Arrogance and business don’t mix -By Harvey Mackay In a village long ago lived a young boy who loved nothing as much as competing in athletic contests.

Because he was fit and strong, he usually triumphed and grew to love the adulation he received from the villagers around him.

One day he challenged two other youths to a race from one end of town to the other. The villagers all lined up to watch. The boy won, and the townspeople cheered wildly.

“Another race!” the boy demanded, greedy for more praise. “Who else will race me?”

Two more young men stepped up, and again the boy won handily. He laughed

in pride as the villagers cheered – though they were a little less enthusiastic than before.

“Who else wants to race me” the boy said. “Come on, are you all afraid?”

An elderly woman was watching the races, and she grew annoyed at the boy’s arrogance. So she prodded two elderly men to challenge him. They could barely make their way to the starting line, but they seemed willing to compete.

“What’s this?” The boy was puzzled.

How could he win the applause he craved by beating two old men who could hardly stagger two steps?

The old woman walked up and whispered in his ear: “Do you want applause for this race?”

“Of course,” said the boy.

“Finish together,” the woman said.

“Just finish together.”

The boy did as he was told and received the loudest applause of his life when the three of them reached the finish line, side by side.

That boy learned a valuable lesson that day. No one likes arrogance. Have you ever worked with someone who is arrogant? It’s not a pleasant experience.

Of all the human failings that can destroy a person or a business, arrogance is the deadliest. It is the most readily acquired, the easiest to justify and the hardest to recognize in ourselves.

Arrogance can infect all employees in a company with the silent destructiveness

of a computer virus.

Herb Kelleher, the now retired head of Southwest Airlines, understood that arrogance is the greatest danger to a successful company. He said, “A company is never more vulnerable to complacency than when it’s at the height of its success.”

Kelleher began his 1993 annual letter to all employees by describing the major threat to Southwest Airlines in the ’90s in these words: “The number one threat is us!” He went on to say, “We must not let success breed complacency; cockiness; greediness; laziness; indifference; preoccupation with nonessentials; bureaucracy; hierarchy; quarrelsomeness; or obliviousness to threats posed by the outside world.”

There is nothing at all wrong with being proud of your company and the work you do. In fact, if you don’t take pride in your work, you are probably not doing the best job you can do. But pride is not arrogance.

Arrogance is defined as engaging in behaviors intended to exaggerate a person’s sense of superiority by disparaging others. It’s not the same as narcissism, which is self-admiration. Nor is arrogance the same as being confident, which I consider a positive trait.

Unfortunately many leaders today confuse confidence with arrogance.

“The Good Old Days” -By Tom Kuehne School

Education opportunities during the last 115 years has changed greatly.

The changes were brought about by changes in the need for skills to satisfy needs of industry.

In 1900, Germany and many European countries, the children were taught the three “Rs” in the first 6 years of schooling, after which they were to learn a skill. These skills may include farming, accounting, wood working, metal working, brewing, stone masonry, ship building and other trade skills. Others may do advanced schooling in preparation for law, religion, medicine or other career opportunities.

At the age of 12 through 14, you are preparing for your life’s occupation.

When these trained individuals migrated to this country, their skills were a great boost in building this country.

Our great industrial power was primarily created by the immigrants, who also brought with them a positive work ethic.

Education for the first generation born in this country was somewhat different. There was a need, especially on farms, to have the children work at the family farm. The farm families often had a larger number of children and the older girls were needed to help care for their younger siblings. General housework in those days included many tasks which required their help. The boys were usually able to do general farm work by the age of 7 or 8. There just wasn’t

time for going to school. One gentleman commented that at the time he was going to school, he made it through the 3rd grade. At that time a student must attend school 40 days to pass to the next grade and toward the end of the school year he had to go to school every day to get the 40 days in. There were home studies in the evening to learn what was missed in the formal school. The daily reading of religious texts also helped reading skills.

Formal education requirements became more prevalent in the 1920’s. It started with 6 years, went to 8 years in the 1930’s, high school in the 1940’s, followed by college in the 1950’s. Truant officers were used to enforce school attendance.

Rural country schools, which usually consisted of all 8 grades in one room and were taught based upon what the local community felt was necessary, were being absorbed by larger schools. The larger schools began to be economically controlled by the State and Federal Governments. They were then teaching subjects not necessarily based upon the local community needs. Some subjects will never again be used in the students life. Some of the subjects which are needed for future living have been greatly reduced or eliminated. These include Home Economics and Shop.

element in the willingness to take risks while still steering the ship. Arrogance takes risks by assuming everyone will get on board even when the boat has a hole in it.

According to an article in “The Industrial-Organizational Psychologist,” arrogant people: inflate their selfimportance and see themselves as better than others, purport to be more knowledgeable than others, consider their own behavior acceptable, make others feel inferior, avoid blame and pin blame on others, discount feedback, don’t perform their job well and are less likely to help others.

I would add to that list that arrogant people are name droppers, avoid eye contact, frequently interrupt conversations, seem to have an opinion or an answer for everything and aren’t afraid to blast their competitors.

If you recognize yourself doing any of these offensive acts, check your behavior. It’s nearly impossible to be a team player if you think you are better than everyone around you. Before long, you will be looking for a new team.

