Wash your mouth clean of these career-killing phrases By Harvey Mackay How many of you remember your mom or dad washing your mouth out with soap when you said a bad word and got caught lying? I don’t know if it’s still a common practice, but many people of my generation remember the awful taste this left in their mouths and dutifully passed this teaching opportunity to their children.

My dad always told me, “Think before you speak.” Easier said than done. However, over the years you learn NOT to use certain words that you know will invite a negative reaction or worse.

Words matter. They can uplift or they can knock down. They can unite or divide. They can paint a masterpiece idea or rust an ironclad agreement. Use your words wisely.

can sabotage your best efforts. I have compiled a list of phrases that you should banish from your workplace vocabulary.

• “It’s impossible.” Any variation of “I can’t do that” will generally mark you as someone who doesn’t want to work hard or take on a new challenge.

Unless you’re being asked to violate the laws of physics (or your state), make an honest effort to do what’s asked of you.

• “That’s not my job.” Teamwork is essential to any organization’s success.

Don’t hide behind your job description to get out of assignments you don’t want. Too many people take their job descriptions so literally, often ignoring the “and other duties as necessary.” If you’re too busy, or the task is outside your field of expertise, say so. If not, do your best to accommodate requests and follow instructions whether they’re officially part of your job or not.

• “I’ll try.” Too often this can be seen as an alibi. You’ll make some effort, but you’re not really committed to success. Replace “try” with “will” to motivate yourself – and to inspire other people’s confidence in you. Learn from the wisdom of Yoda, the Star Wars Jedi master: “Do or do not. There is no try.”

“The Good Old Days” -By Tom Kuehne 1934

1934 was in the middle of the Great Depression.

Even if we haven’t lived during the Great Depression, we have heard many stories about survival during that trying time.

The official unemployment rate in 1934 was 21.7%. If work could be found, it probably was a temporary position and paid about $.50 per hour. During this same time, farm animals had a value that was so low that if farmers sent animals to the Twin City markets, the transportation cost was more than the price paid for the animal. Some animals were dispatched on the farms, which eliminated the cost of feeding them.

Farm grain and legume production was greatly reduced by drought. This happened during a time when the families of the unemployed workers were very short of food. It’s difficult to imagine the worry and frustration that affected virtually everyone’s life during those years.

In 1934 Montgomery-Ward Christmas catalog must have caused some dreams of a better time. They offered all the materials needed to build a 29x40, 3 bedroom, 6 room house for $558.00. You would still have to construct the building, but it is much less expensive than today’s price would be. However, for the average working man in 1934, making $.50 per hour, after making the $.50 per hour pay for their food, clothing and shelter, the $558.00 would be almost impossible.

There was also ladies shoes for $1.98. This represents 4 hours of work. Men’s dress shirts were $.74, which represents 1.5 hours of work.

Brassieres were $.25 each, which again is only 1/2 hour. These prices were low by today’s price comparison, but actually expensive when compared to the average income in 1934.

Not everyone worked for $.50 per hour. There are stories about young men who went west to the “harvest fields” for $30.00 per month, however this also included board and room.

The catalog also had an ice box which had 100 pound food storage capacity for $18.95. I’m certain that this ice box didn’t look like our beautiful red oak veneered ice box. Hopefully you put up your own ice in the winter or you would have to buy it from the “ice man” during the summer. Another solution was to have a waterproof box in the milk cooling water tank.

There was also a 12 inch cast iron Dutch Oven for $1.00 and a 12 gallon copper wash boiler for $1.59, which included 10 bars of soap. I’m sure that many still use a Dutch Oven, but the 12 gallon wash boiler has been put in the attic.

I remember a clothes iron as being a heavy iron item that was sometimes used as a door stop or was heated on the stove to make it take wrinkles out of clothes. Montgomery-Wards offered an iron, which I personally have never seen, that was heated with a quick starting gasoline flame to make the iron hot. This item was only $2.69. This thing makes me very nervous. Probably not commonly used today to replace an electric iron.

1934 was not an easy time for most of the population. If you happened to live on a farm and didn’t have to make payments on a mortgage, you probably still didn’t have much money, but there usually was enough food to eat. I believe that 1934 was the year my grandmother referred to as the year their family of 7 had a gross income of less than $200.00 for the year.

These hard times helped to create our greatest generation. Do you think another period of hard times will heal us and our country?

unreasonable.” Don’t be offensive and demean a co-worker. This shows you are not a team player. Ask for details to see if you have misunderstood what is being proposed. If you don’t like their idea, explain why politely. It always helps to have a workable solution in your back pocket too.

• “You should have…” Avoid anything that sounds like you’re searching for blame or scapegoats instead of solutions. Try to join forces instead. Ask what happened so you can figure out what to do next. And keep in mind, many great ideas have sprung up from mistakes on the first go-round.

(We prefer to call that “research.”)

• “That’s the way we’ve always done it.” When anything’s been done the same way over a long period of time, sometimes it’s a good sign it’s being done the wrong way. So, what am I saying? Think big, think bold, think creative, think stretch, think quantum leaps. Always think becoming a differentiator, think vision, think speed, think customize, think focus, think flexible. Sometimes it’s risky not to take a risk.

