Compromise is NOT a dirty word -By Harvey Mackay Abraham Lincoln was a man who believed in compromise. When he was practicing law in Illinois, a farmer asked for Lincoln’s help in getting a divorce from his wife.

Lincoln asked, “What seems to be the trouble?”

“It’s our house,” said the farmer angrily. “I want to paint it brown, and she wants to paint it white. We got into a big argument about it.”

After calming the man down, Lincoln suggested that he go back to his wife and try to work out a compromise. The farmer was very doubtful that any such solution was possible, but he agreed to try. Lincoln told him to come back in four weeks.

After four weeks, the farmer returned to Lincoln’s office saying, “There is no need to start proceedings against my wife. We’ve made up – compromise is how we did it.”

A pleased Lincoln asked, “How did you manage it?”

“Well,” said the farmer, “we decided to paint the house white.”

Maybe this is why Scottish novelist Robert Louis Stevenson said, “Compromise is the best and cheapest lawyer.”

I have a similar story about my marriage to Carol Ann. I was recently asked how we have managed to stay together for 64 years.

I replied that when we got married, we agreed that Carol Ann would make all the minor decisions, and I would make the major decisions. Luckily, there have never been any major decisions.

All kidding aside, compromise is

absolutely vital in both our personal and professional lives. It is the lubricant that keeps the gears of relationships and business dealings moving smoothly. Without it, we would constantly be at an impasse, unable to move forward.

Henry Boyle, an Irish politician said, “The most important trip you may take in life is meeting people halfway.”

Understanding what you want and why you want it is crucial to successful compromise. It is about knowing your nonnegotiables and being clear about what you are willing to give up. This clarity allows for more effective negotiations and outcomes that are acceptable to all parties involved.

Compromise is essential in business.

Compromise is a daily reality in business.

Whether negotiating contracts, hiring staff or closing sales, the ability to find a middle ground is key to success.

Compromise prevents stalemates.

Without compromise, we risk losing everything we have in pursuit of what we may never get. The “my way or the highway” approach most often results in a crowded road full of angry drivers.

Compromise facilitates progress.

President Harry Truman’s willingness to accept things, one slice at a time, demonstrates that compromise can lead to incremental progress, which is often better than no progress at all.

Compromise maintains integrity. It is also important to recognize when not to compromise, such as on principles, ethics or legal matters. Compromise should never come at the cost of honesty or integrity.

Mahatma Gandhi, India’s spiritual leader, said: “All compromise is based on give and take, but there can be no give and take on fundamentals. Any compromise on mere fundamentals is a surrender. For it is all give and no take.”

I have found that the most successful compromises I have reached have resulted from face-to-face meetings, where both sides can read the situation clearly. Depending on the importance of the negotiation, it might be best to choose a neutral location rather than one’s office. Perhaps a restaurant or even a golf game, where the atmosphere can be more casual.

Go into the meeting understanding that no one is going to get everything they want.

As long as you know what you absolutely need, you can decide what you will be willing to give up. And be prepared to come to a different outcome than you had originally considered.

Each side needs to respectfully listen to the other’s concerns and requests. No interruptions, no protests, no questions until it’s your turn.

Stay on topic and resist the temptation to bring in other demands that will only confuse the conversation. Review what you heard and put agreements in writing with deadlines or responsibilities as appropriate.

Finally, shake hands or otherwise leave your meeting (or meetings) on a positive note. Chances are you will be doing business with, or running in the same circles as, or even merging your companies at some point.

Spit out the sour grapes and instead look forward to the fruits of your labor.

“The Good Old Days” -By Tom Kuehne History?

T o d a y , history seems to be something that needs to be ignored, changed or eliminated. Our state government feels it's their duty to change things that have been known and accepted by generations.

History classes in school teach about some specific part of history and totally avoid others. The result is that both adults and students are made aware of only the things that those leaders want us to remember and use as a pattern of our lives.

