Enhance your life during tough times For so many of us working from home during our stay-at-home restrictions, the days seem to take on an eerie similarity regardless of how much we actually accomplish. I can barely remember the last time I put on a suit and tie!

On my reading pile was an article on easy ways to enhance your day. It got me thinking about simple ways to improve my own life and outlook. Clearly, these times are not business as usual, but we need to stay sharp so that when we do start returning to our routines, we are ready to roll. I’ve picked out a few items that intrigued me especially.

You don’t have to make drastic changes to improve your days and life.

Take it one step at a time.

The list starts by advising people to re-evaluate their sleeping habits. Get to bed early and wake up early to get the day started. I find that most days I don’t need to set an alarm because my body wakes me up naturally. I used to worry that I would miss something if I slept more than a few

hours. Now that I know better, I don’t feel guilty about getting more rest.

Pace yourself. There will always be busy times that you can’t avoid, but when possible, keep them to a minimum, so you can stay level-headed with less stress.

Learn to say no without feeling guilty.

I love when people are willing to take on extra tasks when necessary. However, I do not love when their work is substandard or their usual responsibilities suffer because they are buried and on overload. Know when to say no.

When things do get hectic, find a quiet place you can go to think and get the maximum amount of work done. Smart phones and social media can overwhelm us to distraction. To be more productive you need to put limits on all these interruptions. I have a window of time every afternoon when I ask people to call me back. Time management is crucial.

Organize your life, which means cleaning up your office and home workspace. If you are working from home, you likely have less space to spread out. An orderly space saves time and frustration.

I try to do two things every day that I need to do but have been dreading. Get them out of the way in the morning so I can face the rest of the day fresh. We all procrastinate on items we would rather not deal with, but the longer we put them off,

the more difficult they become.

Make a prioritized list. I live and die by my lists! Plan what you want/need to achieve for the day and concentrate on completing that list. Allow some time for last-minute emergencies. Before the day is out, plan your next day.

Keep track of your goals. Goals give you more than a reason to get up in the morning; they are an incentive to keep you going all day. Goals tend to tap the deeper resources and draw the best out of life. Achieving goals produces significant accomplishments.

Limit the time you spend with negative people or those who drag you down. I surround myself with positive people that encourage me and lift me up, and for whom I can do the same.

Look for the good in other people.

One of my all-time favorite aphorisms is: “A pat on the back accomplishes more than a slap in the face.” Right now, especially, whatever we can do to lift each other up will elevate us all. Sometimes a little encouragement is all it takes to keep another person going.

Read more, whether it be the newspaper, a website or a good book.

What an opportunity to tackle that stack of books you’ve been meaning to enjoy!

If you have children at home, and have become a “substitute teacher,” model great habits by reading with them or to them.

Now that we’ve all binge-watched old episodes of TV shows into oblivion, check out the fascinating courses and podcasts that will broaden your horizons.

Take advantage of the empty hours when you would have been at a movie, sporting event or traveling and use that time to learn something new.

“The Good Old Days” -By Tom Kuehne Staying In III So now we find ourselves in lockin. We are not to leave our homes except to buy necessities. We are not to go to school, church, meetings, or to visit parents, grandparents, c h i l d r e n , grandchildren, relatives, friends or neighbors.

If we somehow happen to accidentally meet any of these people, wear a mask and stay 6 feet away.

Don’t touch! We have been told to not do any unnecessary automobile travel or start any fires because those activities will spread the disease. Hm! Since we are now spending more time by ourselves, we may think about other times in our lives when we felt locked-in.

Remember when you had to go to your room at home, the cloak room at grade school, maybe the Principal’s office? All of these previously mentioned things happened because you were naughty or simply didn’t follow the rules. You were being punished for wrongdoing. We now need to adjust our thinking to accept our current situation not as a punishment, but out of fear of something we can’t see, feel, taste, hear or actually know almost nothing about. But, we should feel comfortable knowing that we have been placed in these situations by people who were or are our superiors and they as a group can comfort us by telling us that it “was all for our own good.” Maybe they were all correct?

I need to inject a little story here.

Back in the days when I was in school, someone dropped a softball into the stool in the boy’s bathroom, then flushed it to see if it would go down. It didn’t, but the toilet continued flushing and caused lots of water to go through the floor and down into the school kitchen, making a big mess. The Principal was so upset that he made the junior and senior high students sit in the auditorium all noon hour until someone told him who the responsibe

party was. I think everyone in the auditorium knew who was responsible, but no-one told him. After two weeks, he felt that he had punished everyone enough.

He was never told who it was. I think this happened because the student body felt that it wasn’t right to punish everyone for one person’s misdeed. I think there is an unintended lesson from this occurrence.

Interesting! May not apply here.

