Make the call to improve phone skills -By Harvey Mackay The world is getting smaller every day. Thanks to advances in technology, we can be connected to points around the globe in seconds through our computer or telephone.

We can even be on the other side of the world almost in person in a matter of seconds.

Businesses can easily reach people and places that were inaccessible just a few years ago.

This is why I say the phone is one of the most awesome tools available.

We’ve all had years and years of experience using a phone, so why are so many people bad at using it?

Here are some of the techniques that I use.

First, when your call is answered, always ask if this is a good time to talk.

This simple step can add years to your life – and your career.

Get the assistant’s name if he or she answers the phone. I can get a lot of work done just working through assistants.

And use their names. They are very important in getting your message across.

Obviously you want to answer the phone on the second or third ring.

Speak slowly and project so people can understand. When I switch to a speaker phone, I want to make sure the connection is still acceptable. Try not to interrupt. Don’t get distracted when you are on the phone. Focus on the caller.

Listen to what they have to say. Turn your cell phone ringer off on important calls when talking on your office line.

Be sensitive to the tone of your voice.

Don’t eat or chew gum or shuffle papers.

When someone calls you on the telephone you should always greet them pleasantly and tell them how happy you are to hear from them. That has to be evident in your voice. I ask our employees at MackayMitchell Envelope Company to answer the telephone with a smile because you can hear it in a voice.

You want every customer to feel like they are your most important customer and

virtually the only customer you have.

Try to start every phone conversation with good news, even when you have bad news to report. And also have a good close. Have an agenda of what you want to accomplish. Every crucial phone call should have clarity of focus and clarity of purpose. Think through what you want to say and discuss before you even make a call. That’s how you build a network.

Start early in your career to keep track of the 100-300 most important people in your network. Find out their birthdays and call them every year on their special day. If you work in sales, make sure to call your customers on their birthdays. You won’t believe how much business you will write up.

I was one of the first people to get a car phone, and now it is hands-free.

Driving is every salesperson’s biggest time-waster. I’ll do anything to make the time more productive, so I stopped making cold calls. I call ahead to make sure the buyer was in.

“The Good Old Days” -By Tom Kuehne Conservative or Cheep?

Our up-bringing in our younger years is what formed the feelings and beliefs which are a part of us today.

First, we were exposed to rules and expectations that applied not only to our home, but also to the teachers, the school and the community as a whole. We were taught respect, whether it be for those in our community, our elders or to our nation. These traits are in most cases, “what we are.”

Being conservative, or as some others may say cheep, is just a result of us growing up during a time when things were not so available as they are today. Most of us lived a majority of our life without any of the technological methods or devices which control our lives today. Is it confusing? Does it leave us wondering how we can fit in?

They don’t even talk the same language as we do. We sometimes have to ask our 6 year old grandchild how to get that darn cell phone to work.

We usually don’t make decisions, walk or drive as fast or quickly as the younger people today. Some decisions involve money and that requires serious thought. Our back and hips hurt, so we walk a little slower. We know that our destination will probably still be there when we get there, so we start the car trip a little earlier, drive the speed limit, and still get there on time. I think that is being conservative.

We probably find ourselves buying gas at a location that is 2 cents less than another station. We frequently buy the least expensive bread, canned vegetables or the rest of the non name brand products from the grocery store. They may not be quite as good as the name brand, but with a little imagination, they are totally acceptable to the taste and we got them for less money.

Our clothing may not be as fashionably acceptable as those of the younger folks, but the clothes we have are not worn out, are comfortable and look like the clothes others of our age are wearing. We feel the new fashions are expensive and frequently will be seen at a garage sale or a second hand store shopping for items we really don’t need, but we didn’t spend a lot of money for them either. This way we can stay with the same old style and save lots of money doing it. After all, there is still a small space in the corner of the dresser drawer that has room for a couple more items that we will never wear. Is this conservative? Or just dumb?

At one time we would look forward to Saturday night, so we could go to the dance and maybe have a bit of liquid refreshment. Now our night out has changed to a Sunday noon buffet. It

is much less expensive, doesn’t create a hangover and we can visit with our friends who are also there. It hurts more to dance today than it did in earlier years.

These are a couple of good excuses to be frugal.

We try to hold back our expenses as much as possible, since we haven’t yet been told how long our savings will have to last. So some might say “cheep.”

