Can you tell I was a history major in college?

There’s a lot of power in praising people. British novelist Arnold Bennett had a publisher who boasted often about the outstanding work of his assistant.

Waiting on an appointment one day at the publisher’s office, Bennett approached her with a smile and asked: “Your boss claims you’re extremely efficient. What is your secret?”

“It’s not my secret,” the assistant said. “It’s his.”

She explained that the publisher never failed to acknowledge and appreciate every task she performed, no matter how routine or seemingly insignificant. Because of his attention and praise, she took great pains to deliver good work all the time.

When you sincerely praise someone, and there has to be truth in that praise, something amazing often then takes place. Something starts to grow and change in the other person, and your relationship often becomes deeper and more fulfilling as a result.

My good friend, the late leadership guru Warren Bennis, said: “In experiment after experiment, the workers who thought they were doing better did better.

“In one experiment, ten people were

given puzzles to solve. They were all given fictitious results. Half were told they had done well. The other half were told they had done poorly. They were then given a second test, and this time they all did as well or as poorly as they were told on the first test.”

With all the praise and recognition employees seem to crave, you think it wouldn’t matter where or how you give it. But it matters a lot. Managers who don’t bother to get to know their employees on a personal level will not be successful at this task. A shy individual may cringe if recognized publicly; others may take great pride in being honored in front of their peers. Managers must also avoid the appearance of favoritism by considering how much public praise they give the same people time and again.

So should you go easy on the praise to avoid offending someone? No, you should instead learn enough about your employees to be able to tailor your praise to their situations.

Everyone likes a pat on the back and a hearty “well done.” Making praise a truly effective motivational tool requires a little planning. The purpose of workplace praise is to improve Harvey Mackay continued to pg 3

“The Good Old Days” -By Tom Kuehne Farmer of the Year Last week we went to see a movie in Sauk Centre called “Farmer of the Year.”

The movie had not been widely promoted, but it was one of those special movies, which seem to pop up in your mind for days afterwards. The story involved an 88 year old farmer, who sold his farm to his son, thinking that the new owners would need his help and input to run the farm. It also involved a 22 year old granddaughter, who was having difficulty finding her place in the world.

The two characters find themselves traveling together, causing them and the movie viewers to understand their personal uncomfortable life situations.

I will not tell any more of the movie story, but I will say that it was made in Southern Minnesota, which makes it more special to Minnesota residents. It also has some situations which are very recognizable for those of us that are more mature. I have been told by some younger viewers, that they could relate to it too. By the way, it’s a movie without killing, blood, swearing and attempts to create spectacular explosions and damage scenes.

So much for movies, now the weather. We like to recall winters from our past. We recall excessive snow and cold, bragging about surviving 30 degrees below and 4 feet of snow.

How we had to walk a mile to school, going uphill both ways and sometimes including that we also had to walk through the swamp to get there. Boy, it was tough. You should have been there!

Maybe, just maybe, we are

currently experiencing one of those old time winters we talk about. We have observed pictures of someone throwing hot water into the air at -30 and it turns to fog before it hits the ground. Dogs try to relieve themselves in the shoveled area right in front of the house and hurry back into the house. The only advantage is that the flies, wood-ticks and Asian Beetles are not currently a problem.

The roads today are built above the surrounding area, causing much of the accumulation to blow off. We remember when the roads were lower than the surrounding area creating an excellent area for the snow to accumulate. Today snow plows are better suited to remove snow and they appear much more frequently.

I’m sure that some of us remember when there were constant power outages whenever there was a storm of any kind.

Not only were we fighting the drifts, but the lack of electric service made it a challenge to milk, water the animals, find our way through the barn and create extra work for the household. No running water or flushing of bathroom stools. The electric radios and clocks didn’t work. The telephone was usually not working during these occasions, so you had a feeling of being alone.

You didn’t have contact with anyone away from the farm, because they were having the similar problems that you were experiencing. Sometimes power outages would last up to a week. It was like the flu, you really felt good when it was over.

productivity and reinforce positive behavior. Keep these notions in mind as you hand out the compliments.

• Be specific. Don’t just offer clichés or platitudes. For instance, if you’re pleased with how Susan satisfied a complaining customer, don’t just say, “You handled that well.” Give some detail that tells her exactly what she did right: “You were wise to let the customer vent his anger and then offer good constructive solutions.”

