A little flattery goes a long way -By Harvey Mackay In the Aesop’s fable “The Fox and the Crow,” a crow is eating a piece of cheese on a branch when it is approached by a fox who wants the cheese. The fox flatters the crow, calling it beautiful and asking whether its voice is as sweet to match. When the crow lets out a caw, the cheese falls and is devoured by the fox.

One of the most commonly used techniques in selling is flattery. It’s not unusual for a salesperson to compliment someone and say, “That color really suits you,” or “You have a great smile.” Customers still like this flattery even though they know it may be insincere.

Catholic Bishop Fulton J. Sheen said: “Baloney is flattery laid on so thick it cannot be true, and blarney is flattery so thin we love it.”

Flattery works because it boosts a person’s sense of identity and makes them feel good about themselves. Flattery makes people feel special. Who doesn’t want to hear good things about themselves?

Flattery can be a valuable business tool when you know how to use it properly.

First, flattery can and should be as genuine as possible. But be careful because you can flatter and compliment people too much. If you say you are in awe of something, act that way.

Don’t exaggerate.

Keep in mind that flattery doesn’t work on everyone. Some people are suspicious and don’t believe it. Others are modest and embarrassed. Watch body language like a smile to see if your flattery has worked.

Flattery can create a negative impression if people think you are advancing your own interests. If it isn’t sincere, flattery will fall flat.

A recent study at the Hong Kong University of Science revealed that all forms of flattery, sincere or otherwise, create a positive image of the salesperson in the mind of a

customer. As a result, we unconsciously begin to trust the salesperson more and make it easier for them to push us into making a purchase.

I call it humanize your selling strategy because I believe it is critical that the people we do business with understand that we see the personal relationship first and the business relationship second. Flattery is effective not only in sales, but in marketing and advertising. Any commercial that argues that you would be “smart” to purchase the product is a form of flattery.

Flattery can also be used at work.

Genuine compliments will almost always have a positive impact. If you tell someone that they have the Midas touch, you are saying that everything they touch turns to gold, which makes people feel valuable. Other positive comments include: You made it look easy. You get things done. I can count on you. You did it with a smile. I appreciate your enthusiasm.

You can even use flattery at home. I used to praise my mom for a wonderful dinner just before I asked if I could get out of doing the dishes that night.

Charm is another form of flattery.

Charming people are less interested in themselves than in the people they are with.

It’s a life lesson, not just a business strategy.

The wind and the sun were having a conversation one day, which turned into a friendly competition about who was better at making things go their way. The wind said,

“I am so strong, and so good at what I do, that I can blow the coat away from that man down on the ground.” So the wind blew hard, bending trees and rattling windows. But the stronger the wind, the more the man clutched his coat, wrapping it tight around him.

The sun praised the wind for its mighty power, which made the wind blow all the harder. But when the windstorm ended, it was the sun’s turn. With a smile, the sun beamed down its warm rays, until the man took off his coat voluntarily.

What the wind couldn’t do with brute force, the sun accomplished with warmth and charm. It’s a valuable lesson for anyone who has contact with people. Now wouldn’t that be just about all of us?

“The Good Old Days” -By Tom Kuehne Sod Houses

The Civil war had just ended and it was now time to head west and get a homestead of 640 acres for $1.00. If your family already had a farm back east, it was probably worth about $4.00 per acre, plus the value of the machinery and buildings. If you were a working man, your wages were about $.90 per day. So if you are heading west, it's possible that you fall into the category of individuals that have money, having just sold the farm or you are financially strapped after purchasing a team and covered wagon.

Whichever is the case, you need a structure to live in when you arrive at your destination.

If your homestead is located in Minnesota, north of what is now I-94, you probably will build a log house, because there are a lot of trees around. But if your homestead is south of today's I-94 or west of the center of Minnesota, there are very few trees. Without trees, your choice of building materials is probably limited to using prairie sod to build the house or other out-buildings.

You probably have had no experience building a house of sod, but there may be some individuals in your new neighborhood who have had personal experience with this type of construction. The first step is to find a hill and dig into the side of it, thereby making a cave large enough to shelter your family while you are collecting some wood lengths to support the roof and actually constructing the house.

This period of time can be as long as 6 months.

The first part of the house construction is to remove the sod about 6” deep in the area equal to the inside dimensions of the house.

