President Harry S. Truman once said, “A pessimist is one who makes difficulties of his opportunities and an optimist is one who makes opportunities of his difficulties.”

Imagine interviewing two people who have identical skills, but one is always grumbling about how unfair life can be, while the other one talks about what wonderful possibilities exist. Who would you want to hire? Whom do you think would do a better job?

Naturally, you would gravitate toward the optimist. If you choose the pessimist, you would be setting yourself up for plenty of aggravation and disappointment, not to mention the negative impact on your staff and customers. Pessimism can bring everyone down, not just the person with the negative attitude.

Pessimism is nothing more than self-sabotage. Expecting only the worst is not being realistic. Realists hope for the best but prepare for the worst.

Pessimists can’t imagine the best, so only prepare for the worst.

And then if the worst never happens?

Pessimists often find the worst possible result simply to prove that their concerns were right.

Optimism is the remedy.

Optimism doesn’t mean pretending life is always wonderful. Optimism means embracing reality. You accept that there will be bad days, but also good days. When you’re grounded in reality, you know where you are and how far you need to go. Once you know how far your goal may be from where you are, optimism can give you the motivation to make plans to get to where you want to go.

Pessimists see life as one problem after another. Optimists see life as one opportunity after another.

How you look at life can drastically affect how much you enjoy your life.

Optimism is based on three basic tenets, according to Mary Kay Mueller in her book “Taking Care of Me: The Habits of Happiness”: • Bad things do happen in life, but they are temporary.

• Bad things in life are limited in scope and tend to be small or insignificant.

• People have control over their environments.

Pessimists reverse the tables: • Good things in life are temporary.

• Good things in life are limited – small or insignificant.

• People have no control over their environments.

Does it make sense that pessimists tend to blame others or circumstances for their failures?

Optimists help create some of the good they come to expect, so they are probably right more than not – and they don’t waste time worrying about what they’re not right about. Optimism relaxes people. When we’re relaxed, there is better blood flow to the brain, which results in more energy and creativity in your life.

Consider how optimism turned this situation around.

Within a seven year time span, a woman’s mother died, her husband divorced her, and she found herself living in poverty just one step away from being homeless. In her spare time, she wrote a book that 12 publishers rejected.

Finally one publisher accepted her book about a boy named Harry Potter. And then she wrote a few more books, which became blockbuster movies, and even spawned a theme park.

Obituaries MaryEllen B. Rosen

MaryEllen B. Rosen, age 89 of Freeport, died peacefully surrounded by her family on Tuesday, August 5, 2014 at the Mother of Mercy Nursing Home in Albany, Minnesota.

A Mass of Christian Burial was held at 11 a.m.

Saturday, August 9 at the Sacred Heart Catholic Church in Freeport with Rev. Roger Klassen, O.S.B officiating and Rev. Bradley Jenniges, O.S.B concelebrating.

Interment followed in the parish cemetery.

MaryEllen Barbara Ann Stroeing was born July 6, 1925 in St. Martin Township, Stearns County, Minnesota to Frank and Anna (Buettner) Stroeing. On September 30, 1947 she married Jerome Rosen at the Immaculate Conception Catholic Church in New Munich. The couple farmed east of Freeport; retiring in 1986 and then moving to town. She enjoyed gardening, canning, playing cards, fishing, and quilting. She was so proud of three of her quilts selling at the church bazaar to a gentleman from California for a large sum of money. She experimented with everything and anything as far as cooking, canning, and quilting.

MaryEllen was preceded in death by her parents; son-in-law, Ralph Mayers in 1978; sisters and brother, Dorothy Stroeing, Evelyn Voller, Wilfred Stroeing, and Celestine Stroeing.

Serving as casket bearers were Craig Mayers, Janeen Slegh, John Wall, Sue Urlacher, Natasha Penner, Ryan Schleppenbach, Neil Rosen, and Aaron Rosen. Cross bearer was Melanie Rosen and scripture bearer was Douglas Blumer.

