Fall 7 times, get up 8 -By Harvey Mackay D e r e k Redmond was favored to medal in the 400-meter race for Great Britain at the 1992 Summer Olympic Games in Barcelona, Spain. But 150 meters into the semifinal race he felt a searing pain in his right leg and fell to the ground in agony with a torn hamstring. He was not willing to give up. He wanted to finish the race no matter what. He got up and limped around the track until a man came out of the stands and broke through security to help him. It was his father.

He told his son, “You don’t have to do this.”

“Yes, I do,” he told his dad.

And his dad said, “Well then, we’re going to finish this together.” And they walked together with arms around each other’s shoulders until shortly before the finish line when his dad let him finish the race alone. Redmond received a standing ovation from the 65,000 people in attendance, including me.

That is what I absolutely love about the Olympic Games – the determination and never-give-up attitudes that these athletes bring to their sports. They demonstrate an amazing resilience that is inspiring. And that is why I’ve only missed one summer Olympic Games since 1972 in Munich.

We’ve all hit roadblocks and dead ends that can make us think twice about whether it’s worth our efforts.

Discouragement and disappointment cloud our judgment. It’s exhausting sometimes trying to figure out how to get past a problem.

So before negative thoughts lead to negative actions, you need to develop a strategy to clear your head. It becomes even more important to train your brain to look for positives.

Researchers believe that people who embrace a positive outlook have less stress, an increased sense of wellbeing, better coping skills and longer life spans. Do whatever it takes to get to that attitude. Learn to look on the bright side.

Or, to put it simply, in the immortal words of the great philosopher, Yogi Berra, “When you come to a fork in the road, take it.”

Really, that’s not just a punchline.

Keep moving forward. Keep trying.

Keep hoping and dreaming and believing you can do it. Be resilient.

Because when you don’t give up, you usually don’t fail.

This is true in life in general and business in particular. Every organization that gets hit with any sort of emergency needs to have people who can respond in a productive and clear-headed manner. Your value to the organization increases exponentially if you are one of those people.

In this ever-changing, fast-paced business climate, resilience is one of the most critical skills you need to master.

Clinical psychologist Susan Dunn has observed that people who can bounce back after failure and confront new obstacles without losing their nerve generally do these essential things: • Learn from experience. Resilient people reflect on what happens to them – good and bad – so they can move forward without illusion.

• Accept setbacks and losses.

You’ve got to face the reality of what happens in order to get past it.

• Recognize emotions. Resilient people don’t hide from their feelings.

They identify what they’re feeling and express their emotions appropriately.

“The Good Old Days” -By Tom Kuehne Christmas Remember when there were actually sleigh bells on horse drawn sleighs?

How about caroling groups that came to your house?

How about Santa’s sleigh being pulled by reindeer and that jolly old elf, landing on your house and sliding his rather abundant body down an 8 inch chimney along with a 4 foot diameter bag of toys? Followed by going back up the chimney when he was done. As a little kid, these things were real, except sometimes it was only in our minds.

These things were part of Christmases that we remember.

There was also the practicing for the church Christmas Program. It started every Sunday after Thanksgiving and continued until the time the Christmas Program was presented to the congregation. The teachers were so intense about all of different parts that we had to learn, we became concerned that it may be possible for us to screw up and this being in front of the whole congregation, which included those 4 old church fathers who always sat in the front pew. Actually, when we remember these guys today, we realize that they

would get a good chuckle if we did screw up. But they, at that time, represented individuals who were able to make a serious judgment of our mistakes. We, in our youth, were brought up with fear and respect for those in positions of authority.

Family Christmas followed the church program. Grandma’s house was filled with people. Aunts, uncles, cousins, great aunts and uncles, brothers and sisters, parents and grandparents all made the family. Sometime during the summer, names were drawn among the family, which allowed the givers to plan what type of gift to get for the name they drew. Sometimes the gift was practical, like handkerchiefs, a small toy or socks.

Sometimes it was a silly gift to make fun of someone who may have had a dumb thing happen in their lives. The gifts were small and not real important, but it taught us that the gathering was more important than the gift.

Today we find ourselves being concerned about what to get for who. It seems that the gift has become the most important part of the season. Frequently we feel that what we give will either not fit, not be the right style, not be new enough in the electronic tool world or maybe we may have totally missed the style of the persons friend group. We no longer take the time to make something with our own hands that is made especially for the person.

• Keep time in perspective. Past, present and future are separate. For example, don’t mix them up by letting what happened in the past determine your choices in the here and now.

• Think creatively and flexibly.

Look for new ways to solve problems and face challenges.

• Take care of yourself. Resilience is based on good physical and mental health. Get enough rest, eat sensibly and spend time with people who support you.

