Finding your purpose is like a treasure hunt I had the pleasure of attending the Super Bowl in my home state of Minnesota in February along with many of the parties and events leading up to the big game. One of my favorites is Taste of the NFL, which made its debut in 1992 when Minneapolis first hosted the Super Bowl.

My friend Wayne Kostroski, a successful Minneapolis restauranteur, started Taste of the NFL to address the needs of the hungry and homeless by raising awareness and money through programs and special events. Wayne saw the opportunity to use the world stage to help those who could not be part of the Super Bowl festivities. Through his

masterful persuasion, he initiated one of the most anticipated, most delicious annual events of the big week.

Chefs and players from all 32 NFL cities donate their skills for a party that raises big bucks to help kick hunger, which affects one out of six people in our country. The beneficiaries are the Feeding America affiliated food banks in each of the NFL team cities, as well as other hunger relief organizations. More than $25 million has been raised over the last 26 years, more than $1 million again this year.

There are plenty of parties during Super Bowl week. But this one is different. That’s why Wayne calls it “A party with a purpose.”

life – not your job or your goals – you’ll just need 20 minutes, says personal growth specialist Steve Pavlina. What he’s talking about, he says, is answering the question of why you are here on the planet.

Pavlina learned about finding purpose in a pretty dramatic way. When he was 19 he found himself in jail for felony grand theft. When he got out of jail he found he had been kicked out of school. Then, he says, something clicked. He woke up and grew up instead of giving up. He took responsibility for his actions, and he’s not in jail or living a life of crime. Instead, he’s helping others find their way to more meaningful lives.

To find your purpose here’s what he says to do: write or type the question, “What is my purpose in life?” Then write whatever pops into your head.

Repeat this process – keep writing answers – until you hit one that raises your emotion. You’ll know when you’ve got it, he says.

Life coach Shannon Kaiser has another approach: You can’t think your way into finding your life purpose; you have to do your way into it. “The more we act, the more we get clear on things,” she explains. “So start taking steps toward your goals and start trying new things . . . . The experience is the reward; clarity comes through the process of exploring. Action is where you get results.

“The Good Old Days” -By Tom Kuehne Phone History

Most of us don’t stop to consider the massive changes which have occurred over the last 80 years regarding rural phone communications.

Today most of us use cellular communications to conduct b u s i n e s s or personal communication.

80 years ago, this method of communication may have appeared in science fiction movies, but certainly wasn’t even envisioned as something to be used by the general public.

To appreciate rural phone communication development, lets go back to the beginning.

The first rural telephone service did not include a system as we know it today. The first system I was told about involved a family named Arvig, who lived in a community called Pequat.

They offered phone service to the local area. The Phone Company was in the front porch of their home. When entering the home, one needed to walk past the switchboard. When the system signaled a call coming in, a member of the family, acting as the operator, went out to the porch and plugged the line into the hole which connected the call to the desired party. This occurred during the 1930’s and it was considered to be one of the greatest technological advancements.

Telephone poles were not yet installed in some of the rural areas, so the lines were kept off of the ground by stringing the wires through trees.

As the years passed the Phone Offices were usually moved to town. A phone operator answered the call and connected to the line the caller desired.

The phone lines usually included as many as 11 customers. When a call was made to a customer, their signal involved ringing the bell on the wallmounted phone. Each customer had their own ring signal, such as two long rings and two short rings. This signal caused all of the phones on the line to ring the same signal. Since there were so many customers on one line, one could usually hear several clicks when one answered the phone. The clicks were others picking up their phones to listen to your call. This practice was called a “party line.” Today we would find a party line to be offensive, but the advantage was that it allowed the whole area to know if someone was sick, relatives were

coming or possibly that someone had a cow that needed “servicing.”

The next advancements included a phone other than the big old box on the wall. The new phones were smaller and didn’t require the tiring position of standing against the wall, being restricted by the short cord attached to the listening device and the requirement of speaking into the mouthpiece on the wall phone.

As the new phones appeared, they, for a price, could be connected to a private line. No more ‘rubberneckers.” One now made calls by dialing them yourself, which eventually caused the telephone offices and the phone operators to disappear.

The next advancement was the use of a wireless phone. No phone lines, all signals being sent through the air.

Actually much more convenient and reliable with an array of useful options available.

These items have progressed to the point that they are another gimmick that we can’t live without.

Obituaries Bruce W. Williams

Bruce W. Williams, age 68 of Freeport, died unexpectedly on Wednesday, February 14, 2018 at the Grand Itasca Hospital in Grand Rapids, Minnesota.

