Values determine who we are -By Harvey Mackay In the famous French story, “The Little Prince,” a fox becomes the best friend of the young royal on a fictitious planet.

When the fox must depart from the prince forever, he offers to tell him the world’s most wonderful secret if the prince meets certain conditions. The little prince agrees, does what is expected and then asks to be told the greatest secret.

“Only that which is invisible is essential,” the fox replies.

The most valuable things in life cannot be seen with the naked eye: love, friendship, hope, integrity, trust, compassion and values.

You can’t see values, touch them, taste them or smell them. Yet they are critical, intangible essentials that bring continuity and meaning to life.

And they are every bit as important for organizations as they are for individuals.

“It’s not hard to make decisions, once you know what your values are,” said Roy E. Disney. Roy Disney was the partner and co-founder, along with his younger brother Walt Disney, of Walt Disney Productions, since renamed The Walt

Disney Company.

The Walt Disney Company is the epitome of a values-driven organization.

While it may be overshadowed by its retail prowess, its primary product is happiness.

Their “Disney courtesy” concept is based on four key values: safety, courtesy, show and efficiency. Every one of their performance standards is based on these encompassing beliefs.

Customer service is a lifestyle for all Disney employees. Employees are expected to think, walk, talk and breathe safety, courtesy, show and efficiency. This lifestyle creates happiness for their guests.

Defining your values is not just an academic exercise.

“Clarifying your values is the essential first step toward a richer, fuller, more productive life,” said Carl Rogers, an American psychologist and a founder of the humanistic approach (or client-centered approach) to psychology.

Rogers is widely considered to be one of the founding fathers of psychotherapy research and was widely honored for his pioneering research.

If you want to clarify your own values, ask yourself these questions: • What do I believe in?

• In what guiding principles can I become constructively obsessed?

• What governs my life?

• What do I stand for?

• What puts meaning in my life?

• What qualities are important for my

life to be complete?

Hey – I never said this was easy! This is not a quick and dirty exercise. Values are not a spur of the moment action. They are non-negotiable principles that guide our everyday lives. Your personal convictions, not those of others, determine how you live. You cannot separate personal value from personally held values.

Nor can you separate corporate value from corporate values. Customers and competitors should be able to see your values in action every day. Honesty, fairness, respect and trustworthiness are among values that should be front and center with every transaction.

The often-quoted Chinese philosopher Confucius, who lived in the fifth century B.C., wrote: “The rule of life is to be found within yourself. Ask yourself constantly, ‘What is the right thing to do?’

Beware of doing that which you are likely, sooner or later, to repent of having done.”

When you are in a position of having to repent, do it quickly and sincerely. That is another value that is essential to a good life: being able to admit mistakes and correcting them.

I will never forget when my good friend Lou Holtz was coaching Notre Dame in the 1989 Fiesta Bowl against West Virginia. His players learned a valuable lesson about their coach’s values that day, which resulted in a national Harvey Mackay continued to pg 3

“The Good Old Days” -By Tom Kuehne Tar Paper Housing

When there wasn’t enough money to build a house, the local residents had to cut the cost of new house construction to a minimum. The need for the house may have been caused by a fire in the existing house, the need for more room due to increased family size or the need to create a house on land recently acquired which had no current house.

Since the people had to have a house and there was a very limited budget to accomplish the task, imagination and careful planning was needed to get the job done.

The first area of cost reduction involved the foundation. The thought was, why spend money on concrete, when we have all those big rocks laying around the fields. The large rocks were moved to the building site and dug into the ground far enough to create a level surface on which to build the house. Frost will sometimes raise or lower the rocks, but leveling the foundation was done by jacking up the lower side of the house and sliding wood shims between the rocks and the foundation to make it level.

The next way to reduce costs was to find some large trees, left by the loggers, and take them to a local saw mill to have boards and planks made. If it was possible to find previously used boards that a neighbor had stacked up by his place, these were also a welcome saving.

The house was typically frame construction and one and a half stories in height. There was usually a front porch, a kitchen and a bedroom and a closet on the main floor. The upper level was primarily used either for storage or as a bedroom for the children. Access to the upper level was created by a stairs or a ladder. Somewhere on the premises there was an underground storage facility for canned and stored vegetables, which was either under the house or in a covered location outside of

the house. If outside of the house, it was covered with hay in the winter to avoid freezing.

The outside and roof of the house was covered with one inch boards. Sometimes newspaper was tacked to the wall before the boards were put on to create a wind block. There were usually two windows on the main floor and one in the upper level for ventilation.

No bath room or laundry room was needed in those years.

The outside walls were covered with tar paper attached to the house with tar, washers and roofing nails. The roof was covered with tar paper or special roofing material which had small green sand glued to it. This was also tarred and nailed to the roof.