• Ask for help. Resilient people don’t try to do everything themselves.

Accept that you’ll need to ask others for assistance, and learn how to do so graciously and effectively.

I remember a metal-framed picture of the special folks who gave it to us. It wasn’t necessarily the gift, but the thought behind it.

Recently a good friend told me about a gift she was given by her husband. It was two Nuts, [like nuts and bolts] tied together by a small ribbon. This item was made to hang on the Christmas Tree.

The meaning of the gift was to represent

himself and his wife, two nuts tied together by a ribbon of love. This item still appears on the tree after 10 years.

Not the gift, but the thought behind it.

Obituaries Ursula Lanners

U r s u l a Lanners, age 79 of Burtrum, died peacefully on Wednesday, December 11, 2019 at her home in Burtrum, Minnesota.

A Memorial Mass of Christian Burial was held Saturday, December 14 at St. Joseph’s Catholic Church in Grey Eagle with Rev. Ron Dockendorf officiating. Inurnment will be in the Minnesota State Veterans Cemetery in Little Falls at a later date.

Ursula Schoefer was born November 13, 1940 in Klein Krosse, Czechoslovakia to Franz and Anna (Habicht) Schoefer. She completed her education for photography in Germany. Ursula was united in marriage to Robert “Bob” Lanners on October 30, 1962 in Kaiserslauten, West Germany.

She moved to Minnesota in 1963 and lived in Bloomington where Ursula owned

and operated Mini Custom Processing Photography. In 1972, the couple purchased Eagle Mountain Ski Area in Burtrum where Ursula was a ski instructor. She also was a supervisor for Grey Eagle Township for seven years and retired in 2006.

She was a member of St. Joseph’s Catholic Church in Grey Eagle, Mound Lake Association, and the Grey Eagle Township Board. Ursula enjoyed deer hunting, camping, bird watching, traveling, and loved spending time with her family enjoying wildlife.

Survivors include her husband of 58 years, Bob Lanners of Burtrum; children, Anita (Rick) Walker of Pillager and Rodney (Marilyn) Lanners of Burtrum; four grandchildren, Marie Walker, Ricky (Amy) Walker, Ashley Lanners, and Amy Lanners; six great-grandchildren, Wyatt, Alison, Valerie, Bentlee, Noah, and Natalie; and sisters, Helga Kamb of Schwedelbach, Germany and Christa Ward of Oberammergau, Germany.

Ursula was preceded in death by her parents, Franz and Anna Schoefer.

Arrangements were made with PattonSchad Funeral & Cremation Services of Grey Eagle.

Edna J. Worms, age 88 of Melrose, died peacefully, surrounded by her family on Thursday, December 12, 2019 at the CentraCareMelrose Care Center in Melrose, Minnesota.

A Mass of Christian Burial was held Tuesday, December 17 at St. John the Baptist Catholic Church in Meire Grove with Rev. Marvin Enneking officiating.

Interment was in St. Mary’s Cemetery in Melrose.

Edna Josephine Wenker was born October 27, 1931 in Grove Township, Stearns County, Minnesota to Ben and Rose (Kortenbusch) Wenker. She attended St. Andrew’s Catholic School through the eighth grade and graduated from Melrose High School. On October 8, 1951 she married Melvin Worms at St. Andrew’s Catholic Church in Greenwald. Edna worked hard on the farm with Melvin and took care of their family. She was a member of St. Mary’s Catholic Church in Melrose, Daughters of Isabella, Christian Women of Melrose and Greenwald, Melrose Senior Citizens, and Catholic United in Greenwald.

Edna enjoyed quilting, cooking and baking, gardening, canning, bowling, and playing cards, especially 500 and Schmear.

Edna was a devout and faithful Catholic who prayed the rosary daily. She was a

caring and compassionate wife, mother, grandmother, great-grandmother, and friend.

Her faith and family meant the world to her.

Edna will be deeply missed by all who knew her.

Survivors include her children, Donald (Marina) Worms of Hercules, California, Harvey (Janet) Worms of Eden Prairie, Diane Worms of Farmington, Joann (Russ) Olson of Breckenridge, Rosie (Tim) Beier of Paynesville, Lisa (Dave) Sarne of Eagan, and Jon (Laurie) Worms of Greenwald; 15 grandchildren, Nathalia (Daniel), Philip (Natalia), Sarah (Austin), Matthew, Mariah, Chad, Eric, Chris (Annie), Emily (Kevin), Stephanie (Nate), Tony, Jessie, Michaela, Madison, and Carter; and six great-grandchildren, Naya, Mateo, Omar, Francisco, Theo, and Esmae; brothers and sisters, Clarence (Mary Ann) Wenker of Melrose, Florentine “Flo” Hammer of Richmond, Adeline (Stan) Schaefer of Burnsville, and Larry (Radi) Wenker of St. Anthony.