So now that we are home we have a chance to think about some other things from our earlier years. Jack and Jill, Mack and Muff, Jack see’s Jill, see Mack jump, jump, jump, jump. Can you remember these early stories? Since everyone in the first grade was assigned to their own desk for the entire year, I can still remember the names of all the kids and their desk seating order. What good this does for anyone, I don’t know. It’s just an old memory.

We remember being confined at home when we had mumps, measles, flu or any of the rest of those diseases we find more rare today. We avoided others to protect them from our disease. Even though we practiced what today is called social distancing, the diseases somehow seemed to affect everyone at some time in their younger years. We really don’t have access to the statistics saying how many people died from most of these diseases each year. We were also not very interested in the national statistics, because our concern was limited to our own family and community.

Anyway, like Mr. Green says, “hang in there we are all in this together.”

Friday, April 17, 2020: Sauk Centre Police Department was involved in a short pursuit on Interstate 94. Sgt. Joe Jensen had a vehicle speeding and the driver was possibly intoxicated. A short pursuit ensued that Sgt. Jensen eventually terminated as the vehicle turned off its lights and crossed over into the westbound lanes going east.

The vehicle and driver then ducked into Melrose. After driving around in Melrose, the suspect vehicle was found in Rose Park Mobile Home park. Deputies from our Office, Minnesota State Patrol and Avon Police Department responded to assist in the search for the suspect. Deputies Chris Hagstrom and Dennis Heinen responded with our UAV. A Sauk Centre officer located the suspect on top of a building by using their thermal imager before the UAV could find him. Melrose Fire Department responded with a ladder so officers could safely take the suspect into custody.

Motorcycle Crash with Injuries: April 22, 2020: At 5:15 p.m., Stearns County Sheriff’s deputies responded to a motorcycle crash with injuries near County Road 17 and Birch Lake Road in Melrose Township.

Hunter Donovan, 26, of St. Cloud, was operating his 2002 Yamaha YP400 Majesty motorcycle eastbound on County Road 17.

He came upon a left turn in the roadway, but continued straight into the ditch. The motorcycle struck a field approach, and Mr.

April 14, 2020: At 23:40 Byrce Barthel (18) of Swanville lost control of his vehicle on County Road 31 near the Morrison Line Road. Barthel rolled into the ditch severely damaging the 2005 Mercury Montego he was driving. Barthel sustained minor injuries as a result of the crash.

April 18, 2020: At 16:40 responded to a call of a one vehicle roll over in Burnhamville Township, 341st Ave./ 160th St., Grey Eagle. The involved vehicle was towed from the scene and the involved parties were privately transported to the hospital to be inspected for injuries.

April 24, 2020: At 16:30 received the report of an ATV rollover on Acorn Dr., Sauk Centre, near the Stearns County line.

The operator of the ATV, Matthew Rahn, was transported to the Sauk Centre Hospital by Sauk Centre Ambulance with unknown injuries. Deputies were assisted at the scene by the Minnesota State Patrol and the Sauk Centre Police Department.

MELROSE TOWNSHIP NOTICE OF ANNUAL ROAD TOUR

The Annual Road Tour and Inspection will take place on Tuesday, May 5, 2020.

Departure time will be 8:30 a.m. from the Town Hall.

Due to the evolving Covid-19 situation and associated State requirements, the date and/or transportation means for the Road Tour may need to be changed. Any changes will be posted on the bulletin board at the Town Hall.

Donovan was thrown from the bike.

Melrose Ambulance transported Mr. Donovan to the Melrose Hospital for treatment of his injuries.

Mr. Donovan was not wearing a helmet and alcohol is believed to be a contributing factor in the crash.

Melrose Police Department and Melrose Fire Department assisted.

Fatal Motorcycle Crash: April 25, 2020: At 9:02 p.m., the Stearns County Sheriff’s Office Communications Center received an emergency call about a single motorcycle crash on County Road 17 and 425th Street in Millwood Township.

According to Sheriff Steve Soyka, Patrick Kraker, 57, of Waite Park, was driving his red 2002 Harley Davidson Ultra Classic southbound on County Road 17 when it left the roadway, went into an open field and crashed.

Upon emergency personnel’s arrival, CPR was already in progress by a witness of the crash. Melrose Ambulance transported Mr. Kraker to the Melrose Hospital where he was later pronounced deceased.

Melrose Police Department and Freeport Fire Department assisted.

The hours and pay would be much better, and I already know the approximate pay range. Do you have any tips for negotiating salary in a situation like this?

-Natalie Dear Natalie, Congratulations on your move up!

I’m sure you worked hard and deserve the promotion and recognition.

There are a couple of measuring sticks you can use when determining something like this. One is a quick and simple approach associated with the revenue you bring in. It’s a nice, quantifiable reference point that appeals to a lot of supervisors and business owners. The second thing you could do is research a few reputable career websites, and develop a short but detailed compensation study based on comparable positions in your area and those similar to your location. Honestly though, if I had a valued and respected member of my team moving up from hourly to salaried, we’d have more of a give-and-take discussion and examination of the situation rather than a negotiation.

