A small village by the sea depended on fishing to survive.

Each year the boats they sent out had to go farther and farther from shore to catch enough fish to feed all the villagers.

But as they ventured farther away, they encountered a problem. Their usual practice was to put the fish they caught in big tanks to keep them fresh until they returned home. But the fish grew lethargic in the tanks, and many died before the boat could reach shore

After much thought, one of the crew hit upon a solution: On their next fishing trip, they caught a small shark and placed it in the tank along with the fish. The shark ate only a few fish, but the rest swam frantically around the tank trying to keep away from the predator – and made it to shore fresh and healthy for the villagers who depended on them.

The moral of this story is that sometimes a little fear is what we need to stay active and alive. I certainly find that to be true. If I begin to coast, I lose concentration and focus. I perform best when I have a little anxiety or fear. I am sharper and more on my game.

A little fear can be healthy. But fear can hold a lot of people back and stop them from living life to the fullest. I understand that feeling of being afraid.

However, there is only one thing worse than a quitter, and that is a person who is afraid to begin. There are no hopeless situations; there are only people who have grown hopeless about them.

I have a friend who told me “There are 365 ‘fear nots’ in the Bible – one for each day.” Never be afraid to try

something new. Remember, amateurs built the ark … professionals built the Titanic. Think about it.

Dale Carnegie said: “Inaction breeds doubt and fear. Action breeds confidence and courage. If you want to conquer fear, do not sit home and think about it. Go out and get busy.”

Don’t let fear block your success. If you truly want to learn to control your fear and advance in your career, I have some ideas that have worked for me.

They can work for you too.

• Explore your memories. Look back over your career. What situations have made you feel afraid? Do you see any common denominators? When was the last time you were afraid to do something and did it anyway?

• Look at your responsibilities.

You have a lot of priorities in your life.

Which ones make you fearful? Why are you afraid of them? Dig deep, and keep asking “why” until you are satisfied that you have found the root of your fear.

• Construct a worst-case scenario.

that could realistically happen. Chances are the reality won’t be as devastating as you think, and examining the possibilities ahead of time will prepare you to avoid the potential pitfalls.

• Shift your focus. When you’re confronted by a task that makes you fearful, stop and think about all the positive benefits it will produce in the end. Focusing on the outcome helps to put the small worries aside.

• Try new things. At every opportunity, take on a new task or a different responsibility. This will increase your capacity to take risks. It will also expand your skill set and build your confidence.

• Review your risks. Look at some of the risks you’ve taken recently.

Chances are, most of them turned out OK. Figure out what made them work.

Can you duplicate those decisions that led to success and apply them to other situations?

• Know that your fears will resurface occasionally. Accept this fact, because there will be times when you feel like you are out of control.

Outside factors can influence situations

adversely. Prepare yourself to handle disappointments and unsettled situations.

Stop and assess the circumstances so you can decide whether further actions will help or hurt.

Not knowing how to control your fear can have disastrous results.

Consider the great tightrope walker, Karl Wallenda. He died many years ago in a tragic fall. His widow was quoted as saying: “All Karl thought about for three straight months prior to the accident was falling. It seemed to me he put all his energy into not falling – not into walking the tightrope.”

Grey Eagle Library Hours Changing The Grey Eagle Public Library is adjusting its library open hours, beginning September 1, 2016.

The adjustment will shorten Monday open hours from 10-5 to 10-4, and extend Wednesday open hours from 3-8 to 2-8. The adjustment is being made to increase access during a busy period.

A study of library checkout data from 2015 found that Wednesdays have been significantly busier than Mondays. The

schedule beginning September 1 will be as follows: Monday: 10 a.m.-4 p.m.

Tuesday: Closed Wednesday: 2-8 p.m.

Thursday: Closed Friday: 1-6 p.m.

Saturday: 10 a.m.-1 p.m.

“The Good Old Days” -By Tom Kuehne Early Grain Harvesting

Thrashing the oats, barley, rye and wheat during the early part of the 1900s was quite different than today’s method.

A friend stopped by the office with some pictures of the grain harvesting machinery used in those earlier years. She described what she remembered about thrashing when she was a child.

The grain was cut, gathered into bundles and placed in shocks. These bundles were later loaded onto racks located on wagons and pulled by a team of horses. The bundles were hauled to the grain separator to be thrashed. A wagon of bundles was parked on each side of the slatted chute which moved the bundles into the grain separator.

The grain separator, a Minneapolis 36-62 with a wing carrier, consisted of most of the items, which made up the later thrashing machines. There were about as many pulleys on the outside of the machine as the thrashing machine, but the outside appeared to consist of metal sheets supported by 3x4 inch wood bracing which supported the metal sheets. It was set on wheels to allow it to be moved from farm to farm for the grain separation operation.

The power for moving to different locations and grain separation was a steam engine on wheels. This particular 25 horsepower Reeves steam engine

was powered by heating water above a wood or coal fire box, which created the steam. The pressure from the build-up and release of the steam turned a heavy metal flywheel creating a continuous flow of power. For powering the grain separator, a fairly wide belt went from a pulley on the steamer to a pulley on the grain separator. The steamer had a curved roof over it, protecting the operator from sun and rain. The steamer pulled the separator to different farms, but traveled only a couple of miles per hour. This speed was also a safety feature, since chains were used to change the direction of the front wheels for turning purposes. Not what we today call power steering---it was strong manpower.

Water to create the steam was stored in a rather large tank on the side of the engine. There apparently was a pump which moved the water from storage to the steam creation location. The water was filled into the storage tank with a hose connected to a hand powered pump. This pump was hand operated, moving the pump handle back and forth in a horizontal swinging motion.

The pump was used not only to fill the steamer’s water tank, but also to fill the water wagon, which brought the water to the steamer. This water was usually pumped from a pond or stream. The water wagon consisted of a large water tank permanently attached to a farm wagon.

The sound of grain separation was very different from the sound of today’s combines. The steamer was quite quiet, since the most noticeable sound was the hissing sound of the steam being

released to create power. Today we hear the roar of the gas or diesel engine powering the thrashing unit.

