How to thrive and not choke in pressure situations -By Harvey Mackay Last spring I was playing a great game of golf. I stood on the 18th tee, and with a birdie on the par 5 final hole, I would shoot an even par 72. I pulled out my driver one last time. Having hit 13 good drives in a row, I was super excited about telling all my friends . . . until I hooked my tee shot into the woods and wound up with a double bogey and a 75.

Now I would take a three-over par final score any day of the week, but I was extremely disappointed with the way it happened because I knew I choked. So I called my good friend Lou Holtz and asked him for his definition of choking.

Lou said: “Choking is when you are concentrating on the result and not focusing on the execution.”

He went on to tell me about his kicker when he coached at Notre Dame.

His teams had not lost to the University

Choking is described as anxiety or nervousness, a lack of selfconfidence, extreme tentativeness under competitive pressure and tightening of muscles. In short, people have a mental breakdown and forget what got them there.

This horrible mental monster wreaks havoc with everyone from little leaguers to the best of the best. A prime example is this year’s U.S. Open Tennis Tournament. Serena Williams was ready to make tennis history by winning the four major tournaments in a calendar year. She was heavily favored in her semifinal match against Roberta Vinci who had never made it to the semifinals of a major tournament.

Serena cruised through the first set.

Suddenly the wheels came off during a mountain of pressure, and she lost to her unranked Italian opponent.

Tennis great Arthur Ashe said: “I don’t care who you are, you’re going to choke in certain matches. You get to a point where your legs don’t move and you can’t take a deep breath. You start to hit the ball about a yard wide, instead of inches. “ History is full of famous sports chokes, but choking doesn’t only happen in sports. It also happens many times in business and all facets of life.

It can happen to the top sales rep who botches a million-dollar sale or the seasoned customer service rep who messes up an important account.

Dr. Alan Goldberg is an expert on mental toughness and choking. He has seven guidelines to help loosen the grip that choking may have on you, which he refers to as the First Aid for Choking.

Think of it as a business person’s Heimlich maneuver.

• Stay in the now. Don’t allow your focus to drift. As you get more anxious, your muscles will tense up. Don’t think about the past or the future, concentrate on the present.

• Keep your focus on you. You can’t be concerned about what others may think of you. Fear and embarrassment will physically tighten you up and undermine your self-confidence, thus distracting you from doing your job.

Quickly return to what you are doing in that moment.

• Dwell on what you want to happen, not on what you’re afraid will. If you are worried about what could go wrong, you are unknowingly visualizing what you don’t want to happen. This gets you uptight. Try visualizing what you want to happen.

• Be a good coach to yourself.

When you choke, the last thing you should do is get angry with yourself or let people put you down. Dr. Goldberg says this has no constructive value, nor will it build your confidence or motivate you. Be kind to yourself and forgive your failures.

• Leave your expectations at home.

Dr. Goldberg believes that maintaining a future outcome will make you more vulnerable to choking. It’s okay to write your goals down and store them away out of sight until after the performance is over.

• Handle the negative thinking with lightness. We all hear that little voice of self-doubt. Just don’t take it seriously.

You can still perform to your potential with this negativity. Return to your focus, stay calm and loose.

Obituaries Otto P. Thelen

Otto P. Thelen, age 85, of New Munich, died peacefully, surrounded by his family on We d n e s d a y, December 2, 2015 at his home in New Munich, Minnesota.

A Mass of Christian Burial was held at 11 a.m. Saturday, December 5 at Immaculate Conception Catholic Church in New Munich with Rev. Daniel Walz officiating. Interment was in the parish cemetery.

Otto Peter Thelen was born June 1, 1930 in St. Martin, Minnesota to Henry and Mary (Meyer) Thelen. On June 23, 1955 he married Francella “Fran” Maritsch at Immaculate Conception Catholic Church in New Munich. Otto was a school bus driver for over 25 years.

He managed the New Munich Municipal Liquor Store, worked at Melrose Kraft for 15 years, Worms Lumber and Ready Mix in New Munich, and at the Sauk Centre Walmart as a greeter.