You’d better hope your reputation doesn’t precede you.

As Elvis Presley said, “If you let your head get too big, it’ll break your neck.”

Central Minnesota Adult & Teen Challenge Choir to perform in Grey Eagle

Minnesota Adult & Teen Challenge (MnTC) is happy to announce that Grey Eagle United Methodist Church in Grey Eagle will host the Minnesota Adult & Teen Challenge Choir in a free performance on Sunday, September 3rd, 2017 at their 9:00 a.m. service. The MnTC Choir is known statewide, having performed at over 250 churches in 2016.

The choir’s contemporary Gospel and Praise songs will be accompanied by the client’s inspiring stories of addiction recovery. Additionally, representatives from the program will be available following the service to answer questions about the programs of Minnesota Adult & Teen Challenge.

Obituaries Allan “Corky” Cornell Allan “Corky” Cornell, 82 year old resident of Swanville, MN passed away Saturday, August 26, 2017 at the Legacy of St. Michael in St. Michael, MN. A Mass of Christian Burial will be held at 11:00 A.M. on Thursday, August 31, 2017, at St. John’s Catholic Church in Swanville, MN with Father Virgil Helmin officiating. Burial will be at the St. John’s Parish Cemetery in Swanville. Visitation will be one hour prior to the service on Tuesday at the church.

Allan “Corky” Cornell was born September 27, 1934 in Bertha, MN to the late Alvah and Esther (Nelson) Cornell. He graduated from Bertha High School in 1952 and then received his Bachelor of Science Degree in Music Education from St. Cloud State in 1956. After college, Corky began his career in Music Education at Swanville High School where he would work for the next 38 years until his retirement in the spring of 1994. While working in Swanville, Corky met and married Diane Loven on August 21st, 1971 at St. John’s Catholic Church in Swanville.

As a teacher, Corky positively influenced hundreds of students over the years. He expected excellence and respect from all of his students while caring deeply about

Over the years, his musical groups were held in high regard by colleagues, families, and the community. In 1997, he became one of the first educators outside the metro area inducted into the Minnesota Music Educators Hall of Fame for his outstanding contributions to music education in the state.

Corky was a proud member of the Swanville community. He joined the Swanville Lions Club in 1957 holding a variety of positions including President, Bingo Chairman, and Pull-Tab Auditor. He received the Hearing Research Fellow Award in 2002 and was given the distinct honor of being a Lions Club Life-Time member.

Corky used his musical talents to contribute to church mass playing organ and piano along with singing at St. John the Baptist Catholic Church. Corky also attended many events and benefits throughout the community of Swanville over the years.

Corky displayed his passion for music by being involved in a variety of performance bands and built many lasting friendships through these groups. He loved to dance particularly to live music but would hit the dance floor whenever given the opportunity. Ultimately, his greatest joy came from spending time with his family including time at his cabin on Long Lake and traveling, both with his wife Diane and their extended family.

Corky is survived by his wife of 46 years Diane Cornell of Swanville, MN; children, Brian (Tammy) Cornell of St. Cloud, MN and Keith (Erin) Cornell of St. Michael, MN; grandchildren, Blake Hansen, Tyler Hansen, Ethan Cornell, Briana Cornell, Abigail Cornell, and Brock Cornell; brother, Larry Cornell of Elburn, IL and sister, Kathy Pfeffer of Alexandria, MN; In-laws, Larry (Betty) Loven, Connie (Don) Olson, and Roxanne Thompson (Jim Molitor) all of Swanville, MN; many nieces and nephews.

Corky was preceded in death by his parents; and In-laws, John and Irene Loven.

Burial was in the Gethsemane Lutheran Church Cemetery in Upsala, MN. A Elsie (Ajax) Clear was born on April 2, 1925 to Nels and Clara Ajax in Upsala, Minnesota. She attended Upsala Area School. Elsie was united in marriage to Robert Clear on December 20, 1942 in Yuma, Arizona. She started her life of employment

as a welder in Seattle during WW II, then numerous factories and binderies including, Brown and Bigalow, A.J. Dahl’s and Smyth Company. Elsie retired at one point, but after 6 months, was bored and needed to go back to full-time work. She was then employed at Merrill Corp, driving 70 miles round trip daily and worked the second shift, finally retiring at age 84. Elsie loved to mow the lawn, shovel snow, and shop. She also loved Christmas and it was said, “if it didn’t move, it got decorated.” She was a life long member of Gethsemane Lutheran Church and a member of Upsala Lioness Club.

Elsie is survived by her children, Bob (Shirley) Clear of Holdingford, MN; Gloria (Mike) Pazik of Upsala, MN; Jerry Clear of Ojai, CA; and Don Clear of Swanville, MN; 11 grandchildren, 16 great grandchildren, 4 great-great grandchildren, and 2 nephews.

She was preceded in death by her husband, Robert in 1998; grandson, Jeremy Pazik in 2011; and sister and brother-in-law, Arlene and Carl Olson in 1994.

