Scarcely pausing, Joe added, “Two weeks ago, this cousin I never heard of died, and I was his closest relative, so the lawyer said I’d inherited $95,000, all tax free.”

“So why is that bad?”

“Then last week a grandfather I haven’t spoken to in 10 years passed away, and he left me almost half a million dollars!”

“So what’s your problem?”

“This week – nothing!”

You just can’t please everyone.

I’m an eternal optimist. Where there is an optimist, there is a way. Success requires irrepressible optimism.

Just ask corporate giant Michael Eisner, former Walt Disney Company CEO, how he became so successful, and in a heartbeat, he’ll say optimism. In his book, Work in Progress, Eisner says he has been upbeat for as far back as he could remember. As a kid, he went to New York Giants football games with a firm belief that they would win. In those days the team was mediocre at best, and by the fourth quarter they’d usually be down by four or five touchdowns. When his friends would want to leave early to beat the crowds out of the stadium, Eisner insisted on staying, responding, “The Giants have to score four times

and get a field goal, but there are five minutes left, and they’re going to do it.”

Even though the team invariably lost, Eisner would come back a few weeks later, certain the Giants would win. It was this kind of irrepressible optimism that propelled Eisner into the highest ranks of some of the most successful companies in the world.

M.J. Ryan, life coach and author of The Happiness Makeover, says that it’s possible for just about anyone to revamp their thinking. “Training your brain is like training a puppy,” she says.

“It wanders everywhere, but you need to keep bringing it back to the upside.”

I recently saw a survey that said teenagers were optimistic despite our murky economy. According to Chicagobased Teenage Research Unlimited, 57 percent of teenagers think it will be more difficult for them to find work Harvey Mackay continued to pg 3

Thirty percent believe that they’ll find work with about the same amount of effort as their parents, and only 12 percent of teens think jobs will be easier to come by for them than they were for their parents.

However, 77 percent of teens expect they’ll make more money than their parents – only 4 percent believe they will make less. So, teens are still confident and optimistic on that count.

But being too optimistic has its problems, say researchers at Duke University’s Fuqua School of Business.

The study, originally published in the “Journal of Financial Economics,” discovered that people who are generally optimistic usually display prudent financial behaviors, but people with too much optimism tend to have short planning horizons and often do things that are considered unwise.

The researchers asked survey participants how long they expected to

live. Anyone who reported expecting to live longer than the statistical life expectancies was categorized as an optimist. Those who thought they would live 20 years longer than statistical life expectancies were considered extreme optimists.

The study found that optimists work longer hours, save more money, are more likely to pay their credit card balances on time, believe their income will grow over the next five years and plan to retire later (or not at all). But extreme optimists work significantly fewer hours, save less money and are less likely to pay off their credit card balances on a regular basis.

You have the power to control your outlook. Just remember these three things.

• Tell yourself you can change.

Consider how you’ve changed throughout your life emotionally. Don’t assume you can’t evolve further.

Obituaries Gregory “Greg” Maciej Greg Maciej, age 55, of Swanville, passed away Wednesday, February 3, 2016 of cancer at St. Cloud Hospital.

Celebration of Life was held from 1-5 p.m.

Saturday, February 6, 2016 at the Lion’s Park Building in

Swanville, MN. Gregory Joseph Maciej was born February 15, 1960 at St. Gabriel’s Hospital in Little Falls to Lawrence and Lucy (Kaiser) Maciej. He attended school in Swanville and graduated from Swanville High School in 1978. He was united in marriage to Patsy (Damm) Maciej on May 2, 1981. Greg held various jobs which ranged from construction, farming and

F u n e r a l Services were held Friday, February 5, 2016 at the All Faith’s Chapel, Camp Ripley, Minnesota, for George A. Green, age 88, of Buffalo formerly of Long Prairie, who passed away on Monday, February 1, 2016 at the Buffalo Hospital.

Burial followed at the Minnesota State Veterans Cemetery, Camp Ripley.

George Austin Green was born on April 15, 1927 in Minneapolis, Minnesota, the son of Jules W. and Ellen M. (Shawbold) Green. George enlisted in the United States Navy and served in the Navy Seabees from 1944-1948 where he was stationed in Okinawa. He worked as a switch foreman for the Great Northern Railroad for 33 years. He married Jeannette Reisinger on June 25, 1949 at St. John the Baptist Church in Swanville. They had homes in Fridley, Grey Eagle, Long Prairie and most recently Brainerd.

He had been a member of St. Mary of Mount Carmel Catholic Church. A past member of the Knights of Columbus. A member of the American Legion Club 303 and a life member of the V.F.W. #1140.

He was a volunteer driver in Fridley and Grey Eagle. He was a past member of the Great Northern Historical Society. George enjoyed restoring old cars and old license

even truck driving. He enjoyed hunting and spending time outdoors, especially with his children and his dog Trip. Greg was a great conversationalist and skilled in the art of BS. Generosity and selflessness were two of Greg’s strongest attributes.

Whatever Greg could do to help provide a better life and happiness to anyone, he would do.

