By Harvey Mackay A few weeks ago I wrote about my 20th anniversary of this column. This year, I also celebrate another important anniversary – 25 years since I published my first book, “Swim With the Sharks Without Being Eaten Alive.”

“Sharks” is still selling briskly around the world after all this time because the concepts haven’t changed. This is why “Swim With the Sharks” became the success it did, especially coming from a then unknown author from the flyover state of Minnesota.

Books from first-time authors typically have print runs of only 7,500 to 10,000 copies, which is only a couple books per store. This makes it much easier for publishers to recoup their losses if books don’t sell well. But I knew that to really give “Sharks” a chance, I needed a first printing of 100,000 copies. the 28th floor of a New York skyscraper when I asked for that size print run. They practically told me to jump.

Fortunately I brought in two huge briefcases with two large Rolodex files (remember, this was 1988) – containing more than 6,500 names from all over the world, including my connections with major companies, organizations and associations. That helped convince the publisher, William Morrow, to print 100,000 copies. “Sharks” became a #1 New York Times bestseller for 54 weeks.

As much as I love the title “Swim With the Sharks Without Being Eaten Alive,” unfortunately a lot of people thought I was advocating becoming a shark. Rather, my message then and now is to give people the tools to get along and work with sharks.

• The most important term in any contract isn’t in the contract – it’s dealing with people who are honest.

• Make decisions with your heart and you’ll end up with heart disease.

• If you burn bridges, you better be a damn good swimmer.

Top management lessons include: • It’s not the people you fire who make your life miserable; it’s the people you don’t fire who make your life miserable.

• You’ll always get the good news; it’s how quickly you get the bad news that counts.

• Little things don’t mean a lot; they mean everything.

• Practice makes perfect, not true.

You have to add one word: Perfect practice makes perfect.

• The single biggest mistake a manager can make is a bad hire.

• You can’t solve a problem unless you first admit you have one.

Sharing what I have learned in my de-

cades of business has been pure delight.

When I revised and updated “Sharks” in 2005, I challenged myself to see how much of my own advice I was still following. I can honestly report that my formula still keeps me safe in shark-infested waters.

Obituaries Leo Peter Lehner

Mass of Christian Burial celebrating the life of Leo Peter Lehner, age 87, of rural Albany, was held at 11:00 AM November 30, 2013 at St. Francis of Assisi Catholic Church in St. Francis. Father John Odero officiated and a private burial will take place in the parish cemetery at a later date. Leo passed away peacefully surrounded by his family at the Albany Hospital on Wednesday morning.

Leo was born August 24, 1926 in rural Albany to Peter and Theresa (Voller) Lehner.

He married Valeria I. Vos on September 9,

Mass of Christian Burial was held Monday, D e c e m b e r 2nd, 2013 at Immaculate Conception Catholic Church, St. Anna, for Eleanor Molus who passed away at her home on Thursday, November 28th, 2013 surrounded by her family. Rev. Gregory Mastey officiated and burial followed in the parish cemetery.

1958 at St. Anthony’s Catholic Church in St. Anthony, MN. Leo farmed his entire life on the Lehner Century Dairy Farm. He was a member of the Knights of Columbus and an active member of St. Francis of Assisi Catholic Church.

Leo is survived by his wife Valeria Lehner, Albany; his children Brenda (Joe) Ritter, Bowlus; JoAnn (Glenn) Pundsack, Freeport; Jim (Tammy) Lehner, Albany; Eugene Lehner, Albany; his grandchildren Kelly, Ashley, Cody, Abby, Michael, Anna, and Matthew; his great-grandchildren Wyatt and Hunter; and his sister Leona Rakotz, Blaine.

He is preceded in death by his parents Peter and Theresa Lehner, his daughter Kim Marie Lehner, and his brother-in-law Elmer Rakotz.

Arrangements were made with the MillerCarlin Funeral Home of Albany.

Eleanor was born on April 21, 1926 in Opole to Valentine and Veronica (Struzyk) Solarz. She had many good times with her sisters and loved a good laugh. While at a dance hall in St. Wendel, she met the love of her life - She married Alfred Molus on May 13, 1950 at Mount Carmel Catholic Church in Opole and they had five daughters. Eleanor worked at St. John’s University as a food services supervisor for over thirty years.

She often took students under her wing.

Eleanor’s family was the most important thing to her and she was a great mom. Every Sunday, Alfred and Eleanor enjoyed their traditional, Sunday, family meal. She taught her daughters how to clean, bake, cook, shop, and work hard.

Eleanor is survived by her husband Alfred; daughters, Patti (Charlie) Berscheid of Avon, Mary (Gerry) Heitzman of Holdingford, Brenda (Herb) Blonigen of Avon, Sherri (Brian) Sand of Albany; sister, Bernice Namyst of Eagen; brother, Leo Solarz of Minneapolis; ten grandchildren, and two great-grandchildren.

She was preceded in death by her parents; daughter, Shirley Molus in 1987; siblings, Elizabeth, Dorothy, Marcy, Angie, Janet, and infant sister, Marie.

Margaret MacArthur, age 68 of Cherokee Village, Arkansas, formerly of St. Francis, died after a two year, nine month battle with ALS on Thursday, November 28, 2013 at her home in Cherokee Village, Arkansas.

