“What’s wrong with you?” asked Francie.

“Ain’t nothing wrong with me,” answered the storekeeper.

“Well, then, why are you going around acting like a fool and talking to yourself?” probed Francie.

“I reckon I got two reasons,” said the storekeeper. “First off, I like to talk to a sensible person. And second, I like to hear a sensible person talk.”

Now I don’t recommend going around talking out loud to yourself in public, but I do recommend talking to yourself.

During most of my corporate speeches, I ask the audience, How many people talk to themselves? People are uneasy acknowledging this, but I do typically get about a third of the room to raise their hands. Then I say, “To the two-thirds of you who didn’t raise your hands, I can just hear you say to yourself: ‘Who me? I don’t talk to myself.’” It always gets a good laugh.

But the point is, I want you to talk to yourself. Self-talk can have a great impact on your confidence. It can be positive or negative, and have a great

effect on how you feel. Obviously I want to focus on the positive self-talk.

Some of the smartest people in history have talked to themselves.

Albert Einstein talked to himself.

According to Einstein.org he “used to repeat his sentences to himself softly.”

If it worked for Einstein, it’s good enough for me.

Talking to yourself makes your brain work more efficiently. It helps you remember better, organize your thoughts and achieve your goals.

In a study printed in the Quarterly Journal of Experimental Psychology, psychologists Daniel Swigley and Gary Lupya discovered that talking to yourself is beneficial. Swigley and Lupya gave 20 people the name of an object, like a loaf of bread or an apple, which they were told to find in a supermarket. During the first trial, the participants were bound to silence. In the second set, they repeated the object’s name out loud as they looked for it in the store.

“The Good Old Days” -By Tom Kuehne Minnie

Today if a summer storm is approaching we receive warnings on our radio, television or our cell phone. The location and path of the storm is delivered with precision that includes the exact number of miles and direction from a known location. We are able to either feel safe or take any measures possible to assure our safety.

Back in the 1800s weather warnings and storm locations were not available.

No television, radio or cell phones existed. So one could say that the residents were at the mercy of mother nature, not a comforting situation.

A friend told me a story about her Great Aunt, which I felt should be

shared with my readers. The story begins on April 14, 1886. Spring came early that year. There was a lack of money to operate the schools, so they were closed.

This may have saved the lives of some of the students.

A very severe tornado appeared in Sauk Rapids and moved in a northerly direction creating severe destruction.

The result was the deaths of 73 people.

The storm was particularly devastating in the area around Rice.

Here is where Minnie’s story began. Minnie was being married in her parent’s rural home near Rice. Her parents, two brothers, two pastors and their wives and her new husband were in attendance. Minnie was pregnant, which makes the story more interesting.

When the tornado hit the parent’s home the result was devastating.

Minnie’s parents were killed along with her two brothers and new husband.

while searching. Saying things out loud sparks memory.

Can I ever relate to that research!

Whenever I make a to-do list or plan my day, I make sure I not only write it down, but also say it out loud. Use as many triggers as you can to help you remember or to reinforce your message.

Let me give you another important reason to “think out loud.” You are your own best and toughest critic – and most enthusiastic cheerleader. You serve two significant roles. You can assess your abilities and chances for success because you can be brutally honest with yourself.

So when you talk to yourself, you will know the difference between true potential and flattery, commitment and apathy. You can only fool yourself so long. In your heart of hearts, you know what you can and cannot do.

In her book “Recreating Yourself,” Nancy J. Napier discusses self-talk: “It is the dialogue you have with yourself about who you are, what you are doing, how well you’re doing, whether you’re good enough, what people think of you and so on.” Your self-talk is a reflection of what you took in about yourself as a child, “particularly those things that were reinforced time and again.”

Napier says that in cognitive therapy, identifying negative self-talk and challenging it can bring about positive change. You question the assumptions underlying the statements.

Napier uses this example: “Joe stood me up for a date last night. I guess I’m not attractive enough to get the man I want.”

Once you become aware of what you are telling yourself, Napier suggests you replace the statement with a positive statement. “Yes, Joe did stand me up. I

with two broken legs. I’m not aware of what happened to the Pastor’s wives.

Minnie was severely injured, with head injuries and a severely broken arm. She was found about 3 months later in a hospital, her injuries healed, except that no attempt was made to set the bones in her arm, so it remained deformed for the rest of her life.

The damage caused by the storm was so large and destructive that doctors and supplies were sent by train from Minneapolis to help out the victims.

As years went by, Minnie remarried and had 5 additional children. Her life seemed to be going along pretty well, when she experienced another set-back.

Her husband was on the roof making repairs to the chimney, when he lost his balance and was killed by the fall.

Minnie lived into her 80’s and we are not aware of any additional catastrophe.

Minnie’s story, like many others, need to be told. They relate real experiences, good and not so good, that are a part of our being. The experiences of the past form how we live, believe and relate to our surroundings and other people. We can’t let these histories die along with those who experienced them.

Obituaries Ruth M. Pratt

F u n e r a l S e r v i c e s celebrating the life of Ruth M. Pratt, 89, Albany, will be at 11:00 AM on Friday, August 12, 2016 at Our Savior’s Lutheran Church, Albany.