Left to cherish his memory are his wife Pasty of Swanville; daughters Elizabeth (John) Sobiech of Swanville and Victoria Maciej (Andrew Sales) of Swanville; son Nicholas Maciej of Robbinsdale; two grandchildren Anthony and Samantha Sobiech of Swanville; sisters DiAnn (Jim) Loven of Swanville and Donna Kuhlmann of Sauk Centre; brother Larry (Donna) Maciej of Swanville; sister-in-law Amy (Rick) Encinas of Apple Valley and nieces, nephews and friends.

Greg was preceded in death by his parents Lawrence and Lucy, brother David Maciej and sister-in-law Sheila Maciej.

George was named Todd County Outstanding Senior in 2000. He was a past member of the Region Five Area Agency on aging. He was a member of the Grey Eagle-Burtrum and Long Prairie Lions Clubs. He delivered meals on wheels and drove people to appointments.

He was a member of the Ducks Unlimited and Pheasants Forever. He enjoyed fishing especially the Canada Fly-in given by Jim, Jesse, and Tony Grant and the sea bass trip with Rick and Matt Landin. He was an avid spear-fisher and spent many tranquil hours in his darkened spear house. He fished at the lake home with his family on the ‘Blue Barge’ pontoon boat. He deer hunted with his sons and grandkids. He snowmobiled, even trying some racing. George even rode horses on occasion with Theresa and Cindy, and would help them compete at their many horse shows. He and Jeannette loved to travel the country. George enjoyed playing cards at the Senior Center and with his children and grandchildren.

Survivors include his children Donald (LaVonne), Debbie (Rick) Landin, Nancy (Jim) Grant, William (Maria), Theresa (Paul) Bergin, Cindy Green (Dwayne Sturges), 17 grandchildren and numerous great-grandchildren, sisters-in-laws Lori Green, Kathy Jantzen, Mary Jane and Jerry Stich and many nieces and nephews.

He was preceded in death by his parents, wife Jeannette, siblings Violet Decker, Bethlyn Dorn, Robert Green, Nita Ward, John Green and Gary Green.

Valentine Wine & Dine Event!

Joan A. Rahn, age 75 of Burtrum, died peacefully surrounded by family on T h u r s d a y, February 4, 2016 at the CentraCare Health Hospital in Melrose, Minnesota.

A funeral service was held Monday, February 8, 2016 at the United Methodist Church in Grey Eagle with Rev. Gary Taylor officiating. Interment was at Moses Dane Cemetery in Burtrum.

Joan Adele Clay was born September 13, 1940 in Long Beach, California to Zerl and Velma (Johnson) Clay. Joan’s family traveled and lived in many states while Zerl served in the U.S. Navy. She graduated from Alameda High School in California and traveled shortly after to Minnesota where she met her husband Kenny. Kenneth and Joan were married on January 31, 1959 in Milbank, South Dakota with the

Allen Joseph Wenning

Mass of Christian Burial celebrating the life of Allen Wenning, age 61, of Holdingford was held Monday, February 8, 2016 at the Church of All Saints – St. Mary Church in Holdingford.

Father Gregory Mastey officiated and burial took place in the parish cemetery. Allen died Wednesday, February 3, 2016 with his family at his side at the St. Cloud Hospital after a tough battle with cancer.

Allen was born on October 12, 1954 to Alois and Genevieve (Zenzen) Wenning in St. Cloud. He was raised with seven siblings on the family farm and graduated from Albany High School. Allen was always a hard worker and began his varied work history at a fertilizer plant in Albany.

On June 24, 1976, he married Joan Harren at St. Mary’s Catholic Church in Upsala.

Allen was worked as a chicken catcher for Jack Frost (now Gold’n Plump) before the couple moved to southern MN and he began working for Oak Grove Dairy Plant.

They began to grow their family there, with the birth of their first child Anne. Allen was working for Norling Silo Co. building silos as the “muscle man” on top of the silo when their second child, Joseph, was born. He was a farmer at heart and made the choice to become a dairy farmer – a choice he was very proud of. Allen and Joan farmed for five years and their family was complete with the births of Sarah and Anthony. He loved tractors and was an International

man through and through. After a short stint as a security guard, Allen spent nearly 30 years at Jennie-O Foods as a forklift driver in the blast freezer. He was a man of varied interests who loved his family dearly and found joy in his grandchildren.

Allen loved farming, cutting wood, giving hayrides, and working with his hands.

He helped his sons with their demolition derbies, played foosball, played with his chocolate labs, and enjoyed yelling at the Vikings. Allen was a humble man and was honored that so many people came out in October of 2015 to his benefit to show their support. He often used humor to lighten the mood despite his illness or his pain. Allen loved his flannel shirts, found comfort in that relaxation, and was fondly called their “Flan-Al.” He was an awesome husband, a great dad, and a devoted father … he will be missed so very much.

Louise A. Hagstrom, age 81 of Burtrum, died peacefully surrounded by her family on Saturday, February 6, 2016 at St. Otto’s Care Center in Little Falls, Minnesota.

A funeral service will be held at 11 a.m. Friday, February 12 at St. John’s Evangelical Lutheran Church in Grey Eagle with Rev. Ron Tibbetts officiating. Interment will be in Lakeview Cemetery in Grey Eagle.

