Creating sales requires creativity -By Harvey Mackay

A cartoon in The New Yorker magazine showed two assistants preparing a conference room.

One says to the other, “And don’t forget the little notepads in case one of them has an idea.”

Good ideas in sales -- that don’t look like a gimmick -- are hard to come by. They are certainly not a dime a dozen. Maybe that’s why American poet Robert Frost penned, “The brain is a wonderful organ. It starts working the moment it gets up in the morning and doesn’t stop until it gets to the office.”

As any successful salesperson will tell you, no one can afford to have the idea factory shut down when the work day begins. Great ideas produce great sales.

When I speak to Fortune 1000 companies, I often address the sales and marketing staffs. In preparation for my speeches, I always talk with eight to ten people who will be in the audience.

These folks have shared some terrific ideas that you may be able to use.

out the people they are calling on in advance. They never make a cold call.

When they call on a customer they check out their office. They look at the walls for plaques or photos of family or any signs of hobbies or interests. And then they use it in conversation. You can’t talk about business all the time.

One fellow was working for a long distance company in South Dakota calling on a large account. As he entered the office, he noticed that the key decision maker had several pictures of black labs. He told him that he had a black lab puppy, and he could use some training tips. After a few lab stories, the customer asked if he could meet the dog.

The next week, the sales rep brought the puppy for his scheduled appointment. The customer immediately took her though some drills and said she has some talent and was a good dog. For the next hour, they did some more drills.

Finally, the sales rep asked for the order, and he got it.

Good sales reps build relationships with all their customers. They humanize their approaches.

Some play softball with their customers. One guy formed a bowling league for his clients. Others take their kids and their customer and their kids to parks. Everyone needs to eat -- breakfast, lunch or dinner meetings make a great backdrop for business discussions.

And if you can ever get your customer on a golf course, that’s a hole-in-one.

Treats usually get a good reception.

It might be candy, donuts and coffee, or fruit. Be sure to bring enough to share with others in the office. One account executive said she makes holiday treat bags for her customers for different occasions -- on Valentine’s Day, there’s a card attached that says “I LOVE doing business with you!” A St. Patrick’s Day message says “I’m lucky to be your supplier!”

I heard from one fellow who took things to a different level. He brings alcoholic miniatures -- vodka and Bloody Mary mix -- and tells his customers, “This is for after work.” And it goes over big. Of course, he knows his customers and is very careful about not offending recipients.

In these trying times, many of your customers may be struggling. Give them a pat on the back. An account executive told me she gave her customers a lot of pep talks. She happens to be a master networker, and her clients know they can call her for references, leads or introductions. And they will keep doing business with her because she can help their business too.

Training is another big advantage for sales staffs to offer clients, especially with slashed budgets.

One rep does a lot of quizzes and trivia questions -- at least once a month.

Winners receive gift cards or movie passes. That way he can see who is reading his email blasts. He also gives these same prizes as thank-you gifts.

The same rep uses a lot of humor.

Obituaries Edward L. Hennen

Edward L. “Ed” Hennen, age 68, of Freeport, died unexpectedly in his sleep on Tuesday, February 8, 2011 at his home in Freeport, Minnesota.

Mass of Christian Burial will be held at 11 a.m. Friday, February 11 at Sacred Heart Catholic Church in Freeport.

Inurnment will take place at a later date.

Visitation will be from 4 to 9 p.m.

Thursday and from 10 to 11 a.m. Friday at the church in Freeport. Goldenaires Senior Citizens will pray at 4 p.m. followed parish prayers at 5 p.m., St. Joseph’s Men’s Society and the Lions at 6 p.m. Thursday evening.

Frank C. Meagher II

Frank C. Meagher II, age 33 of Cottage Grove, formerly of Burtrum, died accidentally on Thursday, February 3, 2011 at the Marengo Memorial Hospital in Marengo, Iowa.

Mass of Christian Burial was held at 10:30 a.m. Tuesday, February 8, 2011 at St. John the Baptist Catholic Church in Swanville with Rev. Ronald Dockendorf officiating.

Interment was in Moses Dane Cemetery.

