dietitians.

The first day of session is always fun. Optimism is high, and spirits are friendly. The formalities are taken care of, such as the election of the Speaker of the House and the remainder of the House staff that make sure things run smoothly while we’re in session.

The Minnesota Legislature began its new session Jan. 4, amid much speculation as to how the state will balance its budget in the face of a $6 billion deficit.

It’s not going to be easy or without some pain, but state law provides that we have a balanced budget every two years. Just how that mission will be accomplished is the big question.

Dr. Deborah Swackhamer of the University of Minnesota defined sustainable water use as that which does not harm ecosystems, degrade water quality, or compromise the ability of future generations to meet their own needs. Among her recommendations was one to make agriculture subject to some type of mandatory reduction in excess nutrients. She also stated that water usage in the metro area may be greater than groundwater replacement, adding that our underground water supply could be described as a bank account and that’s it’s not wise to be taking more out than we are putting back in.

A hearing scheduled for that same committee Jan. 11 is sure to draw lots of attention. That’s when we’ll be hearing a bill to end Minnesota’s moratorium on the construction of nuclear power plants. The ban has been in effect since 1994 as part of the “Dry Cask Storage Agreement.” The main argument against nuclear power has to do with the storage of the waste that results from the electric generation process. That responsibility actually belongs to the federal government, however since the Yucca Mountain project in Nevada has been stopped,

there is no clear indication as to where this waste will be stored. The two existing nuclear plants in Minnesota have been allowed to store spent fuel rods in cement casks until a permanent solution is agreed to. Those two facilities, one at Monticello and the other at Red Wing, together provide about 30 percent of the electricity needs of Minnesota.

With discussions taking place about climate change and greenhouse gas emissions, nuclear power has once again become an option. No fewer than 17 applications for new plants are currently in various stages of the permitting process around the United States. Although no power companies that serve Minnesota have any immediate construction plans, it is felt by many that the ban should be lifted to at least allow that conversation to take place. Under the current process, it would take approximately five years for all the necessary permits to be obtained, and another five years for the actual plant construction to take place.

Local Municipality Minutes Grey Eagle Township January 3, 2011 Call to Order: Ron Frericks called the meeting to order at 8:00 p.m. The pledge of allegiance was recited.

Members Present: Ron Frericks, Ray Bense, John Young and Mary Ann Primus. Bev Eggerth represented the planning and zoning board. Mike Kutter was absent.

Agenda Approval: A preliminary agenda was presented. Ron asked if there were additions to the agenda.

John asked to have the Floodplain vote added to the agenda. John made the motion to accept the agenda with the modification. Ray made the second. Motion carried.

Approval of Minutes: The clerk provided copies of the December 6, 2010 minutes to the board. John made the motion to approve the minutes as presented. Ray made the second. Minutes approved.

Zoning Report: Bev reported there was nothing new for this month, other than the vote on the Floodplain Ordinance. The new FEMA Floodplain ordinance needs to be adopted by Feb. 4th. After some discussion, John made the motion to adopt the Floodplain Ordinance as presented. Ray made the second. Motion carried. This will be published and recorded.

Town Clerk’s Report: Clerk presented the claims list for December. Claims list included 9 claims for a total of $8,326.17. Ray made a motion to pay the claims as listed. John made the second. Motion carried. The board reviewed items for reorganization; all items will remain the same. The supervisor duties were delegated as follows: Chairman –Ron Frericks, Vice-Chair-John Young, Fire Board and Weed Inspector-Ray Bense, Planning and Zoning-Ron Frericks, Roads-John Young.

The supervisors were asked to sign the Officers List for the Minnesota Association of Townships. John volunteered to fill out the census boundary survey.

Melrose City December 9, 2010 The Melrose City Council met in a Regular Meeting on Thursday, December 9, 2010 at 6:00 p.m. at the Melrose City Center pursuant to due notice being given thereof. Present were Council Members Joe Finken, Jenny Mayers, Tom Budde and Tony Klasen, Mayor Eric Seanger and Assistant City Administrator/Treasurer Karen Thostenson. Mayor Seanger presided thereat.

