Stress is a fact of life -By Harvey Mackay

Stress is a used, misused, abused and overused word in our daily co n v ers atio n s .

But what is stress, clinically speaking?

Dr. Hans Seyle, the father of Stress Management Research, said “Stress is the wear and tear on your body caused by life’s events.” He believed the most frequent causes of stress are an inability to adapt and not having an established code of behavior to guide our actions. Translation: If we can’t change, we need to understand when enough is enough.

Because April is stress awareness month, now is a perfect time to discuss how stress affects us. Hundreds of experiences in life cause stress, both good stress (eustress) and negative stress (distress). Our bodies are designed to meet these stressors, but each person has to determine the right amount to function at their optimum level.

Stress is frequently caused by time pressure – you don’t have enough minutes in the day to do everything you

want and need to accomplish.

Stress takes a toll on everyone in the workplace, young and old alike.

That’s the finding of a study on UK workers, reported on the HeartMath website. Of survey participants 30 and younger, three-fourths reported taking at least one sick day during the previous 12 months, although fewer than half of workers 55 and older did the same.

One possible reason: 86 percent of the younger group reported feeling stress at work, compared to 66 percent of older employees.

Dr. Paul J. Rosch, Chairman of the Board of The American Institute of Stress, said, “In most incidences, it’s not the individual or the job that causes burnout; rather, burnout is the result of a mismatch between the personality or the goals of the worker and the job description or the expectations of the workplace. Realize that stress is an unavoidable consequence of life.”

It’s up to managers to keep stress among workers as low as possible.

First, evaluate the stress level of your workplace or department. Then draw up workable solutions.

Hold group discussions. Meet with employees to gauge their perceptions about their jobs and the level of stress they experience. If that is not a good option, conduct a formal written survey. To

eliminate any reluctance that employees may feel in discussing the stress level of their environment, make it anonymous.

Ask about employee perceptions of their job conditions, perceived levels of stress, health and satisfaction. And then implement solutions that will benefit employees, which in turn will benefit your company.

When it feels like everything is going wrong, try and remember all the things that are going right. Stopping to smell the roses can be a healthy way of getting through those tough moments.

Encourage employees to participate in problem-solving. Follow Dr. Seyle’s suggestion to let them adapt and establish a code of behavior that guides their actions toward a healthy outcome.

“The Good Old Days” -By Tom Kuehne Luck or Guardian Angels?

We, who were born before 1950, grew up in a world that was quite a threat to our being. We didn’t have the Government looking out for our safety. We learned what not to do from our parents, our own experiences and hopefully, our own common sense.

Some of our mothers smoked, drank alcohol and ate sugar laden foods. They knew they were pregnant and didn’t go to the doctor to hear why they were expanding at the lower abdomen.

Many children in those days were born at home, with the mother assisted by a neighbor lady, who had assisted some of the other neighborhood mothers in their deliveries. She probably was especially qualified, since she had a bunch of kids of her own. For some unknown reason, the father was not allowed in the room during delivery, so he was either in the barn or boiling water to help in the delivery.

Even if the baby was born in a hospital, there was a bossy nurse, who chased the father out of the room when the delivery was taking place. Hmmm After we were born we were placed on our stomachs in a crib painted with

lead paint. Very dangerous by today’s standards. As we grew older we were given fresh, “direct from the cow” milk. We were fed food which was actually ground or smashed adult diets.

Our taste preferences were those of our parents and the rest of the family. The only difference may have been in the ability of the kids to swallow liver.

As we grew older, we were first held in our mother’s arms in the car. We were not restrained, our mother had no seat belt and there was no padded dash.

No shoulder restraints, no infant or car seats. As we grew older, hopefully we accepted the advice from our parents, and didn’t get a special exciting ride by opening the “suicide” back door of the car. We probably had at least one of our siblings who placed their hand in the hinge side of the car door when someone else shut the door. If you were lucky, the result was only some very black finger nails.

As we grew older, we spent many hours outdoors, sometimes being away from home all day without a cell phone call or a text home to report our location. We rode bicycles without protective head gear, rode in the back of pickups and frequently drank from the water hose. We climbed trees, fell from trees, jumped off of the silo-room roof and had great fun jumping from the peak of the hay-mow roof into the hay. We maneuvered ourselves down the hay track in the peak of the barn to knock down those darn sparrow nests,

so they no longer pooped on the hay.

Yes, we did break some bones, but it was all a part of our “growing up”.

Cuts and abrasions occurred about every other week, which caused fear on our part. It wasn’t the cut or sliver that concerned us, it was the needle poking around in our finger to get the sliver out which caused the most concern.

That was followed by the cleaning with rubbing alcohol and the administrating of Methiolate to avoid infection. Oww. But maybe we would get a really big bandage so we could impress our friends. There was always a bright side to every situation.

Most of us didn’t “poke our eyes out” or “break our neck or back.” We grew up abiding by the rules of our parents, our friend’s parents, the school

it’s just unrealistic. I’m not encouraging sloppiness or poor service, but instead accepting that failure is not fatal. When employees understand that mistakes are not the kiss of death, their stress levels decrease.