Frank Clifford Meagher II was born May 22, 1977 in Sauk Centre, Minnesota to Frank and Diane (Veldkamp) Meagher. He was united in marriage to Kristine Thies on June 30, 2007 at Maple Island Park in Little Falls. Ten years ago, Frank started his own business called United Tree Service. He then was employed by Kaufmann Enterprises for the past five years. Frank enjoyed boating,

Cyril G. Schreifels Edward Lloyd Hennen was born July 22, 1942 in St. Cloud, Minnesota to Herbert and Lidwina (Kilian) Hennen. On September 6, 1969 he married Judith Klasen at St. Rose of Lima Catholic Church in St. Rosa. He owned and operated Hennen Floor Covering in Freeport since 1970. Ed loved to golf, bowl, travel, play pull tabs and cards. Ed could not go a day without visiting with people.

Ed was a member of Sacred Heart Catholic Church in Freeport, St. Joseph’s Men’s Society, Freeport Lions, American Legion Post 101, St. Peter’s Court 1553 Catholic Order of Foresters, and the Albany Sportsman Club.

Survivors include his wife, Judy Hennen of Freeport; children, Joe Hennen of Freeport and Kim (Kyle) Gillespie of White Bear Lake.

Ed was preceded in death by his parents; and brother, Tom Hennen.

He truly loved his family and will be missed by all who knew him.

Survivors include his wife, Kristine Meagher of Cottage Grove; children, Frank C. Walter Meagher III, Tiffani, Stephanie, Brittani, and Mallory; granddaughter, Layla; parents, Frank and Diane Meagher of Burtrum; brothers and sister, Jeff Meagher of Burtrum, Mark (Debbie) Meagher of Bloomington, Danny (Tammy) Meagher of Bowlus, and Laura (Jeffry) Kurtz of Swanville; and many nieces, nephews, relatives and friends.

Frank was preceded in death by his grandparents, Jim and Theresa Meagher, and Engbert and Joyce Veldkamp; and several uncles.

Serving as casket bearers were Bob Kaufmann, Jeff Davis, Kirk Larson, Robert Veldkamp, Jr., Dean Axel, and Joe Muellner.

Cross bearer was Dylon Kurtz and scripture bearer was Connor Meagher. Honorary bearers were the employees at Kaufmann Enterprises.

Arrangements were made with PattonSchad Funeral & Cremation Services of Grey Eagle.

Cyril G. Schreifels, age 83, of Melrose, passed away peacefully on Monday, February 7, 2011 at his home in Melrose, Minnesota. Mass of Christian Burial will be held at 11 a.m. Friday, February 11 at St. Mary’s Catholic Church in Melrose with Rev. Marvin Enneking officiating and Deacon Ernie Kociemba assisting.

Inurnment will take place at a later date.

Visitation will be from 5 to 8 p.m.

Thursday and from 8 to 10:30 a.m. Friday at the Patton-Schad Funeral Home in Melrose.

Parish prayers will be at 7 p.m. Thursday evening.

Cyril George Schreifels was born January 27, 1928 in Richmond to John and Frances (Kron) Schreifels. He married Valeria Stueve on June 11, 1952 at St. Patrick’s Catholic Church in Melrose. Cyril drove truck for Litchfield Produce in Melrose and then was a salesman and drove truck for Kemps for 13 years. He was a maintenance engineer for the Melrose School District for 27 years when he retired in 1986. Cyril continued working at Schreifels Variety in Melrose with Val until 1992 when they both retired and started with their travels.

He was a member of St. Mary’s Catholic Church in Melrose. Cyril was one of the first members of the Civil Defense of Melrose and the first secretary for 4H (Adley Creek).

He enjoyed woodworking, ice spearing,

bowling, horseshoes, playing cards, going on trips, and spending time with his grandchildren and great-grandchildren.

Survivors include his wife, Valeria Schreifels of Melrose; children, Diane (Bernard) Bueckers of Albany, Earl (Lynn) Schreifels of Brooklyn Park, Dale (Cheryl) Schreifels of Ramsey, Gary (Jan) Schreifels of Glencoe, Keith (Barb) Schreifels, of Monticello, Gwen (Lyle) Gray of Entiat, WA, David (Karen) Schreifels of Newnan, GA, and Susan (Greg) Ramler of Albany; 11 grandsons, 11 granddaughters, 12 greatgrandchildren, and one due in April; sisters, Ellen Primus of Hawley, Esther Steinemann of Freeport, Del Gieske of Melrose, Alice Moening of Melrose, and Iris Hiltner of Melrose.

