And that, my friends, is the perfect definition of teamwork.

No team is composed entirely of perfect people. Whether you’re a superstar or a benchwarmer, you are an important member of the team.

Individuals working together as a group make a team successful. The success of any team – be it in sports or in business – is dependent on every person working toward a common goal.

The role of every team member, no matter how seemingly insignificant, is valuable to the team’s overall success.

I always get a kick out of when someone refers to someone else as a self-made man or woman. Let me tell you, there is no such thing. No one reaches their goals without the help of many others.

Michael Jordan said, “There is no “i” in team but there is in win.”

Whether you’re forming a fully selfdirected work team or leading a group that just needs to collaborate effectively, you must recruit the right people. Keep your eyes open for these abilities and traits: • Willingness to contribute. Is the person ready to put the team’s goals first? This doesn’t mean ignoring personal needs, but it does mean that team members must put their primary energy into contributing to the team so they can share in its success.

• Acceptance of roles. People on a team have specific jobs, tasks and roles. Although they should be willing to stretch themselves, they won’t be effective or helpful if they insist on going outside the boundaries of what the Harvey Mackay continued to pg 3

“The Good Old Days” -By Tom Kuehne Crushed Dreams

dreams. We think about some thing, person or happening, which will change our life so that we will be able to experience total success, happiness and comfort.

We dream and plan our future after the dream happens. We just can’t wait for things to happen so we can begin to “live the dream.” Sometimes it works. But not always.

I have driven on smaller country roads in Minnesota and North Dakota.

As I travel along I see an old, vacant farm place which, at one time, was a dream of some father as a fantastic place to raise a family. They moved to the place after the house was almost completed. Water was finally found on the property. A barn had to be built to shelter the cattle, which would offer some of the financial stability for the family.

The first few years were very difficult for the family, since money was constantly going out and very little money was coming in. His exhausted mind and body finally helped him to decide he should seek some financial help from the bank. He bought 4 cows, which brought his herd to 7. They were to produce a small cream check each week. One of the cows got mastitis and had to be put down. The price of cream reduced. Dry weather and grasshoppers reduced land production. His wife constantly reminded him that she was tired of living as a slave to “this place,” the bank wanted money to satisfy the note. He heard of a job in the city and decided that it would be more financially stable, he only had to work 10 hours per day and he had every Sunday off. That is where his dream lead them. The farm place sits vacant for more than half a century, but it still has a story to tell. Do we take time to listen?

Traveling through North Dakota it is not uncommon to see a town with most of the houses vacant, the stores on main street boarded up and a tall vacant grain elevator along the unused railroad tracks. This town at one time had a couple of bars, a cafe, a grocery store, a gas station and probably a church and a post office. Now there are only a couple of houses occupied by some senior citizens that absolutely refuse to move. The town probably represented the one-time dreams of a lot of people, who later needed to change their dreams to a different location. Do we hear their stories​??

Minnesota also has many towns which are now only memories of their past. When our forests were being harvested, the loggers formed towns close to the forests, the lumber mills or the transportation facilities to move

the wood products. As the forests and mills disappeared, the citizens frequently moved to locations with more opportunity.

Central Minnesota has the ability to keep many of their small towns populated. There always seems to be individuals who are interested in moving to a small town. I’m not sure if this is caused by these towns being closer to a town that offers employment and needed services or if our area has a need for affordable housing. Maybe both.

Dreams give us the desire to try something new. If they work, great! If they don’t, a new idea takes it’s place.

That is if we are not “mature,” because then if we really get excited about a new idea, we take a nap until it goes away.

team needs from them.

• Eagerness to assist. On a team, no one can back off and say, “That’s not my job.” Look for people with a track record of pitching in to help wherever they’re needed as situations call for it.

• Identification with the group.

Effective team members take pride from their association with the group. Find out what other teams, task forces, and committees a potential team member has worked on. How does he or she describe the experience?

• Responsible attitude. Everyone’s eager to share credit. Is your team made up of people willing to accept responsibility for failure? Look for people who can be honest about their mistakes and willing to learn from experience.

Perhaps the best example of teamwork I’ve ever heard of is one I share with my audiences whenever I give a speech. It’s about mules, not hedgehogs, but the message is every bit as effective.

A 26th Letter to America

By Manuel Ybarra, Jr. Last year, and maybe before then, TV News kept showing children of various ages riding on top of train cars headed north to America un-accompanied by grown-ups, in an extremely dangerous way.

Now we hear that we need to do something about giving citizenship to those who were brought here by their parents when they were young, and they are calling them dreamers. However, no one seems to mention that their parents are most likely illegals too.

In the past, America has been a magnet to the world. Still is! But that cannot go on forever.

It is time to stop saying, “We are a nation of immigrants,” and then using that period of America’s history, to justify acceptance of legal and illegal immigration. Remember, America’s population is now 316,158,692 and counting.

This of course started migration from the eastern part of America to the new territories west. “Go west young man, go west” was the old cry. A phrase attributed to Horace Greeley.

