Nothing ruins truth like stretching it -By Harvey Mackay Charles finally made partner and propped his feet on the desk in his new corner office. He was dreaming of all the perks that accompanied his promotion when a knock on the door snapped him out of his reverie.

He picked up the phone so he would look busy as a young staffer came into the room. “I’ll be with you in a minute,” Charles mouthed to the employee, before engaging in a mock phone conversation.

“Yes, I know the congressman quite well. We go sailing with the governor every other week,” he said. He glanced over at the employee standing near his desk. “One more minute,” he whispered before returning to the phone call.

“I’d be happy to introduce you,” he continued. “In fact, if you’re free next Wednesday, we’re having lunch. Great.

Wednesday it is,” he said as he hung up the phone.

“Thanks for being so patient,”

Charles said to the young staffer. “Now how can I help you?”

The employee blushed and said, “I’m here to connect your phone.”

Try to tap dance out of that one!

I am convinced that often, the hardest language to speak is the truth. Sometimes it’s easier to tell an embellished truth, or a half-truth, or a little white lie to save face or spare others’ feelings. But eventually, when the truth comes out, there are consequences.

Ron Ashkenas, co-author of the “Harvard Business Review Leader’s Handbook,” explains that there are three fundamental concerns that cause people to be less than completely truthful.

First, the impact of truth on yourself. “It’s human nature to want people to think well of us, particularly those who have influence over our lives and careers,” he wrote. “At the same time, we all make mistakes, so we create justifications and excuses – many of which are at best half-truths.”

Next, the impact of truth on others.

“One way to gain others’ approval is to avoid pointing out things that may damage their self-image,” he continued.

Finally, the impact of truth on business success. “To be successful

almost every organization needs to sell – be it a product, a service, a story or a promise. But much of that selling is done without truthful disclosure of what it will take to fulfill the sale,” he maintained. “The wiser course in many cases is to limit the truth and figure out how to ‘deliver’ later.”

While his first two points are recognizable to most of us, I find his third concern very troubling. As a lifelong salesman and businessman, I cringe to think that a sale based on partial truth would be okay in any forum.

I certainly wouldn’t appreciate a supplier promising me a product without knowing exactly what I would be receiving, and I absolutely do not want a reputation that I didn’t deliver what I promised and then some.

“The Good Old Days” -By Tom Kuehne Summertime Treats We waited for the gardens to start producing fresh, tasty crops.

All winter and spring our meals included vegetables made up of canned vegetables from down in the cellar.

They were good, but since they were a limited variety, we began to think about “fresh from the garden.” In later years, the favored method of preserving the garden produce was freezing. Yes, this made things taste better, but we still preferred taste and variety of the vegetables right out of the garden.

Today there are few homes that have a vegetable garden. Sometimes the reason is that the home doesn’t have sufficient space to allow a garden. In other cases, the family is accustomed to canned and frozen vegetables from the grocery store. Sometimes the grocery pricing is less than the total cost of home preservation. It’s comforting to read the label which shows that the contents of the can contains a very small percentage of foreign matter.

Most reasons for not having a garden consists of not having enough time to care for the garden or pick and preserve the vegetables. Hmmm. When we think back to our childhood, we remember spending a lot of time in the garden. There is time for today’s kids to be spending time in the garden. There is also a few minutes each day for parents to get closer to nature and spend some quiet time pulling weeds. Yes, time spent in the garden does cut into time spent on TV or social media. It’s like a small vacation right at home. It’s a needed break from one’s busy life.

Remember when the first lettuce was ready and it was mixed with sugar, mayo and milk, served over a plate full of mashed potatoes. The first picking

of peas, which were either eaten raw or boiled, buttered or served with butter and cream covering a large portion of your plate. Beans, boiled and buttered or pickled. Tomatoes sliced with basil and a little added balsamic vinegar. New potatoes, boiled with peas and beans, covered with cream sauce. I get these things every day, but I’m getting hungry now.

In my younger years I recall stopping the tractor at the end of the garden to grab a tomato to eat on the way back to the field. It was usually hot weather and after a few loads of hay, the tomatoes tasted much better than a drink from the old water jug. It didn’t matter that the juice dripped on your shirt, since it was already wet and covered with wet dust, hay leaves and other itchy stuff. Maybe not totally pleasant at the time, but it is one of those special memories we keep.