Our training from home in our younger years makes us “conservative.” I must say we are a little of both and that is just the way it is!

And this is especially crucial: If my assistant or gatekeeper answers the call, I make sure they say, “Mr. Mackay is expecting your call.” This makes the caller feel special.

Can’t get a call back? Leave a message no one can ignore. I picked up this tip from my Florida realtor. Start with your name, day, date and time, and then a pledge: “Leave your name and number, and I guarantee I will call you back within 24 hours. If I fail to do so, I will make a $100 contribution to your favorite charity – as long as the charity is not you.”

cently moved (maybe?). I can access Facebook on my mobile device (yes), and I use my iPhone 8 Plus (yes, the exact model) over a 4G network (yes again). I am an engaged shopper, that will watch videos, and click links (yes again). That last part is very big for Facebook advertisers and the whole objectives of their ads part.

And then, there is the official word on what is my political leaning. In the event that I am confused, Facebook is here to tell me that I am leaning a certain way and to expect to see ads based on my political point of view. Yay.. umm.. wait...

There were about 40 categories on my personal profile. Most were somewhat accurate; some were not. I can see where some were added when I clicked like on a friend’s post where he was moving a few months back. There are also a few I have no idea where they came up with that information, but it isn’t that far off from accurate.

You can choose to delete any category by clicking on the right side of that specific category box to remove that category. I did that with a few and now I hope to not see as many of those cute kitten photos!

Now, puppy photos.. those are keepers!

Obituaries Gregor Henry Wessel

Gregor Henry Wessel, 94 year old resident of Swanville, MN died Tuesday, March 27 at the St. Cloud VA Medical Center. A Mass of Christian Burial was held We d n e s d a y.

April 4 at St. Johns the Baptist Catholic Church in Swanville with Father Ron Dockendorf officiating. The burial was in the parish cemetery.

Gregor Henry Wessel was born August 15, 1923 in Melrose, MN to the late August and Mary (Austing) Wessel. He attended country school as a young boy. He served his Country in Japan during WWII in the United States Military. After his honorable discharge he returned to the Swanville area

Lori L. Rahn, age 54 of Burtrum, died peacefully in her sleep Saturday, March 31, 2018 at her home in Burtrum, Minnesota.

Visitation will be held from 4 to 8 p.m. Friday, April 6 at the PattonSchad Funeral Home in Grey Eagle. No services

will be held.

Lori Lynn Slimmer was born February 29, 1964 in Shakopee, Minnesota to Harry and Virginia (Richardson) Slimmer. She graduated from Swanville High School in 1982 and continued her education at Brainerd Vo-Tech. She was united in marriage to Loren Rahn on November 12, 1983 in Burtrum. Lori worked various jobs while raising three sons. She was a hard worker and an animal lover. She raised pigs, horses and had pet goats, raccoons, and

where he worked as a mechanic and also operated a dairy farm. He enjoyed restoring and collecting international tractors. Gregor treasured his time fishing, hunting and playing cards. He was a member of the Swanville American Legion and the Knights of Columbus. Gregor was a religious man and attending Mass was a very important part of his life.

Survivors include her husband, Loren Rahn of Burtrum; sons, Loren “Joe” (Elizabeth) Rahn of White Bear Lake, Josh “Sweet Pea” Rahn of Blomington, and Jake “Animal” (Beth) Rahn of Pillsbury; three grandchildren, William, Bennett, and Luke Rahn; sisters and brother, Brenda (Wayne) Korman of Rice, Danny (Diane) Slimmer of Rice, and Kimberly “Skank” (Dale “Daisy”) Spiczka of Burtrum; many nieces, nephews, relatives and friends; and her Pitbull, Lady.

Bernard H. Meyer, age 85 of Sauk Centre, died peacefully, surrounded by his family on Sunday, April 1, 2018 at the CentraCare Health Hospital in Sauk Centre, Minnesota.

A Mass of Christian Burial will be held at 11 a.m.

Thursday, April 5 at Saint Paul’s Catholic Church in Sauk Centre with Rev. Greg Paffel officiating. Interment will be at Saint Paul’s Cemetery in Sauk Centre with military honors by the Sauk Centre United Veterans Honor Guard.