The Council then recited the Pledge of Allegiance.

A motion was made by Ms. Mayers, seconded by Mr. Budde and unanimously carried that the agenda be approved as submitted.

This is required training and the cost of the course is a minimum charge of $3,750 for one to 25 people, and a charge of $150 each for additional individuals.

A motion was made by Mr. Budde, seconded by Mr. Finken and unanimously carried to approve the Consent Agenda.

The Council then held a public hearing on the proposed 2011 Budget and Tax Levy. Assistant City Administrator/Treasurer Thostenson presented the Affidavit of Publication of the Hearing Notice that was published in the Melrose Beacon on November 28. The public hearing is to allow public comment and questions.

Assistant City Administrator/Treasurer Thostenson stated that the Council, at their September 9meeting, had first reviewed the proposed 2011 Budget. At that time, the preliminary property tax levied to the County was $1,395,825, which was an increase of $130,345 over the total levy of $1,265,480 for 2010. Of the total levy amount, the General levy (property & unallotment) totaled $1,282,264 compared to $1,105,805 for 2010.

This resulted in a preliminary estimated tax capacity rate of 66.667%; the 2010 final tax rate was 61.404%.

She stated that since that time, the Council and staff have reviewed the budget several times to determine where cuts could be made or revenues increased in an effort to reduce the property tax levy and balance the budget. Based on those meetings and the cuts proposed, the general levy is proposed to remain at $1,282,264, however, the debt levy is being completely eliminated with the debt payments being included in the transfer from the General Fund, as well as using some excess funds in the debt service funds. According to the information received from the County, this would result in an estimated tax capacity rate for the City for 2011 of 61.3469%, which would decrease the tax rate by 0.571%.

The final proposed levies are as follows: General property tax: $1,058,142; Debt Levy: 2004 GO Imps Bonds #37: 0; 2005 GO Imps Bonds #38: 0; 2008 Fire and Ambulance Station Bonds: 0; Unalloted aids (2008 & 2009) levy: $224,122; Total Levy: $1,265,480 Mayor Seanger opened the hearing to the public for comment and input; however, there was none.

Mr. Budde then introduced Resolution No. 201054, Resolution Adopting Tax Levy and Approving 2010 Tax Levy Collectible in 2011. The motion was seconded

by Mr. Klasen with a roll call vote recorded as follows: For: Council Members Budde, Klasen, Finken, Mayers and Mayor Seanger; Against: None. A copy of the resolution is on file in the City Administration Office.

Mayor Seanger then closed the public hearing.

Police Chief John Jensen presented the Police Department’s November monthly report. He stated there were 203 calls for service during that period compared to 168 for the same month in 2009. The year-to-date totals for calls is 2306 compared to 2404 in 2009.

Mr. Klasen inquired as to the process and penalty for someone cited for driving without a valid drivers license. Chief Jensen noted that this is not a payable fine. Mr. Klasen expressed his concern that individuals continue to drive without valid licenses even after being cited, and noted the danger they are to other drivers.

Planning & Development Director Gary Walz reported on the December 1 Planning and Zoning Commission meeting. At that meeting, the following were discussed: 1. The status of the platting process for the Medical Services/Health Care District, and the Melrose Lions and Jaycee Community Park.

2. Proposed changes to the Zoning Ordinance to be undertaken in early 2011 and would include addressing Section 2144.06(8), Emergency Community Shelters in an R-MH Residential Manufactured/Mobile Home Subdivision and change the requirements so that the structures must conform to FEMA/Homeland Security guidelines. A second proposed change would address Section 1011.02 through 1011.07 which address determination of undue hardship with regard to a Variance request as a result of a Minnesota Supreme Court case decision.

3. Minnesota Statutes Section 462.356, Subd. 2, which requires that the City’s proposed real property acquisitions and dispositions (City’s 2011-2015 Five Year Capital Improvement Plan) be reviewed by the Planning and Zoning Commission for compliance with the City’s Comprehensive Plan. The Commission found the proposed plans to be in compliance with the Comprehensive Plan or unrelated.