• “This may be a dumb question, but

…” Don’t diminish your point before you’ve even made it. What is really dumb is to proceed when you don’t understand what you are supposed to do or what outcome you are seeking.

I have always thought that some of the best communication advice ever offered came from Thumper, the young bunny in the Disney movie “Bambi:” “If you can’t say something’ nice, don’t say nothin’ at all.” It’s so much easier to have said nothing than to have to try to walk back a thoughtless statement.

As President Calvin Coolidge said, “I have never been hurt by anything I didn’t say.”

Central Minnesota Violent Offender Task Force arrest 3 from Swanville On April 19, 2018 the Central MN Violent Offender Task Force executed search warrants at 34178 County 104, Swanville, MN (Todd County) and 25 5th St., Swanville, MN (Morrison County). As a result of the search warrants three individuals were arrested.

Those arrested were: Scott Anthony Johnson, 34, Swanville, MN: 2nd Degree Sale Controlled Substance, Methamphetamine, 5th Degree Possession of Controlled Substance, Methamphetamine, Felony Possession of an Explosive or Incendiary Device (felony).

Ashley Lynn Peterson, 23, Swanville, MN: 5th Degree Possession Controlled Substance, Methamphetamine.

Ryan Thomas Kliber, 25, Swanville, MN: 1st Degree Sale Controlled Substance, Cocaine, 5th degree possession Controlled Substance Formal charges are pending in Todd and Morrison Counties.

The task force was assisted by the Todd County Sheriff’s Office, Morrison County Sheriff’s Office and the Crow Wing County Bomb Squad.

Obituaries Irene A. Bard

May 9, 1917 in Long Prairie, Minnesota, the daughter of John and Della (Klindel) Klinkhammer. She grew up and attended school in Long Prairie, graduating from Long Prairie High School in 1936. She worked for a time at the Reichert Hotel following graduation. Irene married Everd Bard on April 21, 1941 at St. Mary of Mt. Carmel Catholic Church in Long Prairie. They moved to Milwaukee, Wisconsin where she worked at the Globe Steel Company during World War II and later at the Manor Park Retirement Home from 1962 to 1979. Upon retirement, they returned to Long Prairie.

Irene was a member of St. Mary of Mt. Carmel Catholic Church, Long Prairie.

Irene is survived by her son, Ronald (Mary) Bard, Milwaukee; and brother, Donald Klinkhammer of Long Prairie; and several nieces and nephews.

She was preceded in death by her parents, husband Everd in 1989, and sisters, Bernice Buhl and Marcella Quast.

Mass of Christian Burial will be at 11 am, Friday, April 27, 2018, at St. Mary of Mt. Carmel Catholic Church, Long Prairie, for Irene A. Bard, age 100, of Long Prairie, passed away at CentraCare Health Systems-Long Prairie. Fr. Omar Guanchez will officiate and burial will be in St. Mary’s Cemetery, Long Prairie. Family and friends may call from 9:30-11am Friday with the St. Mary’s Catholic Women praying the rosary at 9:30 am. Arrangement entrusted to Williams Dingmann Funeral Home-Stein Chapel, Long Prairie.

Eugene Blaise Czech, 70 year old resident of Sobieski Swan River Township died Friday, April 20 at Brook View in Golden Valley. A Mass of Christian Burial will be held on Saturday, April 28 at 11:00 A.M. at St. Stanislaus Catholic Church in Sobieski with Father Jimmy Joseph officiating. The burial will be held in the parish cemetery. A visitation will be held from 9:00-11:00 A.M. on Saturday at St. Stanislaus Catholic Church in Sobieski.

Eugene Blaise Czech was born February 3, 1948 in Little Falls to the late Joseph and Esther (Posch) Czech. He was the third child born in the family. At the age of four, Eugene attended country school District #20, which was located on the Czech family property. The reason he started school at such a young age was the school had a limited enrollment so he started school so the school could stay open. He graduated from

Little Falls High School with the class of 1965. He never missed a day of school in 12 years. Blaise was a life-long resident of Swan River Township, Morrison County where he resided on the Czech family farm. He loved farms and anything to do with farming. He enjoyed socializing, listening, learning about the Lord, attending auctions and garage sales. Blaise looked forward to collecting his daily mail. He was a member of St. Stanislaus Catholic Church in Sobieski. On Mother’s Day of 2017, Blaise had to leave the land that he loved due to an accident. He was a patient at Hennepin County Medical Center until July 3rd. Blaise moved to Brook View in Golden Valley on July 3rd where he was a resident at the time of his death. The residents and staff of Brook View will always remember Blaise for his gentle smile.

Left to cherish his memory are his siblings, Angeline Johnson of Brooklyn Park, Jerome Czech of Little Falls, Don (Julie) Czech of Little Falls; nephews, Ryan (Jodi) Johnson, David Johnson, Steven Johnson and Noah (Laura) Czech; niece-in-law, Julianna Czech; 8 great nieces and nephews.