A wheel borrow full of pea pods still very vivid in my memory since I had to shell the peas out. The shelling process took all the day until it was time to get the cows from the pasture. The dog, the ruptured pet pig and a bantam hen and her chicks all stopped to visit several times to get a treat. The dishpan full of peas was almost enough to supply the coming winter’s need. It did create a feeling of satisfaction, knowing that it was another step in the process of family security.

We also recall taking a short walk to pick fresh sweet corn right off of the stalk. Really tasty!

Not only does a garden benefit you both physically and mentally, but you may be able to make many new friends by sharing your excess zucchini. Your kids can also hollow them out to build canoes.

But I understand that some businesses operate that way, and do so at their own peril. Customers find out quickly that promises made and kept are worth their weight in gold. A tarnished reputation is mighty difficult to polish.

I constantly preach that trust is the most important word in business.

Of course, the most important part of establishing trust is being truthful – all the time, even when the truth is painful.

If we are not upfront with our customers at MackayMitchell Envelope Company as soon as a problem arises, whether it’s a supplier issue, equipment breakdown or a mistake with an order, we deserve to lose that customer. And I really, really hate to lose a customer. I’d rather lose money than lose a customer.

way to fix a problem – and we usually do – our customers appreciate our honesty and efforts to turn lemons into lemonade. But that only happens when we tell the truth.

Abraham Lincoln once said of a man who was attacking him, “He’s the bigg Honest Abe said the man reminded him of an old fisherman who had the reputation for stretching the truth. The fisherman bought a pair of scales and insisted on weighing every fish he caught in the presence of witnesses.

One day a doctor borrowed the fisherman’s scales to weigh a new-born baby. The baby weighed 47 pounds.

Now that’s what I call a whopper!

Forever Young Choir to Perform in September

The Forever Young Choir has set three dates to perform their 2019 performance of “On With the Show - Broadway Hits.”

The musical journey will consist of a variety of pieces from several Broadway shows. The performance will include music from Cole Porter, Andrew Lloyd Webber, Rodgers and Hammerstein and Roger Miller.

A few of the songs are “Favorite Things” and “Edelweiss” from The Sound of Music, “76 Trombones” from The Music Man and “Whistle a Happy Tune” from The King and I, plus many more!

The Choir also has the honor of showcasing during intermission a brass quintet and a Rag trio written by Michael Hoover. Michael is a local resident who

writes his own music, plays tuba, and has performed his original pieces with The Long Prairie Chamber Orchestra.

The Forever Young Choir consists of 38 senior citizens who love to sing and perform! The group has members from Burtrum, Grey Eagle, Upsala, Melrose, Albany, St. Cloud, and Sauk Centre. The choir is directed by Bonnie Nelson and accompanied by Angela Bitz.

Obituaries Elaine A. Schumer

E l a i n e A. Schumer of Upsala, 81, passed away on Wednesday, August 14, 2019 at Diamond Willows in Little Falls, MN. Funeral Mass was held Monday, August 19, 2019 at St. Mary’s Catholic Church in Upsala, MN. Elaine was born April 27, 1938 to Frank & Mary Sanoski in Little Falls, MN. The second of seven children, she went to the country school near Flensburg, and graduated from St. Francis High School in Little Falls.

She was married to Joe Schumer at Sacred Heart Church in Flensburg on June 1, 1960.

They lived in St. Joseph for two years, then moved to Upsala for the rest of her life. She raised nine children as the homemaker on their family farm, and in 2007 they bought a home in Upsala to retire in. She also worked as a cook at the schools of Upsala and Holdingford. In June 2004, she retired from the cooking position at the school.

She was an active member at St. Mary’s Catholic Church in Upsala, was a Christian Mother, funeral luncheon member, and said

the rosary daily. She was also a member of the Crosier Apostle. She enjoyed quilting, making her famous banana breads, playing cards of many games, going to the casinos, and taking frequent trips to Laughlin, NV. She also enjoyed playing bingo, watching the MN Twins, and going to the area church and city festivals.