Pastor Steven Olson will officiate and burial in the church cemetery will follow a luncheon. Ruth passed away early on Tuesday morning at Mother of Mercy in Albany. There will be a visitation from 4:00-8:00 PM on Thursday, August 11, 2016 at the Miller-Carlin Funeral Home, Albany and again after 10:00 AM until the time of service Friday morning at the church.

Ruth was born on April 16, 1927 to Albert and Wilhelmine “Minnie” (Schlueter) Hodel in Albany Township.

She grew up with her sister Ardell, attended the local school, and has lived her entire life in the area. On May 20, 1950, she married Leslie H. Pratt at the Ebenezer Lutheran Church in Albany and their family was complete after the birth of their son Ryan. Ruth and Leslie farmed together and she could be found milking cows, driving tractors, and later, feeding calves with her grandchildren.

Farming was more than a job to her - it was a lifestyle. Ruth was a 4-H leader and

more than 20 children “grew-up” on their farm. They would help work the farm and be rewarded with praise and a good meal. Ruth loved gardening, canning what she grew, making preserves, and flower gardening, especially her African violets.

Cooking was another thing Ruth enjoyed, as well baking; German chocolate cake was her favorite! She was a woman of many hobbies such as: square dancing, playing cards, fishing, and counted cross stitch. Ruth was very active with the American Legion Auxiliary and spent years supporting veterans by selling poppies and putting up flags in cemeteries with her grandchildren for Memorial Day. Ruth was a proud supporter of those in the military and attended 22 army reunions.

She was a member of the Pioneer Club, loved visiting with relatives, and was considered the family historian. Ruth was a woman of deep faith and participating in her church, Our Savior’s Lutheran, was very important to her. She was a superintendant and teacher of Sunday School for 30+ years and also worked with vacation bible school. She was a part of the church’s Women’s Group and participated in craft and bake sales.

Ruth is survived by her son Ryan (Sheri) Pratt, Albany; her grandchildren Emily and Kyle Pratt, Albany; as well as other family and friends.

She is greeted in Heaven by her husband Leslie who died in 2004, her parents Albert and Minnie, her granddaughter Anna, and her sister Ardell Christen.

Services will be at 11:00 AM Tuesday, August 16, 2016 at the Miller-Carlin Funeral Home in Holdingford. Pastor Gregg Valentine will officiate, followed by burial at the South Elmdale Cemetery and then a luncheon at the Community Country Church in Holdingford.

Drewicke on November 14, 1964, they later divorced. She later married Glenn R. Mahoney, on March 26, 1976 in Albany. Together they owned and operated Albany Ag Service. Kuehne, age 89, of Alexandria, formerly of Long Prairie, who passed away Wednesday at the Bethany Community in Alexandria. Rev. Matt Stacey officiated and burial was in Evergreen Cemetery, Long Prairie.

Rose was born to Christ and Carolina Schumacher on December 14, 1926, at Wolf Point, Montana. She lived in Montana until September 1946 when she moved to St. Paul, Minnesota to attend Bible College. She was united in marriage to Herbert Kuehne on August 29, 1948 at Immanuel Lutheran Church in Long Prairie Township. They owned and operated a dairy farm near Burtrum until August 1979 and then moved to Long Prairie. Two years ago Rose moved to Alexandria to live with a new community of friends at Nelson Gables.

Dori was a beloved mom, sister, and auntie. She loved to spend time at home with her beloved cats, and spending time with her family and friends. Dori enjoyed quilting, ceramics, sewing, painting, reading, gardening, dancing, and spending time at Shawn’s home on the lake in Nevis.

She always looked forward to the Annual Girl’s Weekend with her family up North.

She was extremely proud of all of her children and their accomplishments. She was a caring, compassionate, loving, and devoted mother and friend. She is greatly loved and will be missed dearly.

Dori is survived by her children, Shawn Drewicke of Nevis, MN, and Shannon (Joe Pierskalla) Drewicke, of Zimmerman; siblings, Jan (Dick) Butler, of Paynesville, Jim (Mary Faust) Popilek, of Waite Park, and Roy, Jr. (Kristin) Popilek, of Plymouth; step-children, Vance Mahoney, of North Augusta, SC, and Leslie (Andrew) Miller, of Rochester; step-grandchildren, Vanessa Mahoney and Sydney Miller; sister-inlaw, Mary (Elmer) VanDerHeyden, of Rochester; brother-in-law, Lenny Halpin, of Burnsville, and other nieces, nephews, relatives and friends.

She is preceded in death by her parents; both husbands; sister, Carol Halpin; nephews, Kurt Rausch and Brock Olson; and brother-in-law, Bill Rausch.

Rose was a member of the First Baptist Church and served as Deaconess many years. She also served on the Missions Committee, Women’s Mission Aid, and taught Sunday School for over 30 years. She volunteered for the Food Pantry for over 25 years, and enjoyed gardening, flowers, sewing and spending time with family.

Rose is survived by her brother Len of San Diego, CA; her children, Bonnie (Dave) Langfield of Long Prairie, MN, Paul (Hope) Kuehne of Edgewood, NM, Ardyce (Thom) Harris of Alexandria, MN, and Sherrie (David) McIver of Blaine, MN. Rose loved her 14 grandchildren and 23 great-grandchildren, as well as many nieces and nephews.