History is a reflection of what actually happened in the past and in most cases, why it happened and what effect it had on those who lived at that time. The future generations should benefit from the historical happenings of the past. Histories of invasions of other countries, sudden appearances of physical or natural interruptions or appearances of individuals that promise a brighter future or a solution to national problems. Are we able to see what happened in previous years, either good or bad, to help us to avoid or improve our current situation?

Each time someone dies, there is a loss of history, because the years that person lived included experiences or acquired knowledge that is now gone. Those that lived through the depression, war years or flu or polio epidemics, had life experiences that due to their passing are gone. Those of us that are still here lost valuable information for our personal, family and community life.

Several examples of historical changes involve the changing of the state flag and seal.

Both of these items have been part of our lives for a century and a half and are simply items we accept as a representation of our state.

Now there are individuals that are supposedly offended by the old flag. There were also individuals that were offended by Lake Calhoun's name in Minneapolis. Calhoun in his lifetime had slaves, as did many southern farmers that had a need for extra manual labor, which included many of the individuals that created the foundation of our country. So to eliminate the offense to certain individuals, the name was changed to an Indian name that is in a language spoken by 8 people today. I wonder how many were offended when Calhoun Lake lost it's name? Those now offended do not matter.

What was it really like to deforest land, so that edible crops could be grown between the remaining stumps? What was it like to live in a house made of sod with hay stacked on the roof to ward off rain, snow and sun?

What was it like to continue your life when your three boys were serving in the military on the other side of the world? How did it feel to experience no rain and see your crop dry up for the second year in a row?

In some cases, the government offered financial help for natural calamities, but looking back we begin to recognize that most of the time that help has a hook in it. The help makes the recipient obligated for the future.

They now have more power in your life or business.

Will our future history include accounts of how this changed our lives? Or will it be passed over as if nothing happened?

From the Desk of Pastor Bruce Deuteronomy 4:9 says “Only be careful, and watch yourselves closely so that you do not forget the things your eyes have seen or let them fade from your heart as long as you live. Teach them to your children and to their children after them.” And then in Joel 1:3 “Tell it to your children, and let your children tell it to their children, and their children to the next generation.”

The idea here is to make sure we tell our kids how God has worked in our life. The Israelites had so much to be thankful for and yet they forgot God’s work. When the Israelites were in Egypt, they called out to God and He sent Moses to deliver them. But first they had to experience with the Egyptians the power of God. And when they got to the promised land, they had already forgot God’s faithfulness.

And as you go through the Old Testament you see it again and again.

I’m wondering about you and how has God worked in your life? Over and over again Lori and I have seen God’s provision in our lives. He has directed us to where He wanted us, for His purpose. I ask myself, “Do I tell my children, and do I ask them to tell their children about the blessings of God?” Maybe we ought to check our own heart first. Do I have an attitude of gratitude? Or do I get stuck in the mire of despair of the situation I am in? We all

Legislature returns to Capitol as 2024 session begins

By Rep. Paul Anderson The legislative session kicked off this week, with members of the Minnesota House being gaveled in at noon Monday. The dynamics compared with last year are not the same, since this is not a budget year (our twoyear budget is set in odd-numbered years). Another aspect that’s different is the $19 billion surplus we had last year, which has all been allocated and will be spent, quite possibly to be replaced by a modest deficit when the current biennium ends in June of next year.

Sessions in even-numbered years are sometimes called the “bonding session,” which is when the state finances large projects through passage of a capital investment bill and the issuance of general obligation bonds. Many of these projects are either public infrastructure such as water treatment plants or roads and bridges or what’s called asset preservation. These bonding bills require a super majority of votes to pass and can sometimes be part of last-minute negotiations. The passage of bonding bills is not assured and, occasionally, they don’t get done.

One of the first items to be debated by legislators is revisions to the School Resource Officer (SRO) situation. Last year’s education bill contained language that put in question the role of these police officers who serve in our schools. There was discussion of a special session to clear up language in the bill but that didn’t happen. Now, the DFL majority has brought forward legislation they say will fix the situation. It’s scheduled to be heard in both the Education and Public Safety committees this week.