Elaine is survived by her loving husband Joe, of Upsala; children Pat & Lynn of Shoreview; Marvin & Gayle of Big Lake; Tim & Anita of Inola, OK; Steve & Laurie of Manvel, ND; Michelle of Upsala; Rob of Upsala; Alan of St. Cloud; Mark & Annette of Gilman; Sherry of Little Falls; brothers Ed (Judy) Sanoski of Flensberg; Andy Sanoski of Deerwood; sister Carol Sanoski of Maple Grove; 14 grandkids; 3 great grandkids; and godchildren Juan Zamora and Carlos Hernandez of Guatemala.

She is preceded in death by her parents, Frank and Mary; brothers George, Lenny, and Bernard.

Arrangements were with the Brenny Family Funeral Chapel.

Mathias J. “Junior” Welle, age 88 of Greenwald, died peacefully surrounded by his family on Monday, August 19, 2019 at Tree of Life Assisted Living in New Munich, Minnesota.

A Mass of Christian Burial will be held at 11 a.m. Friday, August 23 at St. Andrew’s Catholic Church in Greenwald. Interment will be in the parish cemetery with military honors by the Lake Henry American Legion Post 612.

Visitation will be from 4 to 8 p.m.

Math “Junior” Welle was born in Greenwald to Math & Rose (Kulzer) Welle on May 17, 1931. Math married Jane (Kampsen) on September 24, 1955 in Elrosa. Math went to 8 years of Catholic School in Greenwald and 1 ½ years at Melrose High School. Math lived all his life in Greenwald and worked at Welle Implement for 46 years. In February 1952, he was drafted into the Marines and served in Japan for six months as a mechanic and barber. He completed his military service in February 1954 and was happy to be home!

Math and his brothers were owners of Welle Implement and sold the business in 1993 to Tom Schneider. Tom kept Math on board with Greenwald Farm Center for 20 years as a part-time parts runner. Math was very grateful to be able to help Tom and remain active in the business.

Floss Dinndorf

F l o s s Dinndorf, age 90, died August 17, 2019.

Floss was born December 26, 1928 in Melrose, MN to the late Herman and Christine Kluempke.

She married the late Ralph Klapperich in 1948 and together they had five children.

She married Donald Dinndorf in 1977 and they enjoyed 41 years together.

Floss cherished her family, and her love expanded as her family grew with the addition of grandchildren and great grandchildren. She also enjoyed golf and was an active member of the Albany Golf Club Women’s League for many years.

Floss is survived by her husband, Don Dinndorf; children (her five J’s) Jim (Barb) Klapperich of Wausau WI, Joan (Mike) Schwarze of Plymouth, John (Suzy)

Catholic Church and Lake Henry Legion.

He served on Greenwald Village Council and St. Andrew’s School board.

Math enjoyed teasing his grandchildren, making tractors out of old wood with the boys and putting IH signs on all of them.

The girls liked to play restaurant with him, and he always called them “Miss America.”

He loved when family, grandchildren, great grandchildren would come together to play ball, volleyball, and just visit. He also enjoyed playing cards (Smear & 500) with family and friends.

Math is survived by his wife, Jane (Kampsen); children, Mathias H. & Sandy (Hellermann) Welle, Steve & Jane (Dickhaus) Welle, Beverly & Jerry Pohlmann, Brenda & Rick Preusser, Tim & Patty (Schmidt) Welle, Kimberly & Jason McCollum; 17 grandchildren, 28 great grandchildren, and 1 adopted grandchild; brother, Anthony & Barb Welle; sisters, Alice Moyer, Rosie & Bernie Meyer, Vonnie & Alvin Fuchs; in-laws, Jean (Matson) Welle, Flip Spanier, Ray Von Wahlde, James & Bonnie (Bertram) Kampsen; and many nieces and nephews.

Math was preceded in death by his parents, Math & Rose Welle; brother, LeRoy; sisters and in-laws, Verena & Bonnie Schweiters, Catherine Welle, Bernice & Orly Fuchs, Lillian & Willis Morrissette, Kathleen Welle, Marion & Donald Marthaler, Pat Spanier, Cecilia & Allen Neidermire, Clarice Welle; father and mother-in-law, Henry & Margaret Kampsen; sister-in-law, Rita (Kampsen) VonWahlde.