Yeah, in your position I’d create a few well-researched compensation studies.

Give them to your bosses, and talk with them. I know I would be impressed by that, and depending on the size of the company, they may not have done a lot of work figuring it out.

In a way, it’s kind of like deciding what to ask for when you sell a car. You try to appraise it for what it’s worth in the

Knowing this, how should I approach the next Baby Step?

-Kevin Dear Kevin, First of all, thank you for your service to our country. You’re on the right track. Baby Step 3 means having three to six months of expenses set aside for emergencies. Considering the stability of your employment situation, I think you’d be okay leaning toward the three-month side of expenses. It’s not like you’re a straight commission sales rep whose income can fluctuate wildly from month to month, right?

You’ll still have emergencies, though, and it’ll be your responsibility to cover them.

Some of those may need to be addressed immediately. See what I’m saying, Kevin?

Everyone needs an emergency fund. Just make saving for it part of your budget for a while, until you have three or four months of expenses sitting in a good money market fund with check writing privileges. You’ll be glad you did!

Lowell R. Hanson

Lowell R. Hanson, age 83, passed away Thursday, April 18, 2020 at his home.

He was born October 26, 1936 in Little Falls to Walter C. and Mildred J. (Dicks) Hanson.

He graduated from Upsala High School in 1954.

He married Rushie Irene Halbert on September 9, 1962 in California and they had two sons. They were married 33 years until she passed in 1996.

He loved his family very much and very proud of them. He was also proud of his Minnesota heritage, to be from Upsala, and being Norwegian! He was a long time member of the Minnesota Historical Society and Great Northern Railway Historical Society among many others. His many interests included photography, model trains, the daily crossword, and cars (as long as it was a Ford).

Lowell worked in the aerospace and fluid power industries his whole career as a draftsman and engineer, mostly with Parker Hannifin in Irvine, California and Golden Valley. He was proud to have his name on several patents.

Lowell is survived by sons Todd (Denise) of Oregon, Chris (Kapi) of Wyoming, four grandchildren, 7 great-grandchildren, sisters Patricia Pangrac and Cynthia Stueve. He is also survived by girlfriend and long-time companion Carol Lerfald with whom he traveled and went to many concerts with.

Denise Kircher

D e n i s e Kircher, 41, of Browerville, passed away after a courageous battle with breast cancer on April 13, 2020.

She was born April 17, 1978, in Bertha to Dennis & Jean (Myers) Kircher.

Denise graduated from Long Prairie High School in 1996. She worked at Dans Prize for several years until her illness prevented her from working.

Denise was a loving mother who was always willing to lend a helping hand, she was strong and full of energy. She enjoyed her Minnesota sports, baking and socializing with her co-workers. Denise was an artist who loved life, dancing and cleaning.

Denise is preceded in death by her grandparents: Lawrence & Elnora Kircher, David Myers and Uncle Tom Myers.

Denise is survived by her parents: Dennis & Jean Kircher, daughter Natalie Kircher, siblings: Samantha (Cory) Larson, Susan Kircher and Toni Kircher; Grandma Dolores Myers, special friends: Maricela, Dennis and Davey Contreras and many aunts, uncles, nieces, nephews, and cousins.

Kyle and Brooke Rademacher of Freeport are proud to announce the birth of their son, Rhett Richard Rademacher, born Friday, April 24, 2020 at 11:41 a.m. at CentraCare HealthMelrose Hospital.

Rhett weighed 7 pounds, 15 ounces and measured 22 inches long.

Grandparents are Glen and Terri Fleischhacker of Albany, and Tom and Shelly Rademacher of New Munich.

COVID-19 damage to ag industry continues unfolding Each one of us, in some fashion, has been affected by the COVID-19 pandemic. Whether it’s being laid off from work, working from home, or having kids not in school doing extended learning in front of a computer screen.

There will be no spring sports season for high school athletes, and no senior proms, either. Restaurants and bars are scrambling to keep some semblance of business activity going by offering take-out meals and off-sale beverages.

As the battle to bring the virus under control goes on, it appears that agriculture and food production are taking a heavy hit.

As more ag processing facilities shut down or slow production, the entire system backs up and results in raw commodities being destroyed for lack of space. First, it was in dairy that we saw pictures of milk being dumped because processors couldn’t handle the changes in demand for the product brought on by the closure of schools and other institutional markets.

Now, we are hearing about production slowdowns in the livestock processing industry. Hogs that are ready for market are being euthanized because plants are backing up. Chickens are also being put down because the demand for egg products has changed. According to those involved in the production of pork, we are currently short of processing capacity by at least 100,000 head daily. That’s a huge number and a logistical and financial nightmare for those involved in hog production.