• Be honest. Employees know when you’re faking it. Don’t offer praise unless you can do it sincerely.

Passing out superficial praise can hurt your credibility instead of improving performance and morale.

• Be timely. Praise loses its impact if it’s not delivered close to the event.

Don’t save it for the monthly luncheon.

Tell the person what you appreciate right away. And take your time. Don’t rush away once you’ve delivered your message. Let the other person enjoy it for a while.

• Be balanced. Like anything else, praise loses its effectiveness if it’s overused. On the other hand, its power diminishes if it’s underused. Give extra

attention to new employees, those who seem to lack confidence, or team members testing the waters with new assignments. Focus on those making an extra effort, accomplishing a difficult task, or exhibiting behavior you want others to emulate.

• Be encouraging. Praise makes people feel good, and it also reinforces behavior. Express your hope that the person will continue doing praiseworthy work. Thank the person for his or her efforts. This helps send the message that you’ll like to see the person’s performance keep improving along the same lines.

MnDOT urges motorists to be cautious when driving near snowplows There have been more than 25 crashes so far this winter involving vehicles and state snowplows. With winter far from over, the Minnesota Department of Transportation is urging motorists to use extra caution during plowing and snow removal operations.

“The main causes of these crashes are motorists driving too fast for conditions, driving too close to the plow and driver inattention,” said Todd Stevens, acting state maintenance engineer. “Our snowplow drivers are well-trained to operate their plows, which often travel much slower than the posted speeds because it is most effective for clearing roads. For safety’s sake, motorists need to be patient and stay back from the plow.”

Stevens said that operators have a restricted view from the plow cab, so they must rely on mirrors to see to the rear and side of the truck. Their vision is also hampered by the snow clouds they create while they plow.

“The safest place you can be is well behind the snowplow and away from the snow cloud it creates,” he said. “The road is clear behind the plow but not necessarily in front of it, so in most cases it

makes sense to travel behind the plow.”

Last year in Minnesota, there were 84 crashes involving vehicles and MnDOT snowplows.

Minnesota law requires motorists to turn on their headlights when it’s snowing or at any other time when weather conditions impair visibility.

Other recommendations for safe driving around snowplows include: Stay alert for snowplows, which turn or exit frequently and often with little warning. They also may travel over centerlines or partially in traffic to further improve road conditions.

Stay back at least 10 car lengths behind the plow. Don’t drive into a snow cloud.

Slow down to a safe speed for current conditions.

Turn on your headlights and wear your seat belt.

Turn off the cruise control.

Be patient and remember snowplows are working to improve road conditions for your trip.

Don’t drive distracted.

Obituaries Robert R. “Bob” Schiffler

Bob was born June 1st, 1944 in Albany to Wilfred and Anna (Silbernick) Schiffler. He was united in marriage to Janet “Jan” Pulchinski on June 17, 1977. He loved sports, fishing, hunting and his Shady’s family, but most of all he loved his wife, children and grandchildren.

D i a n n Finken, 74 year old resident of Cold Spring, MN formerly of Grey Eagle, MN passed away Tuesday, February 12, 2019 at Quiet Oaks Hospice House in St. Augusta, MN. A Funeral Service was held Tuesday, February 19, 2019 at St. John’s Evangelical Lutheran Church in Grey Eagle, MN, with Pastor Michael Bitz officiating. Interment will be later at Lakeview Cemetery in Grey Eagle.

Diann Joan Chromey was born on December 1, 1944 in Glenwood, MN to the late Norbert and Lucille (Garvin) Chromey. She grew up in Grey Eagle and attended the Grey Eagle schools, graduating in 1962. Diann then moved down to the Twin Cities and worked as a nanny. She was united in marriage to Alto Finken on September 12, 1970. The couple built their home outside of Cold Spring, MN, where they raised their three children; Cory, Eileen, and Nicole. Diann stayed home with her children until they were all in school. She then went to work at Golden Plump for 30 years, retiring

She was a beautiful, stubborn and wise woman who was dearly loved and will be greatly missed.

dream until they retired in 1983. Clara was a master gardener and loved the beauty of the Collegeville landscape. She was an avid quilter and would produce special quilts for her grandchildren. She was a very social person in the community, loved her family and played cards with the neighbors.

