Volunteerism: You often receive more than you give -By Harvey Mackay

Years ago, my father sat me down and gave me what was some of the best advice I have ever received. It had nothing to do with making money but everything to do with getting ahead in the world. It was self-help advice that really focused on helping others.

He told me I would never have any trouble finding opportunities. And he told me that 20-25 percent of my time should be devoted to this pursuit.

“Volunteer,” he said. Not exactly music to the ears of a broke, fresh out of college, aspiring millionaire. But as I have come to appreciate, he was dead-on right – AGAIN.

Volunteering has made my life so much better, and I suspect that anyone who has become passionate about a cause will tell you the same thing.

People who do volunteer work and help others on a regular basis have a healthier outlook on life. They are inclined to be go-getters and consistently report being happier and more contented.

It doesn’t matter whether you are young or old, student or professional, working your way up or at the top of your game. Needs abound wherever you are.

I love Mother Teresa’s quote which says it all: “Not all of us can do great things, but we can do small things with great love.”

Let me give you a few examples.

Bridget is a full-time college student.

She works part-time too. She was feeling like she had a full plate until a professor asked for a few volunteers to help tutor elementary school students who were struggling. She figured she could spare two hours a week, and guess what? The former “undecided” major is finishing an education degree and preparing to student teach. Volunteering helped her discover her passion, while she was helping little kids discover their abilities.

My pal George was looking toward retirement, knowing he couldn’t play golf seven days a week. He had built a great company, overcoming plenty of obstacles

along the way. He was a trusted mentor to dozens of young entrepreneurs. He had been very active in his community and cared about the people there. He got involved in the development of the local history center, and even agreed to be the volunteer director. He’s busier now than ever before. I have to schedule our golf games at least a month in advance! The community is benefitting tremendously from his leadership, but he says he’s really the one reaping the rewards.

If you still think you are too busy to share some time, ask yourself these questions: • Are you looking for an opportunity to help? Sharing your talents doesn’t diminish them, it often enhances them.

• Are you interested in learning a new skill? Every organization has a job or two that no one really wants to do – so take on that chore! You will learn something new, but more importantly, you will discover that you can do all kinds of things you never thought you could. What job is usually the hardest to fill? Fundraising.

Obituaries Grace Sabrowsky

Services celebrating the life of Grace Sabrowsky, age 96 of Albany, were held, Wednesday, April 27 at Immanuel Lutheran Church in Farming.

Pastor Fred Kutter officiated, burial followed in the church cemetery. Grace died Saturday, April 23, surrounded by her family at the Mother of Mercy Nursing Home in Albany.

Grace was born February 27, 1920 in Brownton, MN to Herman W. and Alma (Grunewaldt) Frauendienst. She was baptized in 1920 and confirmed in 1934 at St. Matthew’s Lutheran Church in Penn Township, rural Brownton. Grace grew up in Brownton and attended the Brownton schools. She worked at the St. Paul Stock Yard diner as a waitress. She was united in marriage to Alfred Sabrowsky on September 29, 1944. The couple lived and operated a dairy & chicken farm south of Albany, on Alfred’s home farm. Alfred died in 1976;

There will be private services celebrating the life of Mary Bottiani, age 96, of Holdingford, formerly of Ely. Arrangements are being made with Miller-Carlin Funeral Home, Holdingford.

Mary was born in 1919 to Anton and Magdalena Stefanich and was raised with two siblings. She married Joseph Kuznik and, after his death, Joseph Bottiani.

Grace moved to her home in Albany in 1983.

She owned and managed an 8-unit apartment building next to her home along with a 200 acre farm near New Ulm. Grace volunteered many hours at her beloved Immanuel Lutheran Church, Mother of Mercy Nursing Home, and the Community Center preparing and delivering meals for shut-ins. Grace was a member of Lutheran Women’s Missionary League, volunteered for and was past president of the American Legion Auxiliary, and volunteered many hours at the Albany Hospital.

Grace is survived by her children, Gloria Effenberger- (Howard) Blume, New Ulm; Dennis Sabrowsky, Albany; David (Mary) Sabrowsky, Albany and Doris (Jack) Ramler of Avon. She is also survived by her sisters-in-law, Adeline Sabrowsky, Melrose; Adeline Rohe, Waconia; Erna Sabrowsky, La Mirada, CA; Brothers-in-law, Aaron Sabrowsky, Mesa, AZ; 17 grandchildren, 27 great-grandchildren 4 great-greatgrandchildren, nieces and nephews.

She is preceded in death by her parents, Herman and Alma Frauendienst; her husband, Alfred Sabrowsky; seven brothers, three sisters, six brothers-in-law and four sisters-in-law.

The Bottianis built and operated Motel Ely. After his death, she enrolled in college and became a teacher. Retired from the Holdingford School District.