A Memorial Mass of Christian Burial will be held at 11 a.m. Saturday, December 7 at St. Joseph’s Catholic Church in Grey Eagle with Rev. Ronald Dockendorf officiating. Inurnment will be in the parish cemetery.

Visitation will be held from 4 to 9 p.m.

Friday at the Patton-Schad Funeral Home in Melrose and from 10 to 11 a.m. Saturday at the church. Parish prayers will be held at 7 p.m.

Margaret Alberts was born March 14, 1945 in Morris, Minnesota to Fred and Alice (Beckman) Alberts. The family moved near Cosmos where Margaret attended school and graduated with the class of 1963. In 1965 she married Earl Carlson and had a son, Phil and a daughter, Kris. They later divorced. On March 3, 1978 she married Douglas MacArthur.

Together they had a daughter, Mary and son, Mark. Margaret was employed at Univac in St. Paul for 10 years, then when she married Douglas, she became an active partner in the rotational grazing dairy farm they purchased near St. Francis. She loved caring for the

A Mass of Christian Burial will be held at 11 a.m.

Bertha Frances Mitchell was born March 5, 1923 in Lime Creek, Minnesota to Raymond and Clara (Wille) Mitchell. She moved to Sauk Centre in 1936. On June 8, 1943 she was united in marriage to Henry A. Barhorst at St. Paul’s Catholic Church in Sauk Centre. She raised eight children and worked at Pettit’s Children’s Home in Sauk Centre. She enjoyed flowers, playing cards, and baking.

Bertha was a member of St. Paul’s Catholic Church in Sauk Centre, Christian Mothers, American Legion Post 67 Auxiliary, and the St. Michael’s Hospital Auxiliary.

She was a member of St. Joseph’s Catholic Church in Grey Eagle and also belonged to the St. Cloud ALS support group in 2011. Margaret and Doug took many trips to Kentucky, Tennessee, Alabama, and Arkansas with Margaret insisting on doing all the driving. She enjoyed driving so much she drove twice to Florida alone to visit Phil and his family in Florida. Margaret loved making her German tradition New Year’s cakes (a pancake with sausage and molasses). She also enjoyed playing BINGO and after retirement, taking trips to the casino.

Survivors include her husband, Douglas MacArthur of Cherokee Village, Arkansas; children, Phil (Mary) Carlson of Three Rivers, Michigan, Kris (Frank) Salava of Wyoming, Mary (Rick) Skillings of Alexandria and Mark (Sara) MacArthur of Freeport; nine grandchildren; brothers, Louie (Karen) Alberts of Bird Island, Paul (Sue) Alberts of Lester Prairie, Harold Alberts of Socorro, New Mexico, Fred (Gin) Alberts of Hutchinson, Gordon (Linda) Alberts of Clear Lake, South Dakota and Marv Alberts of Stanley, North Dakota; and sister, Alice (Roger) Wirtz of Maple Grove.

Margaret was preceded in death by her parents, Fred, Sr. and Alice Alberts; brother, Henry Alberts in 1988; and sister-in-law, Romela Alberts in 2013.

Gertrude “Gertie” Cresentia Cremers Mass of Christian Burial celebrating the life of Gertrude “Gertie” Cresentia Cremers, age 92, of St. Anthony, will be at 11:00 AM Thursday, December 5, 2013 at St. Anthony’s Catholic Church in St. Anthony.

Father Michael Naughton will officiate and burial will take place in the parish cemetery following the mass. Gertie passed away peacefully at her home in St. Anthony Sunday evening. There will be visitation from 9:30 AM until the time of service Thursday morning at the church.

Gertie was born October 6, 1921 in Pittsville Wisconsin to Joseph and Anna (Kirsch) Poxleitner. She married Alex Cremers on June 21, 1943 at Seven Dolors Catholic Church in Albany. The couple took over the Cremers family farm north of Albany in St. Anthony where she worked as a homemaker and mother raising her four children. She was an active member of St. Anthony’s Catholic Church, which was shown through her involvement in the choir and Catholic Aid groups throughout the years. Gertie had many activities that gave

her joy in life including gardening, bowling, baking, knitting, crocheting, and sewing.

She also had a great love of driving. She put her love of driving her car to good use by visiting the sick and elderly, delivering meals on wheels, delivering parts or supplies to those on the farm, and just being an all around taxi to those who needed assistance.

Any time she got to spend in her car, even if it was just for a relaxing Sunday drive enjoying the countryside was time well spent. To those who knew her best, Gertie will always be remembered for being a patient, caring, and loving woman. In life, she was a peacemaker. What Gertie loved most in her life was time she got to spend with her family and grandchildren that she loved so much.

Gertie is survived by her children Jim (Joan) Cremers, St. Anthony; Bob (Ann) Cremers, St. Anthony; Mary Kay (Mark) Hoeschen, St. Joseph; Joyce (Fritz) Hoeschen, Freeport; and her 13 grandchildren and 23 ½ great-grandchildren.

She is preceded in death by her parents Joseph and Anna Poxleitner, her husband Alex Cremers who passed in 2006, her grandson Chad Cremers, and her siblings Ray Poxleitner, Ceil Schwinghammer, John Poxleitner, Theresa Forster, Joe Poxleitner, Mary Schiffler, Benno Poxleitner, and Rita Groetsch.