Clara was a member of St. John the Baptist Catholic Church in Collegeville, a member of American Legion Post #328 St. Joseph and Avon Over the Hills Club where she was secretary for over 25 years. She took an active role in the church where she worked on capital campaigns and served lunches for funerals. Clara was also the Grand Marshall of the Avon “Spunktacular Days”. Clara was the strength of the family and will be missed by all who knew and loved her. She was a wonderful lady.

Governor Walz’s Budget a Recipe for One Expensive Minnesota

Governor Tim Walz released his budget proposal for the FY20-21 biennium on Tuesday, highlighted by more than $3 billion in tax increases over the next two years alone, and $4.7 billion in tax increases for FY2223. His proposal would raise Minnesota’s gas tax by twenty cents—a massive 70 percent increase—vaulting Minnesota’s gas tax to 4th highest in the nation. It also includes increases to tab fees, the motor vehicle sales tax, the Metro Area sales tax, business taxes, and reinstatement of the sick tax, which is set to expire at the end of the year, adding $1 billion to the cost of health care for Minnesotans over the next two years.

“The thing that stands out most to me is the governor is looking to raise our gas tax by 70 percent,” said Rep. Paul Anderson, R-Starbuck. “This is very concerning to me and it would prove to be very costly to people in Greater Minnesota, especially those with lower incomes. This impact would not only be felt at the pump, but also through increased costs for goods and services that incur transportation costs – especially those related to the ag. industry.”

Instead of extending reinsurance, the governor has proposed a 20% premium subsidy only for those who do not receive federal tax credits under the Affordable Care Act. The cost in calendar year 2020 of the 20% rebate is approximately $106 million, which would only impact about half the market. The 20 percent subsidy is twice as expensive than the state cost in calendar year 2020 of extending reinsurance, which would only cost approximately $54 million. The Governor’s proposal would do nothing to prevent rates from skyrocketing, and would very likely mean that the administration is proposing to pay twice as much so Minnesotans can ultimately pay higher premiums on the individual market.

Joe Schomacker, R-Luverne, Republican lead on the House Health and Human Services Finance Division. “His plan helps fewer people at a higher cost to the state, while forcing Minnesotans to pay more out-of-pocket for their health care. Nonsensical doesn’t even begin to describe it.”

Most of us have been involved in similar “discussions.” Some “lessons” are more difficult to learn than others if we see no immediate benefits.

So it was with the Children of Israel.

Psalm 78 begins with a plea from God: “Oh my people, hear my teaching!” Notice that God is pleading with His people to hear Him. There is a difference

between listening and hearing. We often listen but do not hear. So God emphasized that fact: “listen to the words of my mouth.”

Of course we want to know what He means when He asks us to “listen to the words of my mouth.”

Then, as now, many only listen when any speaker has anything to say that has value to them - even God. If we do not believe that the words of the speaker even God - will benefit us personally and tangibly we will not hear their voice.

Sadly, what was true then is true today.

God spoke to the Israelites many times on many different occasions through many different individuals and unexpected miracles. Yet, His message did not penetrate into the depth of their hearts and make a lasting impression in their lives. They seemed to forget the importance of His teachings and paid a price.

If we listen to and obey His Word, He will reward us.

Dear Motor Medics, I have a 2008 jeep compass and I purchased a simple Bluetooth system that I want to install in it. It’s a standalone system that has an FM transmitter so I can play it over the radio. Well I was trying to install it and my original idea was to wire it to the fuse box with one of those add a circuit connectors until I found out that the fuse box is under the hood and not located under the dash. I want to splice it into the vehicle wiring with proper fuses of course but I need one wire that’s always hot and one that’s hot only when the ignition is on. Any advice will be greatly appreciated.

-Steve in Van Nuys, California Dear Steve, Many people find themselves wanting to add an accessory to their vehicle and nowhere to draw power from. The add a fuse kits you mentioned are one way to do it if the current draw is very low. The second would be to take power from the radio circuit. They have harnesses available to tap into the wires at many car stereo shops. The first thing you will need to do is find out how much current the device will use. Too much of a draw can damage the vehicle.