According to an article in the Chicago Tribune, it’s estimated we are dumping around 3.7 million gallons of milk each day, or about 5 percent of the nation’s production. One chicken processor is destroying about 750,000 unhatched eggs every week that this goes on. In other examples of the

system backing up, an Idaho onion grower is burying one million pounds of product because his traditional markets have disappeared. And in south Florida, millions of pounds of ripe vegetables are being plowed back into the soil for the same reason.

All this product being destroyed means that it will not be showing up in grocery stores in coming days and weeks.

It would be the ultimate irony if we saw shortages on store shelves at the same time the raw commodities are being destroyed on the farm.

Donations to food shelves are being increased. We just allocated over $1 million for additional purchases of milk and other protein for distribution by Second Harvest Heartland here in Minnesota. It’s a shame to see good food go to waste, but because of limited storage space and refrigeration, it’s impossible to distribute the huge quantities of raw food being talked about here.

With so many folks being out of work, claims for unemployment have skyrocketed. Up until now, those who are self-employed or independent contractors have been left out. That has changed, and now, they are also eligible. So, those who own hair salons or barber shops, for example, can collect benefits. On the DEED website application, it has been saying that those involved in that type of work are ineligible. However, as checks are now being sent out, the self-employed and independent contractors will also be receiving benefits.

Another area the Legislature needs to address is the tax treatment of loans from the federal government that are forgiven.

Over $7 billion in Payroll Protection Plan funds have been distributed to businesses in Minnesota. If forgiven, those funds are considered tax-free on the federal level, but are currently taxable here. We need to change that so folks don’t get a surprise when filing their Minnesota tax returns next year.

Patrick J. “Pat” Kraker

Patrick J. “Pat” Kraker, age 57 of Waite Park, formerly of Walker, died from injuries sustained in a motorcycle accident on April 25, 2020 near St. Rosa, Minnesota.

A private viewing of family and friends will be held at Patton-Schad Funeral Home followed by a Celebration of Life on Saturday. Please contact the family or Patton-Schad for details.

Patrick John Kraker was born July 3, 1962 in Melrose, Minnesota to John and Lorraine (Bussmann) Kraker. He married Janyce Andress at St. Mary’s Catholic Church in Melrose. The couple was blessed with two beautiful children, Alycia and Tyler. Pat was the owner of Maximum Recovery Systems.

He also worked at the Xcel Energy Nuclear Plant in Monticello for the past five years.

Pat will be remembered for his huge heart, quick wit, and sense of humor. He would especially make others laugh when he would sing “I love it when you call me Big Papa.” Pat loved to be outdoors hunting and fishing. He enjoyed riding his motorcycle, including the annual TWARLS run with his friends and his trips to Sturgis. Pat enjoyed collecting items and attending concert events.

Recently he found a love for barbequing and baking pies, which he enjoyed sharing with others. Pat always lived his life to the fullest and above all his greatest joy was his family.

Hildegard M. Frieler

Hildegard M. Frieler, age 98 of Greenwald, died Saturday, April 25, 2020 at CentraCare Nursing Home in Sauk Centre, Minnesota.

A Memorial Mass will be held at a later date after restrictions have been lifted.

Hildegard Marie Welters was born October 5, 1921 in Albany, Minnesota to Reinhart and Mary (Beckers) Welters. On May 1, 1945 she was united in marriage to Norbert Frieler at Saints Peter and Paul Catholic Church in Elrosa. After marriage, the couple lived and farmed near Greenwald. Upon retirement in 1981, they moved into their new house in Greenwald.

She was a member of St. Andrew’s Catholic Church in Greenwald and Saint Ann’s Christian Women. Hildegard enjoyed cooking and baking for her family and for special family occasions. She was known for her homemade bread and apple pies, and fried chicken and dressing, just to name a few. Later in life, she and Norbert traveled on numerous bus trips throughout the United States. Hildegard enjoyed spending time in her flower and vegetable gardens, birdwatching, and loved spending time with her family and friends, especially her grandchildren and great-grandchildren.

Survivors include her children, David Frieler of Sauk Centre, Mary (Hank) Tschumperlin of Remer, Randy (Linda) Frieler of Greenwald, and Ann (Rick) Kuhl of St. Cloud; nine grandchildren and 19 great-grandchildren; brother, Bob Welters of Melrose; sister, Judy Essler of Bismarck, North Dakota; and sister-in-law, Rosina Welters of Swanville.

Hildegard was preceded in death by her husband, Norbert on February 7, 2009; parents, Reinhard and Mary Welters; brothers, Herman, Larry, and Albert Welters; and sisters, Helen Wiener and Rosie Gregory.

Melrose City March 19, 2020 The Melrose City Council met in a Regular Meeting on Thursday, March 19, 2020 at 6:00 p.m. at the Melrose City Center pursuant to due notice being given thereof.

