A new year brings change -By Harvey Mackay A new year often brings new beginnings. I was intrigued to discover how one company used a novel way to motivate employees to think about new ways of doing things.

Here is the approach practiced by Chiyoji Misawa, who founded the largest home builder in Japan, Misawa Homes, more than 50 years ago. He “died” at least once every decade to arrest the momentum of out-of-date assumptions and policies. He sent a memo to his company that formally announced “the death of your president.”

According to Robert H. Waterman, Jr. in his book, “The Renewal Factor,” this was Misawa’s way of forcing the whole company to rethink everything.

they are used to the old way of doing things, Misawa declared: “That was the way things were done under Mr. Misawa. He is now dead. Now, how shall we proceed?”

I was particularly interested in this novel idea because so often the resistance to major changes starts at the top. As the saying goes, “If it ain’t broke, don’t fix it.”

But that thinking doesn’t apply to improvements. Simply because things are sailing along, assuming that the winds won’t change is dangerous business. When I went into the envelope manufacturing business decades ago, the notion of email and the internet were science fiction. Yet it became one of the biggest challenges that an envelope manufacturer could face.

Being a great leader is not always about becoming an expert at everything – it’s really about knowing where to find knowledge and expertise when you need it. That’s where Misawa’s genius was most evident: knowing how to solicit input and gain perspective from his own connections.

In turn, he encouraged his work force to learn how others approach new markets, revamp processes and resolve problems. Giving his employees the opportunity to offer their suggestions served several purposes: acknowledging their value to the company, encouraging them to think ahead, and teaching them not to be afraid of change.

Change is inevitable, and those

who embrace it are more likely to have staying power as each new year rings in.

New Year’s resolutions tend to focus on areas that we know need a change. Make those resolutions too general or too sweeping, and chances are they will be your resolutions year after year. Alan C. Freitas, president of Priority Management, recommends that you write resolutions/goals that are SMART: Specific – Precisely what you want to achieve, and by when.

Measurable – What a successful outcome looks like.

Attainable – Challenging, but achievable.

Relevant – Address areas of your work and life that are really important to you.

Trackable – How you’re going to gauge your progress.

Getting into the right mindset to make changes, large or small, takes some motivation.

Figure out why you want to achieve the goal. Make a list of all the ways you will benefit from achieving it. Whether it’s a personal goal, like finishing a degree, or a professional change, such as breaking into a new market, you need to understand why it will be worth it to make a change.

Then analyze exactly where you are now in reaching that goal: the strengths that will help you, the weaknesses that could hurt you, and the opportunities Harvey Mackay continued to pg 3

“The Good Old Days” -By Tom Kuehne Soap

Soap was not always part of the groceries. It was something that was made in the home and there was only one kind of soap.

To make soap at home, you need only three main ingredients. You would need lye, grease and water.

There were some items added to the mixture to create different fragrances, but the use of these items were rare.

To start, there needs to be some lye.

This is a very caustic item, which must not come into contact with metal, which will cause an unwanted reaction. Lye originally came from causing water to seep through wood ashes. The product that came out was lye. In later years lye was purchased as a product called “Lewis Lye”. Both items were required to make soap, but needed to be mixed in a different way. Lye should not be inhaled or allowed to touch skin, because it will burn skin and lungs.

The next item needed is grease. This would include used grease from frying meat and rendering the fat of almost any edible animal.

The last item is water. It seemed

that soft water was preferred.

When using lye made from ashes, the grease was added and sufficient water to make a liquid while being heated. As the heated mixture is constantly stirred it begins to obtain a consistency of honey, it is poured into ceramic or enameled cake pan. As it cooled, it was cut into the desired sized bars. The color was usually similar to a faded Army Green.

When using Lewis Lye, care must be taken to use only cold water. The lye added to the water creates heat and if added to hot water, there will be a reaction similar to uncontrolled boiling.

Fat is then added and the stirring process is again begun.

This lye soap was used to wash the entire body, including children, without adverse effects. To wash clothes, a knife was used to shave soap off of the bar and placed in the washer. Shaved soap was also used to wash dishes, walls and floors. One product to do all the washing in the home.