At last word, however, the new language does not have the full support of law enforcement. The bill itself is lengthy, eight pages long, and contains language that says SROs are expressly prohibited from being used to deliver discipline for violations of school policies. To me, “violations of school policies” is a wide-ranging definition that could include many types of behavior. It doesn’t offer the clarity that many in law enforcement were

seeking. Hopefully, it can be amended so we get this important legislation passed. SROs play an important role in school safety and in relationship building between students and law enforcement.

It’s also expected that tax legislation will move quickly early in the session to remedy a situation from last year’s tax bill that deals with standard deductions. Inflation factors were omitted, which resulted in a $350 million error.

Also needing attention is language relating to something called “Net Operating Losses.”

A topic sure to attract discussion because of its huge cost is the $730 million project to remodel and expand the State Office Building (SOB), which has long been the home for House members and various other staff. Work has begun and some staff have already been moved out of the SOB. When session ends, the entire building will be vacated and our offices moved across the Capitol Mall to the Centennial Building.

Other bills that have drawn early attention include one that would designate Minnesota as a “sanctuary state,” and another that would make assisted suicide legal in Minnesota. I expect a great deal of opposition to the sanctuary state legislation, as it would ban local or state law enforcement from assisting federal agencies in immigration cases.

We have seen the problems caused in other states when they are impacted by large numbers of immigrants. One Minnesota county, McLeod, held a special meeting this past Saturday, during which their commissioners unanimously passed a resolution urging the Legislature to not support the sanctuary bill. They cited the negative impacts on budgeting taxpayer dollars and public resources.

John T. Young

John Thomas Young, age 75 of Burtrum, passed away Wednesday, February 7, 2024 at his home due to failing health.

John was born January 31, 1949 at home in Grey Eagle to Truman and Beulah (McClintick) Young.

He graduated from Grey Eagle High School in 1967. He married Barbara Heinen on June 1, 1968. In his early years he farmed, worked at Graingers and Marvin Windows. He went to St. Cloud State University and earned a BS in Math and Minor in Computer Science and Coaching. He taught math until retirement.

John was an avid reader, enjoyed history, his train collection, and fishing. He enjoyed spending time with his grandchildren playing games and reading books with them.

He is survived by his wife of 55 years, Barbara; children, John (Lori) Young of Grey Eagle, and Jennifer (Tom) Spanier of Burtrum; grandchildren, Mathilda Young, Brandon (Anna) Young, Michael Young, Alyssa Young, Nicholas Young, and Ethan Young; stepgrandchildren, Chrissy (Glenn) Swanson, Taylor (Amber) Spanier and their children Brody and Sawyer, Tanner Spanier, and Konnor Spanier; siblings, Emily Jean Willey, Joyce Collins, Dean (Carolyn) Young, Linda Breen, and Suzann Young.

He was preceded in death by his parents, brother-in-laws Tom Collins, and Robert Willey.

There will be a memorial gathering at a later date.

Gladys Helen Barber, 81-year-old resident of Little Falls, formerly of Mons Lake, passed away on Tuesday, February 6, at her home surrounded by her family. A Funeral Mass will be held on Monday, February 19, at 1:00 P.M. at Our Lady of Lourdes Catholic Church with Father Alan Wielinski, Father Patrick Hoeft, Father Luis Palomino, and Father Ron Dockendorf. Visitation will be held on Monday, February 19, from 11:00 A.M. until the hour of service at the church. A Rosary will be said at 10:30 A.M. on Monday, February 19, at the church.

Gladys Helen Socher was born on March 16, 1942, in Little Falls to the late Leonard and Hazel (Barthel) Socher. She attended Our Lady of Lourdes Catholic School and graduated from St. Francis High School in Little Falls. She was united in marriage to Vernon Barber, the love of her life, on August 22, 1960, at Our Lady of Lourdes Catholic Church in Little Falls. Gladys worked at St. Otto's Care Center while in high school and after high school at Munsingwear.