Present were Council Members Tony Klasen, Justin Frieler, and Travis Frieler, Mayor Joe Finken, City Administrator Colleen Winter, and City Clerk Patti Haase. Council member Mark “Bunker” Hill was absent. Mayor Finken presided thereat. The Council then recited the Pledge of Allegiance.

A motion was made by Mr. Justin Frieler, seconded by Mr. Klasen and unanimously carried to approve the agenda as amended.

Mayor Finken then opened the floor to public comment. There were no comments.

Approval of the following: a. The minutes from the Council’s February 20 Regular Meeting, and the February 26, 2020 Special Meeting hosting the German Students b. List of bills in the amount of $306,115.45 c. List of investments for the month of February d. Donation Resolution 1) Resolution No. 2020-15, Donation in the amount of $500 from the Minnesota Dark House & Angling Association Heartland Chapter towards the Melrose Fire Department.

2) Resolution No. 2020-16, Donation in the amount of $500 from the Minnesota Dark House & Angling Association Heartland Chapter towards the Melrose Ambulance Department 3) Resolution No. 2020-20, Donation in the amount of $500 from the Roving Hillbillies Snowmobile Club toward the Melrose Fire Development e.The Council to give consideration to Final Pay Voucher No. 2 from ASTECH Corp for the 2019 Bituminous Seal Coat in the amount $3,301.50. Pay Voucher #2 has been reviewed by WSB Engineering and is hereby recommended approving Pay Voucher #2. f. The Council to give consideration to approval of a Community Festival License - Public Property to the Melrose Area Chamber of Commerce. Approval is contingent upon state approval, and necessary liquor liability insurance documentation. g. 1) Gambling Resolution No. 2020-19 Resolution Approving Gambling License to the Melrose Area Chamber of Commerce for an exemption from lawful gambling license to conduct a bingo, sell pulltabs and hold a raffle on June 27, 2020 at the Sauk River Park located at 206 5th Avenue NE. h. The Council to give consideration to Pay Voucher #4 from Mission Mechanical for the City Center HVAC Improvements in the amount of $18,238.39 of which is shared 50/50 with the Public Utilities. Pay Voucher #4 has been reviewed by SEH and is hereby recommending approval. i. The Council to next give consideration to Pay Voucher #5 from Mission Mechanical for the City Center HVAC Improvements in the amount of $34,698.04 of which is shared 50/50 with the Public Utilities. Pay Voucher #5 has been reviewed by SEH and is hereby recommending approval.

A motion was made by Mr. Travis Frieler seconded by Mr. Justin Frieler and unanimously carried to approve the Consent Agenda items.

Police Chief Maus presented the Police Department’s February 2020 report. He noted there were 288 calls for service during that month, compared to 318 calls for February 2019. A total of 22 citations were written for the month of February. There were 79 verbal warnings and two written warnings.

The year-to-date number of calls is 617 compared to 725 in 2019. For the month of February 2020, the Department received 34 agency assist calls. Chief Maus reminded residents that the annual Spring Nuisance Code Inspection Annual inspections will begin in April or

early May. Community Development Director Atkinson reported on the following: • The City has had 14 building permits submitted, including 6 commercial/industrial and 8 residential. This includes 11 general permits, 2 mechanical permits, and 1 plumbing permit. Of these permits, there was 1 new outdoor pool, 2 non-structural repairs, and 11 maintenance permits. Total valuation is $234,971.

• The March MADA meeting was rescheduled to March 19, 2020 to allow time for information regarding a possible land purchase to be available. An update will be provided at the City Council meeting.

• Ed Zimney with the Central Minnesota Housing Partnership has been administering the City’s federal commercial and housing updates grant. The balance for the funds in the residential program is $112,019. The balance for the commercial program is $80,120. There is one residence in the process of getting approved. There is one residence and one business that have requested applications but not yet submitted them.

City Attorney Scott Dymoke reported on projects he has been working on for the City: • Hector Property: Prepared opinion regarding Melrose’s easement rights over the Harlan Hector property. Advised city staff that easement rights included right to remove fence constructed in easement.

• Thom-Hennen Development: Revised proposed development and confirmed zoning issues identified by city staff. Prepared proposed right of way easement and parking easement for use with proposed development. Forwarded opinion and drafts of easements to city staff.

Mike Nielson with WSB provided the following information on various city projects.

WSB Project No. R-014036000 - CR 65 Drainage Improvements-Contractor: Anderson Underground. Nick Anderson is aware the of the issue with the sag in the pipe. The original quote for the work was $32,500. Funds were withheld until the work is corrected. The amount paid to date is $21,833.32. Mike Nielson will follow up with Streets/Parks Supervisor Middendorf and Nick Anderson in May after the frost is out.

WSB Project No. R-015456000 2020 Street Improvements including 5th Street N, 4th St. N & 3rd Ave N. The plans and specifications are a point where we are recommending the council authorize the ad for bid with a bid with an opening date of May 6th, 2020 at 11:00 AM at the City Centre.