I’m not certain of the amounts of the three ingredients needed, probably because recipes were usually “some of this and a little of that.” But it did work well.

you can use to attain what you want.

Next, you must determine what you’ll need to invest to achieve your goal. Whether it’s time, money, or something else, know what reaching this goal could “cost” you. Is it worth it? If it’s important enough to you, sacrifices will pay off in the end. Just make sure that you have an end in sight!

Do your research. You may need to master new abilities to fulfill your resolution. Will you need to take classes to learn a new skill? What kind of information do you need access to?

Are you willing to carve out the time it will require? You don’t want to start something that you are not committed to finishing.

Look for support from family, friends, co-workers, managers or organizations that can help you. The more people who you share your resolutions or goals with, the more likely you will be to follow through.

You will have more success if you set deadlines for achieving your goals and resolutions. List specific dates on which you want to complete the various steps of the plan.

Finally, resolve to make it a happy new year!

Obituaries Francis William McDonald

F r a n c i s W i l l i a m McDonald of Sauk Centre, Minn. died peacefully in his sleep, in the presence of his children, on December 20, 2017, after a tenmonth battle with cancer. He was 85.

A Memorial Mass of Christian Burial will be held at 11 a.m. Thursday, December 28 at St. Paul’s Catholic Church in Sauk Centre with Rev. Tim Wenzel officiating and Rev. Sudhansu Kumar, O.S.B. concelebrating.

Inurnment will be held in the parish cemetery with military honors provided by the Sauk Centre United Veterans Honor Guard.

Visitation will be held from 10 to 11 a.m. Thursday at the church.

Bill was born on February 7, 1932 in Spencer, Neb. to Francis Earl and Lillian Ellen (Grady) McDonald of Bonesteel, S. Dak. Though he was born in Nebraska, married an Iowa girl and lived for most of his career in Minnesota, he proclaimed himself a lifelong West-River South Dakotan.

Bill became a published cartoonist at the age of 13 when the Mitchell (S. Dak.) Daily Republic began to include his comic strip, “Oddities and Ends of the Sunshine State,” in its Sunday editions. After graduation from Bonesteel High School in 1950, Bill studied journalism at South Dakota State College, where he was also a member of the Reserve Officers’ Training Corps.

After his graduation in 1954, Bill served in the United States Army at Fort Ord and at Hunter Liggett Military Reservation, both in California. After his active service ended in 1956, he continued as a reservist until his honorable discharge at the rank of Captain in 1965.

Bill received the Master of Science in Journalism degree from Northwestern University’s Medill School in 1958. On the staff of the Waterloo (Iowa) Courier he met fellow reporter Joan Marie Rumph. Joan and Bill were married at Elkader, Iowa on April 26, 1958. Joan remained his most

The couple moved to Sauk Centre in 1960. Bill was editor of Independent Banker magazine and later served as executive director of the Independent Bankers Association of America’s Sauk Centre office. He retired from full-time work in 1995. He soon took on his favorite job of all, as devoted grandfather to his daughter’s three children.

Bill continued cartooning and writing throughout his life. Local readers will remember his cover art for Sodbuster during the 1990s. More recently, his anthology, The Coasts of Minnesota, was published by North Star Press in 2017. Bill’s memoir, The Bird in the Gilded Birdcage, is undergoing final edits and will be published by North Star Press in early 2018.

Bill created whole worlds in his cartoon series and his caricatures of family members and friends. He especially enjoyed the cartooning style of Mad magazine’s golden age; the comic writing of Mark Twain, Robert Benchley, S.J. Perelman, Ian Frazier and David Sedaris; and the song lyrics of Cole Porter and Lorenz Hart. Bill was an avid music lover. He played piano, and he sang throughout his life, as a teenager with his barbershop quartet, the Four B’s, and later as a founding member of the choir for the Festival of Lessons and Carols, held for many years at the Church of the Good Samaritan in Sauk Centre. Bill was active in many community organizations, most notably the Sinclair Lewis Foundation.