There was no insulation, since there was a ready supply of wood for the stove, which cost less than insulation. During the day, a blanket covered the access to the upper level, thereby keeping as much heat as possible in the lower level, where all of the days indoor activity occurred. In the evening the blanket was removed so that the upper level was warmer for those who slept up there. In the morning there may be frost on the inside of the roof and snow may have come in around the windows.

Everyone quickly moved to the stove in the morning to get dressed in the warmth it created.

They were sometimes called tar-paper shacks and many of them were used more than a half of a century. It’s amazing to think that about $100.00 worth of storebought materials, a lot of personal labor and materials scrounged from various locations, could be useable for that many years.

Some of my readers lived in tar-paper housing. It kept out the rain, was hot in the summer and had cool times in the winter.

It’s size helped to create a closer family.

Notre Dame was penalized on two consecutive plays for “taunting” the opposition. Despite knowing that his actions would bring another penalty, Holtz ran out on the field and asked the referee which of his players were doing the taunting, since this was before referees identified players by numbers. Then Holtz – with a national TV audience watching – grabbed the player and told him what was expected of him.

Holtz has always believed strongly in his players, but he demands that they follow his three simple values: 1. Do what is right. Be on time, polite, honest, remain free from drugs, and if you have any questions, get out your Bible.

2. Do everything to the best of your ability in the time allotted. Mediocrity is unacceptable when you are capable of doing better.

3. Show people you care.

Is Google More Than A Search Engine?

By John Young Back in 2000, when you wanted to find some information on something, you did an old fashioned search. You would search for a book; you might search in an encyclopedia.. but you SEARCHED for your information.

Then, throughout the 2000s, we made the name ‘Google’ not only represent a company’s name, we made that a verb on how we search for things.

But, Google the online entity is SO MUCH MORE than just a search engine!

In this article, I will cover a few tools which will be part of our larger training webinars we will be offering at http:// www.SmallTownBusinessDIY.com this summer and fall.

One many already use to a level is Google Calendar. This calendar allows you to connect your computer, tablet, and cell phone to one calendar with your upcoming activities. You can easily schedule any activity and it will then show up on all of your devices that are connected to your Google Calendar. You can set reminders of those upcoming events, you can share events with others via email or Google accounts, and you can add additional information you might need for that activity. This is a great tool that works well keeping track of bigger events all the way down to little things like getting to your scheduled hair cut on time! You can see and access Google Calendar at http://calendar.google.com (no www on that url).

Ok, I can schedule my shopping trip for the week with my Google Calendar app, but what about that shopping list?

Google Keep becomes that tool! While Keep can do many things; one neat use is as a shopping list.

Once again, this can be accessed by all of your devices. You create a New List, and type away on the items you need occasionally, and items you need on a regular basis. You can click done at any time to save your list and it will link up to your other devices. You can add additional items at any time along with sharing that list with family so others can see your shopping list and add items needed for the household!

Now, what is very neat with Keep:

you can click to make items inactive, yet they remain at the bottom of the list to be returned to the top of the list once you need that item again. You can delete the item if it is an infrequent item; but your regular items like milk or bread can be moved from actively needed to inactive so they don’t need to be typed each week when you need them. You just click the little check box near the inactive item and it is right back to things to be picked up!

You can see and access Google Keep at http://keep.google.com (again, no www on the url).

With all of this new free time you now have, you might want to write a letter to that friend you haven’t seen in a few years. Well, Google has an option for that also!

You really don’t need to buy any expensive word processing software because Google has a full online suite of tools for this also. Google Docs is a very nice online word processing application where you can create letters, resumes, newsletters, brochures, along with just about anything else you can print!

While it isn’t quite as nice as some higher end paid desktop publishing tools, it is very nice! One feature that really makes Google Docs stand out is the ability to share an online document with others via sending them a link. You can choose for them to only be able to see the document you shared, or you can allow them (or many others) to edit the document while you are also looking at and editing that same document. We had one Google Doc shared between about 10 people and you could see about 8 typing at different spots on that page at the same time! You can see and access Google Docs at http:// docs.google.com (note that www aren’t used with these tools).

Obituaries Florence M. Detloff

M. Florence Detloff, 93, passed away at The Waterford Manor in Brooklyn Park on Sunday, April 23, 2017.

A Mass of Christian Burial, celebrating the life of Florence, will be held on Friday, April 28, 2017, 11 a.m. at St. John the Baptist Catholic Church in Meire Grove, MN with Rev. Marvin Enneking officiating and Rev. Ken Thielman concelebrating. Interment will be in St. Mary’s Cemetery in Melrose following the lunch.

Family and friends may call from 4 to 8 p.m. Thursday, April 27, 2017 at the PattonSchad Funeral Home in Melrose and from 10 to 11 a.m. Friday, April 28 at St. John the Baptist Catholic Church. The Christian Mothers will pray at 6 p.m. followed by parish prayers at 7 p.m. Thursday evening at the funeral home.

