Lessons from Santa -By Harvey Mackay

No matter how you celebrate the holidays, or even which holidays you celebrate, chances are you know about Santa Claus.

The jolly old elf brings merriment to the season, but he also teaches us many valuable lessons.

Of course, the first is the value of giving. Aside from milk and cookies, Santa doesn’t get anything in return for all the gifts he shares with others. That is the real spirit of giving: not expecting anything in return. The joy of giving is reward enough.

Santa is a genius in marketing and public relations. His image is everywhere, and I’m pretty sure he doesn’t pay a dime for the exposure.

He attracts crowds wherever he goes.

Businesses put him front and center in ads, decorations, even in big comfy chairs in prime locations in shopping malls. They practically beg him to show up!

He is recognizable and hasn’t

changed his basic look since time began. More people can identify Santa than the President. His distinctive style of dress will never get him on a bestdressed list.

But he doesn’t c o n c e r n himself with that.

His message has remained the same: a simple “Ho, Ho, Ho.” He doesn’t drive the latest model car. He is who he is and is content with that.

What he does is more important than fad or fashion.

His attitude is contagious. He is always positive, reminding young and old alike to be good for goodness sake.

How he keeps track of who is naughty or nice doesn’t really matter – he encourages everyone to be their best.

He rewards good behavior. And who doesn’t like to be recognized for trying?

Santa respects deadlines. He knows from one December 25th to the next that he has customers to satisfy. He is beholden to the calendar. It wouldn’t work to try to stretch it into January or February. Reliability is an important trait.

Santa understands the value of tradition. Most of us have family or cultural traditions that bind us together. Businesses have traditions that customers anticipate. But have

you ever noticed what happens when someone tries to change a long-held tradition? Santa knows better.

Customer service is high on his priority list. He aims to please, and he rarely disappoints. I’m guessing he reads every letter written in a childish scrawl before he makes his list. If you happen to overhear a conversation between Santa and a child asking for the hottest toy of the year, you will likely hear a promise to do his best, but he has some other great ideas too. He won’t promise what he can’t deliver.

Teamwork is central to his operation.

The demands on him are enormous. He understands that he can’t do it alone. A workshop full of elves and a team of nine little reindeer help him accomplish an impossible task year after year. I’ve heard there is magic involved, but I have no evidence to support it.

St. Cloud Hospital Behavioral Health Services offers a Healing Trauma Group for adult women.

Trauma is about loss of connection - to ourselves, to our bodies, to our families and other important people in our lives, and the world around us. It also may include symptoms such as: • Posttraumatic Stress Disorder

(PTSD): intrusive, frightening memories or nightmares of traumatic events from the past, hyper-vigilance, sense of detachment/numbing or intense feelings that feel overwhelming and cues in the environment that ‘trigger’ aspects of past traumatic experiences.

• Depression and thoughts of suicide.

• Difficulty setting safe limits with others (e.g., saying no to people) and relationship problems.

• Poor body image and low selfesteem.

L.I.F.E. Program offers Weight Loss Lifestyle Changes The L.I.F.E. Program (Lifestyle, Food & Exercise) program is an nineweek, physician-led educational program consisting of weekly two-hour seminars beginning Tuesday, Jan. 6, at CentraCare Health Plaza in St. Cloud.

These sessions provide extensive education on diet, exercise and nutrition, as well as practical and behavioral aspects of a healthy lifestyle.

CentraCare Clinic’s board-certified obstetrician/gynecologist David Kroska, M.D., is the medical director for the L.I.F.E. Program. Dr. Kroska developed the program and leads the informational sessions which give participants the knowledge they need to gain a lifetime of health through sound nutrition and lifestyle changes. The program’s evidenced-based principles can benefit a wide range of individuals who desire to improve health, prevent disease and extend their lifespan. Moreover, the pro-

gram teaches key weight loss principles with proven success.

This program can benefit: • People who want to improve their health and reduce their chance of chronic disease; • Patients with conditions such as hypertension, Type 2 diabetes, hyperlipidemia or those at risk for coronary artery disease; • People who are overweight; • Women who are overweight and struggle with fertility issues, especially polycystic ovarian syndrome patients.