Mr. Budde inquired as to the status of the Comprehensive Plan survey results and if the Plan update would be completed by its target date of February 2011.

Director Walz stated he anticipates the survey portion to be completed by the end of January 2011.

Mayor Seanger then provided an update on the City Administrator hiring process. He stated the City had received 14 fully completed application packets.

He also reported that, at a special joint meeting held earlier, the Ad Hoc Labor & Personnel Committee and staff was asked to perform the T&E rating on the applications received and make a recommendation on about 4-6 applications for interviews. It was also agreed that the full Council and Commission would perform the

interviews. Mayor Seanger noted that after the first interview, the field would be narrowed for the 2nd and 3rd interviews. It had also been suggested to include members of the community in the hiring process.

It was the recommendation of the Ad Hoc Labor & Personnel Committee that a special joint meeting of the Council and Commission be scheduled to review the applicants to be interviewed, to develop interview questions, and to establish a timeline.

A motion was made by Mr. Finken, seconded by Mr. Budde and unanimously carried to schedule a special joint meeting of the Council and Commission for 5:00 p.m. on Thursday, December 16 as recommended.

Consideration was given to approval of the following tobacco licenses: Coborn’s, Inc.; S.A.V.E Foods; Melrose Motor, Inc.; Casey’s General Store; Total Express of Melrose, Inc.; SPIRITZ Liquor, Inc. The signed applications have been received and the fee of $50/application paid. Minnesota law requires cities to obtain proof that all license holders provide workers’ comp insurance for their employees, and the City must obtain licensees’ social security numbers, and Minnesota and federal tax identification numbers of the Department of Revenue’s use. The licenses become effective January 1, 2011. A motion was made by Ms. Mayers, seconded

by Mr. Budde and unanimously carried to approve the tobacco licenses.

The City’s Engineer, Mike Nelson of Minnesota Engineering & Construction presented the plans and specifications for the 2011 Trunk Utility Improvements, 12th Avenue SE, which provides for the extension of water and wastewater improvements from the intersection of Eleventh Avenue East and County Road 65 southeasterly to the intersection of Twelfth Avenue East and County Road 65, then south on Twelfth Avenue SE to the Lake Wobegon Trail. The total estimated project cost is $284,378.20. It was recommended that the Council approve the plans and specifications, authorize preparation of the assessment roll, authorize advertising for bids and scheduling the bid opening for 11:00 a.m. on Tuesday, January 11, 2011. The bids would then be presented to the City Council at their regular meeting on January 20, 2011. Public Works Director John Harren recommended that the required assessment hearing be held after the bids are received, but prior to the bid being awarded.

Ms. Mayers introduced Resolution No. 2010-55, Resolution Approving Plans and Specifications and Ordering Advertisement for Bids for the 2011 Capital Improvements. The motion was seconded by Mr. Finken with a roll call vote recorded as follows: For: Council Members Mayers, Finken, Budde, Klasen and Mayor Seanger; Against: None. A copy of the resolution is on file in the City Administration Office.

Mayor Seanger reported that staff was contacted by Jennie-O Turkey Store (JOTS) President Bob Tegt and Mark Yungerberg, who is in charge of live haul. JOTS has indicated they would like to work with the City to resolve the feather issue. Starting in Spring 2011, JOTS will try vacuuming up the feathers that accumulate on the streets and lawns with a mower and vacuum unit on a daily basis if needed. City staff has agreed to do the spring cleaning of the street.

Mr. Klasen noted that the decision to reroute the trucks was a corporate decision, not a local one. The Council also acknowledged that Melrose is an agricultural community. The Council expressed appreciation for the willingness of JOTS to work together to address the feather issue. Mayor Seanger also noted that correspondence had been received from area farmer, Dennis Ritter, which stressed the value that JOTS facility has brought to the community.

Mayor Seanger noted that the Council, on November 18, had tabled the Tri-CAP Bus contract renewal until their December 9 meeting in order to obtain additional operational financial data from Tri-CAP for review. The proposed contract calls for the payment of $400 per month for 20 hours per week of bus service.