This allows the floor to be packed for easy cleaning, along with the advantage of being

able to use that sod for some of the wall construction. The walls will be from 18 to 24 inches thick, the bottom being thicker to support the layers above. Doors and windows were framed with wood from various sources.

The squares of sod are about 50 pounds each and are sometimes cut by hand and shovel.

However, if you are lucky, one of your neighbors has a grasshopper plow you can use. It is a walking plow that has a blade that cuts 6" deep and 24” wide to create an easier way to make sod blocks for the construction project.

When the walls are 8' high, some form of a roof is created. It needs to have a slant and be supported by the wood lengths you found back at the river. The first layer over the wood is light colored blankets which help to reduce the dropping of sand from the sod roof and to help the interior of the dwelling be brighter.

The walls will reduce in height about a foot in the first year due to settling, which creates a need for space above the doors and windows. Many new sod homes have no glass for windows, so thin, light colored dish towels were used. When cold weather arrived, wooden doors covered the windows to keep the cold outside. The interior walls were shaved to create a smooth surface, which were then covered with clay to create additional warmth.

Dogs and cats frequently slept on the sod roof, thereby creating a saying, “it's raining cats and dogs”in reference to them coming off the roof to get out of the rain.

Most sod homes were 16 feet wide and 20 to 24 feet long. Most of them had only one room, no electricity, no running water, no indoor plumbing, no TV, no cell phones etc.

comments. He is not a light to those that he is exposed to. Scripture tells us to be a light, yet many people in our world hate the light because it exposes their own darkness. Part of our job as believers is to encourage other believers to be light, to show good works, and to be uplifting and encouraging. In my office, at my desk, fastened to the bookshelf are two lights. It is amazing how they can make lights now. When I came as pastor of Swanville Bible church and started to move in and organize the office, to make it mine so to speak, I realized that it was pretty dark, just one bulb in the middle. These lights are like a track light but much smaller, and they come with a remote. Each of the two lights has its own remote but one remote will light up both lights or turn them off. I liked it so well I bought one more to put in my “construction” trailer.

As believers in Jesus Christ, we need to be lights in the world. Matthew 5:14-16 says "You are the light of the world. A town built on a hill cannot be hidden. 15Neither do people light a lamp and put it under a bowl. Instead, they put it on its stand, and it gives light to everyone in the house. 16In the same way, let your light shine before others, that they may see your good deeds and glorify your Father in heaven.” There is a high school age boy that I am “friends” with on Facebook. This boy has become very critical and demeaning in his

Ella Monica Budde

Ella Monica (Keppers) Budde, age 81 of Albany, passed away peacefully with her children at her side on Tuesday, November 23, 2021, at Mother of Mercy Nursing Home in Albany, Minnesota.

A Mass of Christian Burial was held Saturday, November 27 at Seven Dolors Catholic Church in Albany with Rev. Julius Beckermann, O.S.B. officiating. Interment was in the parish cemetery.

Ella was born January 23, 1940, to Philip and Lucy Keppers in St. Cloud, MN. She grew up on a dairy farm in Avon, MN, and graduated from St. Cloud Technical High School in 1958.

She loved helping others and worked as a nursing assistant at St. Cloud Hospital prior to marrying the love of her life, Robert Charles Budde. Ella and Bob were married August 30,1960, at St. Benedict’s Catholic Church in Avon, MN. They lovingly raised their children on their dairy farm west of Albany and, by example, taught them the value of a solid work ethic, honesty, simplicity, gratitude and the strength found in faith and family.

She was a member of Seven Dolors Catholic Church and the Christian Mothers Society.

Ella enjoyed vegetable and flower gardening, playing cards, volunteering, sewing/crafting and decorating their home for the holidays. She and Bob loved dancing to old-tyme music, travelling, camping, occasional trips to the casino and the gathering of family and friends.

Ella is survived by her children, Lori (Dennis) Rolfs of Maple Grove, Ron of Albany, Randy (Denise) of Sauk Rapids, Krista (Mark Eckel) of Nowthen and Jerry (Lisa) of Windsor Heights, IA; grandchildren, Lindsey, Maggie (Derek), Abby, Nick, Chris, Katie, Kaela, Gabby, Nathan, Emily, Angela and Carson; greatgrandchildren, Thaddeus and Ophelia; siblings, twin brother Elmer (Marlene) of Avon and Ruth (Pat) Kosel of St. Cloud.

