When people think of Walt Disney – the man – they think of success and the empire he created. But that wasn’t the case for Walt early on. He was anything but successful. He had several business failures and was told by an editor at the Kansas City Star newspaper that he

“lacked imagination and had no good ideas.”

Maybe that’s why confidence was so important to him. He certainly was no quitter.

Self-confidence is extremely important in almost every aspect of our lives, yet many people don’t believe in themselves as they should, and they find it difficult to become successful.

Would you buy a product from someone who is nervous, fumbling or overly apologetic? No. You would be suspicious of their product, their trustworthiness, and their ability to provide follow-up service. You would prefer someone who is confident and speaks clearly and knows their stuff.

Confidence enables you to perform to the best of your abilities, without the fear of failure holding you back. It starts with believing in yourself.

As one of my favorite motivational authors, Norman Vincent Peale, said, “Believe in yourself! Have faith in your abilities! Without a humble but reasonable confidence in your own powers you cannot be successful or happy.”

One word in particular in that quote stands out: humble. Confidence does not mean arrogance, in fact, quite the opposite. Humility is a quality that must accompany confidence in order to instill trust.

You don’t acquire confidence overnight. You can’t wake up one day and think you are good. You have to work at it. You have to practice the right concepts, get the best coaching you can and develop mental toughness. You have to think like a winner.

Coaches and managers can tell their players and employees to be more confident, but if they don’t prepare and work hard enough, confidence will always be lacking. It’s easy to fire people

up, but they also have to be willing to prepare and pay the price to achieve a high level of confidence.

My friend, the late Jack Kemp, told me the story of how his coach motivated him when he played quarterback at Occidental College.

Before the football season started, the coach called Kemp into his office for a private meeting. He said, “Jack, you are my guy. You are the leader on this team. You are the one I can count on. Every year I pick just one player, and you are that player. If you live up to your potential, you have what it takes to achieve greatness. But it’s important that you don’t tell anyone else.”

Jack told me that when he left that room he was ready to run through a brick wall for that guy. What he didn’t know until after the season was that his coach said the same thing to 11 other players.

Kemp went on to play pro football for 13 years, served nine terms in Congress representing western New York, and was Republican nominee Bob Dole’s vice presidential running mate in the 1996 presidential election.

A wonderful accompaniment to confidence is a sense of humor, as the following story illustrates. Being able to laugh at yourself is the ultimate demonstration of confidence.

Obituaries Lucille Groetsch Hondl

marrying Alfred Habiger on June 14, 1947 in Albany, he later died January 30, 1973. After his death she moved to Albany and worked at Mother of Mercy Nursing Home and then St. John’s. She married George Hondl on September 10, 1977, he died in 2011. She enjoyed gardening, quilting, bingo, shopping, traveling, playing cards, dancing and spending time with her family. She was a member of the Seven Dolors Catholic Church in Albany, the Seven Dolors Christian Mothers, St. Ann’s Society, the St. Jude’s Mission Group, Catholic Aid, the Albany American Legion Auxillary, the Pioneer Club.

Lucille is survived by her daughters, Sharon (George) Slack, Alexandria; Shirley (Wayne) Zenzen, Melrose; her brother, Walter Groetsch, Avon; sister, Lorraine (Donald) Voit, Albany, 10 grandchildren and 13 great-grandchildren.

Lucille is preceded in death by her parents, her husband, Alfred Habiger, her husband George Hondl, her brothers and sisters, Leander Groetsch, Wilford Groetsch, Anthony Groetsch, Alfred Groetsch, Elmer Groetsch, Clarence Groetsch, Mary Catherine Groetsch, Rita Groetsch, and Marion Groetsch.

The Mass of Christian Burial, celebrating the life of Lucille Groetsch Hondl, age 95 of Albany, will be 11:00 AM, Wednesday, December 23 at the Seven Dolors Catholic Church in Albany. Burial will be in the parish cemetery.

Lucille died Saturday at the Mother of Mercy Nursing Home in Albany with her daughters at her side. There will be a visitation after 10:00 AM Wednesday, at the church in Albany.

Lucille was born November 25, 1920 in Albany to Tony and Susan (Kammers) Groetsch. She grew up on a farm north of Albany and she spent one year working for a family in the twin cities before

Mass of Christian Burial was held at 10:00 AM Monday, D e c e m b e r 21, 2015 at St. Benedict’s Catholic Church in Avon for Richard Schindler, who died Thursday at Quiet Oaks Hospice House.