Arrangements are being made with the Miller-Carlin Funeral Home of Albany.

Edwin F. “Ed” Petermeier Edwin F. “Ed” Petermeier, age 98, of St. Rosa, died peacefully on Wednesday, December 4, 2013 at the CentraCare Health Hospital in Melrose, Minnesota after a short battle with cancer.

Edwin Fred Petermeier was born July 18, 1915 in Millwood Township, Stearns County,

Minnesota to Benedict and Mary (Kemper) Petermeier. He married Loretta Sand on May 26, 1947 at St. Anthony Catholic Church in St. Anthony. Edwin and Loretta took over the Petermeier family farm for 35 years. They retired in 1981 and continued to live on the farm until 2011 when they moved to Melrose.

He was a member of the St. Rose of Lima Catholic Church in St. Rosa and the Holy Name Society.

Ed enjoyed collecting snowmobiles, welding, mechanic work, hunting, and fishing.

He invented a spring loaded tractor seat for the Mpls. Moline and a bale loader. Ed was so creative that he made riding toys for his children to enjoy on the farm. He was a true naturalist and a great lover of wildlife.

Survivors include his wife, Loretta Petermeier of Melrose; children, Fr. Virgil Petermeier, osc of Onamia, Bernice (Don) Tackett of Vilonia, AR, Rosie (Jim) Athmann of Melrose, Irene (Rick) Gruber of Melrose, and Germain (Annette) Petermeier of Avon; son-in-law, Dan (Patty) Groetsch of Albany; 13 grandchildren, two step-grandchildren, and six great-grandchildren; and brother, Herman Petermeier of Albany.

Ed was preceded in death by his parents; daughter, Kathleen “Kathy” Groetsch; son, Ralph Petermeier; sister-in-law, Mary Petermeier.

If everything falls into place, you could easily have enough set aside for a big down payment a few months after the baby arrives. At that point, things will feel a little more settled. I know the temptation is great right now to move into a place you can call your own, but you want buying a home to be a blessing, not a curse. -Tiffany Dear Tiffany, Right now, a short-term certificate of deposit (CD) pays about the same as a money market account. The problem is you’re only going to make about 1 percent with either one. The good thing about a money market, though, is that there are no early withdrawal fees attached.

In my mind, an emergency fund isn’t there for the purpose of making money. It needs to just sit safe and sound until it’s needed. It should also be in a program where it’s easily accessible and there are no stupid fees or penalties for simply using your own money.

So, yeah, savings interest rates right now are aggravating. But you don’t have 3- or 4-percent-home-mortgage world without a 1-percent CD world. They kind of go together. Just remember that interest Dave Says continued to pg 6

Dear Dave, I’m in the military, and my wife and I have $13,000 in the bank along with $35,000 in a Roth IRA. We also have no debt, and we put $3,500 into our savings account each month. Our new baby is due to arrive in January, so do you think this would be a good time to buy our first home?

-Tom Dear Tom, Based on the market alone, it’s a great time to buy a house. Interest rates are fantastic, and prices are recovering but still buyer-friendly. However, considering your wife’s delivery date and the fact that it takes a while to find and complete the process of buying a home, I think I’d wait on this. Moving is stressful enough under normal circumstances, but combining that with a pregnancy could shoot your wife’s stress levels into the stratosphere. I really don’t think you want to do that to her. And speaking as an old married guy, it’s something you don’t want to experience, either.

Another thing to consider is if there’s a good chance you’ll be reassigned in the next four or five years. We work with the military a lot, and that means we see people who buy, and get stuck with, homes all over the country. These places usually become rental homes because they don’t sell quickly. Swanville Sr. High Student of the Month Audrey Barton has been chosen as the November Student of the Month for grades 10-12. She is the daughter of John Barton and Tina and Scott Eggerth.

Audrey is a senior.

“Audrey is very deserving of this recognition.

She is a very respectful and modest student,” states Pam Czech, Social Studies teacher. Czech continues, “She is kind, humble and always willing to lend a hand. In the years that I have had Audrey as a student, she has always been positive, energetic, and given a 100% effort on every task. Even though she is undecided about her future plans, I am confident that she will succeed in whatever she does.”

Audrey has many interests including listening to music, babysitting, watching

movies and spending time with family.

Audrey plans on attending college to get her generals done and deciding on a career later.

Her school activities include participating in softball when she was younger and being on the yearbook as a junior and senior. She is consistently on the honor roll.

“Audrey is a wonderful young woman!

She is definitely deserving of this award!” says Char Bzdok Science teacher. “I can always count on Audrey having a smile on her face when entering my classroom or passing her in the hallway. She is the type of student that always gives 100% on all her assignments. Many times I enter my classroom and I see a treat or some candy on my desk and I pretty much know it is a treat from Audrey.”

Audrey also volunteers and participates in her church, doing many activities there. She also volunteers her time and talents to Ruby’s Pantry.

“Get your stuff done now, because if you procrastinate it only make things harder,” is her advice to fellow classmates.