A fee covers nine, two-hour sessions; several books; and a follow-up appointment within one year. The program’s cost includes the option to bring your spouse or significant other without additional charge (materials will be shared.) Long Prairie - Grey Eagle School District Meets All AMAO Targets The Minnesota Department of Education (MDE) released results from the Annual Measurable Achievement Objective (AMAO) data. The Title III component of No Child Left Behind Act of 2001, supplements the resources of local school districts to provide quality education to English Learners (ELs) and immigrant students. Local school districts that receive these funds must meet annual state targets. The three annual targets are called AMAOs and measure the following: • Annual Progress in learning English • Attainment of English language proficiency • Reaching academic success and standards in language arts and mathematics Minnesota assesses English Learners each year by giving the Assessing

Comprehension and Communication in English State to State for English Language Learners (ACCESS for ELLs) to measure the English proficiency in the skills of listening, speaking, reading and writing.

He is forgiving of mistakes and loves what he does. And that brings me to my next point.

I’m fond of saying, “Love what you do and you’ll never work a day in your life.” There can be no question that this guy wouldn’t want to do anything else.

Santa couldn’t do what he has done for centuries without real enthusiasm for his efforts.

Santa takes his work very seriously, but he doesn’t take himself seriously.

He loves to laugh, make people happy, bring surprises, and spread good cheer.

Santa understands that fun is good. In a world full of serious problems, bringing a little happiness is a welcome relief.

We can all do something to brighten someone else’s day.

Norbert H. “Norb” Renneker

Obituaries Erik “Pineapple Picker” Bjelland E r i k “Pineapple Picker” Bjelland, age 47 of Pine City, formerly of Sauk Centre, died unexpectedly Saturday, December 20, 2014 at Fairview Lakes Medical Center in Wyoming, Minnesota.

Guests are requested to wear bright colored or Hawaiian shirts to a gathering to celebrate Erik’s life that will be held from 2 to 6 p.m. Saturday, December 27 at the Patton-Schad Funeral Home in Sauk Centre.

Erik Kimo Bjelland was born February 5, 1967 in Minneapolis,

Minnesota to John and Luckie (Ahuna) Bjelland. He was a 1985 graduate of Sauk Centre High School where he played football, hockey, and baseball. In his junior year he was named the Most Valuable Player in baseball for the West Central Conference. Erik worked as a corrections officer for the Minnesota Department of Corrections, first at the Minnesota Home School in Sauk Centre and then at the prison in Rush City.

Erik enjoyed spending time at Big Swan Lake with family and friends and meeting friends at the Bear Trap.

Survivors include his wife, Irene Bjelland of Pine City; son, Marcus Meyer; step-children, Dustin Pundsack and Lisa (Alfredo) Esparza; two grandchildren, Zayden and Jaxon; mother, Luckie Bjelland of Gillette, Wyoming; sister, Melodie (Jim) Tabatt of Gillette, Wyoming; mother and father-in-law, Clara and Jerry Taft of Burtrum; many nieces and nephews; and his beloved dog, Kaipo.

He was preceded in death by his father, John “Johnny Bee” Bjelland on September 17, 2004.

Norbert H. “Norb” Renneker, age 93 of Freeport, died peacefully on Wednesday, December 17, 2014 at the CentraCare Health Hospital in Melrose, Minnesota.

A Mass of Christian Burial was held at 11 a.m. Monday, December 22 at Sacred Heart Catholic Church in Freeport with Rev. Roger Klassen, O.S.B. officiating. Interment was in the parish cemetery with military honors by the Melrose Veterans Honor Guard.

Norbert Herman Renneker was born March 28, 1921 in Melrose, Minnesota to Bernard and Helen (Koch) Renneker. He served in the U.S. Army during World War II. He was united in marriage to Adelle Steinemann on June 24, 1947 at St. Boniface Catholic Church in Melrose. Norb was the owner and operator of Renneker’s Garage then worked road construction for McGarry’s Brother Road Construction Company. He later worked at Albany Mutual Telephone Company until his retirement. After retirement, he worked part-time into his 80’s at Hiltner’s Company Inc. in Freeport.