The current Opinion of Probable Cost is $665,000 and includes a 5% contingency, Engineering Fees and approximately $4,500 for advertising and miscellaneous city expenses. The plans do include 600feet of curb & gutter to use in case it is needed to remove more curb than anticipated due to the depth of the excavations in the road to remove poor soils. The project also includes the installation of 2” conduit for future underground electric service.

This installation will require the removal of some sidewalk panels.

As noted last month we have met with Street /Parks Supervisor Gary Middendorf on a few occasions and made some additions to the grading on 4th Ave and 2nd Avenue.

WSB Project No. R-015511000 Public Utilities General Engineering. WSB has staked the ROW for Roger for the extension of utilities to the industrial park. Mr. Avelsgard has not requested any final documentation at this time. We are currently waiting for direction from Roger Avelsgard.

WSB Project No. R-015524000 Casey’s South Site Inspection - The revised civil drawings have been reviewed and approved. Lisa has informed us that they have decided not to construct a truck scale at this store. We received a construction schedule from Strack today. Not much is happening in the month of March. Work is scheduled to begin again in April.

Multi Family Site Evaluation: WSB has prepared 2 potential site layouts for the Blenker site. We are waiting for approval from the potential developer before moving forward with cost estimates.

RDB PROJECT - RIVER, DAM, BRIDGE • Kick off meeting with the DNR and USACE held on 2/14/2020 and meeting minutes and action items were distributed to all attendees.

• WSB moving forward with reviewing previous channel information to create the proposed channel typical section for DNR and USACE approval. So far our work has indicated an 80 foot wide channel bottom, not a 60 foot wide bottom, to match areas downstream, in the manner the DNR spoke of in the meeting. I.e. don’t match just one area width but the typical downstream width.

• We anticipate having the typical section sent to the DNR, along with supporting information regarding the width, in the next two weeks.

• WSB will move forward with the existing condition model during the week of March 2nd, 2020.

• WSB will create the draft outline of the Dam operations and maintenance manual, for discussion purposes, within the next two weeks.

• Alison and Amy Anderson (WSB) are working with Jamie Hyslop on stream mitigation protocol. They are gathering information on a rule change that occurred recently that may require additional information. It is new to USACE, so the MN office is learning about current expectations.

• Typical section, along with supporting information regarding width, sent to the DNR on 3.2.20.

Earth is following up weekly for approval from DNR. WSB started work on existing condition model on 3.4.20.

• WSB anticipates sending the draft outline of the Dam operations and maintenance manual (O&M) to city of Melrose by 3.13.20. WSB will schedule a meeting sometime end of March.

City Administrator Winter deferred her report. Her comments will be forthcoming in the Local Emergency Resolution and other items later on in the agenda.

Mayor Finken noted that City Administrator Winter, Finance Director Beuning and WWTF staff met with Susan Danzl and Amy Prok from SEH to go over the 90% design for the WWTF project. The original estimated construction amount was $11.2 million. That amount is now up to $13.4 million the City will be applying to the Public Facilities Authority (PFA) for $11.4 million, with the remaining amount coming from cash reserves.

We will discuss this in greater detail at the meeting. Administrator Winter will also be putting out a Friday memo to the Council and PUC with additional information. Council Member Travis Frieler made a motion to adopt Resolution 2020-17 Resolution of Application. The motion was seconded by Mr. Klasen with a roll call vote recorded as follows: FOR: Council Member Travis Frieler, Klasen, Justin Frieler, and Mayor Finken; AGAINST: None; ABSENT: Council Member Mark Hill Mayor Finken noted that the Council at its January 6 meeting determined that they would like to see the Park and Recreation Board restructured to consist of one member from the Planning and Zoning Commission, one member from MADA, one Council Member Representative and 2 members at large.

Previously there were two MADA members and two Planning and Zoning Commission members on the Park and Recreation Board. Two applications have been received, and there remains a vacancy on the Planning and Zoning Commission.

A motion was made by Mr. Justin Frieler, seconded by Mr. Klasen and unanimously carried appointing Mr. Schiffler and Ms. Sabinash to the Parks and Recreation Board each for a three-year term.

