He spoke of his childhood and the poverty his family endured in the rural South. “No matter how tough times were, my grandmother was always looking to help anyone she felt was in need.

“One day a neighbor came to our kitchen door and told my grandmother he was hungry and hadn’t eaten in days.

She invited him in and served him a good portion of what she’d been preparing for our supper. When the man left, I asked my grandmother why she was always feeding other people when there was barely enough for us to eat.

“My grandmother said, ‘The only thing that matters in life is giving and serving. That’s the most important lesson you need to learn.’”

The businessman went on to tell how he took his grandmother’s words to heart. Throughout his life and career, he made sure to share his wisdom and good fortune with others and include them in his successes as well.

That sterling example defines the essence of the annual Horatio Alger Association of Distinguished Americans. I recently returned from the Horatio Alger Awards in Washington, D.C., where we inducted 13 new members and handed out $21 million in need-based scholarships to 2,500 deserving students. Those annual gifts total $159 million since 1984.

Founded in 1947, the Association is dedicated to the simple but powerful belief that hard work, honesty and determination can conquer all obstacles.

The Association honors the outstanding

leaders who have achieved remarkable successes in spite of adversity. Horatio Alger members and friends award scholarships to students with critical financial need who have exhibited the same qualities as members.

Past honorees include three U.S. presidents – Eisenhower, Ford and Reagan – plus Colin Powell, Mario Cuomo, Bob Hope, Oprah Winfrey, entrepreneur Wayne Huizenga, astronaut Chuck Yeager, Carol Burnett and leaders in various fields. Members are always sworn in at the U.S. Supreme Court.

The association bears the name of the renowned author Horatio Alger, Jr., who wrote more than 100 novels about rags-to-riches stories in which the heroes overcame adversity through education and the help of role models.

The association was founded to combat a growing attitude among young people that economic opportunity was a thing of the past. The Association strives to motivate and educate our nation’s young people about the economic and personal opportunities afforded them by the promise of the American free enterprise system.

“The Good Old Days” -By Tom Kuehne

was ultimately killed by someone who felt that he was a threat to our country and the man personally. At that time the newspapers were the primary news source. Imagine what history would say if the media were constantly attacking their audience with radio, television, cell phones, the internet and other media choices. Today we are getting too much opinion and too little news.

I think one of the best examples of change from the good old days, is when President Roosevelt would do his chats and it was not followed by an hour of broadcasting explaining to us what he had just said.

The song continues by asking questions about families and spouses and how they treated one another at that time. Of course, the song leads the listener to believe that everything was good in the past. We try to ignore the fact that there were family and relationship problems in those days too.

There may have in some cases, been greater problems, due to the drought and financial problems in the ‘30’s.

For some who lived in rural America, there was a uniting situation, which was that everybody seemed to be poor. The kids in school were primarily clothed in “hand-me-downs”, which made us feel as if we were part of a single social group. This was a point of comfort and so it is something we remember.

The good old days also included the turmoil in Europe and the east.

can imagine. But they are not the most impressive guests at the event. Every year it’s the students that steal the show.

We heard stories about kids in foster care, raised by grandparents because their parents rejected them, and even homelessness. Their home lives included stories of drugs, suicides, murders, beatings, parents in prison and much more. Others had families dealing with physical and mental disabilities or illnesses.

I was thrilled this year to hear about the 71 percent college graduation rate for our scholars, compared to the national low-income graduation rate of 16 percent. These students understand that a winner never quits, and a quitter never wins. The average family income of scholarship-recipient families is under $20,000, yet students’ grade point average is around 3.7 on a scale of 4.0. My high school record pales in comparison to their accomplishments.

These students are the epitome of overcoming adversity, positive attitude, determination, integrity, compassion, values and goals. They know that to get ahead they have to put in the effort and the hard work. They already understand there are no free lunches. Despite all this, they know there is always tomorrow.

Education – without question

– must be one of America’s top priorities. Education is the key to unlocking opportunity. My mother was a schoolteacher, which is one reason why education ranked high on our family agenda. For years, one of my favorite slogans has been: “If you think education is expensive, try ignorance.”

I couldn’t be more proud of any organization I belong to.

Mackay’s Moral: If you want to be in the presence of greatness, spend an evening with a motivated student.

April 22, 2019: During the week of April 14th through April 20th, the Todd County Sheriff’s Office responded to 203 calls for service. The following were the types of calls: 73 traffic stops, 11 civil process, 8 suspicious activity type complaints, 6 phone scams, 5 warrant checks, 5 alarms, 4 thefts, 3 disturbances, 6 assist other agencies, 2 accidents, 2 domestics, and 7 car/deer accidents.