Visitation will be from 9:30 to 10:30 a.m. Thursday at the Patton-Schad Funeral Home in Sauk Centre.

Bernard Henry Meyer was born September 29, 1932 in Greenwald, Minnesota to George and Hildegard (Meyer) Meyer. He served in the U.S. Army and was honorably discharged in 1957. On August 21, 1958 he married Jane Bertram at St. Andrew’s Catholic Church in Greenwald.

Bernard worked as a plumber for five years and then farmed for 36 years in Sauk Centre Township. He retired in 1997 and moved into town where he worked at NAPA.

Bauer, age 85 who passed away Tuesday at CentraCare Health Systems-Long Prairie. Fr. Omar Guanchez will officiate and burial will be at the Minnesota State Veterans Cemetery, Camp Ripley, Minnesota. Arlene Charlotte Kitzman was born April 24, 1932 on a small farm northeast of Clarissa to Charles and Edith (Anderson) Kitzman. She was the youngest of four children. They later moved to Browerville before moving to Long Prairie in the fall of 1942. She graduated from Long Prairie High School in 1950. Arlene married Robert “Bob” Bauer on January 13, 1951 in St. Paul, Minnesota. They lived in Long Prairie where they raised their ten children. She managed the Long Prairie Liquor Store for

Arlene was a member of St. Mary of Mt. Carmel Catholic Church, VFW Auxiliary and the American Legion Auxiliary. She was a life-long bowler, where she bowled in many leagues and won many awards. She started her passion for bowling by working as a pin setter at the bowling alley. Arlene was an excellent seamstress and sewed most of the clothes for the family while they were growing up. She loved to do puzzles, play bingo, and participate in the exercise program.

Jackalyn A. “Pookie” Wilwerding Jackalyn A. “Pookie” Wilwerding, age 27 of Freeport, passed away peacefully surrounded by her family on Monday, April 2, 2018 at Hennepin County Medical Center in Minneapolis, Minnesota.

A Mass of Christian Burial will be held at 11 a.m.

Saturday, April 7 at the Sacred Heart Catholic Church in Freeport with Rev. Dan Walz officiating.

Entombment will be in the parish cemetery.

Visitation will be held from 3 to 7 p.m.

Jackalyn Ann Wilwerding was born June 24, 1990 in Melrose, Minnesota to Joseph and Kori (Kerfeld) Wilwerding. She graduated from Melrose High School in 2008 and continued her education at Rassmussen College in St. Cloud. She graduated college as a LPN (as she would call it, Low Paid Nurse) and began working at the St. Cloud Hospital for several years. She became severely ill and for the next several years, she made many trips to the Mayo Clinic in Rochester for treatments.

The Mass of Christian Burial, celebrating the life of Judy Voss, age 71 of Edina, formerly of St. Francis, will be 11:00 AM, Friday, April 6 at the St. Francis Catholic Church in rural Freeport. Burial will be in the parish cemetery. Judy died Sunday at the Parkinson’s Care Center in Edina. Friends may call after 10:00 Friday at the church. Judy was born December 21, 1946, in Little Falls to Clarence and Agnes (Lange) Voss. She grew up on the family farm and eventually found her way to Edina. She enjoyed playing cards and loved listening to country music. She was a member of St. Patrick’s Catholic Church in Edina and the St. Francis Catholic Church in Freeport.

Bernice taught her family how to love and modeled what it means to have a strong faith in our God. Bernice demonstrated perseverance and resilience. She will be remembered as an outstanding Prayer Warrior for her family and for her church.

April 4, 2018: At approximately 4:25 a.m., the Stearns County Sheriff’s Office received a 911 call of a structure fire located at 28420 Sauk Valley Road in St. Martin Township. A small barn was partially engulfed in flames. The St. Martin Fire Department was dispatched to the address.

As the homeowner was getting ready for work, he heard cattle being noisy. He looked outside and saw a red glow in the barn. The homeowner at-

tempted to extinguish the fire with a fire extinguisher. The small barn housed several goats, chickens, and miscellaneous tools and lawn equipment. The homeowners believe a homemade goat hut caught fire. Both homemade goat huts contained heat lamps. The homeowners believe all of the goats and chickens were saved. The barn is believed to be a total loss. There were no injuries reported.

