T h e r e ’s an epidemic sweeping the country, and the cure is just outside the window.

Spring fever is infecting folks from coast to coast, following the winter that wouldn’t end with its record snowfalls and biting temperatures and the dreaded polar vortex.

And what would spring be without spring cleaning? We sweep out the cobwebs in the corners and clean out the garage. Pack up the boots and stow the winter blahs. It’s time for a fresh start!

Why confine that spring cleaning to the house? It’s the season for fresh thoughts and new starts. Forgotten all your New Year’s resolutions? Ready to actually turn over a new leaf? Then

spring into action! A change of season is a perfect time for a change of attitude.

Start with the clutter around you.

It’s hard to think straight when you are surrounded by a mess. Clear off your desk. Go through your email and messages and deal with any outstanding business. Put files in order. Get organized and do it in a way that you can maintain on a daily basis. Once your environment is manageable, you can move on to the next step.

Now you are ready to tackle the tough stuff: your mindset. Set aside some time – and it may take some time – to think about what you could do to make your situation better.

Maybe there’s a bad habit that needs work. Giving up a vice is never easy, but you need to keep it in perspective. Is it holding you back from being healthy or happy? Then any amount of effort is worth it. Aim for one thing at a time if you want to improve your chance of succeeding.

Get outdoors and breathe in fresh air. Spring is a great time to get into a routine of walking, running, biking, golf, tennis or anything that gets you moving. Exercise is good not only for the body; it’s also great for your mind. It improves concentration and creativity. And the change of scenery has advantages too – nothing like a crisp sunny day to brighten your outlook.

Spring is a great time to fix what needs fixing in anticipation for the

coming season. What is your biggest fear? Think about how it messes with your mind. Write it down and then consider what you can do to conquer it. It isn’t necessary to climb Mount Everest to get over your fear of heights.

And it’s helpful to remember that more than 90 percent of the things we worry about aren’t worth the concern … they never happen.

Maybe you are thinking about a job change or a move. That can’t happen without some research and planning. Spring represents hope for new beginnings – perhaps this spring is a good time to get the ball rolling. Think about the steps you need to take. Do Harvey Mackay continued to pg 3

You may discover that changing your situation is not as difficult or as far out of reach as you imagined.

Freshen up your brain. Perhaps there are some classes that would help you in your career, or give you the satisfaction of learning something new and interesting. It’s like a fresh coat of paint for your attitude. Spruce it up and see what else you decide to improve.

Are you familiar with the “Zeignark effect”? It is named after a Russian psychiatrist who discovered that a waiter could remember incomplete orders more easily than those that were served. Further study showed that people are 90 percent more likely to remember tasks that are undone than those they completed. That makes sense to a degree, but it also causes tremendous stress rather than pride of accomplishment. There will always be work to be done, but stop and smell the roses – or the crocuses and daffodils – occasionally! And seriously, what do you think you would do if suddenly all your work were done?

Spring is also a time to turn your clock forward. Start thinking about how you can control your time better, rather than always reacting to others’ demands.

Take charge of your schedule! If you

can’t bring yourself to say no, learn how to say “later” or “I’ll think about it.” Your time is valuable – so valuable, you can’t put a price on it. And once it’s gone, it’s like snow melting when winter is over.

Obituaries Eugene E. “Gene” Karnes E u g e n e E. “Gene” Karnes, age 86, of Burtrum, died peacefully, surrounded by his family, on Saturday, April 19, 2014 at St. Otto’s Care Center in Little Falls, Minnesota.

A funeral service will be held at 11 a.m.

Wednesday, April 23 at the Grey Eagle United Methodist Church with Rev. Marianne Ozanne officiating. Interment will be at Lakeview Cemetery in Grey Eagle.

Visitation will be from 10 to 11 a.m.

Gene Everette Karnes was born January 8, 1928 in Grey Eagle Township, Todd County, Minnesota to Ralph and Alta (Showalter) Karnes. On April 27, 1951 he married Virginia Rogers in Watertown,

South Dakota. After farming many years in Burnhamville Township, Todd County, Gene was a custodian and a school bus driver for the Grey Eagle School. He was a member of Grey Eagle United Methodist Church and the International Union of Operating Engineers.