Cyril was preceded in death by his parents, John and Frances Schreifels; daughter, Jelene (Schreifels) Hinnenkamp; son-in-law, Tom Derichs; brothers, Victor, Marc, and Howard Schreifels; and sisters, Julie Schreifels and Celesta Denne.

Serving as casket bearers will be Jeremy Schreifels, Rod Bueckers, Nick Schreifels, Eric Ramler, Ryan Schreifels, Eric Schreifels, and Shawn Derichs. Cross bearers will be Sharon Nelson and Cindy Wiechmann. Scripture bearer will be Sandy Partyka. Gift bearers will be Diane Bueckers, Sue Ramler, and Gwen Derichs. Reader will be Wanda Gaebel. Eucharistic Minister will be Barb Schreifels. Honorary bearers will be Cyril’s sisters, Alice Moening, Esther Steinemann, Del Gieske, Iris Hiltner, and Ellen Primus. The eulogy will be read by Keith Schreifels.

Waldemar P. Hommerding

Wa l d e m a r P. “Wally” Hommerding, age 86, of Melrose, died peacefully on Monday, February 7, 2011 at the Melrose Area Hospital in Melrose, Minnesota.

Mass of Christian Burial will be held at 11 a.m. Thursday, February 10 at St. Mary’s Catholic Church in Melrose with Rev. Ken Thielman officiating.

Interment will follow the lunch at St. Michael’s Cemetery in Spring Hill.

Waldemar Peter Hommerding was born February 4, 1925 in Rockville Township, Stearns County to Nicholas and Rosalia (Reiter) Hommerding. He served in the U.S. Navy during the Korean Conflict from 1948 to 1952. On June 24, 1952 he married Marion Libbesmeier at St. Mary’s Cathedral in St. Cloud. Wally farmed most of his life and retired from farming in 2004.

While farming, he was a feed salesman for various companies. He then worked at Fleet Supply in Paynesville and later, the couple moved to Melrose. Wally enjoyed woodworking, playing cards, bowling, and spending time with his grandchildren and

great-grandchildren.

Wally was a member of St. Mary’s Catholic Church in Melrose, Knights of Columbus Council 3820 and the Lake Henry American Legion Post 612.

Survivors include his wife, Marion Hommerding of Melrose; children, Gene (Lori) Hommerding of Dayton, Ken (Gail) Hommerding of Grey Eagle, Dale (Marla) Hommerding of Blaine, Gary (Marge) Hommerding of Hancock, Keith (Brenda) Hommerding of Holdingford, Lee (Karen) Hommerding of Anchorage, AK, and Glenn (Brenda) Hommerding of St. Joseph; 19 grandchildren and 16 great-grandchildren; sisters, Esther (Gerald) Kirchoff of Colorado Springs, CO, Mona Weinhold of Apple Valley, and Jo Bauer of St. Cloud; and sister-in-law, Marian Hommerding of Cold Spring.

Wally was preceded in death by his parents; infant son, Gerard; daughter-inlaw, Lynn Hommerding; infant siblings; brothers, Elmer and Cuthbert; sister, Iris Breummer; and brothers-in-law, Bill Breummer and Bob Bauer.

Serving as casket bearers will be Wally’s sons, Gene, Ken, Dale, Gary, Keith, and Lee Hommerding. Serving as cross bearer will be Glenn Hommerding and scripture bearer will be Tyler Hommerding. Honorary bearers will be Wally’s daughters-in-law, grandchildren, and great-grandchildren.

Ronald J. Harry

Ronald J. “Ron” Harry, age 83 of Melrose, died Wednesday, February 9, 2011 at the St. Cloud Hospital in St. Cloud, Minnesota.

Memorial Mass of Christian Burial will be held at 11 a.m.