In the old days the grain was brought to the thrashing machine for processing. This required the cutting, shocking, loading and unloading of the bundle wagons. Today the combine is taken to the grain in the field, thereby eliminating many hours of labor, thereby allowing us to harvest more grain, so that we can make the payments on the

combine which makes our job easier, but may consume as much of our time.

Obituaries Hellen Marie Dehn

Mass of Christian Burial celebrating the life of Hellen M. Dehn, 85, Albany, was held at 11:00 AM on Monday, August 22, 2016 at St. Anthony Catholic Church, St. Anthony.

Father Cletus Connors, OSB officiated and burial took place in the parish cemetery. Hellen passed away Thursday evening at Mother of Mercy in Albany with children at her side.

Hellen was born on May 28, 1931 to William L. and Julia M. (Bolduc) Thibodeau in Hamel. She grew up with three siblings in Corcoran; there she remained until her marriage. On September 15, 1952, Hellen wed Norbert L. Dehn and the two made their home in Anoka. They had nine children in the 23 years they spent there and, in 1973, they moved to Albany where they continued to farm. Hellen enjoyed card games, fishing, camping, and later driving the RV to Arizona when she and Norbert spent winters there. She was always able to make do with what she had and could fix anything. She would sew and mend clothes for the family and enjoyed embroidering and quilting.

Although she didn’t love cooking, she was very good at it. Hellen was an excellent baker

Dale U. Steinemann

Dale U. Steinemann, age 47 of New Munich, passed away unexpectedly on Monday, August 22, 2016 near Melrose, Minnesota.

A Mass of Christian Burial will be held at 11 a.m. Friday, August 26 at Sacred Heart Catholic Church in Freeport with Rev. Dan Walz officiating. Interment will be St. Mary’s Cemetery in Melrose.

Visitation will be from 4 to 8 p.m.

Thursday and from 10 to 11 a.m. Friday at the church.

Dale Urban Steinemann was born January 27, 1969 in Melrose, Minnesota to Joseph and Agnes (Koopmeiners) Steinemann. He attended Melrose High School and began working at Jennie-O Foods in Melrose after school. Dale enjoyed rebuilding cars, boating, and skiing. He was a pack rat and treasure hunter; bringing home anything and everything that could be reused. Dale will be greatly missed by

Alice M. Fuechtmann and often made and decorated wedding cakes for family. She enjoyed gardening and preserving or canning what she grew in addition to her flower gardens. Family was very important to Hellen. She cared for Norbert until a few years ago, cherished time spent with her children and their families, and hosted all holiday gatherings until recently. Hellen was a very religious woman who was gracious and generous with her time. She volunteered until she was 80 years old at the Albany Community Center, Meals on Wheels, Helping Hands, and in various ways at her church. Hellen was a member of St. Anthony’s Church, the Christian Mothers, and the Catholic Aid Society.

Hellen is survived by her husband of 64 years Norbert Dehn, Albany; her children Jeanny (Ken) Nelson, Maple Grove; Joseph (Lisa) Dehn, Anoka; Steve (Joan) Dehn, St. Cloud; Kurt (Sandi) Dehn, Avon; Susan (Ed) Partch, Little Falls; Christeen (Darrel) Notch, Eden Valley; Julie (Jim) Wensmann, Elmdale; Kenneth (Sandy) Dehn, Sauk Rapids; Mary (Todd) Miller, St. Cloud; her sisters Leona (Ken) Kluck, Corcoran; Lillian (Chuck) Emery, Loretto; her 25 grandchildren and 24 great-grandchildren; and other family and friends.

She is preceded in death by her parents William and Julia Thibodeau, her grandson Jordan Wensmann and great-granddaughter Liberty Wilson, her brother and sister-inlaw Henry “Hank” and Marvel Thibodeau.

Alice M. Fuechtmann, age 84 of Freeport, passed away peacefully surrounded by her family after a short battle with pancreatic cancer on Saturday, August 20, 2016 at her home in Freeport, Minnesota.

Alice Marie Loesch was born January 3, 1932 in Luxemburg Township, Stearns County, Minnesota to William and Veronica (Pauly) Loesch. She was united in marriage to LaVern Fuechtmann on September 29, 1953 in Lake Henry, Minnesota. After raising her four children, Alice worked for Charlie’s Café for 29 years. She retired in 2008 but continued to make pie crusts for a few more years. She was a member of Sacred Heart Catholic Church in Freeport,

Elmer Frank Ebnet

Mass of Christian Burial celebrating the life of Elmer F. Ebnet, 87, Holdingford, will be at 11:00 AM on Thursday, August 25, 2016 at the Church of All Saints – St. Mary, Holdingford.

Father Greg Mastey will officiate and burial will take place in the parish cemetery. Elmer passed away at the St. Cloud Hospital Friday morning surrounded by family. There will be a visitation after 10:00 AM on Thursday at the Church of All Saints – St. Mary in Holdingford.

Elmer was born on March 29, 1929 to Frank and Elizabeth (Vos) Ebnet in Holding Township. He grew up the youngest of 13 children, participated in football, basketball and baseball, and graduated from the local high school. He went on to earn his Barber license in Minneapolis before returning to his hometown. On November 23, 1950, he married Mary Ann Guck in St. Stephen and raised seven children with the love of his life. Elmer joined the US Marine Corps and proudly served his country from 19511953. Elmer loved his horses and enjoyed camping, fishing, and hunting. He was a fun-loving man who enjoyed playing pranks, telling jokes, and chatting with his clients.

Elmer could talk to anyone, and he had been interviewed for numerous newspaper articles and a local book. Elmer and Mary

Survivors include her children, Diane Hellermann and her husband, Mark of Melrose, Judy Beuning and her husband, Michael of Melrose, Darlene McCorvey and her husband, Patrick of Pearland, Texas, and Gene Fuechtmann of Freeport; nine grandchildren and 11 great-grandchildren with one on the way; brothers, Clarence Loesch of St. Cloud and Richard Loesch of Paynesville; and sisters, Evelyn Ramler of St. Cloud and Lucille Marthaler of Cold Spring.