Memorials are preferred to Tree of Life Assisted Living in New Munich or CentreCare Hospice of St. Cloud.

Arrangements were made with PattonSchad Funeral & Cremation Services of Melrose.

Klapperich of Eden Prairie, Julie (Jim) Straw of Maple Grove, and Jill (Gerhard) Guth of Fridley; 14 grandchildren, 9 great grandchildren; sisters Therese Wiener of St. Joseph and Mary Hurlbert of Brooklyn Park.

She was preceded in death by her parents, and brothers Robert Kluempke and Bernard Nathe.

Funeral service will be at 11 a.m., Saturday, August 24, at Seven Dolors Catholic Church., 150 2nd. St South, Albany, MN 56307. A time of visitation is planned for two hours prior to the service at the church.

Alphonse “Heidi” Bias The Mass of Christian Burial celebrating the Life of Alphonse (Heidi) Bias, age 94, of Holdingford, was held Wednesday, August 21, at The Church of all SaintsSt. Hedwig in Holdingford. Burial was in the parish cemetery.

Heidi died at the Mother of Mercy Nursing Home in Albany, on August 16, 2019.

D a v i d Holmberg, 62 year old resident of Burtrum, MN died Sunday, August 18 at his home in rural Burtrum, MN. A private family service will be held at a later date.

D a v i d H. Holmberg was born on December 6, 1956

and Agnes (Kuklok) Bias. Alphonse graduated from Holdingford High School in 1939. He served in the United States Army from February 1945 to October 1946. He was stationed in Stuttgart, Germany during WW ll, serving as a medical technician. He received the Victory Medal, Good Conduct Medal, and The Army of Occupation Medal of Germany. Alphonse farmed all his life on the family farm. He enjoyed gardening, particularly growing strawberries and raspberries, and chopping wood.

He is survived by his nephew and nieces, David Bias of Albany, Delores (Ron) Czajkowski of Avon, and Diane (Darrel) Mosel of Gaylord.

He is preceded in death by his parents, brother and sister-in-law, Benedict and Josephine, and sister, Mary Bias.

in Bethesda, MD to Harry and Elizabeth (Wilson) Holmberg. He was united in marriage to Debra Sue Dircks. David owned and operated Holmberg Construction for several years. He will be remembered by his wife, children and grandchildren as a loving and caring man.

Left to cherish his memory are his wife, Debra Holmberg, children, Ryan (Michelle) Holmberg and Jay (Tracy) Holmberg; brother, John Holmberg; sister, Melissa Downie; grandchildren, Aisha, Ely, Devan, Mason and Addyson.

Vandalism to Vehicle: Vehicle damaged with bullet holes. Deputies responded to an unoccupied vehicle parked in a road approach in the area of 395th Street and County Road 186, approximately 2 miles southeast of the City of Sauk Centre.

The blue 2008 Chevrolet Malibu had two bullet holes, one in the rear window and one in the rear bumper. No injuries have been reported.

The case remains under investigation and the Sheriff’s Office is seeking information from anyone who noticed anything suspicious in the area between the hours of 5:00 p.m. and 8:00 p.m. on August 16th.

Crash with Injuries: Car rear ends pickup stopped at red light. Ashley Prestidge, 26, of Albany, was driving her 2018 Chevrolet Silverado and was stopped at a red light at the intersection of County Road 3 and County Road 75 facing east. A 2015 Ford

Focus, driven by Jason Panteloglow, 45, of Thief River Falls, rear ended Ms. Prestidge’s Silverado causing extensive damage to his vehicle.

Ms. Prestidge was the sole occupant in her vehicle and suffered minor injuries. She was treated at the scene by Mayo Ambulance.

Mr. Panteloglow did not sustain any injuries.

Alcohol is believed to be a factor in the crash, and it remains under investigation.

St. Joseph Police Department and St. Joseph Fire and Rescue assisted at the scene.

Morrison County Sheriff’s Office

August 14, 2019: At approximately 4:13 p.m., received a report of a two-vehicle accident with injuries near the intersection of Nature Road and 340th Avenue, approximately ten miles southeast of Buckman, in Morrill Township.

