We can learn a lot about responsibility from bugs.

The ant works hard in the sweltering heat all summer long, building its house and loading up on supplies for the winter.

The grasshopper thinks the ant is a fool and laughs and dances and plays the summer away. Come winter, the ant is warm and well fed. The grasshopper has no food or shelter, so it dies out in the cold.

The lesson? Accept responsibility for your actions. We’ve had it drilled into our heads that actions have consequences. So why are people surprised when the consequences are less desirable than they anticipated?

Take it from Albert Einstein: “Man must cease attributing his problems to his environment and learn again to exercise his will -- his personal responsibility.”

When people fail to take responsibility for their own actions, the blame game begins. There’s always a scapegoat nearby, but that strategy doesn’t take long to unravel.

I recently watched a program about people in prison. It was fascinating to hear so many deny responsibility for their actions. Nothing was their fault, especially the incidents that landed each of them in jail. They expected others to be responsible for them.

Others understood that their sen-

tences were justified, given their actions.

They acknowledged their mistakes and learned their lessons the hard way. They were determined to change their lives.

This is why taking responsibility for yourself and your actions is so powerfully important.

My buddy Denis Waitley, who writes and lectures on personal, professional and financial success, says, “A sign of wisdom and maturity is when you come to terms with the realization that your decisions cause your rewards and consequences. You are responsible for your life, and your ultimate success depends on the choices you make.”

Responsibility -- like discipline -- is one of those words that has been pounded into our heads so many times from authority figures that we often turn a deaf ear. That’s a big mistake. Accepting responsibility is an indication of good character.

In your work life, it is certainly also a major asset. The boss or employee who says “The buck stops here” earns the trust and respect of managers and coworkers.

Another good friend Brian Tracy, a motivational speaker and life coach, said, “Peak performance begins with your taking complete responsibility for your life and everything that happens to you.”

Understand that responsibility is earned. It’s not something you’re entitled to. If someone is hesitant to give you additional responsibility, it might be because you’ve been nonchalant with the responsibilities you already have. A responsible person does what they said they’d do, because they said they would.

Period.

So if you want to be seen as more responsible, think about the responsibilities you already have, and take them more seriously, no matter how pointless they might seem. Consider it a way to pay your dues.

LIVESTRONG.COM, the website associated with the Lance Armstrong Foundation, lists the behavior traits that need to be developed in order to accept personal responsibility: • Seek out and accept help for yourself.

• Be open to new ideas or concepts about life and the human condition.

• Refute irrational beliefs and overcome fears.

• Affirm yourself positively.

• Recognize that you choose your responses to the people, actions and events in your life.

• Let go of anger, fear, blame, mistrust and insecurity.

• Take risks and become vulnerable to change and grow in your life.

Allen and Andrea Proell of Grey Eagle are proud to announce the birth of their son, Dylan Lee Proell, born January 23, 2012 at 2:16 a.m. at CentraCare Health System, Long Prairie.

Dylan weighed 7 pounds, 2 ounces.

Dylan is welcomed home by his brother Carter and sister Mya. Grandparents are Wendell Asmus and Kevin and Linda Proell.

Roman and Bernice Hellermann will celebrate their 50th wedding anniversary with a Mass at 10:30 a.m. on February 12th at St. Mary’s Catholic Church in Melrose, followed by an open house reception from 1-5 p.m. at the Greenwald Pub with dinner served at 1 p.m.

Roman and Bernice (Trisco) Hellermann were married February 12, 1962 at St. Paul’s Church in Sauk Centre.

Matthew Richard Rousslang

Thomas and Christina Rousslang of Sauk Centre are proud to announce the birth of their son, Matthew Richard Rousslang, born Friday, January 27, 2012 at 7:39 a.m. at the CentraCare Health System-Melrose.

Matthew weighed 5 pounds, 14 ounces and measured 19 inches in length.

Matthew is welcomed home by his brothers Blake and Luke Rousslang and sister: Grace Rousslang.

Grandparents are John D. and Marilyn Nathe and Richard and Darlene Rousslang.

In ancient Rome, when the scaffolding was removed from a completed Roman arch, the law read that the Roman engineer who built the arch had to stand beneath it. The point was, if the arch came crashing down, he would experience the responsibility first hand. As a result, the Roman engineer knew that the quality of his work was crucial and would have a direct personal impact on his life.