Swanville Jr. High Student of the Month Monthly workshop helps friends and family Freshman Jarick Rieffer has been chosen as the November Student of the Month for grades 7-9. Jarick is the son of Joel and Gail Rieffer. Jarick is very active in school activities participating in football grades 7-8, basketball grades 7-9, track last year as an eighth grade student and plans to participate in track in the spring of 2014. He is currently in band and has been since 5th grade. He has been active in theatre since seventh grade and is participating in the fall play “Uffda.” He has participated in Speech since seventh grade with plans to continue this winter.

He is currently in Student Council and was a member in seventh grade also. Jarick is consistently on the Honor Roll.

Shining some light on solar energy

Among the provisions contained in the Energy Bill passed this year by the Legislature were several that encourage the development of energy derived from the sun.

A solar energy mandate was added to the already existing Renewable Energy Standard (RES) that requires 20 percent of electricity sales originates from renewable energy sources by the year 2020 and 25 percent by 2025. The new law requires an additional 1.5 percent of a public utility’s retail electric sales in the state must be produced by solar energy by the end of 2020. The numbers for Xcel Energy, Minnesota’s largest provider of electricity, are higher with their required numbers for the RES being 25 and 30 percent.

A feature of the new mandate is that another payment option will be available to the utilities for paying for the power generated by solar. In the past, most small generators of electricity were reimbursed for their power at the retail cost of electricity. The new option available to solar generators is called the “value of solar,” which will be determined by the Minnesota Public Utilities Commission. This new price is supposed to reflect the value that solar energy represents to the power companies, taking into account the savings from not having to construct new power plants and transmission lines. The “value of solar,” at least for the first three years, cannot be below the utility’s average retail rate.

The big winner in this new piece of legislation is the method of producing solar energy called ”photovoltaic,” which simply means the energy produced goes toward generating electricity. Beginning in 2015, $15 million annually will be earmarked as incentives for this type of power generation. The other type of solar production is called “solar thermal,” and instead of producing electricity, this method heats water for either heating or air conditioning systems. Beginning next year, $250,000 annually will be allocated by the Dept. of Commerce for rebates to the owners of residential and commercial buildings who install solar thermal systems manufactured in Minnesota. One solar thermal manufacturing plant is located here in central Minnesota, and that is Solar Skies in Alexandria.

The revenue to at least partially fund these new programs will be generated by a sales tax on the wholesale cost of electricity assessed to the public utilities that do business in the state. They include Xcel Energy, Minnesota Power,

Otter Tail Power, Alliant Energy Interstate Power and Light and Northwestern Wisconsin Electric Company. Together, these companies account for about twothirds of all retail electricity sales in Minnesota. Rural electric cooperatives and municipal power suppliers were exempted from this new tax.

This new mandate will increase the cost of electricity in Minnesota, especially for those served by the aforementioned utilities. I am concerned about keeping our state competitive with its neighbors, and this is another example of how costs here will become higher.

For average Minnesota families, this will show up on their electric utility bills.

This past year will certainly be remembered as one presenting many challenges to Minnesota farmers. Beginning with the cold, wet spring and continuing through summer storms and a wet period this fall during harvest, conditions were less than ideal most of the time. And with forecasts calling for higher global production, prices are expected to remain around the cost of production into the foreseeable future.

Local Municipality Minutes Melrose City October 24, 2013 The Melrose City Council met in a Regular Meeting on Thursday, October 24, 2013 at 6:20 p.m. at the Melrose City Center pursuant to due notice being given thereof.

Present were Council Members Jenny Mayers, Joe Finken, Tony Klasen, Dick Christenson, Mayor Tim Vogel, City Administrator/ Treasurer Michael Brethorst and City Clerk Patti Haase. Mayor Vogel presided thereat. Also in attendance were several American Government students from the Melrose Area Public High School. The Council then recited the Pledge of Allegiance.

A motion was made by Mr. Finken, seconded by Mr. Klasen and unanimously carried to approve the agenda as submitted.

Mayor Vogel then opened the floor to public comment. There were no comments.

The following items were considered for approval under the Consent Agenda: a) the minutes from the Council’s August 13 Special Joint Meeting with the Utilities Commission, Melrose Area Development Authority/Community Opportunities Committee, and the Planning and Zoning Commission, the Council’s September 12 Regular Meeting, and the October 8 Special Joint Meeting with the Utilities Commission. b. list of bills in the amount of $248,833.37. (See attached list) The list of bills includes the membership dues for the League of Minnesota (LMC) in the amount of $3,533 plus an additional $30 for Minnesota Mayors Membership Association dues. The LMC provides consulting, professionals training and insurance service to the City and the Utilities Commission. This is an increase of $112, or 3.3%, from the previous year. The cost share is 75% General Fund / 25% Utilities Fund. c. list of investments for the month of September. d. proposed Resolution No. 2013-45, Resolution Appointing Election Judges. The election judge appointments are for the Special Primary Election that will be held on Tuesday, November 19, 2013 and for the Special Election Day on Tuesday, January 28, 2014. e. In cooperation with the Melrose Lake Improvement Association (MLIA), CURA, University of Minnesota, St. Cloud State

University and the City of Melrose a research project was completed to address the initial conditions of Melrose Lake. As per Jeff Corn from CURA, the total cost for the project was $4,500. The original cost share for the project was $1,500 MLIA/City of Melrose, and $3,000 from CURA; however, CURA has requested the cost share be changed from $3,000 CURA to $1,500. This confusion is due to an error from CURA with their original agreement with MLIA and the City. City Administrator Brethorst and MLIA President George Traeger negotiated with CURA and recommend splitting the difference to $750 on top of the original $1,500, for a total City / MLIA cost of $2,250.