Mayor Finken stated that any political subdivision (city, township, or county) in Minnesota that

supports and commits to promote the availability of telecommuting options is eligible for the Telecommuter Forward! Community Certification and may apply through the Office of Broadband Development. The political subdivision must demonstrate compliance with the statutory requirements under Minn. Stat. 116J.9923. The Office of Broadband Development has created a model resolution that satisfies the minimum statutory requirements to assist communities in this effort. Council Member Klasen introduced No. 2020-18 Resolution in Support of Telecommuting Opportunities and Telecommuter Forward Certification. The motion was seconded by Mr. Travis Frieler with a roll call vote recorded as follows: FOR: Council Member Klasen, Travis Frieler, Justin Frieler, and Mayor Finken; AGAINST: None; ABSENT: Council Member Mark Hill Mayor Finken stated that the State of Minnesota statues requires that municipalities enact an electronic fund transfer policy if such payments are occurring. The City/ PUC utilizes electronic payments in some circumstances to pay bills electronically or remotely. These payments are all included for Commission review and approval on the monthly List of Bills report. Staff is recommending approval of the Electronic Fund Transfer Policy to ensure compliance with Minnesota State Statutes. A motion was made

by Mr. Justin Frieler, seconded by Mr. Travis Frieler and unanimously concurring with the Melrose Public Utilities Commission adopting the Electronic Fund Transfer Policy.

Mayor Finken noted that plans and specifications have advanced enough for WSB & Associates to be comfortable requesting authorization to advertise for bids for the 2020 Street Improvement Project, with a bid opening date of April 16, 2020 at 10:00 a.m. The current Opinion of Probable Cost is $665,000 and includes a 5% contingency. Engineering fees and approximately $4,500 for advertising and miscellaneous city expenses.

The plans do include 600 feet of curb and gutter to use in case it is needed to remove more curb than anticipated due to the depth of the excavations in the road to remove poor soils. The project also includes the installation of 2” conduit for future underground electric services.

This installation will require the removal of some sidewalk panels.

A motion was made by Mr. Klasen, seconded by Mr. Justin Frieler and unanimously carried authorizing WSB to place an advertisement for bid for the 2020 Street Improvement Project.

The Council next gave consideration to Resolution No 2020-21 Resolution Declaring Local Emergency. Mayor Finken stated with the COVID 19 contagion and concern for the health and safety of our residents’ staff is recommending the Council adopt Resolution 202021 Declaring a Local Emergency which allows the Mayor to make decisions rather than convening the entire Council. After further discussion a motion was made by Mr. Klasen, seconded by Mr. Justin Frieler and unanimously carried adopting Resolution No. 2020-21 Resolution Declaring Local Emergency.

The Council is requesting that this be brought back on a monthly basis.

Mayor Finken noted that on February 20, 2020 Marcy Douglas of MRES facilitated the first step in a Strategic Planning process by going through a Visioning session with the City of Melrose. Present at the meeting were the City Council members and Department Heads less Administrator Winter who unfortunately was sick that day. The question that was asked was – What do we want to see in place in 3-5 years as a result of our actions?

This was then broken down into 4 categories as shown on While this is a good first step in the process, there is still more work that can be done. MRES has developed a Strategic Planning format at a very low cost to its members. While it states in their marketing materials it is for member utilities in our case it would be for the City and PUC. The overall cost is $1,000.00 and the process is explained in Questions and items to consider: 1. Does the City/PUC want to

continue the Strategic Planning process with MRES? 2. If the City/PUC elects to continue the process it is strongly recommended that we then have a Retreat format (meeting 3-5 hours over a Saturday or an evening).

3. If the City/PUC chooses to not complete the Strategic Planning process through MRES how do we want to develop a Work Plan to implement the Vision?

The Melrose Public Utilities Commission by consensus supported continuing moving forward with the Strategic Planning process.

Due to the COVID 19 pandemic the Council by consensus tabled this item to the May Regular Council meeting.

The Local Board of Appeals and Equalization meeting will be held on Thursday, April 16, 2020 at 4:30 p.m. A quorum of the Council is required, at least one member must have Local Board of Appeal and Equalization training.

Joe Finken and Justin Frieler, and Mark Hill are member certified.

The Council and Commission will meet on Thursday, April 16, 2020 at 5:00 p.m. to receive the 2019 Audit Report and Auditor’s Management Letter.

Mayor Finken noted that on March 24, and 25th the skylight replacement project will take place at the City Center. Due to the large nature of this project and the area that it covers, Administrator Winter is recommending that City Center be closed to the public for the days of the installation. This is worst case scenario and we are working with the company to have the project done in 2 days. This project is also weather related. If there is any rain or snow or high winds they cannot proceed. Administrator Winter will keep the Council apprised of the situation. City and Library staff can enter the building on the west side to access their offices and avoid the construction area. A motion was made by Mr. Travis Frieler, seconded by Mr. Justin Frieler and unanimously carried approving the closing of City Center for the skylight installation.

City Administrator Winter has discussed hosting a Town Hall meeting in the past. In light of the COVID-19 situation, Administrator Winter is proposing that the City/ PUC consider hosting a Town Hall meeting in the Fall of 2020. This meeting is an opportunity for the public to get to know City and Utility staff and be able to ask questions about various projects. A typical format is displays and department exhibits, a short presentation to discuss the vision and goals for 2020.