Edna was preceded in death by her husband, Melvin Worms on August 25, 2015; parents; brothers and sisters, Herb Wenker, Ed Wenker, Ray Wenker, Sylvia Schulzetenberg, Marie Schneider, and Adolph Wenker.

Serving as casket bearers were Philip Worms, Matthew Worms, Madison Worms, Eric Olson, Chris Beier, and Tony Sarne.

Cross bearer was Sarah Doppler and scripture bearer was Jessie Sarne.

Arrangements were made with PattonSchad Funeral & Cremation Services of Melrose.

Beverly Jeanne Glover

Vi s i t a t i o n with the family of Beverly Jeanne Glover, a former Wadena and Perham resident, and currently of Melrose, MN, was held on Monday, December 16. A formal service will not be held.

Beverly, age 88, passed away on Friday, December 13, 2019, at Pine Haven/Villa Care Center, Melrose, MN. Beverly was born to Maurice and Laurene (Herman) Johnson on August 24, 1931 in Wadena, MN. After graduating high school she completed Business School to become an office manager and bookkeeper and was employed by Merickel Lumber Mills for 44 years.

Beverly was united in marriage with DeWayne Glover at the First Congregational Church in Wadena, on May 1, 1952. They raised their family in Wadena. Over the years, she and DeWayne became avid agate pickers in MT and MN along the north shore of Lake Superior which led them into

lapidary work and silver and goldsmithing.

She enjoyed agate hunting, music, and time with friends in MN and TX where they wintered for about 15 years. Beverly truly enjoyed spending time with her children, grandchildren: Mandy, Jay, Jim, Anthony and Nathan as well as great-grandchildren: Harley and Reggie.

By 2012, Beverly moved to Briarwood Assisted living in Perham and then in October 2013 it was time for her to move to the Pine Haven/Villa Care Center, in Melrose.

Beverly was preceded in death by her husband DeWayne on September 22, 2013, her parents Maurice and Laurene; brother Robert Johnson.

Surviving Beverly are her son Steve (Tammy) Glover of Perham; daughters Linda Budde and Paula Kroll both of Melrose; five grandchildren & two greatgrandchildren; brother Larry (Dorthea) Johnson and sister-in-law Rose Johnson both of Wadena.

Honorary pallbearers were her family and all who called her friend.

Rev. Andrew F. Marthaler Rev. Andrew F. Marthaler, age 86 of Sauk Centre, died peacefully on Friday, December 13, 2019 at the Quiet Oaks Hospice House in St. Augusta, Minnesota.

A Mass of Christian Burial will be held at 11 a.m. on Thursday, December 19 at St. Alexius Catholic Church in West Union with The Most Reverend Donald Kettler presiding. Interment will be held in the parish cemetery with military honors by the Sauk Centre United Veterans Honor Guard.

Andrew Mathaler was born December 29, 1932 on the family farm near West Union, Minnesota to Albert and Antonette (Deters) Marthaler. He was baptized on January 1, 1933 at St. Alexius Catholic Church in West Union. He attended District 157 grade school and graduated from Sauk Centre High School.

Andrew graduated with several degrees from the University of Minnesota. He served in the U.S. Army and was honorably discharged in 1956. After being discharged, he worked briefly for Armour Meat Packing in South St. Paul as a quality control inspector. Andrew worked in sales for seven years in southern Minnesota, Wisconsin, and North Dakota. He taught agriculture and farm management in Eden Prairie, New Prague, Detroit Lakes, and Winona.

Tina M. Podraza

Tina Podraza, 51 year old resident of Pierz, MN formerly of Grey Eagle, MN passed away Tuesday, December 10, 2019 at the Pierz Villa in Pierz, MN. A funeral service was held Saturday, December 14, 2019 at St. Peter’s Lutheran Church in Swanville, MN with Rev. Kevin Zellers officiating. Burial took place in the St. Peter’s Lutheran Cemetery in Swanville, MN. Tina was born on June 6, 1968 in Little Falls, MN to Clarence and Jeanette (Barthel) Podraza. She grew up in Swanville, MN where she attended school and graduated

In 1986, Andrew attended the Sacred Heart Seminary and School of Theology at Hales Corner, Wisconsin near Green Bay and was ordained as a priest on June 9, 1990.

After serving at St. Mary’s Catholic Church in Melrose for one year, he was appointed to the Church of St. Olaf in Elbow Lake until his retirement. During his time at St. Olaf, he also served at the Church of St. Gall in Tintah and the Church of Our Lady of the Runestone in Kensington. Fr. Andrew moved to Sauk Centre in 2008 and served his Diocese as needed.