The Rev. Blane Wasnie, O.S.B. officiated and burial was in the parish cemetery. Arrangements were entrusted to the Williams Dingmann Family Funeral Home in Avon.

Richard was born on February 8, 1944 to Anton and Eva (Reischl) Schindler in St. Cloud. He married Carol

Walter “Walt” Junkin

W a l t e r “Walt” Junkin, age 82 of Sauk Centre, passed away peacefully T u e s d a y , December 16, 2015 following a long battle with heart and kidney failure at the CentraCare Health Nursing Home in Sauk Centre, Minnesota.

A family entombment service will be held at Riverside Cemetery, Fargo, North Dakota.

Walter Edward Junkin was born on August 31st, 1933 to Floyd Junkin and Adeline Junkin (nee Howley). He spent his entire childhood in Fargo. During his adolescence, Walter developed a passion for photography and music. His first professional photograph was taken in 9th grade. He also developed into a fine jazz trumpet player, touring with the Bob Calamese band, out of Nebraska, at age 17.

He also achieved the rank of Eagle Scout in the Boy Scouts.

On March 20th, 1954, Walter Junkin married Karen Jean Amundson at St. Mark’s Lutheran Church in Fargo, ND. They lived briefly in Moorhead, MN, and then purchased the Sauk Centre photography studio owned by Irv Ledel.

They moved to Sauk Centre in February of 1956. Together they ran Junkin Studio for 40 years.

Our dad continued his professional career as a photographer throughout his life in Sauk Centre. He was a Past President of several photographic associations, including, the Central MN Professional Photographers Association, the MN

Jean Eisenschenk on February 5, 1966 at St. John the Baptist Catholic Church in Collegeville. Richard worked at Farm Service, JC Penney’s, Franklin and at Cold Spring Granite until he retired in 2009. Richard’s passion was for music both playing and listening. He played lead guitar in many bands. He played the violin, banjo, mandolin, piano and the accordion.

He also enjoyed riding his motorcycle and spending time relaxing with family and friends.

He is survived by his loving wife, Carol Jean of over 49 years; sons, Owen of Eden Valley and Dion (Susan) of Richmond; brother, Jerome (Rosalie) from St. Wendel; sister, Kathleen (Ambrose) Gertken of St. Joseph.

Richard was preceded in death by his parents; brother, Eugene; sisters, Lucille Ritter and Elaine Dobmeier; brother in law, Elmer Dobmeier.

Professional Photographers Association, and the MN Society for Photographic Artists. He was known for his work throughout the state, and a large print of Fr. Torborg, of St. Paul’s Catholic Church, was displayed internationally. He received numerous photographic awards throughout his life.

Dad played his trumpet up until 2013.

He was a member of several bands within the region, as well as leading his own jazz band in the 1950’s. He played with the River City Jazz Band, the Alexandria Big Band, the Dick Thompson Orchestra, and the Denny Zaviska Orchestra. He loved big band jazz. He led the Sauk Centre band and the First Lutheran Church choir during the 1950’s. One of dad’s other accomplishments was the fact that he was the Sauk Centre Honor Guard’s bugler for 58 years. He played Taps for many, many veteran’s funerals.

Dad was a devoted member of the Sauk Centre Lion’s Club. He was a PastPresident of the club (1975), and had achieved an amazing 60 years’ perfect attendance. He was quite proud of his time with the Lions Club. When asked how the Lion’s meeting went, he’d often say, “We roared.”

Dave Says -By Dave Ramsey Dear Dave, I haven’t spoken to my mom and sister in more than six months.

Over time, I realized we have a real clash of moral values that has led to arguments and hard feelings.

Lately, with it being Christmas season and a new year just around the corner, I’ve found myself wanting to navigate things a little better and stop avoiding them. It’s been mostly just between myself and them, so my wife and kids are pretty insulated from the ugliness. Do you have any advice for handling situations such as these?

-Dave Dear Dave, Well, the good news is it doesn’t sound like you’ve had to spend a lot of time with them. So their influence over you and your household has been minimal. Still, things like this are painful.

These are people you love, even if they are hard to get along with or understand.

I’m not a family counselor, but my initial advice would be don’t try to change them. And don’t take discussions too deep. If you get together, just keep things simple and on the surface. To the extent they try to invade your family, that’s where you have to put up a good solid boundary. You have to protect your family and try your best to keep bad influences at a distance. But I don’t think you’re going to fix them. Probably the best thing you can do is model sanity and reason in front of them.