Alice R. Mohr

A Mass of Christian Burial for Alice R. Mohr, age 65 of Las Vegas, Nevada, will be held at 11 a.m. Saturday, September 9, 2017 at St. Francis of Assisi Catholic Church in St. Francis, MN. Fr. Jeremy Theis will be officiating and internment will be in St. Francis Cemetery following the service.

Alice passed away May 2, 2017.

Alice Rose Mohr was born June 22, 1952 to Edmund and Elizabeth (Wiechmann) Mohr of Freeport, MN. She attended a country school before graduating from Upsala High School in 1970. She resided in San Francisco, CA for many years prior to moving to Las Vegas.

Alice is survived by her sisters Lucy

(John) Franke, Anna Mae (Leo) Beste, Margaret (Fred) Larson, Eileen (Raymond) Zierden, Monica (Patrick) Ray; brother Michael and her sister-in-law Ann (Eugene) Mohr; and many nieces and nephews.

Alice was preceded in death by her parents Edmund and Elizabeth (Elsie) Mohr; sisters Bernadette (Duane) Marleau and Laura Mohr; and brother Eugene (Ann) Mohr.

Upon the completion of the funeral rites, family members and friends are invited to a gathering in the church basement to celebrate the life of Alice. She will be missed.

David W. Olson

D a v i d William Olson, 74, Sartell, formerly of Swanville, passed away Wednesday, August 23, 2017 at St. Cloud Hospital surrounded by his loving family, following a courageous battle with COPD. Funeral service was held at 10:30 A.M. on Tuesday, August 29, 2017, at St. Peter’s Lutheran Church in Swanville, MN with Rev. Kevin Zellers officiating. Burial was in the St. Peter’s Lutheran Cemetery in Swanville, MN. David was born January 14, 1943 in Little Falls, MN to the late Irvin and Eleanor Olson. He graduated from Swanville High School in 1961 and attended St. Cloud State University. David married JoAnn Vanselow on October 30, 1965 in Swanville, Minnesota. David worked as a Produce Manager and Bank Teller prior to owning

and operating the family turkey business and an award-winning dairy farm until his retirement.

David was an outstanding athlete and life-long sports fan, never missing a Twins game. He enjoyed hunting, fishing, snowmobiling, and family road trips. David was an active volunteer with the Minnesota Turkey Growers Association, Swanville Lions Club and Firefighters. Above all, David dearly loved being with his family.

David is survived by his beloved wife of 51 years, JoAnn (Vanselow), children; Lori Brink of Woodbury, Lisa (Joe) Torborg of St. Cloud, Jon (Betsy) Olson of Aberdeen, South Dakota, Sara (Matt) Neibergall of Blaine; grandchildren, Ryan, Will, Ava, Andrew, Charlie, Olivia, Josie, Nels; and brother Donald (Connie) of Swanville.

David was a quiet, kind, generous, and spiritual man. He was a loving husband and father, and a loyal friend to many. “Boppa” will be deeply missed, especially by his beloved grandchildren who describe him as “big hearted, smart, funny, witty, clever, wise, a teacher and a best friend.”

Delores M. Swanson

Delores M. Swanson, 81 year old resident of Little Falls, died Friday, August 25 at the Little Falls Care Center in Little Falls. A Memorial Mass of Christian Burial will be held on Tuesday, September 12 at 11 AM at Our Lady of Lourdes Catholic Church with Father Joseph Herzing officiating. The burial will take place in St. Adalbert’s Cemetery in Little Falls. A visitation will be held from 10-11 AM on Tuesday at the church.

Delores May Stiller was born November 15, 1935 in Little Falls to the late Peter and Doris (LeDuc) Stiller. She attended school until the ninth grade and helped her parents at home. She was united in marriage to Harry G. Swanson on August 22, 1959 in Little Falls. The couple made their home in Little Falls where she worked at Munsignwear, West Side Café, and Red Bull Bar and as a physical therapist assistant

Ellen Pufpaff

Ellen Pufpaff, 69, of St. Cloud, passed away on August 29, 2017.

Funeral services for Ellen will be held on Friday, September 1, 2017, 11:00 a.m., at the Communities of Faith United Methodist Church in Clarissa with Pastor Kali Christensen officiating.

Interment was held at Woodman Cemetery, Clarissa.

Ellen was born October 27, 1947, in Bertha, to Marlin Dale & Pearl (Swanson) Pufpaff. She attended school in Clarissa and graduated from Browerville High School.

After graduation, Ellen attended St. Mary’s School of Nursing. She worked at Fairview for a short time then moved to Oregon. Ellen returned back to Minneapolis and worked at Fairview Southdale as an RN until she

She enjoyed camping, outdoors, sunny days, fishing, and trips to the casino with her two sisters, family outings, watching the Vikings and Twins, and spending time with her family especially her grandchildren and greatgrandchildren. Delores bowled for many years in local leagues and played fast pitch softball for the West Side Bar in the early 60’s.