Finally, do something for someone else. It’s a powerful way to feel good and reduce stress. Stepping away from your own concerns to help someone else solve a problem or improve their situation can help you see the many positives in your own life. You get extra credit if you can involve employees – perhaps on a workday so that you don’t impose on their personal time.

Most employees believe workers have more on-the-job stress than a generation ago. Problems at work are more strongly associated with health complaints than are any other life stressor, and that health care expenditures are nearly 50 percent greater for workers who report high levels of stress.

The results of a study by the American Psychological Association showed that most participants believed stress can make people sick. In fact, 77 percent of respondents said they had experienced fatigue, headaches

and our own common sense.

In those days we didn’t need the Government to protect us from our own world, we may have had very special protection or were smart enough to do it ourselves.

and upset stomach as a result of stress.

Even more serious side effects are heart attacks, ulcers, substance abuse and sadly, suicide. But only seven percent sought professional help to cope with their stress in the past year.

I cannot stress strongly enough the importance of keeping your workplace healthy and safe, both physically and mentally. It’s good for you, your employees and your business. Everyone wins.

Obituaries Clifford F. “Cliff” Mitchell Clifford F. “Cliff” Mitchell, age 89 of Albany, died peacefully surrounded by his family on Thursday, March 30, 2017 at the Mother of Mercy Nursing Home in Albany from complications of a stroke.

A Celebration of Life with Mass will be held at 11 a.m. Saturday, April 8 at the Seven Dolors Catholic Church in Albany with Rev. Cletus Connors, O.S.B officiating. Inurnment will be in the parish cemetery at a later date as Cliff donated his body to the Mayo Clinic in Rochester. Military honors will be provided by the Albany American Legion.

Visitation will be from 3 to 9 p.m.

Friday and from 9 to 11 a.m. Saturday at the Seven Dolors Gathering Area in Albany. The American Legion, Albany Fire Department, and the Albany Lions club will pray at 7 p.m.

Friday evening in the Gathering Area.

Cliff was born March 30, 1928 in Berthold, North Dakota to Guy and Grace (Wherley) Matzdorf. Cliff attended schools in North Dakota before serving in the U.S. Army during World War II. On June 30, 1954 he was united in marriage to Eleanor Rohling at Seven Dolors Catholic Church in Albany.

Richard L. Zarns, 71-year-old resident of Swanville, MN, passed away Sunday, April 2, 2017 at the Straub Medical Center

KASM radio in 2008. Cliff and his family ran an auction company for many years.

His family proudly continues the auction tradition.

He was a member of Seven Dolors Catholic Church, American Legion Post 482, Albany Lions Club, National Association of Farm Broadcasters, Minnesota Auctioneers Association, and a retired member of the Albany Fire Department. Most of all Cliff enjoyed his family; they were his pride and joy. Cliff was always a gracious host whether it was for family, friends or colleagues.

Survivors include his wife, Eleanor “Ellie” Mitchell of Albany; children, Dean (Sheila) Mitchell of Albany and Karen (Doug) Schleicher of Albany; five grandchildren, Paul (Abbey) and Alex Mitchell, Cody and Callie Schleicher, Abby Mitchell and greatgrandson, Everett Mitchell; sister, Irene Spratt and brother-in-law Harold Stroklund both of Minot, North Dakota; and many nieces and nephews.

He was preceded in death by his parents; son, Glenn Mitchell; and sisters, Kathryn Stroklund and Myrtis Pardon; and many other relatives.

Honorary bearers will be his fellow Radio Broadcasters, Albany Fire Department, Albany American Legion, Albany Lions.

The family requests memorial donations that will be used for a scholarship fund in Cliff’s memory to continue Cliff’s commitment to agriculture.

M a e Haskamp, age 84 of Sauk Centre, died on Friday, March 31, 2017 at the St. Cloud Hospital surrounded by her family. Mass of Christian Burial will be celebrated at 11 a.m. Friday, April 7th at Saint Paul’s Catholic Church in Sauk Centre with Rev. Greg Paffel presiding.

Interment will be in Saint Paul’s Cemetery, Sauk Centre.

Visitation will be 4 to 8 p.m. Thursday, April 6th and from 9 to 10:30 a.m. Friday, April 7th at the Patton-Schad Funeral Home in Sauk Centre. Parish Prayers will be held at 5:00 p.m. on Thursday evening at the funeral home.

Mary Therese Kemper was born March 4, 1933 in Melrose Township, Stearns County, Minnesota, the daughter of John and Anna (Winters) Kemper. On May 1, 1962, she was united in marriage to Julian F. Haskamp in Saint Mary’s Catholic Church in Melrose. Together, she and Julian raised their family of five children on the farm just south of Sauk Centre. Some of her hobbies included reading, dancing, and traveling to Canada to visit with her relatives. Mae enjoyed being involved in her community and was a member of the Merry Maker Homemakers group. Reminiscing over old photographs brought her hours of great joy. Each year on Saint Patrick’s Day, Mae demonstrated her Irish heritage by wearing “green” and would encourage others to wear green too! Mae’s greatest gift was hospitality

Eugene J. “Gene” Yarke Eugene J. “Gene” Yarke, age 81 of Sauk Centre, died Tuesday, April 4, 2017 at CentraCare Health Nursing Home in Sauk Centre, Minnesota.