Louise Ann Ainali was born May 5, 1934 in Millwood Township, Stearns County, Minnesota to George and Ruth (Murphy) Ainali. She was united in marriage to Leonard Hagstrom on October 15, 1950 at St. John’s Evangelical Lutheran Church in Grey Eagle. Louise

was a homemaker who helped Leonard on the farm south of Swanville. She enjoyed gardening, cooking and baking, especially baking bread. Louise was a nurturing mother to her children, grandchildren, and many family pets. She enjoyed family gatherings at the family home and at the lake.

Survivors include her children, Neil (Judith) Hagstrom of Burtrum, Douglas Hagstrom of Sauk Centre, Sherry (John) Zeis of Burtrum, and Melanie (Gary) Erickson of Little Falls; 13 grandchildren and 18 great-grandchildren; sister, Barbara (Mel) Johnson of Minneapolis; and brother, John (Delores) Ainali of St. Rose.

He was a member of St. Rose of Lima Catholic Church in St. Rosa. Chuck enjoyed snowmobile racing, motorcycling, four-wheeling, fishing, and loved spending time with his family.

A r d e a n Christiansen, 75, of Long Prairie died Sunday, February 7, 2016, after a 6 year battle with Pulmonary Fibrosis.. Funeral services will be held at 11:00 am February 16, 2016 at Peace United Church, Long Prairie. Visitation will be held one hour before the service at the church.

Ardean F. Christiansen was born August 27, 1940, in Long Prairie to Frederick and Ethel (Erickson) Christiansen.

Ardean grew up on the family farm, attended country school in Gutches Grove and graduated from Long Prairie High School in 1958. He was inducted into the U.S. Army in April 1960. While in the army, Ardean served in Korea and was discharged May 7, 1962. On May 22, 1965, he married Patricia McClintick at St. Mary’s Catholic Church in Long Prairie. They purchased the family farm where they began their family, raising five children: Connie, Carrie, Colleen, Curtis, and Craig.

In his 30 year farming career he raised dairy and beef cattle and sold seed corn.

He loved a good crop of corn and his John Deere machinery. After retiring from

Church in Belgrade. This union was blessed with two sons. The family made their home in Melrose where Cyril worked at Maus Motors, Melrose Implement and farmed. In 1980, the family moved to rural Belgrade where he farmed until his death.

Cyril was a member of St. Francis de Sales Catholic Church. He loved farming, but also enjoyed working on machinery and was a handyman that could do anything.

Virginia M. Shay, 81, Albany, died Friday, February 5, 2016, at home surrounded by her family after a long battle with diabetes and rheumatoid arthritis complications.

Dennis A. Shay, 82, Albany, died Saturday, February 6, 2016, at the St. Cloud Hospital surrounded by his family after a short battle with leukemia.

Virginia was born July 10, 1934, in St. Martin, MN to Edward and Mary (Mohs) Burg.

Dennis was born October 3, 1933, in St. Martin, MN to Martin Sr. and Ursula (Kohorst) Shay.

Dennis and Virginia were united into marriage on June 5, 1956 at St. Catherine’s Catholic Church in Farming, MN. The couple resided in St. Cloud, MN, until they purchased their farm south of Albany in the spring of 1964.

Virginia was a homemaker and in 1983 she completed the Certified Nursing Assistant program and was employed at the Mother of Mercy Nursing Home as a CNA until she retired in July 1999.

Virginia loved to play cards, watch game shows on TV (especially The Price is Right and Wheel of Fortune), going for a drive, and out to eat.

Dennis served our country in the U.S. Army branch starting in 1956 and was honorably discharged in 1962. He farmed until 1989 when he sold the dairy cows.

He was also employed as a custodian at St. John’s University from 1988 until his retirement in May 1999. Dennis couldn’t just retire and sit still so he continued to clean at Albany Central Livestock and several personal residences until

November 2015.

Dennis enjoyed farming with his family and going to auctions with his brothers. He was a perfectionist as he rebuilt and restored many tractors and plows over the years.

They were members of Seven Dolores Catholic Church, Albany, MN. Virginia was a member of the Seven Dolors Christian Women. Dennis was a member of the American Legion Post #482.

Dennis and Virginia were always together enjoying their Sunday drives, dancing to Old-Time Music, and camping with family. They especially enjoyed the time they spent with their children, grandchildren and great-grandchildren.

They are survived by their children: Kevin (Susan) Shay, Albany; Doris (Richard) DiNello, Waite Park; Keith (Jodi Anderson) Shay, Sartell; Denise (Glenn) O’Brien, Paynesville; Dora (Tim Neuwirth) Shay, Waite Park; Darlene (Scott) Finken, Albany; and Debbie (Joe) Kulzer, Albany. They were blessed with 14 grandchildren, Heather, Molly, Wyatt, Adam, Amber, Samantha, Thomas, Douglas, Nicholas, Dalton, Cole, Jordan, Hayden, Landen; 7 great-grandchildren; and 2 step great-grandchildren.

Delores was born October 4, 1927, in Watkins, to Frank & Josephine (Burgraff) Burger. On May 14, 1947, Delores married Floyd Isensee at St. Mary of Mt. Carmel Catholic Church in Long Prairie. Delores and Floyd owned and operated the Long Prairie Laundromat and the Long Prairie Car Wash for many years. In 1968, they bought the bus company and operated it as the Isensee Bus Company for 42 years.