Consulting with the folks at the stereo shop will help you to determine draw as it is something they often have to do.

a lot of noise. The lower the outdoor ambient temperature the worse the noise seems to be. When the engine reaches full operating temperature the noise goes away. Could this be an issue with the engine oil passages being gummed up?

If this was the issue do you recommend a product that could clean it up?

-John in Rapid City, South Dakota Dear John, Many of the Rangers with the 4.0 engine develop this noise. Some are caused by lifters that are gummed up while others have excessive valve train wear cause by either high miles or lack of proper lubrication due to long oil change intervals or the use of lesser quality oils at some point. Without taking the engine apart for inspect you could eliminate the possibility of the engine sludge issue by cleaning the oil system and using an additive. We use engine oil cleaner then the engine tune up from Justice Brothers. They seem to work very well for us. You need to add the cleaner then run the engine for ten minutes, change the oil, and then add the engine tune up.

If it’s not an excessive wear issue this should help. You may need to repeat the process down the road if it occurs again.

Burtrum City February 4, 2019 The meeting of the Burtrum City Council was called to order at 7:00 pm on Monday, February 4th, 2019 by Mayor Ron Strassburg. Those in attendance included; Ronald Strassburg, Carrie Wiechmann, Kevin Rohde, Deb VanHavermaet, Mitchell Bruggenthies, and Sharon Erickson.

The meeting minutes from January 7th, 2019 were read and approved by a motion made by Deb VanHavermaet seconded by Sharon Erickson, upon vote motion was carried and the minutes were accepted. Next the finance report was read and approved by a motion made by Mitchell Bruggenthies and seconded by Deb VanHavermaet. The City Council then discussed outstanding/ routine bills and upon a motion made by Deb VanHavermaet and seconded by Sharon Erickson, the bills were paid.

Regarding old business, there are numerous cats running around town causing a nuisance to many residents.

Next, in new business, end of year finance report was reviewed. motion made first by Mitchell Bruggenthies, seconded

by Sharon Erickson, to proceed with submission. The Mayor presented to the counsel about taking bids for an overhead door to be put on the shed in the back of the hall.

As there was no further topics to discuss the meeting was adjourned with a motion first made by Mitchell Bruggenthies and seconded by Deb VanHavermaet, upon votes motion carried and the meeting was adjourned.

The next City Council Meeting is scheduled for Monday, March 4th, 2019 at 7:00 pm at the Burtrum Town Hall.

the agenda. Ray made the motion to accept the agenda. Mike made the second. All in favor. Motion carried.

Approval of Minutes: The clerk provided copies of the January 7, 2019 minutes to the board. Ray made the motion to accept the minutes, Mike made the second. Minutes approved.

Town Clerk’s Report: Clerk presented the claims list for January. Claims list included claims 3286-3293 for a total of $32,138.08. This included the purchase of a new CD. Mike made the motion to approve the claims; Ray made the second, Motion carried. Mail included the equalization meeting notice, advertising, and donation requests.

Some discussion on whether to raise the life insurance benefit – it was decided to leave it as is.

Road and Bridge Report: Ray picked up the no dumping signs. Discussion on when the road restriction signs should be put up, probably early March or when the County does theirs.

Additional agenda item: Reminder of the Audit meeting which will be held February 11, 2019.

The meeting was called to order at 7:00 p.m. by Chair Mike Berscheit. Members present include Supervisors: Bruce Johnson, Mike Berscheit and Joe Muellner; Clerk Shirley Hulinsky. Treasurer Pam Throener was absent. Erv Herdering was also present.

The minutes from the regular meeting of Dec. 18, 2018 were approved as presented on a motion by Sup. Berscheit. Motion was seconded by Sup. Muellner.

Motion passed.

For correspondence the township board members received letters about Todd Co. planning and zoning, Census

boundary changes, beer license request form, forfeited land values update, Swanville Relief Association meeting and a request to do plowing on adjourning township road.

A motion was made by Sup. Berscheit to pay all bills numbered 5691 through 5702: Rev. $1,000.17; R & B $9,577.45; Fire $9.42. Sup. Muellner seconded the motion. Motion passed.

Sup. Berscheit made a motion to approve the liquor license for Swanville/Sobieski Lions Fishing Derby on Long Lake February 23, 2019. Motion was seconded by Sup. Muellner.