Mary is survived by son Joseph Kuznik; niece Sylvia Miller and special friends Peggy, Ray, Paul and Hannah Anderson, and Denise Leahy.

She is preceded in death by parents Anton and Magdalena Stefanich, brother Anthony, sister Helen Werman, and husbands, Joseph Kuznik and Joseph Bottiani.

Kenneth Warzecha

The Mass of Christian Burial celebrating the life of Kenneth Warzecha, age 77 of Waite Park, was held Saturday, April 23, 2016 at the Church of All Saints-St. Hedwig in Holdingford.

Burial was in the Minnesota State Veterans Cemetery.

Ken died Tuesday, April 19, 2016 at the St. Cloud Hospital.

Ken was born July 17, 1938 in Holdingford to Vincent and Rose (Kuklok) Warzecha. Ken was very young when his mother died and his father married Catherine Kuklok Feia, who raised him. Ken entered the U.S. Army in 1952 and was on active duty and then he became a member of the U.S. Army Reserves, retiring in 1992. Ken graduated from St. Cloud State University with a degree in Accounting. He worked at Seitz Stainless in Holdingford where he was their accountant. He retired from there in 2009, but he loved his job and wished

he had stayed longer. Ken married Donna Plachecki on September 3, 1962 in St. Cloud. The couple lived in St. Cloud until moving to Pelican Lake, near St. Anna. Ken enjoyed the outdoors and gardening. He collected scale model John Deere Tractors and he enjoyed traveling with Donna.

Ken was a lifelong member of St. Hedwig Catholic Church in Holdingford. He was also a member of the Knights of Columbus St. Isidore Council 9307, the Holdingford American Legion Frank Feia Post 211 and the St. Cloud Eagles Aerie 622.

Ken is survived by his wife, Donna Warzecha, Waite Park; his children John Warzecha, Seattle, WA; Joe (Michelle) Warzecha, Melrose; and Jill (Bill Thorndike) Stromwall, Lindstrom. He is also survived by his siblings Fidelas (Diane) Warzecha, Sauk Rapids; Veronica (Tom) Friehammer, Rice; and Eileen (Al) Fussy. Ken is also survived by his grandchildren Jonathon, Cody, Amy, Jessica, Amanda, Kenny; greatgrandchildren Stella and Oaklee.

An Open Letter to Central Minnesotans In November, I wrote an open letter to His Excellency, Bishop Donald Kettler, of the Diocese of St. Cloud. That letter was preceded by a private letter in 2014. Both letters discussed the scandal in how federal taxpayer money and Church donations were funding evil. My last letter specifically described how Catholic Charities has compromised the primary mission of the Church: to evangelize and uphold Truth. In the name of “charity”, the Church has become the federal government’s surrogate sponsor of anti-Christian Muslims from Somalia, and now a new wave from the Middle East, to displace, to demographically change, and to electorally neutralize us. Catholic Charities and others, are the means, as the President has stated, to “transform America.” So what are we “transforming” into?

Well, let’s look at the founder of Islam, Muhammad, and see how he differs from Christ Jesus, the foundation of our civilization. Jesus descends from the free born of Abraham, while Muhammad descends from the Egyptian slave girl, Hagar. Jesus taught us to love, while Muhammad, after annihilating the Jewish population of Medina, demanded all must submit or die. Jesus spoke with honesty, while Muhammad instructed his followers to lie (taqwa) to Christians in order to subdue them. Jesus was not married, while Muhammad was formally married to a women and a girl, Aisha, who was, at most, nine years old, according to Muslim biographers. In addition, Muhammad also had a captured Jewish teen, Rayhana, from Medina and at least one Coptic-Greek teen, Mariyah, as his sex slaves. This may explain the rise of Somali gang involvement in interstate sex trafficking in the Midwest. Under Islamic jihad, it is acceptable to rape or sex traffic non-Muslim women. Jesus called himself the Son of God, and we, his adopted children. Muhammad demanded that we all see God as our slave master, and we, his slaves. If slaves, then we are reduced to things to be exploited by the rich and powerful, or sacrificed like the terrified women and children on those jets that were blown up in mid-air or flown into buildings. There is darkness and violent turmoil wherever the Muslim population dominates.

Christianity, in contrast, gives us the freedom to choose the good, the true, and the beautiful. Christianity, requires one to first think virtuously, then act virtuously. Whereas, Islam presumes that the mind is enslaved to carnality; thus most all passions are to be allowed, but one must first submit to Islam, or else. Islam can not tolerate countries and peoples that have not submitted. This is why Islamists attacked the United States on 9-11.