He was a member of Immaculate Conception Catholic Church, Catholic United Financial, Albany Knights of Columbus Father Pierz Council #3628, New Munich Lions, and the St. Joseph’s Men’s Society. He was a volunteer fireman for the New Munich Fire Department and served as city treasurer for New Munich. Otto enjoyed

bowling, gardening, playing cards, helping Alan and Lynn on the farm, and going to the casino. Otto was an avid sports watcher; he enjoyed watching the Minnesota teams and the local teams, and was the manager of the New Munich Amateur Ball Team for many years. He loved spending time with his family, especially his grandchildren and greatgrandchildren.

Survivors include his wife, Fran Thelen of New Munich; children, Sharon (Joe) Schwieters of Greenwald, June (Norm) Schwieters of Holdingford, Paula (Rueben) Schwieters of New Munich, Lynn Van Drehle of New Munich, Scott (Carol) Thelen of New Munich, Kelly (Tim) Thielen of New Munich, and Kurt (Peg) Thelen of New Munich, 14 grandchildren and five great-grandchildren; brother, Oswald Thelen of St. Joseph; and sister, Margie Dierkhising of Cold Spring.

Otto was preceded in death by his parents; son-in-law, Alan Van Drehle; brothers, Martin and Valerius Thelen; and sister, Elizabeth Dold.

Serving as casket bearers were Tanner Schwieters, Nathan Schwieters, Jamie Schwieters, Brittany Van Drehle, Zachary Thelen, and Dakotah Thelen.

Cross bearer was Brady Van Drehle and scripture bearer was Amber Van Drehle.

Honorary bearers were the New Munich Lions.

Arrangements were made with Patton-Schad Funeral & Cremation Services of Melrose.

Anna A. “Ann” Weber, age 73 of Melrose, died suddenly on Monday, December 7, 2015 at her home in Melrose, Minnesota.

Anna Armella Caspers was born September 13, 1942 in Melrose, Minnesota to Peter and Elizabeth (Primus) Caspers. She was united in marriage to Arthur Weber on December 28, 1963 at St. John the Baptist Catholic Church in Meire Grove. In her earlier years, she worked at the Sauk Centre Hospital before becoming a homemaker. Ann was a member of St. Mary’s Catholic Church in Melrose and a former member of the Christian Mothers.

Survivors include her husband, Art Weber of Melrose; children, Sharon Weber of Melrose, Daniel (Karen) Weber of Melrose, and Gerald

Cyril J. Gaebel

Cyril J. Gaebel, age 92 of New Munich, died suddenly from a severe stroke on Tuesday, December 8, 2015 at the CentraCare Health Hospital in Melrose, Minnesota.

A Mass of Christian Burial will be held at 11 a.m.

Saturday, December 12 at Immaculate Conception Catholic Church in New Munich with Rev. Daniel Walz officiating. Interment will be in the parish cemetery.

Visitation will be from 4 to 9 p.m.

Friday at the Patton-Schad Funeral Home in Melrose and from 10 to 11 a.m.

Saturday at the church. Parish prayers will be at 5 p.m. followed by Catholic United Financial and St. Joseph’s Men’s Society at 7 p.m. Friday at the funeral home.

Cyril Joseph Gaebel was born December 1, 1923 in New Munich, Minnesota to Joseph and Mary (Schulte) Gaebel. On October 23, 1945 he married Alfrieda “Beadie” Schulte at Immaculate Conception Catholic Church in New Munich. Cyril farmed near New Munich for 29 years. While farming, he sold Patz Equipment and Pioneer Seed. Cyril sold the farm to his son, Don and continued to work construction and sell Pioneer Seed and Patz Equipment until his retirement.

He was a member of Immaculate Conception Catholic Church in New Munich, Catholic United Financial, St. Joseph’s Men’s Society, New Munich Sno Gliders, New Munich Conservation Club, and MN USA. He enjoyed playing cards, fishing and having fish fries.

Cyril loved competition and liked to win at anything. Three days before his passing, he won at a local meat raffle.

Cyril enjoyed life and loved spending time with his family, especially his grandchildren and great-grandchildren.