You may never have to place yourself in such physical danger, but you

may have to stick your neck out when you accept responsibility for your actions. That means you are able to hold your head high!

Obituaries Mary Kathryn “Katy” Manning Mary Kathryn Albaugh Manning, Katy, 88, Olathe, Kansas, died peacefully on We d n e s d a y, January 25, 2012.

F u n e r a l services were held Monday, January 30, 2012 at 11:00 AM at Sacred Heart Catholic Church in Gardner, Kansas. Interment followed at Mt. Calvary Cemetery in Olathe, Kansas.

Marrying Bob Manning gave her life great purpose as they together raised

seven children. She was a trusted and valued partner in all their endeavors. She was kind, unselfish and as Bob liked to say, “a beautiful woman!” Together they worked hard, dreamed big, and ultimately enjoyed the fruits of their labor with a long retirement surrounded by friends, but mostly by their large and loving family.

Preceded in death by her husband of 65 years, Robert R. Manning. Survived by her children, Pat, (Margie), Suzanne, (Bob Steele), Lorelei, (David Gibson), Maureen, (David Guth), Bob (Donna), Tom (Cindy) and Dennis (Roxanne).

Katy is also survived by 22 grandchildren and 22 great-grandchildren.

Arrangements were with PenwellGabel Funeral Home.

William “Bill” P. Weber F u n e r a l S e r v i c e s celebrating the life of William “Bill” P. Weber, age 67, of Freeport was held Saturday, January 28th, 2012 at Glendorado Lutheran Church in Princeton, MN. Reverend Barb Peterson officiated, and burial will take place in the parish cemetery at a later date. Bill died peacefully in his home surrounded by his family Tuesday afternoon, January 24, 2012.

LeMars, IA. He grew up in LeMars where he lived until joining the Marines. After his safe return from duty in Vietnam he married Doris Carter on May 6, 1967 in Las Vegas. After marriage the couple lived in Inglewood, CA. In 1968 they moved to Merrill, IA where they lived until 1975 when they moved to Motley. In 1987, they moved to the central Minnesota area living in Foley and Glendorado. In 2008, they moved to Tyler, MN where they lived until Bill fell ill and then moved to Freeport.

Bill worked his life as a carpenter most recently working for Xcel Energy until his retirement in 2006. He was a member of First Lutheran Church in Sauk Centre, the Merrill, IA American Legion, the Princeton VFW, and the Carpenters and Joiners Local Mpls 322.

Bill is survived by his wife Doris Weber, Freeport; his daughters Lisa (Gordon) Hocking, St. Cloud; Lana Weber, Freeport; Lynette (Don) Franklin, St. Cloud; Rose (Nate) Rosebear, Ponemah, MN; Nancy Weber, Foley; his 12 grandchildren and 4 great-grandchildren.

He is preceded in death by his parents Ricks and Mary Weber, and his siblings Mary Laddasaw, Katherine Bolton, Dora Weber, Viola Rieken, Bernice McKay, Hank Weber, and Alvin Weber.

First-time youth turkey hunters, ages 12-17, have the chance to go afield this spring and learn from an experienced National Wild Turkey Federation (NWTF) volunteer, according to the Minnesota Department of Natural Resources (DNR).

Applications, maps and general information for the wild turkey hunt are available online at www.mndnr.gov/ youthturkey. The application deadline is midnight on Monday, Feb. 13. Participants will be selected through a random lottery.

“Rookie turkey hunters and their guardian will learn life-long outdoor skills and how to be a responsible hunter,” said Mike Kurre, DNR mentoring program coordinator. “The outdoor coaches of the NWTF are helping create the next generation of hunters.”

This is the 10th consecutive year DNR and NWTF have cooperated to provide opportunities for first-time youth turkey hunters. More than 1,500 youth have been introduced to this unique hunting experience since spring youth turkey hunts began in 2002.

Most hunts will occur Saturday,

April 21, and Sunday, April 22, which is the first weekend of the regular wild turkey season. Nearly all youth will hunt on private land thanks to the generosity of private landowners and the NWTF volunteers who obtained permission.