He was a member of St. Alexius Catholic Church, St. Joseph’s Society in West Union, Osakis Knights of Columbus, Schanhaar-Otte VFW in Melrose, American Legion Post 67 in Sauk Centre, National Rifle Association, American Federation of Teachers, Minnesota Education Association, National Education Association, and the American Vocation Association. Fr. Andrew will be remembered for always carrying his red hankies and being a Green Bay Packers fan.

Fr. Andrew was a person who loved people and was always available to anyone who needed him and will be remembered as such.

Survivors include his sisters, Sr. Mary Peter of Poor Clare Monastery in Sauk Rapids, Joan (Chuck) Pfannenstein of St. Louis Park, and Imelda (Jack) McCann of Sartell; and many nieces and nephews.

She was a very busy lady, enjoying puzzles, listening to country music, bird watching and shopping. Her family was her life, she spent lots of time with them and was always very concerned and interested in their lives.

Tina resided at an apartment in Grey Eagle, MN and was very involved with the other residents at the apartment. Christmas and Holidays were Tina’s favorite time of year and she always tried to make each Holiday very special. The last 10 years for Tina was very difficult as she fought cancer, but she never gave up and was always optimistic and ready to fight the cancer head on. Tina was dearly loved and will be greatly missed.

Tina is survived by parents, Clarence and Jeanette Podraza of Swanville, MN; brother, Tom (Gretchen) Podraza of Little Falls, MN and niece, Avie Podraza.

William will remain in the hearts of his wife, Carol Bethke; children, Jeffery Bethke, Gregory (Sally) Bethke, and Theresa (David) Vesledahl; seven grandchildren; siblings, Robert Bethke, Victor (Jennifer) Bethke, David Bethke, Edna (Les) Connell, Arlene (Joe) Huwi, Helen Bethke, Susan Bethke, and Linda (Steve) Buchholz; as well as many nieces, nephews, other extended family, and friends.

He is preceded in death by his parents, Victor and Irene Bethke; and one brother, James Bethke.

A Memorial Mass of Christian Burial for William will be held at a later date.

We’ve been line dancing as a group for over 8 years (every other Monday night at 6 p.m. at Linda B’s in St. Rosa). Suddenly, the angel was joined by a vast host of others—the armies of heaven—praising God and saying, “Glory to God in highest heaven, and peace on earth to those with whom God is pleased.”

When the angels had returned to heaven, the shepherds said to each other, “Let’s go to Bethlehem! Let’s see this thing that has happened, which the Lord has told us about.”

They hurried to the village and found Mary and Joseph. And there was the baby, lying in the manger.

Dear Motor Medics, I have been having issues with my vehicle for several months with a warning light for both ABS and Trac on my dash. Both the red and the amber lights are on and when they come on the message “service stability” also appears in the message center. My vehicle is a 2004 Chevy Tahoe with only 60,000 miles. I took it to a shop that tells me the module has failed and that a replacement unit installed will be well over $2000.00 which I do not want to spend on a ten-year-old vehicle but want it fixed. Are there any alternatives for repair if the module has failed?

-Danita in Carroll, Iowa Dear Danita, This is a common problem with many vehicles due to normal wear and age. Flushing the brake system on a regular basis is a good preventive measure but once the system fails the only fix is often replacement or rebuilding. A certified used part is a good choice saving hundreds of dollars but due to the popularity often hard to find. The other money saving choice is rebuilding. Ask your local shop if they sell rebuilt or check a certified auto recycler as they often carry such parts.

Either used or rebuilt offer a significant cost savings over new and often carry a very similar if not better warranty. Once you have the repair made make sure you follow a regular maintenance schedule for long life.

-Take care, the Motor Medics Dear Motor Medics, I have a couple questions about ethanol fuels. My mileage changes when I use 10% ethanol instead of no ethanol, MPG going up when I use it. Not much but I see one or two MPG. How can this

be when ethanol should be burning faster with less BTU? I also want to know if there is an additive, I should be using in my fuel system with the ethanol to prevent corrosion of the system. I have been using ethanol for over twenty years with no issue but don’t want to have them in the future.

-Barry in Rock Valley, Iowa Dear Barry, Many people notice a change in mileage when they switch from ethanol to what most places call no ethanol blends.

You would think that you would get better mileage with no ethanol gasoline but it’s not always the case. Some cars get a little better mileage due to the increased octane of the fuel increasing performance. Too much of a fuel octane rating does nothing but if you use a lower than recommended octane in your vehicle the performance and mileage suffers, and you will see it every time you refuel. Cars have knock sensors to adjust for octane. As for additives in the tank when using ethanol, we have never seen any damage cause using ethanol in proper recommended amounts in your tank. There is much more information online about both these subjects to help you out.