Erling passed to his heavenly home while surrounded by his loved ones at Mother of Mercy Campus of Care in Albany, MN. He is survived by daughters Sheila (Randy) Nilson, Rachele (Bob) Dagosta, Michele Hanson, son Joel (Jean), and grandchildren, Andy Johnson, Jake Johnson, Ben (Kerry) Johnson, Laura (Tim) Brueggemann, Angela, (Daniel) Hopson, Tim Dagosta, Chris Hanson, and Cybill Hanson, numerous great-grandchildren, sisters-in-law Patricia Ronayne, and Joanne Huberty, and many nieces and nephews.

Erling was preceded in death by Shirley (Huberty), his wife of 71 years, son Timothy, parents Herman and Jorand, brother Gerhard (Karol), sisters Lois Esau (Russ), Marlys Amundson (Floyd) and Roslyn Fox (Garry).

raised in Le Sueur, MN. After high school, he joined the Navy and served during WWII. After the war ended, Erling married Shirley and they moved to Minneapolis where he took a job at the National Tea Company and then Super Value Stores. The family lived in Hopkins, MN before moving to Grand Rapids, MI, where Erling worked for Hussmann Refrigeration. The family moved to Omaha, NE after he took a position with Hinky Dinky Supermarkets, and then with Steg and Nelson Refrigeration, and finally Taylor Industries. After retiring, Erling and Shirley returned to MN and eventually joined the Mother of Mercy community in Albany, MN. Erling loved to entertain others with his endearing sense of humor. He also enjoyed golfing, traveling to visit friends and family, and keeping up with old friends. He spent many years volunteering at ‘Bridging’ and was an active member of Pax Christi Catholic Church in Eden Prairie, MN. Two memorial services to honor both Erling and Shirley will be held on May 12th, the first at 9 AM at Mother of Mercy, and another at Pax Christi: visitation at 1:30 PM & service at 2:00 PM. In lieu of flowers, the family requests donations be designated to Bridging, St. Croix Hospice or Pax Christi Catholic Church.

Novena of Masses at the Assumption (Grasshopper) Chapel It is time for the Novena of Masses to begin at the Assumption (Grasshopper) Chapel in Cold Spring.

If you have never visited the chapel, this would be a wonderful opportunity to bring your friends and family to experience Mass in an outdoor setting.

Our small unique chapel is sought out by many as a place to visit, pray, retreat, or a place to simply sit and enjoy the nature.

The Novena Masses at Assumption Chapel will take place every Thursday evening; starting May 3rd through June 28th. The Rosary is recited at 7:00 p.m. with a Mass following at 7:30 p.m.

Through decades of tradition the area priests and parishes are gracious enough to host the Novena Masses. Masses do take place outdoors, so dress for the weather and bring a chair. In case of severe cold or inclement weather, the Mass will take place in the St. Boniface Church on Main Street in Cold Spring (there will be a sign posted on the Chapel gate).

The Novena is always done with the intention of praying for safe weather, safe planting season, and a good harvest. It seems like a good time for it, when you’re in the beginning stages of getting

your finances in order.

-Bob Dear Bob, You could certainly do that if you want, possibly even through your place of employment. I’m a big fan of folks having long-term disability insurance when they’re in their prime wageearning years. But short-term disability is something I’ve always considered to be gimmick insurance, and that’s something I don’t recommend or buy.

I get the argument, too, that shortterm disability coverage usually isn’t very expensive. But during the first two Baby Steps - getting a $1,000 beginner emergency fund set aside, and paying off everything but the house - you’re trying to limit expenses as much as possible.

Chances are you wouldn’t need it in Baby Step 3, because that covers your full emergency fund of three to six months of expenses.

a loan. We’ve heard you talk about getting a mortgage loan with no credit score. Is this the same as a low credit score?

-Laura Dear Laura, No, it is not. No credit score, means you don’t have any credit or your credit score is “indeterminable.” A low credit score indicates you’ve had - or still have - debt in your life, and you haven’t done a good job of paying creditors on time.

Two things will help solve the problem of having a low credit score.

One is time. If you’ve had instances of late payments from years ago, time will help heal that to a degree. The older late issues become, the less they count against you.

But my guess is you two probably have some bad debt. By bad debt, I mean things that were never paid, or accounts that are in collections. If that’s the case, you need to contact those people, and settle those debts in full - and in writing - as quickly as possible. Officially close the accounts, too, before you try to buy a home.

When it comes to buying a home, Laura, I always advise folks to first be debt-free and have an emergency fund of three to six months of expenses set aside.

Mass of Christian Burial will be at 11 am Thursday, April 26, 2018 at St. Mary of Mt. Carmel Catholic Church, Long Prairie for John Jason Pesta, age 39, of Sauk Rapids, formerly of Long Prairie who passed away unexpectedly Saturday at the St. Cloud Hospital due to a pulmonary embolism. Fr. Omar Guanchez will officiate and burial will be in St. Mary’s Cemetery, Long Prairie.

John was the son of John and Susan (Johnson) Pesta, born February 24, 1979 in Alexandria, Minnesota. He grew up in Long Prairie, attended St. Mary’s Elementary School and later graduated from Long Prairie-Grey Eagle High School in 1997.