A friend of mine who has some crazy in-laws says he adopts the bobblehead deal. He just sits there like a bobblehead and smiles and nods, no matter what craziness is swirling around. And that’s not a bad idea when you think about it.

You don’t want things getting ugly if you can help it, plus the chances of you changing a lifetime of toxic behaviors in one brief interaction are very small.

Pray for them, too, Dave. Then, if they ask for help, maybe you could insert some gentle wisdom. Don’t tell them what they’re doing is wrong or that they’re bad people. Just describe things

you and your family have done and how you’ve handled similar situations. But until they bring it up, I wouldn’t go there.

-Dave Dear Dave, I work as a software developer, and recently a co-worker approached me about starting a side business together.

We would create apps for the legal community with advice from my wife, who is a lawyer. The only problem is that we’re in the middle of Baby Step 2 of your plan, and we still have some debt to pay off. Do you think starting a business would be too risky at this point?

-Jeremy Dear Jeremy, It sounds to me like this is the kind of idea that would require more in the way of brain sweat and time than money.

I would just think of it as a part-time side job and go for it. However, make sure you have a clear understanding of exactly how much — if any — financial support would be required. Set these financial boundaries, and also be clear on when you expect the business to make money.

One thing I would warn against is ending up in a partnership if this thing becomes a success. Partnerships are bad news in the business world, so I’d advise you to figure out a way to structure things where you each own different parts — something more along the lines of a joint venture.

But in terms of doing some side deals, creating some cool new apps, and making money in the process?

Absolutely, I would do that. Just figure out an intelligent way to structure the business and finances so you don’t get pinched!

The Morrison County Sheriff’s Office is asking residents to be alert for any unusual activity occurring around mailboxes. If you notice anything suspicious please contact the sheriff’s office immediately.

She is the daughter of Paul and Carol Evans.

Rachel has great compassion for people also which is always shown in her job and toward her classmates and peers. She is very deserving of this award!”

Rachel has many interests including spending time with family and friends in a wide variety of activities. She enjoys shopping and also loves to baby-sit.

Rachel plans on attending Bemidji State University for nursing. Her school activities include serving on student council from freshman year on. She has also been on the Healthy Communities Collaborative in grades ten through twelve.

She was inducted into the Honor Society as a junior and continues to be a member. She played in band in grades seven through eleven. Rachel played volleyball all throughout her high school career. Rachel was recently the Swanville October Athlete of the Month for Volleyball.

William Lentz age 19 of Alexandria was traveling eastbound on County 13 near the intersection of 184th Ave in his 2000 Buick Park Ave. when he lost control sliding in the ditch. No injuries reported and all parties were wearing seat belts.

December 17, 2015: At 20:45 the Todd County Sheriff’s Office responded to a vehicle in the ditch on Grosbeak Rd. Armondo Roubles age 20 of Long Prairie was traveling westbound on Grosbeak Rd. just east of County 12 in his 2007 Chevy Implala when he lost control sliding in the ditch. No injuries reported.

Christmas Wishes, a Winter Driving Reminder and More Our part of the state received enough snow last week to give us a “White Christmas.” I must admit, it does look more like the holiday season when the ground is white, but difficult traveling conditions in the aftermath of a snowfall are the downside. I was driving home from Sauk Centre the morning after the snow and lost control of my car for a couple of seconds in the heavy slush on the highway. As my heart rate settled back down again, it was a reminder that we need to re-adjust to wintertime and drive according to conditions.

You may have heard news reports lately about federal, low-level drug offenders being released from prison. At first glance, it may seem like a good idea since our prisons are overcrowded, and it would reduce the cost of incarceration. However, according to law enforcement folks I’ve visited with, there is more to this story than we’ve been told in the media. At a recent meeting of the Stearns County Police Chiefs, we were told that some sellers of drugs are among those scheduled to be released. And news reports over the weekend indicated that some with violent criminal records are also among those to be set free.

To me, anyone who sells drugs to our children should be penalized to the max.

Drugs threaten to ruin peoples’ lives, and to sell to vulnerable kids is bad, really bad.

Drug pushers are trying to make money off these young people, and they should be punished to a level that truly is a deterrent.