She is preceded in death by her parents, Philip and Lucy; her beloved husband, Bob; infant daughter, Janelle; siblings, Eva (Harold) Schwinghammer, Paul (Ginger), Bob (Joan), Adam, Susan and Margaret and daughter-in-law, Doris.

Joyce A. Winter, age 71 of Albany, died after a brief illness on Monday, November 29, 2021 at the St. Cloud Hospital.

A Mass and celebration of life will be held at 11:00 am on Tuesday, December 7, 2021, at The Church of Seven Dolors Parish in Albany, MN. Visitation will be held 2 hours prior in the gathering area at church and lunch will follow at the church.

Joyce was born to Ervin & Betty (Kraemer) Sand, graduated from Albany Senior High School, then attended St. Cloud State University.

She worked for Fingerhut for many years, then for PCI (Progressive Contractors Inc.) as an office manager. She then worked for Sand Companies Inc. for the rest of her career and retired early to care for her husband, Bert Winter. Bert and Joyce were united in marriage on May 30, 1981 in Buffalo, MN. She was a very busy and motivated woman; an active member of The Church of Seven Dolors Parish, the Capital Campaign for Parish Center, a board member for Mother of Mercy Foundation and the Albany Community Center, a member of Christian Mothers and Walk to End Alzheimers.

She had a love for traveling, spending time at her property on Pine Lake (bonfires!), bowling, puzzles, reading People Magazine, snap chatting, playing cards, gardening (tomatoes, beans & cucumbers), going to plays & concerts, and spending time with family & friends. She was also very proud of her dual citizenship to Luxembourg.

She will truly be missed by her mother Betty Sand; her children: Bruce (Marsha) Winter, Brent (friend Rhonda) Winter, Brenna (John) Linn, Berleen (Jason) Hollenkamp, and Patrick Stuart; her 13 grandchildren; her 5 great-grandchildren (& one on the way!); her siblings: Jim (Jean) Sand, Dennis (Joan) Sand, Judy (Eldred) Dingman, Dale (Mary) Sand, Leo Sand, Tom (Ginger) Sand, Brian (Sherry) Sand; her sister-inlaw: Karen Weber-Sand; her godchildren: Taylor Magnus, John Sand, & Dan Dingman; her many nieces & nephews and great-nieces & nephews.

Colin M. Harlander

S e r v i c e s celebrating the life of Colin Harlander, age 24 of Bowlus, MN, will be at 11 am on Saturday, Dec 11, 2021, with the visitation being at 10 am on Saturday at the Community Country Church in Holdingford, MN. Colin passed away on Nov 26, 2021, at the University of Minnesota Hospital, after a long battle with heart disease.

Colin Harlander was born on January 11,1997, in Albany, MN. His parents Stacy Harlander and Tom Vander Heyden.

Colin grew up in Bowlus, MN, and attended Holdingford High School. He played football while attending high school. While in school, he worked as a cook at Jordies in Bowlus, and Howies in St. Stephen. Colin graduated high school in 2016.

Colin loved being outdoors. From hunting and fishing, to enjoying massive bonfires with his friends and family. He also had a love of cooking and sharing those meals with others as well as playing video games with his cousins. Colin was employed by Rotor-Rooter of St. Cloud as a technician.

Left to cherish his memories, his famous eye roll, and middle finger up greetings, are Colin’s parents, Tom and Stacy of Isle, MN; grandparents, Ralph and Carol Harlander of Holdingford, and James Vander Heyden of Holdingford; his 4-legged sister, Daisy May; aunts and uncles, Travis and Anna Harlander, and Angel and B.J Becker; cousins, Exzavier and Izak Harlander, Johnathan Schrieber, Alex Albrecht, and Josh and Jacob Becker.

Along with the big army of people who helped raise Colin to be the person he was today.

Colin is preceded in death by Irene Harlander, Al and Ethel Ehlinger, John Ehlinger, Bill Ehlinger, Jeanne Vander Heyden, and Jared Haglund.

Kary James Mollner

Kary Mollner age 48 of Long Prairie, passed away on Monday, November 22, 2021, at the Sanford Hospital in Fargo, after he had been hospitalized with a brief illness.