Survivors include his children, Mary Kay (Steve) Flynn of Elk River, Donald (Judy) Gaebel of Freeport, Richard (Sherry) Gaebel of Albany, JoAnn (Jerry) Fleischhacker of Albany, and Sue Ann (John) Tidd of Sartell; 20 grandchildren and 47 great-grandchildren; and sistersin-law, Donna Gaebel of Waite Park and Irene Gaebel of Pierz.

Cyril was preceded in death by his wife, Alfrieda “Beadie” Gaebel; parents; son, Kenneth Gaebel; granddaughter, Laura Rouse; brothers and sisters, Ambrose Gaebel, Edwin Gaebel, Rosalia Kremer, Raymond Gaebel, Ewald Gaebel, Sister Laura Gaebel, Sister Cordis Gaebel, and Marie Bruestle.

Richard “Ric” L. LaCoursiere Richard “Ric” L. LaCoursiere, 52 year old resident of Little Falls, MN passed away We d n e s d a y, November 25, 2015 at his home surrounded by family.

Mass of Christian Burial was held Tuesday, December 1, 2015 at St. Mary’s Catholic Church in Little Falls, MN with Father Joe Herzing officiating.

Richard “Ric” Lawrence LaCoursiere was born in Crookston, Minnesota on November 28, 1962 to Lawrence and Rena (Bergeron) LaCoursiere. He grew up in Warren, Minnesota. He was active in theater and band and graduated in 1981. After graduating high school, Ric attended Moorhead State University and finished at the University of Minnesota Crookston. He returned to Warren to work at Bremer Bank and start a family with Diane Smith.

Ric longed for warmer weather, so he moved his family south to Park Rapids in 1997. He moved south again, his eventual goal was Florida but settled in Little Falls in June 2008 to start anew.

His first day at his new job introduced him to his new life and future wife. Ric married Heidi (Edin) Klemish on May 26, 2012. The couple had a special bond that was apparent to everyone. They

did everything together hand in hand.

They served together on the Habitat for Humanity Board, gardened, and shared a love for sports and classic cars. Their time together was brief, but the last 6 years were his happiest. They traveled to Key West to watch the sunset, zip-lined in the mountains of northern Georgia and hiked in the Grand Canyon. There wasn’t a task they weren’t afraid to handle as long as they did it together.

Ric had the most beautiful singing voice, you couldn’t help but to stop everything to listen to him sing. To know Ric was to love him, his quick wit and selfdeprecating humor was infectious. He had a special way of connecting with everyone he met. He was thoughtful and put everyone else’s needs ahead of his own.

Left to cherish his memory is the light of his life, Heidi LaCoursiere of Little Falls, MN; daughters, Stephanie (Jon) DeYoung of Chaska, MN; Bailey LaCoursiere of Grand Forks, ND; son, Wesley LaCoursiere of St. Cloud, MN; step-daughters, Shawn Edin of St. Cloud, MN; Summer Edin of St. Cloud, MN and Sabrina Wandersee of Little Falls, MN; parents, Lawrence and Rena LaCoursiere of Warren, MN; sister, Nancy (John) Gerszewski of Warren, MN; grandchildren, Liam and Norah DeYoung ; and numerous aunts, uncles, nieces and nephews.

He was preceded in death by his grandparents, Emery and Lea LaCoursiere and Albert and Valida Bergeron.

Dear Dave, I started working your plan earlier this year. I even budgeted for Christmas and got my shopping done early, but in the process I overspent and blew my whole monthly budget.

-Misty Dear Misty, Lots of folks make mistakes like this, even though they went into things with the best intentions. The Bible says that no discipline seems pleasant at the time, but it yields a harvest of righteousness.

The best way I know to encourage you to get back on the wagon is to ask one simple question: Where do you want to be in five or 10 years? Is your current path going to reward you with a financially secure life? Is it going to give you the ability to retire with dignity and to have fun living and giving in your golden years, or is it going to leave you broke, scared and desperate? There’s one simple answer if the path you’re on isn’t going to get you what you want and where you want to be in life: Change the path!

Most people don’t even take the time to identify where they want to go in life or how to get there. They just shuffle along, blame others and circumstances for their situations, and think someone will take care of them. That’s called being a child. Children do what feels good at the moment, but adults devise a plan and stick to it.

Lazy is always easier, and more fun, in the short term. But it’s a huge mistake when it comes to the future, Misty.