To make it harder to prosecute dealers is just plain wrong. But that’s what these new federal guidelines apparently will do.

er bill. Among the provisions in the legislation is a continuation of Section 179 and bonus depreciation, and a two-year extension of the $1 per gallon blender’s credit for biodiesel. That credit is needed to keep the biofuel industry going right now, in light of current low oil prices. However, to make the credit available to fuel being imported from Argentina doesn’t make much sense. Why should our tax money be used to subsidize production in other countries?

Yes, low gas prices are good news for consumers, but it makes other forms of energy production unprofitable or nearly so.

That appears to be the aim of the Saudis, namely to drive the higher cost producers out of business. It must be right at, or very close to, the cost of production for some North Dakota wells as those producers face higher transportation costs for their crude, most of which is moved by rail to refineries on the East Coast. When those costs are factored in, their oil, which might sell for $40 per barrel, for example, nets only $28 after shipping costs are subtracted.

Local Municipality Minutes Burnhamville Township November 24, 2015 These are unapproved minutes.

The regular meeting of the Town Board of Burnhamville Township was held November 24, 2015 at the Burtrum Community Center. The meeting was called to order at 7:00 p.m. by Chair Mike Berscheit. Members present include Supervisors: Mike Berscheit and Bruce Johnson; Clerk Shirley Hulinsky; Treasurer Pam Throener. Sup. Louis Thompson was on speaker phone. Others present: Erv Herdering.

The minutes from the regular meeting of October 27, 2015 were approved as presented on a motion

by Sup. Berscheit. Motion was seconded by Sup. Johnson. Motion passed.

For correspondence the township received notice from the City of Grey Eagle about the annual fire meeting on November 17 and the fire bill which included an unpaid fire call. Also, received bill for the resolution recording and notice of taxes paid.

A motion was made by Sup. Berscheit to pay all bills numbered 5185 through 5197: Rev. $812.26; R & B $6,512.81; Fire $9,339.04.

Sup. Johnson seconded the motion.

Motion passed.

Flicker Road speed zone signs were installed and resolution was registered at the county.

Sup. Berscheit was called to check out a complaint of trees leaning on a shed. Upon inspection supervisor noted the trees were not on township property. Land owner needs to remove them.

In the road report the contractor is doing a final road blading before freeze up.

Treasurer’s report showed a balance of $64,819.94. Treasurer’s report was approved by Sup. Berscheit and seconded by Sup. Johnson. Motion passed.

Sentence to Serve crew has not started to trim trees on Dunlin Road. Supervisor was in contact and the county still plans on doing it, but they are short on help.

A motion was made by Sup. Berscheit to adjourn the meeting which was seconded by Sup. Johnson. Motion passed. Meeting was adjourned at 7:35 p.m. Next regular meeting will be on December 29, 2015 at 7 p.m. in the Burtrum Community Center.

Present were Council Members Jenny Mayers, Tony Klasen, Dick Christenson, Mayor Joe Finken, City Administrator Michael Brethorst, and City Clerk Patti Haase.

Council Member Josh Thieschafer was absent. Mayor Finken presided thereat. The Council then recited the Pledge of Allegiance.

A motion was made by Mr. Christenson, seconded by Mr. Klasen and unanimously carried to approve the agenda as amended.

Mayor Finken then opened the floor to public comment. There were no comments.

The following items were considered for approval under the Con-

sent Agenda: a. the minutes from the October 15 Regular Meeting. b. list of bills in the amount of $519,213.99 (See attached list) c. list of investments for the month of October (See attached list) d. Donation Resolutions: 1) Resolution No. 2015-48: Donation in the amount of $6,000 from the Melrose Lions towards the Melrose Fire Department 2) Resolution No. 2015-49: Donation in the amount of $3,334 from the Melrose Lions which is the third and final payment of their 2013 commitment of $10,000 to the Melrose Ambulance Department e. Part-time Police Officer Matt Moorman completed the FTE of 2080 hours on October 16. Police Chief Maus conducted a review and it is favorable, therefore, recommends approval of a step increase from Start ($21.05/hour) to Step 1 ($22.10/hour).

The Council to give approval to Mr. Moorman’s step increase. f. Abdo, Eick and Meyer Engagement Letter for Auditing Services: The Council to give consideration approving the Letter of Engagement for Abdo, Eick & Meyers to perform the fiscal year 2015 annual audit. g. Springsted Contract for continuing disclosure services: The Council to give consideration to contract with Springsted to complete the required continuing disclosure reports for the City’s bonds.