Gene enjoyed fishing, singing, flirting with the ladies, and spending time with his grandchildren and great-grandchildren.

He got the name “Mean Gene” from his grandson who was learning how to talk and pronounced his name wrong; the name stuck ever since.

Survivors include his children, Brenda Karnes (special friend, Dave Muellner) of Burtrum and Brad (Linda) Karnes of Hill City; five grandchildren, Brad (Steph) Karnes Jr. of Osakis, Lisa Karnes of Massachusetts, Duane “Chris” (Holly) Christian of Waite Park, Joyce (Brad) Jarvi of Sartell, and Dan (Heather) Christian of Burtrum; 15 great-grandchildren; and three great-great-grandchildren.

Gene was preceded in death by his parents; wife, Virginia Karnes on November 6, 1992; granddaughter, Brenda Lee Christian; and many brothers and sisters.

Serving as casket bearers will be Chris Christian, Dan Christian, Brad Karnes Jr., Joyce Jarvi, Brad Jarvi, and Taylor Christian. Honorary bearers will be Lonnie Karnes, Larry Karnes, Rocky Karnes, Rodney Karnes, Pat Karnes, Lisa Karnes, and Larry Rosch.

LaVonne B. “Vonne” Ludwig LaVonne B. “Vonne” Ludwig, age 83 of Melrose, died peacefully surrounded by her family on Monday, April 21, 2014 at the CentraCare Nursing Home in Long Prairie, Minnesota.

A Mass of Christian Burial will be held at 11 a.m. Thursday, April 24 at St. Mary’s Catholic Church in Melrose with Rev. Marvin Enneking officiating. Interment will be in the parish cemetery.

LaVonne B. Schlicht was born June 4, 1930 in Morris, Minnesota to Norbert and Hedwig (Hoffman) Schlicht. Vonne graduated from Melrose High School and was later employed there as an office assistant. She married Marlin Evens at St. Mary’s Catholic Church in Melrose.

Marlin passed away in 1970. She was united in marriage to Mike Ludwig on August 21, 1980 at St. Mary’s Catholic Church in Melrose. Vonne cleaned houses into her 70’s and at that time was still on

Vonne was a member of St. Mary’s Catholic Church in Melrose and the Christian Mothers. She enjoyed playing cards, bike riding, sewing, working word finds, and loved spending time with her family, especially her grandchildren.

Survivors include her husband, Mike Ludwig of Melrose; children, Carla Bodeker of Melrose, Ned (Annette) Evens of Tomball, Texas, Eric (Kay) Evens of Brooklyn Center, and Jonel (Bruce) Walz of Melrose; 12 grandchildren and 10 greatgrandchildren; sister, Doris Ferm of Maple Grove; brother, Tom (Patricia) Schlicht of Woodbury; and sister-in-law, Diane Schlicht of Plymouth.

Vonne was preceded in death by her first husband, Marlin Evens; parents; son, Mark Evens; great-grandson, Jack Iverson; brother, Jerry Schlicht; son-in-law, Dean Bodeker; and brother-in-law, Bob Ferm.

Serving as casket bearers will be Aaron Bodeker, Allan Bodeker, Hope Klaphake, Abby Walz, Michael Evens, Ethan Walz, and Nathan Evens. Cross bearer will be Hana Totten and scripture bearer will be Sadie Iverson. Honorary bearers will be LaVonne’s dear friends.

Dave Says -By Dave Ramsey Dear Dave, I noticed that your Baby Steps list puts saving for retirement before saving for your kid’s college fund.

Sending your kids to college would come first on the timeline, so what is your reasoning behind this?

Dear Jen, I advise this approach because everyone is going to retire someday, unless, of course, they happen to die before reaching retirement age. Retiring and eating are necessities. College is a luxury. Lots of people succeed in life without going to college, and thousands have worked their way through college. I worked 40 to 60 hours a week in college, and I still graduated in four years.

Having a college fund set aside by your parents is really nice, if they can afford that kind of thing. But you can go to school by getting good grades, applying for scholarships, working your tail off and choosing a school you can afford. I believe in education, but there are lots of ways to get a college degree other than having your parents foot the bill. Besides, the last time I checked there weren’t any good ways to retire that didn’t include saving and preparing for retirement beforehand. I mean, you can always try to live off Social Insecurity, but I don’t consider that a plan.