Readers were Darren Mayers and Pamela Henningson. Gift bearers were Amanda Douvier, Leah Rosen, and Eric Rosen.

Eucharistic Ministers were Darell and Marilyn Wall. Honorary bearers were Christian Mothers, Goldenaires Senior Citizens, and National Society of Catholic Order of Foresters Court 532.

F u n e r a l Services were held at 11 am, We d n e s d a y, August 13, 2014 at St. John’s Lutheran Church in Grey Eagle for Erna M. Schwanke, age 85, of Long Prairie formerly of Grey Eagle.

Rev. Ron Tibbetts officiated and burial was in the Lakeview Cemetery, Grey Eagle. Arrangements entrusted to Williams Dingmann Family Funeral Home – Stein Chapel, Long Prairie.

Erna Marie Kuehne was born August 28, 1928 in Burnhamville Township, Todd County, Minnesota the daughter of Herman and Martha (Dettler) Kuehne.

She grew up and attended country school and later Swanville High School. Erna spent her senior year at Long Prairie

High School. She then attended St. Cloud Teachers College and later moved to Wolf Point, Montana, where she worked in a dental office. Erna then moved to St. Louis, Missouri, and taught school at the Lutheran Orphans Home. She married James H. Schwanke on October 2, 1951 in Grey Eagle. They farmed near Grey Eagle until retiring.

Erna was a member of St. John’s Lutheran Church and its Ladies Guild. She served as a Sunday School Superintendent and was a member of the Lutheran Women’s Laymen’s League. Church and family were the most important things in her life. Erna enjoyed gardening and baking, especially kuchen.

Erna is survived by her husband of 62 years, James, children, Stephen (Judy) Schwanke, Sartell, MN; Christy Ploof, Brainerd, MN; and Timothy (Brenda) Schwanke, Grey Eagle; seven grandchildren and 2 great-grandchildren.

She was preceded in death by her parents, brothers, Otto, Herman, Herb, and Rudy, and sister, Emma Swan.

Lydia E. Doll

Mass of Christian Burial was held at 11:00 a.m. Wednesday, August 13, 2014 at St. Martin Catholic Church in St. Martin, MN for Lydia E. Doll, age 84, who died Friday at St. Cloud Hospital due to complications with Alzheimer’s.

Burial was in the parish cemetery.

Lydia was born in Farming Township to Joseph and Mary (Derichs) Janssen.

She married Sylvester Doll on May 18, 1953 in St. Catherine’s Catholic Church in Farming. Lydia enjoyed being with her family, baking, canning, quilting, embroidery, and always had an open freezer with plenty of ice cream for everyone. She was a member of St. Martin Parish, the St. Martin Christian Women, St. Anne’s Society, and Catholic United Financial.

Survivors include her children, David (Lori) Doll, Mary Ann (Mark) Primus, Elizabeth (Harvey) Middendorf, Rose Ann (Jack) Rademacher, Karen (Larry) Fleischhacker, Richard (Deb) Doll, Gary (Leenay) Doll, and Thomas Doll; 30 grandchildern; 26 great-grandchildren with 3 on the way; in-laws, Veronica Janssen, Marie Janssen, Virgil (Florine) Doll, Rita (Al) Feldewerd, and Therese Doll.

She was preceded in death by her husband, Sylvester (2002); brothers, John, Ben, Arnold, and Valerian.

Arrangements were with Wenner Funeral Home, Cold Spring, MN.

Edna M. Brick

Memorial S e r v i c e s celebrating the life of Edna M. Brick, 91, of Holdingford, will be 10 AM Thursday, August 14, 2014 at the Church of All Saints – St. Mary in Holdingford. Fr. David Grundman will officiate and burial will take place in the parish cemetery. Edna passed away early Saturday morning with her family at her side. There will be a visitation after 9 AM on Thursday at the church.