Norb was a member of Sacred Heart Catholic Church in Freeport, St. Joseph’s Men’s Society, American Legion Unit 101 and was a charter member of the

Schanhaar-Otte VFW Post 7050 and was on the drill team as well. He was also a member of the Freeport Fire Department and the Freeport Sportsmen Club.

Norb enjoyed bowling, softball, fishing, hunting, traveling, building and repairing grandfather clocks and furniture. In his early 90’s, he began painting wild life portraits and enjoyed his time with his family and friends.

Survivors include his wife of 67 years, Adelle Renneker of Freeport; children, Mike (Jean) Renneker of Freeport and Mary Beth (Marv) Denne of Monticello; 10 grandchildren, Rhonda Salmi, Russell (Jessica) Renneker, Dana (Chad) Simons, Alison (Roger) Green, Lindsay (Justin) Kahnert, Brandon (Megan) Denne, Jake Renneker, Erin Denne, Josh Renneker, and Ryan Denne; and15 great-grandchildren.

Norb was preceded in death by his parents; sons, Ronald Renneker and Thomas Renneker; brothers, Ben Renneker Jr., John Renneker, and Joseph Renneker, sisters; Mary Wiewel, Frances Stueve, Johanna Rodenwald, Agnes Neumann, and Elizabeth Rodenwald.

Serving as casket bearers were Josh Renneker, Jake Renneker, Russ Renneker, Erin Denne, Brandon Denne, and Ryan Denne. Cross bearer was Dana Simons and scripture bearer was Harry Kerfeld. Gift bearers were Jean Renneker and Marv Denne. Eucharistic Minister was Jean Zwilling. Eulogy was

Dave Says -By Dave Ramsey Dear Dave, I have a friend who is experiencing financial problems. She is between real jobs at the moment and only bringing in about $600 a month. But even when she’s working regularly, she doesn’t budget or manage her money wisely, and she’s always looking for more money.

On top of all this, she’s holding out hope for her dream job out of state.

She interviewed several months ago, and hasn’t heard anything from the company. What can I do to help her?

-Gina Dear Gina, I don’t mean this as an insult so much as an observation, but your friend sounds kind of flighty and impulsive to me. I think she may also be a bit immature. So what we’re really talking about here is how to get your friend to grow up a little bit and stop chasing rainbows. Don’t get me wrong. There’s absolutely nothing wrong with having a dream job, but you have to be realistic and practical at the same time.

Right now, I want her chasing three or four smaller job rainbows at once so she’ll actually have a chance of catching something. When you chase just one, in most cases you end up with nothing. The first thing I’d tell her is that the most employable people are ones who aren’t broke. When you go into an interview and you’re broke, you come off as tense and desperate, and you don’t make a very good job candidate.

The answer to that, when you’re basically unemployed, is to work any job – and any three or four jobs. Wait tables, deliver pizzas or mow yards.

I don’t care what, just generate some income. Work all the time and smile!

You never know when you might be talking to your next employer. You could be walking someone’s dog one day and end up in their marketing department the next. But none of this will happen if you’re trying to feel better about yourself by sitting home

We don’t have all the money for it right now, but will have in a few weeks. We were thinking about booking the trip on a zero-interest credit card, and paying it off when we have all the money. I know you hate debt, but would this be okay since it would be a very short-term debt?

-Laura Dear Laura, I know you guys are excited and happy about being married. And I wish you all the happiness in the world. But I don’t recommend credit cards of any kind, for any reason, whatsoever.

I don’t want to burst your bubble, but if you can’t pay for this trip up front you can’t afford it. Believe it or not, lots of people postpone wedding trips until they’ve had a chance to save up a little bit of money. Some folks have never even gone on a honeymoon trip, and they have great, loving marriages.

My advice to you and your new husband is to work, and save up a little bit more. Maybe one or both of you could pick up extra jobs for a little while, and make it happen sooner.

Then, when you can pay cash for the trip, go have a blast on a honeymoon you can afford!

Karlie was an avid reader at a very young age. After graduating from Technical High School in St. Cloud and completing her master’s deagree in speech pathology from the University of Oregon, she became an admired and well-respected speech pathologist in Eugene, Ore., where she was Director of Speech at the Eugene Hearing and Speech Center from 2008-2012.

Ruling Classifies Minnesota Wolves as Threatened Effective immediately, Minnesotans can no longer legally kill a wolf except in the defense of human life.