Last year’s U.S. Supreme Court ruling that overthrew traditional Christian monogamy has now opened the door to polygamy and all Islamic/pagan sexual mores which include using minors. It was no secret that a number in the nearby covens within convent walls, lavender club monasteries, and Masonic lodge cabals were giddy by this direct assault on Christianity and the family. This latest sexual revolutionary dictate by the Court works with immigration to effectively marginalize us, making us feel isolated or irrelevant. Our Church leaders are impotent in denouncing the Supreme Court Coup d’Etat of our Christian culture because they are in bed with the Federal government to use our tax money.

According to the non-profit Capital Research Center, Catholic Charities is the biggest refugee contractor in the United States, receiving about $2 Billion in tax payer money since 2008. Is it any wonder that the U.S. Council of Catholic Bishops, the parent of Catholic Charities, is spineless over our oppression by the courts and by immigration? So what are we to do?

We have to speak up and stop giving them our money. Do not accept disinformation that they plant in the major media outlets, display on billboards, or insert in church bulletins. These are the same talking points hawked by billionaires George Soros and Bill & Melinda Gates and their open borders foundations. We need to be informed and talk to our neighbors, co-workers, pastors, and elected officials. We have to be polite, but firm. Many that may disagree with you, disagree because they are simply ignorant of the facts. Some may disagree because they can not comprehend or they don’t want to believe that they are being duped and used. Then, there are a few who will never agree because they want evil to prevail. Money is power; it has always been. Unfortunately, some senior executives in Catholic Charities, Lutheran Immigration Services, Hebrew Immigrant Aid Society, Church World Service, among others, seek money and power. They share the vision of a post-Christian America. Therefore, they will use all means to vilify and discredit anyone who opposes them.

Saint Cloud is near saturation of immigrants. Those at Lutheran Social Services and Catholic Charities will then look for smaller communities to resettle Islamists into. How are you prepared when they bring in people who barbarically circumcise their daughters, practice polygamy, and traffic Khat and local girls? St. Cloud decided to have Minnesota Public Radio to lead a political correct propaganda campaign to demonize anyone who oppose them and speak the truth. Are they going to steamroll you like the residents of St. Cloud?

A Christian counter offensive is the only answer, a potent antidote to this evil. What does this entail? It requires each of us to walk and speak Christ’s Truth, reserve love for people, and use...only things.

“The Good Old Days” -By Tom Kuehne Horses

During my younger years, almost every farm still had a team of work horses. Tractors were beginning to replace them, but change takes time and there was still an affectionate feeling toward the old team from the older farmers. My Dad spoke about always needing to feed the horses, but if you didn’t make the tractor work, you didn’t have to feed it.

Our horses, Blackie and Babe, were our last horses. Personally was happy to see them go. They were not very friendly and were actually dangerous. Several instances are foremost in my mind.

When placing the harness on the team, you had to get between them and buckle up the large belt on their middle.

First, it seemed appropriate that they would take in a deep breath so the belt couldn’t be pulled up tight. Their next trick was to push their bodies together, with me in the middle, not a comfortable position. If you were near their heads, they thought it was OK to try to bite your shoulder, not a show of affection, it really hurt! The most scary situation occurred when I was behind them, scooping up the droppings, when I heard a loud bang. One of the horses kicked out behind itself and hit the wall, which was less than two feet behind me. After that I no longer worked closely with the team.

I suppose the funniest trick the horses played was in the barn. When the weather was really cold or the snow was

really deep we used the team and a sled with a box on to clean the barn. The team and sled were in the middle alley in the barn and we would fork and scoop the manure from the gutters on both sides into the box. As the gutter was cleaned, the box needed to be moved forward so it was beside the next area of gutter which needed cleaning. The procedure was for Dad to say “step” and the horses would move forward, followed by “ho”, when the team would again stop. This worked well about 75% of the time. The rest of the time at the word “step”, the team would go all the way to the end of the barn along with shouts of “HO, HO, HO”along with expressions of disgust at the horses. The doors at the end of the barn then had to be opened, the horses and sled lead out, the doors closed, the team and sled driven around the barn.

The front doors were then opened, the team and sled driven to the spot where the gutter needed cleaning and the doors again closed. This usually happened when we had to hurry to get the barn cleaned due to an appointment.

In the years before my time, horses were used on a daily basis, whether it was to pull machinery in the field, working around the place or going to town with the buggy to sell eggs or cream. In their time, they were absolutely required, but improved farming methods changed them from work horses to pets.

Free skin cancer screening scheduled

A limited number of free skin cancer screenings by board-certified dermatologists will be offered for people who have not been screened for skin cancer by a dermatologist in the past three years.

These screenings will be on Monday, May 2 and Tuesday, May 3 at CentraCare Clinic – Health Plaza, 1900 CentraCare Circle. Interested participants must call (320) 229-4924 on April 28 or 29 for an appointment time. No walk-ins will be accepted.

This 19th annual CentraCare Clinic screening coincides with National Melanoma/Skin Cancer Detection and Prevention Month, sponsored by the American Academy of Dermatology and CentraCare Clinic.