Todd County Dispatch received 108- 911 calls during the week.

April 23, 2019: At 09:53 received a report of a structure fire in Grey Eagle.

A fire had started in a shed on the David Ostendorf residence, 303 Woodman St. S. in Grey Eagle. Upon arrival of the Grey Eagle Fire Department and Todd County Sheriff’s Office, the structure was almost fully engulfed. No one was injured in the fire, and Long Prairie Fire Department assisted on scene.

Grandpa The Judds made a recording in recent years which started “Grandpa, tell me about the good old days, sometimes it feels like the world’s gone crazy.” There are some of us that feel the world has gone crazy too.

One possible explanation is that the world was crazy back when we were young, but because we were not at that time, blessed with all of the social media, which currently attempts to tell us how to think and believe. It almost seems that at that time, the news media believed that we had enough intelligence to decide what was being said by the news.

We could hear the news on KASM, KLTF and WCCO. They simply reported the facts in a simple matter-of-fact way, not entering into “explanations” of what the Government Officials said or didn’t say.

Looking back to the time of Abe Lincoln, we find that there were many Americans who actually hated him. He was deeply involved in the Civil War. Our country was divided by many different ideas of how America should be. He

The result was two world wars. Were the wars caused by Hitler, Mussolini, Stalin or the Japanese Government?

No, because if the population had not allowed the government to run their lives, these people would not have been able to rise to power.

Did the old days include the flu in the late nineteens, TB, polio, infant deaths and mothers not living after childbirth?

Did people die of old age at less than 60 years? These things have changed.

What is the big difference is that in the good old days everyone seemed to know right from wrong. We could make decisions based upon the feeling that others felt the same way. Everyone was the same under the law. Even politicians.

Obituaries Harold G. Klaphake

H a r o l d G. Klaphake, age 80 of New Munich, passed away suddenly and peacefully surrounded by his family on Monday, April 22, 2019 at the University of Minnesota Fairview in Minneapolis, Minnesota.

A Mass of Christian Burial will be held at 11 a.m. Friday, April 26 at Immaculate Conception Catholic Church in New Munich with Fr. Dan Walz officiating. Interment will be in the parish cemetery.

Visitation will be held from 4 to 8 p.m.

Thursday, April 25 at the Patton-Schad Funeral Home in Melrose and from 9:30 to 11 a.m. Friday at the church in New Munich.

Parish prayers will be held at 5 p.m. followed by the St. Joseph’s Men’s Society at 6 p.m.

Thursday evening.

Harold was born February 9, 1939 in St. Martin Township, Stearns County, Minnesota to Math and Clara (Toenies) Klaphake. On April 30, 1960 he was united in marriage to Bettie Thaler at St. Ann’s Catholic Church in Slayton, Minnesota.

Harold worked at Kraft in Melrose for 35 years and at New Munich Bus Service for 10 years. He dedicated 22 years of his time with the New Munich Fire Department

serving as chief for several years and then served as mayor of New Munich for 24 years. He enjoyed his John Deere Tractors and mowers and going on casino trips. He spent many hours in his shed tinkering on projects and was an avid TV watcher of Westerns, Molly B, and American Pickers.

He was a member of Immaculate Conception Catholic Church and the St. Joseph’s Men’s Society.

Survivors include his significant other, Janet; children, Tim (Teresa), Denise, Mark (Jody), and Kurt (Amanda); grandchildren; Nathan, Jordan, Ethan (LeAnna), Kalie, Cole, Tiffany (Kurt), Samantha, Haylie, Rachel, Shane, and Collin; greatgrandchildren, Kaydence and Henry; brothers and sisters, Ken, Florian, Gene, Shirley, Sharon, Steve, and Tom. He was preceded in death by his parents, Math and Clara; wife, Bettie; brother, Jim; and great-granddaughter, Peyton.

Serving as casket bearers will be Jordan Klaphake, Nathan Klaphake, Tiffany Ritter, Cole Schindler, Haylie Klaphake, and Ethan Klaphake. Cross bearer will be Rachel Klaphake scripture bearer will be Mary Klaphake. Gift bearers will be Kaydence Bertram and Kurt Ritter. Readers will be Kalie Klaphake and Samantha Klaphake.

also members of several antique and classic car clubs. She enjoyed traveling south in her motor home in the winter, and spending the summer at her home on Pine Lake in Burtrum, Minnesota. Maureen enjoyed learning new things and her hobbies were varied. She spent a lot of time in the woods, hunting ginseng, and gathering morels, and wild asparagus. She kept a garden, collected McCoy pottery, wood carved, was an avid reader, and enjoyed puzzles. But most of all, she enjoyed spending time with her family and friends. Maureen will be missed by her cat Nico, family, and friends.