And this was soon followed by Europeans who desired to own land, and immigrated to America, the Land of Opportunity.

But those who came here illegally have no right to be here. They have been breaking our laws. They should be told to show respect for our laws and pack their bags and go back home. They can then place their names on the list behind those who have been waiting. Fair is Fair!

The driver is confused and says, “I don’t understand. Why did you have to call out all those different names?”

Obituaries Erma Blonigen

The Mass of Christian Burial, celebrating the life of Erma Blonigen, age 89 of Elmdale, will be 11:00 AM, Thursday, February 1 at the St. Edwards Catholic Church in Elmdale.

Burial will be in the parish cemetery. Erma died January 27, 2018 at the Hyatt House in Holdingford.

There will be a visitation after 10:00 AM, Thursday at the church in Elmdale.

Arrangements are being made by the Miller-Carlin Funeral Homes.

Erma was born May 9, 1928 in New Munich to Sebastian and Adelheid (Keppers) Funk. She attended the New Munich Catholic School. She married Leo Blonigen on May 31, 1949 in New Munich.

Mae M. Lyon

Mae M. Lyon, age 91 of Alexandria and formerly of Grey Eagle, passed away peacefully on Friday, January 26, 2018 at the Douglas County Hospital in Alexandria, Minnesota.

A funeral service was held Monday, January 29 at St. John’s Evangelical Lutheran Church in Grey Eagle with Pastor Michael Bitz and Pastor Fred Kutter officiating. Interment was in Lakeview Cemetery in Grey Eagle.

Mae Marie Olson was born November 29, 1926 at home in Upsala, Minnesota to Ivar and Esther (Hokanson) Olson. She graduated from Upsala High School in 1944. She was a member of St. John’s Evangelical Lutheran Church in Grey Eagle. She worked at a defense plant in Minneapolis during the war years. She

1953 when they moved to their farm near Elmdale. Erma also worked at the Upsala Community Center. She loved sewing, both vegetable and flower gardening, making quilts and canning. She had a special love for children. She is a member of the St. Edwards Catholic Church, the St. Edwards Christian Women, the Rosary Society and the Upsala American Legion Auxiliary She is survived by her eight sons, Ralph “Burr” Blonigen, Bowlus; Robert (Mary Jane) Blonigen, Bowlus; Gerald (Sharon) Blonigen, Holdingford; David Blonigen, Wadena; Charles Blonigen, Bowlus; Steven (Kathy) Blonigen, Elmdale; Tom (Carleen) Blonigen, Grey Eagle; and Patrick (Kristine) Blonigen, Bowlus. She is also survived by her brothers, Raymond Funk, Freeport; Walter (Lydia) Funk, Los Angeles, CA; 19 grandchildren and 11 great-grandchildren.

She is preceded in death by her parents, her husband Leo on May 16, 2003; a grandchild; two great-grandchildren, one sister, Marie Wiechman and three brothers, Andrew, Edmund and Alfred.

They farmed for over 50 years near Grey Eagle. After selling the farm, they moved to Alexandria, Minnesota in 2001. She loved her family and enjoyed being with them. She enjoyed raising flowers, gardening, canning, making quilts, and helping with the farm work with her husband of over 57 years.

Survivors include her children, Jeanie (Gene) Dickey of Alexandria, Judy (Carlo) Schwinn of Sartell; 4 grandchildren, Jennifer (Chris) Swanson of Alexandria, Jeremy (Lindsey) Dickey of Fargo, Tessa and Trina Schwinn of Sartell; great-grandson, Caden Swanson; nieces and nephews.

Mae was preceded in death by her parents; husband of 57 years, Melvin Lyon in 2008; infant brother; Paul Olson; and brothers, Clifford and Carl Olson.

Serving as casket bearers were Wayne Olson, Chris Swanson, Jeremy Dickey, Leslie Lyon Jr., and Mike Westrich.

Gerald J. “Jerry” Primus, age 64 of Melrose, passed away Thursday, January 25, 2018 at the St. Cloud Hospital in St. Cloud, Minnesota from injuries sustained in a car accident.

A Mass of Christian Burial will be held at 11:30 a.m. Thursday, February 1 at Sacred Heart Catholic Church in Freeport with Rev. Marvin Enneking officiating.

Inurnment will be at St. Mary’s Cemetery in Melrose at a later date.

Visitation will be from 10:30 to 11:30 a.m. Thursday at the church.

Gerald John Primus was born May 20, 1953 in Melrose, Minnesota to Joseph and Catherine (Olmscheid) Primus. He was united in marriage to Ann Marie Voss on April 12, 1980 at St. Mary’s Catholic Church in Melrose. Jerry worked at Jennie-O Foods in Melrose for 45 years.

He started at entry level and worked his way up to plant manager; retiring a year ago. He enjoyed the outdoors, reading the St. Cloud Times, visiting with people, and attending family gatherings. His laughter and ability to connect with people will be greatly missed.