To be eligible, a youth hunter must be age 12 - 17 on or before Saturday, April 21; have a valid firearms safety certificate; and be accompanied by a parent or guardian. The program is for first-time turkey hunters only. Any youth who has ever purchased or been selected by lottery for a Minnesota turkey license of any type is not eligible.

Hunters and their mentors will be assigned a NWTF volunteer coach, who must accompany both the youth and parent or guardian throughout the entire hunt.

Participation in the hunts is only restricted by the number volunteers and private lands that are available. People who have an interest in providing quality turkey hunting land for the mentored youth hunts should contact a NWTF chapter online at www.nwtf-mn.org/ Home/ChapterListings.

Legislative Week in Review

The 2012 session has begun and is off with a bang!

A New Session: The 2012 session convened this past Tuesday and for the first time in years with a surplus rather than a budget deficit - nearly $1 billion. This is a great budget improvement from the $5.2 billion deficit the that was inherited in the 2011 Legislative Session. This impressive feat was met making tough choices on the spending side of the budget, prioritizing the state’s needs, providing regulatory reform and enhancing job growth. This budget surplus provides not only opportunities as we move ahead, but allows the 2012 Session to focus on much needed government reforms and helping job creators put Minnesotans back to work.

Session Schedule: The Senate will observe a brief break on Monday, Feb. 6 and Tuesday, Feb. 7, so senators can return to their districts for precinct caucuses. Governor Dayton has announced that he will give his second State of the State address Feb. 15 at 7:00 p.m. in the House chambers.

Voter ID: I joined a number of Senate Republicans who introduced legislation this week allowing Minnesotans to decide whether to amend the state constitution to require voters to show identification in elections. Despite overwhelming public support for Voter ID, Gov. Dayton vetoed a bill last session that would have required voters to provide photo identification before receiving a ballot. Polls have indicated that 75% or more of Minnesotans want a photo ID requirement to vote.

Property Tax Relief: Homeowners who are have seen increases and whose property taxes are high relative to income should look at the state’s property tax refund program (PTR). The Legislature included a $30 million expansion of the program, which provides direct relief to homeowners. This is an important reform that provides relief directly to homeowners most in need, and should offset increases that may have occurred with changes to state tax law.

Along with this increase in the PTR program, there is an additional program specifically for homeowners whose property taxes increased more than 12 percent and $100. Homeowners can see if they are eligible for these two programs at MN Department of Revenue website. http://taxes.state.mn.us/prop_ refund/pages/refund_information_content_homeowners_refund.aspx Redistricting: Our state Constitution gives the Legislature responsibility in redrawing our legislative district lines every 10 years, after the census is taken.

This will make searching for road conditions and traffic information updates faster and easier for the news media.

Town hall meetings have been scheduled for Sauk Centre and Glenwood in District 13A. Senator Joe Gimse and I will host the gatherings, in Sauk Centre this Saturday and in Glenwood the following week. Both will start at 8:30. Locations are the Lynx National Golf Course in Sauk Centre Feb. 4th, and at the Glenwood Retirement Home the following Saturday, Feb. 11th.

After a short opening-day session Jan. 24th in the House of Representatives, our Education Finance Committee held its first meeting later that same afternoon. The bill we debated dealt with changing the way local levy referendum dollars are allocated when charter schools are located within the boundaries of a school district. Under current law and based on student numbers, the state-equalized portion of referendum dollars goes to charter schools in the district, while all of the locally-raised dollars stay with the school district.

It was argued by those favoring the change that since referendums are based on per-pupil funding amounts all the money raised should follow students

who may be attending charter schools within the district. I raised the point that since it’s the district who conducts referendum elections, and because voters have given their approval based on the assumption that all referendum dollars would be going to the district, to change the funding stream now would not be what district residents originally voted for.

It was also pointed out that back when the original charter school legislation was written those schools were allowed to “bill back” to the school district their costs for special education. In addition, school districts were to provide the transportation necessary to get students residing within the district to their charter school.

This debate illustrates the difficulty in trying to change one piece of the overall funding mechanism. It can upset the balance negotiated years ago and cause unintended consequences. In this particular instance, after nearly two hours of lively discussion, the bill was laid over.

