Consistency touches every area of life, business -By Harvey Mackay S p r i n g training for Major League Baseball players is all about practicing the right concepts and covering all likely baseball scenarios. Once the skills are honed, what you hear from most managers, coaches and players is that they need to see consistency.

Sure, players might have a great spring and make the big leagues, but if they don’t consistently perform, they will be sent back to the minor leagues on the next bus.

Said one frustrated baseball player, “One night we play like King Kong, the next night like Fay Wray.”

Homerun slugger Hank Aaron summed it up: “Consistency is what counts; you have to be able to do things over and over again.”

Former New York Yankee Manager

Joe Torre said: “Whatever your job is, consistency is the hallmark. It’s much more important than doing something spectacular just once. Do your job consistently and you will be considered good.”

Torre was talking about much more than baseball. Life, like baseball, is all about consistency. Consistency might sound downright boring, but it’s a critical element of success.

“Variety may be the spice of life, but consistency pays the bills,” observes Doug Cooper, author of “Outside In.” Being consistent applies to all areas – school, work and family. If you are raising children, you know all about being consistent.

If you are running a restaurant, you are very familiar with the importance of consistency. Every food item must be served the same way every time.

Customers expect it.

I occasionally go to McDonald’s, not because they have the best hamburger, but because I know exactly what I’m going to get. I don’t like surprises.

It’s the same with any brand. When

your audience sees and hears a consistent message from your brand, it reinforces your unique selling proposition in their minds. By knowing what they can expect from your brand, and hearing it multiple times, they will begin to assign a higher value and trust in your business – and it shows that you take your business seriously.

Employees should expect the same consistency as customers. Employees should always know what is expected of them and how they will be treated.

“Success is neither magical nor mysterious. Success is the natural consequence of consistently applying basic fundamentals,” said the late Jim Rohn, a friend and crony of mine.

Big goals require three things: a plan, commitment to carry out that plan and consistency. Getting started is hard enough, but consistently carrying out your plan is more difficult. Even the best business plans will fail without a dedication to consistency.

How many people started out the new year with plans to work out more, get in better shape and lose some weight?

Without consistency those resolutions go down the drain in weeks.

Say you set a goal to run a marathon as I did years ago and completed 10 of them. You must organize a consistent

practice schedule and be consistent in your workouts, rain or shine. Missing a workout is like telling a lie, and the next lies come easier and easier.

Remember Aesop’s Fable, The Tortoise and the Hare. A hare insulted a tortoise on account of his slowness, and vainly boasted of her own great speed in running.

“Let us make a match,” replied the tortoise. “I will run with you five miles … and the fox yonder shall be the umpire of the race.”

The hare agreed, and away they both started together. But the hare, because of exceeding swiftness, outran the tortoise to such a degree that she made a jest of the matter. Finding herself a little tired, she lay down on a tuft of ferns that grew by the way, and took a nap. She reasoned that, if the tortoise went by, she would know it and could with ease catch up and pass the tortoise to win the race.

However, when the tortoise came crawling by with slow but continued

motion, the hare overslept and did not wake up, allowing the tortoise to win the race. Are you a tortoise or a hare? Keep your eye on the prize, and consistency will get you there.

Mackay’s Moral: If you are persistent, you will get it. If you are consistent, you will keep it.

Obituaries Marcella M. “Sally” Klaphake

Marcella M. “Sally” Klaphake, age 83 of Melrose, died peacefully surrounded by her family after a year long battle with cancer on Thursday, March 26, 2015 at her home in Melrose, Minnesota.

A Mass of Christian Burial was held at 11 a.m.

Monday, March 30 at St. Mary’s Catholic Church in Melrose with Rev. Marvin Enneking officiating, Rev. Ken Thielman concelebrating, and Deacon Ernie Kociemba assisting. Interment was in the parish cemetery.

Marcella Margaret Uphoff was born December 28, 1931 in New Munich, Minnesota to Joseph and Elizabeth (Wiebolt) Uphoff. Sally attended country school and worked at St. Michael’s Hospital in Sauk Centre in the housekeeping department.

On September 14, 1954 she was united in marriage to Gilbert Klaphake at Immaculate Conception Catholic Church in New Munich.