The Mass of Christian Burial, celebrating the life of Eleanor Thell, age 90 of Albany, formerly of St. Francis, will be 11:00 AM, Saturday, February 3 at the St. Francis of Assisi Catholic Church in St. Francis, burial will be in the parish cemetery. Eleanor died Saturday, January 27 at the Melrose Hospital. There will be a visitation from 4-8:00 PM Friday and again after 10:00 AM, Saturday at the church. Parish prayers will be at 4:00 PM Friday and the St. Francis Christian Mother’s will pray at 10:30 Saturday at the church. Arrangements are being made by the Miller-Carlin Funeral Homes.

Valerian “Chub” A. Schwinghammer Mass of Christian Burial was held Monday, January 29, 2018 at Seven Dolors Catholic Church in Albany for Valerian “Chub” Anthony Schwinghammer, age 88 of Avon who died on T h u r s d a y, January 25, 2018. Rev. Julius Beckermann officiated and entombment was in Seven Dolors Parish Mausoleum.

Chub was born July 20, 1929 in Albany, Minnesota to Joseph and Katherine (Feneis) Schwinghammer.

Chub married Estelle (Thelen) on August 26, 1950 at St. Martin Catholic Church in St. Martin. Chub farmed in the Albany area on the family’s century farm. Chub also was employed as a machinist with the Wyman Corporation in St. Cloud

Bernice A. Scherping Bernice A. Scherping, age 95 of Freeport, passed away peacefully with family at her side on Monday, January 29, 2018 at CentraCare Health Hospital in Melrose, Minnesota.

A Mass of Christian Burial will be held at 11:30 a.m. Friday, February 2 at Sacred Heart Catholic Church in Freeport with Rev. Dan Walz officiating and Rev. Ralph Zimmerman concelebrating. Interment will be in the parish cemetery.

Visitation will be held from 4 to 8 p.m. Thursday and from 10:30 to 11:30 a.m. Friday at the church in Freeport. The Christian Women and Goldenaires Senior Citizens will pray at 4 p.m. Thursday evening at the church.

Bernice Ann Schiller was born December 4, 1922 in St. Anthony, Minnesota to William Sr. and Rose (Cherne) Schiller. On June 5, 1945 she married Edward Scherping at St. Anthony Catholic Church in St. Anthony. Bernice enjoyed playing cards, going to the casino, playing BINGO, and putting together jigsaw puzzles. She was an excellent baker and always had her oven in operation.

Her family, grandchildren, and great grandchildren were the joy of her life.

Bernice was a member of Sacred Heart Catholic Church in Freeport, Christian Women, and the Goldenaires Senior Citizens.

He was preceded in death by his parents; son, Randy in 2016; brothers, Al, Gene, Louie, Ed and Joe; sisters, Minnie Blenker, Aggie Lindberg, Martz Schiffler and Millie Heinen and son-in-law, John Ronallo.

Matthew Skwira

Services celebrating the life of Matthew James Skwira, age 50 of Rice, was held Monday, January 29 at the Community Church in Holdingford, burial was in the Minnesota State Veterans Cemetery, Little Falls. Matt died from injuries in a plane accident on Tuesday, January 23.

Matt was born October 2, 1967 in St. Cloud to James and Alice (Brinkmann) Skwira. He lived his entire life in the Holdingford area, with the exception of his time in the U.S. Marine Corps. He married Charlotte “Char” Spiczka on April 26, 1997 in Sauk Rapids. The couple owned Duckwood Prefinishing and Painting in Rice and Matt worked for Talon Innovations in Sauk Rapids. He was a man of many hobbies and talents. He was a man of great patriotism. Matt took much pride in our country and was a man who stood up

The amount you’ll pay out of pocket is even more ridiculous if you compare it to buying the same item, slightly used, somewhere else.

I don’t recommend rent-to-own scenarios when it comes to buying a home, either. Most of those offerings are listed at full retail price and then some. Plus, the contracts are tilted toward the seller’s side of the equation.

And very few people who sign a rentto-own home deal follow through and become homeowners.

When it comes to real estate deals, the only thing I would consider — other than an outright cash purchase — is leasing with an option to buy.

That’s different than rent-to-own, because in a rent-to-own situation you’ve committed to purchase. On a lease with an option to buy deal, you

have the right to purchase, but not the obligation.

Josh, most of the people who use rent-to-own deals are not in good financial shape. They’re deeply in debt, and they have no money. Rentto-own ensures they’ll stay there.

-Dave Dear Dave, I’m looking at long-term disability insurance policies. What does the term “elimination period” mean?

-Glen Dear Glen, The elimination period is, by definition, the time from the point you’re declared disabled by a doctor until you begin receiving payments from the insurance company. If you have a 90-day elimination period, it will be about that long from the time you’re officially declared disabled until you see your first check.