Think ahead, plan ahead, and jump back on the wagon!

The law is going to treat you exactly the same if you don’t pay a Small Business Administration (SBA) loan as the law treats you with an unsecured personal line of credit. You’re still going to get your butt sued, and they’re still going to come take your stuff or garnish your wages. It’s debt! The only way it’s personal debt versus business debt is in your mind.

If I’m in your shoes, I’m going to live on as little as I can and pay this off like I was trying to pay off a house. If I made $200,000 a year on investments, and everything was paid for except one of my investments, how quickly would I pay that one investment off? Two years.

In your situation, surely you can live on $100,000 a year!

Minnesota Family Budgets, Roads & Bridges are Priorities with Surplus

By State Rep. Ron Kresha The Office of Management and Budget (MMB) released their November Economic Forecast Thursday, Dec. 3, revealing a projected surplus of $1.871 billion for Fiscal Years 2016-2017. State law puts $594 million into the state budget reserve, leaving an overall projected balance of $1.206 billion. As a result of Republican restraint, $865 million was left on the bottom line following the 2015 Special Session, helping bolster budget reserves and putting Minnesota in strong fiscal shape heading into the new year.

“I’m encouraged that Minnesota’s economy remains healthy, and it’s my hope this surplus allows us to provide significant tax relief for Minnesota families and invest in our roads and bridges,” said Assistant Majority Leader Rep. Ron Kresha, R-Little Falls. “Taxpayers helped generate this surplus, we should return the favor and reduce the tax burden on middle class families.”

“Recent budget news is an opportunity to put Minnesotans first and make their lives better by letting them keep more of their hard-earned dollars,” said House Speaker Kurt Daudt, R-Crown.

“Instead of increasing government budgets, let’s increase family budgets by providing middle-class tax relief during the next session.”

In 2015, the House passed a 10 year, $7 billion transportation plan that would fix 15,500 lane miles of road and 330 bridges statewide with bipartisan support. The governor and Democratic lawmakers blocked the measure from becoming law because of their insistence on a gas tax increase.

Judgment -By Sheila Ripplinger There is no doubt that we have an immense problem in this world that is becoming more and more evident each day. Our world is falling further away from believing in absolute truths leading us to confusion, frustration and unhealthy fears. The drastically high statistics of people taking anti anxiety and depression medications are but one example of the worry that comes from the unknowns that we are experiencing.

Yes, sometimes those medications may be necessary and we need to be thankful for that, but could it be that we are possibly turning more to a pill fix instead of a heart attitude correction for our real condition?

It seems that if we dare to stand against what is wrong, then we are accused of being judgmental. So in fear of being labeled, we either do not speak at all, or we try to justify the ungodly sinful acts by putting kinder, more politically correct names on them. We want to only speak about what will make people ‘feel good.’ Is that working? Could this be why we have more suicide in our society than ever before? Maybe we should quit the bo-hunk and start being more truthful- even if it hurts a little bit. That very truth that is left unspoken could be the only key to saving a life! A loyal and faithful friend will always tell you the truth in love and not be wishy washy.

Why did God mention good judgement so many times throughout the Bible? He tells us often to have good and sound judgment and to distinguish between what is good and what is evil, Hebrews 5:14. Standing in agreement with a loving Father, our Creator, is not being judgmental. It is being wise and discerning. He gives a whole lot of warnings in His Word to protect us and keep us on the right track - not to spoil our fun as some may falsely believe. His Truth is sometimes painful, but it is always meant for our own good out of His love for us. He does not simply tell us what will make us ‘feel good.’ He gives us boundaries that are lovingly designed to instill in us the hope and joy that we all desire!

We are not to support, accept, or encourage sinful lifestyles and behaviors.

That is not what Jesus taught. He did mingle with the sinners, love them, and treat them with respect. But He loved them ‘us’ enough to tell them ‘us’ the truth! He commanded them ‘us’ in love to ‘Go and sin no more!’ In no way does He give any hints of permission that imply we can keep living in our sins. His Grace does not work like that. Free indeed, but not a free pass to keep on sinning!

There is wrong and hypocritical judging which we can all agree with.