M. Florence Czech was born April 29, 1923, in Holdingford, Minnesota to Peter and Mary (Trutwin) Czech. She graduated from Holdingford High School and attended St. Cloud Teachers college. Florence taught school in Stearns County, also Holy Family School in Sauk Centre and Sauk Centre Public Elementary School. She enjoyed working with children and reminisced about the days teaching at Lake Henry with her sister, Teckla.

She was united in marriage to Victor Detloff on June 19, 1945, at St. Hedwig’s Catholic Church in Holdingford, MN. The couple farmed near Burtrum in Todd County.

In 1978 Victor and Florence sold their farm and purchased a lake lot on the eastern part of Big Swan Lake. After spending 17 years at the lake home, in 1995 Florence and

Victor moved to Melrose.

Florence was a member of St. Mary’s Catholic Church in Melrose, the Christian Mothers, the Legion of Mary, and the pray line for sick and others in need.

Florence was very dedicated to her family, loved spending time with her children and grand-children. She enjoyed playing cards with her friends and family and always loved reunions at weddings, graduations, or just any excuse for a party.

Florence enjoyed cooking and baking. The family especially loved her poppy seed coffee cake and pork hock soup. Florence was a gentle, kind and patient person; after all, you would have to be after raising one daughter and six sons.

M i c h a e l C. “Mike” Johnson, age 34 of St. Joseph, Minnesota, died Wednesday, April 19, 2017 in St. Cloud, Minnesota.

A memorial service was held at 11 a.m. Monday, April 24, 2017 at the PattonSchad Funeral Home in Melrose, Minnesota with Pastor Ruth Gangloff officiating. Interment was at St. Mary’s Cemetery in Melrose.

Michael Curtis Johnson was born May 26, 1982 in Brookings, South Dakota to Curtis and Jeanette (Burkard) Johnson. Mike was raised in Brookings, SD and moved to Plymouth, MN where he graduated from Armstrong High School in 2001. He continued his education at St. Cloud State University; graduating with a Bachelor of Science Degree in Outdoor Education in 2006. Mike spent his college summers leading the boy scouts through the Boundary Waters and Quetico. After graduating from college, Mike moved to Utah for two years where he lead at-risk youth working for

Mass of Christian Burial was held at 10:30 AM on Saturday, April 22, 2017 at St. Benedict’s Catholic Church in Avon for Irene M. Linn, age 65, of Avon who passed away peacefully with her family by her side on April 19, 2017 in Avon.

Rev. Gregory Miller, OSB and Rev. Jeremy Theis concelebrated and burial was in the parish cemetery.

Irene was born June 4, 1951 to Thomas and Gertrude (Michael) Gill. The youngest of six children, she was raised on the family farm in Albany with her three sisters and two brothers. Irene was a caregiver from the start helping to care for her sister, Elaine.

She graduated from Albany High School.

Irene married Ronald Linn on April 17, 1971 at Seven Dolores Church in Albany, MN. Ron and Irene were very proud of their five boys, “DABOYZZ.” She worked hard to raise the boys after Ron’s accident. Irene continued to work fulltime, providing for the boys making many events and keeping the small hobby farm south of Avon going.

Her grandkids became her passion and brought much joy to her life. Irene’s caring and compassion shined upon everyone she met, always willing to help or give when she could. She enjoyed going for a drive with her dog Hunter by her side, and coffee with friends.

Despite her difficult life through tragedy and illness, Irene’s perseverance, strong will, and caring heart should remain an example of the difference Irene has made in many lives “DO SOMETHING BIG!” Be an advocate for somebody that needs a voice! Her difficult journey with Alzheimer’s Disease will forever change how those that are diagnosed and their families live with the disease.

Irene’s legacy of an everlasting love for her family and those she touched in so many ways lives on for eternity. She would want us all to have a positive impact in the lives of others.

After his accident, he found his new passion in woodworking.

Mass of Christian Burial was held at 10:30 a.m. on Saturday, April 22, 2017 at Our Lady of Mt. Carmel Catholic Church in Opole for Victoria A. Sobania, age 94, of Sartell and formerly of Opole who passed away on Wednesday, April 19, 2017 at the Country Manor Apartments in Sartell.

Ted Ruter was born on February 12, 1956 in Crooks Township, Renville County, Minnesota, the son of Henry and Agnes (Oslund) Ruter. He moved with his family to a farm in Reynolds Township. He grew up and attended school in Long Prairie. After graduating from high school he worked

Frances (Puchalla) Marsolek. She married Clarence Sobania on October 26, 1943 at Holy Cross Catholic Church in North Prairie. They farmed together in Brockway Township until 1975. She also worked at Stearns Manufacturing for many years. She was a member of the Christian Mothers and Catholic War Veterans Auxiliary.

Victoria loved to make beautiful quilts, wool rugs, sew, and garden.