I recommend 90- to 180-day elimination periods, depending on what kind of financial shape you’re in, and how much money you have stashed away in savings, investments, and your emergency fund. If you have a fully-loaded emergency fund of three to six months of expenses — and you have little or no debt, plus other money stashed away — you should be able to carry a policy with a longer elimination period.

And remember, the longer the elimination period, the lower your premiums will be. Hope this helps, Glen!

Then, as the day unfolds and when the unexpected occurs and things seem upside down, we can know that He is holding us close to Himself and that He will protect us from that which might harm us. It is in His love that we are safe and secure. As Paul wrote, “Nothing can separate us from the love of God which is in Christ Jesus our Lord.” It is His love that keeps us close to Him and no one or nothing can break this bond that comes from Him. As we end each day, we are advised to praise God for His faithfulness. Indeed, by His grace He has brought us through another day and He has proven Himself to be trustworthy. Even when tragedy strikes or the light of His presence is dim, we have the assurance that He is with us.

If “things” look bad today, we can always look back at our “yesterdays” and see God at work in our lives and praise Him for His trustworthiness and faithfulness.

Bitz and Piecez -By Pastor Bitz The Prophet to Come like Moses, Deuteronomy 18:18 The literal meaning of Deuteronomy is “the second word or law” and the second time Moses addresses and lays out God’s expectations for his people is found in Deuteronomy. God began the first giving of his Word at Mt. Sinai or Mt. Horeb with, “I the Lord your God, who brought you out of the Land of Egypt, out of the house of slavery.”

And then he lists off the Ten Commandments. The expectation of obedience is first conditioned upon deliverance and salvation, and from the first giving of the law we see that mankind is in need of a mediator as they ask Moses to talk to God on their behalf because hearing God directly is a terrifying experience for them.

And now God tells of a greater prophet to come, verse 18, “I will raise up for them a prophet like you from among their brothers. And I will put my words in his mouth, and he shall speak to them all that I command him.” Why do we need this prophet? Because we are sinners. We are but filthy piles of dirt compared to the perfection and holiness of God. Long past are the times when God could freely stroll through his creation and communicate with his caretakers, the recipients of his divine mercy.

Sin has destroyed God’s ability to talk to us face to face without a mediator. We need an intercessor, someone to buffer the force of God’s holiness because of our sin.

The prophet to come like Moses that is spoken of is Jesus, like Moses, in that he was flesh and blood, one of us, but also God himself. Jesus, God’s only Son was to take on human flesh and be God’s perfect intermediary between sinful man and a holy God. Through his death and resurrection, through faith in the Word Dan

of God alone, which he spoke, could we be made Holy and bear to draw closer and closer to our creator once again. As we pass through Jesus our sin clings to his death upon the cross in our place and we need not fear God as the people at Mt Horeb did. For without the blood of Christ we too can only tremble in fear when we come before God like the newly freed Egyptian slaves did so long ago.

What sinners like us tend to miss about God’s invitation to come to him is that his grace is sufficient. Nothing the Israelites did in leaving Egypt made them worthy to sit at the foot of the mountain and listen directly to God, it wasn’t even the intercessor they had, it was God’s mercy. “I the Lord your God, who brought you out of the Land of Egypt, out of the house of slavery.” God is the one who delivers us, not we ourselves; we simply need to believe what God tells us. Ungodly religion turns away from God’s pure promises of forgiveness and makes grace conditioned upon human actions.

There is no greater freedom we can be given than to be freed from the burden of our sin and the idea that we must somehow present ourselves fully righteous before God. We have been set free from sin, free to serve God as he intended us to live, serving our neighbors in love, putting their needs before our own because our greatest need of being delivered from our own sins has been accomplished by God alone. The prophet to come like Moses accomplishes exactly that for us. Amen. *This is a summary of the sermon delivered on January 28th, 2018 by Pastor Bitz at St. John’s Lutheran Church in Grey Eagle, MN. Melrose City January 4, 2018 The Melrose City Council met in a Regular Meeting on Thursday, January 4, 2018 at 6:00 p.m. at the Melrose City Center pursuant to due notice being given thereof.

Present were Council Members Dick Christenson, Tony Klasen, Justin Frieler, Mayor Joe Finken, City Administrator Michael Brethorst, and City Clerk Patti Haase. Council Member Josh Thieschafer was absent. Mayor Finken arrived at 6:05 p.m. Council Member Klasen presided thereat.

The Council then recited the Pledge of Allegiance.

A motion was made by Mr. Christenson, seconded by Mr. Frieler and unanimously carried to approve the agenda as amended.

Council Member Klasen then opened the floor to public comment. There were no comments.

Approval of the following: a. The minutes from the Council’s November 8, 2017 Special Joint Meeting with the Commission, and the December 14 Regular Meeting b. 1) Assistant Weed Inspector: Mayor to appoint for a oneyear term. Streets/Parks Supervisor Gary Middendorf will serve in this position.

2) City Forester: Mayor to appoint for a one-year term. Streets/ Parks Supervisor Gary Middendorf will serve in this position.