A Mass of Christian Burial was held We d n e s d a y, February 21 at Sacred Heart Catholic Church in Freeport with Rev. Daniel Walz officiating. A private interment was at the Minnesota State Veterans Cemetery in Little Falls.

Bruce Walter Williams was born September 7, 1949 in Melrose, Minnesota to Godfrey and Charlotte (Hockert) Williams. He served in the U.S. Army and was honorably discharged in 1970.

Bruce had three children from a previous marriage. He was united in marriage to Laurel Jedlicki on December 14, 2002 in St. Cloud. Bruce owned and operated Freeport Motor Company and Williams Bus Service.

He was a member of Sacred Heart Catholic Church in Freeport and the Big Birch Lake Gun Club. Bruce enjoyed hunting, fishing, four-wheeling, woodworking, and loved spending time with his family and friends.

Survivors include his wife, Loree Williams of Freeport; children, Tammy (Bryan) Yarke of Greenwald, Chris (Sara) Williams of Freeport, Greg (Donna) Williams of Eagan, Adam (Cheryl) Hellickson of Royalton, Becky (Tony) Waytashek of St. Cloud, Jodi (John) Brown of Hillman, Anita Hellickson of California, and Shanda (Kyle) Walter of Rice; 18 grandchildren; step-mother, Clara Williams of Freeport; brothers and sisters, Jeff (Judy) Williams of White Bear Lake, Alan (Mary) Williams of Freeport, Mark (Terry) Williams of Denver, Colorado, Linda (Joe) Spadafore of Melrose, Eva Asplin of Lake Park, and Roger Williams of Minneapolis.

Bruce was preceded in death by his parents; brother, Dale; and infant brothers, Joseph and Keith.

Serving as casket bearers were Brandon Gerads, Keagan Williams, Zach Waytashek, Ben Waytashek, Tyler Hellickson, Jordan Hellickson, Logan Hellickson, and Steven Benner. Cross bearer was Kendyl Brown and scripture bearer was Ava Williams. Readers were Brianna Gerads and Deserae Hellickson and petitions were by Zoey Eastman. Gift bearers were Miranda Hellickson and Jemma Brown.

Richard R. “Rich” Goebel

Richard R. “Rich” Goebel, age 78, of Freeport, died after an 8-month battle with cancer on Wednesday, February 14, 2018 at the Mother of Mercy Assisted Living in Albany, Minnesota.

A Mass of Christian Burial was held Monday, February 19 at Sacred Heart Catholic Church in Freeport with Rev. Daniel Walz officiating. Entombment was in the parish cemetery with military honors by the Albany American Legion.

Richard Robert Goebel was born April 3, 1939 in Millwood Township, Stearns County, Minnesota to William and Frances (Hiltner) Goebel. He served in the U.S. Navy from 1957 to 1960 on the U.S.S. Shenandoah AD-26. Rich enjoyed fishing, researching genealogy, delivering meals for Meals on Wheels, and helping on the family

farm. He also began volunteering as an election judge in the year 2000 for the City of Albany.

He was a member of Sacred Heart Catholic Church, St. Joseph’s Men’s Society, and the Albany American Legion.

Rich is survived by his sisters and brothers, Valeria Sebek of Long Prairie, Jerome (Rosie) Goebel of Toms River, New Jersey, Victor (Betty) Goebel of Freeport, Alcuin (Louise) Goebel of Freeport, and Bertha (Eugene) Braegelmann of Cold Spring; and many nieces and nephews.

He was preceded in death by his parents; sisters, Alvina Blommel and Joan Freyman; infant sister, Loretta Goebel; and brothers-inlaw, Clarence Blommel and Melvin Sebek.

Janice was born on April 6, 1946 in Waverly, Tennesee to Herman and Frances (Gwin) Miller. She was united in marriage to Robert Smoot on January 5, 1972 in Little Rock, Arkansas. The couple then resided in Little Falls area. Janice worked at Herbie’s Bar and Sperry-Univac.

She enjoyed dancing, karaoke, fishing, traveling, and being around her family and friends.

Janice is survived by son, Bobby Etheridge of TN, Michael (Melissa) Smoot of WI; daughters, Melissa (Michael) Kamrath of AZ, Lee-Anne (Harly) Jasmer of MN, Madonna (Brad) Doege of MN, Teresa (Mark) Swoboda of WI; brother, Woody (Paulette) Miller of TN; sister, Leda (David) Lancaster of TN; 19 grandchildren; and 9 great-grandchildren.