The American Academy of Dermatology is coordinating this national effort to raise awareness of skin cancer.

• Skin cancer is the most common cancer in the United States.

• Current estimates are that one in five Americans will be diagnosed with skin cancer in their lifetime.

• Melanoma, the deadliest form of skin cancer, is the most common cancer for 25- to 29-year-olds.

The Academy’s national detection and prevention program is being launched May 2, which has been designated “Mel-

anoma Monday,” to raise awareness of malignant melanoma and urge Americans to regularly examine their skin for signs of serious forms of skin cancer.

Skin self-examinations consist of periodically looking over your body for any changes in the size, color, shape or texture of a mole, the development of a new mole or any other unusual changes in the skin.

Any of these signs should be reported to your doctor right away.

“With melanoma, early detection is the key. Patients can watch their skin, and if there are visible changes they should be checked by their health care provider,” said Christina Anderson, M.D., dermatologist with CentraCare Clinic.

Swanville Junior Achievement Program Submitted by Ms. Theresa Bisek JA empowers students to make a connection between what they learn in school and how it can be applied in the real world, thereby enhancing the relevance of their classroom learning and increasing their understanding of the value of staying in school. The elementary and middle school programs introduce concepts such as money management, college and career readiness, entrepreneurship, economics and personal finance to students through hands-on, interactive, grade appropriate curriculum.

Ms. Bisek’s first grade program was lead by Tanya Loven from Farmers and Merchants State Bank of Pierz, and a graduate of Swanville Schools as well as mother to Braydon, one of our first graders.

It included 5 sessions: 1) Our Families; 2) Our Families Needs and Wants; 3) Great Job!; 4) Businesses in our Neighborhood; 5) Our New Business.

Most sessions were so engaging they lasted about 60 minutes! At one of the sessions, the students enjoyed placing a variety of businesses on a large city map and driving around from place to place. Throughout the program, their understanding of “wants” and “needs” were heightened tremendously and language development was important with words like entrepreneur, businesses and neighborhood. They, too, built a better understanding of jobs or career choices.

On April 20th a group of people from Upsala went to St. Cloud to pack food boxes for Kids Fighting Hunger. The trip was sponsored by the Upsala Lions Club and included members from all four Upsala churches. Time Out Bar and Grill provided bag lunches for all the participants.

Surprise visitors! Red cross bill are a stocky finch of mature coniferous forests, dependent on seed cones for its main food. Common across Canada year round, red crossbills will migrate south across the upper half of the United States for the winter season. Males head and body are deep brick red to reddish yellow, while the females are uniformly olive with a greenish yellow chest.

Gaining Info Related to Real ID One of the items that we hear many concerns about is the issue of Minnesota becoming compliant with federal Real ID requirements, especially as they pertain to boarding commercial airplanes.

About half the states have done the required work to issue the new IDs, and most other states are further along with the process than we are. In fact, until just a few weeks ago, Minnesota had a law on the books that said we couldn’t even discuss or research the topic. That law was rescinded, and a new study just came back telling us that the cost to complete the task this session of implementing the new IDs into our drivers’ licenses was around $5 million. It would be ideal to get it done now so folks could get the new license during their regular renewal cycle, which runs four years.

It appears the final Dept. of Homeland Security ruling on the requirement will not go into effect until at least 2018 and probably not until the year 2020.

A side-by-side comparison of Real ID and current Minnesota drivers’ licenses reveals there aren’t too many differences. To be Real ID compliant, an applicant would need to provide documents demonstrating his or her principal place of residence and a signed declaration of truth under penalty of perjury. The only new data being retained is proof of Social Security number, declaration of truth and documents showing the principal place of residence. The length of time this data would be scanned and stored with Real ID is 10 years, while currently all first-time applications and supporting identity documents are stored for five years before being destroyed.

In terms of data verification, the only new piece would be that states must verify

documents proving identity and lawful status (passport, birth certificate, residence card etc.) through the Systematic Alien Verification for Entitlements system (SAVE). In addition, the Real ID card itself requires heightened physical security features and a special marking showing real ID compliance.

There are two ways to proceed with this process. There is the one-track method, where only the Real ID card or license would be issued. Some states, including Wisconsin, have chosen a two-track system, where the Real ID would be available, in addition to a regular non-compliant license. It seems to me that one track would be a better and less confusing way to go by having all IDs the same and having them available at all license bureaus around the state.

This spring’s planting season has been proceeding at a very quick pace. Some are done or nearly so with corn planting, which is very unusual for this time of year.