After marriage, Sally spent her time raising her family on their farm and passing down some of her wonderful traits, such as her sense of humor and playing cards. She also volunteered by delivering meals for Meals on Wheels for over 20 years.

She was a member of St. Mary’s Catholic

Church in Melrose, Christian Mothers, and St. Elizabeth’s Society. Sally enjoyed working word find puzzles, embroidering, and listening to music. She had a green thumb and was very proud of her flowers that she grew.

Sally enjoyed spending time at the cabin on Little Birch Lake, but most of all, loved spending time with her family, especially her grandchildren and great-grandchildren.

Survivors include her loving husband of 60+ years, Gilbert Klaphake of Melrose; children, Rick (Deb) Klaphake of Melrose, Diane (Mark) Frieler of Sauk Rapids, Laura (Mike) Meyer of Melrose, and Leon (Mary) Klaphake of Melrose; nine grandchildren and nine great-grandchildren; and sister, Agnes Maus of Melrose.

Sally was preceded in death by her parents; brothers and sister, Raymond Uphoff, Alfred Uphoff, Silverious Uphoff, and Marie Rademacher.

Serving as casket bearers were Autum Helmin, Pete Klaphake, Karen Rieland, Jason Frieler, Nathan Frieler, Josh Meyer, Ashley Herdering, and Chris Klaphake.

Cross bearer was Kayla Meyer and scripture bearer was Jordan Helmin. Honorary bearers were Mary Ann Wenker, Ruth Braegelmann, Laurel Enneking, Char Petermeier, Bernie Winter, Rita Gerding, Bernie Sieben, Rosie Welle, Pat Moening, Ruth Traeger, Geri Meyer, Rosie Osendorf, Donna Dufner, Mary Kay Ersland, Lorraine Stalboerger, and Alice Breitbach.

Arrangements were made with PattonSchad Funeral & Cremation Services of Melrose.

William F. “Bill” Marty, age 79 of Grey Eagle, died unexpectedly on Monday, March 30, 2015 at his home in Grey Eagle, Minnesota.

A Mass of Christian Burial will be held at 11 a.m. Monday, April 6 at St. Joseph’s Catholic Church in Grey Eagle with Rev. Ronald Dockendorf and Chaplain Jeff Tacker officiating.

Interment will be in the parish cemetery.

Friends may call from 9 to 11 a.m.

William Frank Marty was born February 7, 1936 in Melrose, Minnesota to Frank and Rosella (Meagher) Marty. On October 3, 1964 he married Rita Illies at St. Mary’s Catholic Church in Long Prairie. Bill worked at Franklin in St. Cloud for 29 years. During that same time he farmed beef cattle. After

Bottle was born in St. Anthony on November 7, 1935 to Wilfred “Wiff” and Anna (Silbernick) Schiffler. He grew up alongside 11 siblings and graduated from Albany High School. Bottle attended a year of college at St. John’s University and spent another serving his country in the United States Army. On October 15, 1960 he married his high school sweetheart, Janet Marie Silbernick, at Seven Dolors Catholic Church in Albany and they raised two children together. He owned Jack & Jill Grocery, All Area Sports, and spent 20 years working with the Albany Fire Department.

Bottle was an all-around good guy who loved Albany athletics and was a strong supporter of the Huskies. He was a dog lover and they loved him right back, especially

his retirement, he joined his wife in taking over the family business, Fyr Fyter (aka Fire Fighter) of Long Prairie and Grey Eagle.

He was a member of St. Joseph’s Catholic Church in Grey Eagle and served on the Grey Eagle Township Board for many years.

Bill enjoyed his vehicles and tractors, traveling, and visiting with people. He would show off his family photos any chance he could.

Survivors include his son, William “Billy” (Jenni) Marty of Sauk Rapids; daughters-in-law, Stephanie George of Sauk Centre and Heidi Paulson of Fergus Falls; grandsons, Justin George, Henry Marty, and Carter Marty; and granddaughter, Sadie Marty.

Bill was preceded in death by his parents; wife, Rita Marty; sons, Frank and Neil Marty; brothers and sister, Adolph Marty, Agnes Marty, Raymond Marty, and Bernard “Bernie” Marty.

shih tzus Maizy and Nina, and the golden retriever Emma. Bottle liked fishing, was an avid golfer, and was one of the kindest men you would ever meet. He was a man of deep faith who attended mass daily and could be found in his “special spot.” Bottle often enjoyed going for a drive with Jan to spend time alone together. He was a true family man and he adored his grandchildren.