Delores enjoyed dancing with Floyd, baking, especially pies, playing cards, reading books and spending time with her children and grandchildren. She was a member of St. Mary of Mt. Carmel Catholic Church and the Christian Mothers.

Delores is survived by her daughters: Bev (Ron) Foote of Browerville, Lynn Isensee of Long Prairie; grandchildren: Kurtis (Jill) Foote of Fargo, ND, and their children: Kaitlyn, Matthew and Allie, Kim (Adam) Morrill of Browerville and their children: Blake and Lacey, Ryan Thompson of Long Prairie, Amanda (fiancé Eric Hennington) Thompson of Sauk Centre, Adam Thompson of Long Prairie, Stephanie (Dave) Knudsen of Dike, IA and Jeff Budlong of Sioux City, IA; siblings: Lloyd (Bev) Burger of Long Prairie, Bobby Burger of Two Harbors; sister-in-law Ann Burger of Long Prairie; son-in-law Jim Budlong of Dike, IA and many nieces and nephews.

Delores is preceded in death by her parents; husband Floyd, infant son Douglas, daughter Susan Budlong, four sisters and 3 brothers.

Rosemary “Rosie” Ostendorf Rosemary “ R o s i e ” Ostendorf, age 69 of Melrose and formerly of New Munich, died peacefully, with her family by her side on Thursday, February 4, 2016 at the St. Cloud Hospital in St. Cloud, Minnesota.

Her strong will to live, faith in God, and the love and prayers of family and friends carried her through her courageous 6 month battle with lymphoma cancer.

A Mass of Christian Burial was held Tuesday, February 9 at Immaculate Conception Catholic Church in New Munich with Rev. Dan Walz officiating.

Interment was in the parish cemetery.

Rosemary Ostendorf was born March 2, 1946 in Melrose, Minnesota to John and Marie (Rosen) Thell. She grew up on a family farm southeast of Grey Eagle.

She was a graduate of Grey Eagle High School in 1964. After graduation, she went to work in Minneapolis for Bemis Bag Company. She then worked in St. Cloud at J.C. Penney. On April 30, 1966 she married Marvin “Bud” Ostendorf at St. Joseph’s Catholic Church in Grey Eagle. Bud and Rosie took over the family business, Ostendorf’s Grocery in New Munich, from his parents John and Katherine (Vos) Ostendorf. She was in the grocery business for 33 years and worked at Kohl’s in St. Cloud for 22 years.

Rosie was a people person; she always enjoyed working with her customers and valued those relationships. She was a devoted and loving wife, mother, and grandmother. She loved decorating, sewing, dancing, baking, bowling, dominoes, Bingo, playing cards “65”, shopping, and going out to eat. Rosie also

Rosie was a member of the Immaculate Conception Catholic Church, St. Ann’s Christian Women, Catholic United Financial, and the New Munich Lions.

She was a Eucharistic Minister since 1978 and was a past board member for Melrose Community Health Care Foundation.

Survivors include her husband, Marvin “Bud” Ostendorf of Melrose; children, Michael “Ozzie” Ostendorf (friend, Audri) of Waite Park, Kim (Jerome) Duevel of Melrose, Todd (LeAnn) Ostendorf of Melrose; three grandchildren, Morgan Ostendorf, Andrew Ostendorf, Jonathan Ostendorf; brothers and sisters, Doris (Hilary) Mayers of Fridley, Alice (Tom) Wiechmann-Studer of St. Wendel, Arnie (Betty) Thell of St. Cloud, Jim Thell (friend, Kelly) of Waite Park, Karen (Bob) Weidner of St. Cloud; and many nieces, nephews, and friends.

Rosie was preceded in death by her parents, John and Marie Thell; and brotherin-law, Richard “Rich” Wiechmann.

Serving as casket bearers were Leon Mayers, Dan Weidner, Chris Wiechmann, Mark Ostendorf, John Ostendorf, Gregg Simonson. Cross bearer was Jayla Schloegl and scripture bearer was Sherry Welliver. Gift bearers were Lori Koester, Gail Davis, and Beth Terning. Lector was Mary Krueger. Eulogy was read by Gregg Simonson. Honorary bearers were the St. Anne’s Christian Women and the New Munich Lions.

February 6, 2016: At 16:04 the Todd County Sheriff Office received a damage to property report at the Junction Gas Station in the city of Grey Eagle. It was reported that a newer Jeep Grand Cherokee silver/tan in color with an older male driver, gray hair, glasses, had backed into a sign owned by the gas station causing damage. The vehicle mentioned sustained damage as well having a passenger rear window smashed from the impact. Please contact the Todd County Sheriffs Office with any information on this vehicle.

By Steve Borgerding The Cub Scouts of Melrose Pack 68 held their annual Pinewood Derby on Sunday, January 17th at the Melrose American Legion. The event began at 2 p.m. Seventeen of the 18 Cub Scout members were in attendance with their families. A few members of the Legion Post, who are the sponsor of the Pack, were also in attendance.