To discipline means “to teach.” Discipline is not punishment as we understand it - though it may involve suffering and loss, disappointment and feelings of rejection. When God disciplines us, it is His method to bring us back to live within His commandments and laws and the teachings of Jesus. It is about “getting our attention” when we are overcome by temptation and fall into sin. It’s about being confronted by God when He corrects us for allowing the “things or the people or the attractions of this world” to take His place. It is about worshiping those things rather than the Creator of those “things.”

One of the blessings of discipline is that it has long term benefits for the Christian. If in His mercy He brings loss or suffering to teach us a lesson today, and if we are willing to learn from the loss or suffering when it happens, we will be spared from greater losses or more suffering in the future - and bring more honor to Him.

Notes from the Capitol By State Rep. Paul Anderson

A closer look how tax decisions impact people, businesses

Some may wonder about the impact of decisions made in St. Paul by the Legislature. Do they really make any difference and do they affect me personally?

I couldn’t help but think of that when we heard a report last week in the Property Tax Division about tax collections in Minnesota. Two items jumped out at me.

One had to do with the $100,000 exclusion in the statewide business property tax for commercial properties all across the state.

The other dealt with the 40-percent state credit granted to residents who are paying school capital referendum levies as part of their property tax statement.

The percentage DECREASE in net tax collected from the lower tier of commercial/industrial property was a large 17.9. Over $52.5 million less will be collected in 2018 than was collected the year before. That’s a very significant reduction in taxes! One local businessperson offered a quick “thanks” after finding out his statewide business tax was going down this year. And for those whose commercial building value is less than $100,000, the entire state tax has been eliminated.

For the higher valued commercial property, where the $100,000 exclusion was still provided but represented a smaller percentage of the property’s value, the figures show a 4.2 percent increase in net tax.

As for the effect of the 40 percent tax credit on school levies, the net reduction in statewide taxes to be paid in 2018 on agriculture homestead land was 8.4 percent. That works out to a nearly $26.5 million reduction in taxes that farmland owners will be paying. For non-homestead ag land, the reduction is 3.4 percent or just over $12 million in net taxes to be paid this year.

When folks wonder where last year’s surplus went, this is part of the answer.

Fewer taxes collected means less revenue taken in. So, whether it’s a credit paid by the state or an actual decrease in the amount of taxes paid, those amounts must be accounted for by using surplus funds to make up the difference.

As this is written, the sun is shining.

However, the forecast is not calling for a balmy weekend. Don’t think there’ll be much early yard or field work done any time soon. And those who like to plant potatoes on Good Friday probably had to dig through frost to get the job done!

Caught Between a Rock and a Hard Place -By Sheila Ripplinger We have all heard the phase, ‘caught between a rock and a hard place.’ It reminds me of a simple story book that was truly a favorite in our home when my kids were young. The story was about an innocent little lamb who had taken a wrong path and became stuck between the rocks. The rest of the flock had made the journey back to the barn and were settled in safely for the night. The little lamb struggled, attempting to get unstuck, while bleating out for help. As he struggled and bleated he realized that he was drawing attention to his enemiesthe wolves! He heard their howling getting closer and closer. As much as he wanted to continue calling out for help, his instincts knew that it would increase his risk for danger. He was losing hope.

All of a sudden, when hope looked like it had run out for this little lamb, he heard the Good Shepherd calling him by name! The Shepherd took his rod and staff and used it to free the little lamb and also used it to chase away the enemy. He then took the lamb, lovingly raised him up, and carried him across his shoulders all the way back home to safety. Luke 15:5 I find this story so inspiring because I have found myself in similar situations in life where I have felt so stuck that there was not a reasonable answer of which way to turn. Life decisions, dangerous places, betrayal by people I trusted, and the list goes on. My Shepherd, ‘Jesus’ ~ heard my plea and rescued me! He not only saves us from our situations we find ourselves caught in, He also forgives us, chases off our enemies, and binds up our wounds whether physically seen or unseen.

Each of us will make that personal decision at some point in our lives to ei-

ther cry out to our Savior and be set free, or choose to live in fear and stay caught between a rock and a hard place.