He relished the time he spent with them, teaching basketball and golf, and was an amazing Grandpa. The nursing staff at Mother of Mercy adored him and he touched so many lives though only a resident there a short time. Bottle was an active member of Seven Dolors Catholic Church and the Knights of Columbus (CHECK).

Bottle is survived by his children Steve (Jill) Schiffler, Albany; Anne (Paul) Maus, Melrose; his siblings Bob (Jan) Schiffler, Albany; Glenn (Mary) Schiffler; Gerianne Klug, Rice; his grandchildren Tori, Sidney, and Jordan Schiffler; Jenna and Kate Maus; as well as many other family and friends.

He is preceded in death by his parents Wiff and Anna, his wife of 45 years Jan, his siblings Lucille Kollodge, Rita Baltes, Sonny Schiffler, Virgil Schiffler, Del Schiffler, Ervie Schiffler, Shirley Schiffler, and Gary Schiffler.

Irene Pierskalla

Mass of Christian Burial celebrating the life of Irene Pierskalla, 85, of St. Wendel was held Wednesday, April 1, 2015 at St. Columbkille Catholic Church in St. Wendel. Father David Grundman officiated and burial was the parish cemetery.

Irene passed away at Mother Of Mercy in Albany on Friday afternoon March 27, 2015.

Irene was born on July 3, 1929 to Catherine (Gerads) and Stephen Breth in Krain Twp. MN. She grew up and attended school in St. Anthony. She worked in the laundry department at St. Cloud Hospital.

She met Ernest Pierskalla at a dance at the St. Wendel Ballroom; they got engaged on Valentine’s Day and were married that same year on September 13, 1955, and the couple made their home in St. Wendel. Irene was a proud homemaker and loved gardening. She was an active member of St. Columbkille Catholic Church and its Christian Mothers.

After living most of her life in St. Wendel, she moved to Albany to live at the Mother of Mercy Nursing Home.

Irene is survived by her three sons; Lloyd, Martin, and Elmer Pierskalla, all of Avon; and a daughter, Gerrie (Lee) Komis, Avon. Three grandchildren; Jennifer, Blake, and Michaela; a brother, Stephen “Butch” Breth, Jr., St. Anthony; nieces, nephews, other relatives and friends.

She is preceded in death by her parents; her husband Ernie in 2013; a sister, Dorain Layton; and four brothers: Werner, Herb, Martin, and Reinhard Breth.

LeRoy H. “Butch” Lambrecht

Memorial Service will be held at 11 am, Saturday, April 4, 2015 at St. Peter’s Lutheran Church, Swanville for LeRoy H. “Butch” Lambrecht, age 71, of Swanville, who passed away at his home on Sunday.

Rev. Kevin Zellers will officiate and burial will take place at 11 am Monday at the Minnesota State Veterans Cemetery, Camp Ripley, Minnesota. Family and friends may call one hour prior to services Saturday at the church.

LeRoy was born November 15, 1943 in Little Falls, Minnesota, the son of Adelbert and Laura (Nordin) Lambrecht. He grew up near Pillsbury and graduated from Swanville High School in 1961. He entered the United States Navy in October of 1961 and served 5 tours of duty in Vietnam.

LeRoy was discharged from the service in 1971. He later moved to Alaska. LeRoy was employed by House of Tires in Wasilla, Alaska. He married Debora Sand on July 12,

1984 in Palmer, Alaska. They later moved to Swanville in 1990. He was a mechanic for Tom Blais Ford in Long Prairie and later for Moll Ford in Little Falls. He retired in 2005.

LeRoy drove school bus for the Swanville School District for several years.

LeRoy was a member of St. Peter’s Lutheran Church, Swanville American Legion, Swanville Senior Center, and a retired volunteer Fireman for Swanville. He enjoyed riding his motorcycle, fishing in Alaska, going for boat rides, watching TV, and playing with his dogs, Tinker and Toby.

