The regular meeting of the Grey Eagle City Council was called to order by Mayor Joseph Arnzen at 7:00 p.m., on the 8th day of February 2022 in council chambers. Council members present were Roland Ahrendt, Brad Johnson, Bill Pohlmann and Brian Hollenkamp. There were no council members absent. Also in attendance were John Call, Dan Berscheid and Lori Hellmann.

A motion was made by Brian Hollenkamp to approve the amended agenda. A second was made by Bill Pohlmann and upon vote, with all members voting in favor, motion carried.

A motion was made by Bill Pohlmann to approve the minutes of the January 11, 2022 meeting with the following change: page 1813, first paragraph, insert Mayor Joseph Arnzen after order. A second was made by Roland Ahrendt and upon vote, with all members voting in favor, motion carried.

A motion was made by Bill Pohlmann to approve up to $600 to fix the John Deere snow blower. If it will cost more than that, it needs to come back to the council for approval. A second was made by Roland Ahrendt and upon vote, with all members voting in favor, motion carried.

A motion was made by Bill Pohlmann to approve Fire Department members and the rescue rig to be on site for the Race on Trace on February 19, 2022. A second was made by Brad Johnson and upon vote, with all members voting in favor, motion carried.

A motion was made by Brad Johnson to approve purchase of up to $5,000 on an air compressor and fill station from the City of Upsala and the Upsala Fire Department. A second was made by Bill Pohlmann and upon vote, with all members voting in favor, motion carried.

A motion was made by Bill Pohlmann to approve the purchase of a 2006 Chev 2500 Crew Cab from the DNR for $7,000 for the Fire Department. The truck will need to be painted and will need lights installed for an estimated total cost, including the truck, of $25,000.00. A second was made by Roland Ahrendt and upon vote, with all members voting in favor, motion carried.

A motion was made by Brad Johnson to purchase four seats for the Bass Lake and Laughlin Park restrooms at the cost of $46.32 each plus tax and shipping. A second was made by Brian Hollenkamp and upon vote, with all members voting in favor, motion carried. Cans R Us is under new ownership.

Mayor Joe Arnzen discussed the need to come up with a snow removal plan for the next season.

A motion was made by Bill Pohlmann to approve Resolution No. 2022-02, A Resolution Approving State of Minnesota Joint Powers Agreements with the City of Grey Eagle on Behalf of its City Attorney. A second was made by Brad Johnson and upon vote, with all members voting in favor, motion carried. The resolution is as follows:

Resolution No. 2022-02: A Resolution Approving State of Minnesota Joint Powers Agreements with the City of Grey Eagle on Behalf of its City Attorney.

WHEREAS, the City of Grey Eagle on behalf of its Prosecuting Attorney desires to enter into Joint Powers Agreements with the State of Minnesota, Department of Public Safety, Bureau of Criminal Apprehension to use systems and tools available over the State’s criminal justice date communications network for which the City is eligible. The Joint Powers Agreements further provide the City with the ability to add, modify and delete connectivity, systems and tools over the fire year life of the agreement and obligates the City to pay the costs for the network connection.

NOW, THEREFORE, BE IT RESOLVED by the City Council of Grey Eagle, Minnesota as follows: 1. That the State of Minnesota Joint Powers Agreements by and between the State of Minnesota acting through its Department of Public Safety, Bureau of Criminal Apprehension and the City of Grey Eagle on behalf of its Prosecuting Attorney, are hereby approved. 2. That the Clerk, Lori Hellmann, or her successor, is designated the Authorized Representative for the Prosecuting Attorney. The Authorized Representative is also authorized to sign any subsequent amendment or agreement that may be required by the State of Minnesota to maintain the City’s connection to the systems and tools offered by the State. 3. That Joseph Arnzen, the Mayor for the City of Grey Eagle and Lori Hellmann, the City Clerk, are authorized to sign the State of Minnesota Joint Power Agreements.

April is Sexual Assault Awareness Month. Most of us are a bit uncomfortable talking about sex, but we need to get past the blushing and have constructive conversation about sexuality and sexual abuse. Knowledge is essential to prevention, and that is the goal. By talking about it, we are promoting healthy behaviors that encourage healthy sexuality in ways that enrich our lives. Healthy sexuality is comprised of consensual respectful relationships free of coercion and violence.

Our children as young as twelve are being impacted by misconceived messages of sexuality and are being sexually abused. Sexual abuse whether on-line or any other way is emotionally damaging, unforgettable, and often results in lifelong harm and agony. Over 70% of all sexual assaults are never reported to anyone. Victims are blamed and shamed for being part of this behavior. A clear message needs to be sent that there is NO disgrace in being a survivor of sexual assault, but that shame lies ONLY with the aggressor. Sexual offenses are not usually a reckless event, they are knowing, and often intentional, and most sexual offenses are committed by someone familiar to the victim. Most sexual aggressors are motivated by a need to control their victim. There is also adult sexual victimization as well and the characteristics are quite familiar, as few are reported and most of the time the aggressor is known to the victim.

We need to start believing and supporting victims when they report sexual abuse. Rarely is someone falsely reporting that kind of violence. A negative response to victims can worsen the trauma for them, and foster an environment where perpetrators face no consequences for their crimes. Statistics show that sexual predators very rarely attack only once many re-offend multiple times.

Last Sunday I preached from Galatians 5:1315 “You, my brothers, were called to be free. But do not use your freedom to indulge the sinful nature; rather, serve one another in love. The entire law is summed up in a single command: Love your neighbor as yourself. If you keep on biting and devouring each other, watch out or you will be destroyed by each other.”

As I was preparing the message, I was reminded of some of the hurt that I have experienced through the years. Many of those hurts came from church going folks. There are a few things that I would like to remind you as the reader. First, we are called to be free… from the law, from sin, and from our past. Instead of indulging in the sinful nature, we ought to “serve one another in love.” Paul then encourages his readers to love our neighbors like ourselves. I would like to add that Jesus Himself tells us to love in the same way that He has loved us.

Verse 15 is the verse in this text that was very penetrating to me this week as I was preparing this message. Most readers I suppose go to church and have been hurt by church people, and since Paul is writing the churches in Galatia, we assume that this verse like the rest of Galatians is talking to churches today. Listen to verse 15 again, “If you keep on biting and devouring each other, watch out or you will be destroyed by each other.” Listen to me and pay close attention. Jesus is in the business of reconciliation, not condemnation. If you have been hurt by someone else, please consider forgiving that person. Retaliation and unforgiveness only leads to brokenness. A motion was made by Brian Hollenkamp that the City of Grey Eagle does not waive the monetary limits on municipal tort liability. A second was made by Brad Johnson and upon vote, with all members voting in favor, motion carried.

The council discussed how committee appointments should be handled.

A motion was made by Brian Hollenkamp to approve the payment of claims #2344 - #2362 totaling $18,094.29 and to include the payment of the following additional claims: #2363 - #2365 totaling $1,360.49 and a reimbursement to Joe Arnzen for an air compressor for the bubbler system for $247.53. A second was made by Brad Johnson and upon vote, with all members voting in favor, motion carried.

A motion was made by Brian Hollenkamp to adjourn the meeting at 8:17 p.m. A second was made by Roland Ahrendt and upon vote, with all members voting in favor, motion carried.

The next regular meeting of the Grey Eagle City Council will be held on Tuesday, March 8, 2022 in council chambers.