Memorial Funeral Mass of Christian Burial will be held on Thursday April 25, 2019 at 11:00 AM at St. Mary’s Catholic Church in Upsala, Minnesota with Father Jeremy Theis officiating. Visitation will be from 10:00-10:50 AM. A luncheon will follow the Mass. Burial will occur on April 26, 2019 at 11:05 AM at Fort Snelling National Cemetery in Minneapolis. Carol was born April 5, 1939, in Reynolds Township, Todd County, to Frank & Isabel (Hynnek) Connor. She married Anthony Doege on September 2, 1961.

Carol worked various jobs over the years as a seamstress until her retirement. She and Tony lived all the married life in Sauk Rapids until moving to Long Prairie in 2004. Carol enjoyed watching old movies with John Wayne and Jimmy Stewart and playing cards, especially pinochle.

Carol is preceded in death by her parents; husband Tony, Daughters: Susan Doege and Joann Perish and her In-Laws.

She is survived by her son Tim Doege of Sauk Rapids, grandson Brandon Doege of Sauk Rapids, sister Gwen Grimes of Robbinsdale and many nieces and nephews.

Maureen Wacker went to be with the Lord on April 10, 2019 in Miami, Florida. She was born September 8, 1936 in St. Peter, Minnesota to Frank Charles and Lucille Emma (Specht) Lunak.

She was raised in Le Sueur, Minnesota. As a teen, she met the love of her life, Anthony Joseph Wacker. They were married on May 25, 1957 in Mankato, Minnesota. Together they raised six children: Michael, Diane, Katherine, Patrick, Daniel, and Gregory.

They were married for 49 years until Tony passed away in 2006.

Besides raising six children, Maureen had a long career in nursing. She retired as a Nurse Practitioner with the St. Peter Regional Treatment Center. Maureen and Tony were

Joseph H. “Joe” Duevel, Jr. Joseph H. “Joe” Duevel, Jr., age 83 of Elrosa, passed away peacefully, surrounded by his family on Tuesday, April 23, 2019 at the CentraCare Health Nursing Home in Melrose, Minnesota.

A Mass of Christian Burial will be held at 1:30 p.m. Saturday, April 27 at Saints Peter and Paul Catholic Church in Elrosa with Rev. David Grundman officiating. Interment will be in the parish cemetery with military honors by the Lake Henry American Legion.

Visitation will be from 4 to 8 p.m.

Friday and from 12:30 to 1:30 p.m. Saturday at Saints Peter & Paul Catholic Church in Elrosa.

Joseph Henry Duevel, Jr. was born April 21, 1936 in Melrose, Minnesota to Joseph, Sr. and Helen (Schmidt) Duevel. Joe served in the U.S. Army during the Korean Conflict and was honorably discharged in 1959. On July 3, 1962 he was united in marriage to Dorothy Jennissen at St. Paul’s Catholic Church in Sauk Centre. Joe worked as a butter maker for the Melrose Creamery and the Elrosa Creamery. He then became a custodian for the Belgrade-Brooten-Elrosa School District for over 30 years, retiring in 1998. After retirement, Joe drove bus

for Kraemer Bus Service in Greenwald and worked at CHS Prairie Lakes in Elrosa.

He was a member of Saints Peter and Paul Catholic Church in Elrosa where he served as a bell ringer and custodian for many years. Joe was a volunteer fire fighter with the Elrosa Fire Department and retired after 32 years of service. He was a member of the Lake Henry American Legion Post 612 and was inducted into the Elrosa Baseball Hall of Fame and a member of the Elrosa Saints Baseball Club. Joe enjoyed telling stories, spending time with his family, especially with the grandchildren, fishing, baseball, hunting, spending time at the lake, and fixing things.

Survivors include his loving wife of 56 years, Dorothy Duevel of Elrosa; children, Bruce (Carla) Duevel of De Pere, Wisconsin, Steve Duevel of Sauk Centre, Jim (Michelle) Duevel of Rosemount, Lori (Matt) Haupert of Sartell, and Randy (Jill) Duevel of Prior Lake; 9 grandchildren; brother, Ed “Eddie” Duevel of Sauk Centre; and sister, Lorraine Schmidt of Sauk Centre.

Joe was preceded in death by his parents; brothers, Ervin and Jerome Duevel; and sister, Bernice Kuefler.

Serving as casket bearers will be Bruce Duevel, Steve Duevel, Jim Duevel, Matt Haupert, Randy Duevel, and Matt Breitbach.

Cross bearer will be Shawn Duevel and scripture bearer will be Adam Duevel.