Rose was preceded in death by her husband Herbert in 2007, her daughter Denise, her parents, four brothers, Don, Fred, John and Leo, also sisters, Esther and Lydia.

Serving as casket bearers were grandsons, Jason and Nathan Langfield, Ryan Harris, Jordan and Kyle McIver.

Honorary casket bearers were Tracy Winkler, April Nolz, Heidi Anderson, Kendra Thomas, Keisha Harris, Justin Kuehne, Kelsi Poster, Darren Kuehne, and Tyler McIver.

Marie E. Korf, age 100 of Elrosa, was w e l c o m e d into heaven on We d n e s d a y, August 3, 2016 at her home in Elrosa, Minnesota.

A Mass of Christian Burial was held Monday, August 8 at SS. Peter and Paul Catholic Church in Elrosa with Rev. Joseph Korf officiating and Rev. Peter Kirchner presiding. Interment took place in the parish cemetery following the service.

Marie Elizabeth Meyer was born August 19, 1915 in Meire Grove, Minnesota to Bernard and Rose (Imdieke) Meyer. Marie grew up on the family farm in Meire Grove and attended school through 8th grade. She married Elmer Korf on June 2, 1941 at St. John Catholic Church in Meire Grove. Marie was a very gentle, faith-filled woman, who loved Jesus. She attended daily mass and received the Eucharist. M a x i n e Gutormson, 86 of Roslyn, SD formerly of Swanville, MN passed away, Thursday August 4, 2016 at Sanford Hospital, Webster, SD. Mass of Christian Burial was Wednesday August 10, 2016 at St. John the Baptist Catholic Church in Swanville, MN with Father Ron Dockendorf officiating.

Maxine Josephine Lardy was born on Monday December 23, 1929 to Michael and Josephine (Smedstad) Lardy at Webster, South Dakota. She was baptized and confirmed at St. Ottos Catholic Church in Webster and attended school in Roslyn, South Dakota, graduating with the class of 1947.

On October 4, 1948, Maxine married

influenced her life. The lessons she taught to her children included the love of God and the love of family. Marie enjoyed quilting, gardening, playing cards, embroidering, and participating in parish activities.

Marie was a member of SS. Peter and Paul Catholic Church in Elrosa, Christian Mothers, Elrosa Senior Citizens, and Catholic United Financial. Marie was also a faith formation teacher.

Marie, loved by her children, Giles Korf of Elrosa, Margaret (Ken) Elis of Sunset Beach, NC, Mary Ellen (Don) Simon of Rockville, Father Joseph Korf of Staples, Rebecca (Anthony) Strupeck of Port St. Lucie, FL, Norma (Douglas) Mahal of Lake City, Steven Korf of Sauk Centre, Irene Korf of Port St. Lucie, FL, John (Peggy) Korf of St. Cloud, and Dolores Korf of Port St. Lucie, FL; 21 grandchildren; 25 great-grandchildren; sisters-in-law, Irene Kincannon, Marion Korf, and Harriet Sailer; and many nieces, nephews, and other relatives.

Marie was preceded in death by her husband, Elmer; her parents, Bernard and Rose; and brother and sisters, Edwin Meyer, Thecla Caspers, Alma Meyer, Verena Marthaler, and Marina Botz.

the love of her life, Richard Gutormson Sr. at Webster. The couple moved to Omaha, Nebraska for a short time and then to Wilmar, Minnesota, where they raised their three children, Richard Jr., Vicki, and Pam. Besides Maxine’s work as a housewife, she also worked at Wilmar Poultry and as a home health care certified nursing assistant.

Shortly before Richard Sr. passed away in 1999, the couple moved to Swanville, Minnesota. Maxine remained there for a few years until moving back to Roslyn in 2004. In 2010, she entered Strand Kjorsvig Living Center in Roslyn.

Maxine was a lifelong member of the Catholic Church. She enjoyed baking, gardening, crocheting, cleaning, and above all, time spent with her family and friends.

Maxine will be fondly remembered and greatly missed by her children, Richard Jr. (Julie) Gutormson of Swanville, MN, Vicki Hileman and Pam Gutormson both of Little Falls, MN, two sisters, Gloria Haaseth of Roslyn, SD, and Joyce (Gary) Nelson of Mille Lacs, MN, seven grandchildren and seven great-grandchildren. She was preceded in death by her parents, husband, two brothers, and three sisters.

Frances C. Borgerding Frances C. Borgerding, age 91 of Freeport, passed away peacefully on Tuesday, August 9, 2016 at the CentraCare Health Nursing Home in Sauk Centre, Minnesota.

A Mass of Christian Burial will be held at 11 a.m. Friday, August 12 at Sacred Heart Catholic Church in Freeport with Rev. Marvin Enneking officiating. Interment will be in the parish cemetery.

Visitation will be from 9 to 11 a.m.

Friday at the church. The Goldenaires Senior Citizens and Christian Mothers will pray at 9 a.m. Friday at the church.