Edna (Young) Brick was born September 23, 1922 to Ella (Eiden) and Leo Young. She graduated from St. Cloud Teachers college. She married Eugene Brick on October, 1947. She taught school most of her adult life, from one and two room school houses to finishing her career

Adam C. Uecker

Adam C. Uecker, age 79 of Grey Eagle, died Tuesday, August 12, 2014 at the Valley View Assisted Living in Long Prairie, Minnesota.

A funeral service will be held at 1 p.m. Tuesday, August 19 at St. John’s Evangelical Lutheran Church in Grey Eagle with Rev. Ron Tibbetts officiating. Interment will be at Lakeview Cemetery in Grey Eagle.

Visitation will be held from 4 to 8 p.m.

Monday and from 12 to 1 p.m. Tuesday at the church in Grey Eagle.

Adam Carl Uecker was born September 1, 1934 in Burnhamville Township, Todd County, Minnesota to Ernst and Lydia (Schauer) Uecker. On June 8, 1974 he married Sharon Oukrop at Little Sauk Longbridge Lutheran Church in rural Sauk Centre, Minnesota. Adam farmed on the family farm just north of Grey Eagle in Burnhamville Township. He and Sharon also owned and operated Uecker’s Campgrounds on Big Swan Lake and Lady Lake.

He was a member of St. John’s

teaching 4th grade in Holdingford, MN. She loved traveling, have traveled to many states and also to Canada, Europe, Australia and New Zealand. She was a phenomenal cook and baker. She loved entertaining and was known for her many plates of cookies in the freezer at Christmas time. Her apple pies were so special and her orange bow knots which always were a hit. She loved to sew, quilt and stamping. She enjoyed having her grandchildren and great grandchildren come visit her and attended a lot of her grandchildren’s special events.

Edna is survived by her children, Jan (Arnie) Wentland and Mary (Mark) Ebnet; her grandchildren; Chris (Stephanie) Wentland, Maple Grove, Matt Wentland, Denver, CO, Nate (Jenny) Wentland, Alicia Wentland, Brisbane, Australia,Tyler (Tina) Ebnet, Cedar Rapids, IA, Dayna Ebnet, Denver, CO her great grandchildren; Wyatt (18), Mitch (11), Marissa (9), Kelsey (7), her sister, Lucille (Lando) Kutzke.

Edna was preceded in death by her parents, husband, Eugene.

Evangelical Lutheran Church in Grey Eagle where he served as secretary for 30 years and was also a member of the Men’s Club. Before losing his vision, Adam enjoyed reading western books and watching westerns on television. He was a people person who had a knack for telling jokes and stories and had a terrific memory to remember them all. He loved visiting with people, especially the campers at his campgrounds. After losing his vision, Adam enjoyed shaking dice with his friends and rarely lost a game.

Survivors include his wife, Sharon Uecker of Grey Eagle; cousins, Erwin Uecker of Milwaukee, Wisconsin and Ruth Reichwald of Mankato; and many other relatives and friends.

Adam was preceded in death by his parents, Ernst and Lydia Schauer.

Serving as casket bearers will be Dick Engle, Terry Erickson, Joe Welle, Wayne Rahn, Don Lambrecht, and Steve Schauer.

-Brian Dear Brian, The reason you won’t have to pay into the premiums anymore is because you built up enough savings, and they are not paying you enough on the savings to amount to anything. The amount they should have been paying you versus the way they were ripping you off will buy the life insurance.

It’s not like you can pay for it because you still have probability of death. As long as there’s a probability of death there’s a cost to life insurance. The only question is whether you’re paying out of your savings account or your checking account. In this case, you’re paying out of savings.

The seven percent figure is just your surrender charge, so I’d get out of that policy soon. Here’s the problem, Brian.

If you die today, do you know what they’ll pay? Face value. They won’t pay face value plus the savings you paid for.

In other words, you’ll lose your savings.

Dear Dave, W h a t ’ s your advice on asking for a raise at work when you have more responsibility than a co-worker but the same title on paper? After being with my company for four years, I feel like I should make more money and I have the right to complain about this.