She chose to take the time to be a stay-at-home mom until her children were grown. Then, she would return to work for her daughter Cindy at WrightCo. She was the assistant cook at the Swanville Schools cafeteria, where she retired after 20 years. She loved serving the kids, connecting with them, and making special buddies. Gladys volunteered as a religious education teacher, Christian Mothers, Prayer Chain, Swanville Carnival, Brownie leader, and her son Jeff’s lifeguard for four years. In addition to her passions for gardening, flowers, birds, cooking, cleaning, sewing, embroidery, crocheting, crafting, canning, ditching, picking rocks, winning games, decorating for the holidays, and her love for the Lourd, she cherished every moment spent with her grandchildren and great-grandchildren. She loved traveling with family and friends. She loved evening pontoon rides with Vern. Most important to Glady was spending time with family and friends. Being a mom was her greatest accomplishment.

She was a wonderful mom to many.

Left to cherish her memory are husband, Vernon Barber of Little Falls; children, Cynthia (Donald) Edlund of Buffalo, Jeffrey (Victoria) Barber of Swanville, Jenifer (Tom) Odette of St. Cloud and Christopher (Danielle) Barber of Champlin, and; sister, Joyce Doroff of Little Falls; grandchildren, Heather (Joshua) Johnson, Samantha (Joshua) Van De Walker, Ashley Edlund, Mathew Odette, Michael Odette, Joshua Barber and Evan Barber: great-grandchildren, Tucker, Jackson and Hunter Van De Walker.

She was preceded in death by her parents, Leonard and Hazel Socher.

Joseph Allen Westbrock

Joseph Allen Westbrock, 62, (formerly of Becker and Holdingford) passed away unexpectedly in January in Madison, Minnesota.

Joe graduated from Holdingford High School in 1979, and St. Cloud AVTI in 1981. He worked as an electrician for various companies through IBEW Locals 343 and 292 for 25 years, and for the State of Minnesota for 8 years.

While living in Becker, he was a member of the Becker Fire Department for 17 years.

Joe is survived by his former wife of 30 years, Lori Westbrock; his son, Joseph (Erica) Westbrock of Barnesville; daughter Nicole (Jesse) Korson of Gaylord; 3 beautiful granddaughters, Hannah Korson, Macie Korson and Enora Westbrock; sisters Joyce Schneider, Doris Morton, Audrey Schwieger, Linda Ireland, and Sharon West; many extended family members; and long time friend, Paul Holzemer.

He was preceded in death by his parents, Leroy and Marcella (Rolfes) Westbrock; and brother, Clyde Westbrock.

A memorial service will be held Friday, February 23rd at the Community Country Church in Holdingford, with visitation at 10 a.m., service at 11:30 a.m., and lunch following.

James "Jim" H. Barthel, 72 year old resident of Swanville, MN passed away Saturday, February 10, 2024 at the St. Otto’s Care Center in Little Falls. A Mass of Christian Burial will be 10:30 AM on Friday, February, 23, 2024, at St. John’s Catholic Church in Swanville, MN with Father Ron Dockendorf officiating. Burial will be in the Springbrook Cemetery in Swanville. Visitation will be from 4 to 7 PM on Thursday and from 9:30 to 10:30 AM on Friday at St. John’s Catholic Church.

James “Jim” Henry Barthel was born on November 10, 1951 at St. Gabriel’s Hospital in Little Falls, MN to the late Henry O. and Marie C. (Mootz) Barthel. He was raised on the family farm just north of Swanville. He farmed on the family farm doing what he loved, raising dairy cattle and working the fields. James was a member of the Swanville High School Class of 1970. He was blessed with 4 children from his first marriage. He was later united in marriage to Lynn M. Kraska on November 28, 1987. With this marriage, he gained a son and together they had 2 more children. He loved his hobbies as much as farming. He was an avid hunter of coyote, raccoon and deer in and around Swanville. He also enjoyed the many hunting trips he took with family and friends. He did his fair share of fishing no matter the season. James also enjoyed showing horses. James could talk to anyone, especially about his hobbies. He had many stories to tell and everyone loved to hear them. It was rare to find James without his Little Debbie snacks and Pepsi or Sun Drop.