She is survived by her sons, Everett (Rita) of St. Stephen, Raymond (Rozanne) of Royalton, and Lois (Ron Bierschbach) Sobania of Burtrum; 11 grandchildren; and 25 great-grandchildren.

Victoria was preceded in death by her parents; husband, Clarence in 2001; sisters, Matilda, Magdaline, Gertrude, Florence, Julia; brothers, Leo, John, Florian, Louis, and Dominic.

He later worked as a salesman for several companies. In 2006 he partnered with and started an aerial photography business in Alexandria. Ted retired in 2016. He was married to Michelle Donavon.

He enjoyed carpentry and built several structures including a gazebo. He liked to go camping with his family and every fall had a pumpkin patch for the kids.

Ted is survived by his wife Michelle, Hot Springs, SD; his children Kayle (fiance’ Jon Johnson) Ruter of Roseau, MN, and Dillon Ruter of Alexandria; two Stepchlldren Richard Gettel, Fargo ND, and Amy (Eric) Bertram, Bertha, MN; eight grandchildren; siblings, Jerry (Eva) Ruter of Swanville, Lorraine Rudenick of Eagle Bend, John (Linda) Ruter of Eagle Bend, and David Ruter of Burlington, IA. He was preceded in death by his parents, sons Shawn and Joey Ruter, brothers Kenneth, and Jim, sister DeAnne Cummings, and nephew, Timothy Cummings.

NJPA Honors Area High School Students as Rising Stars A handful of area high school students were among the 46 students from Region 5 honored by National Joint Powers Alliance® at its 26th annual Student Recognition Banquet on Wednesday, April 12 at Madden’s Resort in Brainerd.

The event celebrated area students as Rising Stars. Each was selected by his or her respective school staff, with the criteria that they are “unsung heroes” of their district—the behind-the-scenes students with little, if any, recognition.

Notes from the Capitol By State Rep. Paul Anderson

Legislature working to iron out budget bills

Daily schedules around the Capitol have changed dramatically since we returned last week from the Easter break. Committees such as Education, Public Safety and Agriculture have, for the most part, finished their work by passing their major spending bills.

All of the finance bills have been passed out of both the House and Senate. So the schedule that’s been in place for the entire session, with committees starting their work at 8:15 in the morning and finishing for the day at 5 p.m., is no longer in effect.

Last Tuesday, on our first day back after the Easter break, no fewer than 10 conference committees were selected to begin working on negotiations to come up with compromise language. It’s hoped the governor’s staff will also take part in these discussions so we can craft bills that Gov. Dayton will sign.

I am serving on the conference committee dealing with the agriculture finance bill. We have met once so far and did a side-by-side comparison of the bills that came out of the House and Senate.

In the case of ag, the two bills are similar but contain several significantly different articles. For example, the House version contains funding for research at the University of Minnesota to look at habitat and related issues dealing with bees and pollinators. The Senate bill doesn’t have any funding for this project, but it does contain language relating to farmers and the controversial “verification of need” issue brought up by the governor last summer in relation to spraying pesticides. Issues such as these must be worked out and

compromise language agreed to.

After joint spending targets have been announced and the two bills have been thoroughly gone over and made exactly the same, those who served on the conference committee will sign what’s called a conference report. Only after all this work has been completed will the bill be sent back to both chambers for re-passage. Then it’s off to the governor and, hopefully, his signature to complete work on the bill and make it state law.

There has been a great deal of discussion concerning a special session and if the state will go into a shutdown, which would occur if no budget agreement is reached by the end of the fiscal year, which is June 30. I certainly hope we finish our work by the time we adjourn our regular session on May 22. The governor has taken a hard line in some areas, such as the buffer law, where he has stated there will be no more compromise. However, just last week he seemed to soften his stance on a transportation bill, when he said a gas tax increase may not be necessary to get the bill signed.

My concern about all this talk about a shutdown is that these things sometimes become self-fulfilling. It has been mentioned as a possibility ever since the session began in January, and I think the more it’s talked about, the more likely it is to occur. No one wants a shutdown, and we will do our best to make sure it doesn’t happen.

Melrose City March 16, 2017 The Melrose City Council met in a Regular Meeting on Thursday, March 16, 2017 at 6:00 p.m. at the Melrose City Center pursuant to due notice being given thereof.

Present were Council Members Dick Christenson, Josh Thieschafer, Justin Frieler, and Mayor Joe Finken, City Administrator/Treasurer Michael Brethorst and City Clerk Patti Haase. Mayor Finken presided thereat. Council Member Tony Klasen arrived at 6:04 p.m.

Also in attendance were American Government students from the Melrose Area Public High School. The Council then recited the Pledge of Allegiance.

A motion was made by Mr. Thieschafer seconded by Mr. Frieler and unanimously carried to approve the agenda as amended.