3) Animal Control Officer: Mayor to appoint for a one-year term the Melrose Police Department as the City Animal Control Officer. c. 2) Animal Shelter: The Council to give consideration to designating the Minnesota Veterinary Associates, Inc. as the Animal Shelter. The Council to take action on this designation. d. Resolution Designating Official Depository and Supplemental Depositories for City Funds. This resolution designates Central Minnesota Credit Union – Melrose as the official depository for 2018 and the Finance Director is given the authority to name additional depositories for the deposit of funds.

The Council may wish to again grant the Finance Director the authority to name the depositories. This could be done with the understanding that Central Minnesota Credit Union - Melrose, and Freeport State Bank – Melrose would also be used as depositories.

The motion designating the depositories of City funds should include the following, “For the purpose of being certain that all funds in financial institutions will be insured, the Finance Director shall have the authority pursuant to Minnesota Statutes 118A.02, Subd. 1, to name depositories for the deposit of funds so as to make certain that all City funds are either insured or collateral has been pledged by the depository as security, as permitted by M.S., Chapter 118A.” e. Gambling Resolution No. 2018-2 Resolution Approving Gambling License to the Melrose Lions A motion was made by Mr. Frieler, seconded by Mr. Christenson and unanimously carried to approve the Consent Agenda items.

Consideration was then given to the following appointments:

1) Acting Mayor: Council to take action appointing an Acting Mayor for a one-year term.

Council Member Josh Thieschafer served as Acting Mayor for the year of 2017. Mayor Finken is recommending Mr. Thieschafer be reappointed as Acting Mayor for 2018.

2) Public Utilities Commission: The Mayor to appoint a Council Representative for a one-year term to the Public Utilities Commission. Dick Christenson served as the Council Representative for the year of 2017. Mayor Finken is recommending Mr. Christenson be reappointed to the Public Utilities Commission as the Council representative for a one-year term.

3) Planning and Zoning Commission: The Council to appoint two members for a four-year term.

Incumbents Adam Paulson and Mike Klaphake are seeking reappointment to the Planning and Zoning Commission. No other applications have been received. The Mayor to appoint a Council Representative for a one-year term to the Planning and Zoning Commission.

For 2017, Tony Klasen served as the Council Representative.

Mayor Finken is recommending reappointing Adam Paulson and Mike Klaphake, each for a four-year term, and Tony Klasen as the Council Representative for a one-year term to the Planning and Zoning Commission.

4) Melrose Area Development Authority (MADA): The Mayor to appoint a Council Representative for a one-year term to the Melrose Area Development Authority. For 2017, Josh Thieschafer served as the Council Representative. Mayor Finken is recommending reappointing Josh Thieschafer as the Council Representative for a one-year term to the Melrose Area Development Authority.

5) Parks and Recreation Board: Mayor to appoint and Council to concur a Council Representative to the Parks and Recreation Board to serve a one term. For 2017, Justin Frieler served as the Council Representative. Mayor Finken is recommending reappointing Justin Frieler as the Council Representative for a one-year term to the Parks and Recreation Board.

6) Melrose Fire Relief Association: Mayor to appoint and Council to concur a Council Representative to the Fire Relief Association.

Tony Klasen served as the Representative in 2017. Mayor Finken is recommending reappointing Tony Klasen to serve as the Council Representative to the Fire Relief Association Board for a one-year term.

7) Melrose Housing and Redevelopment Authority: Mayor to appoint and Council to concur a Council Representative to serve a one-year term to the Melrose Housing and Redevelopment Authority.

The Council to adopt Resolution No. 2018-3 Resolution of Appointment. Mr. Christenson introduced Resolution No. 2018-3, Resolution of Appointment to the Melrose Housing and Redevelopment Authority. The motion was seconded

by Mr. Frieler with a roll call vote recorded as follows: For: Council Members Christenson, Frieler, and Klasen; Against: None; Absent: Council Member Thieschafer, and Mayor Finken A motion was made by Mr. Christenson, seconded by Mr. Frieler and unanimously carried approving the aforementioned appointments.

1) The Council next gave consideration to designating the Grievance Representative for 2018. The Utilities Commission will also designate their Grievance Representative for 2018 at its January 8, 2018 meeting. For 2017, Joe Finken was the Council representative and Jeremy Kraemer was the Utilities Commission representative. Mayor Finken to be considered for reappointment as a Council Member to serve as Grievance Representative for 2018.

2) The Council gave consideration to appointing a member to the Ad Hoc Labor & Personnel Committee for future labor discussions. In 2018. Council Member Josh Thieschafer served as Council Representative and Eric Seanger served as the Utilities Commission representative for this Committee. The Utilities Commission will be appointing a representative at

its January 8, 2018 meeting. The Council to take action appointing a representative to the Ad Hoc Labor & Personnel Committee for 2018.