A Mass of Christian Burial took place on Tuesday, November 30, 2021 at the St. Mary of Mount Carmel Catholic Church in Long Prairie Kary James Mollner was born on May 23, 1973, the son of Donald and Audrey (Bills) Mollner of Long Prairie. Kary went to Long Prairie High School. He then became a truck driver, eventually becoming the owner operator of Mollner Trucking. When he was not driving, he would often be found on his parent’s farm helping, working side by side with his dad.

Kary was a determined man who worked hard to provide for his family. Kary and Nancy were together for twenty-eight years, and together had four children, Austin, Cody, Tiffany, and Maranda. Kary was very proud of his family and was happy to see that his two sons Austin and Cody, were following in his footsteps, also becoming semi drivers. Kary enjoyed taking them all ice fishing, hunting, 4 wheeling and snowmobiling. He pulled all of his kids on the tube through the snow with the 4-wheeler, creating memories to last a lifetime. Kary enjoyed passing his knowledge onto his kids and was patient in teaching them new things.

Kary leaves behind his wife, Nancy; children, Austin Mollner, Cody (Marissa) Mollner, Tiffany Mollner and Maranda Mollner; parents, Donald and Audrey Mollner; brother Kevin Mollner.

He was preceded in death by his sister and her husband, Brenda (Jaimie) Seanger; brother, Joe Mollner; and nephew, Josh Mollner.

Marcella Ann Hinnenkamp

Marcella Ann Hinnenkamp, age 93 of Melrose, went to join Ernie, her husband in Heaven, on Tuesday, November 30, 2021 at her home in Melrose Township, Stearns County, Minnesota with family by her side.

A Mass of Christian Burial will be held at 11 a.m.

Friday, December 3 at St. Mary’s Catholic Church in Melrose with Rev. Marvin Enneking officiating. Interment will be held in the parish cemetery. The Mass will be livestreamed and can be found on St. Mary’s website.

Visitation will be from 10 to 11 a.m. Friday at the church.

Marcella Ann Gruber was born in Crow River Township, Stearns County, Minnesota to Stephen and Josephine (Meyer) Gruber, and grew up in Belgrade, Minnesota. She was united in marriage to Ernest “Ernie” Hinnenkamp on September 27, 1948 at St. Frances de Sales Catholic Church in Belgrade. The couple farmed north of Melrose, retiring to Lake Sylvia in 1984.

The memories of “Grandma Lake” are embedded in the hearts of all the grandchildren and great-grandchildren. From the special pancakes to the cookies that were plentiful.

Marcella never used a measuring cup or spoon and always had perfect cookies! She took pride in flower and vegetable gardening, especially making grape jelly. Marcella loved company and spent countless hours visiting, playing cards, and loved watching everyone swim.

Survivors include her children, Marc (Annette) Hinnenkamp of Sauk Centre, Ken Hinnenkamp of Melrose, Tom (Deb) Hinnenkamp of Breezy Point, Sharon Uphoff of Melrose, Fran (Patsy) Hinnenkamp of Grey Eagle, Steve (Margie) Hinnenkamp of Melrose, and Melissa (Ray) Herrington of St. Cloud; 19 grandchildren, 20 great-grandchildren, and one great-great-grandaughter; and sisters-in-law, Ida Pung and Jeanette Zehrer.

Marcella was preceded in death by her husband, Ernest Hinnenkamp on January 3, 2011; parents; brothers, Leo (Marcella) Gruber and Joseph (Alma) Gruber; sisters, Mary (Martin) Kerestes, Katherine (Hubert) Burg, Viola (Clarence) Bertram, and Theresa (Roman) Klehr; in-laws, Leona (Ben) Blenker, Lydia (Ambrose) Beuning, Irene (Arnold) Athmann, Fred (Bernie) Hinnenkamp, Mary Ann (Dick) Tooley, Hubert (Rosie) Hinnenkamp, Frank Pung, Al Zehrer, Jim Hinnenkamp, and Lillian Hinnenkamp; and son-in-law, Gary Uphoff.

Grey Eagle Community Choir Concert Dec. 5 The Grey Eagle Community Choir will be celebrating 40 years of beautiful music at their Christmas concert on Sunday, December 5 at the United Methodist Church, Grey Eagle.

The program begins at 2 pm and a fellowship with cookies and coffee will

follow in the hall after the concert. The fellowship is provided from the all three Grey Eagle churches.

The Grey Eagle Community Handbell Choir will also perform.