In John 7:24, Jesus clearly called it out against the religious leaders. “Stop judging by mere appearances, and make a right judgment.” Those leaders were so weighted down by their man made rules and regulations, that it caused them to be filled with pride and wrong judgments.

Some of the people that I have known to be the most concerned about being judged, are seated among the highest rank of judgers themselves.

If we do not know what the truth is, how can we distinguish in what is false? How can we practice good and right judgment if we do not know what the Bible says? Americans still have the freedom to study God’s Holy Word. We are still free to speak out and defend our Faith. We still have the freedom to openly say, Merry Christmas!

There are anti-Christ religions that are infiltrating among us. We need to know what we believe and why to be able to stand for truth. One of the nice sounding lies that is out there is that ‘all roads lead to Heaven.’ That is false. Jesus said in John 14:6 that no-one comes to the Father accept through Him. He is The Way, The Truth, and The Life.

May we all take some quality time during this special Christmas season to truly and personally get to know the ‘Christ’ that came to save the world from its sin. Being good is not enough to have right judgment and pardon from sin. God is the final Judge over each of our souls. To make certain that your name is in His Book of Life, get to know the Jesus of the Bible.

Interstate 94 lanes close in St. Cloud Dec. 11

Motorists on Interstate 94 in St. Cloud may encounter slow or stopped traffic as both directions of I-94 at Highway 15 are reduced to a single lane from 9 a.m. to 3 p.m. Friday, Dec. 11.

The closures are needed as crews conduct preparatory work ahead of a 2016 project that will resurface the I-94

bridges spanning Highway 15.

November 30, 2015: At approximately 20:05 hours Josiah Browen, 19 of Grey Eagle called in and reported that he had slid off the roadway and went into the ditch on 154th St. at the intersection of 261st Ave. Browen struck a tree and reported being injured. The 2001 Ford Windstar Browen was driving sustained front end damage.

December 2, 2015: At 17:55 Bernard Johnson, 69 of rural Long Prairie struck a deer on Co. 105 North of Co. 12. There were no injuries in the accident but the 2003 Buick Lesabre Johnson was driving sustained front end damage.

December 3, 2015: At 18:21 hours, TCSO received a call of a car deer accident that occurred on State 287 just south of Long Prairie. 56 year old Kristie Johnson from rural Swanville was traveling north on State 287 north of 220th St. in Long Prairie TWP when she struck a deer in the traffic lane. Kristie and her passenger were not injured in the incident. The 1999 Plymouth Breeze received minor damage to the passenger side front.

December 4, 2015: The Todd County Sheriff’s Office has received several reports of a phone scam with the IRS calling and stating they are gong to sue if the person does not pay the money they are asking for. This is a scam and has been reported

numerous times. The public is asked not to give out any personal information or send money. Call your local police department or sheriff’s office if you have nay questions on a suspicious phone call.

December 4, 2015: At 17:21 hours, TCSO received a call of a car deer accident that occurred on County 10 near 211th Ave. in Long Prairie TWP. 45 year old Joseph Elmes from the city of Long Prairie reports that while he was eastbound on County 10 he struck a deer in the traffic lane. Joseph and his passenger were not injured in the accident. Joseph’s 2000 GMC truck received moderate damage to the front and passenger side.

December 5, 2015: At 09:19 a permit was issued to Mark Buntjer, 48, of Long Prairie for a deer that had been hit by a vehicle earlier that morning on State 287.

December 8, 2015: At 17:41 hours, TCSO received a call of a car deer accident that occurred on County 98 just off of State 287 in Birchdale TWP Sect 12. 33 year old Kelli Karst from Sisseton, South Dakota was traveling west on County 98 when a deer struck the side of her 2013 GMC Yukon SUV. Kelli and her four passengers were not injured. The GMC Yukon received moderate damage to the drivers side of the vehicle.

Local Municipality Minutes Swanville City November 4, 2015 These are unapproved minutes.

Minutes of the Swanville City Council meeting held in the Swanville Center on Wednesday, November 4, 2015. The meeting called to order 7:00 p.m. with the following members present: Sandy Lange, Jay Bartkowicz, Jim Molitor, Norm Carlson, and Tony Maciej. Also present: Roto Molding new owners: Jon Jungers, Bob Usher, and Ken Brown.