A motion was made by Mr. Klasen, seconded by Ms. Mayers and unanimously carried to approve the Consent Agenda items. a. Planning and Development Director Walz reported on the Commission’s October 19 Regular Meeting. Director Walz reported that at its October meeting, the Commission reviewed the following revised sections of the proposed updated zoning ordinance: 234, 300, 600, 700, 1000, 1300, 1600, 1700-1, and 1700-2. These sections were subsequently submitted to the Council and City Attorney Scott Dymoke for review about October 27, 2015. The public hearings on the updated zoning ordinance and several associated re-zonings and related conditional use permits required by the proposed changes to the ordinance are scheduled to be held at the Commission’s December 7 meeting followed by Council approval that same month.

The Council by consensus concurred with the Planning and Zoning Commission updates to the zoning ordinance. Administrator Brethorst noted that the Melrose Area Chamber has request a change to sign usage in C-1 Commercial al-

lowing one cross street banner over the street. This change request will be reviewed by the Planning and Zoning Commission at its December meeting. b. Finance Director Beuning presented the General Fund Financial Third Quarter Report. Ms. Beuning noted that the General Fund Revenues are at 54% and the expenditures are at 62%. Revenues are low because the second half of LGA and property taxes are not received until December. Property tax and LGA make up 73.5% of the Revenue Budget. The Ambulance Department Revenue is at 93% and the Expenditures are at 34%.

The Fire Department Revenue is at 22% however this is due to 90% of the budgeted revenue comes from the Fire Contract charges from the townships and cities contribution and is not collected until December.

The Fire Department has adequate reserve funds to meet operational costs until the contract revenue is received. c. Police Chief Craig Maus presented the Police Department’s October report. He noted there were 274 calls for service during that month compared to 276 for October 2014. A total of twenty-five citations were written for the month of October. There were 92 verbal warnings and 1 written warning.

The year-to-date number of calls is 2554 compared to 2342 in 2014.

For the month of October 2015, the Department received 22 agency assist calls. Chief Maus noted that the police department will be focusing on the few properties who have not addressed the nuisance order requiring re-shingling. Chief Maus also noted that the Police Department may be purchasing some fitness equipment prior to yearend. d. City Attorney Scott Dymoke reported on projects he has been working on for the City.

• Zoning Ordinance Amendments: Reviewed drafts of proposed amendments to City zoning ordinance and forwarded comments and recommendations to city staff.

• Ordinance Violation: Reviewed reports from city staff concerning a violation of city ordinance regulations Prepared and served notice of violation on property owner. a. Mayor Finken stated that as approved by the Council and Commission, an internal posting was done for the Streets/Parks and Water/Wastewater Maintenance Worker position being vacated by Ron Tieman in December. This position is being changed from a fulltime position to a three-quarter time position up to 1600 hours per year.

Mr. Wolbeck has worked a total of 663.50 hours in 2014 and 2015 as seasonal maintenance worker.

A motion was made by Mr. Christenson, seconded by Ms. Mayers and unanimously carried concurring with the Public Utilities Commission approving the hire of Mr. Wolbeck as a part-time Streets/ Parks and Water/Wastewater Maintenance Worker at the starting wage per hour. b. Mayor Finken noted that according to the Fire Department Policies, Officers’ terms expire every two years. The terms will expire on January 1, 2016; therefore, applications for Chief, 1st Assistant Chief, 2nd Assistant Chief, and Training Officer were accepted through October 15.

One application was received for the Fire Chief position, which is from current Chief Jeremy Kraemer. Because he is the only applicant and currently serving in this capacity, no interview was necessary.

A motion was made by Ms. Mayers seconded by Mr. Klasen and unanimously carried appointing Jeremy Kraemer as the Fire Chief for 2016- 2017.

Six applications were received for the two Assistant Chief posi-

tions and two applications were received for the Training Officer position. Interviews for the Assistant Chiefs and Training Officer were conducted by the Fire Chief and Executive Fire Relief Association Executive Committee Members. They are recommending: Tom Budde be appointed as 1st Assistant Chief; Leon Feldewerd as 2nd Assistant Chief; Aaron Goebel as Training Officer.

A motion was made by Mr. Klasen seconded by Mr. Christenson and unanimously carried approving the Officer appointments for 2016 and 2017. c. Mayor Finken stated that the City is under contract with Jane Brown to provide planning services. The Contract is due to expire November 20, 2015. There is a need to retain the services through the final adoption and compilation of the Ordinance. A three week extension is requested to complete these tasks.