Saturday, February 12 at St. Mary’s Catholic Church in Melrose with Rev. Ken Thielman officiating. Inurnment will be in the parish cemetery. Military Honors will be provided by the Melrose Veterans Honor Guard.

Friends may call from 9 to11 a.m.

Ronald John Harry was born July 30, 1927 in St. Cloud, Minnesota to Raymond and Helen (Rieder) Harry. He graduated from Tech High School in 1945. He joined

the Navy (SeaBees) during World War II, serving on the island of Guam. Ron graduated from the Los Angeles Institute of Applied Photographic Arts in Los Angeles, California and the St. Cloud Business College. He owned and operated Harry’s Portrait Studio in St. Cloud.

On August 8, 1950 he married Margaret “Marge” Rolfzen at St. Boniface Catholic Church in Melrose. Ron enjoyed bowling, water skiing, golf, and building and flying model RC planes. He retired in 1991 and moved to Melrose and in his later years enjoyed playing “Gin” with the boys at the Restaurant. Ron was a life member of the VFW Post 428 and the Knights of Columbus in St. Cloud.

Survivors include his wife, Margaret “Marge” Harry of Melrose; sisters, Joan (Paul) Buttweiler of St. Cloud, and RoseAnne (Michael) Shaver of La Crosse, Wisconsin; and many nieces and nephews.

Serving as urn bearer will be Dennis Weber and Kevin Johnson. Cross bearer will be Teri Buttweiler and scripture bearer will be Ryan Shaver.

Swanville Jr. High Student of the Month Swanville Jr/ Sr High is proud to announce Danielle Sutton as the 7-9th grade student of the month for January.

Danielle is the daughter of Dan and Pam Sutton.

Her hobbies include listening to music, dancing, spending time with family and friends. She also enjoys making videos, writing stories and drawing. Her future plans are to attend a fouryear college.

Danielle is three-year veteran of volleyball, softball and theater. She participated in basketball during 7-8th grade.

She joined the speech team last year and is currently also participating in that. She is new to the Healthy Communities Collaborative team this year and has been a band student for the past four years. Danielle has also been an active member of girl scouts for the past eight years. Danielle has been the volleyball player of the game five times. She is consistently on

the honor roll and has perfect attendance.

Her advice to other students is to be the best you can be and don’t give up if some things get hard to do.

Tom Bzdok, social studies teacher comments “ Danielle is a wonderful student to have in class. I always receive her best effort because she sets high standards for herself and works very hard to achieve them. She always has a smile on her face, and a positive attitude. She never seems to let anything bother her no matter how difficult the situation is or what adversity she is facing. Danielle’s personality adds warmth to any crowd she is a part of. She is very deserving of this award.”

Char Bzdok, science teacher adds, “I have had the pleasure of knowing and working with Danielle the past few years. In this time I have had Danielle as a science student and a volleyball player. Danielle displays many qualities as a student and athlete. As a student she displays a great work ethic as well as a terrific attitude. She has a fantastic science mind. As an athlete, Danielle shows leadership abilities as well as being a very coachable individual. She is very deserving of this award!”

To My Newfound Valentine!

By Saralee Perel He was seated in the front row of the lecture hall, wearing work boots and jeans. I could see, even from behind my podium, that his sea-blue denim shirt matched the color of his dazzling eyes.

It was Thursday, June 10th, 1976, the evening of my first lecture on “Life After Divorce,” and many years before I became disabled. So many of us will be either caregivers or the recipients of care in our lifetimes. I wish I had known even a little of what to expect.

I put my glasses on, ostensibly to see my notes, but I was able to sneak a quick look to see the blue-eyed fellow’s nametag. It read: “Bob.” One year later, he became my husband.

After the lecture, we had our first fight.

We were in the hallway. Bob asked if he could walk me to my car.

“But I don’t even know you,” I said.

“How do I know you’re not a mugger just pretending you want to protect me and then in the parking lot, you grab me and steal my purse and my wedding ring?”

He leaned against the wall and crossed his arms and his legs in a posture I would see for many years to come. Then he laughed and said, “That whole ridiculous scenario was just so I’d look at your hand and see you’re not married.”

“Oh yeah?” I started walking while hiding my smile because he was absolutely right.

He caught up with me. “I’m not married either.”