Mayor Finken then opened the floor to public comment. There were no comments.

The following items were considered for approval under the Consent Agenda: a. the minutes from the Council’s February 21 German Student Visit Meeting, the February 21 Special Meeting, the February 23 Regular Meeting, and the February 23 Special Meeting with Area City and Township Meeting b. list of bills in the amount $186,266.46 c. list of investments for the month of February d. Ambulance Coordinator Jenn Tschida is requesting approval be given to the appointment of Santina Lovelace and Beth Eggert to the Ambulance Department contingent upon them passing their NREMT test, and passing pre-employment physicals and drug tests.

If approved, both individuals could start with the Department on April 1. e. Resolution No. 2017-19, Resolution Approving Gambling License that would grant a gambling license to the Melrose Lions for a permit at Melrose 1 Stop – 423 2nd Avenue SW f. Resolution No. 2017-20, Donation from Scott Bussman/Interstate Service Center for labor in servicing of Melrose fire truck #505 at an approximate value of $600 A motion was made by Mr. Frieler, seconded by Mr. Christenson and unanimously carried to approve the Consent Agenda items.

Mayor Finken presented a Certificate to Melrose Gymnast Mady Brinkman - 2017 Minnesota State High School Class A Uneven Bar Champion.

Chamber Director Sara Hoffner gave a brief update on the Chamber efforts. The Chamber is host of the Spring Expo April 28 at the Melrose Elementary Gym. Also, the City Wide Garage Sale will take place May 4-6. The Chamber has sold out all the pots for the Street Beautification Project. Chamber President Sophia Sabinash has been spearheading this project. This year sponsorship will include a sign thanks to CAP Enterprises and Sign Lava LLC. You may sponsor as a family, a business, or sponsor a pot in memory of a loved one.

Planning for the 2017 Riverfest is already underway. Riverfest will be held June 23rd to the 25th. The Riverfest Celebration will include the Miss Melrose and Little Miss Melrose Pageant.

Police Chief Craig Maus presented the Police Department’s February report. He noted there were 253 calls for service during that month, compared to 314 for February 2016. A total of 11 citations were written for the month of February 2017. The year-to-date number of calls is 502 compared to 650 in 2016. For the month of February 2017, the Department received 20 agency assist calls. Chief Maus also mentioned that animal licensing will begin May 1-30. He reminded dog owners of the habitual barking ordinance.

Planning & Development Director Creelman provided an update on the March 6 Planning & Zoning Commission meeting and the March 9 MADA meeting. The Planning and Zoning Commission held a public hearing for giving

consideration to amending City of Melrose Zoning Ordinance. The purpose of the purposed amendment is to update existing zoning-related regulations. Zoning ordinance 604.08 currently requires all accessory structures with a door facing an alley to be set back 20’ from alley right-of-way. New proposed language would require any accessory structures with a door more than 6 feet in width facing an alley to be set back 20’ from the alley right-of-way. The Commission is recommending the Council adopt the revision to the zoning code as presented. This will be addressed later this evening.

Mr. Creelman stated that MADA at its March 9 meeting approved an additional 8 deferred loan applications. Eleven projects have been approved so far and there are additional applications that are on hold. Currently there is approximately $2,000 left in program.

MADA will be asking the Council to consider additional funding of this program.

City Attorney Scott Dymoke reported on projects he has been working on for the City: • Community Development, JOTS Project: Worked with city staff and JOTS representatives to prepare and coordinate closing on property sale.

• Community Development, 400 Block: Worked with city staff to prepare requests from Legislature for financial assistance with 400 Block recovery • Community Development, Melrose Multi-Family Project: Prepared amendment to option agreement between City of Melrose and Melrose Multi-Family.

• Nuisance Actions: Prepared and forwarded to City staff proposed City Council Orders directing abatement of nuisance conditions on Melrose Community LLC property.

• Attended hearing on Kraker nuisance and obtained order to abate from court.

Mayor Finken opened the public hearing at 6:18 p.m. to abate a nuisance pursuant to Melrose City Code Section 93.21 on the following property 1. 400 Block Kraft Drive SW (Parcel No. 66.36436.0000) City Administrator Brethorst presented the Affidavit of Publication of the hearing notice which was published.

City Attorney Scott Dymoke reviewed the process to abate nuisances. Chief Craig Maus presented the nuisance report and photographs of the nuisance violations.

No further comments were forthcoming. The Public Hearing was closed at 6:24 p.m.

Mayor Finken then opened the next Public Hearing at 6:24 p.m. for the purpose to consider the request for an On-Sale Intoxicating Liquor License and Sunday On Sale Liquor License to John Dough’s Inc, DBA John Dough’s Pizza. A public hearing is required because of City Code Chapter 113 Liquor Regulations.

The regulations require a public hearing before granting a new license or transfer of a license.