Once this contract is complete, staff will be looking for additional support for another 90 day period.

These options will be presented at the December meeting.

A motion was made by Ms. Mayers seconded by Mr. Christenson and unanimously carried approving the amendment to the Planning and Zoning Service Contract. d. Mayor Finken noted that the City Council at its October 2015 Council meeting formed a Subcom-

mittee to determine and negotiate a final pay Request for the design work of the 5th Ave Bridge. The original request for payment was in the amount of $114,729. After much discussion, compromise and debate, the Committee and WSB have agreed upon a requested amount of $40,425. The Committee therefore recommends to the City Council to authorize payment to WSB & Associates in the amount of $40,425 for the final pay request of the 5th Ave/ CSAH 13 Bridge design. This was based on work performed, mutual understanding and comparable worth performed for Stearns County.

A motion was made by Mr. Klasen seconded by Ms. Mayers and unanimously carried approving the negotiated WSB 5th Ave/CSAH 13 Bridge Final Pay Request in the amount of $40,425. e. Mayor Finken noted that the Sauk River Park is in need of safety improvements for the crossing of the “spill way” between the Old Fish Rearing Pond and the Sauk River. This is same location of our “snowmobile route” through the park. The current route directs people away from the spillway and onto the rearing pond with thin ice signs posted and danger signs as well. This is an issue that has been looked at by staff for some time now.

Efforts were looked at to install a culvert in the area and then provide fill over the top of the culvert. However, due to the flow of the spillway in times of high flow, a culvert has been deemed impractical and not able to meet the flow.

Alternate means were explored and it was determined that the best solution would be a bridge over the crossing site. This alternate was found locally in Sauk Centre, being a used 40 foot long Rail Road Bridge. The cost for the bridge actual bridge is $3,000. Talk Inc. from Sauk Centre would also transport the 18,000 lbs bridge to the site.

Due to the time of year, it would need to be installed within the next two weeks to avoid freezing. It is recommended to move forward with the installation of the Bridge to eliminate the crossing hazard. The secondary benefit of the bridge would to be formally create a safe trail connecting the trail on the north side of the spillway.

Therefore a cost share is proposed to cover the project.

Bridge: $3,000; Excavating: $1,000; Cement Work: $1,000; Fill / Misc: $2,000. Total Estimate: $7,000.

A motion was made by Mr. Christenson seconded by Mr. Klasen and unanimously carried approving the purchase and installation of the bridge with the funds to be allocated equally between the Streets and Park and Recreation Fund. a. Mayor Finken commented that the Blandin Foundation and the City of Melrose are still looking for people interested in participating in the 2016 Blandin Foundation Community Leadership Program.

Earlier in the year, the City was notified that it had been accepted for participation in a The Leadership Program is designed to develop and sustain healthy community by building on community strengths.

Individuals are recruited as part of a 24 person community cohort.

Currently, Blandin has received eleven applications. This is a great opportunity to receive training and work collaboratively with community members and neighbors to strengthen and improve your leadership skills at no cost to the individual. If interested in participating or to learn more about the program please contact Blandin or City Administrator, Mike Brethorst. b. Two applications were received for the skating rink caretaker position. Staff will be interviewing both applicants. In addition, Caldin Rieland will be returning as a rink caretaker from the 2014-2015 season.

Staff is requesting approval to hire one of the applicants to fill the additional position upon a successful interview and qualifications for the position.

A motion was made by Ms. Mayers second by Mr. Klasen and unanimously carried authorizing staff to move forward with hiring a rink caretaker for the 2015-2016 season. a. Director Walz stated that as previously reported, Willow Express has expressed an interest in acquiring +/-1.73 acres of the northern part of City-owned Lot 6,

Block One in East Acres Plat Two located adjacent to the west side of his current business operation. The Property-Acquisition/Disposition Committee with the concurrence of MADA is recommending to the Council that the requested parcel be sold to Willow Express at an cost of $16,051/A (total price +/- $27,768) subject to several easement taking and vacating actions.

Council Member Christenson introduced Resolution No 2015-50 .Approving the Sale of City-Owned Property to Willow Express LTD. The motion was seconded by Mr. Klasen with a roll call vote recorded as follows: For: Council Members: Christenson, Klasen, Mayers and Mayor Finken; Against: None; Absent: Council Member Thieschafer. b. Mayor Finken stated that The Planning and Zoning Commission has annually reviewed part of the City’s proposed Five Year Capital Improvement Plan for compliance with the City’s Comprehensive Plan. This review/ determination for compliance and the accompanying follow-up written report to the Council is required

by Minnesota Statutes, Section 462.356, Subd 2. It is noted that a “capital improvement” is defined as the “betterment of public lands, buildings or other improvements”.