Arrangements were made with PattonSchad Funeral & Cremation Services of Sauk Centre.

“Escaped debris burns are the number one cause of wildfires, so that’s why we issue these restrictions,” said Casey McCoy, DNR fire prevention supervisor. “They really work— we’ve reduced wildfires by nearly a third since we started spring burning restrictions in 2001.”

McCoy encourages residents to use alternatives to burning, such as composting, chipping, or taking brush to a collection site. For information on how to compost yard debris, visit the DNR’s guide to composting yard debris.

People who burn debris will be held financially responsible if their fire escapes and burns other property.

Distractive Driving Enforcement The Stearns-Benton Area Toward Zero Deaths Coalition is participating in the distracted driving enforcement phase now through April 30th. Distracted driving-related crashes claim an average of 53 lives each year, causing a lifetime of grief and pain for the families left behind and an untold story of what could have been.

In an effort to increase awareness and change dangerous behaviors, Minnesota law enforcement agencies started a three-week extra distracted driving enforcement wave which started April 8th.

The Stearns Benton TZD partners are taking part in extra enforcement along with more than 300 law enforcement agencies across Minnesota. The distracted driving campaign is coordinated by the Minnesota Department of Public Safety Office of Traffic Safety (DPSOTS).

Honestly, either way is fine. The point is to get rid of them, and stop using the stupid things. I like the idea, and the finality, of going ahead and closing the accounts and cutting up the cards.

Getting credit cards—and credit card debt—out of your life is a great first step in really learning to behave with your money.

Remember, you don’t build wealth or save money by using credit cards.

And you’re naïve if you think you’re going to play around with a multibillion-dollar industry and beat them at their own game. The only way to win against credit card companies is by refusing to play around with them!

Dear Dave, I’d like to start paying a little extra each month on my car loan, so I can get out of debt faster. Would it be a good idea to write a separate check for this extra amount?

-Steve Dear Steve, I think that’s a great idea! You can include the extra check in a separate envelope with the regular payment. In addition, write “principal only” in big, bold letters on the extra envelope and on the extra check. Make sure to also include the account number in the notation line at the bottom. Follow these guidelines, and you’ll be much less likely to run into problems as result of someone at the bank not paying attention.

Some companies use payment booklets that have a box specifically for entering any amount you want applied directly to the principal. See if this is available to you, as well. Regardless, make sure you keep an accurate, written record of the monthly and overall amounts you’re designating as “principal only.”

Author shares Vietnam experience at Stearns History Museum Robert Kunkel, author of Walking Point: A Vietnam Memoir, will talk about his war experience and the reaction he received upon his return at 9 a.m. Wednesday, May 8, at the Stearns History Museum’s Breakfast Club.

Highway 27 bridge in Little Falls closes April 29 Motorists who travel Highway 27 in Little Falls will encounter delays while the Highway 27 bridge spanning the Mississippi River is closed for approximately two weeks beginning Monday, April 29.

Motorists should plan for the following beginning Monday, April 29: Highway 27 will close between Front Street and Lindbergh Drive.

The Highway 27/Front Street intersection, and Highway 27/Lindbergh Drive intersection, will close.

Motorists should follow the signed detour along County Road 214 and Highway 10, or plan their own alternate routes.

Commercial trucks must use the detour listed above through October 2019.

Pedestrians will be able to cross the Highway 27 bridge spanning the Mississippi River using temporary walkways.

All lanes of Highway 27 between Front Street and Lindbergh Drive, including the Highway 27 bridge spanning the Mississippi River, will open in midMay. major project that will improve Highway 27 and other infrastructure through downtown Little Falls in 2019. All businesses in downtown Little Falls will remain open and accessible throughout the project, although routes will occasionally change.

When complete, the project will reconstruct or resurface two miles of Highway 27 between 15th Street SW and Ninth Street, install new underground utilities, curb, gutter and sidewalk, improve signals, add new bike lanes through downtown Little Falls and improve short segments of local roads.

Dear Motor Medics, My business purchased a brand-new vehicle and during the delivery at the dealership they told me to bring it back to them for all service to ensure the warranty will remain in effect. They did not tell me directly that the warranty would be void if I had it serviced elsewhere but they strongly implied so. I have been a faithful customer of another dealership for many years but my company decided to go with this model and being a company supplied vehicle that is free for me to drive I have to live with their choice. They do give me the choice of where to have my service work done as I live 80 miles from that dealership.

My question to you is can they void my warranty because I have my general service work done elsewhere? This is my first car I have driven that has had any kind of warranty at all. My personal cars have all been 3-5 years old when I buy them.

car and the first set went out at 40,000.