John shared many fond memories of growing up in the country, biking to town to lift weights, bailing hay with the neighbors, floating the river, reading and just spending time with his family. John loved his family and would always put family first regardless of the situation. He was incredibly generous with his time and would be the first person to help anyone in need.

John joined the Minnesota National Guard at age 18, attended North Dakota State University for a few years and returned to Long Prairie to work as the Readiness NCO for the Long Prairie Detachment- Delta Company Attachment -1 #434-MSB. In 2000, John was awarded a commendation medal for the Minnesota Soldier of the Year Award. In 2005 John began his career at Camp Ripley as the Electronics Repairmen and later took the position of Armament Inspector as well as start his five-year parttime job with the Long Prairie Ambulance as an EMT. As his employment at Camp Ripley continued to evolve, so did his career with the National Guard as he pursued the path to become a Warrant Officer. In 2005,

John met Penny and from that moment on he knew he had met his future wife. From 2005 to 2007, John was deployed to Iraq with his brother (Jared), cousin (Travis Pesta), uncle (Tom Pesta), soon to be sister-in-law (Emily) and soon to be brother-in-law (Peter Jordt).

Upon returning home, John and Penny were married on May 2, 2008 in Pensacola, Florida as part of a destination wedding attended by many family and friends. Their marriage was blessed at St. Mary of Mt. Carmel Church.

John and Penny loved to spend time doing activities and attending events with family, going to the lake, vacationing together, snuggling to watch their favorite shows, and just being at home to spend time with each other. His favorite evenings were spent with his family at home, grilling on the patio with a Miller Lite and an audio book playing in the background. He was an avid reader, and would sneak moments with his Kindle every chance he got. John was lovingly dedicated and actively involved with his three children.

He cherished the time he got to spend with Abigail and loved watching her grow up, banter with her, playing the straight-faced game or telling her one of his many corny jokes; he loved to just be part of everything she did. He also loved watching all of Carter’s activities, including football, soccer, and especially wrestling. Katelyn was his “Daddy’s Girl” and he loved the times he got to snuggle and tease his little girl. John loved his family fiercely, and enjoyed cooking breakfast every Sunday morning.

John is survived by his wife, Penny, Sauk Rapids; children, Abigail, John Carter, and Katelyn, all at home; parents, John and Susan Pesta, Long Prairie; siblings, Sarah (Cody Hatton) Louden, Maple Grove, Jared (Emily) Pesta, Big Lake, Stephanie (Scott) Albers, Long Prairie, and Josh (Kali) Pesta, Long Prairie. He is also survived by many nieces, nephews, aunts, uncles, and cousins. John was loved by many and will be incredibly missed by all his family and friends.

Crystal plans on attending the Model Hair College of St. Cloud to become a hairdresser.

She has participated in volleyball throughout high school. Crystal has also been involved in basketball and track in sixth through eleventh grade and Just for Kix dance in kindergarten through ninth grade. Crystal has received NJPA all area award for volleyball and also received all conference for volleyball in 2016 and 2017.

Some of Crystal’s hobbies are shopping, playing volleyball, and hanging with friends. She has helped out with meat raffles on Saturdays. Crystal’s favorite thing about school is being able to see her friends everyday.

Youth e-cigarette use up 50 percent since 2014 A new survey shows for the first time since 2000, overall youth tobacco use has increased in Minnesota, with 26.4 percent of high school students using some form of tobacco or nicotine, up from 24.6 percent in 2014.

The rapid uptake of e-cigarettes and other vaping devices has quickly reversed a long-term trend of declining teen tobacco use in Minnesota, according to new results from the Minnesota Youth Tobacco Survey. The new data show one in five high school students use e-cigarettes, a nearly 50 percent increase since the data were last collected in 2014. At the same time, youth cigarette smoking has reached an all-time low. Less than 10 percent of high school

students now smoke cigarettes – a 70 percent drop since 2000.

Nearly all e-cigarettes contain nicotine, which can harm brain development as teens grow. No amount of nicotine is safe for youth. Adolescence is a critical window for brain growth and development, when the brain is still “under construction”; there could be negative implications for learning, memory, and attention. Evidence also suggests that nicotine primes the adolescent brain for addiction, increasing the risk of future addictions not only to tobacco, but other substances like illicit drugs.

House unveils plan to simplify, reduce taxes

With the recent release of Gov. Mark Dayton’s tax plan, much talk and speculation centered on what the House Republican plan would look like. Work on producing another tax bill this year became a top priority because of the massive overhaul of the federal tax code this past December. Without some sort of reform at the state level, Minnesota residents are on the hook to pay millions more in state income tax because of changes made at the federal level.

While the governor’s plan would do away with several provisions that became law just last year, including the elimination of the automatic inflator on the statewide commercial property tax, our plan would utilize over $100 million of surplus money to lower several taxes. Among its features is an actual cut in the second-tier tax rate from 7.05 down to 6.75 by tax year 2020. The standard deduction would be increased by a thousand dollars to $14,000, and a total of $30,000 of property tax payments could be itemized.