City Administrator Brethorst presented the Affidavit of Publication of the hearing notice which was published.

Mayor Finken stated that earlier this evening a Public Hearing was held to abate nuisances pursuant to Melrose City Code Section 93.21 on the following property 1.

City Attorney Dymoke stated that if the Council wishes to move forward with the abatement of the nuisance conditions for the above listed property the Council will need to take action adopting the resolution. In so doing, the property owner has 30 days in which to come into compliance with the applicable City codes and regulations. A motion for summary enforcement of the order will be made to the Stearns County District Court unless corrective action is taken, or unless an answer is filed within the time specified in Minn. Stat. §463.18 which is 20 days. If the City must take action to enforce this order, all enforcement costs will be specially assessed against the property

Council Member Frieler introduced Resolution No. 2017-14, Resolution Ordering the Abatement of Nuisance Conditions Located at 420 2nd Street SW Melrose, MN. The motion was seconded by Mr. Thieschafer with a roll call vote recorded as follows: For: Council Member Frieler, Thieschafer, Christenson, Klasen, and Mayor Finken; Against: None.

The Council next gave consideration to a request from John Dough’s Inc. DBA John Doughs Pizza for an On-Sale Intoxicating Liquor License and Sunday OnSale Intoxicating Liquor License.

A background investigation by the Melrose Police Department has been completed and no records have been found.

Minnesota law requires cities to obtain proof that all licensees provide workers’ compensation insurance for their employees. Also, the City must obtain licensees’ social security numbers and Minnesota and federal tax identification numbers for the Department of Revenue’s use. The documents have been received.

The City Clerk has received all the required documentation.

A motion was made by Mr. Thieschafer, seconded by Mr. Frieler and unanimously carried approving the On -Sale Intoxicating Liquor License and Sunday On-Sale Intoxicating Liquor License to John Dough’s Inc. DBA John Dough’s Pizza.

Mayor Finken stated that Minnesota law allows for the creation of a Tax Increment District to allow for building and improvement of private properties. The development will create an estimated market value of $21,846,000. The present value of expected tax increment over the duration of the District is $4,215,538. The expected increased market value of the site is an incremental increase of approximately $500,000. Development Consultant Traci Ryan, Briggs and Morgan Attorneys at Law and Dymoke Law Office have been retained to aid in the legal and regulatory requirements of this proposal.

Jennie-O Turkey Store agrees and support the development of and creation of the District.

Council Member Christenson introduced Resolution No. 201715, Approving the Establishment of Municipal Development District No. 10, the Adoption of a Development Program Relating Thereto, the Creation of Tax Increment Financing District No. 10-1, and Adoption of the Tax Increment Financing Plan Relating Thereto. Mayor Finken noted that Minnesota law allows Municipalities to enter into a development agreements to aid in the development of tax base, increase or retain jobs.

The Melrose Area Development Authority and Melrose Planning Commission have reviewed the plan and affected parcels and recommend approval of said development agreement. Development Consultant Traci Ryan, Briggs and Morgan Attorneys at law and Dymoke Law Office have been retained to aid in the legal and regulatory requirements of this proposal.

Council Member Klasen introduced Resolution No. 2017-17, Approving the Establishment of Municipal Development District No. 11, the Adoption of a Development Program Relating Thereto, the Creation of Tax Increment Financing District No. 11-1, and Adoption of the Tax Increment Financing Plan Relating Thereto. The motion was seconded by Mr. Thieschafer with a roll call vote recorded as follows: For: Council Member Klasen, Thieschafer, Christenson, Frieler, and Mayor Finken; Against: None.

Mayor Finken stated that as of February 17th, City staff was presented with the Response Action Plan for the Kraft lot. Contamination has been shown to be more extensive than previously believed, however there are funding sources from DEED that could help cleanup this site. There are two grant application that could be applied for. One being for Contamination Clean Up and the other is Demolition. Now that it is know that the Kraft Site requires additional clean up, it is unlikely a developer will want to take possession of the site until such time it is clear of concern. Earlier today Community Development Director Mike Creelman attended a Contamination Clean Up training session at which Mr. Creelman discovered that the application requires additional information on the specific site. Therefore Mr. Creelman is recommending that the City conduct further testing of the site prior to making the November grant application. Therefore, no action is required at this time.

Resolution No. 2017-18 Contamination Clean-Up Application was not brought to the table.

The Council next gave consideration to the quote received from the League of Minnesota Cities Insurance Trust (LMCIT) for worker’s compensation insurance for the period of March 7, 2017 through March 7, 2018. The net premium

costs for the upcoming period are $81,229. The quote in 2016 was $73,985, which is an increase of 67%. The experience modification increased to 1.06% for the 20172018 coverage period, up from 1.05% for the 2016-2017 coverage period. It is recommended that the City again approve the regular premium option.