In short, college funding is not a necessity. That’s why it follows saving for retirement in the Baby Steps. Should you try to save up for your kid’s college education? Sure, if you can. But there are lots of parents out there who won’t be able to pay a dime toward someone’s college education. And that doesn’t make them bad parents!

-Dave Dear Dave, I think I made a big mistake when I bought my car. I’m having a hard time affording the $500 a month payments, because I only make minimum wage at my job and work 35 hours a week. My

boyfriend, who was supposed to help me pay for it, has moved out and left me. I owe $20,000 on the car, but I know it’s still worth about $19,000. What can I do?

-Rachel Dear Rachel, Sell the car! You went car crazy and bought a vehicle that was way out of your league.

Right now, your entire financial world is wrapped up in paying for this thing. And depending on a boyfriend to help make the payments was a big mistake, too. When he left, so did the financial support.

At this point all you need is enough to cover the hole you dug. Go to your local bank or credit union and try to get a very small loan from them—about $3,000. I hate debt, but you really don’t have a lot of options here. Then, if the car will sell for $19,000, get it sold and use $1,000 to cover the difference.

After that, take the remaining money and buy yourself a little beater. I’m talking about basic, ugly transportation.

The next step is to pick up a part-time job on the side, and work like crazy for a few months to get that loan paid back as quickly as possible. Don’t ever do this kind of thing again, Rachel!

St. Francis of Assisi Parish, located south of Upsala, presented their 6th annual production of “Journey with Jesus to Calvary” play the weekend of Palm Sunday, April 11-13. Each year the play has been enhanced from what began as a presentation to the religious education classrooms with 10 cast members to now over 75 cast members. The goal of the production is to bring Holy Week to life. This year over 700 people attended the play to enhance their Easter season.

New Park Opening this Summer: Little Falls Mayor Cathy Van Risseghem was the guest speaker at the Little Falls Thursday noontime Kiwanis held at the St. Otto’s Care Center cafeteria on April 10th. The Mayor told us about the new 22 acre public park currently under development. The land was donated to the City with the understanding that it is to be designated for public use. The park will be north of downtown on highway 76, behind the Assembly of God Church.

The park will eventually include a new playground, a splash park, baseball diamonds, and recreation center. The first phase will be a new playground opening this summer. This webinar is presented by the Northeast Document Conservation Center, one of the leading organizations for collection preservation in the United States. The instructor will be Jessica Bitely, NEDCC Preservation Specialist.

This live webinar introduces participants to the basics of caring for their genealogical and family collections. Discussion focuses on practical steps for the preservation of papers, photographs, books, textiles, and audiovisual materials

so that future generations can appreciate your family’s experiences, heritage, and history. Methods for the safe display, storage, and care of some of the most common items in family collections will also be addressed. Letter clarifies field-sign regulations

Several weeks ago, the Department of Transportation (MnDOT) circulated a letter detailing how it was going to more strictly enforce a law known as the Minnesota Outdoor Advertising Control Act (MOACA).

From the way the letter was written, it appeared as though a long-standing practice of seed corn signs at the end of farmers’ fields was going to be banned.

To me, we have many more pertinent things going on in this world that need regulation and oversight than putting the hammer down on farmers who erect a Pioneer or Dekalb or other seed company sign at the end of a field – on their own land, mind you. The original letter talked about MnDOT workers confiscating such signs, yes, even those on private property, and billing the land owner for the expense.

The MOACA regulates on-premise advertising devices, which constitute activities on the property where they are located. Thus, an off-premise sign, a device that advertises the sale of goods or services at a different location, is prohibited. According to MnDOT, the Supreme

Court has held that the goal of the statute is to permit billboards compatible with surrounding land use and to “preclude them in residential and agricultural areas where, beauty is more highly valued than utility.”

Needless to say, the original letter caused a considerable amount of headscratching among various ag interests.

What was the harm, a general comment went, about a small seed corn sign at the end of a field…especially one that’s off the highway right-of-way and on the edge of a farmer’s field?