A federal judge’s decision to immediately reinstate Endangered Species Act protections for gray wolves in Minnesota, Wisconsin and Michigan place the animals under protection of the U.S. Fish and Wildlife Service.

Wolves now revert to the federal

protection status they had prior to being removed from the endangered species list in the Great Lakes region in January 2012. That means wolves now are federally classified as threatened in Minnesota and endangered elsewhere in the Great Lakes region.

Only agents of the government are authorized to take wolves if depredation occurs.

By Dr. John C. Maxwell W h e n will you be successful?

If you’re like most people, what comes to mind is someday— somewhere off in the future, when you’ll suddenly wake up and think, “I made it! I’m a success!”

That’s how most unsuccessful people see success: as something to strive for and hope to reach “someday.”

Each of us has a picture in mind of what we want our career to look like, our family to look like, and yes, from an early age we often conjure up images of the houses, cars, and things we would like to obtain. In many persons’ minds, success is something way off in the distance that they will run themselves ragged to get to – if they ever get to it at all.

At one time, I viewed success as a place where I would arrive. I defined it as the progressive realization of a predetermined, worthwhile goal. But over time, I realized that the definition falls short of the mark. It leads to “destination disease” – the belief that if we just arrive somewhere (e.g. attain a position, accomplish a goal, have a

relationship with the right person), we will be successful.

But many years ago, I came to a different conclusion about success.

All the traditional definitions either made success a destination to reach, or required some magic formula to obtain.

I began to see success as a journey, an ongoing process of growth. And after over nearly fifty years of knowing successful people and studying the subject, this is the definition of success that I now embrace: Success is…

Knowing your purpose in life, Growing to reach your maximum potential, and Sowing seeds that benefit others.

You can see by this definition why success is a journey rather than a destination. No matter how long you live or what you decide to do in life, you will never exhaust your capacity to grow toward your potential, nor will you run out of opportunities to help others. When you see success as a journey, then you never have the problem of trying to “arrive” at an elusive final destination. And you’ll never find yourself in a position where you’ve accomplished some final goal - only to discover that you’re still unfulfilled and searching for something else to do.

And you will recognize him by this sign: You will find a baby wrapped snugly in strips of cloth, lying in a manger.”

Suddenly, the angel was joined by a vast host of others—the armies of heaven—praising God and saying, “Glory to God in highest heaven, and peace on earth to those with whom God is pleased.”

When the angels had returned to heaven, the shepherds said to each other, “Let’s go to Bethlehem! Let’s see this thing that has happened, which the Lord has told us about.”

They hurried to the village and found Mary and Joseph. And there was the baby, lying in the manger.

Local Municipality Minutes Melrose City November 20, 2014 The Melrose City Council met in a Regular Meeting on Thursday, November 20, 2014 at 6:10 p.m. at the Melrose City Center pursuant to due notice being given thereof.

Present were Council Members Jenny Mayers, Joe Finken, Tony Klasen, Dick Christenson, Mayor Tim Vogel, City Administrator/Treasurer Michael Brethorst and City Clerk Patti Haase.

Mayor Vogel presided thereat.

Also in attendance were several American Government students from the Melrose Area Public High School. The Council then recited the Pledge of Allegiance.

A motion was made by Mr. Finken, seconded by Mr. Klasen and unanimously carried to approve the agenda as submitted.

Mayor Vogel then opened the floor to public comment.

There were no comments.

The following items were considered for approval under the Consent Agenda: a. the minutes from the Council’s October 2 Special Joint Meeting with the Utilities Commission, the October 16 Special Meeting, and the October 16 Regular Meeting. b. list of bills in the amount of $198,190.90. The list of bills includes the membership dues for the League of Minnesota (LMC) in the amount of $3,643 plus an additional $30 for Minnesota Mayors Membership Association dues. The LMC provides consulting, professionals training and insurance service to the City of Melrose and the Melrose Public Utilities Commission. This is an increase of $110, or 3.1%, from the previous year. The cost share is 75% General Fund / 25% Utilities Fund. c. list of investments for the month of October. d. Ambulance Department uncollectible accounts in the amount of $4,118.76 have been submitted to Revenue Recapture, collections, or written off.