I have searched the internet and found countless people with the same engine style in their cars and vans with the same issue. How can the manufacturer have so many failures out there and not have a recall on them? I have owned other cars with recalls for things that weren’t even broken and I could not find anyone else with the issue, these gaskets are almost an epidemic with no recall.

Why don’t they recall them?

-John in Owensboro, KY Dear John, I know what you mean. I too own a car that I’ve had to pay for repairs on myself many times over and I felt the parts should have been designed better.

For a recall to be issued complaints have to be filed with the government safety office and then they are investigated to determine if they are safety related which could cause consumer harm.

Recalls are not usually issued if there is no safety concern. A manufacturer does not have to repair a vehicle out of its warranty period unless a repair is deemed to be a safety hazard and a recall has been started. On occasion, some manufacturers have extended warranty coverage as a good faith measure to retain customers.

Grey Eagle City Special Meeting March 26, 2019 The special meeting of the Grey Eagle City Council was called to order by Mayor Joseph Arnzen at 6:30 p.m., on the 26th day of March 2019 in council chambers.

Council members present were Roland Ahrendt, Thom Muellner, Brian Hollenkamp and Bill Pohlmann. There were no council members absent. Also in attendance were Chico Hellmann, Lori Hellmann and guests Bryan Bye, John and Cathy Walburn, LeRoy and Marque Ahrens, Brad Johnson, Gordon and Shirley Reecy, Tal Devens, Dennis Weiner, Mike Ritter, Tom and Sharon Welck, Beth Gessell, Lou Brinkman, Bill Berscheit, Richard Pohlmann and Derek Pohlmann.

John and Cathy Walburn were in attendance to discuss the possibility of the City purchasing a piece of property on the west side of the pole building on the Harriet Walburn property for the purpose of installing a new lift station within city limits. The proposed dimension of the property needed would be 80’ x 70’. Bryan Bye explained why this site would work the best for city needs rather than keeping the sewer main to the Trace Lake lift station in its current location.

The easement needed to replace the sewer main to the Trace Lake lift station would be an issue because it would bring it too close to the water. Purchasing the needed property would require a new plat subdividing this piece from the rest of the property owned by Harriet Walburn. John stated that the city could purchase the needed property for $20,000 but thought the purchase price could be cheaper if the city could reduce the size that runs along the highway. Bryan Bye will go back and see what changes in size could be made and resubmit it to the Walburn’s for possible approval before seeking approval for the purchase from Rural Development and the City Attorney.

The matter will go before the City Council for approval before any decisions will be made.

Bryan Bye discussed the need for temporary easements for the project. Some of the easements are along Maple Street South where work will be done to tie in the parking lane from Spruce Street to the end of city limits going south and will include additional storm sewer installation. Once the project is complete and seeded, and the city has approved the surface restoration, the easements will be allowed to expire. Permanent easements will be needed for the portion of sewer main that goes through the alley and along the old railroad bed. These permanent easements will be kept clear of any structures so that the city would have access to the sewer mains for maintenance of services as needed.

Bryan Bye answered any questions that the residents had regarding the easements.

A motion was made by Brian Hollenkamp to adjourn the meeting at 8:54 p.m. A second was made by Roland Ahrendt and upon vote, with all members voting in favor, motion carried, Lori Hellmann, Clerk Burtrum City April 1, 2019 The meeting of the Burtrum City Council was called to order at 7:00 pm on Monday April 1st, 2019 by Mayor Ron Strassburg.

Those in attendance included: Ronald Strassburg, Carrie Wiechmann, Deb VanHavermaet, Mitchell Bruggenthies, Sharon Erickson, Kevin Rohde, Dustin Wiechmann,

Seth Strassburg.

The meeting minutes from March 4th, 2019 were read and approved by a motion made by Kevin Rohde seconded by Mitchell Bruggenthies, upon vote motion was carried and the minutes were accepted. Next the finance report was read and approved by a motion made by Sharon Erickson and seconded by Kevin Rohde. The City Council then discussed outstanding/routine bills and upon a motion made by Deb VanHavermaet and seconded by Mitchell Rohde, the bills were paid.

Regarding old business, a resolution was put together, signed, and voted first by Kevin Rohde and seconded by Mitchell Bruggenthies regarding a property in town that was inspected on November 30th, 2018 and February 4th, 2019. The mayor will be checking into bids for contractor that deals with culverts. This has been an issue for many years, so a possible change in culvert size or depth may help improve the waterway through his property and control the congestion that occurs every year the snow melts.

Next, in new business, Irene Bjelland was present for the cleaning job at the hall and with no other inquiries motion was made to accept her for the position, first by Deb Vanhavermaet and seconded

by Mitchell Bruggenthies. There have been some complaints from residents in town in regard to large mounds of animal feces all over.