The City will pay $375 and MLIA will pay $1,875. Cyril Braegelmann, President of the Melrose Meadowlark Patio Home Association, addressed the Council regarding street sweeping and snowplowing of Emerald Avenue SW and Garnet Avenue SW. The Association consists of 16 homes each on ¼ acre. The Association is asking the City to sweep the streets and remove the snow for Emerald Avenue SW and Garnet Avenue SW. These streets are considered private roads and, therefore, not maintained by the City. The Association is requesting the City maintain the streets at no cost to the residents or consider contracting the snowplowing and street sweeping of the main streets.

Staff will meet with Association members on Monday, October 28, and bring a recommendation before the Council at a special meeting to be held on Tuesday, October 29 at 6:00 p.m.

Police Chief John Jensen presented the Police Department’s September report. Chief Jensen noted that 14 citations were written for the month of September 2013.

He stated there were 233 calls for service during this month compared to 231 for August of 2012.

The year-to-date number of calls is 1984, compared to 2077 in 2012.

Director Walz reported that on Friday, October 11, Stearns County Emergency Management Director Erin Hausauer and Hazard Mitigation Planner Matti Gurney with the Minnesota Department of Public Safety - Division of Homeland Security and Emergency Management along with City Administrator Brethorst, Police Chief Jensen and Planning and Development Director Walz met separately with Melrose Mobile Home Park owner Randy Dufner and Melrose Community LLC/Rose Park owner John (Jeff) Bonner. The purpose of the meetings was to review the current status of each park owner’s progress to construct approved storm shelters of adequate capacity for their respective mobile home parks.

Director Hausauer noted and Mr. Gurney concurred that there have been unusual delays with the storm shelter project for Melrose Mobile Home Park which were beyond Mr. Dufner’s control. It is the belief of Mr. Gurney and Director Hausauer that with Mr. Dufner’s continued cooperation and no negative impact resulting from the federal government’s current shutdown, the storm shelter project for Melrose Mobile Home Park should be completed

by Fall 2014 and possibly much sooner. Previously, Mr. Bonner had chosen to pursue construction of a storm shelter for Rose Park without using assistance from the Stearns County Emergency Management Department or applying for matching grant funding from the Minnesota Department of Public Safety – Division of Homeland Security and Emergency Management as Mr. Dufner is doing. At the October 11 meeting, Mr. Bonner requested the assistance of Stearns County Emergency Management Department in submitting a grant request for Minnesota Department of Public Safety – Division of Homeland Security and Emergency Management matching grant funding for a storm shelter for Rose Park. Director Hausauer stated her willingness to provide such assistance to Mr.

Bonner and she, along with Mr. Gurney, believe with everyone’s cooperation, a six month application approval timeline is realistic – depending on any negative impacts of the federal government’s current shutdown.

Previously, the Council inquired about the possibility of a Stearns County representative familiar with the City’s two mobile parks appearing before it to address the status of storm shelter progress for the two parks and other issues related to the parks. Although staff was unable to arrange such a presentation by the Stearns County Attorney’s Office and/or the Stearns County Environmental Services Department, which licenses mobile home parks, on Monday, October 14, a meeting was held at Stearns County attended by representatives from the Stearns County Attorney’s Office, the Emergency Management Department and the Environmental Services Department with City representatives Administrator Brethorst, Chief Jensen and Director Walz present. Unfortunately, Council Member Mayers was unable to attend as she had intended. A follow-up summary and anticipated schedule from that meeting is being prepared by Stearns County and will be presented by memorandum or in person by a County representative at the Council’s November meeting.

City Attorney Scott Dymoke reported on projects he has been working on for the City: • Park Shelter: worked with City staff to prepare bidding and

sale documents for Lions/Jaycee Park Shelter.

• CentraCare Expansion: worked with City staff and attorney Tom Mathews on preparation of Development Agreement for CentraCare expansion.

• Tower Lease: received and reviewed draft of proposed terms for lease of space on north tower from Verizon.

Electrical Supervisor Lyon has made contact with the property owner at 108 1st St NW regarding the owners desire to sell the property to the City/Utilities. The property owner indicated a desire to sell the property to the City/Utilities at this time and indicated that he would like to proceed with the sale. The purchase is in the Five Year Capital Improvement Plan as a 50/50 split between the City and Electric Fund.

The Council may wish to consider closing the meeting to develop or consider offers or counteroffers for the purchase of real or personal property.

According to State Statutes, there are certain exceptions to the Open Meeting Law, which allow councils to close meetings. The City Council may, by majority vote in a public meeting, decide to hold a closed meeting to determine the asking price for real property to be sold by the public body, review confidential or non-public appraisal data; develop or consider offers or counteroffers for the purchase or sale of real or personal property.

Prior to closing a meeting under any of the following exceptions, the public body must state on the

record, the specific grounds that permit the meeting to be closed and describe the subject to be discussed, and identify the particular property that is the subject of the meeting.