A Mass of Christian Burial will be held at 11 a.m.

Saturday, April 8 at St. John the Baptist Catholic Church in Meire Grove with Rev. Marvin Enneking officiating. Interment will be in the parish cemetery.

Visitation will be held from 8:30 to 11 a.m. Saturday at the church.

Eugene John Yarke was born July 28, 1935 in Getty Township, Stearns County, Minnesota to Albert, Sr. and Mary (Barrutt) Yarke. When Gene was younger his mother gave him the nickname “you-you.” Gene

- she truly loved her time with her family and friends no matter if it was a telephone conversation or sitting at the Haskamp home enjoying a visit. On January 13, 2016, she became a resident of CentraCare Health Nursing Home in Sauk Centre where she continued to be a friend to everyone.

Mae was a member of Saint Paul’s Catholic Church in Sauk Centre, Christian Mothers, Catholic United Financial, and Sauk Centre Senior Citizens.

She will be deeply missed by her husband of 54 years, Julian F. Haskamp; their children, Sharon (Jeff) Evander of Saint Joseph, MN, Linda (Loren) Hinnenkamp of Saint Joseph, MN, Sandy Haskamp of Sauk Centre, Kim Haskamp of Waite Park, MN, and Mark Haskamp of Sauk Centre; grandchildren, Samantha (Alex) Elmore of Madison, WI, Cody Evander (Tayla DeMarce) of Saint Joseph, MN, Adam (Michelle) Hinnenkamp of Clearwater, MN and Chelsey Hinnenkamp of Minneapolis; great grandsons, Leo Evander and Calvin Hinnenkamp; and her brother, Leroy (Kathy) Kemper of Melrose.

Mae was preceded in death by her parents, John and Ann Kemper; and infant brother, John Kemper.

Serving as casket bearers will be Cody Evander, Adam Hinnenkamp, Dale Haskamp, Vern Breitbach, Chuck Rein, and John Haskamp. Cross bearer will be Barb George. Words of Remembrance will be shared by Chelsey Hinnenkamp and Samantha Elmore. The funeral pall will be placed by Mae’s daughters, Sharon, Linda, Sandy and Kim. Mae’s son, Mark will be the lector for her funeral mass.

Survivors include his siblings, Roger Yarke of Sauk Centre, Richard Yarke of Sauk Centre, Mary Ann (Allen) Blenker of Albany, Irene (Jim) Nathe of Greenwald, Joseph (Sarah) Yarke of Sauk Centre, Albert, Jr. (Joyce) Yarke of Greenwald, Joann (Rick) Scharenbroich of Elk River, Jane (James) Kraker of Grey Eagle, and Marlene (Steve) Gunderson of Vining; and many nieces and nephews.

Gene was preceded in death by his parents; and siblings, Lorraine Platenberg and Jerome Yarke.

Violet Levin Ostendorf

F u n e r a l Services were held Friday, March 31, 2017 at Peace United Church, Long Prairie, for Violet L. Levin Ostendorf, age 88, who passed away Tuesday at the Assumption Home in Cold Spring. Rev. Gary Taylor officiated and burial was in Evergreen Cemetery, Long Prairie.

Violet Loretta Levin Ostendorf, was born December 26, 1928 in New Underwood, SD to George Wells and Evelyn Violet (Hunter) Bills.

She was raised near Viewfield, SD where she attended grade school at the Lost Nation School and New Underwood High School where she was Valedictorian of the class of 1946. Upon attending summer school at Spearfish Black Hills Teachers College she received a teaching certificate and taught country school in the Hereford, SD area.

Violet was united in marriage to Clarence Levin September 22, 1946 in Sturgis, SD. This union was blessed with five children.

Clarence and Violet lived in Hereford, SD until November 1954 when they moved to a dairy farm near Long Prairie. In 1970 they sold the farm and purchased a home on the shore of Lake Charlotte, a mile from Long Prairie.

Violet always had a desire to go back to teaching. In 1968 she began a three-year daily commute, including summer school, from Long Prairie to attend Saint Cloud State College. She completed two Bachelor of Science Degrees and in 1976 she completed her Master’s Degree. The next 15 years she taught at the Long Prairie Elementary School.

Her most rewarding position was helping students who needed additional assistance in developing their reading skills.

Violet was an A average student all through high school and won many spelling awards including winning the 2016 Spelling Bee at Assumption Home!

In August of 1978, Clarence and Violet went on a trip-of-a-lifetime to Sweden with his brother and sister-in-law to visit relatives and the area where Clarence’s family originated. Upon their return Clarence passed away on August 21, 1978. On November 20, 1982, Violet married Jerome Ostendorf in Long Prairie. They spent a few years living on on his dairy farm and their final years together at Violet’s lake home. Jerome passed away in 2007.

Violet enjoyed teaching, flower gardening, lake shore gatherings, including

frogging with the neighbor ladies and daughter Carol, old time dancing, reading, office work for her son Les at Levin Electric, crafts - especially quilting. Many family members and friends enjoy the loving warmth of her special design quilts. She enjoyed her coffee time with friends and especially cherished her twice daily coffee/ cookie time with long time friends, John & Marlene Nelson joined by Dr. Phil in the afternoon. We always knew where we could find her! In later years she enjoyed a variety of activities with friends at Valley View in Long Prairie and Assumption Home in Cold Spring. She enjoyed many trips to western South Dakota to visit family members, trips with her children, and a tour to Ireland.