A meeting was held, and another letter went out. This one clarified what signs would be allowed to stand and which ones wouldn’t. The stance was softened a bit as MnDOT wrote, “In an effort to recognize Minnesota’s strong agricultural economy and property rights, the following guidance is issued with respect to crop variety and seed company signs.”

So, now, the MOACA will allow such signs when the following four factors are fulfilled: 1) The device is on demonstration plots; 2) The device is on private property; 3) The device is not in the right-of-way; and 4) The device does

Legislators return to St. Paul this week to finish work on this year’s session. Four weeks remain, and among the major issues left are conference committees working to reconcile language between the House and Senate on certain bills and, of course, the bonding bill. That one’s going to be interesting in terms of how large the final package will be and getting enough Republican votes to pass it. An agreement last year limits the size of the bonding bill to around $850 million, but some want it even larger. And with a projected surplus, that discussion for more spending has become louder. However, rules say that the bonding bill must pass with a super majority so a bipartisan vote is needed.

That’s where the balancing act and further negotiation come in.

The regular meeting of the Town Board of Burnhamville Township was held March 25, 2014 at Burtrum Community Center. The meeting was called to order at 7:00

by Treasurer Pam Throener. Members present include Supervisors: Louis Thompson, Mike Berscheit and Bruce Johnson; Treasurer Pam Throener. Absent: Clerk Shirley Hulinsky Others present: Erv Herdering.

The first order of business was a motion by Sup. Thompson to elect Mike Berscheit as chairman for the year. Motion was seconded

In the road report annual road inspection of township roads will be held on Friday, April 11, 2014 as stated in a motion by Sup. Johnson and a second by Sup. Berscheit. The bump on 162nd St was discussed. Gravel contract was discussed. Sup. Thompson made a motion to accept the contract presented by Herdering, Inc. Sup. Berscheit seconded the motion.

Motion passed. The blading contract presented by Herdering, Inc. was accepted on a motion by Sup. Johnson and a second by Sup. Berscheit. Dust control was discussed.

Sup Berscheit made a motion to accept the contract by Herdering, Inc. for the same amount as last year.

Sup. Johnson seconded the motion.

Motions passed.

After last month’s meeting the chairman and clerk were contacted by a family who wishes to auction off the parents’ land. They were planning on dividing the property and wanted to know if there is a township road that they remember using and if the township would go back to maintaining it. After research the clerk found there never was a road connecting the west side of that property to Flicker Rd. Any old road formally used in the township, but not identified in the official naming of township roads in

1986, or adopted since then, are not considered township roads and will not be maintained by Burnhamville Township.

May 17th from 9-11 a.m. at the Burtrum Lions Park was set as the annual township clean-up day on a motion by Sup. Berscheit. Motion was seconded by Sup. Johnson.

Motion passed. Clerk will contact city to see if they are interested.

Treasurer’s report showed a balance of $75,878.38. Treasurer’s report was approved by Sup. Berscheit and seconded by Sup. Thompson. Motion passed.

Board was reminded of training for township officers on Friday, March 28 in Alexandria.

Melrose City March 20, 2014 The Melrose City Council met in a Regular Meeting on Thursday, March 20, 2014 at 6:00 p.m. at the Melrose City Center pursuant to due notice being given thereof.

Present were Council Members Joe Finken, Jenny Mayers, Tony Klasen, Dick Christenson, Mayor Tim Vogel, City Administrator/ Treasurer Michael Brethorst and City Clerk Patti Haase. Mayor Vogel presided thereat. The Council then recited the Pledge of Allegiance.

Assistant Stearns County Assessor Kelly Lemke provided an update on valuation changes and other items pertaining to the assessment process. Ms. Lemke presented data for the residential property sales for the period of October 1, 2012 through September 30, 2013.

Forty residential property sales occurred during this period. It is anticipated that there will be very little change to residential property tax while apartments or rental property may see a 2%-3% increase.

The full report is on file at the City Center. Melrose City Assessors, Kelly Lemke and Jeff Johnson, will be available to answer questions regarding the 2014 estimated market values and tax classifications of city properties at the Melrose City Center on Thursday, April 10, 2014 from 4:00 p.m. to 5:30 p.m.