Frances Catherine Kometscher was born September 4, 1924 in Indianola, Nebraska to Henry and Catherine (Kuppenbender) Kometscher. She was united in marriage to Alphonse Borgerding on August 25, 1948 in Indianola, Nebraska. The couple came back to the family dairy farm west of Freeport and farmed until 1972. They moved into Freeport shortly after their retirement. For the past three years, Frances resided at the CentraCare Health Nursing Home in Sauk Centre.

She was a member of Sacred Heart Catholic Church in Freeport, Christian Mothers, and the Goldenaires Senior Citizens. Frances enjoyed quilting and embroidery, playing cards, putting together jigsaw puzzles, and never missed going to play BINGO. In her younger years, she enjoyed gardening and raising chickens.

Survivors include her children, Clarence (Marilyn) Borgerding of Freeport, Patricia (Roger) Messer of Sauk Centre, Jerome (Esther) Borgerding of Sauk Centre, Rita (Gerald) Wiechmann of Freeport, Esther Borgerding of Clearwater, and Linda (Clair) Rogers of St. Joseph; 22 grandchildren and 36 great-grandchildren.

Frances was preceded in death by her husband, Alphonse Borgerding on July 15, 1986; daughter, Dorothy Gertken; son, Linus Borgerding; grandchildren, Kevin Gertken and Joshua Bueckers; brothers, Leo, August, Herman, Martin, Stephen, and Lawrence Kometscher; and sisters, Elizabeth Kometscher, Margaret Kometscher, Mary Walz, Catherine Wolf, and Anna Brahler.

Amelia weighed 7 pounds, 5 ounces and measured 21 inches in length.

Amelia is welcomed home by her big brothers Cody, Eli, and Casper and big sisters Brandie, and Lauren.

Connie Moore Cancer Benefit to be held Aug. 21

There will be a benefit for Connie Moore on Sunday, Aug. 21 from 1-5:00 p.m. at the Swanville City Park located on 401 DeGraff Ave. Connie and her family (Dale, Alicia, Jamie, and Eric) have been through a lot over the last 18 months.

Connie has had surgery to remove colon cancer and went through her first round of chemo.

Shortly after her first round of chemo, she was diagnosed with stage 2b breast cancer. She has had a double mastectomy and went through her second round of chemo.

Recently, she found out the breast cancer was not gone and has shown up in her lymph nodes.

Getting lost is something that comes naturally to me. At times I feel as though I was born with no sense of direction or the ability to use a compass.

Once, while driving my sons to a birthday party, they could sense I didn’t know where I was going. As I looked at the slip of paper in my hand that contained directions and an address, and looked from side to side at a four-way stop sign, not knowing what to do next, my eldest son said, “Are we lost yet, Dad?” He knew if I wasn’t I soon would be. His confidence was inspiring!

Fortunately, a police officer on a motorcycle saw me looking at the piece of paper and offered to help me. With compassion he asked, “May I help you, Sir?” Of course I said, “Yes,” and with a great sign of relief gave him the address of the party. He gave me careful and complete instructions. Then, looking at me and realizing I had no idea what he was talking about said with great compassion, “Never mind. Follow me, I’ll get you there.”

And it worked. In a few moments I looked at the name and address on the mail box and knew that I had arrived at my destination safely.

In the maze of life with its constant confusion and complex choices we often need help. David said, “I cling to You; Your right hand upholds me.” Jesus, realizing our lost condition said, “I am the Way, the Truth and the Life. Follow me.”

Bakken visit provides interesting energy insight A m e r i c a ’s energy future is bright, mainly because of new drilling technology that allows crude oil and natural gas to be located underground and brought to the surface. Because of fracking in shale deposits in North Dakota and elsewhere around the country, we have become the largest producer of oil in the world. It is rapidly allowing the United States to become energy independent, but it is also changing the landscape in other ways, as well. Because natural gas has become so abundant and relatively cheap, it is quickly replacing coal as the main energy source of our nation’s baseload electric generation.

I had the opportunity last week to tour the North Dakota Bakken oil field, as part of an energy conference hosted by the Council of State Governments.

Along with two days of listening to speakers in Bismarck, we spent one day on the road to the north and west of the capital city. We traveled to Tioga, N.D., which is where the first well in the Bakken area was drilled over 60 years ago.

Wells began dotting the landscape about half ways between Minot and Tioga. We also passed a vacant group housing camp along the road, a sign that activity in the Bakken has slowed as the price of oil dropped from over $100 a barrel to its current price around $40. Even still, more than a million barrels a day are being produced, although that figure is dropping and may fall below one million before it’s expected to increase once again when oil prices recover. There are currently 34 active drilling rigs operating in the state. A lot of the work being done today involves laying pipelines to take natural gas away from the drilling rigs.

In the past two years, over 4,000 miles of pipe has been laid throughout the Bakken that collect natural gas in the field and transport it to central locations for cleaning and shipment out of the area.

At one time, up to 36 percent of the natural gas produced at the wellhead was

flared off. The good news is that today, the amount of flaring has been reduced to 11 percent. The natural gas produced during the drilling process along with crude oil contains other liquids that must be separated before they can be shipped.