According to the Sheriff’s Office, 38-year-old Lisa Kloss of Pierz, MN was traveling east on Nature Road. 19-yearold Leanna Laing of Avon, MN was also traveling east on Nature Road and was

behind Kloss’s vehicle. Kloss stopped to make a left turn into a private driveway when Laing’s vehicle struck the back of her vehicle. Mayo Ambulance responded to the scene but no one was transported for any injuries. Both vehicles sustained damage.

The Morrison County Sheriff’s Office was assisted at the scene by the MLMB First Response Team and Mayo Ambulance.

Dear Motor Medics, I have a question about mufflers. Let me start by saying I am 72 years young and drive a 2003 GMC ¾ ton diesel truck. This thing is mint, and I have about every gadget known to man installed on it. What I have not done is modify the exhaust. I deliver RV trailers cross country with it and I wonder if adding a different exhaust may help with mileage. I see so many muffler systems on the road and some are so loud that I can hear them as they drive by with my windows up and air and radio on. I don’t want to have a muffler that overpowers me. Is there such a thing as a performance muffler system that is also quiet?

-Dan in Fargo, North Dakota Dear Dan, Yes there are mufflers that are quiet and add performance. With a diesel, a free-flowing exhaust system can make a difference in both power and mileage especially if used in conjunction with a power programmer which we will talk about often on our talk radio show. An exhaust system alone can also give you a boost and bigger and louder is not always king. Check on the diesel truck forums and see what is working for others with the same model truck. You will find many systems that provide both the added power you desire while keeping the noise level you want inside as well.

at my house late at night with no one to help me. I had driven to work earlier and when I tried to turn my car off, I thought I felt the key hang up a bit like it was going to stick and not turn off, but it did. I went to lunch and no problem but when I got home it did stick and would not turn off past the accessory position. I did not know what to do so I left my key in the car overnight and I was uncomfortable with that. I took it to a shop where they were able to fix it for me, but it was not in my budget at this time. Is there anything I could have done to at least get the key out?

-Susan in Denver, Colorado Dear Susan, Yes, there is a way to get the keys out of most cars when the ignition won’t turn off like yours did. It can be as simple as pressing a hidden button in the bottom of the steering column or on the console. Other cars require removing a panel to access the button and most can be accessed quickly. The internet has some great articles about how to access the hidden buttons. Look up how to do it and if you have this problem again, you’ll be able to get the key out.

driving law goes into effect on August 1, 2019. The law no longer allows one to talk, text or do anything with video messaging, while having your phone in your hand. The hands-free additions to the law will still allow you to talk, receive and send text messages with a voice activated feature on your phone or through your vehicle. There is an exception for making calls for emergency situations.

Chief Maus stated that he has received a request for one-hour parking at the Stearns County building – Area Learning Center.

They will be expanding the use of the building. This building will be used by West Central Area Learning Center; therefore, creating more parking constraints.

This will be further discussed and researched and may be brought back before the Council.

City Attorney Scott Dymoke reported on projects he has been working on for the City: • St. Mary’s Church: Met with City staff and representatives from St. Mary’s Church to discuss status of EAW, procedures for processing the EAW, and estimated timelines to complete City review.

• ATV/Golf Cart Ordinance: Reviewed state statutes and current ordinance to determine if ATVs are allowed on City streets.

Advised City staff that ATVs are permitted on county roads within Melrose, but not on City streets.

City Administrator Winter reported on behalf of City Engineer Mike Nielson. Ms. Winter along with Mike Nielson, representatives from the DNR, representatives from the Stearns County Soil and Water Conservation, along with Ms. Nash and Ms. Lennon from the LCCMR Board held a conference call to discuss the Rock Arch Rapids. At this time, the City does not have the work plan that is needed to move forward; therefore, at this point, City Administrator Winter is recommending putting a pause on this project while staff does additional research without spending any additional engineering dollars.