The Bible tells us that Jesus is the Good Shepherd. He lays down His life for His sheep. ~John 10:15. He himself was the perfect Lamb of God, the perfect sacrifice for our sins. The horrific scene of the crucifixion of Jesus displays how despicable our transgressions are in God’s sight. It was the best way to show us the seriousness of our sins that lead to death. He was pierced for our transgressions that keep us separated from a Holy and Righteous God. Just as the Shepherd lovingly raised up that little lamb of His shoulders, the Father raised up His Son Jesus out of the grave on that Glorious Resurrection Day! It gives us great Hope for how He will raise us up and lead us to our safe place that He is preparing for us in Heaven!

If you find yourself stuck in this life, and the howling of darkness is drawing near, call on the Shepherd to rescue you.

If you call to him out of a sincere heart, He will call you by name as He finds you in whatever situation you may be caught in. Only those who have chosen to be rescued by the Good Shepherd will find their names recorded in the Lamb’s Book of Life. Revelation 21:27 We are living in the wonderful days of God’s Amazing Grace and patience.

Allow Him get you unstuck before His timing for these days is over. Soon His days of Grace will end. Revelation 22:20-21 are the lasts two verses in the recorded Holy Scriptures~ “Yes, I am coming soon.” Amen. Come Lord Jesus. The grace of the Lord Jesus be with God’s people. Amen.

Dave Says -By Dave Ramsey Dear Dave, How do you sell a vehicle with a lien amount that’s higher than the actual value of the car?

-Michael Dear Michael, First, you need to find a way to cover the difference between the amount of the lien and what you can get for the car. Let’s say the car is worth $12,000, and you owe $15,000. That would leave you $3,000 short.

The bank holds the title, so unless you give them the payoff amount of $15,000 you’re not getting the title. The easiest and simplest way would be if someone buys the car for $12,000, and you had $3,000 on hand to make up the difference. If you don’t have the money to make up the difference, you could go to a local bank or credit union and borrow the remaining $3,000.

I really hate debt, but being $3,000 in the hole is a lot better than being $15,000 in the hole. Then, you could turn around and quickly pay back the $3,000 you borrowed.

You’d give the total amount owed to the bank, they would give you the title, and you would sign it over to the new owner.

-Leslie Dear Leslie, I’m glad you’re paying attention to the finances around your house. Of course, there are some things you must have. We call these “necessities.” Most things are not necessities, though. If your air conditioning breaks down, or you have car repairs, those are things you must spend money on to fix.

Things like new furniture, vacations, and eating at restaurants are not necessities.

They’re things you might want, but they’re not necessary — especially when you’re trying to pay off debt.

I always recommend people take a hard look at their priorities, and remember there’s a difference between wanting something and needing something to survive. It can be hard, and it may mean everyone has to go without a few things they want for a while. But if your parents are serious about getting out of debt, they’ll do it. And it really won’t take all that long.

Grey Eagle City February 13, 2018 The regular meeting of the Grey Eagle City Council was called to order by Mayor Joe Arnzen at 7:00 p.m., on the 13th day of February 2018 in council chambers. Council members present were Roland Ahrendt, Thom Muellner and Brian Hollenkamp. Council member Bill Pohlmann was absent. Also in attendance were Chico Hellmann, Lori Hellmann and guests Dave Middendorf, Steve Klaphake, Carolyn Klaphake, Bill Berscheit, Dan Berscheid , Jim Tschida and Jeff Koehn.

A motion was made by Thom Muellner to approve the amended agenda. A second was made by Roland Ahrendt and upon vote, with all members voting in favor, motion carried.

Dave Middendorf was in attendance seeking approval of his building permit application for a 30’ x 36’ garage. The shingles and siding will match with what will be on the house. All setback requirements must be met and are as follows: 25 feet from the edge of the tar in to the property on Ward Street and 5 feet from adjoining property lines. A motion was made by Thom Muellner to approve the building permit application for Dave Middendorf as stipulated. A second was made by Brian Hollenkamp and upon vote, with all members voting in favor, motion carried.

Steve and Carolyn Klaphake discussed sidewalks that do not get shoveled when it snows. The council will review the city ordinance.

The following Fire Department items were discussed: 1. Bayer Truck Equipment installed the new box on the Rescue Rig and submitted a bill for $41,908.14. The original quote was for $36,985 but did not include any lights. $15,210 was received from the city insurance for the damages to the old box. Bayer reduced the bill to include $3,000 trade-in on the old box and $250 trade-in on the lights. There was no rear bumper installed and there were a couple of items on the bill that need further clarification. It was recommended that some portion of the bill remain unpaid until the work is completed to the Fire Departments satisfaction.