Jim Walburn

F u n e r a l services were held Monday, February 19, 2018 at Zion Lutheran Church in Browerville for Jim Walburn who died Thursday, Feb. 15.

Jim was born September 6, 1960, in Grey Eagle, to Jack & Harriet (Karnes) Walburn. On October 4, 2009, Jim married the love of his life and best friend Kristi Hokanson. Jim farmed for many years, worked for RR Donnelley and Dan’s Prize. He was an avid sports fan, he loved to watch the Vikings, Twins, Alabama Crimson Tide and Washington Nationals. Jim had a big personality with a great sense of humor and loved to tell stories. He especially enjoyed spending time with his best bud Brayden.

Jim is preceded in death by his dad Jack.

Elizabeth Jean “Betty” Etzell Mass of Christian Burial will be at 11 am, Saturday, February 24, 2018 at St. Mary of Mt. Carmel Catholic Church, Long Prairie, for Elizabeth “Betty” Etzell, age 93, of Long Prairie, who passed away on Monday at CentraCare Health Systems-Long Prairie. Fr. Omar Guanchez will officiate and burial will be in St. Mary’s Cemetery, Long Prairie.

Family and friends may call from 4-7 pm Friday and after 8 am Saturday at Williams Dingmann Funeral Home – Stein Chapel, Long Prairie. St. Mary’s Catholic Women will pray the Rosary at 4 pm with parish prayers at 4:30 pm on Friday at the funeral home.

Elizabeth (Betty) Jean Etzell was born September 13, 1924 to Olaf and Rose Oleson at St. Joseph’s Hospital in Brainerd, Minnesota. She attended Pleasant Valley country school and graduated from high school in Pine River in 1942. She was an honor student and loved reading, English, poetry and music. She studied piano from an early age, and enjoyed playing the piano and singing. She sang in the St. Mary’s choir for many years and often played the organ for services. Later in life, she learned to play the violin and played in the Long Prairie Chamber Orchestra for many years.

For several years Betty took organ lessons at the Franciscan Sisters in Little Falls.

Betty grew up on a farm near Pine River, Minnesota, with her parents and sisters who were all teachers. As a young girl, she always loved animals, and there were many on the farm. She had a pet

chicken as well as dogs and many cats, and always had a special affection for cats.

Betty aspired to become a nurse. She attended the University of Minnesota in Minneapolis, and took courses in bacteriology. During this time, she met her husband, James Etzell. They were married on August 30, 1947, at St. Luke’s Catholic Church in St. Paul, Minnesota.

Together they operated a local newspaper in Moose Lake, Minnesota, then moved to Helena, Montana, then to Bertha, Minnesota, and then settled in Long Prairie, where they built a home that they loved.

After James’ death in 1960, Betty worked at Todd County Public Health while raising her two children.

During her life, she was actively involved in St. Mary’s Catholic Church.

She played organ, sang soprano in the choir, served in the religious education office, and assisted with RCIA. For many years she was also involved in literary club and played piano in the Nightingale Singers, a singing group which performed at several local nursing homes, as well as organizing the music and playing the organ for services at the Long Prairie Nursing Home. Betty was also an Oblate with the Sisters of Saint Benedict at St. Joseph, Minnesota.

Betty will be remembered for her gentle spirit, kind heart and generosity, as well as for her courage in facing life’s hardships, her lifelong love of learning, and the gifts of music and of friendship that she shared with others.

She is survived by her two children, Linda Murdock (Diane Muffitt), of Sudbury, Massachusetts, and John (Collette) Etzell, of Shoreview, Minnesota.

She is preceded in death by her parents; her husband James (1960); her sisters, Margaret Randall and Ruth Oleson, and several nieces and nephews.

Marilyn B. Borgerding

Marilyn B. Borgerding, age 60, of Freeport, died unexpectedly on Monday, February 19, 2018 at her home in Freeport, Minnesota.

A Mass of Christian Burial will be at 11:30 a.m.

Friday, February 23 at Sacred Heart Catholic Church in Freeport with Rev. Daniel Walz officiating. Interment will be in the parish cemetery.

Visitation will be from 4 to 8 p.m.

Thursday and from 10:30 to 11:30 a.m.

Friday at the church in Freeport. Christian Mothers and Goldenaires Senior Citizens will pray at 4 p.m. followed by parish prayers at 5 p.m. Thursday evening at the church.

Marilyn Barbara Ostendorf was born July 30, 1957 in Sauk Centre, Minnesota to Anthony and Margaret (Gerads) Ostendorf.