The meeting must be tape-recorded and the property must be identified on the tape. The recording must be preserved for eight years and must be available to the public after all property discussed at the meeting has been purchased or sold or after the public body has abandoned the purchase or sale. A list of council members and all other person present at the closed meeting must be made available to the public after the closed meeting. The actual purchase or sale of the property must be approved at an open meeting, and the purchase or sale price is public data.

The Utilities Commission, at its October 14 meeting, authorized staff to proceed with the purchase agreement upon Council concurrence. The Commission authorized negotiations and recommended price parameters.

A motion was made by Mr. Finken, seconded by Ms. Mayers and unanimously carried authorizing the Property Acquisition/Disposition Committee to begin negations with the property owner at 108 1st St NW for the purchase of the real property.

Mayor Vogel noted that according to the Fire Department Policies, Officers’ terms expire every two years. The terms will expire on January 1, 2014; therefore, applications for Chief, 1st Assistant Chief,

2nd Assistant Chief, and Training Officer were accepted through October 15. One application was received for the Fire Chief position, which is from current Chief Jeremy Kraemer. Because he is the only applicant and currently serving in this capacity, no interview was necessary. It is the consensus of the Ad Hoc Labor & Personnel Committee, City Administrator Brethorst, and HR Coordinator Gruber to appoint Mr. Kraemer as Fire Chief for 2014-2015.

To date, three applications have been received for the two Assistant Chief positions and two applications have been received for the Training Officer position. The applications will be reviewed by HR Coordinator Gruber to ensure they meet minimum qualifications. Interviews for the Assistant Chiefs and Training Officer will be conducted by the Fire Chief and Executive Fire Relief Association Executive Committee Members. A recommendation on these appointments will be made at the Council’s November meeting.

A motion was made by Ms. Mayers appointing Jeremy Kraemer as the Fire Chief for 20142015. The motion was seconded by Mr. Christenson with a roll call vote recorded as follows: For: Council Members Mayers, Christenson, Klasen, and Mayor Vogel; Against: None; Abstain: Council Member Finken due to a potential conflict of interest.

Mayor Vogel noted that the Council and Utilities Commission authorized staff to seek bids for the replacement of the 2000 Dodge Dakota during their September 2013 meetings. The 2013 State Bids have expired and the 2014 State Bids will be available in early November. Once the State Bid has been published, local quotes will also be sought.

Mayor Vogel stated that at the August 15 meeting, the Council authorized staff to negotiate the trade of the 2008 International Ambulance in exchange for one new ambulance.

Ambulance Coordinator Jenn Tschida is working through the North Central EMS Cooperative Purchase Program to acquire the vehicle and the vendor whom is providing the sale is Road Rescue.

As this purchase is through the Cooperative, the City does not have to receive alternate bids as this vehicle has already been bid out. The quote for the trade-in of the 2008 International Ambulance is $70,000.

A new 2013 Ford Ambulance will cost $150,000 less the ($70,000) trade-in for a grand total cost to the City of $80,000. This purchase will come out the Ambulance set-asides.

A motion was made by Mr. Finken, seconded by Mr. Christenson and unanimously carried authorizing staff to enter into a purchase agree-

ment with Everest Emergency Vehicle for a 2013 Ford Ambulance.

Mayor Vogel noted that at the August 15 meeting, the Council authorized staff to negotiate the trade of the 1996 Ford Ambulance in exchange for one used ambulance.

Ambulance Coordinator Tschida is working through the North Central EMS Cooperative Purchase Program to acquire the vehicle and the vendor whom is providing the sale is Road Rescue. Coordinator Tschida, in cooperation with Road Rescue, has found a 2003 used Ford Ambulance for a cost of $25,000, which includes all setup. Trade-in value of the 1996 Ford is $3,000. As per Coordinator Tschida, the 1996 Ford Ambulance will not be easy to sell on our own, plus we would not have room to store the 1996 rig if we purchased the used 2003 Ford Ambulance. This purchase will come out the Ambulance set-asides.

A motion was made by Mr. Klasen, seconded by Mr. Finken and unanimously carried approving the purchase of the 2003 Ford Ambulance and authorizing trade-in of the 1996 Ford Ambulance contingent upon the vehicle passing inspection.

Mayor Vogel next noted that the Ambulance Department is in need of replacing the manual cot from the 1996 Ford Ambulance and purchasing an additional power cot for the new 2013 Ambulance. Additionally, the Department would like to purchase a power chair to assist in moving patients via chair up and down stairs versus using a cot. The Ambulance industry is shift away from using cots to move patients up and down stairs if medically possible for the patient. The Department is requesting permission to seek quotes for one stair chair and three power cots. The estimated cost for a power cot is $15,000 per cot and $6,000 per stair chair for a possible total cost of $51,000 for three power cots and one stair chair.

However, we would like to trade-in the two power cots and one manual cot. The power cots are eight years old and the manual cot is estimated at 20 years.

We do not know how much the trade-in would yield, plus fundraising letters will be sent out to help offset the cost for the new chair and power cots. An acceptance to policy in the awarding the bids is requested due to the timing of the arrival of the 2003 Ambulance and 2013 Ambulance. Arrival is anticipated prior to the December Council meeting. Approval is requested to be granted to the City Administrator upon consultation with the Ambulance Coordinator. A motion was made by Mr. Finken, seconded by Mr. Christenson and unanimously carried directing staff to seek bids, trade in necessary old equipment as per policy, and allow staff to award bid to lowest bidder, with a cap of $46,000 for the purchase of the power cots and stair chair.