“I know that. You’re attending my lectures on divorce for heaven’s sake.”

“That’s quite a presumption. I could be on my second marriage and not want to make the same mistakes.”

I tried, unsuccessfully, to resist looking at his left hand.

He said, “I already told you I’m not married.”

“You’re arrogant.”

“I’m arrogant?”

“At least we agree on something,” I said. I did let him walk me to my car – because I really wanted him to.

Thirty-three years later, we still have “our song.” It was played at our wedding.

Bob became my caregiver. I felt like a burden, but didn’t tell him. Bob was overwhelmed, but didn’t tell me. We cried by ourselves. If only we had cried together, we’d have grieved and started to heal. No longer best friends, the words to “Always” were meaningless.

I should have known what we needed. And that was to talk with each other rather than keeping our feelings inside.

Instead, we believed it would be too hurtful to share our heartbreaking thoughts.

We both put on an “I’m fine,” façade, but like any façade, it was just a veneer of an outward display. Our inner worlds were shattered.

Then one day, a wonderful thing happened: I fell. While trying to get myself up, I started crying. Bob came quickly to help me. And suddenly he began crying too. That was the day we finally cried together. Tears of love. Tears of healing.

On a recent Valentine’s Day he said, “We have to stay home today because there’s a surprise coming.”

Todd County Sheriff’s Office news release

After a lengthy investigation, the Todd County Sheriff’s Office has filed a complaint against Robert John Wilder (43 YOA), previously of rural Swanville, in a home invasion that occurred in the early morning hours of Saturday,

10-30-2010. An elderly female resident of a home in the city of Grey Eagle was assaulted and robbed in the incident.

Wilder is being charged with two counts of Kidnapping; one count of Criminal Sexual Conduct in the 1st degree; one count of Burglary in the 1st degree; one count of 2nd degree assault with a dangerous weapon; and one count of Terroristic Threats.

The suspect forced entry into the residence and physically assaulted the victim with a knife. He stole cash from the victim, tied her up and had contact with her private parts. The suspect also made verbal threats to the victim if she did not comply with his demands.

Wilder is currently in custody at the Crow Wing County Jail on criminal charges in an incident that occurred in the city of Brainerd. The Todd County Sheriff’s Office was assisted in this case by the Minnesota Bureau of Criminal Apprehension.

He kept looking out the front window, anxiously waiting for heavenknows-what. I knew it was going to be something other than flowers or candy because he wouldn’t have been so nervous.

Finally, there was a knock at our door. I opened it to find four gentlemen who greeted me by name, gave me a beautiful red rose and marched right into our living room, where they asked us to have a seat on our couch.

They stood in a group in front of us and in magnificent barbershop harmony, sang “Always.” I was overwhelmed with tears while they sang.

Notes from the Capitol By State Rep. Paul Anderson

A topic of concern to all who use our Minnesota lakes and rivers was discussed Feb. 2 in the House Environment, Energy, and Natural Resources Committee. Dr. Luke Skinner, Invasive Species Program supervisor at the DNR, testified before the committee and told of his department’s efforts in battling Aquatic Invasive Species (AIS) in our waters. He said that nearly all the lakes reported to have become infected with one such species, the Zebra Mussel, are “high use” lakes, indicating that people and water recreation are the cause for Zebra Mussel’s spread. The latest lakes to become infected are Lake Minnetonka in the western suburbs and Gull Lake near Brainerd.

Dr. Skinner told the committee that 158 citations for violations of the AIS laws were issued in Minnesota last year. That number seemed surprisingly low to me, especially in light of the fact that nearly $4 million was spent by the DNR in 2010 on invasive species prevention, management, and grant funding. According to figures supplied by Dr. Skinner, nearly 13,000 hours were spent on invasive species enforcement, and another 50,000 hours on watercraft inspection.

Four stakeholder meetings were recently held around the state, and from those meetings, several suggestions came forward. They include increased enforcement and penalties for AIS laws, an improved boat and trailer inspection process, more inspections at water accesses, and increased funding for AIS efforts.

Trying to get a handle on AIS is a huge problem, one that affords only one chance to keep a lake clean. Once zebra mussels get into a lake, there are no control methods to eliminate them. But

having inspectors at every lake access in Minnesota is a logistical nightmare.