Those other components are methane, ethane, propane, butane, and liquid natural gas. Each has value, and the network of pipelines being built captures this gas and transports it to facilities that separate the various components and market them. We toured one such plant on the edge of Tioga that has unit train and pipeline capabilities to ship product out.

The sheer size of the Bakken Formation, some 15,000 square miles, is the main reason so much gas was flared off in the early years. It takes time to build out the system of collection pipes to capture the gas. The state of North Dakota set goals for the reduction of flaring, and right now the drilling companies are ahead of those targets. Eventually, they will get down to around 5 percent flaring.

Drilling costs are being reduced as the price of oil has dropped. Where only one well may have been built on a pad years ago, now multiple wells are being drilled on a site. That saves the cost of tearing down and reassembling the drilling rig for each well, which is about a 4-day process. The huge rigs, weighing well over one million pounds, can be moved to another site on the pad by way of four huge hydraulic “legs.” The drilling site we toured had three pumping wells, and crews were in the process of drilling 6 additional wells on the pad, which is roughly the size of two or three football fields. The work is hard, and it was hot. (I can’t imagine what it must be like when it’s 20 below and the North Dakota wind is blowing). Crews at the location we visited work 12-hour shifts, 14 days on and then 14 days off. They were putting the finishing touches on a well that was two miles deep and ran for over 10,000 feet horizontally. Workers told us that at the end of the horizontal run, they can hit a target the size of a 5-gallon pail!

Melrose City June 16, 2016 The Melrose City Council met in a Regular Meeting on Thursday, June 16, 2016 at 6:00 p.m. at the Melrose City Center pursuant to due notice being given thereof.

Present were Council Members Tony Klasen, Jenny Mayers, Dick Christenson, and Josh Thieschafer, Mayor Joe Finken, City Administrator Michael Brethorst, and City Clerk Patti Haase. Mayor Finken presided thereat. The Council then recited the Pledge of Allegiance.

A motion was made by Mr. Klasen, seconded by Ms. Mayers and unanimously carried to approve the agenda as amended.

Council Member Mayers reminded everyone of the upcoming Riverfest Celebration being held on Friday, June 24 and Saturday, June 25.

Approval of the following: • the minutes from the Councils May 12 Special Joint Meeting with the Public Utilities Commission, and the Council’s May 17 Regular Meeting.

• list of bills in the amount of $332,524.50. (See attached list) • list of investments for the month of May. (See attached list) • Resolution No. 2016-18, Resolution Appointing Election Judges. The election judge appointments are for the Primary Election that will be held on Tuesday, August 9, 2016.

On July 9, Finance Director Tessa Beuning will complete two years of FTE service with the City. City Administrator Brethorst has conducted a review and it is favorable; therefore, recommends approval of a step increase from Step 6 ($77,156.35/year) to Step 7 ($80,371.20/year).

The Council to take action concurring with the Commission approving Ms. Beuning’s increase.

On July 28, Accounting Clerk Stacy Funk will complete two years of service with the City. Finance Director Beuning has conducted a review and it is favorable; therefore, recommends approval of a step increase from Step 5 ($21.95/ hour) to Step 6 ($22.78/hour).

The Council to take action concurring with the Commission approving Ms. Funk’s increase.

On July 20, Police Officer Aaron Baros will complete one year of service with the City. Police Chief Craig Maus has conducted a review and it is favorable; therefore, recommends approval of a step increase from Step 1 ($21.89/ hour) to Step 2 ($22.98/hour).

A motion was made by Mr. Christenson, seconded by Mr. Klasen and unanimously carried to approve the Consent Agenda items.

Police Chief Craig Maus presented the Police Department’s May report. He noted there were 382 calls for service during that month. This is compared to 289 calls for request in May of 2015.

The year-to-date number of calls is 1,765 compared to 1,318 in 2015. A total of 30 citations were written for the month of May. For the month of May 2016, the Department received 27 agency assist calls.

City Administrator Brethorst reported on the Planning and Zoning Commission’s June 6 Regular Meeting. The Commission reviewed and commented on the Boomerang Marine and Power Sports Tax Increment and its compliance with the City’s Comprehensive Plan. This will be discussed later on at this evening’s meeting.

City Attorney Scott Dymoke reported on projects he has been working on for the City: • Community Development, Zoning Ordinance: Reviewed zoning ordinance and provided opinion to city staff regarding its application to proposed relocation of Shaggy Towing.

• Community Development, Subdivision Ordinance: Reviewed subdivision ordinance and provided opinion to city staff regarding its application to proposed development Meadowlark Acres • Community Development, JOTS: Attended meeting with JOTS representatives to discuss status of project and review development agreement options.

Mayor Finken reported that the City received their annual quote for general liability, errors and omissions, auto, equipment, and property insurance through the League of Minnesota Cities Insurance Trust (LMCIT) for the period of May 15, 2016 - May 15, 2017. The total quote is $70,992 from $76,097 for the 2015-2016 coverage, resulting in a 6.7% reduction in premium cost. The cost for the premium is shared between the General at 39% and Utility Funds at 61%. The decreased premium is due to several factors: most importantly, it reflects a strong safety and claim rating.

Over the past year we added new vehicles, removed old ones (including the damaged fire truck), and the Utilities added coverage for its new substation and WWTP improvements.