Left to cherish her memory are her children, Julie (John Glendenning) Brenner of Brainerd, Brenda (Greg Waldoch) Barker of Little Falls, Janell (Kenny) Peterson of Swanville and Michael Swanson of Phoenix, AZ; grandchildren, Nicholas (Aimee) Brenner, Nathan (Danielle) Brenner Ashley (Brian) Jovan of Maple Grove, Melissa (Shawn) Kantor and Brandon Barker of Little Falls; great-grandchildren, Camryn Jovan, Ava Jovan, Caiden Jovan, Emma Kantor and Owen Kantor; siblings, Peter (Rosie) Stiller of Little Falls, Jeanette (Michael) Leuwer of Shoreview, MN. She was preceded in death by her parents, Peter and Doris Stiller; brothers, Clarence Stiller, Richard Stiller, Donald Stiller; sisters, Jenni Peterson and Bernadine Lashinski.

Ellen is preceded in death by her parents and sister Laurie.

Dave Says -By Dave Ramsey Dear Dave, I’ve seen lots of companies marketing prepaid debit cards for kids. They seem to position them as a way parents can set spending limits for their children.

Do you think these are a good idea? It seems to me they are just a form of conditioning to get kids to rely on cards.

-Keith Dear Keith, I agree with your assessment. I don’t recommend pre-paid debit cards for children, except in very unusual situations. Let’s say your kid was going on a trip, and you wanted him or her to have something in their pocket for limited access to cash. But if they’re old enough and responsible enough, I’d rather them have a traditional debit card attached to their own account.

What I really want parents to do is teach their children how to work, give, save and spend wisely. It’s all about teaching your children to become good adults, and handling money is part of the equation. How does that apply to something like a pre-paid debit card for a kid? For the child, they’re looking at it like mom and dad are an ATM. They don’t equate it with real money unless they put their cash into the card.

I suggest helping them open a checking account with a debit card attached around age 15 or 16, provided you have taught them – and they have demonstrated – wise money management

practices up to that point. Teach them to reconcile and balance the account, and walk with them when they do this so they don’t slip into the idea a debit card is some magical portal to free money!

-Dave Dear Dave, I’ll be getting married in a few months, and I just finished reading some of your books. You make a lot of sense, but now I’m wondering if I need to talk to my fiancée about postponing the wedding until I pay off all my debt. How do you feel about this?

-Nick Dear Nick, First, congratulations on your upcoming wedding! I admire your desire to get out of debt and take control of your finances, but you’re talking about marrying the woman you love. You do not have to be debt-free to get married.

If you guys are on the same page when it comes to money, and you’re both willing to work together on paying off any debt after you’re married, there’s no reason to postpone the wedding. You two shouldn’t be paying each other’s debt before you get married, but once the rings are on your fingers, and you’re pronounced “as one,” then everything shifts from being “mine” and “hers” to “ours.”

David addresses the “Why” question quite frequently. In Psalm 86, however, he makes an observation and then answers it with “why.”

He wrote, “I will praise You, O Lord my God, with all my heart; I will glorify Your name forever.” Then he adds the why for us: “For great is Your love toward me; You have delivered me from the depths of the grave.”

“Praise” and “glorify” are a most important part of our worship. When we look at these two verses together, we find an important reason to remind us why we worship God: it is because of His love and mercy.

We may not know what he is referring to when He said that “God delivered me from the depths of the grave.”

And perhaps that’s good. What’s don’t matter - God does! There are many days when we feel we are about to be “buried alive.” Then, God delivers us. It’s time to worship.

Tips for separating legitimate surveys from scams

R e c e n t l y, a constituent wrote and asked about a survey she was told she had to take part in. It was called the American Consumer Survey and it sounded legit.

A f t e r checking with staff in St. Paul, I found that the survey was sound, but there may be others that aren’t. Here is some advice from the Census Bureau about calls you may get asking for your participation in surveys on a variety of topics: First, the Census Bureau will never ask for your full Social Security number.

They will not ask for money or donations, nor will they ask anything on behalf of a political party. In addition, they will not ask for your full bank or credit card account numbers. And, finally, the Census Bureau will not ask for your mother’s maiden name.

If you get survey material in the mail, you can call the Regional Office for this state to verify the household survey. That number is 800-865-6384.

In contrast with the more common census taken by all in this country every 10 years, this particular survey, the American Consumer Survey, continues all year, every year. Addresses are randomly sampled in every state, and answers are collected to form up-to-date statistics used by federal, state, tribal, and local governments. With area schools set to open, here is some information on education funding from the state: The Legislature approved a 2-percent increase in the basic formula, which amounts to $1.35 billion in additional funding, or about $245 more for each student enrolled in a public school in Minnesota. The most recent estimates available show that the Alexandria district will receive $1.76 million in new funding over the next two years. Albany is set to receive $729,000 in new funding, Melrose $723,000, and Minnewaska Area $555,000. Other schools in District 12B are Sauk Centre with $470,000 in new funding, and Belgrade-BrootenElrosa with $276,000.

A major change is also set to take place in the area of teacher licensure.

The Board of Teaching has been replaced by a new Professional Educator License and Standards Board. This restructuring comes after recommendations from the Legislative Auditor and a bipartisan group of legislators who met last year to discuss moving Minnesota toward tiered licensure. It’s hoped this new system will help alleviate the teacher shortage in parts of the state, especially here in Greater Minnesota. We have heard testimony over the years in the Education Committee about the difficulties of teachers from out of state wanting to come here and get their Minnesota license. This new system will still include a stringent set of guidelines for the new teaching tiers.