The derby cars are made by the Scouts and their parents and were quite creative this year. Car designs included themes of video games, comic book characters, and even sharks. Nearly ev-

ery color of the rainbow was represented. While some cars were not very fast going down the metal track others cars flew by the spectators.

The derby was conducted as a double elimination. A Scout had to lose two heats to be out of the competition. Each heat consisted of two races so that each car would race in each of the two lanes.

Thus every Scout’s car participated in at least four races. It was a good thing the track had a digital timer at the end because a few races came down to several thousandths of a second to determine the winner.

Is anyone a more powerful witness to the wonder of God’s grace than someone who has been redeemed from a hell they created for themselves by being disobedient to God’s laws? When we recover from our own self-inflicted wounds, we can recognize the pain and hurt in others who are suffering as we once suffered. We become more open to their needs because we “have been there, done that, suffered and recovered” because God continues to love us and then continues to grant us His mercy and grace.

And the more we witness the more we will worship God. Our strength to witness comes from our worship of Him.

Buffer Strips Remain a Source of Questions, Concerns The latest “dust up” regarding the recently passed and controversial buffer legislation is interesting, if not frustrating. It has to do with private drainage ditches, and if they are included in the mandate to have protective grass strips along ditch edges.

Legislative intent was that the bill would affect only public waters and public ditches; however wording in one section of the bill pertaining to “in the benefitted area” had some people thinking that included private ditches. The DNR, given the job of producing the maps showing the ditches that needed buffers, had been including private ditches in their early work. That situation was finally resolved two weeks ago when Gov. Dayton announced he was instructing the DNR to map only public ditches and not to include private ditches.

But, the governor issued a press release chastising Republicans for not including private ditches because they also contribute to water quality. While that may very well be, his statement misses the point. The issue here is following the agreement. That agreement also was passed by the DFL-controlled Senate and signed into law by Gov. Dayton. Legislators from both parties made it clear that the intent of the legislation was to mandate buffers only on public waters and public ditches. The wording in question, “in the benefitted area” is contained in a section of the bill clearly labeled “public waters.”

tion. Farmers and others who own agricultural land are concerned about how the mandate will affect the tax rate of land that will be converted from production to perennial grass. There is also the larger issue of compensation. I attended the Minnesota Ag. Expo in Mankato recently and heard a lawyer discussing the issue. We already have laws that restrict our rights, he said, such as local zoning laws. Those laws tell us what we can’t do on our land, while the buffer requirement is somewhat different. It tells us what we MUST do. In total, it’s estimated that approximately 110,000 acres of farm land will be affected.

On the other side of the issue are those who feel the law didn’t go far enough. They point out studies showing a continued degradation of our waters. However, there are also studies that show improvement. Farmers’ practices are changing with more precision application of nutrients, in addition to conservation practices they are implementing on their own.

Another concern registered has to do with monitoring the results of this new legislation. Are baseline contaminant levels established so we can tell in the future if these buffers are making a difference? In short, what are the goals of the legislation, and can those goals be measured?

Good questions, all. It may take until the time lines for implementation are reached to start finding the answers.

Public waters must be buffered by November of 2017 and public ditches one year later.

Gust was a very special person. He was probably one of the hardest working people I can remember.

As a child, there wasn’t an option to attend school, since there was work to be done on the farm. He married my grandmother’s younger sister, Ella, they raised 3 kids and farmed by Pillsbury.

Ella was a rather independent person, who really needed to be treated in a special way. She really didn’t like to cook, so Gust made many of the meals. She liked to write poetry. I don’t have any of her poems anymore, but I remember them to be very good. Ella only wanted to ride in a Buick, because the Buick ride was the easiest on her back. I remember them arriving for a visit. Gust would stop the car, with the bullet-shaped headlights on the front fenders, in front of the house. He would then get out of the car, walk around to Ella’s side, open the door for her and

While Gust and Ella were raising their young children, Gust was very busy on the farm. He milked 8 cows by hand and separated the milk. He always had a half dozen farrowed sows and their baby pigs to care for. After feeding the animals and cleaning the barns, he would take the team, a wagon, the hand saws and the ax and go to the woods and cut and load a cord of wood. The wood was taken to Swanville Creamery, which they paid $4.00 per cord to fire their boiler. He then returned to the farm to feed the livestock and milk the cows.

After their son took over the farm, they built a house and retired to Long Lake. Gust raised a garden and fished, only catching enough fish to offer them two meals of fresh fish in reserve.

After Ella died, Gust spent the next years, about 10, in the Long Prairie Nursing Home. He was deaf and couldn’t read, so he spent most of his final days waiting to meet his Lord and again be with Ella. A great guy who really did make a difference.

Local Municipality Minutes Grey Eagle City Special Meeting January 11, 2016 These are unapproved minutes.

The special meeting of the Grey Eagle City Council was called to order by Mayor Jim Gohman at 12:00 p.m., on the 11th day of January, 2016 in council chambers.

Council members present were Thom Muellner, Roland Ahrendt and Joe Arnzen. Also in attendance were Chico Hellmann, Lori Hellmann and guests Jeff Scholten from Rural Development and Bryan Bye, Craig Tschida and Pat Conroy from Widseth Smith Nolting.