A complete list of accounts is on file at the City Office. There was also a total of $2,280.72 collected from account holders during this quarter. e. Resolution No. 201440, Resolution Approving Gambling License to Midwest Outdoors Unlimited Wobegon Partners for an exemption from lawful gambling license to hold a raffle and to sell pulltabs on January 17, 2015 at the Melrose Legion Club, 265 County Road 173 SE. A motion was made by Mr. Christenson, seconded by Ms. Mayers and unanimously carried to approve the Consent Agenda.

The Council opened the Public Hearing at 6:15 p.m. The Public Hearing is regarding the requested vacation of that part of the dedicated, but undeveloped, road right-of-way of 6th Avenue SW located between 1st Street SW and 2nd Street SW and among Parcel 66.36862.0000 on the northeast owned by John and Linda Klein, Parcel 66.36861.0000 on the southeast owned by the City of Melrose, and Parcel 66.36856.0000 on the west owned by Herbert and Rosalie Welle for the purpose of taking public input regarding

the proposed road right-of-way vacation and giving consideration to granting or denying approval of the proposed vacation.

City Administrator Brethorst presented the Affidavit of Publication of the Hearing Notice which was published.

Director Walz noted that the size of the undeveloped, but platted, road right-of-way of 6th Avenue SW, which is requested to be vacated, is 60 feet wide by 329.5 feet long. Currently, it is overgrown with trees and brush.

In addition, the National Wetlands Inventory indicates there is wetland in the northwest portion. The developed portions of the road rights-of-way for both 1st Street SW and 2nd Street SW terminate in the general area of that part of 6th Avenue SW which is requested to be vacated. Public travel beyond those terminations at the 6th Avenue SW road right-of-way is not currently possible nor is it anticipated to be possible or necessary due to soil conditions in the area.

The main impetus for the vacation request initiated by the City in behalf of the Melrose Public Utilities Commission is to accommodate and facilitate the placement on the Cityowned site of the proposed new 30 MVA high voltage electrical substation facility which will replace the deteriorating “West Substation” currently located at 15 1st Avenue NW and provide adequate future expansion space if and when it should become necessary. At its meeting on November 13, the Planning and Zoning Commission held public hearings and took action recommending Council approval of Rezoning, Variance and Conditional Use Permit requests necessary for the placement of the new 30 MVA substation facility at this location.

Mayor Vogel asked if anyone present had any additional comments or concerns. There being none, the public hearing was closed at 6:16 p.m.

Planning and Development Director Walz reported on the Planning and Zoning Commission’s November 13 Regular Meeting. zoning ordinance issues and reviewed the part of the City’s proposed Five Year Capital Improvement Plan for compliance with the City’s Comprehensive Plan. This review/determination for compliance and the accompanying follow-up written report to the Council is required

by Minnesota Statutes, Section 462.356, Subd 2.

Finance Director Beuning presented the General Fund Financial Third Quarter Report.

She noted that overall revenue and expenditure were at 62% of total budget. The expenditures in the general fund are all on track.

Police Chief Maus presented the Police Department’s October monthly report. He noted that a total of 13 citations were issued in the month of October.

There were 135 verbal warnings and two written warning.

Chief Maus noted there were 277 calls for service during this month, compared to 253 for October of 2013. The yearto-date number of calls is 2343 compared to 2238 in 2013. For the month of October 2014, the Department received 23 agency assist calls. Winter parking has gone into effect November 1 through April 1. Parking is prohibited in the Downtown Business District from 3:00 a.m. to 6:00 a.m. daily. The Police Department continues to investigate the missing person case.

Police Chief Maus reported that the Melrose mobile home parks project is still in the design phase. After final sign offs by the State and FEMA have been secured, the County will go out for bids on the construction phase of the project. The County expects that bids will be sought over winter with construction following in the spring of 2015.

The County is committed to moving both projects forward to completion during 2015. As this moves forward, the County will keep the City up to date on all communications from the State or federal government and will alert the City to any changes in project scope or status.

City Attorney Scott Dymoke reported on the projects he has been working on for the City: • Ramirez Annexation: Prepared and filed annexation documentation with Minnesota Municipal Boundaries office.