On January 2, 1988, she married Clarence Borgerding at Seven Dolors Catholic Church in Albany. In her early years, Marilyn helped her mom at the family business, Dawn’s Café, in Albany. During her café years, she also worked at the Mother of Mercy Nursing Home in Albany in laundry and later as a

dietary aid. She worked there for 42 years.

Marilyn enjoyed life, going to parties, visiting with friends and family, and dancing.

She was a member of Sacred Heart Catholic Church and the Christian Mothers.

Marilyn is survived by her husband, Clarence Borgerding of Freeport; mother, Margaret Ostendorf of Albany; sisters and brothers, Linda (Donald) Luethmers of Delano, John (Ann) Ostendorf of St. Joseph, Janice (Jayme) Hennek of Avon, Richard (Cindy) Ostendorf of Avon, David (Sherry) Ostendorf of Melrose, and James (Michele) Ostendorf of Little Falls; many nieces and nephews; and great-nieces and nephews.

She was preceded in death by her father, Anthony Ostendorf in 1990; infant brother, Joseph Andrew Ostendorf; nephew, David Gary Ostendorf in 2012; and father and mother-in-law, Alphonse and Frances Borgerding.

Serving as casket bearers will be Michael Luethmers, Brad Ostendorf, Neil Linn, Michael Kociemba, Stacy Schiefelbein, and Karla Massmann. Cross bearer will be Janice Hennek and scripture bearer will be Linda Luethmers. Gift bearers will be Melissa Lakeberg and Tisheena Ostendorf. Eucharistic Minister will be James Ostendorf. The eulogy will be by James Ostendorf.

Stephen Hanson of Upsala graduated Cum Laude from the College of St. Scholastica with a Bachelor of Science in Nursing.

Elizabeth “Betty” Dora Gerads Elizabeth “Betty” Dora Gerads, age 64, passed away peacefully with family at her side on February 20, 2018 at her REM home in St. Joseph, Minnesota.

A Mass of Christian Burial will be held at 11 a.m. Saturday, February 24 at Sacred Heart Catholic Church in Freeport with Rev. Marvin Enneking officiating. Interment will be at St. Mary’s Cemetery in Melrose following the Mass.

Friday and from 9 to 10 a.m. Saturday at the Patton-Schad Funeral Home in Melrose.

Parish prayers will be at 7 p.m. Friday evening at the funeral home.

Betty was born December 10, 1953 in Grey Eagle, Minnesota to William H. and Erma Linda (Bueckers) Gerads. She was a happy, loving person with Downs Syndrome. She was a great fan of Elvis and loved dancing, Diet Coke, and dollar bills.

Betty was in the care of REM Central Lakes for over 30 years and was involved with the WACOSA programs for many years. It was the care she received at REM along with her love of family and life that led to her many years in this world. She was greatly loved and will be missed by all.

Betty and her very best friend Lynn Ringeisen, who also lived at REM, spent many happy hours together and had great times going to dances, going on trips and many other fun activities. Lynn sadly passed away last year.

Betty is survived by brothers and sisters, Clarence (Alvina) Gerads of Melrose, Mildred (Raymond) Pohlmann of Grey Eagle, Frances (Alvin) Van Heel of Swanville, Victor (Mary) Gerads of Coon Rapids, Louise (Alcuin) Goebel of Freeport, Christine Wuebkers of Upsala, William (Ursula) Gerads of Henderson, Nevada, Roderick (Irene) Gerads of Albany, Beatrice (Celestine) Massmann of New Munich, Joan (James) Brickweg of Royalton, and Linda (David) Wegleitner of Grey Eagle; and many nieces and nephews.

She was preceded in death by her parents; brother-in-law, Clarence Wuebkers; and several nieces and nephews.

Todd County Dairy farmers gathered on Friday, February 2 for the Todd County ADA annual meeting in Browerville.

Farmers were invited to hear how the local and state boards are using their checkoff money to increase promotion and education of the public of dairy’s importance.

Local board members gave reports on Malt Wagon sales and other events around the county to promote dairy. They also presented checks to two dairy farmers’ children as college scholarship winners.

Midwest Dairy Association of Minnesota sent Lucas Sjostrom along with Debi Clasemann, local dairy farmer who is on the state board, to tell us about state and national efforts to increase the use of dairy products.

The word “righteous” in Scripture carries with it the idea of meeting God’s standards of doing what it right in the sight of God - being obedient to Him and being just and fair to others. If the “righteous are to flourish like palm trees” what does that mean?