Upon vote motion passed.

After review of the forfeited land values as presented by county, Sup. Berscheit made a motion to leave the forfeited land values as presented. Sup. Johnson seconded the motion. Motion passed.

In December supervisors started brush cutting the township road ditches. However, with the snow now the board will wait until spring to do any more trimming. The board will look in to the cost of purchasing one to use instead of renting.

The road contractor will continue to plow snow and put down sand mixture as needed.

The board denied the request by a land owner to plow road that is responsibility of another township.

Sup. Berscheit made a motion to appoint Brenda Schwanke, Chuck Macy, Nancy Hillman as election judges with Shirley Hulinsky as alternate for township election on March 12.

Shirley Hulinsky and Brenda Schwanke will be absentee ballot board. Sup. Johnson seconded the motion. Motion passed.

Treasurer’s report showed a balance of $88,571.94. Treasurer’s report was approved by Sup. Berscheit and seconded by Sup. Muellner. Motion passed.

A motion was made by Sup. Berscheit to adjourn the meeting which was seconded by Sup. Johnson. Motion passed. Meeting was adjourned at 7:40 p.m.

Next regular meeting will be on Tuesday, February 26, 2018 at 7 p.m. in the Burtrum Community Center when the board will audit the books of the clerk and treasurer.

Notes from the Capitol By State Rep. Paul Anderson

Process of setting new state budget starting to pick up

The process of crafting a twoyear state spending plan kicks into high gear this week with the release Tuesday of Gov. Tim Walz’s budget.

It will give lawmakers their first glance of the new governor’s priorities and how he plans on utilizing the state surplus and if any new taxes are on the agenda. Two of his main campaign promises were to increase substantially funding for education and to push for a ten cent per gallon bump in the gas tax.

As late as this past November, it appeared Minnesota would enter the new biennium in July with a surplus of around $1.5 billion. However, the last few months have seen a reversal in the trend of higher revenues coming into state coffers. In fact, the shortfall for January was over $200 million.

Now, talk is common of the surplus in the upcoming February budget forecast shrinking down to something around a half a billion dollars. That will most likely change the thinking of how much new spending we can encumber, in addition to ramping up talk of tax increases being necessary to fund the many increases that have been introduced in the Legislature.

It’s amazing to think how much the approximately $100 million allegedly misspent in the state’s subsidized child

day care program would come in handy to fund some of these new programs.

Or, if the disastrous MNLARS program had been rolled out when it was actually ready, without the need for additional infusions of money, think how those funds could have been put to better use.

It seems there are those who want to forget about those mistakes and simply move on, without fully investigating the hows and whys of those programs. In private business, any such programs that were so over budget and under-performing would be thoroughly examined and corrected. If not, that company would probably be out of business.

Gov. Walz made headlines last week by announcing that his Commerce Department would renew its push to have the Line 3 pipeline project come back under further review. That, after the Public Utilities Commission voted unanimously to allow the project to finally get underway. Environmentalists are against a new, much safer pipeline, which would replace an aging line that currently runs at less than half its original capacity. They say we should be moving to replace all fossil fuel and instead be using renewables such as biodiesel. But remember, biodiesel, which I fully support, is only partly renewable.

In warm weather months, we use 20 percent soy oil in our diesel fuel, which means it still contains 80 percent regular diesel. E-15 gas utilizes 15 percent ethanol and 85 percent gasoline.

with and implement the laws and regulations we make at the Capitol. Assessing land and property correctly can be challenging, especially when there are many exceptions to the general rules. Agricultural Homestead is one classification that can indeed be complicated. There are acreage limits, rules on various entities that make up a farming operation, and limitations on how far away one can live from their farm and still claim the ag homestead. It’s an important part of tax law for farmers, as they struggle to make ends meet in these difficult economic times. The ag homestead formerly was defined by a certain number of acres, for example, 360 acres used to be an ag homestead. Now, it’s defined by a dollar amount, with an estimated market value of $1.9 million qualifying for that

same ag homestead. One assessor commented that some operations have that much value in their farm yards alone, in the form of large grain bins, dryers and machine sheds!

This is turning out to be a tough winter for wildlife, especially pheasants. On my drive down to Montevideo and back last week, I must have seen at least 50 birds or more scratching along the side of the highway or out in the snow-covered fields, looking for something to eat.