I’ve even heard reports of soybeans being planted in southern Minnesota. Farmers around these parts are usually just getting going in mid-April, so to be this far along is amazing. We’ve also had pretty good heat units, so some small grains have emerged and gardens are also showing new life with radishes and other goodies peeking through the soil. This week is forecast to be cool and damp, which will certainly slow things down. The moisture is appreciated, especially after all the recent strong winds that have dried out the top soil. The concern with ultra-early planting is getting cold weather in the next month or so that could cause problems with emergence or even kill newly-emerged plants. Like many other things involved with farming, it’s a roll of the dice with the final determination left up to Mother Nature.

Dave Says -By Dave Ramsey Dear Dave, I know when it comes to investing you like mutual funds and paidfor real estate.

What do you think about using condominiums as investment properties instead of single-family homes?

-Jason

Dear Jason, I don’t really have a problem with condos as paid-for investments. I own a couple of them myself. When it comes to making this kind of investment for the first time, however, I would advise that you keep a few things in mind.

Based on equal price and equal neighborhood, the average single-family home will probably increase more in value over the years. Now, a nice, well-placed condo will obviously go up in value faster than a traditional house in a lesser neighborhood. So speaking in an overall sense, they’re not bad investments if you do your homework.

You have to think about what you’re getting into and also take into consideration a number of variables. What are the HOA dues or condo fees going to be? Is the condo association being managed well?

That and the neighborhood are the two biggest concerns I have when buying a condo. A lot of condo associations are very poorly managed. And if they don’t provide proper maintenance or keep a certain percentage of the complex owner-occupied versus rental, the condo association or complex can lose the ability to get normal permanent financing. If they can’t get FHA, VA or conventional financing, the values are going to drop like a rock - because you’ve only got cash buyers and investment buyers at that point.

Research on these kinds of things doesn’t take an awful lot of work. Just call the management company, and the realtor who’s involved if it’s listed, and ask for the documentation. Most of the time this sort of stuff is public information, so it’s not hard to access. Some other questions you might ask are: What are the reserves for the roof? What are the reserves for paint and the parking lot? Are they collecting enough to pay their bills, and are they actually paying their bills?

Then you start looking at things from a buyer’s perspective. Would I want to live in here and have my wife and children here? Would a normal, reasonable person want to live here? If the answers are yes, then you’ve probably got a good, solid condo complex.

-Dave Dear Dave, I pastor a small church that is debtfree. I’d like for us to save an emergency fund for the church, but I’m not sure what would be considered an expense. Can you help?

-David Dear David, In terms of mathematics, I would

advise looking at it the same way you would a small business. The goal, first and foremost, is to keep the doors open in case something bad happens. The secondary goal could be to pay bills on time for the sake of the church’s reputation, and the third goal would be to do all this without putting a strain on the organization. In business, we would call this fund “retained earnings.” Technically, a church doesn’t have earnings, but they do have income.

You’ll want to retain some of that on a regular monthly basis.

For a church, basic things like payroll, utilities, insurance and taxes would need to be covered under an emergency fund.

Coffee and donuts, new hymnals, and mission trips aren’t necessities. You should already be running a monthly and annual budget on the church, so separate the necessities per month and multiply that by a three to six month figure.

There’s a huge level of wisdom involved in a church being debt-free, David. Congratulations!

April 22, 2016: At 14:45 the Todd County Sheriff’s Office, Grey Eagle First Responders and Long Prairie Ambulance responded to a motor vehicle, ATV accident on 341st Ave. in Todd County. A car driven

by Samantha Van Wienen struck the ATV driven by James Larson who lived on 341st Ave., Burtrum. James turned in front of the car causing the accident. No one in the car was injured and James suffered a head injury and was transported to the hospital. No one was cited for the accident.

April 26, 2016: At 19:03 Todd County Sheriffs Office received a report of a two vehicle crash at the intersection of County Rd. 11 and County Rd. 38. Danyell Marcyes age 21 of Long Prairie was traveling west bound in her 2002 Dodge Ram when she entered into the intersection striking Maxine Perish age 61 of Sauk Centre traveling south bound in her 1998 Toyota Camry, ending up in the SW ditch of the intersection. Both vehicles sustained extensive damage. Maxine was transported by Ambulance for possible injuries sustained in the crash. Both parties were wearing their seat belts. Todd County Sheriffs Office was assisted by Long Prairie Fire and Rescue and Long Prairie Ambulance.

Melrose City March 17, 2016 The Melrose City Council met in a Regular Meeting on Thursday, March 17, 2016 at 6:00 p.m. at the Melrose City Center pursuant to due notice being given thereof.

Present were Council Members Jenny Mayers, Tony Klassen, Dick Christenson, Josh Thieschafer and Mayor Joe Finken, City Administrator/Treasurer Michael Brethorst and City Clerk Patti Haase. Mayor Finken presided thereat. Also in attendance were American Government students from the Melrose Area Public High School. The Council then recited the Pledge of Allegiance.