Please be courteous to all residents, have your animals on a leash, and pick up after them when going for a walk. Swanville school will be leasing the ball field at the Lion’s Park for the summer for any overflow of baseball games.

As there was no further topics to discuss the meeting was adjourned with a motion first made

by Mitchell Bruggenthies and seconded by Kevin Rohde, upon votes motion carried and the meeting was adjourned. The next City Council Meeting is scheduled for Monday, May 6th, 2019 at 7:00 pm at the Burtrum Town Hall.

Present were Council Members Tony Klasen, Justin Frieler, Travis Frieler, Mayor Joe Finken, Finance Director/Acting City Administrator Tessa Beuning and City Clerk Patti Haase. Council Member Mark Hill was absent. Mayor Finken presided thereat. The Council then recited the Pledge of Allegiance.

A motion was made by Mr. Klasen, seconded by Mr. Justin Frieler and unanimously carried to approve the agenda as submitted.

Mayor Finken then opened the floor to public comment. There were no comments.

1) Gambling Resolution No. 2019-19, Resolution Approving Gambling License to the Melrose Area Chamber of Commerce for an exemption from lawful gambling license to conduct a bingo, sell pull-tabs and hold a raffle on June 29, 2019 at the Sauk River Park located at 206 5th Avenue NE. A motion was made by Mr. Travis Frieler, seconded by Mr. Justin Frieler and unanimously carried to approve Consent Agenda items a and b. A motion was then made by Mr. Justin Frieler, seconded by Mr. Travis Frieler and unanimously carried approving Consent Agenda items c, d, and e.

Police Chief Maus presented the Police Department’s February 2019 report. He noted there were 318 calls for service during that month, compared to 338 for February 2018. There were 97 verbal warning and five written warning.

A total of 33 citations were written for the month of February. The year-to-date number of calls is 725 compared to 680 in 2018. For the month of February, the Department received 16 agency assist calls.

Community Development Director Atkinson reported on the Planning and Zoning Commission’s February 25 and March 19 meetings. Ms. Atkinson also provided an overview of upcoming projects. She provided an overview on the revision to the Ordinances that will be brought before the Council later this evening.

City Attorney Scott Dymoke reported on projects he has been working on for the City: • 121 4th Street SW: Received report of nuisance from the Police Department. Prepared Council resolution ordering abatement and hearing notices. Advised City staff on service of hearing notices.

• Property Owner 304 3rd Street SE: Received report of nuisance from the Police Department.

Prepared Council resolution ordering abatement and hearing notices.

Advised City staff on service of hearing notices.

• Outdoor Seating: Reviewed draft of proposed ordinance regulating outdoor seating. Prepared recommended revisions to ordinance and forwarded to City staff.

• Airbnb: Staff had an inquiry regarding an Airbnb. Mr. Dymoke stated the City’s current ordinances would allow this as rental property.

The City’s ordinance is silent on the length of stay. The Council, by consensus, determined that for now the City will continue with the current ordinance as written.

The City Council opened the Public Hearing at 6:08 p.m. to determine if conditions identified on the property located at: 1. 304 3rd Street SE, Melrose MN 2. 121 4th Street SW, Melrose MN are a public nuisance and consider issuing orders to abate the nuisance.

Attorney Scott Dymoke provided an overview of the nuisance violations and the process of abating the nuisance. Property owner of 121 4th Street SW stated that

he had been out of town for the last two weeks and, therefore, was not able to address the issue. He stated that he has contacted Opatz Metals, which has been closed on Saturdays; however, they will be open this upcoming Saturday at which time he intends to dispose of the items. There being no further comment, a motion was made

by Mr. Travis Frieler, seconded by Mr. Justin Frieler and unanimously carried to close the Public Hearing at 6:16 p.m.

Mayor Finken stated that the Planning and Zoning Commission, at its March 19 meeting, reviewed the Preliminary and Final Plat for Melrose 1 Stop. The Commission is recommending approval of the Preliminary and Final Plat for Melrose 1 Stop with the following recommendations: A motion was made by Mr. Justin Frieler, seconded by Mr. Klasen and unanimously carried affirming that “the ‘truck wash’ as a use is in harmony with the original ‘car wash’ CUP but if stacking becomes an issue or chemicals in the water become an issue, the City may give notice to the property owner and use the same process as outlined in the Letter of Understanding and Preliminary/ Final Plat Resolution and the CUP may be revoked if necessary to resolve the issue.”