Alice was preceded in death by her husband, LaVern Fuechtmann on March 16, 2001; parents; and brothers, Arnold Loesch, Elmer Loesch, and Ervin Loesch.

Serving as casket bearers were Matthew Hellermann, Eric Beuning, Patrick McCorvey, Jr., Ryan McCorvey, Cody Fuechtmann, and Kyle Fuechtmann. Cross bearer was Emily Moorman and scripture bearer was Kari Hiltner. The eulogy was read by Amy Schaefer.

He was huge supporter of high school and amateur sports his entire life and was fortunate to be able to support three generations of his family in their athletic pursuits. Elmer played amateur baseball himself with the Sioux League in the 1940s.

He continued participating in sports into his later years, and boasted he hit his last homerun at the age 50 against a high school team. In fact, he was up to bat with the bases loaded! He was a man who dearly loved his community is on the mural on the train car in town. Elmer worked as a barber for 59 years, 50 of which were spent in Holdingford. He was a Boy Scout leader and he was involved with the American Legion, the Commercial Club, and the school board. He was an active member of St. Mary’s Church and sang in the choir for years with his wife.

Elmer is survived by his children Bev (Russ) Eichten, Holdingford; Jeff (Debbie) Ebnet, Rice; Greg (Teresa) Ebnet Holdingford, Pam (John) Voss, Holdingford; Nick (Peg) Ebnet, Lake Lillian; Luke (Teri) Ebnet, Brainerd area; Nancy (Dan) Fiedler, Holdingford; his brother John Ebnet, Holdingford; his sister Clara Donnely, Holdingford; his 20 grandchildren and 18 ½ great-grandchildren; his sister-in-law Evelyn Ebnet, Holdingford; as well as many other family and friends.

He is greeted in Heaven by his wife Mary, his parents Frank and Elizabeth, his brothers Alfred, George, Nicholas, Leo, Ambrose, Roman, Joe, and infant Raymond, and his sisters Mary Zeis and Anna Dominico.

Robert “Bob” Ehrlichmann, Jr. The Mass of Christian burial celebrating the life of Robert “Bob” Ehrlichmann, Jr. age 62 of Holdingford, was held Monday, August 22 at the Church Of All Saints, St. Mary in Holdingford.

Burial followed in the parish cemetery.

Bob tragically lost his life on July 31 as a result of an accident while riding his motorcycle.

Bob was born November 26, 1953 to Robert and Dorothy (Feld) Ehrlichmann.

He graduated from Holdingford High School in 1971. Bob started working at Polar Tank Trailer on October 6, 1972 as a shop worker. In 1984, He joined the Quality Control Team and eventually became the Head Quality Control Inspector. Bob was employed at Polar Tank Trailer for over 44 years. Bob was united in marriage to Brenda Langner on August 1, 1998. Bob enjoyed hunting and fishing along with his wife Brenda. They had also become avid gardeners. Bob, being the constant joker,

started a vegetable growing contest with his mother-in-law. His kids recently had to decide upon the largest onion winner.

This year’s title went to Diane. Bob was a generous soul who enjoyed giving. Many who knew him knew about his fondness of picking potatoes and giving them away to others. Bob was known to always have a project going and was always willing to lend a hand to family and friends. Bob and Brenda enjoyed riding their motorcycles and traveling many miles together. They were looking forward to traveling the country together.

Bob is survived by his wife, Brenda, Holdingford; his daughters, Melanie (Tim) Johnson, Inver Grove Heights and Amber Ehrlichmann, Avon; step-children, Trisha (Matt) Augustine, Apple Valley; Jerome Hartung, Roseville; Amanda (Eric) Keehr, Little Falls; Brandon (Wendy) Hartung, Rice; Nathan Hartung, Bowlus; Zach Hartung, Opole; and Alicia (T.J.) Hartung, Richmond.

He is also survived by his brother, Gerald (Joyce) Ehrlichmann, Holdingford; sisters, Roberta (David) Waldoch, Bowlus and Jeanette (Mark) Volkmuth, St. Cloud; six grandchildren, his mother and father-in-law, Diane and LeRoy Langner, Holdingford and many nieces and nephews.

MNSure Legislative Oversight Chair Statement on BCBS Withdrawl from Individual Insurance Market MNsure Legislative Oversight Committee Co-Chair Greg Davids, R-Preston, issued the following statement regarding reports that Blue Cross Blue Shield will withdraw the bulk of its plans from the individual insurance market, including MNsure, Minnesota’s Obamacare insurance exchange.

“We were told ‘if you like your plan, you can keep it’ by President Obama and Democrat architects of MNsure here in Minnesota. Sadly, tens of thousands of families will once again be forced to pay more while finding new insurance, new clinics and new doctors,” said Chair Davids.

In the first two years of MNsure, the average cost of a modest health insurance policy has gone up $2,760 per year in Southeast Minnesota, $4,800 per year for a family of four in the Twin Cities, and even more in other parts of the state. Over 75 percent of people who buy health insurance on their own do not

“What will it take for Governor Dayton and Democrats, who forced Obamacare onto Minnesota, to take meaningful action to address MNsure’s failures? While Republicans voted to lower taxes on health insurance, Democrats proposed an increase of up to $40 million in the MNsure Tax, voted to let failed MNsure executives keep receiving taxpayer-funded bonuses, and offered no relief to families punished because of MNsure’s failings,” concluded Chair Davids.

In 2016, Davids chief authored legislation to provide compensation for Minnesotans who were impacted by MNsure’s inability to produce 1095-A tax forms, as well as a bill to cut MNsure’s tax on health plans in half, which would have saved families at least $22 million over the next three years. Both cost-saving efforts passed the House, but were vocally opposed by DFL legislators.

Todd County Sheriff’s Dept.