Although I like sports and football as much as the next person, I’m not as thrilled this year to watch NFL teams as they get ready to start a new season. This scene with some players not standing during the National Anthem just doesn’t play well with me. These folks are highly paid for what they do, and they probably received a free college education via an athletic scholarship, as well. I get the First Amendment argument that all can express their feelings, but please do it on your own time, not while “working” at your job. Employers have a right to ask for certain types of behavior from their employees while they are on the job. And playing a game of football is what these men are paid to do.

To Do A Telethon - By John Young Every night this week we have seen photos and video from Houston showing the incredible flooding and damage caused by Hurricane Harvey.

That got one of our writers for the Disc Jockey News thinking. We do a lot of live video shows during the week (and we are starting a live news show next week for the Hometown News, see last week’s article) for our Disc Jockey News TV channel, so we know how to set up and do live streaming events. His thought: could we do a major Labor Day Telethon to help raise funds for the Houston area recovery?

My first thought was, “This is a GREAT idea! Why didn’t I think of this?”

Followed closely by, “Let’s do this!”

This was Tuesday morning, with only six days until we will be live.

The first question: what should the length of the show be? Early in 2017, we decided to do a one-day training marathon with a variety of speakers and that event went from about noon on a Sunday until 11 pm. Yes, eleven hours of content all in one massive video stream! While it was neat to do the longest DJ industry live video stream of all time, I wasn’t up for doing that length again! We settled on a 6-hour event from 6 pm to 12 am. This might sound like a long time, but when you have guests coming in and out via video chat, the time does fly!

Next, we had to figure out where our donations would go. The most well known organization, of course, was our first thought. You hear about them, and they show up at these natural disasters.

After some research, we decided to go with a bit lesser known organization that focuses on the rebuilding efforts for restoring the homes of flooding victims.

Now, how do we raise money? Most telethons have donations that come in to help the cause. Setting up a link for doing online donations is pretty quick and easy! I thought I was about done at that point and could just start to promote the day! We create content, ask for donations and aim to reach a daily goal of $5,000.

I figured we had a good chance to reach this goal!

Then, more great ideas came pouring in!

Melrose City July 20, 2017 The Melrose City Council met in a Regular Meeting on Thursday, July 20, 2017 at 6:00 p.m. at the Melrose City Center pursuant to due notice being given thereof. Present were Council Members Dick Christenson, Tony Klasen, Justin Frieler, and Mayor Joe Finken, City Administrator Michael Brethorst, and City Clerk Patti Haase.

Council Member Josh Thieschafer was absent. Mayor Finken presided thereat.

The Council then recited the Pledge of Allegiance.

A motion was made by Mr. Christenson, seconded by Mr. Klasen and unanimously carried to approve the agenda as submitted.

Mayor Finken then opened the floor to public comment. Jeff Bertram with West Central Sanitation congratulated Erv Bueckers on the sale of his company. Mr. Bertram asked the council to look at other garbage hauling options down the road. There was no further comment.

The following items were considered for approval under the Consent Agenda: a. The minutes from the June 15 Regular Meeting, and the July 3 Special Meeting b. list of bills in the amount of $367,228.60 (See attached list) c. list of investments for the month of June. d. Streets/Parks Worker Keith Dobmeier’s will complete two years of service with the City on August 10.

Streets/Parks Supervisor Gary Middendorf has conducted Mr. Dobmeier’s review and it is favorable; therefore, recommends he receive a step increase from Step 4 to Step 5.

The Council to take action approving Mr. Dobmeier’s increase. e. Community Development Director Michael Creelman will complete one year of service with the City on July 18, 2017. City Administrator Brethorst has conducted Mr. Creelman’s review and it is favorable; therefore, recommends he receive a step increase from Step Start to Step 1 of a seven-step system.

f. On July 28, Accounting Clerk Stacy Funk will complete three years of service with the City. Finance Director Beuning has conducted a review and it is favorable; therefore, recommends approval of a step increase from Step 6 to Step 7.

The Commission to take action approving Ms. Funk’s increase g. The City has received a 2:00 A.M. Closing Liquor License Application from Anthems at MP’s. City Code Chapter 113 adopts M.S. Ch. 340A by reference which allows sales of intoxicating liquor between the hours of 1:00 a.m. and 2:00 a.m. after obtaining a permit from the State of Minnesota. The State provides the application form and collects the license fee. The City has the ability to also establish a fee, however, has chosen not to. h. Resolution No. 2017-41, Resolution Approving Gambling License to the Melrose Chamber of Commerce for an exemption from lawful gambling license to conduct a raffle on Friday, November 24, 2017 at 223 Main Street East, Melrose MN. i. Ambulance Coordinator Jenn Tschida is requesting approval be given to the appointment of April Dewald to the Ambulance Department contingent upon passing the NREMT test, and passing pre-employment physicals and drug tests.

J. Donation Resolutions: 1) Resolution No. 2017-42 donation in the

amount of $1,000 from the Melrose American Legion Post 101 to the Tri Cap bus service. A motion was made by Mr. Frieler, seconded by Mr. Christenson and unanimously carried to approve the Consent Agenda items.