Melrose City November 21, 2019 The Melrose City Council met in a Regular Meeting on Thursday, November 21, 2019 at 5:30 p.m. at the Melrose City Center pursuant to due notice being given thereof.

Present were Council Members Tony Klasen, Justin Frieler, Travis Frieler, Mark Hill, and Mayor Joe Finken, City Administrator Colleen Winter, and City Clerk Patti Haase. Mayor Finken presided thereat. The Council then recited the Pledge of Allegiance.

A motion was made by Mr. Klasen, seconded by Mr. Justin Frieler and unanimously carried to approve the agenda as amended moving #5a prior to the Open Forum.

Mayor Finken stated that the City received a request from the Church of St. Mary’s to demolish the existing church located at 203 Fifth Avenue SE which sustained an arson fire in March 2016. The church was required to complete a mandatory Environmental Assessment Worksheet, known as an EAW, per MN Administrative Rules 4410.4300, Subpart 31, Historical places because it is on the National Historic Register.

The EAW is a brief document designed to lay out the basic facts of a project necessary to determine if an Environmental Impact Statement is required. In addition to the legal purpose of the EAW in determining the need for an EIS, the EAW also provides permit information, informs the public about the project, and helps identify ways to protect the environment.

The EAW is not meant to approve or deny a project, but instead act as a source of information to guide other approvals and permitting decisions. The courts have ruled that the City has no say in the use or demolition of the church structure.

Tonight’s meeting is not a public hearing, but an opportunity for the Council to discuss the EAW and make a recommendation as to next steps in the process. Mayor Finken stated that those who wish to speak regarding the EAW are asked to be respectful and keep the comments to three minutes.

Jesse Lovelace stated that attorney Eric Hanson has noted that buildings on the national register of historic places enjoy special protection under Minnesota law.

So the question to the Council is not whether the historic church may be demolished, but whether the EIS is required. It seems that Mr. Hanson believes all the issues have not been adequately addressed. Mr. Lovelace stated that the City may be making a legal mistake. Mr. Lovelace stated that a majority of the people in the community are descendants of

those who built the church and if the church is demolished, there is no symbol left as a monument to their memory.

Santina Lovelace commented that the church is a very important building to the culture of the community. There are grants available to restore and ways to utilize the building. Ms. Santana does not believe that due diligence has been done on the environmental impact.

It is not just the materials that affect the environment, but they are tearing down a culture, a history.

She said this is a life-changing decision that affects the future of this community.

Alan Schulzetenberg stated that the community does not need another gravel lot. Mr. Schulzetenberg stated that there should be a willingness to look at the options as to what can be done with the building. This is an opportunity to involve the community. It would be a good way to bring people together. Mr. Schulzetenberg would like to make the building something better rather than tear it down.

Gerry Osendorf stated that he has been a member of the community for a long time and some of his ancestors helped build the church.

Mr. Osendorf stated that the purpose of the Friends to Restore is to preserve the building. They have spent many hours traveling to and talking about things that could happen in that building if it is not torn down. Mr. Osendorf did get a reconstruction specialist to exam the building. Doug Henning from Henning Restoration said the church is restorable. Braun Intertec certified the building as being structurally sound. Heritage is important. Mr. Osendorf recommends preserving the old building and repurpose it. There are grants available and people who are willing to work to help secure those grants.

Vern Hollermann stated that the community’s ancestors built the church. He is asking that it be preserved, as in his opinion, it is the

last historical building in Melrose.

Bridgett Salzmann commented that churches are often both the oldest and most beautiful buildings in our communities; therefore, they are the rock that continues to sustain us as we bring people together in service and worship. There are organizations that are willing to help restore the building. One such organization is Partners for Sacred Places. It is the only nonsectarian, nonprofit organization dedicated to sound stewardship and active community use of older sacred places across America. There are opportunities to get assistance to help preserve the old church.

The following items were considered for approval under the Consent Agenda: a. The minutes from the Council’s October 17 Regular Meeting. b. List of bills in the amount of $404,120.44. c. List of investments for the month of October. d. Police Officer Matt Moorman will complete three years of full-time service with the City on November 23. Chief Maus conducted a review and it is favorable, therefore, recommends approval of a step increase from Step 2 to Step 3. e. The Council to give consideration to Pay Voucher No. 3 from Riley Brothers Construction.

The total of Pay Voucher No. 3 is $41,993.43 and is the final pay voucher as the project is completed. Pay Voucher No. 3 has been reviewed by WSB Engineering and is hereby recommending approval. f. The Council to give consideration to Pay Voucher No. 3 from Worms Lumber & Ready Mix for the 2019 County Road 65 Sidewalk Improvements. The total on Pay Voucher No. 3 is $17,556.00.