City Administrator Winter stated that she has now been with the City for one month. During that time, Ms. Winter has had the opportunity to meet with several business owners and plans to meet with several more in the next few weeks. Ms. Winter met with Gerry Gilbertson and Julie Baum from CentraCare and toured the facility. They discussed the housing needs that exist and how important that is in their recruitment efforts. City Administrator Winter met with Stearns County HRA and talked about the need for housing of all kinds. They discussed workforce housing specifically as an area that Stearns County HRA is interested in developing in the City. Ms. Winter noted that the Letter of Intent regarding the Kraft lot has expired.

Melrose City July 18, 2019 The Melrose City Council met in a Regular Meeting on Thursday, July 18, 2019 at 6:00 p.m. at the Melrose City Center pursuant to due notice being given thereof. Present were Council Members Justin Frieler, Mark Hill, Travis Frieler, City Administrator Colleen Winter, and City Clerk Patti Haase. Council Member Tony Klasen and Mayor Joe Finken were absent. The Council then recited the Pledge of Allegiance.

A motion was made by Mr. Hill, seconded by Mr. Travis Frieler and unanimously carried appointing Justin Frieler as the Presiding Officer.

Mr. Justin Frieler then opened the floor to public comment. There were no comments.

List of investments for the month of June. (See attached list) d. Streets/Parks Worker Keith Dobmeier’s will complete four years of service with the City on August 10. Streets/Parks Supervisor Gary Middendorf has conducted Mr. Dobmeier’s review and it is favorable; therefore, recommends he receive a step increase from Step 6 to Step 7. e. Office Assistant III Felicia Mundis will complete two years of service with the City on July 18. Police Chief Maus has conducted Ms. Mundis’ review and it is favorable; therefore, recommends she receive a step increase from Step 3 to Step 4. f. Donation Resolution: 1) Resolution No. 2019-40, donation from the various sponsors and contributors towards the City of Melrose Parks and Recreations Capital Fund from the Golf Scramble Fund Raising Event. g. Gambling Resolution: 1) Resolution No. 2019-41, Resolution Approving Gambling License to St. Mary’s Church for an exemption from lawful gambling license to conduct a bingo and a raffle on October 27, 2019, St. Mary’s School at 320 5th Ave SE in Melrose. h. Police Chief Maus presented Police Officer Assistant Felicia Mundis with the Circle of Excellence Certificate. Ms. Mundis has been awarded the Circle of Excellence Certification for 2019 from the Professional Law Enforcement Assistants Association.

Police Chief Craig Maus presented the Police Department’s June report. He noted there were 347 calls for service during the month, compared to 463 for June 2018. A total of 33 citations were written for the month of June. The year-to-date number of calls is 2,320 compared to 2,589 in 2018.

For the month of June 2019, the Department received 42 agency assist calls.

Chief Maus stated that when the Council adopted the Golf Cart Ordinance in 2018, it removed the permitting for all four-wheelers and ATVs. However, if the Council wants to allow ATVs on City streets, the existing ordinance will need to be amended to allow ATVs by permit, basically, return to the prior ordinance, but with an updated definition of ATVs. This will allow City residents to use their ATVs on both City streets and county roads. Out-of-towners would not need a permit to use their ATVs on county roads running through Melrose, but would need to obtain a permit if they plan on leaving the county roads and riding on City streets. This only applies to Class 1.

Chief Maus reminded residents that Tuesday, August 6 is Night to Unite. The event will be held at the Sauk River Park from 5:30 p.m. to 7:30 p.m. Hotdogs and chips will be served, sponsored by Freeport State Bank.

She has been in contact with a couple of different development groups. She will also be meeting with Matt Imdieke (Central MN Realty) to talk about how the City can work on marketing available housing in the City.

The contracts have been signed for the following upcoming projects: a. Telephone system for all of City of Melrose buildings – should begin in the next 45 to 60 days. b. HVAC system at City Center – to begin in September. c. Worms concrete for sidewalk on Hwy 65 – has started clearing and grub work.

Ms. Winter stated that she has also met with the Soccer League organizer and the team captains on July 6 to discuss with them the condition of the fields and provided a printout of the park rules. The City will continue to work with them for the rest of the season.