Ms. Mayers stated she had contacted Linda Elfstrand of Tri-CAP regarding costs to provide the service, revenues, etc. Ms. Mayers stated that the City shares this service with Sauk Centre and the token revenue is returned to Tri-CAP to help offset the overall costs for this service. Sauk Centre provides a garage, heat and maintenance as their cost contribution, and Melrose is asked to provide $400 in payment to Tri-CAP. The City comes up with its annual commitment of $4,800 through a combination of donations from civic organizations, private contributions, and a City contribution which, for 2011, is budgeted at $2,500.

After discussion, a motion was made by Mr. Finken, seconded by Mayor Seanger and unanimously carried to approve renewing the Tri-CAP Bus Contract for 2011.

Director Walz reported that staff has been working with City Attorney Scott Dymoke and Building Official Dan Marthaler to pursue the proposed abatement of the potential hazardous condition at the residence at 306 2nd St SE. This will require an administrative search warrant, followed by an inspection and report, then a public hearing, and possible action by the City.

Director Walz then reported on the Minnesota Small Cities Development Program (SCDP) Monitoring Visit in regards to the Melrose-Brooten Housing Rehabilitation Project. This grant program provided funding for owner occupied housing rehabilitation in the two communities. There was only one finding in the monitoring report - a homeowner who received lead work did not receive the Relocation Screen Sheet for Lead Reduction Activities. However, no follow-up was necessary. The communities of Melrose and Brooten were commended for a project that will have long-term positive impact on their respective communities.

Director Walz then presented a summary of the SCDP Melrose-Brooten Housing Rehabilitation Project. A total of $74,294 in SCDP Funds was received for this grant period, but an overall total of $972,782 (SCDP Funds, Lead Control Grant, and Additional Leverage) has been received since 2002 under different phases of this program. A total of 38 families received improvements to their homes. The Council expressed its appreciation of the Stearns County HRA’s services in administering all phases of this program for Melrose.

The Council then gave consideration to approval of the proposed 2011-2015 Five Year Capital Improvement Plan. As reported earlier, the Planning and Zoning Commission found the plan to be in compliance with or unrelated to the City’s Comprehensive Plan. A motion was made by Ms. Mayers, seconded by Mr. Klasen and unanimously carried to adopt the 2011-2015 Five Year Capital Improvement Plan.

Consideration was then given to the proposed 2011 Fee Schedule, which was reviewed in detail at a special budget meeting held on December 2. At that time, the Council directed staff to update the fees and prepare the ordinance.

Mr. Budde introduced Ordinance No. 12-9-2010, An Ordinance Summarizing and Reaffirming Fees for City Licenses, Permits and Services, Establishing a Schedule of Fines, and Providing for Subsequent Review, Modification and Amendment. The motion was seconded by Mr. Finken with a roll call vote recorded as follows: For: Council Members Budde, Finken, Mayers, Klasen and Mayor Seanger; Against: None.

Mayor Seanger reported that the Council and Utilities Commission met in a special joint meeting at 5:00 p.m. with the Ad Hoc Labor & Personnel Committee to discuss 2011 wages and benefits for non-union employees, volunteers, boards and commissions, along with any necessary personnel policy changes. The following action was taken: A 2% COLA for 2011 was approved for all non-union employees, the Electrical Supervisor on-call. Also the Police LELS contract includes a “me too” clause and the change to a 2% COLA was approved for them also.

•The City’s health insurance contribution will remain at a contribution of up to $898 per month for family coverage and to not exceed the actual cost of the insurance premium.

• No increase in compensation for all volunteer departments, boards and commissions.

• Adopt participating in a Defined Contribution Plan (retirement plan) for the Ambulance Department, with the employee/employer match at 2%.

• In absence of City Administrator for past two years, approved a one-time compensation for the Assistant City Administrator/Treasurer and Public Works Director in the amount of $5,000/year and $3,000/year respectively. Mayor Seanger noted that funds were appropriated in the budgets to cover these payments.