Mayor Finken is recommending reappointing Mr. Thieschafer as the Council Representative to the Ad Hoc Labor & Personnel Committee for 2018. A motion was made by Mr. Frieler seconded by Mr. Christenson and unanimously carried approving the aforementioned appointments. Council Member Klasen stated that staff has updated the 2018 Fee Schedule to include the revised room rental rates approved by the Council at its December 14, 2017 meeting. The Council to take action adopting Ordinance No. 1-4-2018, An Ordinance Summarizing and Reaffirming Fees for City Licenses, Permits and Services, Establishing a Fee Schedule of Fines and Providing for Subsequent Review, Modification and Amendment. Fees to be set as per Exhibit A. Mr. Christenson introduced Ordinance No. 1-42018 An Ordinance Summarizing and Reaffirming Fees for City Licenses, Permits and Services, Establishing a Fee Schedule of Fines and Providing for Subsequent Review, Modification and Amendment. Fees to be set as per Exhibit A. (See attached ordinance.) The motion was seconded by Mr.. Frieler with a roll call vote recorded as follows: For: Council Members Klasen, Christenson, and Frieler; Against: None; Absent: Council Member Thieschafer, and Mayor Finken.

Council Member Klasen noted that on January 3, 2018, Michael Creelman submitted his letter of resignation effective January 17, 2018. As per the historical direction of the Council, a full staff review was conducted. The review showed that the current workload and projected workload warrants a full-time staff position.

The residents who use the Planning and Zoning services have come to expect a timely turnaround for permits, questions, and guidance to conduct their projects. The same is true for development related questions and efforts. Based on this review and office work load, it is Staff’s recommendation to retain the Community Development Director position as a full-time staff position.

A motion was made by Mr. Christenson, seconded by Mr. Frieler and unanimously carried adopting the job description and pay scale for the Community Development Director position.

Mayor Finken arrived at 6:05 p.m. and chaired the remainder of the meeting Mayor Finken stated that the City Council has approved the concept for the replacement of the Melrose Dam with a rock arch rapid. As per State Law, the Sauk River Watershed District could place this on their master project list, if the City were to petition the Board to consider this project.

Council Christenson inquired as to if whether the riverfront property owners could be assessed for the improvements. City Administrator Brethorst stated that it is

a possibility and something that would need to be discussed.

Mr. Brethorst stated that the Sauk River Watershed District will make this determination. A motion was made by Mr. Frieler, seconded

by Mr. Klasen and unanimously carried to petition Sauk River Watershed to include the Rock Arch Rapids to their master plan and seek funding.

Mayor Finken noted that the City Council has approved the concept for the replacement of the Melrose Dam with a rock arch rapid plus have approved the channel realignment, retaining wall removal, new bridge design and associated bank stabilization. As per State Law, the SWCD could apply for funds on behalf of the City of Melrose and abutting property owners.

A motion was made by Mr. Klasen, seconded by Mr. Christenson and unanimously carried to petition SWCD to include the Sauk River Melrose Dam and replace it with a Rock Arch Rapids, channel realignment, retaining wall removal, new bridge design and slope The Council by consensus scheduled to host the German students on Monday, February 12, 2018 at 6:00 p.m.

The following informational items were discussed: a. Great River Regional Library Change in Hours. b. The League of Minnesota Cities Insurance Trust has approved returning a $6 million dividend to members of the property/casualty program this year.

Melrose received a dividend in the amount of $9,990. Attached is a summary c. Charter Communications Price Change and Charter Communications Channel Changes.

A motion was made by Mr. Frieler, seconded by Mr. Klasen and unanimously carried that the meeting be adjourned at 6:10 p.m.

Patricia Haase, City Clerk Grey Eagle City December 12, 2017 The regular meeting of the Grey Eagle City Council was called to order by Mayor Joe Arnzen at 7:00 p.m., on the 12th day of December 2017 in council chambers. Council members present were Roland Ahrendt, Thom Muellner, Bill Pohlmann and Brian Hollenkamp. There were no council members absent. Also in attendance were Chico Hellmann, Lori Hellmann and guests George Eilertson and Bryan Bye. A motion was made by Bill Pohlmann to approve the agenda with no changes. A second was made by Thom Muellner and upon vote, with all members voting in favor, motion carried.

Bryan Bye from Widseth Smith Nolting provided the council with an update on the activity that has taken place as we move forward with the sewer project. The surveyors have been busy getting all the information they need but will be back to finish up. Braun Intertec did the soil borings in several locations and they are waiting on the soils report. They have begun the design phase of the project and will be working with Loren Fellbaum on the county road project at the same time. As part of the plan, all utilities (water, sewer, fiber optic, natural gas, electric, etc.,) will all have to be shown.

George Eilertson from Northland Securities was in attendance to discuss interim financing for the sewer project. Since USDA is the only funding source, construction period financing needs to be set up. Typically loan money is spent first and the grant money would be spent last which would require short term financing needs to be in place until the construction is completed. Short term bonding can be paid off early without penalty and could anticipate approximately 11⁄2% depending on how the market is at the time. Financing doesn’t need to be done quite yet, but needs to be on the councils minds as the time gets closer.