August 19, 2016: At 19:14 the Todd County Sheriff’s Office responded to a one vehicle accident on County 19 south of State 28 in Birchdale Township. A Crown Victoria driven by Travis Terwey of rural Long Prairie went into the ditch and struck a driveway approach. Terwey was not injured, the vehicle sustained moderate damage. Terwey was arrested for DWI. August 23, 2016: The Todd County Sheriff’s Office is sad to advise that on 08-22-16 MN State Patrol responded to a report of an overturned vehicle in a ravine which was spotted by MNDOT. When Troopers arrived they found a deceased male party in the vehicle. Todd County Sheriff’s Office responded and assisted in the accident investigation.

Further investigation it shows the vehicle, 2008 Toyota Scion, was traveling Westbound I-94 at about Milepost 121, Sauk Centre, when it veered off the road to the right and overturned and landed upside down in a ravine. It is believed that the Toyota and occupant have been

there for a long period of time. This is an ongoing investigation but at this time no foul play is being considered with the finding of this vehicle and body. The occupant was taken to Midwest Medical for positive identification. The Midwest Medical Examiner Office has confirmed the identity of the body to be that of Alan Michael Thomas DOB 12/28/68 who was reported missing from Todd County on 08-08-16.

During the course of this investigation into the missing person report of Alan Michael Thomas, the Todd County Sheriff’s Office was assisted by the MN State Patrol, the Blaine Police Department, MNDOT, MN Bureau of Criminal Apprehension, as well as several other agencies with the attempt to locate Alan Michael Thomas.

August 23, 2016: At 04:30 Bismar Castellon (26) of Melrose reported hitting a deer on Co. Rd. 98 near 281st Ave., Grey Eagle. Castellon was not injured but the 2008 Pontiac Torrent he was driving sustained front end damage.

The West Stearns County American Legion Council will conduct a Flag Disposal Ceremony at the Melrose American Legion Post #101. The Ceremony will begin at 7:30 PM on Thursday, September 1, 2016.

Ramsey Solutions Study shows 56 percent of Americans lose sleep over retirement

New Study Shows Americans Face Concern over Retirement Despite Their Savings Americans’ concerns and negative emotions about retirement are causing them to lose sleep, according to a new survey by Ramsey Solutions, a leading company in financial education. Results show 56 percent of Americans are losing sleep over retirement. Eight in 10 Americans who feel ashamed, guilty or embarrassed about retirement lose sleep, while less than half of Americans who feel excited or confident about their future lose sleep.

This report is the third in a four-part series evaluating the state of retirement in America as revealed by a survey consisting of more than 1,000 U.S. adults.

This installment focuses on how Americans’ thoughts toward retirement affect their stress levels and sleep patterns.

Although saving for retirement leads to positive emotions like confidence, excitement and optimism, it doesn’t guarantee a better night’s sleep.

More than 60 percent of active savers lose sleep over retirement, compared to nearly 50 percent of non-savers. And although Gen Xers are more likely to actively save and spend time planning for retirement, half of them admit they are afraid of outliving their money.

Having this knowledge allows people to have a clear path to their retirement goals and reduce their stress surrounding retirement.”

Additional key survey findings include: • 74 percent of Americans who are very concerned about their future lose sleep. This is compared to just 17 percent of those who have no concerns about their future. And nine in 10 people who feel confident about their future are focused on preparing for retirement.

• Kids activities/needs are the top obstacle those who aren’t saving and feel anxious face, with kid’s schooling coming in second. For those who are saving and feel anxious, lack of planning is the number one obstacle, followed by procrastination.

• Seven in 10 Americans who feel confident about their future know whom to ask about retirement questions. But Americans who aren’t comfortable talking to a financial advisor are three times more likely to feel regret and more than twice as likely to feel guilt and shame than those who are very comfortable talking to a financial advisor.

Notes from the Capitol By State Rep. Paul Anderson

Light Rail Remains Barrier to Special Session It appears there will be no special session in St. Paul this summer to finish work on several major bills left over from the bizarre finish to the legislative session this past May. Leaders emerged from negotiations last Thursday with no agreement that would allow both the tax reduction bill and a bonding bill to become law. The main sticking point was the governor’s insistence on including funding for the Southwest Light Rail project in any agreement to hold a special session.

SWLT would be tremendously expensive to build, with an estimated construction cost of $2 billion. To that, one must add millions of state general fund dollars each year to subsidize its operation. The 14-mile long project from Eden Prairie into downtown Minneapolis is currently the subject of several lawsuits, one of which (the Lakes and Parks Alliance case) has been scheduled for trial beginning in September of next year.

What’s especially frustrating is that the tax and bonding bills are being held up by this one issue. It was a last minute hand-written amendment in the Senate on the last night of session that brought the bonding bill down. In addition to funding projects all over the state, that piece of legislation contained $700 million in road and bridge funding. And the tax bill, which would have provided a half billion dollars in relief, also had solid support from both parties in the Legislature.

There is talk now of getting these bills done early in next year’s session.

Let’s hope that proves to be true. The tax provision giving owners of ag land a state credit on school capital referendums was scheduled to become effective next year, so getting it done early in the next session could still possibly make it effective in time for the May, 2017 tax payments.

Visited over the weekend with the owners of the Whispering Oaks Winery south of Melrose. Chris and Terri Ellering said they are reluctantly planning to close their business. The reason is because of their frustration with the Dept. of Agriculture making them obtain a “food handlers license” in order to continue selling wine at their winery.

They told me that the expense and red tape involved in getting such a license make it impractical to do so. Six years ago they were told by the same department that they didn’t need such a license to operate their winery.

This business has been a wonderful addition to our area. It attracts tourists from around the state to their location, and while here these folks purchase wine and also pay sales tax which goes directly to the state. We shouldn’t be over-regulating these businesses to the point where they choose to shut down.

And, according to the Ellering’s, it’s not just their winery that is considering this, there are others around the state doing the same. Yes, safety is important, but there must be some sort of compromise we can work out to keep these businesses going.

For the most part, crops around the district look good. Abundant rainfall and heat have allowed crops to remain green and lush. The high humidities though, have made putting up quality hay a challenge. We were praying for rain at our farm two weeks ago, and now we’re hoping for dry weather to finish out the crops.

Dave Says -By Dave Ramsey Dear Dave, What is your opinion on paying cash for a “tiny house”?