The Local Board of Appeal and Equalization Meeting is scheduled for Thursday, April 17, 2014 from 4:30 p.m. to 5:00 p.m. at the Melrose City Center. The Local Board of Appeal and Equalization meeting is held to address the grievances of property owners who choose to appeal their 2014 estimated market value and/or tax classification.

Police Chief John Jensen presented the Police Department’s February report. He noted that a total of eight citations were issued in the month of February. There were 33 verbal warnings. Chief Jensen stated there were 176 calls for service during this month compared to 191 for February of 2013. The year-to-date number of calls is 307

compared to 374 in 2013. For the month of February 2014, the Department received 14 agency assist calls. The Police Department is actively investigating two residential burglaries.

Planning and Development Director Walz and Council/Planning and Zoning Commission Member Klasen reported on the Commission’s March 13 Regular Meeting. Mr. Walz noted that the Commission, at the request of Verizon Wireless, tabled action on the Conditional Use Permit to allow the use of a portion of the City-owned north water tower site for the placement of equipment and generator structure. The Commission discussed the presentation regarding the group’s reasons/justification for wanting the responsibility for, and the authority over, parks and recreation-related activities placed under its singular. This will be discussed later on in the evening as it pertains to Item #8a on the Council agenda.

City Attorney Dymoke reported that during the period from February 13 through March 13, he has given significant attention to the following projects: • Kramer House Demolition: Reviewed and revised bid documents for use in awarding contract for demolition of the Kramer house.

• I-94 Industrial Park Easements: Received and reviewed survey information locating access, utility, and sign easements within the I-94 Industrial Park. Prepared draft of Declaration to establish easements.

• Verizon Tower Lease: Reviewed suggested revisions to cost allocations in proposed lease from City Engineer with City Administrator. Prepared and forwarded revised lease language concerning

The City of Melrose has issued the following press release: The City of Melrose is asking City residents to be aware of the potential of water pipes freezing during this cold weather and to run your water if you feel you are at a risk of freezing pipes. We suggest that you run your cold water for a couple minutes, preferably at a point nearest to where water is coming into your home, and then take the temperature of the water.

If it is below 40 degrees Fahrenheit and or starting to show signs of rust, it is recommended that you let your cold water run from one faucet at a pencil lead thickness. You should run it non-stop when there is no one home or no water being used for a period of time, such as during the night. If you are actively using water for laundry or showers, you can stop running water during this time.

We also ask that you check the areas around all water pipes (under sinks, in laundry rooms, etc.) to ensure that they are exposed to the room temperature air. Leaving the cupboard doors open under the sink overnight or when you are not home may help.

If you do choose to run your water as a precautionary effort to prevent freeze up of your water line, you will be charged for this additional water usage. If you

Mayor Vogel recognized the Melrose Lady Dutchmen Gymnastics Team for winning the 20132014 Class A State Gymnastics Championship on Friday, February 21 at the University Sports Pavilion. Thursday, March 20, 2014 is proclaimed as Melrose Gymnastics Day. Mayor Vogel then read the proclamation and presented the coaches and team with the proclamation. They were given a standing ovation by Council members, staff, and attendees.

A motion was made by Mr. Finken, seconded by Mr. Christenson and unanimously carried to adopt a proclamation proclaiming Thursday March 20, 2014 as Melrose Gymnastics Day and congratulating the Melrose Lady Dutchmen Gymnastics Team and the coaching staff on the 2013-2014 Class A State Gymnastics Championship.

Mayor Vogel noted that the representative from Faulk and Foster who submitted the application for a conditional use permit in behalf of Verizon Wireless has requested that the public hearing scheduled for the communications antenna-related application be delayed from March 13 until April 10 to allow the submission of missing documents and/or those which need to be revised. The Planning and Zoning Commission complied with this request by opening the public hearing as scheduled, introducing the request along with the background information and then recessing the hearing until April 10, 2014 at 6:40 p.m. Since the Commission complied with this request related to the Verizon Wireless matter and an extension of the “60 Day Rule” period has been mutually agreed upon, there is no action to be taken by the Council at this time.

According to recent articles in the St. Cloud Times, in response to the request of Verizon Wireless for the placement of two antenna towers in Sauk Rapids, that the city has adopted a one year moratorium on the construction and placement of such data towers within its city limits. This is not a concern with respect to this request of Verizon Wireless for the City of Melrose.