2. The Fire Department presented their recommendations for Officers as follows: Fire Chief: Dan Berscheid; Assistant Chief: Larry Brake; Medical Officer: Bill Berscheit; 1st Lieutenant and Training Officer: Paul Theisen;

2nd Lieutenant: Derek Pohlmann; Liason Officer: Brenda McDermond.

A motion was made by Thom Muellner to approve the Fire Department Officers as recommended. A second was made by Brian Hollenkamp and upon roll call vote, the members voted as follows: Thom Muellner - aye, Brian Hollenkamp - aye, Roland Ahrendt - aye, Joe Arnzen - abstained, Bill Pohlmann - aye. Motion carried.

3. On January 25, the Fire Department Compensation Committee met and recommended the following pay rates be considered: increase the rate of pay to $10 per hour per call, meetings or training and $14 per hour for calls for the Officers and leaving the bonus policy as is. The council will take pay recommendation into consideration and will consult with the City Attorney before any decisions will be made.

Council member Bill Pohlmann joined the meeting at 7:31 p.m.

4. Presented the council with a drawing for the proposed sink in the Fire Department meeting room. The cost of the sink and installation would be paid for by the Grey Eagle Fire Department Relief Association funds.

The council discussed a bush encroaching the sidewalk on State Street. Council member Thom Muellner made contact with the owner of the property and was informed that they would trim the tree up in the spring. The bush is encroaching the sidewalk by almost five feet, making it difficult to remove the snow without causing damage to the bush and to the snow blower. The City cleans the snow on the two business blocks of State Street at no charge to the business owners. If the bush is not trimmed to allow snow removal without damage to City equipment, then the City ordinance requires that property owners be allowed 30 days to take care of issues relating to the sidewalks.

A letter will be sent along with a copy of the ordinance requiring the bush be taken care of within the 30 day time period or the City will have it done and assess the cost to the property taxes.

Jim Tschida was in attendance seeking approval of a building permit application for a 14’x14’ addition and 14’x14’ deck on Cedar Street side of his property. He would also like to install an 8’x8’ cement pad along his driveway for additional parking space. Jim stated that he would be able to meet the 25’ setback from the edge of the tar road. A motion was made by Bill Pohlmann to approve the building permit application with stipulated setbacks. A second was made by Brian Hollenkamp and upon vote, with all members voting in favor,

The council moved for a closed session to discuss employee performance.

A motion was made by Roland Ahrendt to accept the resignation of Jeff Koehn effective immediately and to advertise for the vacated position. A second was made by Thom Muellner and upon vote with all members voting in favor, motion carried.

A motion was made by Brian Hollenkamp that the council does not waive the monetary limits on municipal tort liability established

by Minnesota Statutes, Section 466.04. A second was made by Thom Muellner and upon vote, with all members voting in favor motion carried.

The council discussed the optional equipment breakdown coverage being offered through the League of Minnesota Cities at an additional charge of approximately $500 per year. The council declined the optional coverage.

The council discussed the public alert system offered through Softline Data for an additional charge of approximately $200 per year. The council declined to participate at this time.

The Clerk informed the council that Board of Equalization training starts online July 1, 2018.

The Clerk informed the council that something needs to be done for record storage. The space currently used is filling up. The Clerk was instructed to get some quotes on record storage attached to the back of the clerk’s office that would need to be fire proof.

A motion was made by Bill Pohlmann to approve the ACH agreement with Todd County for payments to the City. A second was made by Roland Ahrendt and upon vote, with all members voting in favor, motion carried.

The Board of Equalization meeting for the City of Grey Eagle will be held on Thursday April 12, 2018 at 1:00 p.m., in council chambers.

The following Water/Wastewater/Maintenance items were discussed: 1. Chico is requesting attendance to the Minnesota Rural Water Conference March 6-8 in St. Cloud at the cost of $230. A motion was made by Brian Hollenkamp to allow Chico to attend the Minnesota Rural Water Conference at the cost of $230. A second was made by Thom Muellner and upon vote, with all members voting in favor, motion carried.