-Vanessa Dear Vanessa, Sorry, no. You don’t have a right to complain. You agreed on your pay, and you are doing your job the way your character and integrity tell you to do the job. If someone else is a slacker in the same position, that doesn’t mean a whole lot in terms of your personal compensation.

I’ve got several people at my company who hold similar positions and make similar money. Some of them have been here for years, while others are relatively new. I don’t pay people for how long they’ve been in the building, and I don’t want anyone on my team who doesn’t give 100 percent. Now, that may be a different issue than pay, but at the same time I don’t want someone who gives 50 percent and I pay them 50 percent. I want everyone at 100 percent, but that kind of thing isn’t your problem.

It’s the company’s problem, because she works for them and not you.

If you honestly feel like you deserve a raise because of your effort and performance, that’s fine. Sit down with your leader and make a logical and reasonable argument for why you deserve more money. But don’t bring up your co-worker and what he or she makes in the discussion. That’s just not relevant. What is relevant is your

On August 9th the Upsala Heritage 5K had a family with 3 generations complete the race! Kyle Gill finished 3rd in the Men under 15 age division, Darlene Gill finished 2nd in the Women 40-49 year old division, and Alfred Ritter was the oldest runner to complete the race at 81 years old! All three runners are from Avon.

Out-of-whack prices cause concern for ag industry

After several years of recordhigh grain prices, the ag economy has done an about-face. Crop prices have plummeted, while those of livestock have soared to new highs. These cycles have long been a part of dealing with commodities, and farmers and others who work with them have come to expect wide swings in prices. When the market is allowed to work freely, the basics of supply and demand determine how high or low prices will go. And old adage says that the cure for high prices is high prices, themselves. In other words, when the price of a certain commodity goes high enough, that stimulates an increase in production which increases the supply and eventually lowers the price again.

What’s particularly bothersome about this current swing in prices is that input costs haven’t come down yet. As corn was making its way to $7 a bushel, the cost of everything needed to produce that crop also went up. Land prices escalated, seed costs shot up to $100 or more per acre, and fertilizer and chemical prices also increased. I use the cost

of diesel fuel as an example. Years ago, when corn was relatively cheap, one could buy it for around $1 per bushel.

About that same time, diesel fuel was priced around 30 cents per gallon, meaning you could buy roughly three gallons of fuel with one bushel of corn. Today, corn is back under $3 per bushel, but diesel fuel is priced around $3.50, so it takes more than one bushel of corn to purchase one gallon of fuel.

Eventually, these prices need to come back in line because it’s difficult, if not impossible, to show a profit from raising crops when using current prices. That’s a concern for ag lenders as they work with producers lining up next year’s input loans. If an operation can’t project a profit for the coming year, what happens? Does a farmer dip into his equity just so he can go out and plant a crop again? Is the loan even made?

Hopefully, things straighten out in time, and farmers at least have a chance to get a return on their investment next year.

A news item on the radio shortly after Minnesota’s minimum wage was increased Aug. 1 caught my ear, and was surprising, to say the least. The news story contained a reaction by Gov. Dayton to a restaurant adding a fee to customers’ bills to cover the increased cost of doing business because of the minimum wage going up. The governor basically said he

was disappointed that the restaurant was passing along that cost to its customers.

My thought was, doesn’t a business pass along all of its costs? A business needs to cover all its expenses, and it does that by charging its customers a certain price when buying its goods or services. And, hopefully, there’s a little left over so the business can turn a profit.

I think what made this situation different was that the restaurant added a line at the bottom of the bill that added a certain amount to the bill to cover the increase in wages. That draws attention to the fact that, yes, an increase in wages will naturally make the cost of doing business go up. The business can do one of two things; it can increase the prices they charge to cover that cost, or it can cut expenses - either one works.

Businesses are deciding how they will handle this additional cost.

Failure is never a welcome guest.

Nor does one choose failure to be an associate or companion. Yet it is something that often invades our lives even though it is unwanted. Yet, from it we learn some of life’s most valuable lessons.