Violet was an active member of Zion United Church of Christ/Peace United Church in Long Prairie serving in many capacities until her health determined it was time for her to leave her lake home.

Violet was a dedicated loving mother, wife, grandmother & great-grandmother.

She will be remembered for her kind and caring personality, willing to help anyone.

Violet is survived by her loving family: children and spouses Viola (Roland) Kuehne of Watertown, Carol (Tom) John of Cold Spring; Les Levin of Long Prairie, Leroy Levin (special friend Susan) of Richardson TX; son-in-law David Roeker of Hudson WI. Grandchildren Sheila Johnson, Darlene (Joe Wharton) Sky, Denita Sassor (special friend Blake), Jason (Anne) Levin, Aaron (Jill) Levin, Brian (Connie) Levin, Brooklyn Levin, Robert Levin, Ashley (Ronny) Neira, Jake (Beth) John, Brian Roeker, Laura Roeker, Jamie (Otis Ostendorf) Meyer, Josh Meyer; great-grandchildren Brody Johnson, Kalley Levin, Wyatt Levin, Natalie Levin, Brayden Levin, Hudson Levin, Zander Levin, Connor Neira, Owen John, Collin Johnson, Christopher Neira Brynlee Ostendorf, Brea Ostendorf, and Kaylee Levin; brother Richard Bills of Black Canyon City AZ; nieces, nephews, other relatives and friends.

Leonard J. “Lennie” Binek

Memorial Mass will be held at 11:00 a.m. on Saturday, April 8, 2017 at St. Columbkille Catholic Church in St. Wendel for Leonard J. “Lennie” Binek, age 83 of Avon who passed away on Monday, April 3, 2017 at the St. Cloud Hospital.

Family and friends may call from 4:00 p.m. until 7:00 p.m. on Friday at the Daniel Funeral Home in St. Joseph and one hour prior to services on Saturday at the church.

Parish Prayers will be held at 7:00 p.m. on Friday at the funeral home.

Lennie was born on November 7, 1933 in Avon to Joseph and Frances (Pierskalla) Binek. He served honorably in the United States Army. Lennie married Alice Kraemer on November 20, 1956 at St. Wendelin’s Catholic Church in Luxemburg. He was a farmer all of his life. He also worked for St. Joseph Mutual as an Insurance Adjuster and was Vice President of the Board of Directors

for 43 years. Lennie was a member of St. Columbkille Catholic Church.

He enjoyed hunting, golfing, playing cards, played baseball and umpired softball for many years. Lennie especially loved all the time spent with his family.

He is survived by his wife of 60 years; children, Dale of Avon, Karen (Wayne) Parker of St. Cloud, Mitchell (Donna Jackels) of Sartell, Dean (fiancée Sue Erickson) Binek of Winsted, Becky (Scott) Poepping of Rice; eight grandchildren; four great grandchildren; many nieces and nephews.

Lennie was preceded in death by his parents; sister, Angie Korman and brother, Ted Binek.

Not only is His name to be on our lips but penetrate every area of our lives. Not only should it come out of our mouths, but it should be obvious in everything we do. The psalmist said, “But they would flatter Him with their mouths, lying to Him with their tongues, their hearts were not loyal to His covenant.”

Perhaps we can understand what the psalmist was talking about when we think of those who sing, “I Love to Tell the Story” but never witness to anyone.

Or, someone who sings, “Have Thine Own Way Lord” with everyone but me.

Or, “Take My Life and Let It Be” - yes, let it be right where it is - please don’t bother me. I’m too busy.

Unfortunately, the church has far too many members who say one thing with their mouths and another thing with their lives.

We need to “transplant” our hearts with His heart.

House passage of $1.3 billion in tax relief a highlight of session so far The signature piece of legislation passed so far in the Minnesota House this session is the tax bill, a $1.35 billion collection of incentives and roll-backs that affect nearly every resident in the state.

Ranging from exclusions pertaining to the commercial property tax to conformity with the federal government’s estate tax provisions, this bill rolls back the amount of taxes paid by Minnesotans. It also contains the provision to have the state pay a credit to the owners of agricultural land levied for school capital referendums.

Tucked toward the back of the massive bill, on pages 161 and 170, are items related to the city of Melrose and the devastating fire on its main street last year. There is a provision that exempts materials and supplies used in, and equipment incorporated into, the construction or replacement of real property that is located in Melrose affected by the fire on Sept. 8. This sales tax exemption is effective retroactively for sales and purchases made after the fire occurred and remains in effect until the end of 2018.

Another provision will aid the city with street and utility reconstruction.

There is funding to help cover the cost of hazardous material removal, and also for tax abatements for reconstructed buildings. In all, funding provided in the tax bill to help Melrose amounts

to approximately $1.5 million. Similar legislation is being carried in the Senate by Torrey Westrom. However, since there are other differences between the tax bills in each chamber, they will go to a conference committee to iron out differences in the language.