LeRoy is survived by his wife, Debora, Swanville; children, James (Kelly) Hoylman, Palmer, AK; Tina (Robert) Everly, Brewster, WA; Brandy Miller, Conneaut, OH; Nicole Shay, Texas; and Danielle Porcher, Palmer, AK; brother, Warren (Sally Kirn) Lambrecht, Chino Hills, CA; sisters, Karen (Jack) Ring, Little Falls; Kayla Sobiech, Randall; Brenda (Dennis) Schmidt, Swanville; Sheila Maciej, Swanville; and Wanda (Leonard) Holmquist, Long Prairie; sisters-in-law, Cheryl Lambrecht, Burtrum; and Shelly (Gerald) Tostenson, Long Prairie; also 14 grandchildren and one great-grandchild.

He was preceded in death by his parents, and brothers, Darwin “Buzz”, Vern, and Kenny.

Lee Benedict Schmid Lee Benedict Schmid, beloved husband, father and brother died on Thursday, March 26 as a result of complications from congestive heart failure. Mass of Christian Burial was celebrated by Reverend Blane Wasnie, OSB, on Monday, March 30th at St. Benedict’s Catholic Church in Avon, Minnesota.

Lee led a long and fulfilling life in Avon. He was born on October 10, 1923 in Avon, to Ed and Luella (Roche) Schmid. He married Ida Mae Loso “Mazie” on June 29, 1946. Lee and Mazie were happily married for 55 years and raised 9 children in Avon.

Lee graduated high school from St. Cloud Tech and attended one year of business college in Minneapolis, before he was drafted into the army. Lee served his country in WW II from 1943 to 1946. After the army, Lee returned to Avon to run the family dairy farm. It is on the family farm where Lee and Mazie were blessed with nine children and instilled in them the importance

of work ethic and strong values.

Lee began working at Avon Lumber on January 1, 1969, where he was a sales associate in charge of farm sales. Lee was widely recognized for his proficiency in numbers and mathematics. It was often said that Lee was faster than any calculator. Lee proudly worked at the lumber yard for Terry and Judy Schmid for 37 years, retiring on December 23, 2005, at the age of 82. Several of Lee’s children also worked at the lumber yard, which filled Lee with pride and joy, and perhaps some trepidation.

Lee was a man of few words, and believed that actions spoke louder than words. Lee volunteered for the St. Benedict’s Catholic Church. Lee and Mazie also served the community by volunteering for Meals on Wheels for many years.

Surviving Lee are his children Lynn (George) Tchouban, Denver, CO; Sue (James) Svoboda, Fresno, CA; Patty (Bob) Kleinart, St. Cloud, MN; Mary Kay Schmid, Avon, MN; Laurie (Frank) Brown, Ogden, UT; Kim Schmid, Minneapolis, MN; Ron Schmid, Littleton, CO; and Kristie (Mark) Schmid, Edina, MN; siblings Lois Buettner and Donald Schmid; 10 grandchildren and 8 great grandchildren.

Lee was preceded in death by his wife Mazie, son Larry, his parents, brother Bill and sister Dorothy.

The MN Department of Public Safety recently issued an advisory for all residents and visitors calling 911 on a cell phone.

Cell phones are creating challenges for 911 operators as they wait for phone carriers to provide better location information. When a 911 call is placed using a traditional land line the 911 operator can instantly see the address connected to that phone, including the floor, apartment or suite number in a multi-unit building. That is not the case with cell

phones.

If you call 911 on a cell phone: Immediately provide the 911 operator with precise location information.

If you’re unable to speak stay on the line - the 911 operators can use various tools to try and better determine your location.

Swanville Jr. High Student of the Month Swanville High School is proud to announce eighth grade student Nathan Lambrecht as the grade seven through nine Student of the Month for March. Nathan is the son of Mike and Julie Lambrecht. Nathan stays active in school by participating in a range of activities. He has participated in football, basketball and baseball since seventh grade. He has been involved in the theatre productions since entering junior high. His advice to other students is to “Work hard, complete your work and have fun.”

Nathan is on the honor roll along with being active in football, basketball, and baseball. Nathan is a great addition to our school.”

He is currently in my 8th grade Earth Science class. Nathan is a very bright young man who takes his studies seriously. Besides being academically sound, Nathan is a fun kid to be around! His classmates and peers look up to him because he is such a nice person.”

Town Hall Meetings Provide Good Legislative Fodder Questions and concerns about the governor’s proposed 50-foot buffer strip requirement were the main point of interest at town hall meetings conducted

by Sen. Torrey Westrom and me last weekend.