A motion was made by Ms. Mayers, seconded by Mr. Christenson and unanimously carried to approve the agenda as amended.

Council Member Josh Thieschafer expressed his gratitude to the surrounding communities fire departments, the Melrose Fire Department, Police Department, EMTs and to all those who helped in any way with fire fighting efforts of St. Mary’s Church.

Mayor Joe Finken recalled the devastation to the community when the old Kraft Plant burnt down several years ago and how the recent fire at St. Mary’s has impacted the entire community. He thanked all of the Fire and Rescue Departments, and those who offered support through acts of kindness, prayers and or donations. Mr. Finken noted that the City of Melrose is a community that comes together in times like this and asks for the community’s continued support in helping rebuild this historic and beautiful church. a. the minutes from the Council’s January 7 Special Joint Meeting with the Commission, Council’s January 21 Special Joint Meeting with the Commission, the January 25 Special Joint Meeting with the Commission a Continuation of the January 21 Meeting, the February 9 German Student Visit Meeting, the February 18 Special Joint Meeting with the Commission, the February 18 Regular Meeting, and the February 18 Special Meeting with Area City and Township Meeting. b. She has worked for the City for 38 years. Mayor Finken presented Ms. Athmann with a retirement memento in recognition of the City’s appreciation of her dedicated service. b. Mayor Finken presented a Certificate to Melrose Gymnast Greta Klaphake, 2016 Minnesota State High School Class A Vault Champion. a. Police Chief Craig Maus presented the Police Department’s February report. He noted there

were 315 calls for service during that month, compared to 220 for February 2015. A total of 17 citations were written for the month of February 2016. The year-to-date number of calls is 651 compared to 427 in 2015. For the month of February 2016, the Department received 26 agency assist calls. b. City Attorney Scott Dymoke reported on projects he has been working on for the City: • Community Development: Worked with city staff on structure and terms of agreements with Developers interested in several sites within Melrose. Identified planning and zoning issues raised by proposed developments and prepared summarizes for city staff.

• The City has been named in a law suit filed against the owner of Rose Park/Melrose Community LLC. a. Mayor Finken then opened the Public Hearing at 6:15 p.m. The Council held a Public Hearing on a proposal that the City of St. Cloud, Minnesota (the “Issuer”) issue revenue bonds (the “Bonds”) on behalf of CentraCare Health System, a Minnesota nonprofit corporation and its nonprofit affiliates (the “Corporation”), in one or more series pursuant to Minnesota Statutes, Chapter 462C and Sections 469.152 to 469.165, in an amount not to exceed $275,000,000, for the purpose of, among others (i) financing all or a portion of the costs of acquisition, construction and equipping of a medical campus and ancillary facilities located at 525 West Main Street in the City and (ii) refunding a portion of the Issuer’s Health Care Revenue Bonds, Series 2010A (CentraCare Health System) issued on behalf of the Corporation (the “Refunded Bonds”). A portion of the proceeds of the Refunded Bonds were used to refinance the Issuer’s Health Care Revenue Bonds (“The Saint Cloud Hospital Obligated Group), Series 2000-A, the proceeds of which were used in part to finance the remodeling, improvement and equipping of the Melrose Area Hospital, CentraCare Clinic – Melrose, and Pine Villa Care Center located at 11 North 5th Avenue West and 525 West Main in the City (the “Facilities”). The Facilities are operated by CentraCare Health System – Melrose, an affiliate of the Corporation. The Bonds will not be issued by the City of Melrose. City Administrator Brethorst presented the Affidavit of Publication of the hearing notice which was published. Gerry Gilbertson Administrator of CentraCare Health Systems Melrose noted that CentraCare plans to issue some debt through the City of St. Cloud to finance and refinance projects in the region, including Melrose.

In order to satisfy state and federal law, CentraCare needs the consent of the City of Melrose for issuance.

On another note Mr. Gilbertson stated that they anticipate CentraCare Corporate to approve the CentraCare Health Systems – Melrose expansion with ground breaking to take place June of 2016.

No further comments were forthcoming. The Public Hearing was closed at 6:20 p.m. a. Mayor Finken noted that earlier this evening, the Council held a Public Hearing on a proposal

The Bonds will not be issued by the City of Melrose Ms. Mayers introduced Resolution No. 2016-9, Resolution Approving the Issuance of Bonds by the City of St. Cloud, Minnesota, on Behalf of CentraCare Health System Under Minnesota Statutes, Sections 469.152 to 469.165 and Chapter 462C. The motion was seconded by Mr. Klasen with a roll call vote recorded as follows: For: Council Members Mayers, Klasen, Christenson, Thieschafer, and Mayor Finken; Against: None. b. The Council next gave consideration to adopting the Bureau of Criminal Apprehension’s (BCA) new master Joint Powers Agreement (JPA). By law, (Minn. Stat. § 471.59, Subd.1) the JPA must be approved by the city council. The purpose of this Agreement is to create a method by which the Agency has access to those systems and tools for which it has eligibility, and to memorialize the requirements to obtain access and the limitations on the access. The computer lines are already in place therefore there should be no additional cost to the city at this time. The Melrose Police Department will utilize this system for e-complaints.