Worked with Municipal Boundaries Office and City Administrator to develop a property tax reimbursement schedule with Melrose Township • Meadowlark Trail Easement: Reviewed survey of proposed easement and prepared draft of an easement agreement for presentation to the property owner.

Planning and Development Director Walz reported on the upcoming Chamber of Commerce events as Ms. Dziengel was unable to attend due to a prior commitment. Mr. Walz noted that the Holiday Kick-Off will be on Friday, November 28. Along with the businesses having free samples and doing activities for most of the day, there is a bingo card that is new this year. Residents need

Mayor Vogel presented the Abdo, Eick and Meyers Engagement Letter for Auditing Services. Abdo, Eick and Meyers will audit the financial statements of the governmental activities, the business-type activities, each major fund and the aggregate remaining fund information, including the related notes to the financial statements, which collectively comprise the basic financial statements of the City as of and for the year ended December 31, 2014.

A motion was made by Mr. Christenson, seconded by Ms. Mayers and unanimously carried concurring with the Utilities Commission approving the Letter of Engagement for Abdo, Eick & Meyers to perform the fiscal year 2014 annual audit.

The Council then gave consideration on the request of the City of Melrose, John and Linda Klein, and Herbert and Rosalie Welle for the vacation of that part of the undeveloped road right-of-way of 6th Avenue SW located between 1st Street SW and 2nd Street SW and among Parcel 66.36862.0000 on the northeast, Parcel 66.36861.0000 on the southeast and Parcel 66.36856.0000 on the west. Whether taking action to approve or deny the request, the Council should cite the basis for its decision in the form of a Findings of Fact statement or a resolution. If the Council decides to approve the request, it must determine that the municipal property proposed to be vacated does not and will not serve any present or future public purpose. The draft Resolution No. 2014-41 for Council consideration can be modified to reflect the Council’s decision.

The Melrose Memorial Fountain was lost / destroyed during a significant rain event during June’s rain storms. A claim has been submitted to the League of Minnesota Cities (LMC) for the loss of the fountain. At the time of publication of the agenda, a determination has not been made yet; however, preliminary reports show that the LMC has stated that they will take the claim.

The City has a $5,000 deductible and the original cost for the fountain was $6,500. It is estimated that City will receive approximately $800 after all

costs are incurred. A quote was received from Atlantic Fountains for a replacement of the fountain. There are two options for the fountain: 1) One-for-one replacement of the current fountain; or 2) Upgraded 5 HP from 3 HP motor and DMX light controller.

Mr. Christenson noted that he liked the fountain and would support replacing the fountain.

Mr. Finken stated the he had spoken to VFW President Jim Athmann and Mr. Athmann was open to replacement of the fountain or open other options that the Council may come up with. It was suggested that perhaps the fountain be located off the west freeway exit. Ms. Mayers was also in support of the fountain either at its past location or at a new location.

Mr. Klasen was in support of replacing the fountain, however, not in its past location. Mr. Klasen has reservations about placing the fountain in the lake/ river. He believes that there is a great potential for the pump to become clogged with weeds and debris that are in the lake/ river. He suggested that perhaps a fountain or a wall waterfall be constructed at the future downtown plaza site, if that would be agreeable with the Parks and Recreation Board.

A motion was made by Mr. Christenson to replace the fountain in the Melrose Lake and recommended also looking to perhaps enhancing the plaza or other areas of the community with this or other type of fea-

tures. The motion was seconded

by Ms. Mayers with a roll call vote recorded as follows: For: Council Members Christenson, Mayers, Finken, and Mayor Vogel; Against: Council Member Klasen due to the location of the fountain.

The hockey rink will be available for use this 2014-2015 skating season. Staff has made contact with last year’s Skating Rink Caretaker of his interest and availability to again staff the warming house. Staff will also look to hiring a second individual as a back-up or to split the shifts. Staff is recommending that last year’s skating rink caretaker, Riley Mayer, and Caldin Rieland be hired at a rate of $9.50 per hour.

A motion was made by Mr. Klasen, seconded by Ms. Mayers and unanimously carried authorizing the hiring of Riley Mayer and Caldin Rieland as caretakers for the 2014-2015 skating season at a rate of $9.50 per hour.