One farmer said he would lose a significant percentage of the tillable acres on his small dairy farm if the plan becomes law. Others were concerned about the DNR and their role in the plan. Other drainage issues were also discussed, with over regulation being a point of contention, in addition to the manner in which maintenance costs are assigned to those who benefit from a county ditch system.

The subject of green energy and wind towers was a discussion item at one location. Nursing homes and long-term care were also a concern of attendees at all of the meetings.

Questions arose concerning the large pay increases granted by the governor and the one day he still has to grant them again. The subject of transportation and a gas tax increase was discussed at length.

Also mentioned was the wheelage tax imposed by some counties, in addition to a local option sales tax in some cities and

Legislators are in the midst of a weeklong Easter/Passover break. The second deadline for policy bills was last Friday so most of those issues still alive will be heard on the House floor soon. Attention now is turning to spending parameters as targets were recently issued, and finance committees will begin their work of putting the major spending bills together upon returning from the Easter break.

House Republicans propose spending roughly the same amount as the current biennium, around $40 billion, but also plan on nearly $2 billion in tax cuts. Governor Dayton’s plan for the coming two years calls for spending $43 billion, including nearly the entire projected state surplus.

Senate DFLers released their spending plan late last week, and it was in between the House and governor’s plan, although it was more closely aligned to Dayton’s than the House plan.

One area of government spending that can be confusing is when claims are made that spending is cut. Most often, when that’s said, it’s usually a decrease in the projected increase. Here’s a case in point; some say the Republican spending plan cuts spending in the health and human services area by over a billion dollars. That would be true if all the automatic spending increases built into current law were allowed to take place in the next two years.

The GOP plan does make changes and attempts to slow those increases in certain areas, so the net result in HHS spending is actually an increase of around $442 million. That isn’t a spending cut, at least not the way most folks figure it.

Dave Says -By Dave Ramsey Dear Dave, My parents are going through a divorce, and money issues are a big part of the problem. My dad bought several rental properties and poured money into them.

Then, he lost them to foreclosure and isn’t making a lot in his new, commission-based job. How can I, as a 25-year-old kid, tell him that his career choices aren’t working?

-Ryan Dear Ryan, I’m sorry to hear about your mom and dad. Divorce is never an easy thing, no matter how old you are.

You’ve probably heard lots of old sayings about how winners never quit.

Well, in many cases those are false statements. Winners and successful people quit all the time; they quit doing things that aren’t working. This doesn’t have to mean that you quit on a dream, but it could mean you change the methodology you’re using — especially if it’s not getting you anywhere.

Part of being a successful entrepreneur is having the ability to recognize when something isn’t working and change it.

You sound like a smart, caring young man, but there’s little chance that a twentysomething with very little life experience will be able to convince his father of these things. I mean, he’s probably in his fifties, right? Plus, he’s going through a divorce, and it sounds like he’s broke and emotionally worn out.

You’ve got a great heart, and I’m glad you care enough about your dad to try and help him. But in this scenario, I think he needs to talk to someone like a pastor, or even an older relative or good friend closer to his own age — a guy with a little more life experience. Maybe you could talk to someone like this and explain what your dad is going through. Ask them to talk to him, and see if he’ll open up to some new ideas.

In the meantime, just be there for him and show all the support you can. You’re a good son, Ryan.

20 percent down payment and keeping the rest of the money in mutual funds to make more money? If need be, I could still pay off the house.

-Alex Dear Alex, Interesting question. Okay, I’m game.

The spread that you’d make between even a high-interest rate mortgage — let’s say six percent — and mutual funds at 11 percent or so, is about five percent.

And that’s assuming nothing goes wrong, and you can get your mutual fund out if needed.

What you’re talking about is theory, and what I’m talking about is actual life. In your theory you’ve left out two major issues: paying taxes on the mutual fund, which would make your yield less, and risk. You’ve compared a zero-risk investment with a risk investment, and you shouldn’t do that. You must factor in risk so you can accurately compare one investment to another.

Every time you pay off a mortgage, the bank no longer charges you interest.

That’s zero risk compared to a mutual fund, which does have risk. Remember, if your house was paid for you wouldn’t borrow $300,000 against it to invest in mutual funds!