The date of January 27 is significant in that it’s the day the wolf was taken of the “endangered list” in Minnesota. The DNR last Thursday gave our Environment Committee an update on its plan to manage the species, whose numbers are estimated to be around 3,000, mainly in the Arrowhead region and in northwestern Minnesota. Under the DNR plan, 6,000 licenses would be granted for either hunting or trapping. The season would begin Nov. 24th and run into the following January.

Another plan being considered would allow the season to begin earlier, during the first week end of deer hunting, which would mean more hunters in the field and increase the likelihood of seeing and possibly bagging a wolf. We were told by an expert in the field, Dr. David Mech, that wolves usually run in packs of 6 to 8 animals and can move 15 or more miles a day within their territory. Their diet consists primarily of whitetail deer, usually fawns or deer past their prime. He estimated that an average adult wolf would consume the

equivalent of approximately 17 to 18 adult deer in a year’s time.

Dr. Mech added that bagging a wolf is no easy task. They are wary and have excellent instincts. He mentioned that in Montana, where the hunting of wolves is allowed during elk season, only 79 were taken last year.

Local Municipality Minutes Melrose City January 5, 2012 The Melrose City Council met in a Regular Meeting on Thursday, January 5, 2012 at 6:00 p.m. at the Melrose City Center pursuant to due notice being given thereof.

Present were Council Members Joe Finken, Dick Christenson, and Tony Klasen, Mayor Tim Vogel, City Administrator Michael Brethorst, and City Clerk Patti Haase.

Council Member Jenny Mayers was absent. Mayor Vogel presided thereat. Also in attendance were several American Government students from the Melrose Area Public High School. The Council then recited the Pledge of Allegiance.

A motion was made by Mr. Klasen, seconded by Mr. Christenson and unanimously carried to approve the agenda as submitted.

Mayor Vogel presented Donald Meyer with a plaque and certificate in appreciation for his forty years of service on the Melrose Housing and Redevelopment Authority Board.

The following items were considered for approval under the Consent Agenda: a. The minutes from the December 1 Special Meeting with the Public Utilities Commission and the December 15 Regular Meeting. b. The Council gave consideration to approval of the following tobacco license: 1) Melrose 1 Stop (formerly Melrose Motors).

The signed application has been received and the application fee of $50 has been paid. Minnesota law requires cities to obtain proof that all license holders provide workers’ comp insurance for their employees. Also, the City must obtain licensees’ social security numbers, and Minnesota and federal tax identification numbers for the Department of Revenue’s use. All documentation has been received.

The license is effective January 6, 2012.

The City of Melrose and Melrose Public Utilities Commission participate in the State of Minnesota Material Management Division Cooperative Purchasing Program.

If the City and PUC are to continue to participate in this program, action is necessary to approve the Cooperative Purchasing Agreement.

By approving the agreement, the City is agreeing to allow the agreement to extend beyond five years.

This new agreement will remain in effect until canceled by either party (with 30 days written notice).

The Public Utilities Commission will be giving consideration to the agreement at its January 9 meeting.

The following Ambulance Department uncollectible accounts have been submitted to Revenue Recapture or written off: Rose Moore (RR) $1,532.00; Claudia Jauregui-Casillas (RR) $732.00; Josh Achman (RR) $820.80; Sahra Farah (RR) $780.00; Clarence Welle (RR) $1,092.00; Robert Davis (RR) $648.00; Keisa Retka (W/O) $175.20; Agnes Otto (W/O) $159.98. Consideration was then given to the following appointments: A motion was made by Mr. Vogel, seconded by Mr. Christen-

son and unanimously carried to appoint Mr. Finken as Acting Mayor for 2012.

In 2011, Dymoke Law Office PA was appointed to serve as the City Attorneys for general matters.