I met this past week with a group of veterinary students in St. Paul. They were all attending the University of Minnesota vet school and seemed like outstanding young adults. It’s not an easy school to get into, as over 700 students apply each year for the approximately 100 spots available. It’s also an expensive school to attend, with resident College of Veterinary Medicine tuition for the current year listed at $33,420, which is the fifth highest among U.S. veterinary schools. For a non-resident it’s even more expensive, with the price tag coming in at over $58,000, the second highest in the country.

And here is the number that shocked me: The median student debt for Minnesota DVM graduates is $179,000.

Our nation is facing a shortage of veterinarians. Not enough students are training to work with dairy cows, beef cattle, swine, poultry, sheep and goats.

Rural areas are not attracting the veterinarians they need, with one of the reasons being the aforementioned huge debt load these students face upon graduation. Many are going into small animal private practice, which has the opportunity for higher salaries.

According to the College of Veterinary Medicine, only 14 percent of graduating seniors are going into the food animal industry, and there is a shortage of food-supply veterinarians. We need more food animal vets to help us maintain our strong agricultural economy which provides Minnesota with over $21 billion in annual receipts. We are No. 1 in the nation for turkey production, No. 3 in swine, No. 6 in cheese and red meat, and No. 8 in milk production.

Swanville City March 7, 2017 Minutes of the Swanville City Council Public Hearing meeting held in the Swanville Center on Tuesday, March 7, 2017. The meeting called to order 6:45 p.m. with the following members present: Sandy Lange, Deb Wood, Tony Maciej, Jim Molitor, and Norm Carlson. Also present: Jason Murray, Mark Hallen, Alvin Giese, Bryan and Mickey Allen, Reporter Sheila McCoy, and Lonny Hutchins.

The purpose of the public hearing meeting is to hear input on the Berkey Avenue North Project TIF District. Jason Murray, representing David Drown & Associates, explained the TIF District plan. This district could run for up to 26 years.

The plan would cover water/sewer and road. After comments and questions were answered, Mayor Lange closed the public hearing.

Minutes of the Swanville City Council meeting held in the Swanville Center on Tuesday, March 7, 2017. Major Lange presented council with Resolution #17-0307 Member Jim Molitor introduced the following resolution and moved its adoption: RESOLUTION # 17-0307 APPROVING THE ESTABLISHMENT OF TAX INCREMENT FINANCING DISTRICT NO. 1-7 WITHIN MUNCIPAL DEVELOPMENT DISTRICT NO. 1, AND ADOPTION OF THE TAX INCREMENT FINANCING PLAN RELATING THERETO WHEREAS: A. It has been proposed that the City of Swanville, Minnesota (the “City”), establish Tax Increment Financing District No. 1-7 within Municipal Development District No. 1 and adopt a tax increment financing plan relating thereto, under the provisions of Minnesota Statutes, Sections 469.174 to 469.1794 (collectively, the “Act”); and B. The City of Swanville has investigated the facts and has caused to be prepared a tax increment financing plan for Tax Increment Financing District No. 1-7; and C. The City has performed all actions required by law to be performed prior to the establishment of Tax Increment Financing District No. 1-7 within Municipal Development District No. 1 and the adoption of the tax increment financing plan relating thereto, including, but

not limited to, notification of Morrison County and Swanville Public Schools, having taxing jurisdiction over the property to be included in Tax Increment Financing District No. 1-7, and the holding of a public hearing upon published notice as required by law.

NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Swanville as follows: 1. Tax Increment Financing District No. 1-7 within Municipal Development District No. 1. The City hereby approves the establishment of Tax Increment Financing District No. 1-7 within Municipal Development District No. 1, the boundaries of which are fixed and determined as described in the Tax Increment Financing Plan.

2. Tax Increment Financing Plan. The Tax Increment Financing Plan is adopted as the tax increment financing plan for Tax Increment Financing District No. 1-7, and the City Council makes the following findings; (a) Tax Increment Financing District No. 1-7 is a housing district as defined in Minnesota Statutes, Section 469.174, Subd. 11; Criteria for this type of district is described in Section 12 of the Tax Increment Financing Plan. The City will assure all development is in compliance with income limits. (b) The proposed development, in the opinion of the City Council, would not occur solely through private investment within the reasonably foreseeable future and that the increased market value of the site that could reasonably be expected to occur without the use of tax increment financing would be less than the increase in the market value estimated to result from the proposed development after subtracting the present value of the projected tax increments for the maximum duration of Tax Increment Financing District No. 1-7 permitted by the Tax Increment Financing Plan.

The project developer has indicated that TIF assistance is necessary to control certain development costs so that rental rates can be maintained at affordable levels.

Without assistance, the developer believes that required rental rates will exceed affordable levels and the project will not be feasible.

A comparative analysis of estimated market values both with and without establishment of the TIF District and the use of tax increments has been performed as described above. Such analysis indicates that: 1. The increase in estimated market value of the proposed developments is $3,500,000; and 2. The present value of expected tax increments collected over the maximum duration of the TIF District is $843,417; and 3. The expected increased estimated market value of the site without the use of tax increment is $12,766.

4. Even if some development other than the proposed development were to occur, the City finds that no alternative would occur that would produce a market value increase greater than $2,656,583 (the amount in number 1 less the amount in number 2) without tax increment assistance.