1. Palm trees grow straight up - always looking upward to heaven for light and nourishment. Likewise the Christian looks to God to find His will for their life.

The Christian rooted in Christ draws his strength and well-being from God. 4. The palm tree is an evergreen tree because it draws its life flow within its being, keeping it fresh.

5. The palm tree cannot be grafted into any other tree because it has its own unique identity. Christians have one Master and cannot be grafted to any other identity.

6. Palm trees are an emblem of victory. This was seen when Jesus entered triumphantly into Jerusalem.

7. Palm trees always show a place where water can be found. Christians find their “living water” in Christ who can quench their thirst.

Bitz and Piecez -By Pastor Bitz Child of Promise but not the Promised One: Genesis 22:1-18 Romans 4:3 says, “Abraham believed God, and it was counted to him as righteousness.” When you take a close look at Abraham and Sarah’s life you see two people who lived by faith.

Faith in the promises of God. Being born 292 years after the flood Abraham would have been 58 years old when Noah died after living 350 years after the flood. The promise of a Savior and preserving the seed of Eve would have been foremost on Abraham’s mind when God promised to make him a blessing to all the nations through his offspring.

When Abraham was 99 and Sarah was 89 they were still childless and yet they still believed in God’s promise to give them descendants numbering with the stars and it was accounted to them as righteousness. (Genesis 15:5-6) So they were waiting for a child of promise but would he be just a child of promise or would he be the Promised One, the Messiah? Issac becomes their child of promise. One can only guess what Abraham thought about Isaac being the Promised One when God asked him to go to a certain mountain and sacrifice his only son.

In faith Abraham waited for a son and in faith Abraham journeyed to the spot of God’s choosing. The test makes it very clear that Issac was not the Promised One whose heel would be bruised by the serpent while crushing its head.

A distant descendant of Isaac would be the savior of the world. Much like Isaac he was the only begotten son of

his father. Yet when the time would come for God to sacrifice his only Son to pay for the sins of the whole world no angel would be dispatched to stop the hand of God. Issac was a child of promise to Abraham and Sarah but he wasn’t the Promised One. The Promised One would be born of a woman but would also be the only son of God. The test of sacrificing Isaac is such a clear picture of the sacrifice God would make in Jesus that it is surprising that so many Jews missed it. It is our sin that causes us to miss what God does through Jesus, the promised One. Our sinful nature looks for what we can sacrifice to atone for our sin and we forget that God simply tells us that he will do it for us and we just need to believe.

Faith is not some grand sacrifice we make it is simply receiving in full what God has to offer. He offers a life of meaning and purpose and assurance in doing the right thing by following his command and believing in Jesus and all we can do is believe and live it. That is how God does things. God had no intention of letting Abraham sacrifice Isaac and had the ram stuck in the thickets ahead of time to remind us that God will provide the sacrifice and God does, in Jesus. Burnhamville Township January 30, 2018 The regular meeting of the Town Board of Burnhamville Township was held January 30, 2018 at the Burtrum Community Center. The meeting was called to order at 7:00 p.m. by Chair Mike Berscheit. Members present include Supervisors: Mike Berscheit and Bruce Johnson; Clerk Shirley Hulinsky; Treasurer Pam Throener.

Sup. Louis Thompson was absent.

Erv Herdering was also present.

The minutes from the regular meeting of December 27, 2017 were approved as presented on a motion by Sup. Johnson. Motion was seconded by Sup. Berscheit.

Motion passed.

For correspondence the township board members received letters from Todd County notice of taxes received and planning and zoning, election information, Long Prairie Fire meeting February 7.

Todd County Planning and Zoning received an ordinance change request that would restrict all livestock from having direct access to lakes that have DNR public boat access. Although the board does not think this is a serious problem, they felt that modern agriculture practices should not rely on lakes for water supply for livestock.

The clerk did purchase a new computer for township use.

Sup. Johnson discussed having brush cutting contractor trim brush in ditches at last year’s rate.

Sup. Berscheit and Johnson will each view road ditches and mark on maps where contractor should trim.

A motion was made by Sup. Berscheit to pay all bills numbered 5525 through 5539: Rev. $3,436.81; R & B $19,232.47. Sup. Johnson seconded the motion. Motion passed.

With the March 13, 2018 township elections coming up Sup. Johnson made a motion to appoint Pam Throener, Brenda Schwanke, and Bonnie Alsleben as election judges with Pam Throener and Brenda Schwanke as the absentee ballot board. Sup. Berscheit seconded the motion. Motion passed.