2. Chico reported that the left brake on the tractor doesn’t work and will need to find someone who can fix it.

3. The snow plow was repaired by Eagle Fabricating for $300.

5. Discussion was held on whether or not to continue mowing the property that was once the old football field. It was the consensus of the council to continue mowing the property.

The clerk was instructed to proceed with delinquent utilities as allowed by ordinance.

A motion was made by Thom Muellner to approve the various fund transfers as follows: $17,792.50 from the Sewer Fund to the Rural Development Debt Service Fund, $750.67 from the Fire Fund to the Fire Hall Debt Service Fund and $109.25 from the General Fund of which $34.25 goes to the Water Fund and $75 goes to the Sewer Fund for Fire Hall and Library utilities. A second was made by Brian Hollenkamp and upon vote, with all members voting in favor, motion carried.

A motion was made by Roland Ahrendt to approve the payment of bills as listed and to include payment of the following additional items: $200 to Central Minnesota Credit Union, $2,164.94 to Minnesota Power, $176 to the Todd County Sheriff’s Office and to reduce the Bayer bill to $30,000 until the remainder of the work is complete. A second was made by Brian Hollenkamp and upon vote, with all members voting in favor, motion carried.

Call to Order/Attendance The City Council meeting was called to order at Upsala City Hall by Mayor Rollie Johnson at 7:00 p.m. The pledge of allegiance was said. On roll call members present were: Mayor Rollie Johnson, Brian Lange, Lana Bartells, and Dennis Westrich. Absent, Joan Olson. People present: Community Economic Development Associates Representative Reva Mische, City Engineer Scott Hedlund, MC Record reporter Sheila McCoy, First Response Vice President Garrett Doucette, Public Works Frank Koopmeiners, and City Clerk/Treasurer Michelle Stevens.

Minutes: Lange moved to approve minutes from March 12, 2018 City Council, 2nd by Westrich. Motion carried unanimously.

Presentation, Citizen Appeals: Reva Mische shared the opportunities her non-profit company can provide a small community such as Upsala; she also presented a First Impression Report on Upsala.

Reported that 2nd Street by the trailer court is in need of repair.

Fire Department Report: The Fire Department presented their February minutes.

Stevens explained that her last year of MMCI (Minnesota Municipal Clerks Institute) hosted

by St. Cloud State University will take place in St. Cloud from April 30 - May 4.

Stevens suggested trying a paperless meeting for May; the council agreed to try it.

Planning Commission: Lange reported that the Commissioners approved a building permit for Steven and Amanda Roerick for an addition onto their house; the permit also allows for a shed in the back yard.

UCDC: The minutes from the March meeting was presented. Bartells shared the progress of Heritage Days which is set for August 10-12.

Recreation Board: No meeting held.

Safety Committee: No meeting held.

Unfinished Business: Maintenance Building: Westrich gave an update on the progress of the Maintenance Building; everything is done except of filling in the seams in the concrete floor and the water connection.

Speed Signs: Stevens shared what she had found for Electronic Speed signs. Johnson shared his research as well. Lange moved to approve to purchase 2 TrafficLogix Speed Signs using NJPA grant funding, 2nd by Bartells.

Motion carried unanimously.

Open House for new facilities: The date for an open house for the new City Hall location and the new Maintenance Building is tabled until the May 7 Council Meeting.

Sign for New Public Works Building: Lettering for the Maintenance Building was discussed.

Johnson is waiting for a quote form Everything Signs.

Library Book Drop: The book drop at the Library is in disrepair and no longer safe to use. Johnson explained that he contacted Mark Kuepers with Two Rivers Enterprises to custom build a book drop for the Library.

New Business: Gambling Permit: Lange moved to approved the Gambling Permit for UBA to hold a raffle on July 7, 2018 with no waiting period, 2nd by Westrich. Motion carried unanimously.

Out-of-State Policy: Lange moved to approve Elected Officials Out-of-State Policy as presented, 2nd by Bartells. Motion carried unanimously.

Animals at Large: There have been several issues brought forth by community members concerning barking dogs, dogs and cats at large, as well as dog and horses owners not cleaning up their animals’ poop. The discussion on dog and cat licensing came up; this would mean to regulate having only 1 or 2 dogs or cats per household. The cost for licensing pets is expensive as well; the cost incurred would be attached to the licensing fees. The Council does not want to move towards licensing, however if there are no changes, the Council will revisit the issue.