Correspondence has been received from Dymoke Law Office seeking reappointment for 2012 with the rate of pay for services at $105 per hour. The Council, at its August 19, 2010 meeting, approved the Prosecution Service Agreement with Attorney Robert Pottratz effective January 1, 2011 – December 31, 2012, with the pay to be the same as the City Attorney. Recommend the following items apply when making the appointments: (a) Statements to be detailed and to include the time spent on each item; (b) City Attorney to attend Council meetings with only the first hour of each meeting being charged at the $105 per hour flat rate and all additional minutes, hours, etc. to be non-chargeable. If the Council meeting runs less than an hour, each meeting would be charged at a flat rate of $52.50; (c) City Attorney to attend Board/Commission or special meetings upon request with only the first hour of each meeting being charged at the $105 per hour flat rate and all additional minutes, hours, etc. to be non-chargeable . If the Council meeting runs less than an hour, each meeting would be charged at a flat rate of $52.50; (d) The hourly rate to be $105 per hour for general matters; (e) Legal costs for special items to be negotiated with an hourly rate and the total cost not to exceed a set amount. Statements for special items to be submitted monthly; (f) Copies of statements to be submitted to the Council for their review; and (g) The Council or the consent of the City Administrator is required prior to contacting the City Attorney to authorize working on an item. City Administrator Brethorst requested that item (g) of the terms be amended to redact the requirement for consent of two Department Heads prior to contacting the City Attorney to authorize working on an item and amend to read “The Council or the consent of the City Administrator is required prior to contacting the City Attorney to authorize working on an item.”

A motion was made by Mr. Finken, seconded by Mr. Christenson and unanimously carried to appoint Dymoke Law Office PA to handle general matters for 2012 with the rate of pay to be $105 per hour, and that the above-stated recommended items as amended apply, effective January 1, 2012 - December 31, 2012.

Next discussed was appointing a Council Representative for a one-year term to the Utilities Commission. Mr. Christenson expressed interest in being reappointed. A motion was made by Mr. Klasen and seconded by Mr. Finken to appoint Mr. Christenson to the Utilities Commission for a one-year term.

A roll call vote was recorded as follows: For: Council Members Klasen, Finken and Christenson; Against: None; Absent: Council Member Mayers; Abstain: Mayor Vogel due to conflict of interest.

The Council then considered appointing two members for a fouryear term on the Planning and Zoning Commission. Kevin Thomes is seeking reappointment and an application has been received from Jason Seanger.

A motion was made by Mayor Vogel, seconded by Mr. Christenson and unanimously carried to reappoint Mr. Thomes and appoint Jason Seanger to the Planning and Zoning Commission, each for a four-year term.

A motion was then made by Mayor Vogel seconded by Mr. Finken and unanimously carried to reappoint Mr. Klasen as the Council’s representative on the Planning and Zoning Commission for a oneyear term.

Mayor Vogel then reappointed Ms. Mayers as the Council representative on the Melrose Area Development Authority (MADA) for a one-year term. The Council concurred with this appointment.

Mayor Vogel then requested consideration to appointing Karen Thostenson for a five-year term to the Housing and Redevelopment Authority. Donald Meyer is not seeking reappointment. An application has been received from Ms. Thostenson.

The Council concurred with this appointment.

Mayor Vogel reappointed Streets/Parks Supervisor Mark Maus as the Assistant Weed Inspector for 2012. The Council concurred with this appointment.

Mayor Vogel reappointed Streets/Parks Supervisor Maus as the City Forester for 2012. The Council concurred with this appointment.

Mayor Vogel reappointed the Melrose Police Department as the City Animal Control Officer for 2012. The Council concurred with this appointment.

Under City Personnel Policy #32: Grievance Procedure, the Appointing Authority shall appoint a Grievance Representative, and the Council and Utilities Commission have agreed to make this appointment on an annual basis. Acting Mayor Finken noted that the Utilities Commission will designate their Grievance Representative

for 2012 at their January 9 Regular Meeting. For 2011, Joe Finken was the Council representative and Utilities Commission Member Lyle Olmscheid was the Commission representative.

A motion was made by Mr. Finken, seconded by Mr. Christenson to reappoint Mr. Finken to serve as the Council Grievance Representative for 2012. A roll call vote was recorded as follows:For: Council Members Finken, Christenson, and Klasen; Against: None; Absent: Council Member Mayers Abstain: Mayor Vogel due to conflict of interest.

Consideration was also given to appointing a Council member to the Ad Hoc Labor & Personnel Committee for future labor discussions. In 2011, Council Member Jenny Mayers served as Council Representative and Dick Christenson served as the Utilities Commission representative for this Committee. The Utilities Commission will be appointing a representative at its January 9 meeting.