The council discussed the property at 304 State Street East. Some clean- up has been done with the remainder to be done by mid spring.

The council discussed the property at 218 Woodman Street North. The culvert needs to be removed and replaced with steel in the spring. The Clerk was instructed to contact the city attorney to see what they can do when building permits are obtained but not completed.

A motion was made by Thom Muellner to approve Resolution No. 2017-26, A Resolution Approving 2018 Final Levy. A second was made by Roland Ahrendt and upon vote, with all members voting in favor, motion carried. The resolution is as follows: Resolution No. 2017-26: A Resolution Adopting Final Levy Payable in 2018 Therefore, Be It Resolved, that the following final budget for 2018 was approved and adopted by the Grey Eagle City Council on this 12th day of December, 2017.

It was brought to the council’s attention that some footstones were placed at Lakeview Cemetery that may be in violation of the cemetery policy. The council was instructed to look at the site and the policy will be reviewed at the January meeting.

There were no building permit applications for council consideration.

The Clerk was instructed to proceed with delinquent utility bills as allowed by ordinance.

A motion was made by Roland Ahrendt to approve the various fund transfers as follows: $101.26 from the General Fund of which $31.26 goes to the Water Fund and $70 goes to the Sewer Fund for Fire Hall and Library utilities, $750.67 from the Fire Fund to the Fire Hall Debt Service Fund and $1,209.10 from the Sewer Fund to the Sewer Rehab Fund. A second was made by Thom Muellner and upon vote, with all members voting in favor, motion carried.

A motion was made by Brian Hollenkamp to approve the payment of bills as listed and to include the payment of the following additional item: $200 to Central Minnesota Credit Union. A second was made by Thom Muellner and upon vote with all members voting in favor, motion carried.

The following water/wastewater/maintenance items were discussed: 1. Soil borings were done in several locations around the city. Braun Intertec did ten soil borings ranging from fifteen to forty feet deep.

2. The surveyors measured the depths of the manholes and gate valves for the sewer project design.

3. There have been complaints of cloudy water in the city. It appears that there may have been too much air in the system so the bubbler system was unplugged. The cloudiness cleared up and the bubbler system was put back in service.

A motion was made by Brian Hollenkamp to adjourn the meeting at 8:12 p.m. A second was made by Bill Pohlmann and upon vote, with all members voting in favor, motion carried.

The next regular meeting of the Grey Eagle City Council will be held on Tuesday, January 9, 2018 in council chambers.

Grey Eagle City Truth in Taxation Meeting December 12, 2017 The Truth in Taxation meeting was called to order by Mayor Joe Arnzen at 6:30 p.m., on the 12th day of December, 2017 in council chambers. Council members present were Roland Ahrendt, Thom Muellner and Bill Pohlmann.

kamp was absent. Also in attendance were Chico Hellmann and Lori Hellmann.

The purpose of the Truth in Taxation meeting is to give residents an opportunity to have the council explain the budget and levy for 2018. The levy for 2018 decreased by $867 which was the result of the levy for the Fire Department being lower than was

submitted in September.

There were no residents in attendance.

A motion was made by Thom Muellner to adjourn the meeting at 6:45 p.m. A second was made by Roland Ahrendt and upon vote, with all members voting in favor, motion carried.

Public invited to learn about plans for noise barrier along Interstate 94 in Avon

Stearns County Sheriff’s Dept.

On January 23rd at approximately 9:32 p.m., the Stearns County Communications Center received a call about a missing and overdue pilot. The caller indicated his friend, Matthew Skwira, had been out flying his plane and last heard from him around 3:00 p.m. The call was initially given to Sauk Centre Police Department as the airport is within city jurisdiction. Several deputies responded to the area to assist in searching for the plane. Surrounding airports in other counties were checked without success.

The Sauk Centre Fire Department was called out to assist in searching the area around the Sauk Centre Airport. The MN State Patrol was contacted for helicopter assistance but due to weather conditions

could not fly. The Stearns County Sheriff’s deployed their drone to assist in searching as well. Deputies and officers from Sauk Centre Police Department continued to search the area via squad car. Shortly after 8:00 a.m. on January 24th, the plane and pilot were located in a field 6 miles south of Sauk Centre and about 1 mile east of Highway 71. The pilot, Matthew Skwira, did not survive the crash. The Stearns County Sheriff’s Office worked in conjunction with the FAA and the NTSB as they investigated the crash and removed the plane.

Lieutenant Robert Dickhaus, Deputy Troy Janksy, Sauk Centre Police & Fire Departments and MN State Patrol assisted in the tragedy.

January 29, 2018: At 08:13 Nikkita Peterson, 29, of Swanville was driving west on County Road 12 east of Long Prairie when she hit a deer near County Road 39 with her 2012 Chevy Sonic car.