Farmers and others in the business of purchasing machinery would see the state Section 179 fast depreciation increase up to federal conformity. This is an especially important item since the federal tax code has changed the way like-kind trading of equipment is handled. Going forward, the value of used equipment traded in on new capital purchases will be treated as income. The federal tax code increased the upper limit on Section 179 expensing to $1 million, and we at the state level must also increase our level to at least cover the value of equipment that’s traded in. At this point, our plan is to fully conform with the new federal level of expensing, something farmers and other business

owners have been requesting for years.

Federal tax reform gives us a chance to simplify our state tax code. The goal has always been to hold as many Minnesotans as harmless as possible and also to prevent problems for income tax filers next year. By utilizing our budget surplus, this proposal delivers broad tax relief and the first income tax rate cut in nearly 20 years. The bill is scheduled to be heard this week in the House Tax Committee.

Several local firefighters visited my office recently, and we had a good discussion about volunteer fire departments and the issues they have in recruiting new members. According to statistics they left with me, our state is second in the nation in terms of the percentage of volunteer fire departments. In Minnesota, 93 percent of all departments are made up of volunteers. The age breakdown, according to the Volunteer Relief Association, has the highest number of firefighters, 45 percent, ranging in age from 35 to 49. Next highest category is 27 percent between the ages of 25 and 34. The veterans on the departments, ranging in age from 50-59, make up 18 percent of all firefighters in Minnesota.

It was amazing to learn the cost to train and equip a firefighter. According to the National Volunteer Fire Council, training a new firefighter costs just under $8,000. Other high-ticket items include breathing apparatus at $6,300 and radios at $3,700. Coats and pants together run around $2,000, while helmets and boots are another $600. All totaled, the cost of training and equipment per person runs just over $27,000.

We are fortunate to have many volunteers serving our towns and cities. It’s a real time commitment, especially for new fire fighters getting up to speed with their training. We say “thanks” to all for providing this important service.

Melrose City March 15, 2018 The Melrose City Council met in a Regular Meeting on Thursday, March 15, 2018 at 6:00 p.m. at the Melrose City Center pursuant to due notice being given thereof.

Present were Council Members Dick Christenson, Tony Klasen, Josh Thieschafer, Justin Frieler, and Mayor Joe Finken, City Administrator Michael Brethorst and City Clerk Patti Haase. Mayor Finken presided thereat. Also in attendance were American Government students from the Melrose Area Public High School.

The Council then recited the Pledge of Allegiance.

A motion was made by Mr. Frieler seconded by Mr. Klasen and unanimously carried to approve the agenda as amended.

Mayor Finken then opened the floor to public comment. There were no comments.

The following items were considered for approval under the Consent Agenda: a. the minutes from the Council’s February 12 German Student Visit Meeting, the February 12 Special Meeting with the Melrose Area Development Authority, the February 15 Regular Meeting, and the February 15 Special Meeting with Area City and Township Meeting Minutes b. list of bills in the amount of $ 309,396.27 c. list of investments for the month of February A motion was made by Mr. Christenson, seconded by Mr. Thieschafer and unanimously carried to approve the Consent Agenda items.

Mayor Finken presented a Certificate to Melrose Gymnast Greta Klaphake – 2018 Minnesota State High School Class A Vault Champion.

Dan Behnke District Manager and Jason Hartman from Waste Management provided an update to the Council and community on yard waste disposal and provide a general update on the Melrose Waste Management Operations.

According to Mr. Behnke bagged leaves would still be collected by Waste Management.

Waste Management would prefer residents use the container as much as possible. Council Member Thi-

eschafer noted that the letter that was sent out stated that the yard waste program was mandatory, however now residents have the option to opt out. Mr. Behnke stated that in order for yard waste to be collected they must have a yard waste cart to participate. They will not collect excess bags if they do not have a cart and participate in the yard waste program. Council Member Thieschafer requested that another mailing be sent out further explaining the program.

Melrose Community Education Director. Stacy Austing-Jacobson provided an update to the Council and community on the utilization of the City’s contribution that is received each year. Ms. Jacobson stated that the City has donated $9,250 to the Summer Rec program for the past 17 years.

This donation has given the Summer Rec program the opportunity to keep the programs affordable for families. Ms. Jacobson stated that Community Ed and Summer Rec is open to everyone. Ms. Jacobson noted that other communities in the school district do offer some summer youth programs.

The Council is suggesting that Ms. Jacobson request donations from other groups and organizations and or ask for contributions from other communities within the Melrose Area school district. Ms. Jacobson noted that if the City of Melrose reduces its donation she will solicit donations.

She also stated that when she sees a need in a specific program she does ask for money, however she does not belief it is ethical to have a large fund balance. Ms. Jacobson noted that she has a list of civic organizations and she rotates when making requests. Ms. Jacobson noted that many cities have a park and rec program or are in partnership with the school district for a summer recreation program.

Council Member Klasen stated that if there would be a change it would most likely be slow with a scaled back donation to see if other cities or organization could fill the budget gap.

Police Chief Craig Maus presented the Police Department’s February report. He noted there were 338 calls for service during that month, compared to 253 for February 2017. A total of twen-

ty-nine citations were written for the month of February. The yearto-date number of calls is 680 compared to 502 in 2017. For the month of February 2018, the Department received 19 agency assist calls. Chief Maus reported that he attended a training for Public Safety Employees Chief Maus also reported that there have been counterfeit $100 bills reported at local businesses. They are using the design of 1988 bills and older. Chief Maus also commented that the Police Department has received requests for licensing side by sides, ranger’s prowler’s, etc.