-Wes Dear Wes, This may be a really un-hip or un-cool thing to say, but I wouldn’t buy a tiny house at all. Paying cash for something like that might make the mover smarter, but that still doesn’t mean it’s a smart choice.

Now, don’t take what I’m saying the wrong way. I don’t have a problem with people who build tiny houses or buy them.

My problem with these things is that there’s no track record on them. There’s also a pretty good chance they’re going to be just a fad. Another problem is that you’d have a really small market when it comes time to sell your tiny house. In other words, they probably won’t go up in value like a traditional home. They may actually lose value over the years.

There’s a thing in economics called the supply-demand curve, and from what I’ve seen tiny houses also have a tiny demand and pretty narrow market appeal.

Their appeal seems to be mostly for early adopters and people who think they’ll never be able to afford a house. That means they’re not going to have broad appeal when you get ready to sell them, either. And that creates a problem.

I could be wrong, though. I mean, if enough people buy tiny houses and they become a real part of our culture, then maybe they’ll do okay. But right now it’s an unproven product line and an unproven concept. So I wouldn’t buy a tiny house.

Honestly, I wouldn’t even buy one at half of its current value because I’d be afraid it would drop to a fourth of its value. There’s just no proven record at this point of these things going up in value.

Issues with MNsure

By Tom Kuehne MNsure is Minnesota’s Obamacare market. Recently, I was told another horror story about MNsure.

This husband and wife bought their individual health care coverage from MNsure, due to the $381.79 subsidy they were able to obtain due to their lower income. The coverage and subsidy took effect January 1, 2015. When they filed their 2015 income tax return, they were in for a nasty surprise. After all of their income was calculated for 2015, they were $900.00 over the amount allowed under the subsidy. Since the tax return was filed on April 15, 2016, they were also part way into 2016.

The unpleasant result was that they had to repay the $381.79 per month for the 12 months of 2015, ($4581.48), but they also had to pay back the $381.79 for the first 6 months of 2016, an additional $2290.74, for a total of $6872.22.

In addition to these costs they were also charged interest and penalties from Minnesota Revenue.

Dear Dave, My father loaned my husband and I money 20 years ago to help us start a business. The business eventually failed, and it forced us into bankruptcy. After this, we never seemed to get around to paying him back. He died earlier this year, and when we got together with my brother and sister for the reading of the will, we realized he had deducted the amount of the loan from my inheritance. Everything was equal between us before that. I think that’s wrong. What’s your opinion?

-Karen Dear Karen, I’m really sorry about your dad. I’m also sorry this was never taken care of or discussed while he was still alive.

There are a lot of emotions at play, so I don’t want to beat you up too much.

But legally, he didn’t have to leave you anything in his estate. The stuff we’re talking about, money included, was his to do with as he saw fit. It was a little odd that he didn’t address this with you beforehand, but there are lots of instances where kids get nothing from an estate or not as much as others. It’s not uncommon.

In my mind, and, from the sound of it, his too, he left you an equal share minus what you still owed. He loaned you the money, and he had the right to set terms on that. I understand your frustration. You feel like he took something away that was yours. My point is it was never yours; it was his.

I know it still hurts though. This is one of the reasons I advise never borrowing money from, or loaning it to, relatives. The best of intentions can end up in places like this.

Melrose City July 26, 2016 The Melrose City Council met in a Regular Meeting on Tuesday, July 26, 2016 at 7:15 p.m. at the Melrose City Center pursuant to due notice being given thereof.

Present were Council Members Tony Klasen, Dick Christenson, Josh Thieschafer, Mayor Joe Finken, City Administrator Michael Brethorst, and City Clerk Patti Haase. Council Member Jenny Mayers was absent. Mayor Finken presided thereat. The Council then recited the Pledge of Allegiance.

A motion was made by Mr. Klasen, seconded by Mr. Thieschafer and unanimously carried to approve the agenda as amended.

Bridget Salzmann stated on behalf of the landowners within 350 feet of Willow Trucking they oppose the Conditional Use Permit as requested by Willow Trucking. Ms. Salzmann noted that in the Zoning Ordinance/Subdivision Ordinance, granting this request would not comply with that ordinance as it states in Section 600 General Regulations 601 – Residual Features; No activity or operation shall be established or maintained which by reason of its nature or manner of operation will cause the emission of noise, odor, toxic, or noxious fumes, smoke, dust, and particulate matter in such concentration as to be detrimental to or endanger the public health, welfare, comfort and safety or cause injury to property or business. Ms. Salzmann asked for the Council’s support denying this request to Willow Trucking.

Don Salzmann commented on the drainage issues which he anticipates to occur should the development be permitted.

Merikay Durand commented on the noise issue and stated a ten foot fence would not alleviate the vehicle light or building light issue for her specific piece of property.

Mayor Finken stated that he had attended the Sauk River Players production of The Little Mermaid. Mr. Finken commented that it was a fantastic event and noted the amazing talent of all of those involved including those individuals behind the scene such as costume and set design. Mayor Finken expressed his appreciation to Director Marit Elliot for providing the community with the theatrical experience and showcasing the talent of our residents.

The Council to take action approving Mr. Dobmeier’s increase.

Donation Resolutions: 1) Resolution No. 2016-24, from the various sponsors and contributors towards the City of Melrose Parks and Recreations Capital Fund from the Golf Scramble Fund Raising Event.

2) Resolution No. 2016-25 donation in the amount of $1,000 from the St. Rosa Lions to the Melrose Ambulance Department.

The Council to give consideration to approval of a Community Festival License: Public Property to The Dam, Inc. for Saturday, August 27, 2016. The event will be held outdoors and a portion of 4th Avenue NE from Main Street to 1st Avenue NE will be closed. This event must comply with City Code Chapter 113.23 (D) which deals with Community Festivals, Public Property. Police Chief Maus and City Administrator Brethorst have reviewed the Community License Application and recommend approving the application.

Police Chief Craig Maus is requesting approval be given to the appointment of Jeremy Vearrier to the Police Reserves contingent upon completion of a pre-employment physical and drug and alcohol testing. He has recently graduated from the Alexandria Technical College for law enforcement. The Council to take action on the appointment.