The car had damage to the drivers side front and side. Peterson was not injured in the accident.

Stearns History Museum celebrates family farms

Has your farm been in the family for over 100 years? Possibly 150? Consider joining the Stearns History Museum’s Century Farm program! All it takes is a little research to join the nearly 500 Stearns County farmers who value our strong agricultural tradition.

In 1978, the Stearns History Museum officially began its Century Farm program at the Andrew and Eunice Molitor place on a cloudy, August day in Rockville Township. The program celebrated the accomplishment of 100 years of continuous family ownership of at least 50 acres.

Andy commented in an article about the milestone, “I was happy to be farming; still am. I’ve never done anything but farm.”

Others echoed a similar feeling. Nearly

eighty more families would be recognized during that initial period, characterized by a treated pole and a rustic sign often placed near the farmhouse or driveway.

Four decades later, the program has approximately 480 participants.

The passage of time also brings another milestone for some families. Those farms formed by 1868 or earlier would qualify for a 150 year sign, a new option available this year for existing farmers in the program or those who would like to join it.

Avon area residents, businesses and motorists are invited to learn details about a 2018 project that will construct a noise barrier along Interstate 94 in Avon.

The public open house will be held Tuesday, Feb. 6, from 5 to 6:30 p.m., at Avon City Hall, 140 Stratford St. E. Those attending the open house will be able to view project’s plan sheets and get their questions answered by representatives from MnDOT and C.S. McCrossan Construction, the prime contractor for the project.

When complete, the project will construct a 3,400 foot long noise barrier within State right-of-way along the north side of I-94. The project begins this winter with tree and brush removal, and will be complete in summer 2018.

Helping Hands Outreach: New Executive Director Selected The concept for Helping Hands Outreach of Holdingford started as a conversation 17 years ago. Today, the organization is a valuable r e s o u r c e , providing inhome services, education, transportation, socialization and counseling to approximately 400 residents within its 200 square mile service area.

Haynes announced his retirement as executive director of Helping Hands, effective February 1, 2018. Haynes is looking forward to continuing his connection with Helping Hands as a volunteer.

“Leading Helping Hands Outreach has been one of the most rewarding aspects of my career,” Haynes said.

During his tenure the agency expanded its senior dining programs, added arts programming and built a community and adult day center in Holdingford.

The search for a replacement resulted in the selection of Carol Lundquist of Holdingford as the organization’s new Executive Director. Lundquist is longtime resident of Holdingford and brings knowledge and experience in supporting senior adults through her work managing the Catholic Charities congregate dining programs.

“I am very excited to be joining Helping Hands Outreach,” said Lundquist.

“Having raised a family here and lived in the area for 25 years I am familiar with the work of the agency and look forward to getting to know everyone and continuing the valuable services and good works Helping Hands has provided.”

The newest community service Helping Hands is providing is the Adult Day Center. The center, which opened in October, provides social and educational opportunities as well as be a safe place for those who are unable to be at home alone.

Helping Hands Outreach is a nonprofit organization headquarters in Holdingford, MN. The organization receives funding from federal and state sources, but depends primarily upon donations from the local area to continue its services. Helping Hands Outreach: Beginner String Instrument Class Offered St. Cloud-based musician Paul Imholte plays a variety of instruments, including the the auto harp, ukulele, and the hammer dulcimer to create a unique sound. Beginning in March, Imholte will pass on his knowledge in a series of introductory classes held in Holdingford.

The classes will be held on March 1, 8, 22, and 29 from 6:30-7:30 p.m. at the Community and Adult Day Center in Holdingford Minnesota. There is a fee. Scholarships are available based on

need.

Upsala Area Schools: Kindergarten Roundup Planned for March 2

Upsala Elementary School will be holding its annual Kindergarten Roundup on Friday, March 2, 2018. Registration for the class of 2031 will begin at 8:15 a.m. for all children who are interested in attending kindergarten at Upsala Elementary School starting in the fall of 2018. Parents should bring their child’s birth certificate and immunization record when they come on this day.

Paramount Center presents Korean Dreams The Paramount Center for the Arts is excited to announce the U.S. premiere of photographer Nathalie Daoust’s newest project: Korean Dreams which will be on display now through February 18th in the Paramount Lobby. Korean Dreams shows a forbidden look at North Korea, where truth is not lived, but reinterpreted by those in power.

Korean Dreams is a complex series that probes the unsettling vacuity of North Korea.

Piercing its veil with her lens, these images reveal a country that seems to exist outside of time, as a carefully choreographed mirage.

Daoust has spent much of her career exploring the chimeric world of fantasy: the hidden desires and urges that compel people to dream, to dress up, to move beyond the bounds of convention and to escape from reality. With Korean Dreams she is exploring the escapist impulse not as an individual choice, but as a way of life forced upon an entire nation.

Daoust deliberately obscures her photographs during the development stage, as the layers of film are peeled off, the images are stifled until the facts become “lost” in the process and a sense of detachment from reality is revealed.