There will be ample opportunities to ask questions of the City Council/PUC and staff. Sample Agenda: 4:30-6:00 pm City Exhibits/ Refreshments 6:00-6:05 pm Welcome and Introductions 6:05-6:20 pm State of the City address by the Mayor 6:20-6:30 pm Vision and Goals

by City Administrator 6:30-7:00 pm Open for Public Comments/Questions Adjournment Could go into regular meeting after that. The disadvantage to hosting this meeting in the Fall is that the 2020 Street Improvement project will be well underway and or almost finished. If the Council elects to hold the Town Hall meeting in the Fall, Ms. Winter recommends that the City host an Open house for the 2020 Street Improvements or invite the neighborhood in to hear about the project this Spring.

The Council by consensus supported the Town Hall meeting however due the COVID 19 pandemic tabled this item.

Mayor Finken stated that the shortage of multi-family housing has been brought to the attention

of the City on numerous occasions.

Staff has been reviewing options to promote additional multi-family housing within the City. Staff conducted an analysis of available land that would be ideal for multi-family housing. Two areas in particular stood out as possible options. The Council may wish to consider closing the meeting as it discusses the consideration of offers for the purchase of real property. According to State Statutes, there are certain exceptions to the Open Meeting Law, which allow to close meetings. The Council may, by majority vote in a public meeting, decide to hold a closed meeting to determine the asking price for real property to be sold by the public body, review confidential or nonpublic appraisal data; develop or consider offers or counteroffers for the purchase or sale of real or personal property.

Prior to closing a meeting under any of the following exceptions, the public body must state on the record, the specific grounds that permit the meeting to be closed and describe the subject to be discussed, and identify the particular property that is the subject of the meeting.

The meeting must be tape-recorded, and the property must be identified on the tape. The recording must be preserved for eight years and must be available to the public after all property discussed at the meeting has been purchased or sold or after the public body has abandoned the purchase or sale. A list of Council Members and all other person present at the closed meeting must be made available to the public after the closed meeting. The actual purchase or sale of the property must be approved at an open meeting, and the purchase or sale price is public data. A motion was made

by Mr. Justin Frieler, seconded by Mr. Travis Frieler and unanimously carried to close the meeting at 7:20 p.m. Those in attendance were Council Member Tony Klasen, Justin Frieler, Travis Frieler, Mayor Joe Finken, City Administrator Colleen Winter, City Attorney Scott Dymoke, City Clerk Patti Haase. The two parcels to be considered for potential purchase are PID 66.36486.0000 and a portion of PID number 66.36467.0000. The Council reviewed the costs associated with each proposed parcel and discussed site preference. A motion was made by Mr. Justin Frieler, seconded by Mr. Klasen and unanimously carried to open the meeting at 7:50 p.m. The Council by consensus concluded to cautiously move forward with the project and directed staff to contact the developer to see their level of interest at the present time due to the pandemic and begin discussions with the landowner.

This picture only becomes complete when Jesus declared Himself as the “Good Shepherd who lays down His life for His sheep.”

Dear Motor Medics, I have a 2017 Honda Civic and I have let it sit for a month and when I tried to start it the engine did start but once it fired every warning light you can think of came on. The message center also is giving error messages. I tried to disconnect the battery for ten minutes then I restarted it and it did the same thing. I have heard that the wiring may have been eaten by a rodent since I am seeing evidence of a rodent under the hood. Is this possible.

- Nathan in Sachse, Texas It’s possible that you have a rodent problem. Some cars are made with soybean-based wiring covering which we believe is for environmental reasons. It can be an attractive food source for rodents and a very expensive fix. We once had a van in our shop four times for repair to the same wire at the same spot because of a hungry mouse. Before you get to excited about the high costs involved with a wiring repair of this nature make sure to have your shop check the basics. It could be as simple as the battery being low and when the car started it caused the computers to get disrupted which is causing all the lights. It may be as simple as resetting the computers and possibly charging the battery. A Battery maintainer is a good idea when a car is parked for extended periods.

-Take care, The Motor Medics Dear Motor Medics, My car is a 1995 Buick Roadmaster Sedan and after getting it out of storage for the summer cruising season I have noticed that it pushes coolant out of the overflow bottle after it runs for only ten minutes. It does this hot or cold and I must add almost a gallon of coolant every time it does this.

Buick Roadmasters have started to become a collectable car, something we never thought we would see but here they are. The V8 engine LT1 powered car is very popular with customizers and cruisers. The engines are tough but at the age yours is it may have one or two issues with the cooling system. If you have not had a thermostat replaced in many years, or never then its time for one. This does not eliminate any other issues though. We would also perform an exhaust gas check of the cooling system to see if there are any exhaust gasses present in the coolant indicating that the engine has a head gasket leaking. If the gasket leaks or if the head is cracked the pressure can cause coolant to be pushed out of the system necessitating adding coolant often. These engines are fairly simple compared to today’s dual overhead cam cars so if engine work does need to be done hopefully it will be at an affordable price and you can get this beauty back on the road.