As an example, Lake Mille Lacs has 12 public and 28 private accesses. We need to come up with a system where boats leaving an infected lake are inspected.

In addition, those who work installing boat lifts and docks need to be educated about identifying zebra mussels. Another suggestion made at the meeting was to have higher license fees for those who visit multiple lakes and a lower fee for those who keep their boats in the same lake all summer long.

Not only is fishing a Minnesota tradition, it has a huge economic impact on the state. According to data from 2006, nearly 1.5 million state residents were considered anglers, and they fished an average of 17 days a year. The average expenditure per day of fishing was around $35. For good measure, over 300,000 out-of-state visitors also came here to wet a line. They fished an average of 7 days and spent nearly $80 per

Gov. Dayton announced last week a bonding bill that comes with a one billion dollar price tag. A bonding bill of some size may have its place, but not before we come up with a budget solution for our deficit. To come out of the chute and immediately rack up another one billion dollars in debt is not what I would like to see done. The Governor’s budget, scheduled to be released Feb. 15, will reveal how he wants to address our six billion dollar deficit. That will be followed later in the month by the February budget forecast, which will give us all a better picture of the state’s financial health.

Todd County Sheriff’s Office News

By Sheriff Pete Mikkelson The Todd County Sheriff’s Office has been busy compiling data from 2010 for our end of the year statistics. In 2010, the Todd County Sheriff’s Office took a total of 12,207 911 calls. 67% of the calls were from wireless (cellular) phones. The highest volume of calls came in on Sunday’s where we handled a total of 1939 calls. The lowest call volume was on Wednesday’s where we took 1516 calls. The remainder of the days was pretty consistent with Fridays and Saturdays slightly higher than the rest of the days. The majority of 911 calls come into Dispatch between the hours of 11:00 a.m. and 11:00 p.m. The highest volume call time is around 3:00 p.m.

1707 of the 911 calls were what we call hang up calls. Dispatch will answer the call and there will be no one on the other end of the line. We do have the capability of calling that number back to verify whether or not there is an emergency but frequently do not get an answer on that call back. If the call is from a wired line, we can respond to that location to see if there is an emergency. If it is a wireless call, we can’t always pinpoint the location of the caller.

206 of the 911 calls that we received were tests. Numerous times, people will be programming the 911 number into their phones and will accidentally call. 308 of the calls were wrong numbers. The vast majority of the 911 calls were requests for an ambulance. Calls for an ambulance averaged close to 5 per day.

The Todd County Detention Center averaged 40 inmates a day throughout 2010, 37 males and 3 females. We did hold quite a few inmates for the State of MN Department of Corrections in 2010 but we currently do not have any of their inmates. This was good revenue for our Office but we have been told by the state that their overall inmate numbers are down and it is not likely that we will be holding any of their population for some time. We also have held inmates for Pope County but we are also going to be losing those inmates to Douglas County. Douglas County just built a new facility and it makes more economic sense for Pope County to utilize that facility.

Our activity statistics are pretty similar to previous years. We do show an increase in property crimes which is probably a result of our economy. Theft reports went up from 102 in 2009 to 141 in 2010. Burglary

reports went up from 55 in 2009 to 102 in 2010.

We have a decrease in DUI arrests.

In 2009 there were 161 total arrests and in 2010 there were only 57. I believe that this is a result of a number of factors. Because of the poor economy, there are not as many people going out in the evening.

Also the Safe and Sober campaign appears to be having a positive effect statewide on the reduction of DUI’s. The DUI statistics from 2009 were unusually high compared to previous years. In 2008 there were 79 DUI’s, in 2007, 106. In 2010 there were only 12 accidents involving alcohol compared to 22 in 2009.

Other statistics of interest are as follows. In 2010 there were 25 domestic assaults, compared to 20 in 2009. 38 assaults in 2010 compared to 21 in 2009. 18 criminal sexual conduct cases in 2010 compared to 21 in 2009. 131 damage to property in 2010 compared to 148 in 2009. 53 drug cases in 2010 compared to 68 in 2009. 8 fleeing Police cases in 2010 compared to 4 in 2009. 39 trespass in 2010 compared to 23 in 2009.