When canvas-roofed storage structures were installed without a permit on residential property, the City has required the structure to be removed.

The City submitted a letter to the property owners informing them that the structure violated City Codes and was constructed without a permit. The property owners were given until November 13, 2019 to remove the structure. The Building Official visited the site and spoke with the business on November 4, 2019. The business stated they are not willing to comply.

The City has a policy of not allowing permits to be issued when the site has a non-conforming issue. A new septic system has been designed for the property and a permit will likely be requested soon assuming the ground isn’t too frozen already.

Staff requested direction on how the Council would like this to proceed related to the violation, correcting the violation and the timing of the permit.

Mayor Finken stated that staff needs to enforce City Code.

City Administrator Winter provided an update on the following: Community Development: Working with CD director on several economic development projects, including housing, commercial development and broadband Administration/Finance: Working with Finance Director on refining job descriptions and addressing the long term needs of City Center staffing. Planning and Development Director Atkinson provided an update on the various current and upcoming projects. Ms. Atkinson noted that staff has been working on trying to locate market rate multi-family housing in Melrose. Staff has also been working on signage for the food shelf and Meadowlark Park. Ms. Atkinson noted that Shaggy’s Towing has installed a metal frame with a canvas type of roof attached to two cargo containers. Previously, they had a sheet/panel of metal sitting on top of and extending between the two cargo containers which the City informed them was not a permitted structure and a safety concern. As a result, they removed the metal sheet/panel moved the cargo containers further apart and added a larger metal roof frame. The metal frame was covered with canvas and vehicles are being stored under the roofed area. The issues are as follows: 1. The structure was constructed without a building permit.

Police Chief Craig Maus administered the Oath of Office to Police Officer Allyssa Engfer.

Finance Director Tessa Beuning presented the General Fund Financial Third Quarter Report. The General Fund Revenue is at 57% and the Expenditures are at 62%.

Revenues are low because only half of the property tax and local government aid are not received until December. Property Tax and LGA make up 67% of the revenue budget. MADA: A petrofund fuel reimbursement from the State of Minnesota was made in 2019 that had not been budgeted for. The transfers from the General Fund and TIF funds have not yet been made. There have been minimal expenditures as the end of the third quarter.

Ambulance Revenue is at 90% and the Expenditures are at 72%. Administrative fee transfers to the General Fund are done at year end. The Ambulance Department cost-shared painting at the Fire and Ambulance Station which increased the maintenance expense. The Revenue for the Fire Department is only at 6%. This is because 90% of the budgeted revenue comes from Fire Contract charges from the townships and the City’s contribution and is not collected until December. The Fire Department has adequate reserve funds to meet operational costs until contract revenue is received.

The expenditures are at 33% of the budget, due to salaries and building rent not being paid until year end.

Police Chief Craig Maus presented the Police Department’s October report. He noted there were 313 calls for service during the month, compared to 441 for October 2018. A total of 19 citations were written for the month of October. The year-to-date number

Buildings needs: Continue to address mechanical systems at City Center and plan for future upgrades; developing building maintenance logs on all City-owned buildings.

Streets/Parks: Working with Streets/Parks Supervisor on several miscellaneous projects and future planning for streets, sidewalks and parks.

RDB/Engineering: WSB has had some staffing changes and we will not present costs and timelines related to RDB until the December 12 meeting. Also working on communication, expectations and project timelines in general.

Cell Tower Leases: Continue to work through these projects with the City Attorney.

Mayor Finken stated that an EAW was conducted by the Church of St. Mary for the demolition of the church that was damaged by fire. The Council is the Responsible Government Unit (RGU) charged with reviewing the EAW. The purpose of an EAW is to determine the potential for environmental impacts, determine the need for an Environmental Impact Statement (EIS), and inform permitting decisions. The EAW comment period ended on October 30, 2019.

There were several letters provided as part of the EAW process, including one from the Department of Administration State Historic Preservation Office. The State Historic Preservation Office (SHPO) has requested a Level 1 MHRP document be created ($10,00012,000) to mitigate the loss of the Church of St. Boniface (Church of St. Mary). The request is a recommendation and is not a mandatory requirement as this is not a federal project. When staff reviewed the EAW comment letter from the SHPO office, staff contacted the letter writer, Sarah Beimers, to get further clarification on the level 1 MHRP document request. An email was sent to Ms. Beimers, and her response is stated below: “Our recommendation for a Level 1 MHPR documentation a mitigation for the loss of the Church of St. Boniface (Church of St. Mary) is based upon the fact that this National Register of Historic Places-listed property is one of the most architecturally significant historic church buildings in the central region of our state, especially significant in its embodiment of the history and influence of the German Catholic immigrant story of the Melrose community and Stearns County. The NRHP Nomination Form describes this significance in detail. It is a church which is prominently featured in the book Minnesota’s Treasures: Stories Behind the State’s Historic Places which cites the church as being the largest in size in the Diocese of St. Cloud. Also, noted in the book is the fact that the German-born George Bergmann of St. Cloud was chosen as the architect for this church was because he specialized in creating building designs for German communities. It is for these reasons that we are surprised to hear that the city questions our recommendation to undertake and prepare the highest level of photographic and narrative documentation for this church.”