James is survived by his wife Lynn of Swanville; children; Julie (Don) Thomas, Jon (Jess Browen) Barthel, Jene (Laurie) Barthel, Josh (Toni) Kraska, Kayla (Kasey) Wensmann and Dan (Heather Cook) Barthel. Grandchildren, Heather (Mike), Kyle (Kate), Katelyn (Erik), Hunter, Madelyn, Ethan, Ali, James, William, Henry, Molly, Beau, Lillian and Emelia. Greatgrandchildren, Keisen, Kailey, Kolten, Ellie, Brielle and Mason; foster brother, Herman (Mary Jane) Peine and good friend, Jerry Schlief.

Joseph “Joey” Higgins

Joseph “Joey” Higgins passed away peacefully of natural causes on Sunday, January 28, 2024, at the age of 34, in Avon, Minnesota.

He is survived by his parents, Pat and Christi, his sister, Tiffany, brother-inlaw, Wade, and two nephews, Colton, and Luke, as well as his brother, Andy and girlfriend Katie, and his companion cat who will also miss his hugs. Joey is also survived by his paternal grandmother Lucy Higgins, and his aunts, uncles, and cousins from Washington State.

He was preceded in death by his uncle, Michael Blaine, paternal and maternal grandparents, Don and Hazel Blaine, and paternal grandfather, James Higgins, all from Washington State.

Joey will be remembered as a hardworking man who worked many years in heavy road construction. Growing up, he played baseball with the Roscoe Rangers and football at Paynesville Area High School. He loved spending time with his nephews, playing video games, and attending their basketball, football, and baseball games. Some of Joey’s favorite hobbies included attending rock concerts with family and friends, mudding with both his truck and four-wheeler up north, his ice fishing trips up north, deer hunting, duck hunting, and open water fishing trips with family and friends. He was an avid dart player and pool shark.

Please join us for Joey’s Celebration of Life on Saturday, March 23rd, 2024, at Our Savior’s Lutheran Church, 840 Lake Ave, Albany, MN, 56307, at 1:00 PM. Appetizers and refreshments are to follow the service in the attached Church Hall. There will be a free-will donation box set up at Joey’s Celebration of Life. Joey was well known for his enormous heart and listening ear. He loved and helped so many people in his short lifetime. Joey cherished his family and friends and knew how to live life to the fullest. He will be dearly missed.

Sarah was born December 6, 1985, in St. Cloud, the daughter of Norris and Irene (Gondringer) Sowada. She graduated from Royalton High School. She was a member of the Holy Cross Catholic Church in North Prairie.

Sarah will remain in the hearts of her children, Maddyson Sowada and James Kraemer; her siblings, Amanda (Tim) Gunther and Adam (Katy) Sowada; nephews, Landen and Hudsen Gunther; as well as other extended family, and friends.

She was preceded in death by her parents, Norris and Irene Sowada, her grandparents, Leo Gondringer, Marcella Gondringer, Wensel Sowada, and Pauline Sowada; and her godfather Edsel Sowada.

Jan Schultz Inducted Into MN State Auctioneers Association Hall of Fame

Jan Schultz, respected auctioneer and real estate broker, was inducted into the prestigious Minnesota State Auctioneers Association Hall of Fame on January 20th, 2024 at the organization’s annual conference and show held in Moorhead, Minnesota.

Schultz has enjoyed an impactful 40+ year career in the auction industry, serving communities across the upper Midwest and especially in her home area of Central Minnesota north of St. Cloud where she grew up on her family’s dairy farm. She runs Schultz Auctioneers Landmark Realty with her husband Mike Schultz, who she now joins as only the second auctioneer couple to be inducted in the MSAA Hall of Fame’s 75 year history.