City Administrator Brethorst reported that at the Council’s first meeting in January 2014, consideration will be given to making appointments to the various boards and commissions. Residents that those interested in seeking appointment should submit their application to the City Clerk by no later than Friday, November 15. Applications are available at the Melrose City Center. Terms are expiring on the following boards and commissions: Housing and Redevelopment Authority: One member (five-year term), term expiring: Marlene Klasen; Planning and Zoning Commission: two members (fouryear term), term expiring: Henry Ahrens, and Mike Klaphake; Public Utilities Commission: one member, (three-year term), term expiring: Eric Seanger; Melrose Area Development Authority: one member, (six-year term), Term expiring: Jim Carstens.

Mayor Vogel reported that the Melrose Lake Association has requested the City of Melrose explore additional best practices for its Storm Water Management efforts in an attempt to be a leader in the community. One such action would be to request a review of the City Center property by the Stearns County Soil and Water Conservation District. This would be no cost for the review; however, the implementation phase would be a roughly 75% cost share with the County with the City funding 25%. The local match of 25% can be in-kind. The Utilities Commission, at its October 14 meeting, authorized the review only from Stearns County Soil and Water Conservation relating to Storm Water Management. A motion was made by Mr. Klasen, seconded by Ms. Mayers and unanimously carried concurring with the Commission authorizing the review only from Stearns County Soil and Water Conservation relating to Storm Water Management.

Mayor Vogel noted that staff has received a quote from Marco for the purchase of an additional $5,000 of services at a discounted cost of $4,750. Staff has contacted Arvig as to whether they provide these network services. At this point, they are beginning to provide services; however, staff recommends that we renew the agreement with Marco and continue to keep in touch with Arvig as to whether they are expanding in these services. The City has been purchasing blocks of service time for the past several years and this has worked well. A motion was made by Mr. Klasen, seconded by Mr. Finken and unanimously carried concurring with the Utilities Commission approving entering into the service agreement.

Round Up; Sales and Use Tax It was the consensus of the Council to allocated $300,000 of the loan principle monies from the CentraCare funds to offset the costs of the bridge project. Mr. Klasen recommended a special workshop meeting to review the Five Year Capital Improvement Plan line item by line item to see what expenditures could be pushed back or eliminated altogether. It was by consensus of the Council to have WSB & Associates submit a model Pavement Management Program for their review to determine if it is a tool the City would like to utilize to assist with street project planning.

Planning and Development Director Walz reported that two 35 foot tall posts which will support the 14’W x 35’H sign for the Melrose I-94 Industrial Park have been installed. In addition, the Utilities Department has completed the installation of the electrical service to the sign location so the sign can be lighted upon completion. The cost for the electrical service installation has been included in the lease fee for the sign panels. The sign will have six 3.5’H x 14’W two-sided panels. The City will use two panels and Warrior Boats will use two panels. Jim Fuchs Trucking Inc. and Genex Farm Systems will each have a two sided-panel.

The City will use its two panels to note the Park’s name and the availability of vacant industrial lots for development. The final version of the agreement was presented to the Council for approval. A motion was made by Ms. Mayers, seconded by Mr. Klasen and unanimously carried approving the Melrose I-94 Industrial Park sign lease agreement.

The following informational items were then reviewed:

a. Correspondence from CenterPoint Energy. b. Utilities Commission’s September 9 Regular Meeting and September 20 Special Meeting minutes. c. Planning and Zoning Commission’s August 1 Regular Meeting minutes. d. GRRL (Melrose Public Library) system will discontinue providing preprinted income tax forms. Patrons can continue to use library computers to print forms they need for 10 cents per page. e. On October 17, Police Chief John Jensen received his 30-year recognition award of $150 as outlined in City Personnel Policy – Employee Recognition Program.

Chief Jensen is to be commended for his years of service. f. CenterPoint Energy has provided notice that they will automatically adjust the franchise fee for the City of Melrose from 3% to 4% on gross revenues in 2014.

The revenues received from this is dedicated to street and road repairs. g. The following is a list of upcoming schools and conferences: 1) Rebalancing Local Government held Thursday, November 21 in St. Paul. Attending: City Administrator Michael Brethorst. Registration fee: $125 per person. h. Kari Frieler has submitted her resignation from the Ambulance Department effective November 1, 2013. Ms. Frieler has served on the Department since December, 2006. There are still 17 active members on the Department and Coordinator Tschida feels they are adequately staffed.

A motion was made by Mr. Finken, seconded by Ms. Mayers and unanimously carried that the meeting be adjourned at 8:05 p.m.

Campaign for the Mother of Mercy Chapel and Gathering Space Renovation Project

As we near the close of 2013 Mother of Mercy is excited to announce a Capital Campaign to expand and remodel the Chapel space at MOM! The current Chapel/Gathering space is limited in size and resources for its multiple uses (worship, activities, and meetings). This project will enlarge our space and make our space more useful. Doorways will be widened, flooring updated, new furniture added and sacristy and storage space included. New technology will be added to help everyone to see and hear better.