Jeff Scholten informed the council that the first half of the application for Rural Development is complete and would now like to take the time to share information regarding the scope of the potential project. In May and June the sewer mains in the city were cleaned and televised to determine the condition of the mains, taps into the mains and manholes. There appears to be a large amount of I&I (influent and infiltration) from off set joints, bad taps from service lines into the main and sump pumps pumping into the sanitary sewer system, along with deteriorating clay pipe.

Discussion was then held on what comes next. Bryan stated that they will be working on putting together a Preliminary Engineering Report and an Environmental Report.

Jeff and Pat discussed possible funding and grant options available for this project. The city has already been placed on the Project Priority List. Jeff recommended the city continue to put together the items needed for the Rural Development application.

The following water/wastewater/maintenance items were discussed: 1. One of the pumps at the east lift station was pulled. Someone had flushed long johns into the sewer system and they wrapped around the pump. Electric Pump is trying to make the necessary repairs. They could not provide a loaner because the pumps have changed and they no longer have one that will fit with the current piping at the lift station.

Residents are reminded to only flush toilet paper into the sanitary sewer system. These repairs to the lift station pumps are very costly and can cause major issues for the lift station. If these pumps fail, it can cause back- ups.

A motion was made by Thom Muellner to approve Resolution No. 2016-01, A Resolution Approving 2016 Committee Appointments.

The resolution is as follows: Resolution No. 2016-02: A Resolution Accepting $375 Donation from Swanville Dollars for Scholars for Fire Department Equipment Whereas, monies have been donated by the Swanville Dollars for Scholars, and Whereas, the City Council feels that the donation will benefit citizens of the area; 1. That the City Council of the City of Grey Eagle formally accepts the donation from the Swanville Dollars for Scholars for Fire Department Equipment.

2. That the City Clerk is autho-

rized and directed to make the appropriate revenue and expenditure budget adjustments as needed to reflect this donation and its intended use.

Loren Roe, representing a task force of the Lions Club was in attendance to know why things that were discussed at the December meeting was not what the council discussed at the November meeting regarding the property at 304 State Street East. Council member Joe Arnzen stated that the council decided that a direct approach in meeting with the owner to discuss the appearance of the property and the complaints that have been received was the best way to go at this point. The task force put together an action plan for council consideration. The action plan was a suggested time line on how they felt the matter could be addressed.

Mike and Judy Meagher were in attendance to discuss the Central Minnesota Pond Races event that were held on Trace Lake January 17th. They requested that the Grey Eagle Rescue Squad be in attendance for this event from noon until 3:00 p.m. The council discussed the matter in regards to costs the city incurs when the Rescue Squad is at these events. It is sometimes difficult to get enough people to make time to do some of these events. A minimum of two people must be with the rescue vehicle and each member is paid by the city. This event is a little different than the Race on Trace, as the Lions Club donates money to the Fire Department each year which more than covers the costs for that event.

A motion was made by Roland Ahrendt to charge $100 per race for the Central Minnesota Pond Races to cover man hours and fuel. A second was made by Thom Muellner and upon vote, with all members voting in favor, motion carried.

The council discussed a deck that was built without a permit at 115 Minnesota Street East. A motion was made by Joe Arnzen to impose $100 penalty for building without a permit per Resolution NO. 2009-07. Upon payment of the penalty, a building permit for the deck may be obtained. A second was made by Roland Ahrendt and upon vote, with all members voting in favor, motion carried.

The council looked over applications for the seasonal employee position.

A motion was made by Thom Muellner to call a special meeting for Friday, January 22, 2016 for the purpose of interviewing applicants for seasonal employee position, starting at 10:00 a.m. A second was made by Joe Arnzen and upon vote, with all members voting in favor, motion carried.

Temporary On-Sale Liquor License Permits: Westrich moved to approve two temporary on-sale liquor license permits for St. Mary’s Church located at 308 South Main Street for February 13, and March 18, 2016, 2nd by Maciej. Motion carried unanimously.

Department Reports: Maintenance Report, Updates: Koopmeiners reported on water and sewer levels. Koopmeiners installed an alternator and new fan belts on the plow truck.

• The Council reviewed the report from Minnesota Department of Health Annual Survey concerning our Public Water Supply showing no bacteria anywhere.

• MnWARN: Lange moved to pass Resolution 2-1-16-1, a resolution authorizing governmental unit to be a party to Minnesota Water Agency Response Network (MnWARN), 2nd by Maciej.

• Treating for Lead in City Water: Questions arose concerning lead in the City’s water supply.

Koopmeiners reported that the City of Upsala adds a phosphate product called C-9 which coats the pipes and sends samples in every two months to monitor the lead levels.

• Salt/Sand Shed: Koopmeiners explained where the water mains are on the City property where the water plant is located.

The Council requested Koopmeiners report to the Planning Commission on February 17th with more detailed information.

Fire Department Report: Brian

Lange reported the tanker truck needs some adaptors; then it should be ready to join the fleet.

•The UFD had their annual meeting with election of officers and added one more captain to increase the odds of having a captain at each call.

UCDC: Next meeting will be Tuesday, February 16th, with the mayor extending a thank you to Joan Olson and Mike Schultz for all of their dedicated time and effort they put in the past projects.