The General Fund share of the premium is $56,161 and the Utilities’ share is $25,068, compared to $51,153 and $22,832, respectively for the past year.

The Utilities Commission approved the workers comp.. insurance renewal quote from LMCIT in the amount of $81,229 at its March 13 meeting.

Council Member Thieschafer asked if staff had obtained additional quotes as he felt the premium was high. Finance Director Beuning stated that the premium was calculated based on a three-year usage average. There was a significant claim filed in 2015 which has caused the increased. The Council has requested staff obtain an additional quote, however due to time constraints the Council will act on the LMCIT quote as presented.

A motion was made by Mr. Thieschafer, seconded by Mr. Klasen and unanimously carried concurring with the Public Utilities Commission approving the workers comp. insurance renewal quote from LMCIT in the amount of $81,229 of which the General Fund share is $56,161.

Mayor Finken stated that at the Council’s February 23 meeting approval was given to an internal posting to fill full-time Police Officer position vacated by Officer Aaron Baros. Two applications were received and interviews were

conducted on Thursday, March 9

by Police Chief Craig Maus, City Administrator Brethorst, and HR Coordinator Diane Gruber. The applicants were Matt Moorman and Jeffrey Eggert, both current part-time Officers with the Melrose Police Department. It is the Committee’s recommendation that part-time officer Jeffrey Eggert be hired to fill the position. Mr. Eggert has been in law enforcement for 9 years, is an instructor for Defensive Tactics, and has worked for the City as a part-time officer since August 2015. He is also a member of the Melrose Fire Department. Mr. Eggert and his family are members of the community. The Committee recommends Mr. Eggert be hired at Step 1.

A motion was made by Mr. Christenson seconded by Mr. Frieler and unanimously carried approving the hire of Jeffrey Eggert as a full-time Police Officer at Step 1 on the pay-scale.

A motion was then made by Mr. Frieler, seconded by Mr. Christenson and unanimously carried approving the hire of a part-time Officer to fill Mr. Eggert’s part-time position.

Mayor Finken stated that with safety and practical use being the first concerns, Community Development Director Creelman and City Attorney Scott Dymoke have drafted new verbiage for an existing zoning ordinance.

Existing zoning code reads as follows: 604. Accessory Structures (Ord No 12-10-2015-2) Accessory structures are allowed in Residential districts based on the following standards: .08 (2) Accessory structures shall not exceed 2,000 square feet (including total square footage of all detached structures) Accessory

structures with a door facing an alley must be set back 20’ from alley right-of-way.

Proposed: Any accessory structures with a door more than 6 feet in width facing an alley must be set back 20’ from the alley right-of-way Council Member Thieschafer introduced Ordinance No. 3-162017. The motion was seconded

by Mr. Klasen with a roll call vote recorded as follows: For Council Member Thieschafer, Klasen, Christenson, Frieler, and Mayor Finken; Against: None.

Mayor Finken noted that bids for the 2017 Bituminous Chip Seal were received on Monday, March 13, 2017. Seal Coat Two bids were received. The low bid was received from ASTECH Corporation in the amount of $60,073.03 for base bid and $2,945.07 for Alternate No. 1 for a total of $63,018.10. WSB recommends the Council consider these bids and award a contract for the base bid and alternate No. 1 for a total of $63,018.10 to ASTECH Corporation A motion was made by Mr. Klasen, seconded by Mr. Thieschafer and unanimously carried awarding the base bid and alternate No. 1 for a total of $63,018.10 to ASTECH Corporation Mayor Finken stated that The Council and Commission will meet on Thursday, April 20, 2017 at 5:00 p.m. to receive the 2016 Audit Report and Auditor’s Management Letter.

We’re a little short on cash to make the 20 percent down payment you recommend, but we do have a fully funded emergency fund in place. Would it be okay to take a little out of our emergency fund to make up the difference?

-Chris Dear Chris, Well, you didn’t give me exact numbers here. I don’t know how short a little short is, and I don’t know how big your emergency fund is. If you use a little of your emergency fund to round off the 20 percent and then you have an emergency, where are you going to be?

I recommend always having three to six months of expenses set aside for emergencies. If you’ve got $50,000 in your emergency fund and you use $10,000 of it, you’ll be fine. But anything that leaves you with less than three or four months of expenses stashed away would worry me. That’s the way you’ve got to look at it. Just use a little common sense with the numbers.

I’d love for you to put down 20 percent because you’d avoid private mortgage insurance (PMI), which runs about $75 a month per $100,000 borrowed. It costs you a lot of money if you don’t put down 20 percent. You should try to do that if possible, but don’t be irresponsible with your emergency fund in the process.

Your emergency fund, when it’s there, tends to keep emergencies away.

When it’s not there, you have a tendency to attract emergencies and your life starts to sound like a sad country song!