Upon arriving the firemen discovered the house to be completely engulfed and the home owner William Frank Marty age 79 was discovered inside the residence deceased. The Midwest Medical Examiners office is conducting an autopsy to determine cause of death. The investigation continues with the State Fire Marshal’s Office as to the cause of the Fire. Upsala Fire Department assisted at the scene.

Ice Ridges on shorelines Is a DNR permit required to remove or grade soil material (“ice ridge”) pushed up by ice action onto my shoreline?

For most projects regarding work below the ordinary high water level (OHWL) of public waters, an individual Public Waters Work Permit is required.

Ice Ridge Permit Exception: Under the following conditions an individual permit would not be required from the DNR for ice ridge removal or grading: • The ice ridge resulted from ice action within the last year; • The project is either exempt from local permits or is authorized by issuance of a local government permit; • Not more than 200 feet of shoreline is affected; • All ice ridge material that is composed of muck, clay or organic sediment is deposited and stabilized at an upland site above the ordinary high water level (OHWL); • All ice ridge material that is composed of sand or gravel is removed as provided above or graded to conform to the original cross-section and alignment of the lakebed, with a finished surface at

or below the ordinary high water level (OHWL); • No additional excavation or replacement fill material occurs on the site; • All exposed areas are immediately stabilized as needed to prevent erosion and sedimentation; and • Local zoning officials, the Watershed District, if applicable, and the Soil and Water District are given at least seven days prior notice.

Melrose City February 19, 2015 The Melrose City Council met in a Regular Meeting on Thursday, February 19, 2015 at 6:00 p.m. at the Melrose City Center pursuant to due notice being given thereof.

Present were Council Members Tony Klasen, Jenny Mayers, Dick Christenson, and Josh Thieschafer, Mayor Joe Finken, and City Administrator/Treasurer Michael Brethorst. Mayor Finken presided thereat.

The Council then recited the Pledge of Allegiance.

A motion was made by Ms. Mayers, seconded by Mr. Klasen and unanimously carried to approve the agenda as amended.

Mayor Finken then opened the floor to public comment. There were no comments.

The following items were considered for approval under the Consent Agenda: a. The minutes from the Council’s January 8 Special Joint Meeting with the Utilities Commission, the January 22 Special Joint Meeting with the Utilities Commission, the January 22 Regular Meeting, and the February 3 Special Meeting. b. List of bills in the amount of $130,642.09. c. List of investments for the month of January. d. 1) Resolution No. 2015-6, donation in the amount of $400 from the Melrose Towing and Recovery towards the Melrose Fire Department 2) Resolution No. 2015-7, donation in the amount of $75 from Doris Herdering for the Senior Center quilting fund. e. The Planning and Zoning Commission, at its January 26 Meeting, nominated Mr. Paulson for Council consideration as the Planning and Zoning representative on the Parks and Recreation Board.

A motion was made by Mr. Christenson, seconded by Mr. Thieschafer and unanimously carried to approve the consent agenda items.

Police Chief Craig Maus presented the Police Department’s January report. He noted there were 206 calls for service during that month, compared to 130 for January 2014. A total of eight citations were written for the month of January. For the month of January 2015, the Department received 22 agency assist calls.

Police Chief Maus reported that the storm shelters for the mobile home parks are moving forward. Construction of the shelters should begin this spring.

Planning and Development Director Walz reported on the Planning and Zoning Commission’s January 26 Regular Meeting. Mr. Walz noted that the Commission, along with staff, continued its participatory review of another portion of the draft Zoning Ordinance.

City Attorney Scott Dymoke reported on projects he has been working on for the City: • CentraCare Utility Easements Agreement: Received and reviewed survey and proposed utility easement agreement for Park View project. Revised easement agreement to include additional property identified in previous surveys and forwarded to city staff for execution and filing.

• Xcel Pole Attachment Agreement: Reviewed existing pole attachment agreement with Xcel Energy and proposal to update agreement. Compared proposal with current Charter Communications pole attachment agreement and fee structure. Prepared and forwarded opinion to City Administrator • Southwest Substation Utility Easements: Received and reviewed

planning documents identifying location of additional utility easements needed in conjunction with construction of new southwest substation, together with summary of property owners affected by easement requirements. Obtained legal descriptions for effected properties from Stearns County Recorder and confirmed record ownership of effected property. Prepared and forwarded drafts of utility easement agreements to City Administrator for review and comment.