Recreation Board: Johnson submitted the monthly report; Johnson is chair and Bernice Koester is secretary.

Dave Says -By Dave Ramsey Dear Dave, What is your opinion of churches encouraging members to do e-giving with credit cards and debit cards?

-Melissa Dear Melissa, I’m against debt, so I’m not particularly fond of churches asking people to use a debt vehicle to pay their tithes. I realize that few businesses and organizations distinguish between debit cards and credit cards when accepting payment. However, this practice bothers me a lot when it comes to churches. The Bible mentions debt several times in Scripture, and every time it does, it’s always in a negative light.

It’s not a salvation issue or anything like that, but the Bible basically says debt is a foolish thing.

Now, I think e-giving in itself is fine. But if I were the pastor or on the leadership board, and we had an e-giving process, I would strongly encourage people to use debit cards and not credit cards. There’s nothing wrong with a draft or an ACH kind of thing. A lot of people do that and like the ability to give online.

But I don’t want a giving situation to your church turn into debt to you. And it does just that when it’s a credit card!

the company I’m with offers insurance for the device. Do you think it would be wise or foolish to do this?

-Lisa Dear Lisa, The purpose of insurance is to transfer a risk that you can’t afford to take. When it comes to things like cars or houses, I absolutely recommend that people have insurance. Most folks couldn’t just write a check for another car if the one they drive were totaled.

It’s the same with a house. If your home is destroyed, the insurance takes care of things instead of putting you in the position of having to pull tens or hundreds of thousands of dollars out of your own pocket for a new home—also something most people can’t do.

No, I don’t insure inexpensive things like smartphones. And if a smartphone is an expensive item to you, then you probably shouldn’t have that phone.

I mean, there’s nothing wrong with having a cell phone if you can afford it.

But if you tear up a phone or it breaks down and you can’t afford to replace it out of your own pocket, then you’ve got too much phone!

Senior Hannah Mettler has been chosen as the January Swanville Student of the Month for grades 10-12.

She is the daughter of Richard and Michelle Mettler.

“Hannah has worked as my teacher’s assistant for the past semester and she is also a student in my College Algebra class” states Mrs. Liza Hasse, Math instructor. She goes on to say, “Hannah is responsible, hardworking, and self motivated. She works very hard to accomplish the task at hand in an effective manner and will work diligently until it is complete. Her leadership and organizational skills help her strive to always do her best. I have thoroughly enjoyed working with Hannah this year. I strongly believe that Hannah has what it takes to be successful with whatever career path she chooses to pursue.”

Hannah has many interests including hanging out with friends, playing with her kitten, and running 5K’s with her father.

Her future plans are to attend Minnesota State University Mankato, majoring in pre-med and to eventually become an OB/GYN. Her school activities include managing the volleyball team since sophomore year, participating in track all throughout her high school career, participating in speech as a freshman and sophomore.

Hannah has been very active in theatre during her high school tenure. She has been a part of the Healthy Communities Collaborative since ninth grade, and was recently inducted into the Honor Society.

She is a former Student of the Year in both English and Science.

Char Bzdok, Science instructor states, “I have had the wonderful opportunity of working with Hannah Mettler the past several years. In this time, she has displayed some remarkable attributes as a student. Not only is she very sound academically, she has great work ethic and leadership qualities. Hannah is always willing to help out and volunteer her time toward our school and community. Hannah is very deserving of this award!!”

Hannah also volunteers her time and talents by working in the nursery at her church, Living Hope Church. She leads bible studies and volunteers with the Salvation Army and Oasis Share a Meal.

Hannah has been awarded the Congress of Future Medical Leaders Award of Excellence and has been accepted into the ROTC program at Minnesota State University Mankato.

“Work hard in high school, when you do good be sure to give yourself a gold star,” is her advice to fellow schoolmates.

Journey with Jesus to Calvary

Practices have started for the parishioners of St. Francis of Assisi Parish (located between Albany and Upsala on State Hwy. 238) who are presenting “Journey With Jesus to Calvary,” a play written and performed by 60+ parishioners. In the eighth year of being performed, it was written to highlight the events that occurred during Holy Week.

You are invited to meet, share, and perhaps cry with several “companions” that encountered Jesus along the road to

Calvary. This year the play is under the direction of Bob Theisen.

Performances are March 16 at 7:00 p.m., March 18 and 19 at 7:30 p.m. and March 20 at 1:00 p.m. All are welcome.

Swanville Junior High Student of the Month Rebekah Muhlenkamp has been chosen as the January Swanville Student of the Month for grades 7-9. She is a seventh grade student. Rebekah is the daughter of Levi and Margaret Muhlenkamp.

In school Rebekah participates in Junior High Band, volleyball, and basketball. She participated in the theatre production this fall and is a member of the student council, serving as the seventh grade class president.

Pam Czech Social Studies instructor says, “Rebekah is an extremely bubbly and ambitious young lady who is both energetic and involved in many school activities. She is very productive, organized, responsible, and works hard to complete any task at hand. Rebekah is one to try her best and ask questions

when stumped. She gets along well with her peers and teachers. Rebekah has a competitive spirit that will help her achieve whatever goals she sets for herself. Congratulations!”