The City’s insurance coverage has a $5,000 deductible, $15,000 aggregate. The City needs to decide whether or not to waive the statutory tort liability limits. The decision to waive or not to waive the statutory limits has the following effects: 1. If the City does not waive the statutory limits, an individual claimant would be able to recover no more than $500,000 on any claim to which the statutory limits apply. The total which all claimants would be able to recover for a single occurrence to which the statuto-

2. If the City waives the statutory tort limits and does not purchase excess liability coverage, a single claimant could potentially recover up to $1,500,000 on a single occurrence. The total which all claimants would be able to recover for a single occurrence to which the statutory tort limits apply would also be limited to $1,500,000 regardless of the number of claimants.

3. If the City waives the statutory tort limits and purchases excess liability coverage ($1 million for $11,099), a single claimant could potentially recover an amount up to the limit of the coverage purchased.

The total which all claimants would be able to recover for a single occurrence to which the statutory tort limits apply would also be limited to the amount of coverage purchased, regardless of the number of claimants. In the past the City has not purchased the excess liability coverage.

In the past, the City has chosen Option 2.

A motion was made by Mr. Christenson, seconded by Mr. Thieschafer and unanimously carried concurring with the Utilities Commission approving the insurance quote of $70,992, to waive the monetary limits on municipal tort liability, to keep the deductible at $5,000/$15,000, and not purchase excess liability coverage.

Mayor Finken stated that the Parks and Recreation Board has been directed to develop a real estimate costs for a Splash Pad in the Sauk River Park. Requests for proposals were sent out and two were received. A complete summary of the comparison are enclosed in the agenda. The cost of the Splash Pad was originally estimated to be approximately 180K. After receiving the quotes, there were still unknown costs associated to the quotes. However, through consultation with the Parks Board and City staff, assumptions were made to develop a realistic estimate.

This review showed results greater than the 180K initial estimates. Estimated bid 1: 327K / Estimated Bid 2: 272K. Al-a-cart options were provided from both vendors which push both projects over the $300K mark. Additionally, the annual operating costs have not been formalized as the project type has not been finalized. This is needed to determine the cost estimates for water and electric costs.

Therefore, due to the cost of the project and limited amount of financial resources to leverage against the project, the Parks Board has recommended not to pursue the construction of the Splash Pad. By consensus the Council decided not to move forward with the splash pad project due to the limited amount of financial resources to leverage against the project.

Mayor Finken stated that the Council at its May 16 Regular Meeting directed staff to review the current penalties pertaining to dog citations and consider increasing

When you’re setting up your reservation in the future, verify in advance that you’re dealing with a company that accepts debit cards and that there are no ridiculous strings attached. Then, if you don’t like the terms and conditions, go to another rental company.

But don’t take a chance on wrecking your total money makeover by running out to get a credit card for something silly. It’s just not worth the risk!

While reviewing our fund balance, both prior to and during our annual audit, it was determined that there are excess funds to be reallocated. While the fund balance is strong in the General Fund, there are funds needed in our Capital Improvement Fund to cover planned equipment purchases and improvement projects.

As of December 31, 2015, the ending fund balance was $1,665,055.

The 2016 expenditure budget was $2,313,066, resulting in a fund balance to budget ratio of 72%. Staff is proposing that the City transfer $275,000 out of the fund balance reserves and allocate it to our set aside balances. This would still keep our General Fund balance within a healthy and strong position, but allow us to continue to cash flow our capital needs. Suggestions of fund allocations are as follows: $75,000 Land purchase per Business Development Prospect No. 0808-2014A $5,000 Office Equipment $15,000 Police Equipment $10,000 Sidewalks $100,000 Kraft Retaining Wall $70,000 Street Improvements The Council reviewed the proposed fund allocations After further discussion a motion was made by Mr. Klasen, seconded

Mayor Finken noted that six applications were received for the position of part-time Police Officer. Interviews were conducted on three of the applicants. Police Chief Craig Maus is recommending the hire of Stephanie Robak as a part-time police officer. Pay would be at start on the pay scale which is $21.89 per hour.

A motion was made by Mr. Thieschafer, seconded by Mr. Klasen and unanimously carried approving the hiring of Ms. Robak as a part-time police officer contingent on a successful psychological exam and pre-employment physical.

A motion was made by Mr. Christenson, seconded by Ms. Mayers and unanimously carried to recess the meeting at 6:50 p.m. and reconvene at 7:00 p.m. for the Public Hearing.

Mayor Finken opened the Public Hearing at 7:00 for the purpose of gathering input and taking testimony relating to (a) the proposed establishment of Municipal Development District No. 9-1; (b) the proposed establishment of Economic Development Tax Increment Financing District No. 9-1 within Development District No. 9; (c) the proposed adoption of a Development Program for Municipal Development District No. 9; and (d) the proposed adoption of Tax Increment Financing Plan relating thereto; and (e) consideration of a business subsidy to Boomerang Marine & Power Sports, Inc, all pursuant to and in accordance with Minnesota Statutes, Sections 469.124 through 469.134, both inclusive, as amended and Minnesota Statutes, Sections 469.174 through 469.1799, both inclusive, as amended (collectively, the “Act”); and consideration of a Business Subsidy to Boomerang Marine & Power Sports, Inc. City Administrator Brethorst presented the Affidavit of Publication of the hearing notice which was published. Development Consultant Traci Ryan will be on hand to present the Development Program for Municipal Development District No. 9 and the Tax Increment Financing Plan for Tax Increment Financing District No. 9-1 There being no further comments the Public Hearing was closed at 7:08 p.m.