(c) The Tax Increment Financing Plan for Tax Increment Financing District No. 1-7 conforms to the general plan for development or redevelopment of the City of Swanville as a whole.

The reasons and facts supporting this finding are that the current zoning of the property provides for housing and residential development as a permitted use, and rezoning will not be required. (d) The Tax Increment Financing Plan will afford maximum opportunity, consistent with the sound needs of the City of Swanville as a whole, for the development or redevelopment of Tax Increment Financing District No. 1-7 by private enterprise.

The reasons and facts supporting this finding are that the development activities are necessary so that development and redevelopment by private enterprise can occur within the Development District.

3. Public Purpose. The adoption of the Tax Increment Financing Plan conforms in all respects to the requirements of the Act and will help fulfill a need to within the corporate limits of the City to improve the tax base and to provide affordable housing, and thereby serves a public purpose.

4. Authorization of Interfund Loan. The City hereby authorizes internal funding in a principal amount equal to all Project costs listed in the TIF Budget. Funds will be provided from the General Fund, repaid over the term of the TIF District, and include interest at a fixed rate of 4.0%*(2016). (This interest rate is the greater of the rates specified under Minnesota Statutes 270C.40 and 549.09.)

5. Certification. The Auditor of Morrison County is requested to certify the original net tax capacity of Tax Increment Financing District No. 1-7 as described in the Tax Increment Financing Plan, and to certify in each year thereafter the amount by which the original net tax capacity has increased or decreased in accordance with the Act; and the City Clerk-Treasurer is authorized and directed to forthwith transmit this request to the County Auditor in such form and content as the Auditor may specify, together with a list of all properties within Tax Increment District No. 1-7 for which building permits have been issued during the 18 months immediately preceding the adoption of this Resolution.

6. Filing. The City Clerk-Treasurer is further authorized and directed to file a copy of the Tax Increment Financing Plan with the Commissioner of Revenue and the Office of the State Auditor.

The motion for the adoption of the foregoing resolution was duly seconded by member Tony Maciej and upon vote being taken thereon, the following voted in favor thereof: Mayor Lange, Deb Wood, Norm Carlson, Jim Molitor, and Tony Maciej and the following voted against the same: none Whereupon said resolution was declared duly passed and adopted.

Mark Hallen, city engineer with WS&N, was present to go over the three road plans for the Berkey Avenue North project. After discussion, Jim Molitor made a motion to go with plan #3, which is a 32’ wide road with curb and gutter, 625’ long.

Norm Carlson seconded the motion.

All members voted in favor, motion carried. Hallen stated after the April

council meeting, bids will be advertised for and bids will be opened at the May council meeting for the Berkey Avenue North water, sewer and road work.

Mayor Lange had a letter from the city attorney stating the purchase agreement will be delayed form February 7, 2017 to April 1, 2017. Council did not have a problem with the new date. The final plat is being worked on for the Berkey Avenue North project. When completed it will be taken to the Morrison County Recorders Office.

Bryan Allen, with Red’s Irish Pub, was present to ask permission to sell beer for the Swanville Swan’s home baseball games, the same as last year. Council did not have a problem with the sell.

Mayor Lange introduced resolution #17-0307b which is a $20,000.00 donation from the Swanville Lions Club. Jim Molitor made a motion to accept resolution #17-0307b from the Swanville Lions Club. Norm Carlson seconded the motion. All members voted in favor, motion carried. Council thanks the Swanville Lions Club for the generous donation.

City wide clean up day was

discussed. After discussion, it was decided to have city wide clean-up day on May 6th from 9:00-11:00am.

It was also suggested to have city wide garage sales that day too.

Mayor Lange read a street sweeping proposal from Astech.

After discussion, Jim Molitor made a motion to have Astech sweep the city streets. Tony Maciej seconded the motion. All members voted in favor, motion carried. Lonny will set up the date of sweeping.

An estimate for a new bagger for the city mower was looked at and discussed. Tabled The city park building addition was discussed. Jim Molitor will meet with electrical contractor and discuss the electrical bill.

Council member Norm Carlson, who serves on the Swanville Center board, reported at their last regular monthly meeting it was decided to add a railing onto the south side of the walkway. The board was wondering if the city would pay for this railing, which is estimated to cost about $800.00. Council decided to table until the cost is more definite.

Council members were reminded that the Board of Equaliza-

tion with be meeting an April 17th at 1:00 p.m. here in the Swanville Center. Council members Norm Carlson, Deb Wood and Jim Molitor stated they will be present.

Harvey Johnson would like a land use permit to add onto the south side of his garage a 12’x24’ addition. This was approved by the P & Z committee. Tony Maciej made a motion to give a land use permit to Harvey Johnson. Deb wood seconded the motion. All members voted in favor, motion carried.

The following claims were presented for payment. Members of the council were furnished with a listing. Jim Molitor made a motion to approve the claims. Norm Carlson seconded the motion. All members voted in favor, motion carried.

The next regular monthly meeting will be held Tuesday, April 4, 2017 at 7:00 p.m.

Fake Friends on Facebook? - By John Young I think a current Facebook friend just sent me a friend request on Facebook. How do I know if a friend request on Facebook from a person I know is legitimate?