Bill put his family and friends above all else. He will be remembered for his quick wit, his compassion and his willingness to share deeply in both the joys and the sorrows of those around him. He was preceded in death by his parents and his wife. He is survived by his sister, Patricia McDonald of Yankton, S. Dak.; son Michael McDonald (Darren Jones) of Alameda, Calif.; daughter Jeanie (Greg) Klasen of Sauk Centre; grandchildren Lillian, Veronica and Anthony Klasen; and a host of nieces, nephews, cousins and dear friends.

Memorials are preferred to Eagle’s Healing Nest in Sauk Centre.

Sylvia M. Schulzetenberg, age 87 of New Munich, passed away peacefully surrounded by her family on Saturday, December 23, 2017 at the Park View Assisted Living in Melrose, Minnesota.

A Mass of Christian Burial will be held at 11 a.m. Friday, December 29 at Immaculate Conception Catholic Church in New Munich with Rev. Daniel Walz officiating and Rev. Ken Thielman concelebrating. Interment will be in the parish cemetery.

Visitation will be held from 4 to 8 p.m. Thursday and from 9 to 10 a.m.

Friday at Patton-Schad Funeral Home in Melrose. Parish prayers will be held at 5 p.m. followed by the Christian Mothers and Catholic Order of Foresters at 7 p.m.

Thursday evening at the funeral home.

Sylvia Mary Wenker was born February 16, 1930 in Grove Township, Stearns County, Minnesota to Bernard and Rose (Kortenbusch) Wenker. Sylvia attended Melrose High School and on October 3, 1949 she was united in marriage to Henry Schulzetenberg at St. Andrew’s Catholic Church in Greenwald. Together they farmed south of Freeport where Sylvia took excellent care of her family and home. She was a member of Immaculate

Harvey Hadrich

The Mass of Christian Burial celebrating the life of Harvey Hadrich, age 74 of Holdingford, will be 11:00 AM, Saturday, December 30th at the Church of All Saints, St. Mary in Holdingford, burial will be in the parish cemetery. Harvey died Monday, December 25 at the Pine Haven Care Center in Melrose. There will be a visitation after 9:30 AM Saturday at the church in Holdingford. Arrangements are being made with the Miller-Carlin Funeral Homes.

Harvey was born August 18, 1943 in Stearns county to George and Christine (Buettner) Hadrich on the family farm.

Harvey grew up, lived on and worked the same farm his entire life. He was a member of the Church of All Saints, St. Mary and the St. Joseph’s Society.

Conception Catholic Church in New Munich, St. Anne’s Christian Mothers, and the St. Leo Court 786 Catholic Order of Foresters. Sylvia enjoyed cooking, sewing and quilting, traveling, family gatherings, playing cards, and bowling.

Survivors include her children, Dan (Joyce) Schulzetenberg of Freeport, Richard (Monica) Schulzetenberg of Sauk Centre, Deb (Ted) Spanier of Sauk Centre, Ruth (Jim) Hartman of Des Moines, Iowa, Carl (Kathy) Schulzetenberg of Freeport, Paula (M.J.) Wenker of Hastings, and Gary (Nancy) Schulzetenberg of Albany; 17 grandchildren and 11 great-grandchildren; brothers and sisters, Raymond Wenker of Melrose, Clarence (Mary Ann) Wenker of Melrose, Edna Worms of Melrose, Florentine Hammer of Richmond, Adeline (Stan) Schaefer of Burnsville, and Larry (Radi) Wenker of Melrose.

Sylvia was preceded in death by her husband, Henry Schulzetenberg on January 22, 2005; parents; brothers, Herbert, Edmund, and Adolph Wenker; and sister, Marie Schneider.

Serving as casket bearers will be Paul Schulzetenberg, Kelli Arceneau, Kari Schulzetenberg, Mark Spanier, Anna Schulzetenberg, Brad Schulzetenberg, Ben Wenker, and Charles Wenker. Cross bearer will be Emma Schulzetenberg and scripture bearer will be Tanya Christenson.

Honorary bearers will be Chris and Jacob Hartman, Christian Mothers, and Catholic Order of Foresters.

Arrangements were made with PattonSchad Funeral & Cremation Services of Melrose.