Outside of school Rebekah is active in girl scouts and the Morrison County Hoofbeats. She was the 2015 Reserve Champion and also won the Junior Sheep Showmanship at the North East Livestock Show. In her spare time, she enjoys riding and training horses, playing sports and her trombone. She also enjoys sewing, knitting and crocheting.

Rebekah has aspirations to become a large animal or equine veterinarian. Her advice to fellow students is “It’s better to look back on life and say ‘I can’t believe I did that,’ than to look back and say ‘I wish I did that.’”

Women can discover the enjoyment of snowshoeing, cross country skiing, birding, wild ricing, dark-house fishing and hiking at a winter workshop offered by the Becoming an Outdoors Woman program of the Minnesota Department of Natural Resources.

“The winter workshop provides a unique opportunity to try out winter activities in a fun and supportive atmosphere,” said Linda Bylander, BOW coordinator. “Prior experience doesn’t matter – it’s all about learning how to enjoy the outdoors in winter.”

The workshop is Friday, Feb. 19, through Sunday, Feb. 21, at the Deep Portage Environmental Learning Center near Hackensack for ages 14 and older.

Participants choose from a variety of activities to learn about and experience during the weekend.

Lodging, meals, instruction, equipment and evening entertainment are included in the workshop fee. A winter workshop schedule and registration form is available at www.mndnr.gov/ bow, or by calling the environmental learning center at 218-682-2325.

Dairy Princess Candidates Sought The American Dairy Association of Todd County is seeking candidates to participate in this year’s Dairy Princess/ Dairy Ambassador program. Dairy princesses and ambassadors serve as good will ambassadors for the dairy industry by appearing at various promotional events and speaking to consumers and the media. The princess contest will be held Saturday, March 5, 2016 at the Browerville Community Center.

A dairy princess must be a high school graduate by July 1, 2016 and not yet 24 years old. Dairy ambassadors must be in 9th, 10th, 11th or 12th grade.

She or her parents must be actively engaged in the production of milk for sale to a licensed plant during the current year. A candidate also qualifies if she or her parents are employed on a dairy farm in a dairy-related capacity.

County dairy princesses are eligible to attend a statewide promotion training

seminar to be held this May and may apply to be considered as a finalist for the Princess Kay of the Milky Way title.

Twelve finalists will be selected to compete for the Princess Kay title in August.

At all levels of competition contestants are judged on their communication skills, personality, enthusiasm for dairy promotion and general knowledge of the dairy industry.

By Patricia (Patty) Seifert, Chair Todd County Republicans Minnesota Precinct Caucuses will be on Tuesday, March 1, 2016. To find your specific caucus location, check the Secretary of State website or your County Auditor.

Precinct caucuses are the true grassroots of politics. At the Republican Party caucuses, I don’t know the process for the Democrat Party, you elect delegates and alternates to your county convention and State Legislative endorsing convention.

Also, at these caucuses attendees pass resolutions to make changes to the party platform.

This year the precinct caucus will also be when attendees will vote in a Presidential straw or preference poll. This poll determines how many Minnesota delegates each candidate gets for the National Convention. Again, this is true for the Republican caucuses as I don’t know the Democrat process.

Take a look at the two party platforms to see which party’s tenets you agree with most. Then find your precinct caucus location at the Secretary of State website or through your County Auditor.

Minnesota precinct causes are Tuesday, March 1, 2016 at 7 PM. It is your time to become involved in grass-roots politics.

DNR to Fly Annual Deer and Elk Surveys

Low-flying helicopters will be used for annual white-tailed deer population surveys by the Minnesota Department of Natural Resources through March in central, west-central and southeastern Minnesota. When suitable snow conditions develop, deer will be counted from helicopters during daylight hours at an altitude of about 200 feet.

“We use aerial surveys to monitor deer populations in Minnesota,” said Gino D’Angelo, DNR farmland deer project leader. “Data from these flights help improve our knowledge of deer numbers and how deer populations respond to management, and help us make decisions about future deer season regulations.”

Deer permit areas targeted to be flown include: Central Minnesota: permit areas 214, 215, 218, 219, 221, 223, 224, 229, 241, and 248 in Becker, Benton, Cass,

Hubbard, Meeker, Mille Lacs, Morrison, Otter Tail, Pope, Sherburne, Stearns, Todd, Wadena, Wilkin and Wright counties.

West-central Minnesota: permit areas 271, 272, 273, 274, 275, and 276 in Big Stone, Chippewa, Douglas, Grant, Kandiyohi, Otter Tail, Pope, Stevens, Swift, Traverse and Wilkin counties.

Southeastern Minnesota: permit areas 341, 343, 345, 347, and 348 in Dodge, Fillmore, Goodhue, Mower, Olmsted, Wabasha and Winona counties.

Aerial elk surveys are also planned for the Kittson County and Grygla elk ranges in northwestern Minnesota.

“Introduction to Cow/Calf Nutrition” and “Health Management for the Cow/ Calf Herd” focus on practical applications through all phases of cow/calf production.

Each lesson will include online activities designed to encourage participants to become familiar with electronic resources and an online forum gives participants the opportunity to connect with other producers. The first lessons will be available Feb. 15 and the following lessons will be post-