A recent trend on Facebook is for scammers to fake (spoof) a person’s personal Facebook page and attempt to friend all of the friends of the faked page. The good scammers will steal a profile photo (the head shot) and then also steal the cover photo (the larger top photo on the Facebook page).

What you will see is a friend request pop up in your ‘Friends Request’ area and you will see a name and profile picture of someone that you know and most likely already have on your friend list.

While there have been some times where a person had to redo their profile on Facebook, it is VERY uncommon these days.

The first thing you should do is click to go check out this profile. If there isn’t a cover image (large top photo), and the only post you see is their profile picture, it is time to be cautious.

Next, go to your existing friends list (on your personal profile page, click Friends link, then search for the person with the search box) and see if you find their REAL profile. If you find their old profile, you KNOW the second friend request is fake. If you don’t see their profile in your friends list, then you need to do one more search.

Look for the top white box which will show you your name when on your personal profile page. Click there and search for the person again. See if there are two profiles and if one is real, and the second

is fake. Typically though, you won’t get the scammers hitting you if you aren’t a friend of the spoofed account.

What to do? Do NOT friend this account! If you do, unfriend it as soon as you can! Then, on that fake profile page, click the little white box with three dots (on right side of their cover image area) and go to report this profile. You can report it as someone faking someone you know, and it will ask you to submit to Facebook for review. There is one more step where you can connect to the real profile so Facebook can compare both and dump/ delete/ban the fake account.

If you do accept a spoofed friend profile, you might notice them sending you a ‘Hi, How Are You’ message. They are trying to connect with you and eventually ask you to give information out to steal your identity. Some also try to recommend things for you to check out which might lead to you needing to log into that page so you will have your information stolen via those additionally faked external sites.

The best advice, take a few moments to double check any friend request before accepting!

Dave Says -By Dave Ramsey Dear Dave, My wife and I are both 25 years old, and we’re working on Baby Steps 4, 5 and 6. I have a 401(k) through my employer, and she has a pension.

Currently, we’re falling short of the 15 percent of income you advise putting toward retirement. Should we get IRAs, or start stocking money away in her pension?

-John Dear John, I wouldn’t put money into a pension.

For one thing, when you die after putting money into a pension, in most cases it dies with you. Number two, when you put money into a pension, you’re going to get about a six percent rate of return in the current environment — maybe even as low as five percent. You’re not making much on it while you’re alive, so I don’t advise putting money in pensions. We let employers put money in pensions, if they want to. That’s a nice benefit, but I wouldn’t add to it.

I would do a couple of Roth IRAs, and max those out. Then, max out whatever you’ve got at work that you own. Of course, when you’re vested in a pension, you own it. That much is For All Your Cabinet Needs...

true. But still, I don’t advise adding to pensions, buying years up, or any of those kinds of things.

There are a few examples out there where that kind of thing works mathematically to your benefit, but they’re very hard to find. Out of all the years I’ve been in this business, I can count on two hands the number of times I’ve seen it work out.

So no, I wouldn’t do more with a pension where you add to it yourself, especially at such a young age.

-Dave Dear Dave, I’m new to you and your plan. Why do you want people to pay off the debt with the smallest balance first, instead of the one with the highest interest rate?

-Courtney Dear Courtney, Simply put, because personal finance isn’t all about math. Personal finance is only about 20 percent math. The other 80 percent is behavior.

We list debts in the debt snowball in order of the smallest to the largest balance, putting as much as possible toward the smallest while paying the minimum payments on the others. The reason, as I mentioned earlier, is behavior modification. It helps you see yourself making a dent in your debts.

It’s easier to change bad habits when you see quick results from your efforts to eliminate negative behaviors. Paying off the smallest debts first, instead of the debts with the highest interest rates, will give you quick wins that will help keep you motivated. It provides proof that you can succeed and become debt-free!

By Pat Scherf, Catholic Charities Central MN FGP Area Supervisor The Foster Grandparent Program, Senior Companion Program, and Retired Senior Volunteer Program (RSVP) are federally funded volunteer programs for lower income seniors. All 3 comprise Senior Corps.

Senior Corps and other National Service Volunteer Programs like AmeriCorps’ Math Corps, Reading Corps, and VISTA, fall under the direction of the Corporation for National and Community Service (CNCS). A proposal to eliminate the CNCS and all of its programs is included in the new administration’s federal budget proposal. Do not misunderstand. They are not just proposing a cut in the CNCS budget, rather total elimination. All programs would disappear.

These CNCS programs undeniably offer an immediate ROI- return on investment. Our tax dollars work for us through these programs and our investment comes straight back to us- to our children, loved ones, classrooms, and communities. Yes, immediately! For example, through the Foster Grandparent Program, your federal tax dollars give lower income older adults a little money in their pockets ($2.65 per hour) to serve 15 hours (up to 40 hours) per week at their sites/schools under the guidance of teachers and site staff. In your area, they assist students, pre-K through 6th grade, who struggle with learning and/or need additional social and emotional support and encouragement. $2.65 is a very small, yet necessary reimbursement in exchange for the reliable, experienced support for academic, social, and emotional tutoring and mentoring that comes from caring and devoted adults. In turn, that same $2.65 gets spent by the Foster Grandparents on their basic needs like rent, food, utilities, and more. The services these older adults provide, as well as the dollars they are reimbursed, are nothing but benefits that come directly back into our communities.