The City’s current ordinance defines All-Terrain Vehicle or ATV as a motorized flotation-tired vehicle with at least 3 but no more than 6 low pressure tires having an engine displacement of less than 1,000 cubic centimeters and a total dry weight of less than 1,000 pounds. This definition came from the states definition of an ATV and has not been updated since the machines became as big as they have. The state has updated their definition to 2,000 pounds. Therefore, Chief Maus is recommending that the City consider updating code to emulate the state’s definition. Council member Thieschafer asked that this be brought before the Council for consideration at the April meeting. Council Member Christenson inquired as to the number of drug related incidents the department has seen in the last six months. Chief Maus responded that he is estimating two or three drug related incidents per month, mostly related to marijuana or drug paraphernalia. All other drug related information is passed on the drug task force. Council Member Klasen recommended that once the department gets back to a five-officer department, perhaps staff can dedicate time to drug surveillance.

City Attorney Scott Dymoke reported on projects he has been working on for the City: • Cable Franchise Renewal: Worked with City staff to prepare temporary extension of cable franchise agreement with Charter.

• East Substation: Worked with City staff to address issues with metering contracts • 1st Street NE: Prepared paving reimbursement agreements between Melrose and adjoining

Mayor Finken stated that Charter’s Cable Franchise Agreement with the City of Melrose has expired. Melrose received a timely renewal notice from Charter, but the project has not been completed. By letter dated February 16, 2018, charter requested that Melrose agree to an indefinite extension of the current agreement while franchise renewal negotiations proceed The City Administrator is recommending that the Council agree to an extension through December 31, 2018.

City Attorney Dymoke prepared a revised version of the extension, which provides that current franchise agreement remains in place until the end of the year A motion was made by Mr. Christenson, seconded by Mr. Klasen and unanimously carried approving the extension agreement.

Mayor Finken noted that the City has received correspondence from the Stearns County Auditor’s Office on tax forfeited properties in the City of Melrose. With approval from the Council the identified parcels will be scheduled for sale as soon as possible following state approval. The Council gave consideration approving the classification of the forfeited lands as non-conservations lands and order the tract(s) to be sold at public sale thereof in accordance with Minnesota Statutes Chapter 282.01A motion was made by Mr. Thieschafer, seconded by Mr. Klasen and unanimously carried approving the classification of the forfeited lands as non-conservations lands and order the tract(s) to be sold at public sale thereof in accordance with Minnesota Statutes Chapter 282.01 and that the City foregoes the option to purchase the property. The Council next made a determination as to the assessment(s) to be recertified to the County. This information will also be provided to any perspective buyer. A motion was made by Mr. Frieler, seconded by Mr. Thieschafer and unanimously carried recertifying assessments on parcel Identification number 66.37274.0000 Lot 005 Block 031 of Townsite of Melrose in the amount of $20,886.74 (principal only) and to assess parcel 66.36436.0000 of 13.58A E2NW4NW4 less 2.34 Acres for Hwy and Less 6.42 acres S of 1-94 City of Melrose.

In the amount of $12,500. (principal only) Upon further review the assessed amount was incorrectly stated. The total amount is

$12,649.66 as $149.66 is the 1-4” stub in charge not interest. Therefore, the amount submitted to the county was $12,649.66.

Mayor Finken noted that at the Council’s February 15 meeting approval was given staff to begin the hiring process to backfill the full-time police officer position vacated by Officer Stephanie Robak. Fifteen applications were received. Interviews will be held on Monday, March 12. It is the Committee’s recommendation that part-time officer Matt Moorman be hired to fill the position.

The Committee recommends Mr. Moorman be hired at Step 1 with a start date of March 26. A motion was made by Mr. Frieler seconded by Mr. Christenson and unanimously carried approving the hire of Mr. Moorman as a full-time Police Officer at Step 1 on the pay scale contingent upon successful completion of a background check, psychological evaluation, and pre-employment physical and drug test.

Mayor Finken noted that two bids were received for the 2018 Micro Seal street project. The low bid was received from ASTECH Corporation in the amount of $29,160.00. A motion was made

by Mr. Klasen, seconded by Mr. Thieschafer and unanimously carried awarding the bid to ASTECH in the amount of $29,160.00 Mayor Finken stated that bids were received for the 2018 Bituminous Chip Seal Project on Thursday March 8, 2018. Three bids were received and reviewed by WSB & Associates for accuracy.

The low bid was from ASTECH in the amount of $108,497.65. WSB is recommending that the City Council award a contract to ASTECH for $108,497.65 Add Railroad Avenue Fog Seal plus $4000.

A motion was made by Mr. Thieschafer, seconded by Mr. Frieler and unanimously carried awarding the contract to ASTECH for the amount of $108,497.65 Mayor Finken stated that the City of Melrose is actively working to find funds for the Rock Arch Rapids. The DNR at a previous meeting stated that they would assist us in our efforts to secure most if not all funding of the Dam. Melrose is currently, working with the Sauk River Watershed to secure funding for a portion of the Bridge bank stabilization and channel realignment costs. The City did explore options with the Watershed to help offset the costs for the Rock Arch Rapids, however, additional review will be required to make a final determination as to partnerships with the Watershed for the Rock Arch Rapids project.