Consideration was next given to the designation of an Animal Shelter for 2012. A motion was made by Mayor Vogel, seconded

by Mr. Klasen and unanimously carried to designate the Minnesota Veterinary Associates, Inc. as the Animal Shelter for 2012.

Consideration was given to proposed Resolution No. 2012-1, Resolution Designating Official Depository and Supplemental Depositories for City Funds. This resolution designates the depositories of City funds for 2012. US Bank, Melrose, Central Minnesota Credit Union, and Freeport State Bank, Melrose were designated for 2012 and the City Treasurer was given the authority to name additional depositories for the deposit of funds.

Mr. Finken introduced Resolution No. 2012-1, Resolution Designating Official Depository and Supplemental Depositories for City

Funds. (See attached resolution.)

Also, for the purpose of being certain that all funds in financial institutions will be insured, the City Treasurer shall have the authority pursuant to Minnesota Statutes 118A.02, Subd. 1, to name depositories for the deposit of funds so as to make certain that all City funds are either insured or collateral has been pledged by the depository as security, as permitted by M.S., Chapter 118A. The motion was seconded by Mr. Klasen with a roll call vote recorded as follows: For: Council Members, Finken, Klasen, Christenson, and Mayor Vogel; Against: None; Abstain: Council Member Mayers.

Mayor Vogel noted that the City of Melrose Investment Policy was updated to reflect the change to City Treasurer, plus the City Auditor reviewed it for compliance and confirmed compliance. The Public Utilities Commission will be giving consideration to the policy at its January 9 meeting. A motion was made by Mr. Christenson, seconded

by Mr. Klasen and unanimously carried to approve the updated City of Melrose Investment Policy.

The Council, at its December 1 Special Meeting, discussed the possibility of implementing a gas franchise fee. At that meeting, Public Works Director Harren stated that the Utilities Commission had made recommendation that the Council give consideration to implementing a gas franchise fee as an equity issue, since the electric utilities have been subject to a 5% franchise fee for many years, plus both cable utilities charge a 5% gas franchise fee.

Mayor Vogel noted, however, that electric utilities offer a discounted rate to electric customers on usage over 1,100 kWh that gas customers are not offered. Mr. Klasen stated his opposition to implementing a gas franchise fee as he felt it is just another tax and should be added to the property tax levy if this revenue is necessary.

Mr. Klasen believes by doing so it is a more visible tax and makes local government more accountable for holding down expenditures.

Mr. Christenson asked Mr. Klasen to provide his recommendation for cuts to pay for the needed improvements without the gas franchise fee if he is opposed to a gas franchise fee. Mr. Klasen stated that he would provide that at a future

meeting.

Mr. Finken noted that in talking with residents he found most were neutral to the idea. Mr. Finken noted that although no one wants to see an additional fee, they do realize that other utilities do impose a franchise fee. Staff noted implementing a 3% gas franchise fee would generate approximately $48,000 in revenue and a 5% gas franchise fee would generate approximately $80,000 in revenue.

Staff also recommended that the gas franchise fee, if implemented, would be designated for future street improvements to help defray the funding shortage to meet these anticipated costs.

It was the consensus of the Council to table this item for a future meeting when all Council members are present and for staff to receive comments from the public, and prepare a cost analysis and draft ordinance.

The Council then discussed scheduling the annual meeting with area township and city officials regarding the proposed 2013 budgets for the Fire and Ambulance Departments. It is recommended that this meeting be scheduled for Thursday, February 16 at 7:00 p.m. at the Fire and Ambulance Station. The proposed 2013 budget information will be presented to the Council at their January 19 meeting. The contracts between the City and area townships and cities require the City to hold this meeting annually.

After discussion, it was agreed to schedule the meeting with the cities and townships for Thursday, February 16 at 7:00 p.m.

The following informational items were then reviewed: a. The City has received the 2011 property/casualty dividend in the amount of $21,454 from the League of Minnesota Cities Insurance Trust (LMCIT). The City’s share of the dividend is determined by premiums paid, years in the program, etc. The dividend is split – $7,450 General and $14,004 Utilities. b. Utilities Commission’s December 12 Regular Meeting minutes.