Harvey is survived by his brothers and sisters, George (Sharon) Hadrich, Avon; Dale (Corrine) Hadrich, Avon; Sharlene (David) Walberg, Avon; Gary (Dorothy) Hadrich, Avon; Lois (Ron) Schroden, St. Joseph; Linda (Ed) Merkling, St. Joseph, many nieces, nephews, friends, and brother-in-law, George Reber, Albany.

Harvey is preceded in death by his parents and his sister, Carol Reber.

By Diane Rohde I was recently at a freshman boys basketball game, where the Sauk Centre Mainstreeters hosted the Upsala Cardinals on Thursday, December 7, 2017. The game was held in the Sauk Centre Elementary gymnasium.

It was a great game with a 2-4 point lead going back and forth between the two teams. There were about 3 minutes left to the game when a Streeter went in for a layup Sauk Centre gymnasium with 4 padded mats on and came down on a Cardinal. one end.

She did a great deal of sewing and quilting and sewed many items over the years for the veterans. Flossie was known for her great cooking, especially fried chicken and caramel rolls. Flossie had a passion for all polka music and loved dancing. While living in Thief River Falls, she was an active adult leader in City View 4-H Club while supporting and encouraging all her children in their projects for the county and state fairs. She was very proud of all their accomplishments.

She is survived by her daughters, Susanne (Bob) Nelson of Moorhead and Roxanne (Rick) Elfering of Prior Lake; son, Kevin (Dianna) Bruggeman of St Joseph; nine grandchildren; 12 great-grandchildren; brother, Russell; and sister, LaVonne.

She is preceded in death by her husband, Don; son, Mark; daughter, Susan; her parents; three brothers; and two sisters.

Serving as casket bearers will be Darin Nelson, Ryan Nelson, Jason Bruggeman, and Mathew Elfering. Cross bearer will be Jeremy Elfering and scripture bearers will be Robin Fowler and Wendy Braid.

Florence Ann Jesperson was born January 20, 1926 in Plummer, Minnesota to William “Bill” and Annie (Omdahl) Jesperson. She graduated from Lincoln High School, Thief River Falls, Minnesota in 1944. Married in 1946 to Donovan “Don” Bruggeman at St. Kevins Church in Minneapolis, Minnesota. Don and Flossie lived in Mpls a few years before heading back to northern Minnesota where they farmed and had a dairy operation with their sons west of Thief River Falls. In 1972, they moved to Melrose and later to Little Birch Lake in the area. In 1997, they moved to Sauk Centre.

Flossie was a busy lady as a Tupperware consultant for many years.

At a recent meeting the Swanville Lions Club members presented Joyce Johnson, (right) wife of Duane Johnson, its longtime secretary who passed away in October, with a memorial gift. In honor of his four decades of contributions and her ongoing support of him, the club gave her one of his Lions shirts signed by club members and mounted behind glass. Bruce Johnson, Duane’s brother and club treasurer, made the presentation. As an appreciation for the club’s support of her and her family, Mrs. Johnson, her sisters and a sister-in-law made a special dessert they served to members.

The Swanville Lions Club donated $4,000 to support Morrison County Junior Achievement programs for local students. These funds will help implement Junior Achievements programs in Swanville School for classes from kindergarten through 12th grade. Junior Achievement teaches students about entrepreneurship and money management, preparing them to succeed in school and beyond. The business failed, and now he is being sued by creditors. He told the family these creditors can’t come after us and the other siblings, because he is the majority owner. Is this true, or should we get a lawyer?

-Caleb Dear Caleb, Your wife is probably not in danger, unless she signed paperwork making her liable for a loan or liable with a creditor.

If she signed official, legal paperwork – like if she went down to the bank and signed on a loan – then she’s liable.

It’s that simple. That would make her, or any of her siblings who did this, comakers on the loan.

Your wife, and any of her sisters, who signed on trade accounts taking supplies from a supplier and paying them could also be liable. But they are not automatically liable simply because they were listed as minority owners in an LLC, or even a sub-S corporation.

If it were a general partnership, there’s a possibility they could be liable.

That’s one of the reasons I hate general partnerships. I hate partnerships in general, but I hate general partnerships, too!

We cashed in an annuity the other day because things have been tight, and we were wondering if we should use it to help continue paying down debt, or simply live on it until things get better.