(11-8-19 Email) Upon a follow up phone call with Ms. Beimers, City Administrator Winter asked what existing historic information does the SHPO office have and if it qualifies

as meeting the requirement of a Level 1 MHPR. The response from Ms. Beimers was simply send in what you have. SHPO has two different documents regarding historic properties and to date staff has not gotten a clear response from SHPO as to what they would like to see.

City Attorney Scott Dymoke, after reviewing the letters submitted for the EAW, expressed his concern that Item 19, Cumulative Potential Effects, was responded to as “Not Applicable” for parts A to C. This item is located on page 24 of 28 of the Environmental Assessment Worksheet, the first part of the EAW document. City Administrator Winter and Director Atkinson met with the Church, including Father Enneking, Gary Walz and attorney Adam Ripple (all representing “The Church”) on November 13, 2019 to discuss the SHPO letter along with other details.

• The Church indicated their willingness to provide additional narrative as to why they felt the Cumulative Potential Effects was not applicable or how it is dealt with in other parts of the EAW. • The Church stated they were unwilling to capture any large format historical photos or invest any funds of significance in historical photos or documentation. They feel that the need for memorializing the church with a Level 1 MHRP document is unnecessary and arbitrary. They felt that SHPO was a recommending body to the City and the City could determine that the historic documents, publications and many photographs that already exist clearly outlines the history of the church and meets the needs of preservation.

• As a follow-up, City staff asked them to prepare a letter stating how they intend to document, show and or have available the history of the church.

Staff is requesting that the Council, through resolution, require additional time of up to 30 days to make a final determination on the environmental process.

Council Member Justin Frieler stated that he had spoken with City Attorney Dymoke and he is of the opinion that the church should address the request from SHPO. Mr. Hill stated that as the responsible government unit, a decision needs to be made regarding the EIS; however, the structure belongs to the diocese and they have made the decision as what to do with the building. Mr. Hill is of the understating that the diocese is the one who determines what to do with the building. Mr. Travis Frieler stated that he also agrees that the church should respond to the request of SHPO. Council Member Klasen stated that he does not have a problem asking for another 30 days to make the determination.

Mr. Klasen did ask that on a personal note, that both sides try and come to a compromise that would satisfy both parties. This would go a long way in healing the division. Mayor Finken stated that he has some of the same concerns as Council Member Hill and Klasen.

Mr. Finken stated that the community needs to find a way to become a community again, to overcome our differences and stand by one another. Council Member Hill introduced Resolution No. 2019-54, A Resolution Postponing Decision of Declaration of Need for Environmental Impact Statement (EIS).

Michael and Jennifer McCann, 615 1st Ave SW, are proposing a Preliminary and Final Plat to split their 5.76+/- acre homestead into two lots, each of which is under five acres in size. The applicants purchased a single 5.76 +/- acre parcel with an existing house and outbuildings. They would like to split off the western portion of the land which would allow a single-family home to be constructed on that lot. Because both of the resulting lots are under five acres and have never been platted previously, a Preliminary and Final Plat is required instead of a simple lot split.

The terms will expire on January 1, 2020; therefore, applications for Chief, 1st Assistant Chief, 2nd Assistant Chief, and Training Officer were accepted through October 15. Fire Chief Tom Budde was the only applicant for the Fire Chief position; therefore, interviews were not conducted Administrator Winter is recommending Chief Budde be reappointed as Fire Chief for appointments for 2020 and 2021.

A motion was made by Mr. Justin Frieler, seconded by Mr. Klasen and unanimously carried appointing Mr. Budde as the Melrose Fire Chief for 2020-2021.

Mayor Finken stated that Stearns County Auditor Treasurer Randy Schreifels contacted staff regarding voting administration for the upcoming 2020 elections.

The County is requesting the City of Melrose provide early voting to the residents of Stearns County beginning the Tuesday prior to all state-wide elections. A motion was made by Mr. Justin Frieler, seconded by Mr. Klasen and unanimously carried approving the Agreement Between Stearns County and the City of Melrose for Providing Early Voting to the Residents of Stearns County.

Mayor Finken noted that the City has terminated the elevator maintenance and service contract with their current vendor, which will end on December 31, 2019.