• No changes were made to the personnel policies with the exception of the health insurance policy due to the potential implementation of a PTO program which would affect multiple paid time off policies. The policies would be reviewed at the same time as the PTO research.

It was pointed out that this wage and benefit package had been adopted by the Council and Commission at the special meeting held earlier that evening.

The following information was then reviewed: a) Housing and Redevelopment Authority of Melrose Financial Statement for year ending June 30, 2010. b) Utilities Commission’s November 9 Regular Meeting minutes. c) Consideration for appointments to the following boards and commissions will be made at the Council’s January 6, 2011 meeting: 1) Housing & Redevelopment Authority: one member for 5-year term; term expiring , Nancy Roering. Ms. Roering seeking reappointment; 2) Melrose Area Development Authority: one member for 6-year term; term expiring, Dick Horn. Mr. Horn not seeking reappointment, application received from Jerome Duevel; 3) Planning and Zoning Commission : one member for 4-year term; term expiring, Jeanne Kraemer; Ms. Kraemer seeking reappointment; 4) Public Utilities Commission: one member for 3-year term; term expiring, Ralph Wiehoff. Mr. Wiehoff not seeking reappointment. Applications received from Eric Seanger and Wayne Senst; 5) Cheryl Breth has submitted an application for consideration to serve on the Planning and Zoning Commission, Melrose Area Development Authority and the Housing and Redevelopment Authority. d) CentraCare Health Services –Melrose Financial Statements for Years Ended June 30, 2010 and 2009. e) At the November 29 MADA/COC meeting, consideration was given to reorganizing MADA/COC to become a smaller 7-member board. This will be further discussed in January.

Steve Kortenbusch of Mel-TV reported that this will be the last meeting to be televised by Mel-TV as it is shutting down at year-end 2010. He thanked all the volunteers that have been involved in the over 20 years of existence. Future Council meetings will be aired on DTV. The Council expressed their appreciation for the fine service Mel-TV has provided to the City and the community as a whole over the years.

Mayor Seanger and Council Member Budde then noted that this, too, will be their last Council meetings.

Each had served for two terms, or eight years. Mayor Seanger stated it was an educational experience and thanked the Council Members and staff he had served with. Mr. Budde also expressed his appreciation for the fine working relationships developed with other Council Members as well as staff.

Ms. Mayers, on behalf of the City, staff, and Council then presented Mayor Seanger and Mr. Budde with a plaque commending them for their dedicated service to the City over the past eight years.

A motion was made by Mr. Budde, seconded by Mr. Klasen and unanimously carried that the meeting be adjourned at 7:00 p.m.

DNR seeks comment on hunting rules The Minnesota Department of Natural Resources (DNR) is accepting comments through Feb. 28, on proposed changes and additions to various hunting-related rules.

The proposals cover a variety of subjects including wildlife management areas, game refuges furbearer hunting, turkey hunting, waterfowl hunting and minor changes to habitat stamp contest judging rules.

“Many of the rule changes included in this package have been discussed and supported at past public input meetings

and are currently in effect as temporary rules,” said Jason Abraham, DNR season setting specialist. “In this process we’re making these rules permanent and we’re encouraging anyone with an interest in wildlife to comment.”

Provisions being proposed in this rule package include: Modify various special provisions for wildlife management areas and state game, goose and waterfowl refuges.

• Modifying season for hunting and trapping raccoon, fox, badger and opossum.

• Clarify snaring provisions.

• Modify provisions for transporting and possessing incidentally taken fisher, otter, pine marten or bobcat.

• Establish a 30-day fall turkey season and modify requirements for muzzleloaders used in turkey hunting.

• Modify goose zones, season dates and provisions for hunting on refuges to reflect a lengthened Canada goose season and the elimination of the late Canada goose season.

• Modify application procedures, re-

production rights, design standards and judging requirements for pictorial stamp contests.

The DNR will accept written comments supporting or opposing the rule changes through 4:30 p.m. on Feb. 28.