At its meeting on October 19, the Commission reviewed for written comment to the Council the compliance with the Comprehensive Plan of the proposed 2016 nonequipment related expenditures, along with those proposed for 2017, contained in the Five Year Capital Improvement Plan and Levy Information Years 2016-2020. The Commission determined that the proposed non-equipment related expenditures proposed for Years 2016 and 2017 are in compliance with the City’s Comprehensive Plan and authorized the Chair’s execution of correspondence to the Council evidencing its findings. c. Mayor Finken stated that in September our main line Fire Tanker was involved in an accident on I-94. The Truck was conducting traffic control and parked on the Interstate, when a distracted driver drove into the rear of the Tanker. As of the writing of this summary, it is anticipated the Truck will be determined to be a total loss. The original purchase price was $126,000 and was being depreciated over 35 years or $3,600 per year. The estimated market value for the same rig and year today is valued at an estimated $155,000. This is due to the cost of new Tankers nearly doubling in the past 10 years.

As per Fire Chief Kraemer, he was informed that a new Tanker would cost between $210,000 to $225,000. This would then be depreciated over a 35 year life $6,000 / $6,428 per year. Initial estimate to repair the Tanker is $115,000 for the Apparatus and $40,000 for the Chase work for a total repair estimate of $155,000. (Frame, rales, Rear end, Engine, drive shaft and water tank) We would then depreciate this repaired truck over the remaining anticipated 25 year life at $6,200 per year. There would be an estimated wash between new and used / repaired vehicle. However, it is unlikely the repaired truck will

reach the 25 year deprecation life.

At which time we would have to buy a new truck with an estimated increase of 195% over the 25 years.

This is based on the last ten years inflation on a new tanker truck. But it is unknown what the cost of the tanker will be. Based on the assessment of 195% increase over the next 25 years, the cost of the $225K tanker would cost $438,750, which would be depreciated over 35 year or $12,535 per year.

If we were to look at the replacement or repair of the Tanker over the next 35 years, it would cost for a repaired tanker being (155K rig repair + 125K dep new rig at 10 years) $280,350 or $225,000 with a new vehicle over the same 35 years.

So an estimated savings of $55,350 over the 35 year depreciation estimate if we were to purchase new.

Plus, the benefits of purchasing a new Tanker includes warranty, new technology and updated standards.

Therefore it is the recommendation of the Fire Department if the truck is totaled, that a new truck be purchased. If it is not totaled, other options would be explored.

The set-a-sides for Fire Vehicles as of December 31, 2014 is $179,795. It is estimated the cost out of the Fire Vehicle fund to be between $55K to $70K after the insurance payment. A staff committee has been formed to review and establish the bids and specification.

This includes, Fire Chief, Deputy Chief, City Administrator and others.

A motion was made by Ms. Mayers seconded by Mr. Klasen and unanimously carried authorizing the drafting of bids and specification and bidding of a new or used Fire Tanker Truck and to allow the Fire Department to approve the specification and obtain bids on a new or used tanker truck contingent upon the insurance company’s decision to total the vehicle. Bids would then be presented to the Council upon receipt for consideration.

Home Economics PDC Members Wanted

By Nathan Braaten, Todd County 4-H Program Coordinator When most of us hear the phrases “home economics” or “family consumer science” we think about the class we had in middle school or an elective in high school. You know the one, we learned how to set the table, cooked a meal and possibly sewed a pillow case. Depending on the class format other topics broached included personal budgets, grocery shopping and basic daily household needs. I mention these memories because as budgets shrink and curriculum moves toward digital formats, these programs disappear from public schools. In a world of ever changing technology, have family consumer science skills become obsolete?

The 4-H Home Economics PDC attempted answering this question while also forming new ones at its recent meeting. Are youth interested in sewing and cooking skills? Are the traditional programs offered still relevant in a society full of screens and digital media? How can we give the phrase “home economics” and “family consumer science” a facelift?