Stearns County Soil and Water is actively drafting their 2018 grant funding applications. This will include Stream Restoration prioritization as funded through the Lessard Sam’s Grant as managed through the DNR for the Melrose Rock Arch Rapids. This grant requires a minimum of a 10% local match. As this preliminary grant application deadline was not

known prior to the last Council meeting, staff has authorized the Stearns County Soil and Water, for the preliminary grant proposal to state the City would agree up to a 10% match. Without this, the City would be ineligible to apply for the grant and must wait for the 2020 application. This does not obligate the City. If the preliminary grant application is approved, it will then require formal action of the Council to support the application with a 10% local match at that time. This is only if, the Council would support a full application. There is no cost for the city to submit the preliminary grant request through the Soil and Water Office.

WSB on behalf of the City of Melrose is writing an LCCMR grant which is funded through the MN State Lottery. The City is requesting State Bonding dollars as well as seeking funding through the Dam Safety / Replacement fund. There are other funding sources available that could be applied for, however, they require additional matches. For planning purposes having a local match within the preliminary applications increase the likelihood of being approved for a full application.

Without that, the applications have a much lower chance of being forwarded to the full application.

The Engineering Estimates for the Rock Arch Rapids are still being developed. Therefore, we do not have a solid number to use for estimates. The educated guesses for the Rock Arch is approximately $1.8 million with a 20% contingency. When combined with the channel relocation costs for the bridge, preliminary engineering, final engineering the overall cost is estimated to be approximately $3.46 million. Of this cost approximately 50% is related to the channel re-alignment for the bridge relocation. We have included the channel re-alignment costs in the grant funding requests to cover some of these bridge related costs. Better estimates will be developed in the coming months.

If the City were to use 20% local match as the starting point for preliminary grant requests, the City’s matched estimate would vary from $300,000 to $700,000. The funds to pay for this could come from a variety of sources. The City has committed to funding the Bridge, so any sort of funds that are secured through the Watershed for the Bridge could be reallocated to the Rock Arch. A portion of the Retaining Wall could be funded through possible TIF increment within the Kraft Lot Redevelopment District. Plus, funds from the sale of the Hospital and possible unrestricted funds within the General Fund. The last option is to bond for funds once the 2011 GO Refunding Bond is paid off in 2020. The Council looked at bridge design options based on the installation of the Rock Arch Rapids.

Mike Nielson with WSB & Associates provided an update on the 1st Street NE project. Based on the Phase II Environmental Report completed for the Kraft Lot, there is a possibility of exposing contaminated material adjacent to the Kraft Lot during the installation of the sanitary sewer, watermain and storm sewer in 1st Street. WSB & Associates has submitted a proposal for Environment Oversight Services should it be required for the project. A motion was made by Mr. Frieler seconded by Mr. Christenson and unanimously carried approving the proposal from WSB & Associates for Environmental Oversight Services for the 2018 1st Street NE Reconstruction Project. Council Member Thieschafer requested that staff obtain a proposal from another vender for environmental oversight.

Mayor Finken stated that staff has been meeting with potential developers regarding the redevelopment of the Kraft lot including a potential mix of residential and commercial uses. City Staff is looking at a strategy to have the city do some of the State Farm building demolition and site clean-up work up-front so that we can use legislative funds early (in the event the deadline is not extended).

Mayor Finken noted that at its March 8, 2018 meeting, MADA reviewed and is recommending approval of the Business Assistance Agreement that would reimburse Jim and Lisa Illies for the $85,743.43 of previously incurred fire remediation expenses and Tax Abatement Assistance. The Agreement represents the previous discussions with the council and business with notable items being: 1. That Illies must have the west commercial space “rentable” not “rented” within 6 months of receiving the initial assistance amount; 2. Instead of the City withholding a portion of the abatement assistance to cover the cost of the work necessary to provide the assistance, the full abatement amount of $15,000 will be provided to do the “Additional Improvements” and the City will invoice Illies for the associated costs; 3. The condition to create 1 job was removed because there is no way to enforce this under this situation.

A motion was made by Mr. Thieschafer, seconded by Mr. Frieler and unanimously carried approving the Business Assistance Agreement.

The Parks Board at their March 12, 2018 discussed the Pathways Master Plan. They have endorsed the project and recommend the City Council enter into a contract with WSB to perform said work. The City Council at their February 15 meeting, has asked that the Park Board consider the following: The City of Melrose, Melrose Public Schools and CentraCare Health is interested in enhancing its current sidewalk, trail, and roadway network in order to support more pedestrian and bicycle activity and healthy lifestyles for its residents. As part of the City’s Comprehensive Plan, a Parks and Pathways Map was prepared that proposes new sidewalk and trail (pathway) improvements as the community develops. Additional effort is needed to evaluate the City’s existing facilities and identify improvements that will enhance safety and access for bicyclists and pedestrians to reach key community destinations including parks, schools, the Lake Wobegon Regional Trail, and commercial and employment areas.