The Council held a Public Hearing on: the proposed establishment of Economic Development Tax Increment Financing District No. 9-2 within Development District No. 9; the proposed adoption of Tax Increment Financing Plan relating thereto; and consideration of a business subsidy to J-T of Melrose, Inc. all pursuant to and in accordance with Minnesota Statutes, Sections 469.124 through 469.134, both inclusive, as amended and Minnesota Statutes, Sections 469.174 through 469.1799, both inclusive, as amended (collectively, the “Act”); and consideration of a Business Subsidy J-T of Melrose, Inc. Copies of the respective plans, as proposed to be adopted, are on file and available for inspection at the office of the City Clerk of the City of Melrose at City Hall. Development Consultant reviewed the Tax Increment Financing Plan.

“You should do a silent auction!” and “Wouldn’t it be great to have prizes so donations at different levels could get exclusive perks to encourage larger donations?” Yes! Both of those are great ideas!

My next task was to figure out how to handle an online auction. We need the auctions to be starting on Monday, take bids throughout the show, and be able to be closed at a specific time. We found a great solution for this and now will be able to close some auctions each hour to have some excitement as to who won the bid on a specific auction item. Once the auction system was in place, it was time to spread the word for silent auction items.

Oh boy, did the word spread! As of this writing, we have over 20 items in our auction, and the value well exceeds $10,000. That means it takes time to set up each of the auction items with photos and pricing. Then we need to list the sponsor on the website and the social media event page, and finally, schedule each item at a specific time slot in the show to wrap up the auction.

After about 30 hours working on this project, we are about ready for our big online push! The pieces are mostly in place with are more items coming in as the auction gets closer.

Why do I share this today? I think this is part of a future option for fundraising events even on our local level. A local telethon streamed live has the potential to reach thousands in our area over what some other fund raising options might reach. A local online telethon could reach people from out of the area and can be shared on social media quickly and easily which expands potential donors exponentially.

The Council held a Public Hearing on the vacation of easement relating to electric utilities for the property at 222 County Road 173 SE. The City of Melrose has a 7.5-foot permanent utility easement, along the property. The property owners are requesting to vacate the easement to allow for the expansion of the warehouse facility on the property.

The utilities within this easement have already been moved and/or abandoned to facilitate this expansion.

The City Administrator presented the Affidavit of Publication of the Hearing Notice which was published.

There being no further comment, the Public Hearing was closed at 6:20 p.m.

Police Chief Craig Maus noted that due to Ms. Weber’s retirement the Police Department’s June report was not available. Chief Maus noted that National Night Out will be held on Tuesday, August 1, 2017 at the Sauk River Park. It’s a great opportunity to get to know members of the community and your local law enforcement officers. Chief Maus stated that tomorrow is the last day for Melrose Community LLC to bring the property into compliance. If the property is not cleaned up the City will make arrangement to clean-up the property and assess the cost back to the owner. The Drug Task Force continues to work in the area.

Development Director Mike Creelman reported on the Commission’s July 10 Regular Meeting. The Commission held Public Hearing for the platting, rezoning and variance for Melrose 1 Stop. In addition, Public Hearings were held for CUP’s for Arce Auto and Melrose 1 Stop. These items will be addressed later in the meeting.

Community Development Director Mike Creelman provided an update on the 400 Block. Mr. Creelman stated the owner is looking at re- opening his business at a location on Main Street.

The 400 Block will be brought back to a buildable site.

City Attorney Scott Dymoke reported on projects he has been working on for the City.

• Community Development Project – JOTS Project: Worked with city staff to complete response to comments on EAW for JOTS project • Utilities: East Substation: Worked with city staff to prepare response to request for additional information in support of application for Federal EDA grant to expand east substation • Sunday Liquor Sales: Reviewed new state statutes and existing city regulations concerning Sunday liquor off-sale. Met with city staff to review regulatory options available to Melrose and potential amendments to city regulations • Solid Waste Agreement: Reviewed existing agreement for residential solid waste removal. Met with city staff to review options available to Melrose in light of proposed assignment of agreement by current solid waste contractor.

• Melrose Community LLC, Nuisance: Attended hearing and obtained court order directing abatement of nuisance. Served notice of order on interested parties and filed affidavit of service of order with court.

Mayor Finken stated that the City has been informed that Buecker’s Sanitation will be changing ownership and will be selling its operations, recycling and garbage pickup. We were informed that they intend to keep operations, staffing and agreements in place to support the local contact with the City of Melrose. Ervin Bueckers and Waste Management have asked the Council to accept the transfer in whole. The City of Melrose represented approximately 1300 customers of the approximately 7,000 total Bueckers customers. Under the terms of the agreement, the City has 2 options available to them.

1) Accept transfer and agreement and keep rates at 2017 rate till contract expires a. Contract expires December 31, 2021 with fixed rates 2) Submit an RFP for other single haulers for waste Council Member Klasen stated that he has not received any complaints with the current service. He stated that Bueckers also provided leaves, grass clippings and twig pick-up which is an additional benefit. Council Members Christenson and Frieler reaffirmed Mr. Klasen’s comments.