We need your help in raising the remaining $55,000.00 of the $250,000.00 project. MOM has already secured $195,000.00 in private funds towards the project goal. MOM plans to start the renovation work in the spring of 2014.

hicle age and condition does not allow for it to be use without significant overhaul costs. The command vehicle does not currently run and is out of service. The Department is looking into options to replace the vehicle; however, this is a slow process due to funds available.

As a temporary solution, the 2000 Dodge Dakota could be used by the Department as a command vehicle if needed. The Dodge Dakota is in need of a new transmission and scheduled to be replaced in late 2013/early 2014; however, if it is stored in a climate-controlled environment, it would serve the Department until a long-term solution is found. The estimated trade-in value of the Dodge Dakota is $1,500 due to the need to replace the transmission. It is not recommended to use the Dodge Dakota as the long-term solution due to the small size of the truck. A motion was made by Mr. Christenson, seconded by Ms. Mayers and unanimously carried directing the Department to salvage or sell Vehicle 507 outright and seek options to replace the command vehicle and authorization granted to Fire Chief on best financial value for Department as to sell or salvage the vehicle.

City Administrator Brethorst stated that from 20152019, there are considerations for nearly $4 million dollars in capital projects. As of today, there is not enough funding to pay cash for the projects. The City will run out of funds in 2015 to pay for all currently planned street projects. The Council has options available to consider helping fund these projects. Administrator Brethorst noted several options: Levy; Assessment Policy; Allocated Funks from 203 Unrestricted; Allocate portions of CentraCare funds; Operation

Deadly Monday on roads prompts safety reminders Classified Ads

Four fatal crashes on snowy and slippery Minnesota roads are a reminder that motorists need to plan ahead and adjust their driving to the weather, according to the Minnesota Department of Public Safety (DPS) Office of Traffic Safety. The four fatal crashes occurred Monday, Dec. 2.

• One person was killed after their car was struck by a jackknifed semitrailer. The semitrailer was traveling eastbound on Interstate 94 in Stearns County when it jackknifed, crossing the median into w=estbound traffic.

The westbound vehicle then struck the semi, killing the driver.

• A motorist traveling northbound on Highway 7 in Big Stone County died after losing control of their vehicle. The vehicle ran off the road and rolled down a steep hill.

• A driver traveling westbound on Highway 210 in Aitkin County was killed when they lost control of their vehicle, which slid sideways into eastbound traffic. The vehicle was struck on the passenger side by an eastbound vehicle.

• A motorist traveling westbound on Sherburne Avenue in Becker Township (Sherburne County) died when their vehicle ran off the road and crashed into a tree. The driver was not wearing a seatbelt.

“These crashes are tragic reminders that we need to be especially cautious when driving during winter weather,” said Lt. Eric Roeske, Minnesota State Patrol. “With more winter weather on the way, we need everyone to drive at safe speeds and provide for plenty of travel time as road conditions can change in an instant.”

In 2012, there were 5,688 crashes on snow- and ice-covered roads in Minnesota.

Those crashes resulted in 28 deaths and 3,109 injuries.

Safe Winter Driving Tips • Avoid unnecessary travel if conditions are too poor.

• Buckle up, and make sure child restraints are secured. It is recommended not to use bulky clothing when securing a child in a restraint. Use blankets on top of the child restraint harness, not beneath.

• Drive at safe speeds according to road conditions, and provide for plenty of travel time.

• Increase safe stopping distance between vehicles.

• If skidding, remain calm, ease foot off the gas, and turn the steering wheel in the direction you want the front of the vehicle to go.

• Clear snow and ice from vehicle windows, hood, headlights, brake lights and directional signals.

• Headlights must be turned on when it is snowing or sleeting.

• Do not use cruise control on snowy/icy/ wet roads.

• Use extra precautions when driving around snowplows by keeping at least five car-lengths behind plows.

MnDOT: Don’t Crowd the Plow The Minnesota Department of Transportation (MnDOT) has its plows out on state roadways clearing snow and applying sand and salt.

MnDOT encourages motorists to give plows room to work and to slow down when encountering plows.

Motorists also are reminded that as temperatures drop, ice may form and create slippery spots. Bridges also may become slippery.

Winter Weather Emergency Kit DPS’ Division of Homeland Security and Emergency Management urges motorists to create a winter weather emergency kit for their vehicle in case they become stranded.

The kit should include: • Coffee can and small candles and matches to use to melt snow for drinking water.

• Brightly colored bandana or cloth to hang from the vehicle window to signal help is needed.

• Large plastic garbage bags to tie around feet to keep them warm.

• Safety pins to secure the garbage bags.

• Whistle to alert authorities.

• Snacks.

• Cell phone adapter to plug into lighter.

• Plastic flashlight and spare batteries.

• Extra hats, mittens, boots and blankets.

Motorists who are stranded should remain in their vehicle and call 911 for help.

Extra DWI Enforcement Continues Law enforcement agencies around the state are adding extra DWI patrols this holiday season in an effort to combat drunk driving-related crashes. The enforcement effort will run through the end of the year.

There were approximately 655 DWI arrests during the Thanksgiving Holiday weekend (Nov. 27-Dec. 1).