Let’s hope conditions warm up soon and allow these birds and other animals to find food.

Dave Says -By Dave Ramsey Dear Dave, I just realized our insurance has a health savings account (HSA) option.

We’ve considered dropping this insurance soon and going to a cheaper Christian medical sharing program. We’ve got about $19,000 in debt between credit cards and a car payment, and we’re on Baby Step 2 of your plan. Our thought was to fund the HSA for a period of time as a means of saving, cancel that policy, then go over to a medical sharing program we found that costs $600 a month less.

After that, we would start paying down debt again. What do you think?

-Amy Dear Amy, There are two components to an HSA, the insurance component and the savings component. You don’t have to participate in the savings component.

The insurance component is simply a large deductible, 100 percent coverage after the deductible, cheaper-premium health insurance plan. If I were in Baby Step 2, I would not do the

savings component. I would only do the insurance component, or I’d do the medical sharing program.

I’m not sure why you’d need to jump back and forth it you’re going to permanently move to a medical sharing program. I get the idea of saving money, but what you’re talking about isn’t something I’d recommend for someone who’s in debt. I wouldn’t fund a savings account of several thousand dollars only for medical when you’re not even on Baby Step 3, which is saving an emergency fund of three to six months of expenses. That money needs to be used to pay off debt first.

It’s not the end of the world if you don’t fund the HSA portion of your current insurance plan. If you went with a medical sharing program, and just saved up a large emergency fund, the only thing you’d really lose out on is the tax deduction associated with an HSA. Good question!

Bitz and Piecez -By Pastor Bitz The Firstfruits – 1 Corinthians 15:1-20 Rhubarb and Asparagus aren’t the greatest tasting fruits or vegetables in our diets but there is one reason they are included in our diet. They are the firstfruits of a new season of growth.

The first strawberries, peas, pickles, cucumbers, green beans, apples, and raspberries all taste the best. Why? During a time before refrigeration and fast transportation networks the first fruits of a season were a big deal.

Imagine a time when getting food from distant lands was not possible and refrigerated storage facilities didn’t exist.

Image a time before canning and vacuum sealing. Imagine a time when what you had grown the previous season was beginning to rot and run out as spring began to arrive and summer waxed.

Imagine how good rhubarb and asparagus would taste after month of stored foods.

When living in a time like that the firstfruits take on a whole new dimension. Not only do you get that new food taste but you have hope and assurance that the crop will come in. For those who have gardens or farm they have no guarantees that their crops will ripen and mature but when you begin to get your firstfruits you get hope that the harvest will arrive.

This image is what St. Paul uses in our epistle reading when he is talking about Jesus and his resurrection followed by ours. You can read through 1 Corinthians 15 a few times very slowly to process what Paul is trying to say but the gist of it is that the resurrection of Jesus is very important to our faith. For our faith is truly based on the fact that he died and rose again. The hope of our own resurrections is based on the fact that Jesus died and rose again signaling new life to come. His resurrection is a kind of firstfruit. After months of cold and snow and darkness the rhubarb and asparagus get eaten en mass because

they give hope. They give hope that things will grow again. The heat will persist and our frozen toes will thaw.

Hope that things will not stay dead but come back to life once again.

Now think about our beloved rhubarb and asparagus. Compared to the other things we grow it ranks fairly low. Now compare the the majority of christian churches to other secular and worldly organizations. Shrinking, low on funds, and seemingly unrelevant.

However the Church offers one thing no other organization secular or religious has to offer and that is hope based on real historical fact. Since Jesus rose from the dead we too have hope that those who believe will also be risen on the last day to eternal life. Jesus is the firstfruits of those who have fallen asleep.

When we look around we might just see death and cold, sin and evil taking things away, draining the little bit of life and goodness that remains in God’s good creation. Will we make it to spring? Will our reserves last until the firstfruits of next season begin to arrive.

We live in a world with seasons. To appreciate the firstfruits one must first experience the death and decay. For the Gospel to and resurrection of Jesus to have the greatest appreciate there first needs to be death and decay. When you tire of the death, decay and cold of the world find a church that preaches the resurrection and listen, learn and be warmed. Amen.