Would you work for 15 to 20 to over 30 hours a week to make $2.65 an hour? Would you, if you were 60? 73? 85? Would you do it because you have time on your hands and a passion for helping children learn? Would you? Foster Grandparents are very special people!

Legislators want to know that tax dollars are working for their constituents. This is where I will use the phrase “bang for your buck”! I hope you can recognize that these programs give us a huge bang for our buck! The CNCS programs work and unquestionably offer opportunities for people to continue being productive citizens within our nation. Without the federal budget reimbursements, many senior volunteers serving in the Senior Corps Programs, and people in the other CNCS programs across the USA,

could not afford the costs associated with volunteering. Their service/work within their communities and their country would have to end.

And each of their “stories” would drastically change for the worse.

The Central MN Foster Grandparent Program covers 16 counties and is sponsored by Catholic Charities of St. Cloud.

It has existed since 1965, and we currently have approximately 180 senior volunteers.

Currently, closer to home: Sauk Centre Schools have 12 Foster Grandparents assisting in classrooms.

6642+ hours were served last school year. 3 other residents of Sauk Centre volunteer in nearby towns.

Melrose Schools are supported by 8 FGP classroom volunteers, plus 1 in Freeport, and 1 in Greenwald. 4590+ hours were served last school year.

Osakis Schools currently use 4 of our FGP volunteers to benefit their students and staff. 3138+ hours were served last school year.

Long Prairie and Browerville have 6 Foster Grandparent citizens serving in preschool through 6th grade. 3492+ hours were served last school year.

I write this letter to educate. Most of you have never heard of the Corporation for National and Community Service or Senior Corps. Many never knew that those school Grandmas and Grandpas are part of a much bigger picture- the Foster Grandparent Program. Many don’t know just how necessary and valuable these volunteers are within school districts and other non-profit agencies. Ask your children/grandchildren if they have a classroom Grandma or Grandpa helping them at school. Discuss this with your teacher friends and school board members. Does your mayor, along with your city council members, understand the CNCS programs and the value of having them in your community? Consider contacting your legislators to ask that they support the CNCS. Consider asking them to vote against elimination. The urgency is real. Senior Corps Mayors and Commissioners “National Service Day of Recognition” is April 4th.

Rep. Kresha statement on passage of $1.35 Classified Ads MOVING SALE: Sat.-Sun., April 15Billion Tax Relief proposal On a bipartisan vote of 80-52 the Minnesota House of Representatives has approved a plan that provides $1.35 billion in tax relief to middle-class Minnesotans.

“When we have a budget surplus, it’s important to give Minnesotans overdue tax relief,” said Rep. Ron Kresha, R-Little Falls. “I’m happy to see the passage of our $1.35 billion bill with bipartisan support. To me, it’s common sense to vote for a bill that goes to help middle class families, small business owners, senior citizens, and more.”

Highlights of the bill include: • $269 million in relief for Minnesota’s senior citizens by increasing the income limit at which social security income is taxable. Under current law, seniors making less than $32,000 for a married couple or $25,000 for an individual must pay taxes on social security income.

With House Republicans’ proposal, that threshold would increase to $61,000 for a married couple and $46,500 for a single filer in tax year and $72,000 for a married couple and $56,000 for a single filer in 2019. As a result, by 2019 nearly 284,000 senior citizen tax returns (single and married filing jointly) would be eligible to

receive a tax exemption on their social security benefits with an average tax reduction of $710.

• More than $125 million to address college affordability through a first-in-the-nation tax credit for student loan payments, along with subtractions and credits for families saving for college using 529 Savings Plans. Through the student debt tax credit, 77,500 students will receive on average a $640 reduction in their taxes.

• $42 million in relief for farmers by reducing the burden farmers and agriculture land owners pay for school bond referendums. Approximately 240,000 farmers could receive property tax relief to reduce their disproportionate share of school district debt service. Farms will also benefit from a measure conforming the state death tax to the federal exclusion.

• $35 million for families with young children by modifying the child & dependent care credit. A family of four earning $50,000 a year will receive an additional $1,200 toward their childcare expenses.

• $203 million in relief for hometown businesses by exempting the first $200,000 in property value from the extra tax on businesses and freezing its automatic inflator. This helps every business owner reinvest in their business, protecting 30,000 Minnesota jobs.

• $100 million in direct property tax relief for homeowners and renters.

• Full funding for Local Government Aid/ County Program Aid at current levels.

The Minnesota Senate is expected to pass a tax relief proposal of their own in coming weeks. Once both bills are passed, a conference committee is expected to reconcile differences before a final tax relief bill is re-passed by the House and Senate and sent to Governor Dayton.

“It’s a good, strong bill and I’m looking forward to working with the governor and my Senate counterparts on a compromise,” House Tax Chair Greg Davids, R-Preston.

March 31, 2017: At 16:54 TCSO responded to a theft complaint on County Road 12 in Burnhamville Township. Sometime on the evening of 3/30/2017 someone took items from a vehicle parked at the residence. The theft is under investigation.

Anyone with information on the theft or that may have seen anything unusual is asked to contact the Sheriffs Office.