A motion was made by Mr. Finken, seconded by Mr. Klasen and unanimously carried that the meeting be adjourned at 7:00 p.m.

servation District in a Clean Water Partnership Grant to monitor all the inlets to Pelican Lake. In which monitoring of the water flowing in to Pelican Lake on a weekly basis plus storm events. Results were then analyzed in a certified lab every week March through October.

In 2011 and 2012 funded in part by the Initiative Foundation HLRP Grant, Lakeshore Property owners are installing buffers and rain gardens to help do their part to slow down any run off that may be occurring across their properties.

Beginning in 2010 and continuing into all of 2011 they were successful applicants of the Initiative Foundation Healthy Lakes and Rivers Program (HLRP) in which they partnered with the DNR, Stearns County Environmental Services, and the Stearns County Soil and Water Conservation District.

They held a community visioning meeting facilitated by MN Waters and compiled the results of that meeting into part of their new Lake Management Plan. They have successfully written and got approved a new plan to guide them as they correct problems for Pelican Lake.

The following is a partial list of the projects that have been implemented by the Pelican Lake Association of St Anna: • Public Access Improvements: Adelman Advertising developed us a professional brochure to inform public about us and what we do.

• Partnered with Scouts to build Loon nest platforms: Sponsored Ben Eli who so successfully achieved his Eagle Scout status as a result of a rearing pond project.

The Pelican Lake Association has taken many steps to stop run off from entering the Lake from the watershed. However this is an ongoing process. So much has been done however much work is still needed near the inlets.

we would not be able to accomplish all the great things we do, we rely on our donations from partners and businesses.

The Pelican Lake Association of St. Anna is very proud of the partnerships they have with the Holdingford Sno Flyers Club, Avon Sportsmans Club. Holdingford Sportsmans Club and St. Anna Sportsmans for together they have supported each other’s programs and will continue to work together in the future towards improving the

lakes fisheries balance and protecting those resources for many years to come.

Pelican Lake in St. Anna is the First Star Lake of Stearns County and won the Lake Association of the year award in 2009 from MN Waters. Together we can accomplish so much more than alone. We hope to see everyone at our Fundraiser Dinner Event on Feb. 3rd for an evening of good food and chances to win some nice prizes.

DNR to hold open houses to discuss northern pike special regulations The Minnesota Department of Natural Resources (DNR) invites the public to visit a DNR area fisheries office Friday, Feb. 17, from 8 a.m. - 4:30 p.m., to provide comments and learn more about why the northern pike special regulations were dropped on a permanent basis on 15 lakes.

The DNR dropped 15 lakes with northern pike special regulations on Nov. 1, 2011.

This action was necessitated by a change in state law that restricted the DNR to no more than 100 northern pike special or experimental regulation lakes. The 15 lakes that were dropped were lakes where fisheries biologists felt the regulation was least likely to achieve its management goal, or smaller lakes connected to larger lakes that also had a special northern pike regulation. Emergency rule was used to drop special regulations on these lakes. In order to drop these regulations permanently, the DNR is required to solicit additional public comment.

Albany Library Zoo Man Returning: Monday, Feb. 13, 3-3:45 p.m. in the Albany Elementary Cafeteria for all and will be suitable for children 2 and older. The Zoo Man introduces his audiences to birds, mammals and reptiles and has been presenting to audiences for 18 years. This presentation is the result of a partnership between the Friends of the Albany Library and Albany Area Community Education.

Swanville Library Poetry & Collage: Saturday, Feb. 11, 10:30 a.m.-12:30 p.m. for adults, teens and children to 6 years of age, but children under 12 should bring

an adult to assist them.

With artist Marie Olofsdotter, participants will use poetry and collage to create a unique autobiographical artwork. They will use words and images, handmade papers from India and other fun materials to create the final collage. The attendance limit is 30 and preregistration is required.

Instructor Olofsdotter received formal training in art history and sculpture in Sweden. She is the author and illustrator of several picture books and a past Minnesota Book Award winner.

Upsala Library “Wrap Yourself Up in a Good Mystery”: Friday, Feb. 10, 7-8:00 p.m. for teens and adults.

Find out about new and established mystery authors from Pam Schoon, a mystery reader and Friend of the Upsala Public Library volunteer.