The concert is free, but donations are always appreciated to support their music.

Plan ahead for safer holiday celebrations

By Minnesota Department of Health As we look forward to celebrating endof-year holidays, we find ourselves at a difficult point in the COVID-19 pandemic. More than 3.3 million Minnesotans are fully vaccinated, and the recent authorization of vaccines for kids ages 5 to 11 is encouraging. Despite these positive developments, our state is experiencing record-high cases, our hospitals remain crowded, and there are still many Minnesotans who do not have vaccine protection.

With that in mind, all Minnesotans are encouraged to take precautions when gathering with loved ones this winter. You can protect yourself and the health of others around you while still enjoying your favorite traditions.

Recently updated guidance from Centers for Disease Control and Prevention (CDC) includes these recommendations for safer holiday get-togethers: Get vaccinated if you’re eligible.

COVID-19 vaccines are free, and you do not need ID or insurance. Visit mn.gov/vaccine for information about vaccines for kids 5-17, vaccines for adults 18+, and boosters for all who are eligible.

Use multiple layers of protection including wearing a mask in crowded settings and doing outdoor/socially distanced activities where possible, especially if you are getting together with multiple households, multiple generations, unvaccinated people, or people in high-risk groups. Read more at Minnesota’s recommendations for wearing masks.

Travel with caution. Review CDC’s tips for safer travel if you’re considering holiday travel. CDC still recommends delaying travel until you are fully vaccinated. If you must

travel while unvaccinated, or with children who are not fully vaccinated, wear a mask, avoid crowds, and review COVID-19 guidelines for your destination.

Lay low before you go. Avoid crowded settings for a couple weeks before gathering with people for holidays.

Get tested a few days before gatherings.

Free tests are available at Minnesota community testing sites, and through the state’s athome testing program. Tests take a few days to arrive in the mail after you place your order, so plan ahead!

Stay home if you have symptoms or test positive. Visit “If You Are Sick or Test Positive for COVID-19” to learn more about what to do.

On November 3rd, the local Knights of Columbus Council from Grey Eagle/Swanville conducted a COATS for KIDS distribution at the Swanville School. The Knights handed out 75 coats to kids that needed a warm winter coat. This year the Knights in Minnesota handed out over 8000 and nationally the Knights distributed over 103,000 coats to kids who needed a warm winter coat. This program’s primary goal is to help kids stay warm in the winter. A warm winter coat means a child can more realistically attend school, go to after school activities, fit in with other children, play and do all the things that kids do to be kids. In a very real sense, a warm winter coat means mobility.

Our mission is to make this seemingly small part of life a little easier to deal with.

people if things get a little tense. My best advice is to be a model of sanity and reason if you feel a confrontation brewing. Situations like this are hard to deal with, especially when the conflict is between a father and son or two brothers. It’s hard on you and them, plus it has a negative impact on the rest of the family during what is supposed to be a joyful and loving time of year.

Dear Motor Medics, I have a 2002 4x4 GMC Yukon that I have been driving for 200,000 miles.

After all of the care I took to make sure all of the fluids never exceeded their times I overlooked one; the power steering fluid. Now with 200,000 miles it did have a failure of the pump.

I will be installing a new pump and I want to use fully synthetic fluid in it. Can I just use fully synthetic transmission fluid? I can’t seem to find a parts store with fully synthetic power steering fluid on the shelf.

There are fully synthetic fluids out there which are compatible with a GM system that should do the trick. If you use a fluid in a system for which it was not designed you can have many unfavorable results from premature parts wear or undesired operation to major safety issues. Always stick with the fluid which was designed for the system you’re working on.

which seems to have plagued me on a couple other vehicles as well over the years. It is a 2006 Ford Explorer 2wd and I can’t seem to get the front end lined up so that it will drive straight down the road. I have had three different shops check the front end, one aligned it several times and it still pulls to the left. It does this under acceleration and deceleration as well as cruise and does so at any speed over 25mph. They tell me nothing in the front end is worn but are guessing it could be a left shock. My tires are about two years old and have more than half of their tread wear left. The only issue other than the pull is a slight wobble in the steering wheel at speeds under 20 mph. Do you have any ideas?