Fire Chief Kraemer stated that in 2012, the City of Melrose as the guarantor for the Melrose Fire Department Retirement program entered into an agreement with PERA to manage the retirement program and funds for the Department. At that time, there was a five-year lock at the $1,500 per Fireman. The program is funded by three primary areas: Fire State Aid, Investment Income and local contribution.

Melrose has agreed to make an annual contribution of $8,200. This dollar has been adjusted over the years.

As per the PERA bylaws, there is a 5-year vesting into the program where no changes to the Benefit Level can occur. In 2018, the Benefit level can be adjusted. A full analysis has been conducted by PERA and reviewed by the Finance Director, City Administrator and Fire Chief. Based on review of the Benefit level, it is projected that there be no estimated Required Additional Contribution by the City if the Benefit Level were to be raised The attached cost analysis shows a $772 Required Contribution if the City were to increase to $2,100.

However, this does not consider the additional contribution the fund receives each year in the amount of $8,200. Based on this analysis, it is recommended to adjust the Benefit level to $2,100. It is additionally, recommended reviewing this annually to determine the level of Benefit based on the funds’ performance.

Council Member Klasen stated that based on the limited amount of performance data of the funds and the fact that the amount cannot be decreased he proposed the amount be set at $1,900 per year. Mr. Klasen stated if the funds continue to perform well he would be open to revisiting the benefit level. Mr. Christenson concurred.

After further discussion, a motion was made by Mr. Klasen to adopt Resolution No. 2017-46, A Resolution Opting to Increase the Benefit Level for Firefighters Who Are Vested in the Voluntary Statewide Volunteer Firefighter (SVF) Retirement Plan as amended with the benefit level to be set at $1,900 per year. The motion was seconded by Mr. Frieler with a roll call vote recorded as follows: For: Council Members Klasen, Frieler, and Christenson; Against: None Abstain: Mayor Joe Finken due to a conflict of interest; Absent: Council Member Thieschafer.

Mayor Finken stated that the Planning Commission on July 10, 2017 held a Public Hearing for the purpose of giving consideration for an amendment to City of Melrose Zoning Ordinance No. 1989-1-A, as amended, and adopted by reference as Chapter 153 of the City of Melrose Code of Ordinances to accommodate a request submitted by the City of Melrose in behalf of Rahn Properties LLC for the rezoning of Parcel 66.36424.0000 and part of Parcel 66.36421.0505.

The submitted request is to rezone said parcel from R-1, Residential District to C-2, Commercial Highway.

This proposed rezoning is a result of MN State Statutes in that cities must allow Commercial uses within a City.

This request is needed in order for Melrose 1 Stop to expand the existing business.

Mayor Finken stated that the 3rd Avenue Project is substantially complete and ahead of originally planned schedule. With all older street projects, a few items were identified that were not planned for. A previously unknown manhole was exposed during the removal of the lift. It was assessed that this is a storm sewer clean out. The manhole was raised to be in line with the road and man hole cover was put in place. During the work, it was found that an additional 30 feet of storm sewer had to be replaced.

The Council gave consideration to Contract Voucher No. 1 from TriCity Paving for the 3rd Avenue West Resurfacing project. Mike Nielson, PE with WSB & Associates, has reviewed and recommends approving the construction voucher. This pay request is for $165,263.71 and is less a 5% retainage of $8698.09. The retainage will be paid upon successful completion of the project.

A motion was made by Mr. Klasen, seconded by Mr. Frieler and unanimously carried approving pay voucher #1 in the amount of $165,263.71.

Mayor Finken stated that when the Melrose Area Ambulance switched to Advantage Billing as their new billing providers in January 2017, they were given one year to continue with their paper call reports, without additional charges, with the understanding that the Ambulance Department would move to the electronic reporting system. Advantage Billing provides this electronic reporting system that they can upload directly to MnStar, which saves considerable time as well as data entry. If the Ambulance Department does not move to the electronic reporting, they would be charged an additional $3 per run. Quotes were obtained for three Panasonic Toughbooks, which total $12,501 and $10,980. The Ambulance had $10,000 in the five-year plan in 2017 to replace pagers and radios which did not need to be done, so that money would be reallocated to the laptops. Staff is recommending going with the higher quote, as this is with our current service and IT consultants. A motion was made by Mr. Christenson to approve the purchase of the Panasonic Toughbooks, through the City’s current vendor in the amount of $12,501. Mr. Klasen amended the motion approving the expenditure in the amount of $12,501 with staff to explore purchasing the laptops at the lesser amount if the City’s’ IT provider will offer maintenance and service support.

The motion carried.

Mayor Finken stated that Advantage Billing Concepts, the billing provider for the Melrose Area Ambulance has sold a portion of their coding business along with the name. The ambulance billing service will be moving clients to Expert T billing. Our rates and services will remain the same, but there will be a change in name.

A motion was made by Mr. Klasen seconded by Mr. Frieler and unanimously carried approving the updated ambulance billing provider contracts.