A motion was made by Mr. Klasen seconded by Mr. Thieschafer and unanimously carried adopting Resolution No. 2016-8, and entering into the State of Minnesota Joint Powers Agreement Criminal Justice Agency. c. The Council gave consideration to approving the quote received from the League of Minnesota Cities Insurance Trust (LMCIT) for worker’s compensation insurance for the period of March 7, 2016 through March 7, 2017. The net premium costs for the upcoming period are $73,985. The quote in 2015 was $44,377, which is an increase of 67%. The experience modification increased to 1.05% for the 2016-2017 coverage period, up from .67% for the 2015-2016 coverage period. For the prior year premium, years 2011, 2012, and 2013 were used.

For the 2016-17 quote, 2012-2014 were used, and the City had a lot of claims for 2014 causing the sharp increase. It is recommended that the City again approve the regular premium option.

The General Fund share of the premium is $51,153 and the Utilities’ share is $22,832 (compared to $28,845 and $15,532, respectively for the past year).

The Utilities Commission approved the workers comp insurance renewal quote from LMCIT in the amount of $73,985 at its March 14 meeting.

A motion was made by Mr. Christenson, seconded by Mr. Klasen and unanimously carried concurring with the Public Utilities Commission approving the worker’s compensation insurance renewal quote from LMCIT in the amount of $73,985. d. Mayor Finken stated, Marlene Klasen has served on the board since June of 2003 has tendered her resignation. The HRA Board is forwarding the recommendation of Rachel Dymoke for Council consideration for appointment to the HRA Board filling the vacancy left with the resignation of Ms. Klasen.

The Council to give consideration adopting Resolution No. 2016-10 Resolution Approving Appointment to the Housing and Redevelopment Authority of the City of Melrose, Minnesota. Mayor Finken thanked Marlene Klasen and commended her for her years of service.

Ms. Mayers introduced Resolution No. 2016-10, Resolution of Appointment to the Melrose Housing and Redevelopment Authority, appointing Rachel Dymoke to the HRA Board filling the vacancy left with the resignation of Ms. Klasen.

The motion was seconded by Mr. Thieschafer with a roll call vote recorded as follows: For: Council Members Mayers, Thieschafer, Christenson, Klasen, and Mayor Finken; Against: None. e. Mayor Finken stated that the City of Melrose as of February 9, 2005 has entered into a First Right of Refusal for properties located: Lot 6, Block 1, Melrose Industrial Park. Within the agreement, it states that if the property owner receives an acceptable bona fide offer to purchase the property, they shall give the City notice. The City shall respond within 20 days after receipt. Notice was provided on March 17, 2016 on an acceptable bona fide offer to purchase the property. A final purchase agreement has yet to be signed, however, the purchaser and seller have requested that the City waive its First Right of refusal to the property and waive its 20 day notice and its survival rights. Both parties would like to close shortly and have asked that the City release its rights to allow for a timely closing.

A motion was made by Mr. Thieschafer seconded by Mr. Klasen and unanimously carried authorizing the City of Melrose to release all rights as outlined in the Rights of First Refusal dated February 9, 2005 and authorizes the Mayor and City Clerk to sign legal documents pending consent by City Attorney Dymoke and City Administrator Brethorst. a. Mayor Finken stated that bids for the 2016 Bituminous Chip Seal were received on Wednesday, March 9, 2016. A total of four bids were received. The bids were checked for mathematical accuracy and tabulation. The Engineer’s Estimate was $73,547.50. The low bidder is Asphalt Surface Technologies Corporation (ASTECH Corp.), St. Cloud, MN, in the amount of $47,644.16. WSB & Associates is recommending awarding the contract to ASTECH Corp.., based on the results of the bids received.

In addition to the quoted services, a Change Order will be needed to allow for Chip sealing of the Parking Lot at the Fire Hall and Kraft Drive in Front of Fire / Ambulance Station. ASTECH has agreed to honor the per/unit pricing.

A motion was made by Mr. Christenson seconded by Ms. Mayers and unanimously carried awarding the contract to ASTECH Corp. and authorizing the Change Order to allow for Chip Sealing of the parking lot at the Fire/Ambulance Station and Kraft Drive in front of the Fire/Ambulance Station at the unit pricing quoted in the original bid. b. Mayor Finken stated that the City of Melrose has been exploring the possibility of a Splash Pad since 2011. This includes a formal engineered estimate by WSB & Associates for the Master Parks Plan for the Sauk River Park including a Splash Pad in 2012. In 2014, efforts were made again to explore and develop true costs for a Splash Pad. Most recently the Parks Board developed of Request for Proposal for a Design Build for a Splash Pad. The City Parks Board has been exploring options and developing possible solutions and locations. Below is time line of events relating to the Splash Pad since the inception of the Parks Board.