-Vernon Dear Vernon, You need to be honorable and pay your debts, but that may have to be put on hold for a while. Right now, it’s more important to have food in the house and keep the heat on.

If you haven’t done so already, contact your creditors and explain the situation. Let them know you’ll make things right with them as soon as possible. I know this is a scary situation, especially around the holidays, so make sure you two pull together and keep the lines of communication wide open. A few extra hugs wouldn’t hurt, either.

The good news is it sounds like things may be looking up. Support your wife all you can in her new job, and make sure you continue looking for work, too. A little extra money is better than none, so take on something part-time while you’re looking for a permanent position.

Melrose City November 16, 2017 The Melrose City Council met in a Regular Meeting on Thursday, November 16, 2017 at 6:00 p.m. at the Melrose City Center pursuant to due notice being given thereof.

Present were Council Members Tony Klasen, Josh Thieschafer, Dick Christenson, and Mayor Joe Finken, City Administrator Michael Brethorst, and City Clerk Patti Haase. Council Member Justin Frieler was absent. Mayor Finken presided thereat.

The Council then recited the Pledge of Allegiance.

A motion was made by Mr. Christenson, seconded by Mr. Klasen and unanimously carried to approve the agenda as amended.

Mayor Finken then opened the floor to public comment. There were no comments.

The following items were considered for approval under the Consent Agenda: a. the minutes from the Council’s October 16 Special Joint Meeting with the Public Utilities Commission, the October 19 Regular Meeting, the October 26 Special Joint Meeting with the Public Utilities Commission, and the October 26 Special Meeting. b. list of bills in the amount of $189,985.24 c. list of investments for the month of October A motion was made by Mr. Klasen, seconded by Mr. Thieschafer and unanimously carried to approve the Consent Agenda items.

The Melrose City Council held a public hearing on the proposed establishment of Municipal Development District No. 12, the proposed establishment of Redevelopment Tax Increment Financing District No. 12-.1 within Development District No. 12, the proposed adoption of a Development Program for Municipal Development District No. 12, and the proposed adoption of Tax Increment Financing Plan relating thereto; all in accordance with Minnesota Statues, Section 469.124 through 469.1799, both inclusive as amended (collectively, the “Act”); The City Administrator presented the Affidavit of Publication of the hearing notice which was published. There being no further the Public Hearing was closed at 6:05 p.m.

Finance Director Beuning presented the General Fund Financial Third Quarter Report. Ms. Beuning noted that the General Fund Revenue is at 68% and the Expenditures are at 62%. Revenues are low because only half of the Property Tax Revenue and Local Government Aid has been received. Together, these make up 72% of the entire General Fund budget. Building permits and zoning fees have far exceeded budgeted revenues due to large commercial building projects in 2017. Office equip & maintenance costs are at 90% of budget, due to the upgrade to Office 365 and a new server that had not been anticipated this year. Insurance expenses are low across departments as a result of health insurance is budgeted as if all City employees were on the family plan. The City had budgeted for a summer intern, but decided to forego that hire. The 3rd quarter building inspector fees will be paid in October, and the police contract fees from Stearns County have not yet been invoiced.

MADA- Expenditures have well exceeded budgets, and are at 168%. This relates to the necessary

costs relating to professional fees for various projects. The General Fund has budgeted a transfer of $8,500, which will be made in December.

Ambulance Department: Ambulance Revenue is at 84% and the Expenditures are at 70%. Both the revenue and expenditures are on track. The Ambulance has charged off a total of $17,629.62 this year, with $6,761.87 collected from the MN Department of Revenue as well as the City’s contracted collections agency.

Fire Department: The Revenue for the Fire Department is only at 13%. This is because 90% of the budgeted revenue comes from Fire Contract charges from the townships and the City’s contribution, and is not collected until December.

The Fire Department has adequate reserve funds to meet operational costs until contract revenue is received. The expenditures are at 32% of the budget, due to salaries and building rent not being paid until year end. The vehicle expense is high compared to the budget due to repairs needed on the 1992 fire truck.

Capital Project Funds: These funds include the Capital Improvement Fund, TIF Accounts as well as the 5th Avenue Bridge Improvement Fund. The first half of the TIF proceeds were received in June and July. Capital expenditures currently on track overall.