“I’m deeply grateful for this tremendous honor,” said Jan Schultz. “I share this recognition with my family, teammates, peers and the countless clients I’ve had the privilege to serve over the years.”

The 2024 Hall of Fame class is especially noteworthy, with Jan Schultz honored alongside distinguished inductee Dave Finnila of Burnsville, MN who has shared many career and lifetime milestones with the Schultz Family.

-Tammy Dear Tammy, You need to close up your business, at least temporarily, and go find some moneymaking work. I’m sorry to be so blunt, but you’ve got a really big mess on your hands.

Long story short, the money you make at another full-time job is likely to decide whether you can stay in your home. If you’ve got a mortgage, home equity loan and business debts hanging over your head, the chances of this are slim. You probably need to consider the idea moving into a small, affordable apartment for a while, too.

If you do this, get your debts paid off and your finances back in order—which includes living on a budget and saving—you might be able to buy a house again in a few years.

I know the idea of giving up your home and business is hurtful, but sometimes when you have a serious illness, extensive surgery is needed to fix the problem. And right now, you’ve got a very serious financial illness.

I want you to understand how I’m looking at this, Tammy. The house alone is not the problem. You borrowed money to open a business, and that was your first mistake. You also have no savings, which is another mistake, and now your business isn’t

making a profit. See how all of it combined adds up into one big mess?

Dear Motor Medics, I’ve got a noise under my hood that despite several attempts at repair persists. The vehicle is a 2014 Chevy Tahoe with a 5.3 engine and upon startup it will chirp from the engine drive belts for about 15 minutes no matter what the conditions. We have tried to repair this by switching the belt which resolved it for about a week. The next thing we tried was to replace the tensioner in hopes that the belt tension was incorrect. After the tensioner replacement, it lasted another week then was back to chirping again. Have you had this problem before and if so what kind of things have you done to stop the noise?

My mechanic suggests trying a Gatorback belt.

What is a Gatorback belt, and do you think it may help?

-Daryl in Sheldon, Iowa Dear Daryl, When we have belt squeaks, we look very closely at all the rotating parts to make certain there is not a problem with alignment or wear that could be the root cause of the noise. We also check for proper tension and make sure the pulleys all have good bearings.

With that all done we install a new belt and if it squeaks again soon after we sometimes use the Gatorback belt which is different in design in that it has grooves on both sides of the belt which can help to eliminate noise by providing a better gripping surface area.

-Take care, the Motor Medics Dear Motor Medics, Every time fuel prices go up, I start to see products on the market that claim to increase fuel mileage. Some are claiming to increase up to 4 mpg! These products range from a pill you drop in the tank at fill-up to devices installed into the air cleaner and other crazy things. If these products are so good, why are the car manufacturers not installing them at the factory instead of spending millions of dollars researching how to increase fuel mileage?

And if there is a “pill” you can just drop in the tank to do the same then why don’t the gas companies make a fuel that contains the pill contents in it already and market it as a fuel that gives you better mileage than the other

guys?

Before you buy, be very diligent in your research of each product. You will find that many have not been proven to work and the ones that do may not be cost effective. As you said, if it were so good the manufacturers and fuel companies would use it to meet their goals and improve their sa les.

Swanville City • January 9, 2024 Minutes of the Swanville City Council meeting held in the Swanville Center on Tuesday, January 9, 2024. The meeting called to order 7:00 p.m. with the following members present: Sandy Lange, Norm Carlson, Jim Molitor and Tony Maciej. Absent: John Dragseth. Also present: Lila and Scott Drager, Jim Spetz, Brian and Janelle Terhaar.

Minutes of the Swanville City Council meeting Tuesday, December 9, 2023 were reviewed. A motion was made by Jim Molitor to approve the minutes. Tony Maciej seconded the motion. All members voted in favor, motion carried.

The treasures report was given. A motion was made by Tony Maciej and seconded by Norm Carlson to approve the treasurer’s report. All members voted in favor, motion carried.