The Council tabled action at this time and will be brought back before the Council at its April meeting.

Mayor Vogel next reported

that the City and Public Utilities purchased the property located at 108 1st Street NW for the purpose of future utility expansion.

The Council to consider concurring with the Commission authorizing staff to solicit bids for the demolition of the house located on the property.

A motion was made by Mr. Finken, seconded by Mr. Klasen and unanimously carried concurring with the Commission authorizing staff to solicit bids for the demolition of the house located on the property.

Mayor Vogel stated that the City’s Engineers, WSB & Associates, has prepared and staff has reviewed, the draft of the 2014 Sealcoat Project. This follows the Five Year Capital Improvement Plan.

Staff is recommending following the Plan as outlined.

A motion was made by Mr. Christenson, seconded by Ms. Mayers and unanimously carried approving the plans and specifications and ordering advertisement for bids.

Over the past few months, staff has seen an increase in the amount of cleaning that is required in the meeting rooms after the events.

Under current practices, cities can reserve the right to forfeit people’s privileges to rent the facilities if there are continued issues. Staff and City Attorney Dymoke have made revisions to the current rental agreement. The changes to the policy include: 1. The existing agreement included language notifying Renters that failure to clean up the room after use could result in loss of the privilege to use the room in the future. That language was kept, but changed words like “may” to “shall” or “will” result in loss of privileges.

2. Re-formatted the agreement to make the loss of privileges language stand out. Before the forfeiture language was included in the list of rules & regulations. The cleanup requirement is now a separate section and the forfeiture of privileges language is in bold.

3. We moved the statement about failure to comply with the rules to the end of the document and put that in bold.

4. If the forfeiture language was in the current agreement, and you have party asking to rent that did not clean up in the past, you can point to that requirement as a basis for not renting to them again.

Relating to policy and practice, if it is determined a renter

has damaged City property or left a mess, it will be documented. It’s easy enough to film the damage and mess, and noted the time and location the film was taken and who did the filming. If the renter asks to use the rooms again, we can show them the pictures should they deny causing a problem. Also, if a renter claims that the City is discriminating against them by not allowing them to use the room, there is evidence to rebut that charge.

A motion was made by Ms. Mayers, seconded by Mr. Finken and unanimously carried adopting the revisions to the City Center Rental Agreement.

Mayor Vogel reported that City Attorney Scott Dymoke, with the assistance of legal descriptions prepared by the City’s Engineers, WSB, has assembled a Declaration of Easements document describing the necessary permanent and perpetual easements for sign, access and utility purposes for the sign installed along Interstate 94 in the Melrose I-94 Industrial Park. If approved by the Council and executed

by City officials, it will be filed with the Stearns County Recorder. Attorney Dymoke has noted that at such time as the City sells Lot 3 and/or Lot 4 of Block 1, Melrose I-94 Industrial Park, the retainage of these easements should be noted on the deeds transferring the property.

A motion was made by Mr. Christenson, seconded by Mr. Klasen and unanimously carried approving the Declaration of Easements and authorizing execution of said documents by City officials.

The Council, at its March 3 Special Joint Meeting with the Utilities Commission, discussed the allocation of funds received from the sale of the CentraCare property. In accordance with policy, as a result of those discussion staff has drafted Resolution No. 2014-12, Committing Fund Balances for Specific Purposes.

A motion was made by Mr. Finken, seconded by Ms. Mayers and unanimously carried adopting Resolution No. 2014-12, Committing Fund Balances for Specific Purposes.

With the onset of the City’s 2013 purchase/2014 installation of new playground equipment in the Sauk River Park and the possible availability of park-related funding from the City’s 2013 sale of the Melrose Lions and Jaycee Community Park property to CentraCare Health-Melrose, there has been renewed interest over the past six months by both the Planning and Zoning Commission and the Melrose Area Development Authority(MADA) to be entrusted with the singular responsibility for the City’s routine parks and recreation activities. Both the Commission and MADA have discussed the matter at several meetings with both groups having held firm to each’s belief that it is best suited to address those routine parks and recreation-related responsibilities in behalf of the City. Both the Commission and MADA have been encouraged to personally appear before the Council at this meeting to present their individual cases for undertaking responsibility for the City’s routine parks and recreation-related responsibilities.