Police Officer Jeff Eggert presented the Police Department’s October report. He noted there were 329 calls for service during that month, compared to 316 for October 2017. The year-to-date number of calls is 2,943 compared to 3,421 in 2016. A total of 21 citations were written for the month of October.

For the month of October, the Department also received 32 agency assist calls.

City Attorney Scott Dymoke reported on projects he has been working on for the City: • 400 Block: Worked with city staff and consultant to prepare final draft of Business Subsidy Agreement for review and approval by Council.

• Zoning Ordinance: Worked with city staff on preparing proposed amendment to non-conforming use regulations. Submitted draft of amendments to city staff for review by Planning & Zoning.

• East Substation: Reviewed bid specifications for new transformer and contractor’s bid documents. Determined that contractor’s bid documents conformed to bid specifications regarding liability limitations. Advised city staff of determination.

• Tax Forfeiture: Reviewed Kraft Drive and Rose Park court actions to identify City’s interest in property forfeited to the State of Minnesota. Prepared summary of actions and property interests for city staff, with discussion of Melrose’s rights to acquire the forfeited property. City Attorney Dymoke explained the process of acquiring the tax forfeited property.

Mayor Finken stated that Stearns County is requesting that the City of Melrose promote the use of Intrastate Mutual Aid Agreements.

The County is recommending creating a mutual aid agreement between managers, much the same as those existing between fire departments, that in the event of a catastrophic emergency there is an arrangement in place to render assistance in accordance with the provisions of the mutual aid agreements. A motion

was made by Mr. Christenson, seconded by Mr. Thieschafer and unanimously carried adopting Resolution No. 2017-68, Resolution Promoting the Use of Intrastate Mutual Aid Agreements.

Mayor Finken noted that the City has contracted with Tri-Cap Bus Service to provide busing services in the City of Melrose. There was no change in rate fees for 2018.

A motion was made by Mr. Klasen, seconded by Mr. Christenson and unanimously carried approving the 2018 contract for public transportation services with Tri-Cap Bus Service.

Mayor Finken stated that the Council earlier this evening held a public hearing to consider the creation of TIF District No. 12-1 which replaces TIF 11-1 for the downtown Kraft & 400 Block Sites.

The council may recall passing a resolution that decertified TIF 11-1 and called for a hearing to recreate it due to issues related to the timing of the certification. The issue was that the certification as presented to the County Auditor’s Office would have had the district certified while there were still partial buildings on the 400 Block parcels. If that were to occur, increments from any future projects would have been cannibalized once demolition was complete. Development Consultant Ryan had asked the Auditor’s Office to delay the certification so that the City could get a final transcript, the state auditor’s office pointed out that it was the request date that would impact the District and after discussing the remedies available, recommended that this would be the cleanest way to resolve certification issues. Because the City has already paid for the creation of TIF 11-1, the consultant will not be charging anything for this replacement District. TIF District No. 12-1 has the same budget, bonding authority and boundaries as was approved in the District which it is replacing.

A motion was made by Mr. Klasen, seconded by Mr. Thieschafer and unanimously carried adopting Resolution No. 2017-69 Resolution Approving the Creation of Development District No. 12 and TIF District No. 12-1 effective upon the approval of the Planning Commission resolution finding that the Development Program conforms to the overall development of the City.

Mayor Finken stated that the Street Department is scheduled to replace the 1998 Front End Loader in 2018. The front-end loader needs replacement due to 20 years of significant use. An assessment was performed by Street/Parks Supervisor Gary Middendorf, and he recommends replacing. A review of multiple loaders was looked at.

Based on this review and endorsement of County Roads / Maintenance Department the Volvo is recommended. To secure the 2017 pricing under the State Bid, an order must be place no later than No-

vember 30, 2017. If an order comes after that, the 2018 prices will be in effect which are predicted to be higher. The loaders take approximately 90 days, so the sooner the loader is on order the more it can be used in the 2017/2018 snow season. It is recommended to trade the 1998 loader in with the Volvo to receive a credit of $27,500. The City has budgeted $160,000 for the loader and the quote has come in at $145,420. This Loader will be put on a 20-year depreciation of the asset.