WSB is developing concept and designs for the mill and overlay project of Kraft Drive SE and reconstruction of a portion of 5th Avenue SE from Kraft Drive south to the interstate. WSB will be at the meeting to discuss concepts to be included in the design and layout for the project. It is estimated that pending Council guidance relating to the design of the road that specifications would be ready by February and bidding to occur in March 2015.

The Council directed WSB to include separately the cost of the curb and gutter when preparing the concept and design of the mill and overly project.

The Council will further review whether or not to include the curb and gutter in the project based on the cost analysis.

The Council, by consensus, decided not to apply for the LRIP funding based on recommendation by staff that the project most likely would lack the number of points that would put it in contention.

Mayor Vogel noted in the past, the Planning and Zoning Commission annually has reviewed part of the City’s proposed Five Year Capital Improvement Plan for compliance with the City’s Comprehensive Plan. The Commission determined that the proposed non-equipment related expenditures proposed for Years 2015

and 2016 are in compliance with the City’s Comprehensive Plan and authorized the Chair’s execution of correspondence to the Council evidencing its findings. The Commission noted in its review that whenever funding becomes available for the proposed replacement of the 5th Avenue NE / CSAH 13 bridge, the anticipated reconstruction of 5th Street N should follow it by at least a year due to the substantial wear it will receive while 5th Avenue NE is closed for the bridge project.

Mayor Vogel stated that WSB has been contracted to provide design work for the sewer projects. They will present the draft report at the Utilities Commission’s December meeting. An informational item will be presented to the Council thereafter.

On November 11, Streets/ Parks Supervisor Mark Maus received his 40-year recognition award of $250 as outlined in City Personnel Policy – Employee Recognition Program.

Mr. Maus is to be commended for his years of service. g. In accordance with City Ordinance No. 6-28-2012-2, Center Point Energy will start to charge the 5% franchise fee for all natural gas sales within the City of Melrose. We are projecting to generate $50,000 in FY 2015 and as of today, we have generated a total of $54,000.

The fees generated for this is dedicated to Street Replacement.

Ms. Mayers stated that she was told this is the first since 1997 that there will be snow on the ground for the upcoming Holiday Kick-Off Fireworks.

She noted that the snow actually enhances the fireworks and makes them even more beautiful. She encouraged everyone to come and participate in the Holiday Kick-Off festivities.

A motion was made by Mr. Finken, seconded by Mr. Christenson and unanimously carried that the meeting be adjourned at 7:15 p.m.

I Think Santa Claus is a Woman...

I hate to be the one to defy sacred myth, but I believe he’s a she.

Think about it. Christmas is a big, organized, warm, fuzzy, nurturing social deal, and I have a tough time believing a guy could possibly pull it all off!

For starters, the vast majority of men don’t even think about selecting gifts until Christmas Eve. It’s as if they are all frozen in some kind of Ebenezerian Time Warp until 3 p.m. on Dec. 24th, when they--with amazing calm--call other errant men and plan for a last-minute shopping spree.

Once at the mall, they always seem surprised to find only Ronco products, socket wrench sets, and mood rings left on the shelves. (You might think this would send them into a fit of panic and guilt, but my husband tells me it’s an enormous relief because it lessens the 11th hour decision-making burden.) On this count alone, I’m convinced Santa is a woman.

Surely, if he were a man, everyone in the universe would wake up Christmas morning to find a rotating musical Chia Pet under the tree, still in the bag.

would be getting there. First of all, there would be no reindeer because they would all be dead, gutted, and strapped on to the rear bumper of the sleigh, amid wideeyed, desperate claims that buck season had been extended. Blitzen’s rack would already be on the way to the taxidermist.

Even if the male Santa DID have reindeer, he’d still have transportation problems because he would inevitably get lost up there in the snow and clouds and then refuse to stop and ask for directions.

Add to this the fact that there would be unavoidable delays in the chimney, where the Bob Vila-like Santa would stop to inspect and repoint bricks in the flue.

He would also need to check for carbon monoxide fumes in every gas fireplace, and get under every Christmas tree that is crooked to straighten it to a perfectly upright 90-degree angle.

Any one of these individuals could pass the testosterone-screening test. But not St. Nick. Not a chance.