Presiding Officer Justin Frieler stated that Stearns County HRA has been handling the administration, reporting and closing out of the City of Melrose’s reporting on past Small Cities Development Program (SCDP) grant projects. There has not been an Memo of Understanding (MOU) in place for this practice and City Administrator Winter is requesting that the Council enter into the MOU that is presented to formalize the process and meet the requirements of the SCDP program. Cost: $250 annually for all reporting and administration and $100 per satisfaction until the grant is closed out. This is not something that can be done

in-house as the City does not have the system set up or the expertise.

A motion was made by Mr. Hill, seconded by Mr. Travis Frieler and unanimously carried authorizing entering into the MOU with Stearns County HRA. Presiding Officer Justin Frieler noted that in conjunction with the 2019 Street Improvement projects and Turkey Lane repaving, Mr. Vargas and Ms. Molina have requested to have their property’s parking lot repaved and has requested to be assessed and agrees to be voluntarily assessed. The assessment is $6,000.

The following is an extract from the assessment document that outlines the terms of the assessment: Such assessment shall be payable in equal annual installments extending over a period of three years, the first of the installments to be payable on or before the first Monday in January 2020 and shall bear interest at the rate of 3.95 percent per annum from the date of the adoption of this assessment resolution. To the first installment shall be added interest on the entire assessment from the date of this resolution until December 31, 2020. To each subsequent installment, when due, shall be added interest for one year on all unpaid installments.

A motion was made by Mr. Travis Frieler, seconded by Mr. Hill and unanimously carried approving the hire of Mr. Boeckermann at Step 3.

Presiding Officer Justin Frieler stated that Sophie Sabinash with the New Munich Jaycees has contacted City staff regarding the Fall Festival. Ms. Sabinash is requesting utilizing the Sauk River Park for a rodeo and other festivities the weekend of September 6-8. The rodeo will not work in the park but will work on the Kraft lot. So, at this time that is what is planned with the other activities taking place in the park. Ms. Sabinash provided a summary of the three-day event.

The Fall Festival organizers will be hauling in gravel on the Kraft lot. The New Munich Jaycees carries their own insurance as well as the rodeo. The band will be performing at the Sauk River Park. Ms. Sabinash is anticipating needing at least six camping spaces at the Sauk River Park and may require all 12 campsites. The event organizers are working to determine the number of campsites needed. In 2018, the Council approved to reduce the fees from approximately $1,575 ($1,200 campsite and $375 pavilion) to $500 and allowing the organiza-

Presiding Officer Justin Frieler stated that due to the new hands-free law beginning on August 1, 2019, City Administrator Winter recommends the Council adopt the revisions to the City Personnel Policy, Cellular Device Policy as presented. A motion was made by Mr. Hill, seconded

by Mr. Travis Frieler and unanimously carried adopting the City Personnel Policy, Cellular Device Policy as presented.

Council consider holding a Work Session on the evening of August 15, 2019 to discuss the upcoming 2020 Budget. The agenda would include an overview of the budget and operations of the City, along with an overview of tax increment financing, tax levy process, and Local Government Aid. It would also be an opportunity for the Council to hear from the Department Heads on their projected Five-Year Capital Improvement Plan and potential new budget items. No action would be taken by the Council at this meeting .A motion was made by Mr. Travis Frieler, seconded by Mr. Hill and unanimously carried changing the start time of the August 15 Regular Meeting from 6:00 p.m. to 5:30 p.m. and to schedule the Budget Meeting for 6:00 p.m. that same evening.

City Administrator Winter stated that during the vacancy of the Part-time Street/Parks Maintenance Worker, the Seasonal employee has been working additional hours. In recognition of the work he has done and because of experience, City Administrator Winter is recommending he

be moved to Step 7 on the wage scale. Ms. Winter stated that she contacted the Ad Hoc Committee and they are in support of the wage increase.

A motion was made by Mr. Travis Frieler, seconded by Mr. Hill and unanimously carried approving the wage adjustment for the Seasonal employee for the Streets/Parks Department to Step 7.

The following informational items were reviewed: a. The minutes from the Utilities Commission’s June 10 Regular Meeting. b. 2nd Quarter Ambulance Report. c. The following are schools and/or conferences where registrations were made: 1) Civic Symposium – September 11-13, 2019 in Wisconsin. Attending: Office Assistant II Sharon Blaskowski.