A motion was made by Mr. Christenson, seconded by Mr. Klasen and unanimously carried awarding the bid to Nuss Truck and Equipment for the 2018 Volvo L70H Wheel Loader.

Mayor Finken noted that at the November 9, 2017 MADA meeting, discussion was held regarding the remaining 400 Block funding and where it could be directed.

They discussed allowing funds to be used on the 400 Block, 400 Block building restoration and development located on the Kraft lot.

MADA determined the best course of action was to begin discussion with developers and look at the projects on a case by case basis.

When each project is presented to MADA and Council, further discussion will be occurring to find out if the project fits the needs and wants of the City.

City staff have been contacted

by Melrose Multi-Family from the recent Kraft Lot Housing project as well as others. It was recommended by MADA that the City Council should consider having further discussions with those developers and look at the possibility of using 400 block funding to incentivize those development projects. Mr. Thieschafer stated that he would prefer seeing the monies be used towards incentives for the development of the Kraft Lot. A motion was made by Mr. Thieschafer directing staff to have conversations with developers and consider using 400 block funding to incentivize possible Kraft lot or 400 Block development projects.

The motion was seconded by Mr. Klasen with a roll call vote recorded as follows: For: Council Members: Thieschafer, Klasen, Christenson, and Mayor Finken; Absent: Council Member Frieler.

Mayor Finken noted that at the November 9, 2017 MADA meeting, MADA made a recommendation the Council consider replacing the one-sided West Bound I-94 Billboard that was destroyed by the September 2017 windstorm and use the Insurance proceeds toward the purchase of a new two-sided billboard. As per comments from League of MN Cities Insurance Adjustor, the City will be receiving up to $15,646.50 from insurance.

Mr. Klasen recommended tabling the item to determine if there are restrictions as to how the insurance money can be spent or if it can be used for advertising through social media or other promotional advertising. Staff was also asked to obtain pricing of a digital billboard.

A motion was made by Mr. Klasen seconded by Mr. Thieschafer and unanimously carried to table this item to be brought back before the Council at its December meeting.

Mayor Finken stated that the Parks and Recreation Board has recommended that the City conduct a trial of forgoing staffing of the ice rink. Due to very low utilization by skaters, the Board feels that an attendant may not be needed. As in interim solution, the Streets / Parks Staff will open the warming house. The Police Department will close the warming house. If there is deemed a need for an attendant, based on the reports of damage to public property or increased utilization, staff would look to hire an attendant if needed. A motion was made by Mr. Christenson seconded by Mr. Klasen and unanimously carried authorizing conducting a trial period for not staffing the ice rink and to allow staff to hire a temp attendant if it is deemed needed by the Streets Parks Supervisor and City Administrator.

CentraCare Health - Melrose is a Minnesota Critical Access, not-for-profit hospital which provides health care services to the Medicare and Medicaid population in addition to supporting programs that benefit the indigent, uninsured or underinsured population in the region in and adjacent to Melrose, Minnesota. In order to participate in the 340B Program, CentraCare Health-Melrose must enter into an agreement with a unit of local government pursuant to which CentraCare Health Melrose commits to provide health care services to low income individuals who are not entitled to Medicare or Medicaid benefits. CentraCare Finance Director Adam Paulson will be in attendance to answer any questions. A motion was made by Mr. Klasen, seconded

Mayor Finken stated that the City Council at its September and October Council meetings directed that WSB prepare a quote for services for the permitting requirements relating to the 5th Ave Bridge. Additionally, the Council has directed that a final pre-decisional meeting occurs between WSB, city staff, council liaison and effected regulatory agencies.

To provide real consideration, additional information to include costs and potential funding sources as well as permitting requirements were collected. The DNR has requested the City explore a Rock Arch Dam to replace the existing Dam. Nicki Blake-Bradley DNR Water Area Hydrologist for Stearns provided a presentation on the Rock Arch Dam. A motion was made by Mr. Thieschafer, seconded by Mr. Klasen and unanimously carried approving the proposal from WSB & Associates for the CLOMR and EAW for channel realignment and rock arch dam.