A motion was then made by Mr. Travis Frieler, seconded by Mr. Klasen and unanimously carried affirming that “the fence on the south and west side, abutting the cemetery and Lovelace properties (near the car/truck wash) are waived at this time, but the language in the resolution shall remain regarding the process for determining if it is needed in the future if issues arise.” A motion was then made by Mr. Justin Frieler, seconded by Mr. Travis Frieler and unanimously carried affirming that “if a fence is needed in the future, the fence can be set back eight feet instead of 15 feet abutting the cemetery road. It is also noted that that there is a minimum eight-foot landscape yard/buffer and parking setback required, which needs to include grass at the minimum.

This is required but is not currently shown on the plans for the Melrose 1 Stop property, particularly between the Lovelace property and the car wash area.” Mr. Justin Frieler introduced Resolution No. 2019-20, Resolution Approving Case No. PP-1-2019-203 And FP1-2019-204, Preliminary and Final Plat Requested by Rahn Properties, LLC. The motion was seconded

by Mr. Klasen with a roll call vote recorded as follows: FOR: Council Members Justin Frieler, Klasen, Travis Frieler, and Mayor Finken AGAINST: None ABSENT: Council Member Hill A motion was made by Mr. Klasen, seconded by Mr. Justin Frieler and unanimously carried approving the Letter of Understanding.

Mayor Finken stated that earlier this evening, a Public Hearing was held to determine if conditions

identified on the property located at 304 Third Street SE are a public nuisance and consider issuing orders to abate the nuisance. City Attorney Dymoke stated that if the Council wishes to move forward with the abatement of the nuisance conditions for the above listed property, they will need to take action adopting the resolutions. In so doing, the property owner has 30 days in which to come into compliance with the applicable City codes and regulations. A motion for summary enforcement of the order will be made to the Stearns County District Court unless correction action is taken, or unless an answer is filed within the time specified in Minn. Stat. §463.18 which is 20 days. If the City must take action to enforce this order, all enforcement costs will be specially assessed against the property and collected in accordance with Minn. Stat. §463.22, §463.21 and §463.161.

Police Chief Maus is requesting the approval to hire Reece Riegel for the Melrose Police Reserves, contingent on a successful background investigation and physical exam. Reece is currently enrolled in the Law Enforcement program at the Alexandria Technical College. Mr. Riegel is also a soldier in the Army National Guard.

A motion was made by Mr. Justin Frieler, seconded by Mr. Klasen and unanimously carried approving the hiring of Mr. Riegel to the Melrose Police Reserves contingent on a successful background investigation and physical exam.

Mayor Finken noted that Springsted Incorporated is the municipal advisor for bonding, arbitrage, continuing disclosures and other services. The City was informed of Springsted’s intent to combine with Baker Tilly Virchow Krause, LLP, a financial services and accounting firm, and will operate its business under the name Baker Tilly Municipal Advisors, LLC (“Baker Tilly”). Police Chief Maus will provide an update on the downtown parking restrictions. Mr. Klasen stated that he spoke with the individual who brought up the parking concern and he would like, at a minimum, threehour parking on the side streets if possible. Mr. Klasen inquired about vehicles parked on 2nd Avenue NE that are encroaching the street.

Chief Maus stated that this is being monitored and addressed. Council Member Frieler stated that Arvig would prefer no parking on the back side of Arvig (Turkey Lane) or at least limit parking, allowing parking only on one side. Mr. Justin Frieler also stated that other business employees are welcome to use the Arvig parking lot.

Mayor Finken stated that on March 13, 2019, two bids were received for the HVAC System for the City Center. SEH has reviewed the bids and is recommending the project be awarded to Mission Mechanical in the amount of $163,271.

This includes the replacement of the hot water coils. A motion was made by Mr. Klasen, seconded by Mr. Justin Frieler and unanimously carried awarding the project to Mission Mechanical in the amount of $163,271.

Mayor Finken noted that bids were opened at 9:30 a.m. on March 21, 2019 for the 2019 Chip Seal project. A total of two bids

were received. The low bidder was Asphalt Surface Technologies Corp. (ASTECH) in the amount of $72,195.85. However, during review, it was determined to remove the FA3 requirement and to use the FA2 aggregate, which reduced the bid to $69,195.85. A motion was made by Mr. Travis Frieler seconded by Mr. Klasen and unanimously carried awarding the 2019 Seal Coat contract to ASTECH in the amount of $69,195.85 Mayor Finken noted that bids were opened at 10:00 a.m. on March 21, 2019 for the 2019 Street Improvement project. A total of six bids were received. The low bidder was Riley Bros. Construction Inc., in the amount of $287,074.60.