The Council gave consideration to Resolution No. 2016-22, Approving the Establishment of Municipal Development District No. 9, the Adoption of a Development Plan Relating Thereto the Creation of the Tax Increment Financing District No. 9-1, and the Adoption of the Tax Increment Financing Plan Relating Thereto. At its meeting on June 6, the Planning and Zoning Commission, as required by Minnesota Statutes, took action approving Resolution Recommending Approval of the Establishment of Municipal Development District No. 9 and the Tax Increment Financing Plan for Tax Increment Financing District No. 9- whereby it determined that the development program and finance plan for the proposed Boomerang Marine & Power Sports Project will serve to complement the City’s plans for creation of development opportunities in the City and serve to promote the City’s development objectives.

Mayor Finken stated that in accordance with the City practices, a Development Agreement has been prepared that outlines expectation for the partnership between the City and Boomerang. Briggs and Morgan, LLC has been contracted to draft the Development Agreement.

A motion was made by Mr. Klasen seconded by Ms. Mayers and unanimously carried approving the Development Agreement.

Mayor Finken noted that in conjunction with the TIF District being created, Boomerang Marine & Powersports Inc. has requested additional assistance in the form of a Revolving Loan. Through a participation loan with Freeport State Bank terms have been set for the City to provide a $100,000 loan for a term of 10 years with a fixed 4% rate of return. The loan will be secured with personnel guarantees and the City will hold a 3rd position. It is the recommendation of the MADA Board to approve the Loan as presented. Freeport State bank will administer and process the loan on behalf of the City.

Mr. Christenson introduced Resolution No. 2016-23, Resolution by the City of Melrose Approving $100,000 in Revolving Loan Fund Assistance to Boomerang Marine & Power Sports Inc. The motion was seconded by Ms. Mayers with a roll call vote recorded as follows: For: Council Members Christenson, Mayers, Klasen, Thieschafer, and Mayor Finken; Against: None.

Streets/Parks Supervisor Gary Middendorf stated that a notice has been sent to the property owners at 1st Street South requesting that the grass be cut. As per City Code 95.38, all property owners shall be responsible for the removal, cutting, or disposal and elimination of weeds, grasses, and rank vegetation or other uncontrolled plant growth on their property that, at the time of notice, is in excess of eight inches in height.

It is recommended that the Council approve the destruction orders as it then becomes effective for the entire growing season, meaning that if at any time after the issuance of the notice a violation reoccurs, the City shall abate the weeds without further notification to the property owner. It should be noted that any unpaid grass cutting bills can, and will be certified against the property prior to year-end.

A motion was made by Ms. Mayers, seconded by Mr. Klasen and unanimously carried approving the destruction order for 1st Street South.

Swanville City July 5, 2016 Minutes of the Swanville City Council meeting held in the Swanville Center on Tuesday, July 5, 2016. The meeting called to order 7:00 p.m. with the following members present: Sandy Lange, Norm Carlson, Tony Maciej, Jay Bartkowicz, and Jim Molitor. Also present: Brenda Schmidt, Warren Lambrecht, Karen Ring, Tim and Linda Dally, Shannon Wettstein, Traci Ryan, Bryan Allen, Mary Backlund, Mark Hallen, Lonny Hutchins and reporter Terri Lehrke.

Minutes of the Swanville City Council meeting held Tuesday, June 7, 2016 were reviewed. A motion was made by Jim Molitor to approve the minutes as printed.

Norm Carlson seconded the motion. All members voted in favor, motion carried.

The treasures report was given. A motion was made by Jay Bartkowicz and seconded by Jim Molitor to approve the treasurer’s report. All members voted in favor, motion carried.

Shannon Wettstein from Todd County Soil & Water was present to explain to the council the erosion taking place by the Little Swan Lake Beach also known as Pillsbury Beach. Shannon passed out pictures which were taken of the beach and explained what could possibly be done. She stated there is grant money that is available for erosion control. After questions were answered, council was in agreement to have an Engineer write up a preliminary plan and an estimate of the cost to control the erosion.

Lambrecht family members were present to have the council review the new description of the land by the Little Swan Lake also known as the Pillsbury Beach. The Quit Claim Deed has already been reviewed and okayed by the City Attorney. After council review, Jim Molitor made a motion to accept the quit claim deed for the land by the Little Swan Lake also known as the Pillsbury Beach. Tony Maciej seconded the motion. All members voted in favor, motion carried. The Mayor and Clerk will get their signature notarized on the deed and get the original back to the Lam-

brecht’s to have it recorded.

Tim and Linda Dally were present to explain the four-plex housing development they would like to build on the corner lot by First Street and Springbrook Drive.