Scott and Lila Drager were present to go over the plans to block in a 2’ overhang, put a gravel driveway with a cement apron off of 3rd street and lay a 25’x12’ cement pad all in the back of the house at 302 Rhoda Avenue. All of this work will be over 50% impervious coverage of the property and will be next to the property line to the west. It was decided a Public Hearing will have to take place. The meeting will take place at 6:45 pm just before the next regular monthly meeting on Tuesday, February 6. Letters will be sent out to residents 350’ around the property and notices will be put up.

Scott and Lila Drager wanted to discuss with council adding a house number to the back entrance of the house where a driveway would be added. Council agreed to have the house number as 303-3rd Street.

Janelle and Brian Terhaar were present to go over with council their plans to purchase the property at 505 DeGraff Avenue and turn the house into an assisted living home. They would like to add onto the existing house an addition to the north and parking space toward the alley. A Public Hearing will have to held, letters will be sent out to residents within 350’ from the property and notices will be put up for a conditional use permit to be obtained for this property. The Public Hearing will take place Monday, January 22, 2024 at 6:00 p.m.

Mayor Lange presented to council the proposed legal contract with Joe Krueger and the law firm of Quinlivan & Hughes, PA. After discussion, Tony Maciej made a motion to accept the legal contract with the Quinlivan & Hughes, PA. Norm Carlson seconded the motion. All members voted in favor, motion carried.

Utility rates were looked at and discussed.

Council was in favor of not raising rates at this time but will re-evaluate after the 2023 audit is finished.

The 2024 Local Board of Appeal and Equalization is scheduled for Wednesday, April 24, 2024 at 10:30 a.m. in the Swanville Center. There has to be at least one council member qualified to be on the board. At this time Mayor Lange and John Dragseth are qualified.

Morrison County is giving a recycling grant in the amount of $1687.28 and a clean-up day grant for $734.72. Council discussed having the clean-up day take place on Saturday, May 11, 2024.

The clerk will check with Long Prairie Sanitation and see if roll offs will be available that date.

The annual review was conducted at the end of December for the city maintenance worker and clerk/treasurer. Norm Carlson and Tony Maciej performed the review.

This being the first meeting of the year, the following organizational actions were made: 1. Jim Molitor will be acting Mayor in the absence of Mayor Lange.

2. The First State Bank of Swanville will be the designated depository of the City.

The Morrison County Record will be the designated official newspaper of the City.

3. The regular meeting date for the City

Council meeting is the first Tuesday after the first Monday of each month at 7:00 p.m. Special meeting only after proper notification and publication.

4. The Bond of the City Clerk/Treasurer will be set at $12,000.00.

5. Assigned duties to the following Council Members and Citizens of the Community: Community Center- Julie Hollermann & John Dragseth City Park-Lonny Hutchins and Sandy Lange Streets and Sidewalks- Tony Maciej and Lonny Hutchins Springbrook Cemetery-Julie Hollermann and Lonny Hutchins City Weed Inspector-Jim Molitor and Lonny Hutchins Rural Fire Assoc. Rep-Sandy Lange and Tony Maciej 6. City Attorney-The law office of Quinlivan & Hughes 7. City Engineer-Moore Engineering 8. Representative on the Senior Center Board-Norm Carlson 9. Planning and Zoning Committee-All of City Council Members and Lonny Hutchins.

10. Well Head Managers-Lonny Hutchins and Jim Molitor A motion was made by Tony Maciej to accept these actions as listed. Norm Carlson seconded the motion. All members voted in favor, motion carried.

Salaries for Employees and Council Members for 2024: 1. Mayor’s salary-$1800.00 annually+$20.00per hour for special meetings (1 hour min pay).

Norm Carlson made a motion to raise the Mayor salary to $2000.00 annually. Tony Maciej seconded the motion. All members voted in favor, mayor abstained. Motion carried.

2. Council Members salary-$900.00 annually+$20.00per hour for special meetings (1 hr min pay).

3. Clerk/Treasurer salary-$1350.00 monthly+$20.00 per hour for special meeting (1 hr min pay) Norm Carlson made a motion to raise the clerk/treasurer salary to $1650.00 a month + the ESST 48 hrs sick pay.