The City has received a 2:00 a.m. Closing Liquor License Application from Anthems at MP’s. City Code Chapter 113 adopts M.S. Ch. 340A by reference which allows sales of intoxicating liquor between the hours of 1 and 2:00 a.m. after obtaining a permit from the State of Minnesota. The State provides the application form and collects the license fee. The City has the ability to also establish a fee, however, has chosen not to.

A motion was made by Mr. Christenson, seconded by Mr. Klasen and unanimously carried to approve the Consent Agenda items.

Mayor Finken stated that Secretary Mary Hollenkamp retired on Friday, July 15. The Council recognized and commended Ms. Hollenkamp for her 26+ years of service with the City. Mayor Finken presented Ms. Hollenkamp with a retirement memento in recognition of the City’s appreciation of her

Police Chief Craig Maus presented the Police Department’s June report. He noted there were 247 calls for service during that month, compared to 210 for June 2015. The year-to-date number of calls is 2,013 compared to 1,529 in 2015. A total of 12 citations were written for the month of June. For the month of June 2016, the Department received 29 agency assist calls. Chief Maus invited the community to attend the Night to Unite that was held on Tuesday, August 2 at the Sauk River Park. Community Development Director Mike Creelman reported on the Planning and Zoning Commission’s July 11 Regular Meeting.

The Commission held a Public Hearing on the request submitted by the Melrose Area Food Shelf on behalf of Ryan Hinnenkamp Parcel for the operation of a Food Shelf/ Grocery and related operations.

This will be discussed later on at this evening’s meeting. The Commission also reviewed the zoning ordinance pertaining to minor subdivisions, fencing/screening and the abating process for weeds, grass and plant in violation of City Code City Attorney Scott Dymoke was not in attendance. His report is as presented: 1. Community Development- Zoning Ordinance: Prepared amendment to fencing and screening requirements of zoning ordinance.

2. Community Development, Subdivision Ordinance: Prepared amendment to platted lot consolidation and division requirements of subdivision ordinance.

Community Development, JOTS Project: Attended meeting with City Administrator and TIF/ Development Consultant to review terms, process, and timelines for preparing Development Agreement.

Mr. Thieschafer introduced Resolution No. 2016-28 Resolution Approving Case No. 2016711 Conditional Use Permit (Cup) Requested By Melrose Area Food Shelf, Owned By Ryan Hinnenkamp For The Operation Of A Food Shelf/ Grocery Store As Allowed

Mayor Finken stated that the Planning Commission of the City of Melrose at its Monday, July 11 regular meeting reviewed the Cities Minor Subdivision Code and recommends amending to allow Administrative Lot splits.

The City Minor Subdivision code currently does not allow for administrative lot splits of Platted Lots to be sold to a separate owner. Historically, the City will allow a lot split for properties that are adjoining and being merged into one larger lot. The City Subdivision Code and state law allows for a meets and bounds subdivision of lots to be sold to separate owners if it is 2.5 acres are greater. Many Cities have adopted rules to allow for properties to be subdivided further if it is already platted into an Out Lot. A survey of other cities was conducted and New Ulm, Breezy Point, Alexandria and Hanover responded and stated that they allow Administrative Lot splits if it’s already platted. City Attorney Scott Dymoke and City Administrator Brethorst have looked into other Cities as well as contacting the City Engineer, Mike Nielson as well as John Halter with S.E.H. and got their opinions on the matter. In short, this is a common practice to allow platted lots to be subdivided.

Staff does not object to a lot split if it is already platted and if would meet the subdivision code. In practice, there are properties today that this would then allow buildings to be potentially developed on and built on. Melrose is quickly build-

ing out all available lots that have ready access to utilities. This could potentially create additional lots in town that would otherwise make it cost prohibitive to develop.

This textual amendment would not affect meets and bounds properties as they are required by law to be platted if they 2.5 acres or less.

A motion was made by Mr. Thieschafer, seconded by Mr. Christenson and unanimously carried adopting Ordinance 7-212016-1. An Ordinance Amending Land Subdivision Regulations Ordinance No. 1999-B, as Amended, Adopted by Reference as Chapter 152, to Adopt Platted Lot Consolidation and Division Requirements to allow Lot Splits of Platted lots.

Mayor Finken noted that the Planning Commission of the City of Melrose at its Monday, July 11 regular meeting, reviewed the Cities Fencing and Screening language within the Zoning Regulations. They are recommending a textual change to the Ordinance clarifying the regulations.

The recent update of the City Zoning Ordinance attempted to update the screening and buffer rules.

The former ordinance was not clear on the matter of buffers and screens. The new rules will technically require fencing of Non-Residential properties front yards to be screened when it is adjacent to residential properties.

In practice, the City would require screening in front of developments such as: Boomerang Sports, Melrose Public School, St. Mary Elementary School, several Industrial properties along 8th Ave, CentraCare Health, Spiritz Liquor, CCC, Victory Gas Station, Melrose Fire Hall, Coborns, etc. This would occur when additions and permits are pulled for those sites.

In reading the requirements and working through the intent of the rule, it is thought that this may be an unintended requirement. In reviewing other neighboring community’s rules on this matter, we have not found any that require such a screen in front yards of properties unless it is in metropolitan communities. Unless, this was the

intent of the rule, it would require a textual amendment to the Zoning Ordinance.

To address this issue at the onset of the rule, City Attorney Scott Dymoke and City Administrator Brethorst worked up some language that would define the rules to be more manageable. The new verbiage would address it as follows: if it was touching the property, screening and buffers will be required (ie. Willow Trucking, Food Shelf, Pete Rotherfork’s new developments.) All roads would be considered a buffer as it is adjacent versus adjoining.

Mr. Christenson introduced Ordinance 7-21-2016-2 An Ordinance Amending Zoning Ordinance No. 1989-1-as Amended, Adopted by Reference as Chapter 153 of the Melrose City Code, to Revise Screening and Fencing Requirements. The motion was seconded by Mr. Klasen with a roll call vote recorded as follows: For: Council Members Christenson, Klasen, Thieschafer, and Mayor Finken; Against: None; Absent: Council Member Mayers.