Historically the 4-H Home Economics PDC group offers summer sewing camps and organizes the “Sew We Care” project. This Todd County program supplies quilts, fleece blankets, hats and mittens to families in need. The group also designs a display booth at the county fair to draw public awareness. Within the 4-H program the PDC assists with Project Fun Day and numerous project activities. Despite these worthwhile community service efforts, involvement in this group has dropped. To be blunt, we are looking for a shot of adrenaline--new ideas and projects to engage a wider audience.

Take a moment to examine your interests and areas of expertise. Do you use Essential Oils? Do you hunt or fish? Do you make your own jewelry? Do you grow a summer garden? Do you design graphics? Are you interested in natural organic foods? Do you enjoy working with fabric or have a stash of fabric tucked away in a closet or two?

I ask these questions for a few reasons. First, to encourage people to think about what they do away from a screen or away from a sport. Secondly, despite the wide array of interests my questions cover

they can be connected under the umbrella of a healthy and holistic lifestyle. For example, I not only hunt waterfowl but have learned many healthy cooking recipes for it. My wife uses Essential Oils. I share cooking duties while her knowledge of oils helps both of us with stress, anxiety and any number of ailments. We have started thinking about a healthy lifestyle not just in our eating habits but our mental health as well. Third, we have many people living in this county both young and old who have many talents waiting to be shared. We need to not only share skills but learn new ones to continue growing.

We need to move away from our preconceived notions of home economics and family consumer science and start thinking about how these skills remain an everyday necessity. Smart phones, tablets and computers don’t cook the meals or repair holes and rips in clothing.

The Home Economics Committee will meet again on Tuesday, December 29, at 5:30 p.m. in the Todd County Historic Courthouse’s Wetland Office. If you are an adult, parent, 4-Her or youth who has ideas on future projects please come and share them. Help us redefine the meaning of family consumer science and help us grow as individuals and a community. If you are not involved in the 4-H program but would like to share ideas or become involved I encourage you to attend.

Library Repeats Opportunity for Minors to Erase Fines

Great River Regional Library (GRRL) is repeating its “Read Down Your Fines” promotion, giving teens and children the opportunity to erase fines on their library cards and borrow library materials again.

Read Down Your Fines will take place at all 32 branches of the Great River Regional Library from Mon., Dec. 21 - Sat., Jan. 2. For each 15 minutes of reading at the library during that period, $1 will be waived from fines on the accounts of minors ages 16 and under. Parents will be allowed to read down the fines of their young children by reading to them in the library. Procedures at each library may vary. Minors who want to read down their fines should speak with library staff.

This will be the library’s fifth Read Down Your Fines promotion. The initial Read Down Your Fines took place in June, 2013, following a successful fundraising appeal. The promotion continues to be supported by fundraising, which ensures that the loss of fines doesn’t have a negative effect on budgets.

WHERE’S JESUS?

By Michael Halleen “Where is the one who has been born king of the Jews?” (Matthew 2:2) There’s a story that has become legend in a small southern Minnesota town. I can’t vouch for its truth, only that people tell it as though it really happened. It seems that a man who was retiring from his position as mayor was to be honored at a midwinter party as he left office. He had served for more than a decade during which he had been responsible for a number of significant improvements to the downtown area, and so it seemed good to have the community pay tribute to him.

The party was held at the VFW hall west of town, and all agreed it was a great celebration. The music was loud, the room crowded and noisy. The finger food was unusual in its quality and liquid refreshment was available without restraint until late into the evening. Conversation the next morning over coffee in the Main Street diner was about what a wonderful event it had been, a fitting tribute. Someone wondered if the mayor had enjoyed it, but no one knew. No one in the diner had talked to him or, they discovered, had even seen him there. After asking around, they learned that the mayor had checked into a hospital the previous day and had missed the party in his honor. It seems no one had noticed.

The parallel to our modern celebration of Christmas is all too obvious. People come together, the food is great, the music warms the heart ˜ but has anyone seen the guest of honor? The season has become about us ˜ our menu, our travel plans, our expenses.

We’ve lost perspective. The themes of Christmas are often forgotten. Perhaps our celebration might be more authentic if our hopes were not only for good sales figures but also for good will among mankind. Perhaps we might notice the Christ more truly among us if our prayers were not only for peace in travel but also for peace on earth.

Our church set out its nativity scene the other day. Life-sized figures of all the familiar characters are in place, kneeling around the manger˜all but one. Seems the baby Jesus is missing. We couldn’t find him this year. Mary and Joseph and the Wise Men are gazing reverently at some wisps of straw.

Sign of the times. Hopefully the Christ child will be found by Christmas.