Mr. Thieschafer stated that the Parks and Recreation Board has reviewed and approved the splash pad design and recommends that Council approve submitting the RFP so as to at the very least obtain costs. Mr. Klasen questioned if a majority of the community supports the splash pad and suggested that a committee be formed to raise the money for the splash pad. Mr. Klasen stated that he believes that pride of ownership results in a better product. Although he believes it would be a nice addition to the community he would like to see it funded through donations rather than tax payers money. Ms. Mayers agreed with Mr. Klasen that there needs to be community involvement, however she is supportive of seeking quotes on the splash pad.

After further discussion a motion was made by Mr. Thieschafer for staff to submit the RFP on the splash pad design as presented and solicit quotes. The motion was seconded by Mr. Christenson with a roll call vote recorded as follows: For: Council Members Thieschafer, Christenson, Mayers, and Mayor Finken; Against: Council Member Klasen, c. Mayor Finken noted as per the direction of the City Council and Public Utilities Commission, the City was to seek a proposal and develop a scope of work for the Construction Management of the 5th Avenue NE/CSAH 13 Bridge.

Attached is proposal for the construction services related to the City/Utilities portion of the 5th Avenue NE/CSAH 13 Bridge Project Scheduled for 2017.

At this time it is WSB’s understanding that the County will complete as much of the construction observation as possible with their staff. The hours included with the proposal are an estimate at this time. Any further clarification by the county may require an adjustment in this proposal.

This is shared cost between the City and Utilities. Based on design estimates for the bridge, excluding Mehr property acquisition and demolition of $457,289.80. which is $213,339.80 City Roadway and $243,950 Utilities. 47% City and 53% Utilities.

Mike Nielsen with WSB & Associates noted that the quote was provided as an estimate only as a full scope of the project has not been completed. He is recommending that the City Council postpone entering into the contract until the scope of the City/County portion of the project has been completed.

The Council by consensus tabled action on the contract however did approve WSB & Associates as the Engineering firm for the project. d. Deleted a. Mayor Finken noted that the Council and Commission will meet on Thursday, April 21, 2016 at 5:00 p.m. to receive the 2015 Audit Report and Auditor’s Management Letter. in need of new technology to provide adequate and consistent chest compression during CPR. It has become a standard that rural EMS have this resource for their use.

They are also in use at the area Hospitals and Emergency Rooms.

Efforts have been made secure a second quote for the purchase of the Lucas. However, there is only one vender that sells this product.

Our initial estimates were $15,000 per unit without accessories. With this quote, we are able secure three (3) LUCAS’s plus accessories for $13,828.50 each. The funds to pay for this will come from Capital Reserves of the Melrose Area Ambulance. Ambulance Coordinator Jenn

Tschida stated that Dr. Bretta with CentraCare Health Systems Melrose is in support of the ambulance department obtaining the LUCAS devices. Ms. Tshcida noted several advantages of the LUCAS’s.

A motion was made by Mr. Klasen, seconded by Ms. Mayers and unanimously carried approving the purchase of the equipment.

The following informational items were discussed: a. Correspondence from the Initiative Foundation thanking the City of Melrose and the Melrose Public Utilities Commission for supporting the Initiative Foundation’s mission and activities with the donation of $1,600.

b. Utilities Commission’s February 8 Regular Meeting minutes. c. Correspondence from Charter Communications d. Thank You Note from Community Education Director Stacey Austing-Jacobson. e. Council Member Mayers passed along Thank you to Parks/ Street Department Supervisor and staff for their dedication to snow removal and keeping the streets clean.

A motion was made by Mr. Klasen, seconded by Mr. Thieschafer and unanimously carried that the meeting be adjourned at 7:00 p.m.

Highway 71 between Sauk Centre and Belgrade Reduced to Single Lane Beginning May 2

Motorists on Highway 71 between Sauk Centre and Belgrade will encounter delays as segments of the road are reduced to a single lane beginning Monday, May 2.

The closures will occur from sunrise to sunset, Mondays through Saturdays, through late-July. No closures will occur through the city of Elrosa.

Flaggers and a pilot car will control traffic through the daily work zone. Motorists should slow down and prepare to stop as they approach each work zone, and

obey flaggers and use caution as they follow the pilot car through the daily work zone.

The lane closures are needed while crews resurface the roadway, replace an existing culvert and install turn lanes.

When complete, the project will result in a smoother ride, extended the life of the road and improve safety and drainage.