Minutes of the Swanville City Council meeting held Tuesday, October 6, 2015 were reviewed. A motion was made by Jay Bartkowicz to approve the minutes as printed.

Jim Molitor seconded the motion.

All members voted in favor, motion carried.

The treasures report was given. A motion was made by Jim Molitor and seconded by Norm Carlson to approve the treasurer’s report. All members voted in favor, motion carried.

Roto Moldings new owners were present and introduced themselves to council members.

They answered council member’s questions and stated they have all the same employees as previous owners with hopes of hiring a few more. Council welcomed them to the community.

Mayor Lange stated she would like to start a Community Development Committee for the City of Swanville. Jim Molitor stated he would help the Mayor.

Mayor Lange past out a snow plowing and ice control policy for council members to look over. The policy was tabled at this time.

The Swanville Lions has redone the Lake Pepin boat access.

The city has received a letter from the MNDNR stating that all the work that was done is satisfied by an on site inspection.

Mayor Lange handed out the 2016 budget for council to look over and discuss. Tabled.

Mayor Lange stated that the Swanville Lions will contribute $3000.00 to the Swanville Park Fund for 2016.

Delinquent utility bills were looked at. Letters will be sent to the property owners and if the bills are

not satisfied by November 24, 2015 that amount will be added to their property taxes payable in 2016.

The following claims were presented for payment. Members of the council were furnished with a listing, Jay Bartkowicz a motion to approve the claims. Jim Molitor seconded the motion. All members voted in favor, motion carried.

The next regular monthly meeting will be held Tuesday, December 8, 2015 at 7:00 p.m.

There being no further business, a motion was made by Jay Bartkowicz and seconded by Norm Carlson to adjourn. All members voted in favor, motion carried.

The special meeting of the Grey Eagle City Council was called to order by Mayor Jim Gohman at 1:30 p.m., on the 4th day of November, 2015 in council chambers.

Council members present were Roland Ahrendt, Joe Arnzen and Thom Muellner. Council member Ralph Muellner was absent. Also in attendance were Chico Hellmann, Lori Hellmann and guests Chuck DeWolf and Kent Louwagie from Bolton & Menk, Scott Hedlund and Dave Blommel from SEH and Larry VanHout, Bryan Bye, Craig Tschida and Pat Conroy from Widseth Smith Nolting.

Each firm was given forty five minutes to give a presentation to the council and to answer any questions the council had. Each firm has completed projects in the area and discussed what services they could provide and how they would handle a possible sewer rehabilitation project.

by Roland Ahrendt and upon vote, with all members voting in favor, motion carried.

Grey Eagle City Council was called to order by Mayor Jim Gohman at 7:00 p.m., on the 10th day of November, 2015 in council chambers.

Council members present were Roland Ahrendt, Thom Muellner and Joe Arnzen. Council member Ralph Muellner was absent. Also in attendance were Chico Hellmann, Lori Hellmann and guess Bryan Bye of Widseth Smith Nolting, Loren Roe, Kurt Louwagie of Bolton And Menk and Scott Hedlund of SEH. A motion was made by Thom Muellner to approve the amended agenda. A second was made by Roland Ahrendt and upon vote, with all members voting in favor, motion carried.

A motion was made by Joe Arnzen to approve the minutes of the October 13, 2015 meeting as written. A second was made by Thom Muellner and upon vote, with all members voting in favor, motion carried.

Mayor Jim Gohman thanked the three engineering firms, Widseth Smith Nolting, SEH and Bolton and Menk for the great presentations at the special meeting on November 4, 2015. All three firms have enough expertise and experience to provide for the needs of the City. The Mayor then asked the council for their input on who they would like to select as City Engineer. Mayor Jim Gohman and council member Joe Arnzen cast their vote for SEH while council members Thom Muellner and Roland Ahrendt cast their vote for Widseth Smith Nolting. A motion was made by Roland Ahrendt to table the decision and call for a special meeting to be held on Tuesday, November 17, 2015 at 6:00 p.m., in council chambers. A second was made by Thom Muellner and upon vote, with all members voting in favor, motion carried.