The Stearns County Public Health SHIP program has allocated grant funds for the City of Melrose to develop the Pedestrian and Bicycle Master Plan as a strategy to support active transportation and improve the overall health of the community. The Bicycle and Pedestrian Master Plan will serve as a tool to guide the long-term programs, policies and physical

projects that will support walking and bicycling in the City of Melrose.

The intent of this plan is to transform Melrose into a community where choosing to walk or bicycle is a safe, convenient and enjoyable recreation and transportation option for users of all ages. The cost for the plan is $13,902. There are two (2) ala carte options that could be added that are social pinpoint interactive mapping ($1,244) and a Public Open House Meeting ($2,772). In lieu of the Public Open Houses, we could simply pose the questions to the various Boards and Commissions and their feedback. The grand total for the all items would be: $17,918. The SHIP program would fund up to $10,000 and remaining would be paid for local partners. It is proposed not to conduct the alacart options for the WSB lead community forum and online survey. It is the opinion of the SHIP and CentraCare that they will be able to assist with this. So the cost to perform this will be: $13,902. If the $4,000 grant is awarded by the Initiative Foundation, the overall cost share would be as follows.

Council Member Klasen expressed his concern of the obligation to implement the plan once it has been prepared. Mr. Klasen also noted the potential budget impact and possibly having to relinquish some of the control to the other partners. After further discussion a motion was made

by Mr. Frieler to contract with WSB & Associates for Engineering Services for Bicycle and Pedestrian Master Plan contingent upon received the SHIP. The motion was seconded by Mr. Christenson with a roll call vote recorded as follows: For: Council Members Frieler, Christenson, Thieschafer, and Mayor Finken; Against: Council Member Klasen.

Mayor Finken stated that the City Council has requested the Melrose MADA Board review building a Welcome Sign vs. a Billboard to replace that was destroyed by the Sept. 2017 windstorm. The MADA Board has this at their November meeting and again at their March 2018 meeting and recommend replacing the billboard with a two (2) faced billboard. Efforts have been made with the LMC to determine reimbursements for the billboard. As per verbal comments from League of MN Cities Insurance Adjustor, the City will receive up to $15,646.50 from insurance proceeds if the billboard is replaced. The cost for the sign must meet or exceed the $15,646 insurance coverage. The City would receive approximately $14,000 if the billboard is not rebuilt. Correspondence with Stearns Electric Cooperative has occurred. If the City were to build a billboard on the site, they would support renewing the lease. However, a general welcome sign would be a different use from the original intent of the lease.

Additionally, they ask that the City update the lease to reflect current lease agreement. The compensation would remain the same term. At the November 9, 2017 MADA meeting, MADA recommended to the Council to replace the one-sided west bound I-94 billboard that was destroyed by the September 2017 windstorm and use the Insurance proceeds toward the purchase a new two-sided billboard.

Verbal estimates for a welcome sign similar to that of the attachment for the Care Center is approximately $25K not including electrical. It is estimated the cost would be just under $30,000 Staff has reached out to Spaeth Sod Farm to determine if they are interested in leasing land for a welcome sign. Based on their plans, they are not interested in placing a sign on their property. MRES Energy Services has been approached about funding a portion of the welcome sign and or billboard. They are willing to contribute up to $5,000 if their logo is on the welcome sign, however, they are not interested in funding traditional billboards. Ervin Bueckers has also donated $5,000 to the City which Mayor Finken recommends going toward the project. The MADA board was in support of the 2-sided billboard. The Council will make final determination as to funding once a closing price is received.

Council Member Klasen spoke with a past MADA Member who questioned the relevance and effectiveness of billboards, not to mention the cost to update. A motion was made by Mr. Finken approving the 2-sided billboard. The motion was seconded by Mr. Frieler with a roll call vote recorded as follows: For: Council Members Frieler, Christenson, and Mayor Finken; Against: Council Member Klasen, and Thieschafer.

Mayor Finken stated that the Local Board of Appeals and Equalization meeting will be held on Thursday, April 19, 2018 at 4:30 p.m.

A quorum of the Council is required, At least one member must have Local Board of Appeal and Equalization training. Joe Finken and Justin Frieler are member certified. The Council and Commission will meet on Thursday, April 19, 2017 at 5:00 p.m. to receive the 2017 Audit Report and Auditor’s Management Letter.

Mayor Finken stated that the TIF project was completed as proposed and has exceeded the expectations for increment generation. MADA is recommending approval of the administrative action to pay off the Cornerstone (Twin Pines Catering) TIF Note early by utilizing the surplus increments that have and will be collected. Doing so will allow the TIF District to be decertified earlier than planned and will provide Danzl with funds to address his parking and drainage improvements as he sees fit.

A motion was made by Mr. Klasen, seconded by Mr. Thieschafer and unanimously carried authorizing staff to make TIF payment to Mr. Danzl.

Mayor Finken noted that the City has received a request from the owner of the lot on the 400 Block as to if the City is still interested in purchasing the property. It was the consensus of the Council that the City is interest at the same offer that was presented in August of 2017.