4. Maintenance Worker Salary -$45,320.00 Annual wage+60% health care+disability ins & 2 weeks paid vacation and cell phone monthly fee.

Norm Carlson made a motion to raise maintenance worker salary 3.25%, 3 weeks’ vacation, total 96 hr sick pay. Total salary $46,770.24. Tony Maciej seconded the motion for clerk/treasurer and maintenance worker salary. All voted in favor, Mayor abstained. Motion carried.

5. Substitute Maintenance Man Salary-$16.00 per hour. Jim Molitor made a motion to raise substitute salary to $20.00 an hr. Norm Carlson seconded the motion. All members voted in favor, Tony Maciej abstained. Motion carried.

6. Park & City Centers Cleaner-$12.00 per hour 7. Summer part-time worker-$12.00per hour.

Tony Maciej made a motion to raise summer worker to $15.00per hr. Norm Carlson seconded the motion. All members voted in favor, motion carried 8. Mileage at present $.60 a mile. Council decided to raise this to match the states mileage rate of $.67 a mile.

The following claims were presented for payment. Members of the council were furnished with a listing. Jim Molitor made a motion to approve the claims. Norm Carlson seconded the motion. All members voted in favor, motion carried.

The next regular monthly meeting will be held Tuesday, February 6, 2024 at 7:00 pm in the Swanville Center. The Public Hearing will begin at 6:45 pm.

There being no further business, a motion was made by Norm Carlson and seconded by Tony Maciej to adjourn. All members voted in favor, motion carried. Meeting adjourned 9:15 pm.

MELROSE TOWNSHIP NOTICE OF ELECTION AND ANNUAL MEETING

Notice is hereby given to qualified voters that the Annual Township Election and Meeting will be held at the Town Hall, 41248 County Road 13, Melrose, MN on Tuesday, March 12, 2024.

Cecilia Tylutki, Melrose Township Clerk, 320-256-7173 Swanville City • January 22, 2024 A Public Hearing took place Monday, January 22, 2024 at 6:00 pm to hear input from Residents about the proposed Assisted Living Home which will require a Conditional Use Permit for the lot involved. Councilmembers present: Sandy Lange, Norm Carlson, Tony Maciej, and Jim Molitor. Also present, Brian and Janelle Terhaar, Julie and Jim Spetz, Diane Cornell, Joe Duclos, Steve Peterson and Lonny Hutchins.

Mayor Lange opened the Public Hearing and asked the Terhaar’s to explain their plans for the assisted living home. The proposed assisted living home would have a common dining and living room, with a possible 20 resident rooms.

A 30’or 40’x100’ possible addition onto existing house is being planned. The floor was open to discussion. Once all residents present had their questions answered, Mayor Lange then read Ordinance #24-0122. This would be an amendment to section 2.2 and 5.9 to include assisted living.

Tony Maciej made a motion to adopt Ordinance #24-0122. Norm Carlson seconded the motion.

All members voted in favor, except Jim Molitor abstained. Motion carried. Then Mayor Lange read the Conditional Use Permit which states the City of Swanville gives 505 DeGraff a Conditional Use Permit(CUP) to have an assisted living house on the property with a maximum of 20 residents and the CUP applies only to the Terhaar owner, any other owner would have to reapply for a new CUP. With that being said, Tony Maciej made a motion to accept the Conditional Use Permit as stated. Norm Carlson seconded the motion.

All members voted in favor, except Jim Molitor abstained. Motion carried.

No building permit was issued. Mayor Lange then closed the meeting at 6:30 pm.

Alan made the second, Motion carried. Discussion on whether to have him continue trimming. Perhaps Ascot from the 331st intersection 31800-33240. Alan made the motion to approve an additional $20,000 for that project, John made the second. Motion carried. John reported on his research at the County, he had at least 4 calls which he researched and responded to.

Erv will have dust control costs at the next meeting.