The council received a request from the Race on Trace committee to have the Rescue Rig and Fire Department members on hand for the event. The committee will work with Fire Chief Bill Berscheit to set up times. The council briefly discussed having the Fire Department

and Rescue Rig for the Vintage Snowmobile Races. Last year two Fire Department members attended two of the races for four hours each with the man hour costs paid by the City. Requests of this type must come to the council before any equipment or man hours are used.

A motion was made by Thom Muellner to approve Resolution No. 2015-15, Accepting $3,835.69 Donation from John and Kay Enright for AED Equipment for the Fire Department in memory of Mrs. Enright. A second was made

by Joe Arnzen and upon vote, with all members voting in favor, motion carried. The above stated resolution may be read in its entirety at the Clerk’s office.

The council has received numerous complaints on the Grey Eagle Surplus property. The council discussed the complaints, and how they apply to the nuisance ordinance. As instructed by the City Attorney, photos were taken without going on the property. Section 9,3 (o) of the nuisance ordinance states “depositing of, permitting or failing to remove, garbage, trash, rubbish, bottles, cans, discarded machinery, household appliances, automobile bodies, and any other refuse on any property, including large quantities of organic debris and materials that accumulated by other than natural means, except neatly maintained compost piles”. Specifically, the City has determined the above property was found to have the following items upon or around the building structure: 1. Fluids draining from vehicles; 2. Appliances; 3. Automobile bodies, including tires and miscellaneous parts; 4. Burned out motor home; and 5. Unsecured fuel barrels.

The Council determined the property is in violation of the Grey Eagle City Code as set forth herein.

The council is prepared to move forward with section 9.5, Abatement, if the property is not cleaned up.

Mayor Jim Gohman reminded the council of the Fire Board meeting that will be held on Tuesday, November 17, 2015 at 7:00 p.m.

If all council members wish to attend the meeting, it will need to be posted as a special meeting three days prior. Mayor Jim Gohman and Council Member Joe Arnzen will attend the meeting.

Chico informed the council

that everything is done in preparation for the winter season.

The council tabled the placement of the community sign until more information may be obtained.

The council discussed advertising for a seasonal employee.

The council discussed Ken Messer blading the alley and digging out gravel and putting in black dirt. Mr. Messer was made to remove the black dirt under direction of City employee. Later Mr. Messer was observed moving class five from his driveway into the alley.

He was ordered by a council member to stop immediately. Any work in the alley will be done by the City only. Any requests for work done must come before the city council.

There were no building permits for council consideration.

A motion was made by Roland Ahrendt to approve the use of council chambers for a DFL Caucus to be held on Tuesday, March 1, 2016 from 6:00 p.m., - 9:00 p.m. A second was made by Thom Muellner and upon vote, with all members voting in favor, motion carried.

A motion was made by Joe Arnzen to use $17,422 from the City Improvement Projects Fund, along with $3,000 from the sale of the old generator for the purchase of the new generator for the West Lift Station. A second was made by Roland Ahrendt and upon vote, with all members voting in favor, motion carried.

A motion was made by Thom Muellner to approve Resolution No. 2015-16, A Resolution Accepting $1,500 Lions Donation for the Empty Stocking Program. A second was made by Joe Arnzen and upon vote, with all members voting in favor, motion carried. The above stated resolution may be read in its entirety at the Clerk’s office.

The Clerk was instructed to contact Cans R Us to discontinue cleaning the bathroom at Laughlin Park until spring.

The Clerk was instructed to proceed with delinquent utility bills as allowed by ordinance.

A Letter To God

There was a man who worked for the Post Office, whose job it was to process all the mail that had illegible addresses.

One day, a letter came to his desk addressed in shaky handwriting to God. He thought he should open it to see what it was about.

He opened it and read: Dear God, I am an 93-year-old widow, living on a very small pension. Yesterday someone stole my purse. It had $100 in it, which was all the money I had until my next pension check. Next Sunday is Christmas, and I had invited two of my friends over for dinner. Without that money, I have nothing to buy food with.

I have no family to turn to, and you are my only hope. Can you please help me?

Each of them dug into their wallets and came up with a few dollars. By the time he made the rounds, he had collected $96, which they put into an envelope and sent to the woman.