Michelle Stevens, Clerk/ Treasurer Swanville City March 6, 2018 Swanville City Council meeting was held in the Swanville Center on Tuesday, March 6, 2018.

The meeting called to order 7:00 p.m. with the following members present: Sandy Lange, Deb Wood, Norm Carlson, Tony Maciej, and Jim Molitor. Also present: John Gessell, reporter Sheila McCoy, and Lonny Hutchins.

Minutes of the Swanville City Council meeting Tuesday, February 6, 2018 were reviewed.

A motion was made by Deb Wood to approve the minutes as printed.

Tony Maciej seconded the motion. All members voted in favor, motion carried.

The treasures report was given. A motion was made by Jim Molitor and seconded by Norm Carlson to approve the treasurer’s report. All members voted in favor, motion carried.

John Gessell Sr. was present to ask council if the fire hydrant could be moved on lot 4, block 2 of North Berkey Avenue which is the lot he is interested in purchasing. This hydrant is not on the corner of the lot and that poses a problem in the plans of the driveway. Council agreed the hydrant should be moved. Mayor Lange will check into moving the hydrant.

Mayor Lange presented to council the Morrison County Recycling Grant for $1348.00 and Cleanup Day Grant for $375.00.

After discussion, Jim Molitor made a motion to sign the grants and have clean up day set for Saturday, May 19, 2018 from 9:00 a.m. to 11:00 a.m. Deb Wood seconded the motion. All members voted in favor, motion carried.

Maintenance worker Lonny stated he would haul black dirt to city resident’s property also that day.

Mayor Lange read a street sweeping proposal from Astech.

After discussion, Jim Molitor made a motion to have Astech sweep the city streets. Deb Wood seconded the motion. All members voted in favor, motion carried. Lonny will set up the date for street sweeping.

Maintenance worker Lonny reported on an automated water meter reader. Councilman Maciej will check further into the cost and report back to council.

Mayor Lange reported the Local Board of Appeal and Equalization is set for Monday, April 23rd at 10:00 a.m. The clerk informed the council there is an on line site with the State of MN for council members to become certified.

The following claims were presented for payment. Members of the council were furnished with a listing. Tony Maciej made a motion to approve the claims. Jim Molitor seconded the motion. All members voted in favor, motion carried.

The next regular monthly meeting will be held Tuesday, April 3, 2018 at 7:00 p.m.

There being no further business, a motion was made by Deb Wood and seconded by Norm Carlson to adjourn. All members voted in favor, motion carried.

It’s Official: Property taxes rising again

By State Rep. Steve Drazkowski “If the state would just give us more money, we won’t have to raise property tax rates!”

As chairman of the Minnesota House Property Tax and Local Government Finance Division, I can’t tell you how many times I’ve heard this from a city or county elected official or the people their government pays to help them secure more state money.

The claim sounds nice but the reality is complete hogwash.

Just one year ago, lobbyists for local governments came to our committee and assured us that if we included a combined $40 million per year increase for Local Government Aid (LGA) and County Program Aid (CPA), city governments would ease property taxes at the local level.

So much for that.

The 2018 certified property tax levy totals are in, and they are embarrassing.

According to the Minnesota Department of Revenue, the certified totals for all local governments have escalated $455 million, or a 5.4% increase. Specifically, city property tax levies are up 6.2% and counties have jumped 4.1%.

In short, we gave cities and counties what they wanted, and it still wasn’t close to enough. It is now indisputable that no matter how much money we dump into LGA and CPA, it will do nothing to lower your property taxes.

But what does work is delivering property tax relief directly to the people.

from the Minnesota House Research Department, Minnesotans were scheduled to pay $121 million less in property taxes thanks to new reforms included in our $650 million tax relief law. People owning every type of property benefited, especially residential homeowners, farmers and rural Minnesota small businesses.

Say what you will about LGA and CPA, but never again do I want to hear that a funding infusion into these programs will lead to lower property taxes because doing so does not convince the locals to stop looking for new ways to spend your money.

It’s time to start investigating the future of LGA, because this program is broken and it will not be fixed unless we act. With these certified levy numbers, the likelihood that your property taxes are rising – again – is strong, and pouring tens of millions into this program did nothing to stop it from happening.