A motion was made by Mr. Hill, seconded by Mr. Travis Frieler and unanimously carried that the meeting be adjourned at 7:15 p.m.

Back to School, Bullying

By Pam Dinkel, Violence Prevention Coordinator, Hands of Hope Resource Center For many, the back to school excitement has begun. But with all the excitement of shopping for clothes and supplies, many forget the worry and stress that students can face when returning to school for the new year.

Children and teens may experience a wide range of emotions and anxieties when the school year begins, which extend beyond meeting new teachers, finding new peer groups, or trying out a new sport or activity. Many students are faced with bullying, a wide spread issue in all communities.

Bullying is unwanted, aggressive behavior among school aged children that involves a real or perceived power imbalance. The behavior has the potential to be repeated over and over. It includes actions such as making threats, spreading rumors, attacking someone either physically or verbally, or excluding someone from a group on purpose.

Research has shown that bullying and cyberbullying have serious physical and emotional consequences. It

leads to low self-esteem, health issues, isolation, and even suicidal thoughts and ideation.

Parents, caregivers and teachers can help students alleviate the worry associated with the start of a new school year. Have regular conversations with your students about daily life, their activities, friends, etc. Keep the lines of communication open. If your student seems distance or troubled, talk to them.

With regular conversations, as well as education and awareness of bullying, children and parents alike will be better equipped to face the new school year.

Dear Tammi, Lots of people who find themselves in your shoes make the switch to lowinterest rate credit cards. A lower interest rate will help you save a little money in the short-term, but the drawback is it can also make you feel like you’ve addressed your problem with debt when you really haven’t.

My guess is there were many occasions in the past when you could have done great stuff—I’m talking about meaningful, important things—if you hadn’t had to send a bunch of money to those bozos at the credit card company every month. I want you to really think about it.

How about this? First, cut up your credit card and close the account.

Then, sell some stuff and take a parttime job nights or weekends for just a little while. You could wipe out all your debt in less than a year by doing that and starting to live on a strict, written, monthly budget.

If you don’t get mad about it and take a stand against debt, and become determined you’re never going to fall into that trap again, you’re liable to find yourself back in the same situation or worse!

I remember as I was growing up, I always thought school was free. I mean, I understood that private school costs money, but I went to public school, and I didn’t think a whole lot about the expenses associated with it.

Now that I’m older, I realize how much parents actually spend on their kids when they go back to school. In fact, the National Retail Federation reports parents plan to spend $696 on back-to-school supplies this year. Isn’t that crazy?

There are the obvious school supplies like notebooks, markers (my favorite!), and backpacks. And as a kid, I always needed new clothes and shoes.

But there’s not-so-obvious ones that nickel-and-dime you to death.

One of my coworkers told me that he had to buy football gear for his son that totaled $260. Understandably, it gave him a bit of sticker shock. There’s nothing wrong with paying for this kind of thing if you have the money, but you still need to have a plan for how you’re going to pay for it.

As the school year is gearing back up, it’s important to make a list of things you need to budget for. So, think about these categories and come up with a dollar amount you plan to spend in each one: School supplies, Uniforms, Sports equipment, Fall clothes and shoes, Meal plans, Fees for clubs, sports, band, and other extracurricular activities I’d like to point out that this is a great time of year to teach your kids that money isn’t in infinite supply. Teach them the value of working within a budget! They don’t need the trendy namebrand shoes, or the flashy notebook that costs more. You’re setting your kids up to win when they understand money can—and often does—run out.

Now, if you’ve already busted your back-to-school budget, here’s what you can do: Get your budget back on track.

Where can you cut back this month to make up for the overspending? Is there anything lying around the house you can sell? Can you pick up some extra hours at work?

Plan for future school expenses.

A Hearing Funny

An elderly gentleman had serious hearing problems for a number of years.

He went to the doctor and the doctor was able to have him fitted for a set of hearing aids that allowed the gentleman to hear 100%.

The elderly gentleman went back in a month to the doctor and the doctor said, “Your hearing is perfect. Your family must be really pleased that you can hear again.”

The gentleman replied, “Oh, I haven’t told my family yet. I just sit around and listen to the conversations. I’ve changed my will three times!”