Mayor Finken stated that on March 13, 2019, Finance Director Beuning, Community Development Director Atkinson, and several WSB staff members attended a meeting with several representatives from the DNR, including the Assistant Commissioner at Senator Westrom’s Office in St. Paul. After further discussion, it was deter-

mined that there is a possibility that the rock arch rapids could work at the current level, without requiring draw down of the lake/river; however, additional hydraulic analysis is needed.

Mr. Nielson is recommending that the Council meet first with project engineer and hydrologist and then perhaps later with the DNR. The Council, by consensus, determined to meet with WSB engineers and hydrologist to further research the rock arch rapids design.

The Local Board of Appeals and Equalization meeting will be held on April 11, 2019 at 4:30 p.m.

A quorum of the Council is required. At least one member must have Local Board of Appeal and Equalization training. Joe Finken and Justin Frieler are certified members.

One in 10 children will be sexually abused by age 18.

There are more than 42 million survivors of child sexual abuse in the United States.

90 percent of alleged child abuse offenders are someone that the child knows.

What can a parent do to protect their child from sexual abuse?

Be open and have conversations with your child; don’t make assumptions about what they know and don’t know.

Teach children about privacy and boundaries and have safety rules for your home.

Talk to your children about touches: Utilize the terms “safe” and “unsafe” touch instead of “good” and “bad” touch. A touch can feel physically good to a child even though it is unsafe.

Unsafe touches can be explained as touches that either hurt their body or their heart. Touches on body parts that are covered by a swimsuit that are not to keep a child clean or healthy are also unsafe touches.

Touches should never be a secret.

Know who your child is spending time with.

Talk to caregivers of your children about who is around them when they are caring for your child. (e.g. at sleepovers, etc.)

Recognize and understand signs of grooming (adults creating situations to get the child alone, spending extra time with the child or treating he or she dif-

ferently than other children, providing access to valuable items/privileges or activities typically unavailable to child).

Internet safety: teach your children about the dangers of talking with people they don’t know and sharing personal information over the internet/phone apps. Monitor your child’s use of electronics and internet. Establish limits for how much time they can spend and what sites they can visit on electronics.

What to do if a child is abused or neglected: When talking to a child that has disclosed abuse, it is best to follow up with them individually, away from other children and caregivers.

Only collect the minimal facts needed to make a mandated report. Asking more information than this can negatively impact a child abuse investigation and/or risk the child’s safety.

It is best NOT to inform the child’s caregiver(s) and/or alleged offender.

This can be completed by law enforcement and/or Child Protection after their initial safety has been assessed.

The “Blue Kids” In 2010, the Blue Kids Campaign started as a program for April’s Child Abuse Awareness and Prevention Month. Community groups, businesses, and individuals take a “Stand for Kids” by placing the Blue Kids signs around Minnesota each April. Look out for the Blue Kids in our community!

Bitz and Piecez -By Pastor Bitz In the Twinkle of an Eye – 1 Corinthians 15:51-57 I tell you a mystery, we will all be changed. Trust or no trust in God we will all be changed. For the trumpet will sound, and the dead will be raised imperishable. In the twinkle of an eye these perishable bodies will become imperishable bodies.

People have one of two basic beliefs regarding life after death. They either believe that we continue on in some way or they don’t. Throughout history mankind has passed down some teaching, some religion concerning death and the after-life. It takes a brave soul to not believe what is so prominently written on our hearts. It still takes faith to believe that our lives just came about by random chance or some fluke of nature and that when we die we are gone. The prominent belief of people is that someone or something made us and that we will need to give an accounting of our deeds and actions.

No matter what you believe and teach there is some point in time, in the twinkle of an eye, that the truth will be revealed. For most religions there is a good place and a bad place you go to based on your mortal life. Some try to teach that everyone is going to the good place but that is a God who has no purpose or design for his creation. The strangest teaching has to be the atheists who teach that you simple cease to exist at death. Logically atheists what they believe about God and are willing to face consequences if they are wrong.

The big question is whether what you believe this side of death is right or not? Apathy or zeal it doesn’t matter, we will all be changed. The truth will be the judge. For Christians Easter morning is confidence that in the twinkle of an eye God’s demands are met and truth is revealed. For Christians the Bible has God’s expectations of his creation but more importantly it tells us everything he has done to ensure people can be with him in the good place after they die.

The Bible teaches that there is nothing we can do to inherit eternal life other than believe in the grace of God given through the promised one. That promised one in the Old Testament was Jesus.

On Easter morning Jesus rose from the dead giving hope to fallen mankind.

Confidence that when the moment of judgment comes all of God’s demands, all of his expectations will have been met and we will inherit immortality.

Confidence that in the twinkle of an eye that first Easter morning God’s word was fulfilled, giving those believing in the promised One assurance that the revelation passed down to us was from