In Psalm 21 David begins with shouts of praise: “How the king rejoices in Your strength, O Lord...how he shouts with joy because You gave him victory... how You gave him a crown...how You preserved his life.” Here we find David rejoicing and praising His Lord for the gracious gifts that He gave him. He praised God for granting him the desires of his heart and giving him victory over his enemies.

But notice carefully: he realized that the source of his strength, the joy of his victories, his golden crown and the preservation of his life all came from his Lord. He recognized God as his source of strength, survival and success. And in doing so, he gave thanks!

David learned from his mistakes.

And wisely, when he came confident from his victories, he knew whom to thank. His victories came from the Lord.

God often allows us to experience the agony of defeat and the sorrow of disappointment to learn that we must rely on Him for everything, every day.

In this Psalm David reminds us that his strength, joy, victory, rewards and protection all come from God. He learned from experience to trust God. What a great lesson for us.

Local Municipality Minutes Swanville City July 8, 2014 Minutes of the Swanville City Council meeting held in the Swanville Center on Tuesday, July 8, 2014. The meeting called to order 7:30 p.m. with the following members present: Sandy Peterson, Tim Grittner, Jim Molitor, AJ Johnson, and Jay Bartkowicz. Also present: Lowell Drager, Brenda & Dennis Schmidt, Carol Dold, Mary Backlund, Jon Archer, Dan Rocheleau, Mark Hallen, Lonny Hutchins and reporter Kerry Drager.

Minutes of the Swanville City Council meeting held Tuesday, June 3, 2014 were read. A motion was made by Tim Grittner to approve the minutes as read. Jim Molitor seconded the motion. All members voted in favor, motion carried.

The treasures report was given.

A motion was made by Jim Molitor seconded by Tim Grittner to approve the treasurer’s report. All members voted in favor, motion carried.

Dan Rocheleau introduced himself and stated he was running for Morrison County Sheriff. Rocheleau gave a background description of himself, then listened to comments and answered questions from council members.

Mary Backlund, city auditor, was present to explain the 2013 city audit. Jon Acher, assistant, explained the letter of intent from Schlenner Wenner & Co. After discussion and questions were answered, Jim Molitor made a motion to accept the 2013 city audit.

Tim Grittner seconded the motion.

All members voted in favor, motion carried.

Mark Hallen, with Widseth, Smith & Nolting, presented council with partial payment #8 in the amount of $10,667.82. After discussion, Jim Molitor made a motion to pay partial payment #8. Tim Grittner seconded the motion. All members voted in favor, motion carried. Residents present from Rhoda Avenue voiced their feeling on the boulevard and cement in front of their property. Hallen stated that a formal letter will be sent to the Rhoda Avenue Project Contractor stating the punchlist items needs to be completed by August 10, 2014.

Hallen went with the residents to look over the areas of complaint.

Council looked at the bid from Tri City Paving for repaving the alley behind the bank. Tim Grittner made a motion to have Tri City Paving do the repaving. Jim Molitor seconded the motion. All members voted in favor, motion carried. City maintenance worker, Lonny, stated that Tri City Paving should be out next week to do the work.

Mayor Peterson presented a letter from the Initiative Foundation of Morrison County asking council to consider a contribution for 2015.

After discussion, Jim Molitor made a motion to contribute to the Foundation $600.00 as in years pass.

Tim Grittner seconded the motion.

All members voted in favor, motion carried.

There will be a board of equalization training session in the Morrison County Courthouse on Tuesday, September 16, 2014 at 7:00.

Council members Jim Molitor and AJ Johnson and Mayor Peterson stated they would plan to attend.

Resolution 2014-0708 was presented to the council. This resolution is accepting a donation from the Swanville Lions Club for $25,000.00.

Jim Molitor made a motion to accept resolution 2014-0708. AJ Johnson seconded the motion. All members voted in favor, motion carried.

Mayor Peterson stated she was contacted by Rebecca McCollough who asked if she could come into Swanville with her ice cream truck this summer. Council did not see a problem with this.