Mayor Finken stated that the Planning Commission of the City of Melrose at its Monday, July 11 regular meeting reviewed the Nuisance Notification process. They are recommending the City of Melrose amend its Ordinance to change notice requirements.

In accordance with the City Code the City may abate a violation of the Trees, Shrubs, Landscaping, Weeds and Other Plants within the growing season in which the violation occurs. Melrose has properties that are historically season after season in violation. The rules currently call out 8 inches as the threshold for violation. The mitigation process can take up to 30 days once notice is given. So the original 8 inch violation may be as high as 12-16 inches by the time it can be legally abated.

In reviewing the City Code, it states, that the City can mitigate the violation within the growing season. To address the reoccurring offenders it is recommended

by the Streets and Parks Supervisor and Police Chief to increase the enforcement period to 12 calendar months from date of issuance. This would allow the City enough time to address the repeat offenders the following year without allowing a 12-16 inch weed/grass problem from occurring.

Mr. Klasen introduced Ordinance 7-21-2016-3. An Ordinance Amending Chapter 95: Trees, Shrubs, Landscaping, Weeds and Other Plants of the Melrose City Code from growing season to 12 calendar months. The motion was seconded by Mr. Thieschafer with a roll call vote recorded as follows: For: Council Members Klasen, Thieschafer, Christenson, and Mayor Finken; Against: None; Absent: Council Member Mayers Mayor Finken next reported that the Planning Commission of the City of Melrose at its Monday, July 11 regular meeting reviewed the Temporary Family Health Care Opt out law. They are recommending the City of Melrose Opt out of this law.

The State established a new special land use permit system for a specific type of mobile health care-related temporary housing that will be required in all cities and counties unless they officially act to opt out of the program. The main stated motivation behind the new law is to provide transitional housing for seniors, but the statute does not include age as criteria for use of the structure.

The structural requirements are defined in Subd. 2 which lists the requirements for a dwelling to qualify for this program. Among the 10 criteria are a lack of being attached to a permanent foundation; a 300 square foot maximum size; meeting state accessibility standards, access to water and electrical connection; exterior appearance requirements; R-15 insulation; an anti-backflow valve; and to be classified as a recreational vehicle, prefabricated building, or modular building.

The law does allow for cities to opt out if they so choose. However, that must be completed by no later than September 1, 2016. Otherwise, a city must comply with the regulation.

Mr. Thieschafer introduced Ordinance 7-21-2016-4. An Ordinance Amending Zoning Ordinance No. 1989-1-A, as Amended, Adopted by Reference as Chapter 153 of the Melrose City Code Opting-Out of the Requirements of Minnesota Statutes, Section 462.3593. The motion was seconded by Mr. Christenson with a roll call vote recorded as follows: For: Council Members Thieschafer, Christenson, Klasen, and Mayor Finken; Against: None; Absent: Council Member Mayers Mayor Finken noted that there are 6 tax forfeited properties in Daylight Court. The County currently has set a value of $2,000 per lot plus fees and assessments with interest and taxes of approximately $33,177 for a total cost of $35K plus per lot. The MADA Board has recommended that interest be waived to these lots and recertify at original amount. Plus, allow for lot mergers with incentives. If a lot is merged and one house is built,

they are recommending that one of the lots specials be waived in full.

If a lot is split between two parcels and no home is built that we waive the water and sewer assessment for one of the lots but reassess all other remaining assessments equally between the lot mergers.

Mr. Christenson introduced Resolution No. 2016-26 Resolution by the City of Melrose Reducing Special Assessments for Tax Forfeited Properties in Daylight Court Addition. The motion was seconded by Mr. Thieschafer with a roll call vote recorded as follows: For: Council Member Christenson, Thieschafer, Klasen, and Mayor Finken; Against: None; Absent: Council Member Mayers.

Mayor Finken noted that the Planning Commission at its May 2, 2016 meeting held a public hearing relating to the Willow Trucking Conditional Use Permit Request.

Attached are the Original Staff Report and the Planning Commission Adopted report with Finding, Conditions and public Comment made at the Public Hearing relating to the CUP. The Planning Commission voted to approve the Conditional Use Findings and Conditions as outlined in the Adopted Planning Report.

Since the action taken by the Planning Commission it is noted that Condition Number #2 should be amended to allow two (2) years versus one (1) as that would match the Development Agreement that was executed pending final consideration of the CUP. Secondly, Willow Trucking has asked for reconsideration for Condition Four (#4) fencing.

“According to the builder, maintenance free fencing does not exceed 8’. Even at 8’, a maintenance free fence will not stand up well to the wind and snow weight and would require frequent/annual maintenance. A berm is not

desired because of the cost and in conjunction with the setbacks and easements would eat up too much development space on the property (approximately 40’ for the berm alone).

It is anticipated that the existing grade along with the western boundary will be built up somewhat during construction so the 10’ can be made up by an increase in the grade and by a fence. Since the issue is noise and light, the building will provide substantial buffer with its 18’ sidewalls. Accordingly, Willow submits a counter proposal on fencing follows to replace in whole: A fence or fence/fill shall be installed on the Western boundary of lot to reach a height of 10’ from the existing grade. The fence shall be impervious to view. (a) Fence shall be constructed of corrugated colored steel to match the building, can be 2 toned to mimic the wainscoting look. (b) Fencing shall meet at a minimum all setback requirements for fencing/buffers. (c) Fence shall run North/ South along the property line from the Northern edge of the building to 10’ north of the north line of the parking area.

Willow would also clarify that the restriction on refrigerator trucks is a per truck limit, as the trucks are started to meet cooling requirements of the FDA at multiple times during the day.

Below are the Conditions as recommended by the Planning Commission and with the revision relating to the utilization of the permit from one year to two year. The Council to consider Willow Express Counter offer as noted above and all other conditions.

1. This use may not be changed or expanded without amending CUP. 2. This permit must be utilized one (1) year from the date hereof or it shall terminate.