Highway 238 segments between Albany and Upsala close beginning May 1 Motorists traveling Highway 238 between Albany and Upsala in Stearns and Morrison Counties will encounter detours and possible delays when a project to improve the road begins Monday, May 1.

Motorists should plan their travel in advance, and expect the following lane and road closures.

• Highway 238 north of Stearns County Road 17 – Highway 238 between Stearns County Road 17 and Morrison County Road 21/Walnut Avenue in Upsala will close May 1 through mid-June. Motorists should follow the signed detour along County Roads 17, 36 and 19, or plan their own alternate routes. Get detour map.

• Highway 238 in Albany - Highway 238 at County Road 10 in Albany will close for 1-2 weeks beginning in mid-June. Motorists should follow the signed detour along County Road 53 through Albany, or plan their own alternate routes. Get detour map.

April 20, 2017: At approximately 7:34 am, there was a report of a one vehicle accident with injuries on Nature Road, approximately 2 miles west of Hwy 25, in Buckman Township. According to the Sheriff’s Office, 24 year old Mark Gillitzer of St. Cloud, MN was traveling east on Nature Road when his Nissan car left the roadway and hit a driveway approach. The vehicle went airborne and rolled, coming to a final rest against some trees. Gillitzer, along with two passengers, 30 year old James Maldonardo of Bowlus, MN and 28 year old Amanda Rockenbach of Sauk Rapids, MN were transported to the St. Cloud Hospital

A 17th Letter to America

By Manuel Ybarra, Jr. Two separate events shows how unbelieving of God’s Word, Mankind has become. Both used the-time-figure 165 million years.

The first showed NASA’s gold plated satellite dish that supposedly will go into space and be able to go back some 165 million years into the evolution of the universe. At least, that’s “Man’s” foolish goal!

The second was a newspaper announcement of a coming circus event “where you can experience firsthand the giants of today’s world” (elephants) “and enormous creatures from the past” (dinosaurs). That supposedly takes you back 165 million years to the Mesozoic Era, when they say dinosaurs roamed the earth.

Problem with that Mesozoic Era time period, and others, is that a human being assigned each layer of rock the time they were formed, and completely ignored the Creator who was there and formed it. God, the Creator, spoke it into being, out of invisible particles, called atoms, and held together by His Word.

According to “The Word of God,” time started only a few thousand years ago.

God declared the first earthly day after He lit up the Sun, creating night and day, because of the earth’s 24-hour rotation. God invented time.

At that time Earth was uninhabitable, fully covered by water, and there was no life!

On the subsequent five days God caused land to rise, creating dry land, created all forms of vegetation, trees, and other things to sustain life. From the dust of the earth He formed all animals and Man

and gave them life, including the infamous dinosaurs (probably the behemoth referred to by God in Job 40:15-19).

God made Dinosaurs and Man on the 6th day of creation. Now Man questions the existence of God, with “words without knowledge” (Job 38:2). The truth is in God’s Word, not Man.

Stroke is a leading cause of serious, long-term disability and fifth for death in the United States, according to the American Stroke Association. Approximately 795,000 people experience a new or recurrent stroke each year, killing nearly 130,000 of them.

Strokes occur when a blood vessel carrying oxygen and vital nutrients to the brain is either blocked by a clot or ruptures. When this occurs, part of the brain is deprived of blood and oxygen, destroying millions of valuable nerve cells within minutes.

The resulting damage can lead to significant disability including paralysis, speech problems and emotional difficulties. Treatment may be available if you get to the emergency room immediately upon recognition of stroke symptoms. Unfortunately, only 25 percent of patients experiencing an acute stroke seek immediate medical treatment reports the article in the Journal of American Heart Association, “Reducing the Delay Between Stroke Onset and Hospital Arrival: Is It an Achievable Goal?”

Act FAST at the first sign of stroke.

FAST stands for: Facial weakness, arm weakness, speech difficulties and T is for Time is brain — call 911.

Other stroke symptoms also may include: • Sudden severe headache without known cause • Sudden weakness or numbness, sometimes on one side of the body • Sudden dizziness, difficulty walking, or loss of balance/coordination • Sudden confusion and trouble speaking or understanding • Sudden trouble seeing in one or both eyes

April 20, 2017: At 10:45 TCSO received a call of a hit and run property damage accident that occurred on County 47 in Grey Eagle TWP, Sect 20. Sometime within the last week, a 2008 to 2012 Ford Escape SUV, black in color, went off the roadway and struck a S Curve Ahead sign and the address sign for the residence of 11881 County 47. The suspect left the scene and has not reported the property damage accident. It is believed the SUV will have significant damage to the passenger side front bumper and headlight area. April 20, 2017: At 18:11 TCSO received a theft report of an ATV from Leslie Twp. James Beste reported someone had stolen his Polaris 335 Sportsman between 4-18-17 and 4-20-17. Any information on this incident please contact the Todd County Sheriff’s Office.