In the road report board and contractor will watch roads for icy areas.

The clerk handed out and posted a list of dates for this year’s township board meetings. She also gave an update from the clerk training she attended.

Treasurer’s report showed a balance of $117,935.68. Treasurer’s report was approved by Sup. Berscheit and seconded by Sup. Johnson. Motion passed.

Berscheit to adjourn the meeting which was seconded by Sup. Johnson. Motion passed. Meeting was adjourned at 7:31 p.m. Next regular meeting will be on Tuesday, February 27, 2018 at 7 p.m. in the Burtrum Community Center where the board will audit the books of the clerk and treasurer.

Melrose City January 18, 2018 The Melrose City Council met in a Regular Meeting on Thursday, January 18, 2018 at 6:00 p.m. at the Melrose City Center pursuant to due notice being given thereof.

Present were Council Members Dick Christenson, Tony Klasen, Josh Thieschafer, Justin Frieler, Mayor Joe Finken, City Administrator Michael Brethorst, and City Clerk Patti Haase. Mayor Finken presided thereat.

The Council then recited the Pledge of Allegiance.

A motion was made by Mr. Thieschafer, seconded by Mr. Klasen and unanimously carried to approve the agenda as amended.

Mayor Finken then opened the floor to public comment. There were no comments.

The following items were considered for approval under the Consent Agenda: a. the minutes from the January 4, 2018 Regular Meeting. b. list of bills in the amount of $948,212.39 c. list of investments for the month of December 2017. d. Donation Resolutions: 1) Donation Resolution No. 2018-4, donation in the amount of $500 from Pat and Juliann Heller towards the Tri-Cap bus service.

2) Donation Resolution No. 2018-8, donation in the amount of $547.38 from the Petro Plus Convenience Store towards the Melrose Fire Department. e. Gambling Resolutions: 1) Resolution No. 2018-5, Resolution Approving Gambling License to the Church of St. Mary’s for an exemption from lawful gambling license to hold a bingo and a raffle on March 25, 2018 at St. Mary’s School located at 320 5th Avenue SE, Melrose.

2) Resolution No. 2018-6, Resolution Approving Gambling License to the Church of St. Mary’s for an exemption from lawful gambling license to conduct a raffle on June 30, 2018 at the Sauk River Park located at 206 5th Avenue NE, Melrose.

3) Resolution No. 2018-7, Resolution Approving Gambling

License to the Church of St. Mary’s for an exemption from lawful gambling license to hold a raffle on December 31, 2018, at St. Mary’s Parish Office located at 402 2nd Street SE, Melrose.

A motion was made by Mr. Klasen, seconded by Mr. Christenson and unanimously carried to approve the Consent Agenda items.

Police Chief Craig Maus presented the Police Department’s December report. He noted that a total of 12 citations were issued in the month of December. There were 34 verbal warnings and one written warning. Chief Maus stated there were 302 calls for service during this month compared to 330 for December of 2016. The year-to-date number of calls is 3,520 compared to 4,028 in 2016. For the month of December 2017, the Department received 27 agency assist calls.

Chief Maus noted there has been an increase in calls due to suspicious activity resulting from businesses leaving lights on or doors unlocked.

Chief Maus is asking that business owners take extra measures to ensure that lights are turned off and doors are locked.

During the period from December 7, 2017 through January 11, 2018, the City Attorney has not given significant attention to any projects on behalf of the City of Melrose.

Minnesota law requires cities to obtain proof that all licensees provide workers’ compensation insurance for their employees. The City must also obtain licensees’ social security numbers, and Minnesota and federal tax identification numbers for the Department of Revenue’s use.

All of the Intoxicating Liquor License applications must be signed by the Police Chief.

A motion was made by Mr. Frieler, seconded by Mr. Klasen and unanimously carried approving the liquor license renewal applications contingent upon receipt of all necessary documentation and payment of all necessary fees.

Mayor Finken noted that the Planning and Zoning Commission, at its January 8 meeting, nominated Dave Berscheit as the Planning and Zoning representative on the Parks and Recreation Board for a threeyear term. MADA, at its January 11 meeting, nominated George Jensen to be reappointed as the MADA representative to the Parks and Recreation Board for a three-year term.

A motion was made by Mr. Christenson, seconded by Mr. Klasen and unanimously carried reappointing George Jensen as the MADA representative and appointing Dave Berscheit as the Planning and Zoning representative to the Parks and Recreation Board each for a three-year term.