MADA Chair Bob Mayers commented that in the past, MADA members had served on the Parks and Recreation Board. It is the belief of MADA members that parks and recreation responsibilities tie more close to the development and growth of the community. Planning and Zoning Chair Randy Dufner referenced the Mission Statements of the two organizations. He noted that MADA’s mission is focused on job retention, job creation and community development whereas Planning and Zonings mission relates to strategically locating parks throughout the community and the amenities incorporated into the parks. Mayor Vogel was in support of re-establishing a parks and recreation board. Ms. Mayers also supported bringing back a parks and recreation board, however, wanted representation from MADA on the board.

After further discussion, a motion was made by Mr. Vogel seconded by Ms. Mayers and unanimously carried that the Parks and Recreation Board be reestablished consisting of two MADA members and two Planning and Zoning Commission members, along with

Mayor Vogel reported that within Daylight Court, there are four parcels of land that are in a tax forfeiture status. If the City chooses, it can purchase these lots and attempt to develop them or leave them on the market and allow the free market to sell them.

In addition to the land cost/sale price assigned to each parcel by the County, which ranges between $15,550 and $17,400, there are outstanding unpaid assessments along with interest and penalties due on each of the parcels. Those unpaid assessments along with interest and penalties range from $26,874 to $27,174 per parcel. When MADA discussed any possible City interest in the first two Daylight Court tax forfeiture lots, little interest was shown because of their extremely low and wet condition. While these four lots are believed to be without water problems, their Countyassigned land prices plus the City’s outstanding assessment, interest and penalty amounts, place their individual lot total costs higher than the two preferred vacant lots on the east side of 11th Avenue NE. When the first two lots became available due to tax forfeiture in 2012 and 2013, inquiry was made regarding the possibility of forgiving all or part of outstanding assessment and interest balances. Due to the reluctance of the City/Melrose Public Utilities to consider any such forgiveness, the matter was dropped.

The reasoning for the unwillingness was the precedent that would be set, the fairness to other developers, and the inability of owners of other vacant lots on the market – who have had to pay for their improvements – to compete with the City if it forgives all or part of the assessments and interest. Previously regarding a tax-forfeited parcel in Daylight Court, MADA took action at its August 22, 2011 meeting to recommend to the Council that it not proceed with the acquisition of tax-forfeited properties owned or formerly owned by Celebration Properties in Daylight Court for 2011 and 2012.

It was the consensus of MADA to recommend that the Council, at its March 20 meeting, approve of the County’s Classification and Sale of the Four Tax Forfeiture Parcels 66.36668.0001, 66.36668.0003, 66.36668.0005 and 66.36668.0006 and that, in addition to the land cost/sale price as-

DNR urges home owners to resist pruning evergreens with red needles

The Minnesota Department of Natural Resources reminds homeowners to wait to prune evergreen tree branches that have brown or red needles.

“This year evergreen trees in Minnesota had a long, hard winter with plenty of opportunity for injury,” said Val Cervenka, DNR forest health program coordinator. “Chances are your trees are alive and healthy even though they have damaged needles.”

Cervenka recommends waiting till late spring after the tree has put on new growth to decide if pruning is needed.

Moisture loss from drying winter winds, intense winter sunshine and low humidity causes damage to evergreen needles. Therefore, the south and southwest sides of evergreens show more winter damage than other parts of the tree. Trees that are protected by snow, shade or less wind show little to no signs of damage.

Evergreen needles are also damaged when deicing salts are splashed on the tree. Brown and red needles are especially noticeable on pines and spruces planted along highways.

To help prevent winter injury, keep evergreens properly watered throughout the growing season until the ground freezes. Choose tree species that are adapted to local growing and winter conditions. Avoid planting white and red pines, balsam fir and white spruce within 150 feet of a roadway to prevent salt damage.

Consider planting yews and arborvitae on the north and northeast sides of buildings, out of exposure to sun and wind. Wrapping evergreen trees in burlap or other materials in late fall can also help prevent moisture loss from the needles.