3. The Developer must furnish a final grading plan prior to issuing building permit.

4. 10 foot fence/berm from existing grade shall be installed on the Western boundary of lot constructed of maintenance free materials/or earthen material and be impervious to view. a. Shall not be constructed of metal sheeting. b. Fencing shall meet at a minimum all setback requirements for fencing/buffers. c. Fence shall run North/South along property line from Southern edge of building to 10’ north of final parking lot.

5. All area lighting shall be directed towards ground and away from residential property.

6. Parking lot shall be constructed of durable material (example of durable material: class 5, granite chip, pavement, cement or other similar material).

7. If parking lot is constructed of durable material and creates dust, efforts are taken to mitigate dust via chemical or other application as needed twice annually. Between April 1-June 20 and second application within 90 days of June 20.

8. Refrigerator trucks running are not allowed to park in excess of 30 minutes and must be in transition and when doing so, they are to be

Mayor Finken received comments from the public regarding their concerns of granting the Conditional Use Permit as well as comments heard during the Open Forum. Mayor Finken stated that the Planning and Zoning Commission held a Public Hearing and upon their review recommended the Council approve the Conditional Use Permit with the above mentioned conditions with the one change to one year utilization versus two years. However, two administrative extensions can granted by staff of 6 months a piece if required.

Mr. Thieschafer introduced Resolution No. 2016-29 Resolution Approving Case No. 2016401 Conditional Use Permit (Cup) Requested By Willow Express For Properties Owned By The City Of Melrose To Allow Truck Transportation Company Use As Allowed

Mayor Finken stated that WSB was contracted to develop a preliminary engineering and cost estimate for the Kraft Retaining Wall. A review has been completed and it has been determined that the retaining wall is not acceptably safe and has an unstable ratio for sliding. A number of items were proposed with the report. WSB will be in attendance at the meeting to discuss the report and present their proposal for final designs.

A motion was then made by Mr. Thieschafer authorizing WSB & Associates to develop formal plans and prepare bid documents.

Mayor Finken stated that the City wishes to inform the residents that any petitions requesting public improvements for the year of 2017 must be filed with the City Clerk no later than July 20, 2016. The petitions for improvements such as sanitary sewer, water mains, street, and curb and gutter will be given consideration for improvement in 2017.

Mayor Finken stated that the Department of Employment and Economic Development has funding available for Business Development Infrastructure. The City of Melrose has the legal authority to apply for financial assistance for the potential business development of BDP No. 08-08-2014A. The Council gave consideration to Local Government Resolution No. 2016-27 Business Development Infrastructure Application.

Mayor Finken noted that at its June 13, 2016 meeting the Public Utilities Commission approved entering into a contract with PSN to provide services for a customer utility portal, as well as credit card processing. With these services, customers are able to pay their utility bills online, as well as at a terminal that will now be available at the front desk. The Commission also approved to absorb the fees, approximately at 2.15%, relating to the credit card processing as a cost of doing business, which is consistent with how most municipalities handled it.

The City now has the option to accept payments at City Hall as well, or online. We currently are using the vendor, Official Payments, and there is a transaction fee passed through to the consumer at about $5.95/transaction. Due to this, the usage is quite low.

If the City chooses to follow suite with the Utility Commission to absorb the fee, we believe it can be recovered in two primary ways.

First, this may increase our collections processes, specifically for ambulance bills. As of May 31, 2016, there has been $14,030.78 in ambulance charge-offs, which is about 6% of the charges billed in that same time frame. Secondly, we can review and adjust the fee schedule to cover some of the added cost in credit card payments. Staff recommends to limit the transaction charge amount to $1,000 if the City chooses to coincide with the Utility and absorb the fee.

A motion was made by Mr. Thieschafer seconded by Mr. Klasen and unanimously carried authorizing staff to enter into an agreement with PSN to accept credit card payments.

A motion was then made by Mr. Klasen, seconded by Mr. Christenson and unanimously carried to absorb the credit card processing fee.

A motion was made by Mr. Thieschafer, seconded by Mr. Klasen and unanimously carried limiting the transactions to a maximum of $1,000.

Burnhamville Township July 26, 2016 The regular meeting of the Town Board of Burnhamville Township was held July 26, 2016 at the Burtrum Community Center.

The meeting was called to order at 7:00 p.m. by Chairman Mike Berscheit. Members present include Supervisors: Mike Berscheit, Louis Thompson and Bruce Johnson; Clerk Shirley Hulinsky; Treasurer Pam Throener. Others present: Erv Herdering.

The minutes from the regular meeting of June 28, 2016 were approved as presented on a motion

by Sup. Johnson. Motion was seconded by Sup. Thompson. Sup. Johnson made a motion to approve the minutes of the bridge hearing on Tuesday, July 19 as presented.

Motion was seconded by Sup. Berscheit. Motions passed.

For correspondence the township received letters from the county about planning and zoning requests in our township. After discussion the board suggested sending e-mails saying township board no issues with Hutchins and Kasper requests as long as they meet county requirements. Also received notifications of District 8 meeting in Clarissa and Community Resources discussions.

A motion was made by Sup. Berscheit to pay all bills numbered 5287 through 5297: Rev. $844.29; R & B $7,024.41. Sup. Thompson seconded the motion. Motion passed.

The ditch mowing was completed. With no new bids for brush cutting supervisor will discuss brush cutting jobs with this contractor.

The primary is August 9 with voting hours from 7 a.m. to 8 p.m.

The board will set up booths the day before.

In the road report the contractor will clean ditch and inspect culvert on Duckweed Drive, then work on turning water by culvert. Dunlin Road culvert needs to be watched.

150th St. needs more gravel over low spots and rocks. Supervisors and contractor will work on gravel, water chutes, and tree cutting on 210th St. Treasurer’s report showed a balance of $149,827.12. Treasurer’s report was approved by Sup. Berscheit and seconded by Sup. Johnson. Motion passed.

A motion was made by Sup. Berscheit to adjourn the meeting which was seconded by Sup. Thompson. Motion passed. Meeting was adjourned at 7:30 p.m.