Mayor Finken stated that the Parks and Recreation Board is in need of purchasing .33 acres of land for park use abutting the Sauk River Park. The land purchase has gone before the Land Acquisition Committee, Planning and Zoning Commission and MADA. All Boards and informal communication support the purchase; therefore, a contingent offer was made to the property owner to purchase the land in the City of Melrose legally described as follow: .33 A. BEG ON S L OF LT 7 BLK 58 CLARK’S ADD 147’ E OF SW COR-S96.25’-E TO PT S OF SE COR-N TO COR-W TO BEG CITY OF MELROSE Section 35 Township 126 Range 033 This offer is based on several unique circumstances: (1) the parcel is adjacent to the Sauk River Park; (2) the City of Melrose maintains the parcel of land and has done so for many years; (3) the parcel is a stand-alone parcel, which does not border a public road and, therefore, is non-buildable; and (4) the property owner may be personally liable if someone were to be injured. Through the sale, the City of Melrose would retain the liability.

The City plans to continue using the land in its current state. In the future, the City may need to expand its parking facilities and may push the existing parking lot 10-15 feet west of its current parking lot boundary. However, currently there are no formal plans to do so.

For 2017 and 2018, the Stearns County Assessor’s estimated market value for the parcel is $1,800.

The City is offering to pay the full estimated market value of $1,800, plus an additional $700 for a quick closing. The City will also cover all legal fees associated to purchasing the parcel.

A motion was made by Mr. Frieler, seconded by Mr. Thieschafer and unanimously carried approving the purchase the property and the closing fee.

Mayor Finken noted that a public forum was held on January 10 to discuss the 1st Street NE project. The Council to receive an update from the public forum and the time lines. The City is in receipt of a letter from the HSEM stating that the $450,000 within the state appropriations can be used for the 1st Street NE project but must be used by June 30, 2018. Overall, the estimated opinion cost for completion of the project is $1,086,300.

The estimated cost for sidewalk is $46,000. There is about 200 feet of new sidewalk which is eligible for assessment estimated at approximately $9,500.

Mayor Finken stated that as per policy, the City may assess a portion of the sidewalk to the abutting or area parcels.

After further discussion, a motion was made by Mr. Thieschafer, seconded by Mr. Christenson and unanimously carried waiving the sidewalk assessment fee to the abutting property owners. The installation of the sidewalk is consid-

ered a public safety improvement; therefore, the abutting property owners will not be assessed.

Mayor Finken stated that efforts to fund the Rock Arch Rapids are underway. A formal request to the Sauk River Watershed District (SRWD) has been submitted as well as a request to the Soil and Water Conservation Office. A bonding request can also be submitted for this effort. The City’s Engineer, WSB & Associates, has prepared a quote for a LCCMR grant application for $4,300.

A motion was made by Mr. Thieschafer, seconded by Mr. Klasen and unanimously carried approving the contract with WSB & Associates for writing the LCCMR grant application contingent upon positive feedback from the SRWD supporting the project.

A motion was made by Mr. Klasen, seconded by Mr. Frieler and unanimously carried authorizing staff to request state bonding funds for the project.

Mayor Finken stated that the Stearns County Parks Board has been approached by the Trisko Family to sell their land that is adjacent to the City limits and convert it into a County Park. The County has stated that they are not in a position to acquire additional park space. The County has asked the City to explore this option. A review of the City’s Comprehensive Plan shows a future need for park space in northwest Melrose; however, it does not call out this land as the specific space. The asking price for the land is $295,000. Water and sewer lines are 400 yards from property line and to reach the site’s interior, it would require an additional 400 to 800 yards to be used; therefore, a well and private septic would be more feasible.

A review by the Planning and Zoning Commission states that future park land is needed; however, the location of this land and the foreseeable housing growth does not warrant locating the future park

Dave Says -By Dave Ramsey Dear Dave, I received a call the other day from a company saying it could negotiate the balance on my credit cards to a lesser amount.

The caller also said they could get me a zeropercent interest rate until the debts were paid off, and then the accounts would be closed. I’m kind of starting over again financially, because I sold a company I had run for almost 15 years, then got into real estate and lost almost everything.

I’m making just enough to squeeze by, and my credit card debt totals $40,000.

Would this be a good idea?

-Bill Dear Bill, No, this is not a good idea. You’re looking at two major problems with a company such as this one. One, they will absolutely destroy whatever credit you may have. Their plan is to take your cash, and spend some time beating down the credit card companies until they agree to accept a lesser amount. Then, they use your cash to settle loans you will have — by that time —defaulted on. This will put you in a situation very similar to if you had filed Chapter 13 bankruptcy. Stay away from these people.