In other news, we have been involved in the planning stages of a transition to the ARMER (Allied Radio Matrix for Emergency Responders) system. The cost of this system is high and we have been actively looking for funding to assist in this transition. We recently received confirmation that we have been awarded a substantial grant that was hosted by the Long Prairie Fire Department. This grant money will be used to supply fire and ambulance services throughout the County with the equipment needed for this project. We are still actively pursuing other funding sources for the remainder of the project.

As always, we urge citizens to report suspicious activity and crimes in progress.

We recently had a rash of fish house burglaries and two days after taking some of those complaints, I had a citizen tell me about a vehicle that went in the ditch near one of those lakes in the early morning hours of the burglaries. There is a good chance that the individuals in that vehicle were responsible for the break-ins and if the witness would have called, we may have solved those cases. Local Municipality Minutes Swanville City January 4, 2010 Mayor Peterson called the Public Hearing to order at 7:15 p.m. Jason Krebsbach then took over the meeting explaining the Small Cities funding program.

There will be three parts to the funding, commercial, residential, and housing rental. Central MN Housing Partnership will be the general administrators to the program.

Jason then answered questions and concerns from council and those present. A public meeting will be set up for the near future to be held in the Swanville Park.

The public hearing was then closed and the regular monthly meeting was brought to order.

Minutes of the Swanville City Council meeting held in the Swanville Community Center on Tuesday, January 4, 2011. The meeting called to order 7:45 p.m. with the following members present: Sandy Peterson, AJ Johnson, Jim Molitor, Jim Piekarski and Tim Grittner.

Also present: reporter Tina Snell The oath of office was read by newly elected Jim Molitor and he was then welcomed to the Council.

Minutes of the Swanville City Council meeting held December 7, 2010 were read. Tim Grittner made a motion to accept the minutes as read. AJ Johnson seconded the motion. All members voted in favor, motion carried.

The treasures report was given. A motion was made by Jim Piekarski and seconded by Tim Grittner to approve the treasurer’s report. All members voted in favor, motion carried.

Mayor Peterson informed the Council that a check in the amount of $200.00 was received from the American Legion Auxiliary to be used toward the maintenance of the Swanville City Park.

The property schedule of replacement values from the League of MN Cities was looked at.cIt was decided to table until Council can visit with the City insurance agent and discuss questions the Council has.

The relocation of the Swanville Library was again discussed.

The Mayor will go to the Swanville Senior Center meeting to find out what future plans are for the Center and report back at the next council meeting.

This being the first meeting of the year, the following organizational actions were made: 1. AJ Johnson will be acting Mayor in the absence of Mayor Peterson.

2. The First State Bank of Swanville will be the designated depository of the City.

3. The regular meeting date for the City Council meeting is the first Tuesday after the first Monday of each month. Special meeting only after proper notification and publication.

4. The Bond of the City Clerk/ Treasurer will be set at $12,000.00.

5. Assigned duties to the following Council Members and Citizens of the Community: Community Center-Diane Borgert and Julie Hollermann; City Park: Duane Johnson and Sandy Peterson; Streets and Sidewalks: Jim Piekarski and AJ Johnson; Springbrook Cemetery: Julie Hollermann and AJ Johnson; City Weed Inspector: Jim Molitor and Brian Zapzalka; Rural Fire Assoc. Investigation of a stolen ATM

The Todd County Sheriff’s Office, The Federal Bureau of Investigation and the Minnesota National Bank of Long Prairie are offering a cash reward for information leading to the arrest, and conviction of the person/person’s responsible for the theft of an ATM and funds in the ATM from the City of Browerville.

This reward is being offered in an attempt to obtain new information as to whom maybe responsible for the theft of the ATM. On 12-04-09 the Todd County Sheriff’s Office received a complaint that an ATM owned by Minnesota National Bank of Long Prairie had been taken from its sight in the city of Browerville.

Upsala High School sophomore, MaKenna Peterson, is the January, Senior High School Student of the Month. She is the daughter of Eric and Luann Peterson of Grey Eagle.