They are interested in building a four unit, two-two bed room and two-three bedroom, all with two stall garages. If these rental units would fill up, a possible second complex would be built. The Dally’s are unsure if they would put this in a TIF District. Mayor Lange stated the land would have to be rezoned as residential which would be discussed at the next planning and zoning meeting. The Morrison County Engineer will have to be contacted also to see if County Road 12(First Street) could be used as an access from the property.

Mark Hallen, city engineer, was present also to report on the cost of extending city water and sewer to this lot. City water is already by the fire hall and the sewer line would have to come across First Street and /or bring the water line also. Hallen estimated the cost at $40,000.00 to $50,000.00. Traci Ryan, an independent financial consultant was present to offer the city her service to set up a Tax Increment Financing district for this project. Ryan stated she would set up the Public Hearing and prepare the paper work for the district for the cost of $4,500.00. After discussion, it was decided to present this project to the P & Z committee and talk with MC Engineer before the next council meeting in August.

Mark Hallen also presented to the council that there is no funding programs to help with the road project on Second Street and part of Berkey Avenue. Council is undecided at this time to proceed with the road project.

Bryan Allen was present to discuss with the council about the Black Hawk concert which will take place August 13, 2016. DeGraff and Third Street in about a block radius will be closed off from Saturday 6 a.m. to about Sunday 7 a.m. to accommodate for the concert. There will also be overnight camping on the lot next to Swanville Repair. Council was in agreement with these plans.

Resolution#160705 was presented to council. This resolution is to adopt Morrison County All-Hazard Mitigation Plan. After the resolution was read, Mayor Lange made a motion to adopt Resolution #160705 Morrison County All-Hazard Mitigation Plan. Jay Bartkowicz seconded the motion.

All members voted in favor, motion carried.

Lonny Hutchins reported that the RV dump station is up and ready to use. Hutchins also stated that Jesse Bartkowicz was hired for summer help.

Mary Backlund, from Schlenner Wenner & Co. was present to go over the city annual audit. Mary explained the audit in detail and answered questions from council members. Mary stated that there is

a shortage in the water fund. With the payments being made to the PFA loans for the 2009 and 2013 water projects, Backlund advised an increase in water rates and/or levy on property taxes for the 2013 PFA loan. This will be discussed at the next council meeting. Tony Maciej made a motion to accept the audit as presented. Jim Molitor seconded the motion. All members voted in favor, motion carried.

The following claims were presented for payment. Members of the council were furnished with a listing. Jim Molitor made a motion to approve the claims. Norm Carlson seconded the motion. All members voted in favor, motion carried.

The next monthly meeting will be held Tuesday, August 2, 2016 at 7:00 p.m.

There being no further business, a motion was made by Jay Bartkowicz and seconded by Jim Molitor to adjourn. All members voted in favor, motion carried.

The meeting of the Burtrum City Council was called to order at 7 p.m. on Monday, August 1st, 2016 by Mayor Ron Strassburg.

Those who were in attendance included Ronald Strassburg, Deb VanHavermaet, Kaitlynn Bollig, and Beau Krueger.

The minutes from the July 7th, 2016 City Council meeting were read and approved by a motion made by Deb VanHavermaet and seconded by Beau Krueger, upon vote motion carried.

Next, the finance report was read and approved by a motion

by Beau Krueger and seconded by Deb VanHavermaet, upon vote motion carried. Outstanding bills were discussed and a motion to pay outstanding bills was made by Beau Krueger and seconded by Deb VanHavermaet, upon vote motion carried and outstanding bills were paid.

The City Council discussed old business including, but not limited to local residences and further action needed, road blading, and previous letter sent to a local resident.

Next the City Council discussed new business including but not limited to, updating/renewing worker’s compensation insurance, and purchasing a printer for the City Hall.

In observance of Labor Day, the City Council meeting has been rescheduled to Tuesday, September 6, 2016 at 7:00 p.m.

As there was no further topics to discuss the meeting was adjourned by a motion made by Deb VanHavermaet and seconded by Beau Krueger, upon vote motion carried and the meeting was adjourned.

Todd County Sheriff’s Dept.

August 3, 2016: At 19:52, the Todd County Sheriff’s Office responded to a 2 vehicle crash on 117 State St. E, Grey Eagle. Dawn Smith of Albany was performing a U-turn on her motorcycle, a 2007 Yamaha V-Star, when she struck a parked 2012 Kia Soul owned by Kimberly Welle of Grey Eagle. The motorcycle sustained minor damage to the right blinker and brake lever, while the car sustained moderate damage to the driver’s side door and fender.

There were no injuries, and both vehicles were drivable after the crash.

August 8, 2016: At 07:47, the Todd County Sheriffs Office responded to a report of vandalism to the grandstand at the Todd County Fair Grounds in the city of Long Prairie. Sometime between August 6-7 individuals enter the grandstand and painted on the walls and pillars in the building. It is believed that there were at least two people involved in the vandalism.

If anyone has information on this damage to property complaint they are asked to contact the Todd County Sheriffs Office.

August 8, 2016: At 16:55, Luanne Reinbold of rural Long Prairie was traveling southbound on County Road 11 south of 210th Street when she struck a deer. The 2010 Chrysler van Reinbold was driving sustained minor front end damage. Reinbold was not injured.