-Darwin in Madison, Wisconsin Dear Darwin, Have they checked the tires for a problem by rotating them side to side for testing purposes? Ask them if they did this. Sometimes tires can fail and cause a severe pull to one side and swapping sides will change the pull. If so it’s time for new tires. They should also look at the brakes to make sure they are not dragging causing a pull. If it is brakes they would likely be very hot on one side or the other.

Melrose City • October 21, 2021 The Melrose City Council met in a Regular Meeting on Thursday, October 21, 2021, at 6:00 p.m. pursuant to due notice being given thereof. Present were Council Members Tony Klasen, Justin Frieler, Mark Hill, Travis Frieler, and Mayor Joe Finken, City Administrator Colleen Winter, and City Clerk Patti Haase. Mayor Finken presided thereat.

The Council then recited the Pledge of Allegiance.

A motion was made by Mr. Travis Frieler, seconded by Mr. Hill and unanimously carried to approve the agenda as amended.

Mayor Finken then opened the floor to public comment. There were no comments The following items were considered for approval under the Consent Agenda a. Erik Simonson presented an overview of the CGMC 2021 initiatives. Mr. Simonson expounded on the 2021 CGMC initiatives: Local Government Aid Public Facilities Authority (PFA) water infrastructure programs Municipal PFAS Source Reduction Initiative Child Care Facilities Grant Program Child Care Grants to Minnesota Legislative Initiative Foundation for child care business development Child Care – DEED child grans for taring and business development Greater Minnesota Business Development Public Infrastructure (BDPA) Grant Program Housing – Greater Minnesota Fix-up Fund Housing Greater Minnesota Housing Public Infrastructure Grant Program Housing Greater Minnesota Work Force Development Fund Large City Streets Small City Streets Alison Voigt with Stearns County Emergency Management presented information on the Copewell Project. The Composite of Post-Event Well-Being (COPEWELL) is an evidence-based model and collection of tools that fosters a community-wide understanding of the complex nature of community resilience as it pertains to disasters. It uses data-driven tools to assess community functioning, predict resilience, and provides resources that communities can utilize to address identified gaps to improve community functioning before, during, and after disasters. A workshop will be held on Tuesday, November 30 at 7:00 a.m. to look at past disasters, and how to react and mitigations plans for any future disasters.

Nick Guilliam from WSB presented the final plans for the RDB Project .

Police Chief Craig Maus presented the Police Department’s September report. He noted there were 343 calls for service during that month, compared to 452 for September 2020. A total of 22 citations were written for the month of September. There were 110 verbal warnings and no written warning. The yearto-date number of calls is 2,899 compared to 2,915 in 2020. For the month of September 2021, the Department received 35 agency assist calls.

City Attorney Dymoke reported on the projects he has been working on for the city.

• Bonner Nuisance Action – Assisted city staff

Submitted documents to attorney Steck and filed notice of submission with the court. • 2021 Nuisance Actions – Prepared proposed nuisance abatement orders and submitted them to city staff for consideration and approval by the Council.

WSB Project No. R-017370-000 -2021 Street Improvements: Construction is now complete. WSB and Public Works performed a punch list walk last week and the project can now be closed pending receipt final documentation from the contractor.

WSB Project No. R-015500-000 Melrose Road, Dam, and Bridge: Roadway: • City drainage and utility easement approved by City. CenterPoint needs to sign the easement documents and then they will be recorded with the County.

• Pedestal removals in the Park have been added to the plan per discussion with Roger A. • District State Aid will sign plan once State Aid Bridge signs the bridge plans. Will be signed the week of October 11th.

• Opinion of Probable Cost is approximately $5.8M (construction costs) • Meeting with property owners regarding temporary easements ongoing.

Structures: • Submitted Building Demo Plans/ Specs/Bidding Docs on 8/26/2021. o Received comments and will resubmit 9/8/2021 o Preconstruction Meeting was held on 10/8 o Actual demo to being on 10/25 • Revised bridge plans sent to MnDOT Bridge on 9/10. Comments received on 10/8.

• Revised set to be submitted on Wednesday 10/13 for signature • Revised Dam repair plans and O&M Manual submitted on 9/10. Comments received on 10/5.

Meeting set up for 10/14 to discuss and resolve remaining comments.

Permitting: • DNR Public Waters Work permit technical Review started on 7/4/2021.

• USACE permit: In the process of drafting the EA on 8/26/21, but they are still waiting to hear back from their archaeologist about the Section 106 determination.