Staff have obtained quotes from two vendors to perform inspection and maintenance services. Quotes were received from All City Elevator and Larson Elevator. Both quotes came in at $108 per month, or $1,296.00 annually. All other terms appeared consistent between the two. Due to the work already performed on City elevators by All City Elevator, Inc., it is staff recommendation to go into contract with them. Each quote was for a one-year contract, that would renew annually but can be terminated with 30-day notice.

A motion was made by Mr. Travis Frieler, seconded by Mr. Justin Frieler and unanimously carried awarding the service agreements for elevator inspection and maintenance to All City Elevator.

The Council next reviewed

the 2020 Meeting Schedule for any possible changes. Please note that January will have two meetings instead of the usual one meeting per month. The Council, by consensus, approved the 2020 meeting schedule.

F u n e r a l Services will be held at 10:30 a.m. on Monday, December 23, 2019 at the Daniel Funeral Home in St. Cloud for Fredrick J. Hennemann, age 72, of Avon, who passed away on Saturday, December 14, 2019 at the St. Cloud Hospital.

Deacon Steve Yanish will officiate. Burial will take place at the Minnesota State Veterans Cemetery in Little Falls with full military honors.

Family and friends may call from 4:00 p.m. until 7:00 p.m. on Sunday and after 9:30 a.m. on Monday at the Daniel Funeral Home in St. Cloud.

Fredrick was born August 29, 1947 in St. Cloud to Philip and Cyrilla (Spoden)

Hennemann. He graduated from Cathedral High School in 1965. Frederick served honorably in the United States Navy. He married Renee Kociemba on September 26, 1969 in Grey Eagle. Fredrick worked as a printer his whole life, first at St. John’s Liturgical Press and then at Sentinel Printing.

He was a member and past commander of the St. Joseph VFW Post #5773.

Fredrick enjoyed hunting, fishing, and being outdoors. He was extremely proud of his six grandchildren.

Jeff passed away peacefully, with family by his side, on Sunday, December 15, 2019 at the St. Cloud Hospital. Jeff fought a courageous three-year battle with cancer.

Jeff was born on May 14, 1963 in Melrose, Minnesota to Leonard and Florentine (Petermeier) Schmiesing. He graduated from Belgrade High School in 1981. Jeff married Bonnie Meyer on April 20, 1985 at St. Margaret’s Catholic Church in Lake Henry.

They resided in the area raising three beautiful children. Jeff was employed with Schwan’s for 32 years. He was a member of St. Margaret’s Parish and Catholic United Financial.

Jeff enjoyed golfing, his hobby farm, dogs, riding ATV and riding motorcycle.

Above all he treasured spending time with his family. He will be remembered for his sense of humor, love of family and his dog whispering abilities.

He is survived by his wife of almost 35 years, Bonnie; children, Ryan (Cassie) of St. Augusta, Stacey (Jordan) Backhaus of Deer Creek, Troy of Freeport; two precious granddaughters, Anastasia and Josephine Backhaus; brothers, Steve (Terri) and Dan both of Sauk Centre; sisters, Mary Lou (Mark) Schaefer of Sauk Centre, Deb (Todd) Osmundson of Fargo, North Dakota; mother-in-law, Mary Ann Meyer of Lake Henry; beloved dog, Daisy; and many nieces, nephews, relatives and friends.

At the moment, I have $150 left over each month after everything is account for in my budget. I also have three debts totaling about $12,000. Should I use this extra cash to pay off debt, or would it be a better idea to start investing the money?

-Leland Dear Leland, Let’s put off investing for the time being. You’ve done a great job so far by getting on a budget and saving $1,000.

Making mature decisions and telling your money where to go, instead of wondering where it went, is the key to gaining control of your finances.

Now, let’s take a closer look at my plan and where you stand. You’ve already set aside $1,000 for a beginner emergency fund.

That’s Baby Step 1. Don’t touch that money except in the event of an actual emergency.

You’re ready now for Baby Step 2, which is to pay off all debt except for your mortgage using the debt snowball system.

To do this, make a list of your debts from smallest to largest. Make minimum payments on all but the smallest debt, and attack it with a vengeance. As soon as you get that one paid off, move on to the next one and then the next one.

Once you finish the debt snowball, and you’re debt-free except for your house, you go back to your emergency fund and stash more money away until you have a fully-funded emergency fund of three to six months of expenses. This is Baby Step 3. Now you can begin concentrating on investing for retirement, which is Baby Step 4. Start with your employer’s 401(k) plan. Then, you can invest the rest into Roth IRAs—one for you, and one for your spouse—if you’re married.

Saving and investing are both very important. But it’s also important to become debt-free. That’s what makes them easy!