Legislative Update #1: The Legislature has been in session and has gotten to work early on several pieces of legislation that could have significant impact on your local school district; this week’s column will be my first legislative update and will address Senate Bill SF 56 which has four important provisions for school districts.

1) A two-year salary freeze for all school district employees - This is important for school districts as the outcome of negotiations with the labor unions that represent our employees will have a tremendous impact on our financial situation. All of the budget projections done by your school district assumed no increase in salaries for our employees, any increase granted would increase our deficit.

2) Repeal of the mandatory 2% setaside for staff development - State law

MaKenna has learned many valuable lessons during her tenure at UHS. She stated that her most valuable life lesson is gravity - “What goes up must come down, just like pride,” she said. “Pride comes before a fall.” The most valuable academic lesson she has learned is not to procrastinate because “it will definitely show in your grades.” MaKenna commented that her most valuable class is American history because she finds it interesting to learn about how our country began. Choir is the class she most enjoys because she said, “it is stress-free and entertaining.” When asked to offer advice for her classmates, MaKenna replied, “Care more about what God thinks of you than what other people think of you.”

Outside of the academic environment, MaKenna loves spending time with her friends and family as well as playing any type of sport. She participates with JO Volleyball and has a part time job at Lange Oil. After graduation, MaKenna plans to attend college to earn her degree in dietetics and strives to become a personal fitness trainer.

Our congratulations go out to MaKenna and her family. We wish her great success throughout her remaining years at Upsala High School and encourage her to continue to strive to be a positive role model for others.

mandates that 2% of general education funding be earmarked for staff development and while your school district will continue to fund staff development, mandated spending levels from the state simply does not make sense.

3) Repealing maintenance of effort laws - Current state law mandates that schools must either spend the same amount of money or employ the same number of people such as school counselors and nurses; this mandate takes flexibility away from local districts to make decisions that make sense based on enrollment and/or finances.

4) Repeal the $25 per student negotiations penalty - Current state law imposes a penalty on school districts only if negotiations are not settled by Jan. 15th.

This mandate applies only to one party to the negotiation process and can have the effect of pushing schools to settle to avoid paying a penalty. An example is the Minneapolis School District, which paid a reported $800,000 fine for not settling

by Jan. 15th; how does this promote education?

While we are still very early in the process, all four components of this bill would be (in the opinion of this writer) good legislation for school districts.

Upsala Girls Basketball

By Coach Paul Pelzer 2-3-11 Upsala 90 • Swanville 41 Upsala put running time on neighboring Swanville in a Prairie Conference game last Thursday night, but it wasn’t your run of the mill running time game.

Swanville led late in the first half 28-26.

In the last 22 minutes of the game Upsala outscored the Bulldogs 64-13. It looked like it was going to be the romp it turned out to be at the start of the game with the Cardinals scoring on their first four possessions and eventually building out a 15-2 lead. When the score was 24-14 with 9:48 left I asked coach Teas if Upsala would get 50 by half. That is when the game all of a sudden turned 180.

The Cards were outscored 14-2 over the course of five minutes. Upsala subbed all five starters during this stretch, with the effect being a time out. Once the starters returned in force the Cards put the bite on the Bulldogs. Upsala can score in a flurry and that is what happened the last four minutes in a 17-2 run. Upsala Library “The Help”: Wednesday, Feb. 16, 6:308:00 p.m. at the Upsala library for teens and adults to a readers advisory program. “The Help” is a bestselling novel by Kathryn Stockett set among privileged whites and their black servants in the racially divided Mississippi of 1962. If you have enjoyed “The Help” you will want to hear what other materials the library owns that expand on the book’s theme.

Mic Golden, who is responsible for all materials purchases for the Great River Regional Library system, will present the program.

The Golden Age of Radio: Sunday, Feb. 20, 1:30-3:30 p.m. for all ages at Upsala’s Community Covenant Church with Prudence Johnson and Dan Chouinard. Johnson is a well-known vocalist and Chouinard a pianist.

They will share their interpretations of radio standards from the ‘30s and ‘40s, and share period photos and memories of the era. Refreshments will be provided at a program intermission. This program is funded in part with money from Minnesota’s Arts and Cultural Heritage fund.