You have an income crisis, in addition to a debt crisis, at this point.

For starters, I want you to start living on a tight, written, monthly budget. I’m talking rice and beans, no vacations, and no eating out until you pay off this debt.

Where your income is concerned, maybe you should consider getting back into the kind of business you ran previously for a while. Look for a managerial or

supervisory position in that area, at least until you’re able to get back on your feet and save some cash.

Finally, cut up the credit cards, close the accounts, and put as much money as you can spare toward paying off that debt using the debt snowball system. Never go back into debt again!

-Nan Dear Nan, I don’t usually give folks any wiggle room when it comes to sticking with the proper order of theBaby Steps. But if you’re that close to being completely debt-free, I don’t see anything wrong with paying off the house first.

Most people I talk to still have anywhere from $100,000 to $300,000 left on their mortgages. This is a little bit different story, however, and you two are obviously managing your money well.

Knock out that mortgage, and start pouring at least 15 percent of your income into retirement. You’re going to love the feeling — and the freedom — that comes with being completely debtfree!

Todd County Sheriff’s Office February 14, 2018: At 13:25 responded to a one vehicle accident on County 10 west of County 11 in Reynolds Township. A Buick Rendezvous driven by Sheryl Lunceford of Long Prairie entered the ditch after having a mechanical problem. Lunceford and her passenger did not suffer any apparent injuries.

February 16, 2018: At 01:03 Jesse Wolbeck (18) of rural Burtrum called 911 to report that he had been in a motor vehicle accident. Wolbeck went off road on Co. 12 near the address of 28617.

Wolbeck hit an approach before his truck rolled over. Wolbeck suffered minor injuries. The 1997 Ford Ranger Wolbeck was driving was a total loss. The TCSO was assisted by Petrie’s Towing.

February 19, 2018: At 14:22 there was a report of a vehicle in the ditch on Cty. 47 south of Ascot Rd. Roberto RayaPark of Melrose was traveling southbound on Cty. 47 when he lost control of his vehicle, and entered the ditch. The vehicle, a 2002 Ford Pickup, was severely damaged.

There were no injuries in the crash.

By Diane Rohde After my grandson sustained a pretty severe concussion after hitting the concrete wall while making a layup in the freshman basketball game on December 7, 2017, I have started doing some research on concussions in athletes during their high school careers.

Here are just a few of the things I have learned: (Taken from: https://www.theatlantic.com/education/archive/2017/08/ how-students-brains-are-in-danger-onthe-field/536604/) • Roughly 300,000 high school athletes suffer from concussions every single year.

• Findings from a recent study out of Boston University, the largest of its kind, surely will add to that concern.

After examining the brains of 202 deceased football players, scientists found CTE—chronic traumatic encephalopathy, the degenerative malady thought to be caused by brain trauma—in 87 percent of the brains. Even the brains of young adults who had only played high-school football showed mild cases of the disease, leading to pronounced changes in behavior, mood, and cognitive function: hopelessness, impulsivity, memory loss, and substance abuse were typical among the afflicted.

• Awareness of the dangers concussions pose seems to be growing among high-school parents, players, and coaches, thanks in part to sobering studies such as the latest one from BU. But concrete changes to laws and practices still lag behind the science. This is so partly

because there is no overarching body to implement or enforce them, and partly because the culture of some sports, especially football, resists change. “In many settings, the seriousness of the threat to the health of an athlete, both acute and long-term, from suffering a concussion is not fully appreciated or acted upon by athletes, their teammates, and, in some cases, coaches and parents,” said Robert Graham, the chairman of the Committee on Sports-Related Concussions in Youth for the Institute of Medicine, before a congressional subcommittee in 2014.

While long term effects of brain injuries are rare, they do in fact happen.

In today’s high cost of health care and high deductibles parents should be aware that there is a program provided by the Minnesota State High School League. It is called the HeadStrong Concussion Insurance Program. It is offered to all member schools to insure student athletes/participants from the high cost of concussion treatments and neurological follow up. The coverage period is August 1, 2017 – August 1, 2018. Program highlights include: • Premium is 100% paid by the MSHSL, there is no cost to member schools or student participants • $0 deductible and no copay • $25,000 per injury medical maximum • Coverage is secondary/excess to any other valid insurance For more details regarding this new insurance program, contact Rich Matter at rmatter@mshsl.org.