A motion was made by Mr. Thieschafer seconded by Mr. Christenson and unanimously carried authorizing WSB & Associates to develop concept plans for the Rock Arch Dam and to include the Rock Arch Dam into the EAW for Bridge project.

Mayor Finken stated that the ADHOC Personnel Committee met with AFSCME on November 14, 2017. The PUC met on Monday, November 13, 2017 and discussed their final counter offer of Longevity Pay with AFSCME. After much discussion and debate, the Commission and AFSCME came to an agreement and settled and agreed to modify the Personnel Policy that address Longevity The Adhoc has requested that this be added to the Council meeting on Nov 16, 2017 for modification to the Cities Personnel Policy.

The Commission will formally action at their December 11 PUC meeting to amend the Personnel Policy and formally adopt the AFSCME contract as discussed and approved conceptually with during the Joint PUC / Council working meetings.

The Longevity Pay of the Personnel Policy was amended as discussed. A copy is on file at the City Office.

A motion was made by Mr. Thieschafer approving the amendment to the Personnel Policy. Builders Association Donates to 17 Area High School Technology Programs CMBA sees an amplified level of interest by technology instructors to participate in Tools for Schools an educational project developed in 2004 by the Central Minnesota Builders Association (CMBA). CMBA hopes to increase the skills of students and promote the benefits of working in the building industry as a career.

This year seventeen area schools including Albany, Melrose, Swanville; and Upsala submitted requests indicting their schools were underfunded and could use some more tools for the interested

students. The schools were presented $18,000 at a recent CMBA meeting, giving the passionate and grateful instructor’s a platform to share their trials and successes in each program with CMBA members. They told stories of students learning building trade skills and showed appreciation for the chance to teach with more and safer tools. In addition to the presentation of donation checks, a Tool Drive was held to fill a shortage of simple tools. Donations of tools and money will be matched in 2017 up to $20,000 thanks to a newly formed CMBA Tools

“Grandson in Jail” Scam: We’ve all heard the story. It may be through someone we know personally, we heard about it or read about it via news reports. Wherever you may have run across the story, it nonetheless breaks your heart when you hear it. On December 20, Deputy Dennis Kern took a fraud report.

Grandparents received a phone call from a person who they believed was their grandson. He was in California and had gotten arrested. He needed help with bail money and was too afraid or embarrassed to call his parents. The typical ploy continued on that he really needed the help, was scared and want to get out. He said whatever it took to tug on the emotional strings of the potential victim to get them to take action. In this case, the victims sent an initial payment of $8,750.00. They were contacted again a day later by the scammers who now portrayed themselves as law enforcement. The scammer proceeded by saying there was a problem and the original bail amount was not enough and he need more to take care of the matter. An additional payment of $11,500.00 was sent. The total loss was over $20,000.00. The case will be worked but the truth of the matter is the funds are in all likelihood gone. The scammers know what they are doing and it’s very difficult for any law enforcement to identify the criminals or retrieve money. It becomes next to impossible if the funds leave the country. So, what should you do? First, verify the story. Call the parents or another family member and discuss the situation with them. Second, if you have a number for the person claiming to be in distress, try to call them. Remember, any request of you to obtain or spend large sums of money and to do so in secret, should be viewed with the utmost skepticism. Lastly, and probably most important, jails and law enforcement do not, and would not, ask for money in this manner to satisfy a bail amount. Bail needs to be posted in person. This can be done by the person in-custody if they have the funds on them, if the mon-

December 25, 2017: At 03:24 Lisa Rolfes (46) of rural Melrose called 911 to report a motor vehicle crash on County Road 33 at the intersection of County Road 2. Rolfes reported that she had gone off road striking some trees.

A Todd County road sign and a telephone box owner by Diversicom were also damaged in the crash. The 2011 Buick Regal Rolfes was driving appeared to be a total loss. The TCSO was assisted at the scene by Petrie’s Towing.

December 26, 2017: At 07:05 a number of mailbox vandalisms were reported on Angus Trail, Anne Trail and Antelope Trail. The damage to the mailboxes occurred between 10 p.m. on 12/25/17 and 8 a.m. on 12/26/17. Anyone with information is urged to contact the Todd County Sheriff’s Office.