Mayor Peterson stated she had received some information from the State of MN on E cigarettes.

This information will be in the city clerk’s office if anyone is interested.

The proposed firearm ordinance was looked at with the changes that were made. Council decided to set a Public Hearing on August 5, 2014 at 7:15pm. Notices will be pinned up and put in the Morrison Co Record.

The estimates for the culvert on Springbrook Drive were looked over. After discussion, Jim Molitor made a motion to have Maciej Construction put in the steel culvert. Jay Bartkowicz seconded the motion.

All members voted in favor, motion carried.

Mayor Peterson wanted to inform residents that there will be AED training on July 17, 2014 in Little Falls. Anyone interested should contact the Mayor for more information.

Jim Barthel contacted the Mayor and stated he would like to rent the land in the Industrial Park to make hay. Council agreed to rent the land for $300.00 this year to Barthel.

Jim Molitor presented council with two bids for a commercial lawnmower. After discussion it was decided to table.

There will be an informative meeting on the Swanville Post office hours on Tuesday, July 29, 2014 at 4:00pm in the Swanville Center. Surveys have been sent out to all within the Swanville delivery area.

The following claims were presented for payment. Members of the council were furnished with a listing. Tim Grittner made a motion to approve the claims. Jay Bartkowicz seconded the motion. All members voted in favor, motion carried.

The next monthly meeting will be held August 5, 2014 at 7:30 p.m. with the Public hearing taking place at 7:15 p.m.

There being no further business, a motion was made by AJ Johnson and seconded by Jim Molitor to adjourn. All members voted in favor, motion carried. Meeting adjourned 10:00pm.

The regular meeting of the Grey Eagle City Council was called to order by Mayor Jim Gohman at 7:00 p.m., on the 8th day of July, 2014 in council chambers. Council members present were Ralph Muellner, Thom Muellner, Dennis Barrett and Andrea Kraska. There were no members absent. Also in attendance were Lori Hellmann and guests Ken Messer and Bob Asmus.

A motion was made by Ralph Muellner to approve the amended agenda. A second was made by Thom Muellner and upon vote, with all members voting in favor, motion carried.

A motion was made by Dennis Barrett to approve the minutes of the June 10, 2014 council meeting with the following change: page 1486, first paragraph, first sentence remove the word “out”. A second was made by Thom Muellner and upon vote, with all members voting in favor, motion carried.

2. The Outdoor Rec Grant for the proposed RV Park did not go through, but the clerk has information on a possible grant that may be available later in the year.

Bob Asmus was requesting that the city put in a ditch along Woodman Street South from Spruce Street towards Pearl Street.

The council stated that Bob could install a culvert under his driveway at his own expense.

The mayor approved the building permit application for John and Joan Behsman to install a 12x24 addition to the front of the property with the setback requirements being met.

A motion was made by Thom Muellner to approve an 8’x20’ deck to be placed on the north side of Ken Messer’s rental property. An 8’x10’ deck would be placed on the southeast side of the rental property. A second was made by Ralph Muellner and a roll call vote was made. The following members voted in favor: Andrea Kraska, Ralph Muellner, Jim Gohman and Thom Muellner. Dennis Barrett voted against the motion. Motion carried.

Ken Messer was requesting a building permit for a 28’x28’ garage on his rental property. The permit request was tabled until an exact location for the garage was determined, how the placement of the garage would allow for setback requirements and the materials that would be used to build the garage.

A motion was made by Dennis Barrett to approve a building permit for Ken Messer to build a wooden fence on the rental property. The fence would be placed five feet from any adjoining property lines, and twenty five feet from the edge of the tar. The fence would be approximately 7’ high (12 boards), and 120’ long. Metal posts would be used instead of wood posts, and rock would be put under the fence to control grass and weeds. The project would be completed within 30 days from start to completion.

Upon roll call vote, the following members voted in favor: Thom Muellner, Dennis Barrett, Andrea Kraska, Ralph Muellner and Jim Gohman. There were no votes against. Motion carried.