• MPCA Section 401 Certification was waived on 8/3/21.

• CLOMR application submitted on 6/21/2021.

Comments received 7/29/2021 from FEMA. Resubmittal sent to FEMA on 8/30/2021. Meeting with FEMA 9/28/2021 to discuss model. Ongoing conversations with FEMA to finalize submittal. FEMA reviewer has indicated she will be sending to finalize permit pending incorporation of model comment by late October.

• City must send notification letter to impacted property owners. Complete • DNR utility crossing license applications (electrical and watermain): Received the electric distribution license for signature on 8/31/21 but have not received the watermain license.

• SRWD permit: The watershed’s reviewer (Houston Engineering) sent their permit summary to the district on 9/7/21, so the district should be making a decision soon.

• DNR dam permit submitted on 8/2/21.

Grant: • Submitted the LCCMR Grant application on 4/2/2021.

City Administrator Winter provided an update on the current projects. The city has reached tentative agreements with LELS and AFSCME. The AED has been installed at the Sauk River Park, the Melrose Area Women of Today have installed Lending Libraries at Meadowlark Park and near the bike shelter. The Melrose Area Arts Council will be presenting at the November Council meeting.

Mayor Finken stated that Stearns County has submitted the Construction Service Contract for SAP 073-613-025; CSAH 13 improvements including replacement of Bridge 7163 with new bridge 73576, bridge approach improvements, 1st Street North improvements, repairs to the Melrose dam, and Sauk River channel realignment in the city. The City has obtained PFA Funding to finance a portion of the WWTF. Therefore, the City will sell and issue a taxable general obligation revenue note of the issuer to the lender in the amount of $2,096,321.

In addition to adopting the resolution the Council to give consideration to approving the compliance policy as a condition of the PFA funding. Council Member Justin Frieler introduced Resolution No. 2021-47 Resolution Authorizing the Issuance and Sale of a $2,096,321 General Obligation Revenue Note, Series 2021A, and Providing for its Payment.

Mayor Finken stated that due to an upcoming closing on the property the Hollermann’s are requesting an encroachment into the alley in Block Twenty-six (26), Great Northern Addition to Melrose, which is a dedicated public right-of-way and adjacent to the northerly boundary of the Property.

A shed located on the property encroaches on the public right-of-way. The Hollermann’s are requesting permission to continue encroaching upon the right-of-way. A motion was made by Mr. Justin Frieler, seconded by Mr. Klasen and unanimously carried approving the Encroachment Agreement and authorizing the mayor and city clerk to execute the agreement.

Mayor Finken noted that at the Council’s first meeting in January 2022 consideration will be given to making appointments to the various boards and commissions.

Staff is looking to schedule a Special Meeting to conduct a final review of the 2022 Budget and Capital Improvement Plan. The Council by consensus approved the budget meeting be scheduled for Thursday, November 18, 2021, at 5:00 p.m. The Council also approved scheduling the Copewell event with Stearns County for Tuesday, November 30, 2021, at 7:00 a.m.

Burtrum City • November 1, 2021 The Burtrum City Council meeting was called to order at 7 pm on Monday, November 1, 2021 by Mayor Ron Strassburg.

Minutes from the October 4, 2021 meeting were read and approved with a motion made by Sara Macho and seconded by Mitchell Bruggenthies, upon vote motion was carried and minutes were accepted.

Next the finance report was read and approved; and the city discussed current bills/invoices and a motion made by Sara Macho and seconded by Sharon Erickson, finance report was accepted, and bills paid.

New Business: Burtrum Cabooze Liquor License is due and the city has granted them approval for the license - motion to approve was made by Mitchell Bruggenthies and seconded by Sara Macho.

Old Business: City of Burtrum Santa Day on December 4, is expecting a big turnout – City approved an additional $300.00 to help fund the event – motion to accept the additional dollars were approved with a motion made by Mitchell Bruggenthies and seconded by Sara Macho.

City remains in contact with Dan the Fire Marshall, in regard to, the old school building. We appreciate the letters from City patrons, however this is going to be a lengthy process and we appreciate your patience in this matter.

Since no further topics needed to be addressed the meeting was adjourned with a motion made by Sara Macho and seconded by Sharon Erickson, upon vote motion carried and meeting was adjourned.

Our next meeting will be held on Monday, December 6, 2021.