Mayor Finken stated that the Council at its May 18 meeting voted to direct WSB to prepare final Engineering / Planning estimates to finalize the projects noted: Kraft Lot Re-Plat, Kraft Wall Re-design and 1st Street NE. The Council also directed through consensus to explore one last redesign option of the bridge and to come back to the Council with cost estimates to determine what it would cost to assess this option and discuss cost and benefits in doing so Mike Nielson with WSB provided a summary of the bridge discussions and the current plan elements.

Mr. Nielson then reviewed the alternate plan and the process to relocate or re-align the channel. The Council

reviewed the associated costs and the pros and cons of relocating the channel and bridge. Mr. Nielson noted that final project funding list will be available in the next 2-3 weeks at which time they will know if funding is in the bonding bill for the Melrose bridge and, if so, the timeline for construction.

The Council, by consensus, tabled action on the proposals for the Kraft Lot Re-Plat, Kraft Wall Re-design, 1st Street NE, and the bridge redesign to the July meeting at which time the final project funding list will be available.

Mike Nielson has spoken with Ms. Patti Loken at MnDOT this week and found out that the bridge is not currently funded with the Bridge Bond Funds. Ms. Loken did indicate that there was still a chance that it might get funded with the $25M in the General fund for bridges, however these funds would not be available until July of 2018. If the bridge were funded with the general fund sales tax money in July of 2018 construction would begin in June of 2019 to avoid the school traffic. If the council chooses to move forward with the redesign, Mr. Nielson is estimating the earliest possible funding assuming there is a bonding bill passed would be in 2020 with a more likely chance in 2021 or later. Mr. Nielson has reviewed this funding schedule with Jodi Teich, Stearns County Engineer and she agrees with that assessment.

A motion was made by Mr. Klasen, seconded by Mr. Frieler and unanimously carried to move forward with the hydraulic bridge analysis.

Mr. Nielson next presented the proposal for professional services for the 1st Street NE/Baker Alley and Fourth Avenue NE. Mr. Nielson outlined the project details A motion was made by Mr. Klasen, seconded by Mr. Frieler and unanimously carried approving the Professional Service Agreement for the 1st Street NE/Baker Alley and Fourth Avenue NE project.

Mayor Finken stated that the City wishes to inform the residents that any petitions requesting public improvements for the year of 2018 must be filed with the City Clerk no later than July 21, 2017. The petitions for improvements such as sanitary sewer, water mains, street, and curb and gutter will be given consideration for improvement in 2018.

Mayor Finken noted that the State of Minnesota, passed the following rule during the Special Session regarding Sunday Liquor: They added the words days or Article 5, Section 9, Sub 6: A municipality may further limit the days or hours of on and off sales of alcoholic beverages, provided that further restricted on-sale hours for intoxicating liquor must apply equally to on-sale hours of 3.2 percent malt liquor. A city may not permit the sale of alcoholic beverages during hours when the sale is prohibited by this section.

1) No change to the City Code and continue to defer to State Law for hours of operations 2) Limit hours of operations different to that of the State a. Current law 11 a.m.-6 p.m.

3) Eliminate Sunday sales If the Council opts to take action on number 2 or 3, it will require a Public Hearing followed by debate of the Council and ultimate action.

After further discussion, a motion was made by Mr. Klasen, seconded by Mr. Christenson and unanimously carried to hold a public hearing on Thursday, October 19, 2017 for the purpose of giving consideration to restricting or limiting the hours of Sunday Off Sale Liquor.

Mayor Finken stated that the New Munich Jaycees is proposing to hold a Fall Classic in the City of Melrose. They are proposing to conduct a carnival, car show, food booths, live music and more. They are proposing to conduct the event September 7-10. They are committed to completing the Special Event Application, Community Festival License and secure the required Liquor and General Liability Insurance. The Sauk River Park is reserved by other events at that time, therefore, they are requesting the use to the “Kraft Lot, City Center Parking Lot and associated right-of-way. Police Chief Maus, Streets / Parks Supervisor and Community Development Director have review the request. (Note: this is brought to the Council for consideration as the Kraft Lot and City Center Parking lots have not been used as public event space) Sophie Sabinash presented the proposed events for the Fall Classic. Ms. Sabinash stated that the money raised from the event will be donated to a local non-profit. Ms. Sabinash encouraged other organizations to take part in the event.

A motion was made by Mr. Klasen, seconded by Mr. Frieler and unanimously carried to allow the New Munich Jaycees to use the Kraft Lot and associated properties.

The following informational items were reviewed: a. Ken Douvier has resigned from the Melrose Police Reserve. Mr. Douvier served on the Reserves for 30 years. b. The minutes from the Utilities Commission’s June 12 Regular Meeting c. CentraCare Open House Invitation d. City Staff will meet in a budget working group meeting with the City Council in August where we will review the 2018 preliminary budget, the 5-year capital improvement plan and do a drive around the city with Streets Supervisor Middendorf. In the past this was done proceeding the regularly scheduled August meeting. The revised preliminary budget will be brought back to the Council for approval in September to certify the preliminary tax levy to Stearns County.

A motion was made by Christenson, seconded by Mr. Klasen and unanimously carried that the meeting be adjourned at 8:00 p.m.