Bob Asmus informed the council that he would be getting the landscaping done around the addition to his shop.

A motion was made by Dennis Barrett to approve Resolution No. 2014-10, A Resolution Accepting a Donation from the Grey Eagle Burtrum Lions Club for $15,000 for Library Wall Repairs. Discussion was held on the proposed changes to Chapter 5 Renumbering of City Code 5.20-5.27 to Regulate the Discharge of Sump Pumps into the Sanitary Sewer System. The proposed ordinance change is as follows: Amendment, Addition, and Re-numbering, of City Code 5.20 – 5.27 of Chapter 5, Utilities, To Regulate the Discharge of Sump Pumps into the Sanitary Sewer System Whereas, the City of Grey Eagle adopted Chapter 5, Utilities, which Chapter includes a Section numbered 5.20 – 5.27 regulating the implementation and use of a public sewer system; and Whereas, the City of Grey Eagle has determined additional regulations and restrictions must be added to this Section to address the discharge of sump pumps into the sanitary sewer system; and Whereas, the City of Grey Eagle, following public hearing, desires to adopt the following provisions and provide for re-numbering of this Section.

Now Therefore, The City Council of the City of Grey Eagle, Todd County Minnesota, Does Ordain: 1. Grey Eagle City Code 5.20 and 5.21 shall not be modified.

2. Grey Eagle City Code 5.22 shall be amended as follows: Subdivision 1 Sanitary Sewer shall be repealed.

Subdivision 2 Natural Outlet shall be renumbered as Subdivision 1.

3. The following provisions of the Grey Eagle City Code shall be renumbered as follows: 5.23 Restricted Discharges shall be number 5.24; 5.24 Interceptors shall be numbered 5.25; 5.25 Wastes/Water Analysis shall be numbered 5.26; 5.26 Installations/Connections shall be numbered 5.27; and 5.27 Establishment of Charge System

shall be numbered 5.28.

4. Further, The City Council of the City of Grey Eagle, Todd County, Minnesota Does Ordain The Adoption Of The Following Ordinance, 5.23 Regulating The Discharge of Sump Pumps Into The Sanitary Sewer System.

5.23 Sump Pump Type Discharge: No person shall discharge or cause to be discharged, directly or indirectly, any storm water, groundwater, subsurface drainage, sump pump or footing drain water, or unpolluted cooling or processing water, to any sanitary sewer except as permitted by the City.

Subd. 1. Inspections: Property owners shall allow an employee of the City, or a designated representative, to inspect the building(s) to confirm there is no sump pump or other prohibited discharge into the sanitary sewer system. The City may periodically reinspect any building to determine compliance with the requirements of this ordinance.

Subd. 2. Removal of Connections: Any property owner who previously made any connection which is in violation of this ordinance shall remove such connection promptly, and in any event, within thirty (30) days after a notice of violation has been issued by the City. Any property owner who fails to come into compliance as set forth herein is subject to the administrative penalty provided in Subdivision 3.

Subd. 3. Administrative Penalty: An administrative penalty shall be imposed in the form of a surcharge of $100.00 per month to any property owner who: (1) is not in compliance with this ordinance; or (2) refuses a property inspection.

Subd. 4. Assessment: The City shall have the right to assess the property owner for any unpaid surcharge.

This ordinance shall take effect upon its passage and publication.

There were no guests in attendance for the public hearing.

Minnesota Adult & Teen Challenge (MnTC) is happy to announce that Community Covenant Church in Upsala, will host the Minnesota Adult & Teen Challenge Choir in a free performance on Sunday, August 24th, 2014. The choir will perform at their 10:00 a.m. service.

The MnTC Choir is known statewide, having performed at over 230 churches in 2013.

The choir’s contemporary Gospel and Praise songs will be accompanied by the client’s inspiring stories of addiction recovery. Additionally, representatives from the program will be available following the service to answer questions about the programs of Minnesota Adult & Teen Challenge.