Mayor Finken noted that the Council has historically approved designating the unallocated setasides within Fund 203. It is projected that Parks Improvement, Public Works Street Improvement, Office Equipment and City Center Maintenance will have deficits in the coming years. With modest adjustments from year to year, these deficits can be managed. With the sale of CentraCare and its land assets, the City has an estimated $1,100,000 remaining of assets to be paid back over the next nine years. As of December 31, 2014, the City has set aside $358,495 of the CentraCare funds to pay for the street portion of the bridge project.

It has set aside $115,000 for future park land purchases. In addition, it has obligated and/or set aside $49,000 to MADA for economic development incentives. As of today, the CentraCare unallocated fund balance is $437,493. It is recommended to allocate $100,000 of the CentraCare unallocated fund to Fund 203 to help offset future projected shortcoming. In accordance with GASB 54, staff recommends dedicating the funds to specific one time capital projects.

A motion was made by Ms. Mayers seconded by Mr. Klasen and unanimously carried adopting Resolution No. 2015-8, Committing Fund Balances for Specific Purposes.

Mayor Finken stated that Police Chief Maus is seeking Council approval to hire Nolan Schmidt as a Police Reserve. He is currently enrolled in the Law Enforcement Program at the Alexandria Technical College.

A motion was made by Mr. Christenson, seconded by Mr. Klasen and unanimously carried approving the hiring of Mr. Schmidt to the Melrose Police Department Reserves.

Mayor Joe Finken and the Melrose Area Development Authority is seeking the submittal of an application to participate in the Blandin Community Leadership Program for the year 2016. The application deadline for 2016 is March 2015.

The intent of the program is to grow leaders within the community and also provide participants with practical skills around communication, strategic planning, identifying resources, and so on. It will give you tools to help our community grow.

Additionally, upon completion and graduation, the City would be designated as a Blandin Leadership Community and make the city eligible for grants through the Foundation.

There is no cost to send participants though the program. The only cost is time away from the employer. This is a competitive program and the Blandin Foundation chooses the cohort members. There is a group of 24 people that would go through this program. They are looking for people with a variety of backgrounds to represent the full community. The people would not need to be to identified yet, but letters of support from various organizations to be a competitive community would be needed.

The program idea has been presented to the Chamber of Commerce and they voted today to support an application. They also supported the idea to expand the application to include all of School District 740. The intent of the application is to reach out and grow leaders.

A motion was made by Mr. Thieschafer, seconded by Mr. Christenson and unanimously carried to support the application and direct staff to submit a proposal.

Common Sense Approach Needed on Transportation

By State Rep. Ron Kresha If you walk into any restaurant or diner across Minnesota and ask people if they prefer to fund transportation by using money we already have or by raising the gas tax, my bet is you won’t find too many people who will say they prefer to pay more at the pump.

That’s the choice Minnesotans have in the dueling transportation plans being considered at the Capitol. On one side you have the plan put forward by the Senate DFL and Governor Dayton that would increase the gas tax by a minimum of 16 cents per gallon, and would rise even higher if gas surpassed $2.50 per gallon.

The Republican plan released this week, known as the Road and Bridge Act of 2015 uses existing resources to fund a long-term transportation plan that invests $7 billion into roads and bridges over the next ten years.

Our plan would fund more than 15,500 lane miles of road repairs or replacements,

and help repair or replace more than 330 bridges statewide. By using a small portion of the state’s $1.869 billion surplus, bonding, and the sales tax already being collected on things like auto parts, rental cars, and vehicle leases, we can invest make the investments our state needs to ensure safe, well-maintained roads.

33 other states already use general fund money from sales taxes and other sources to pay for roads and bridges. This is a common sense approach for an issue most Minnesotans agree is a necessary and important function of state government.

Many wonder why we aren’t already using proceeds from the sales tax on auto parts, rental cars, and other automobile-related expenses to pay for road and bridge maintenance.

For the next several weeks, legislators will continue to debate the best path forward. If you agree with the Republican approach that uses existing funding instead of a gas tax increase, I hope you’ll reach

Mayor Finken noted that at MADA’s January 21 meeting, Planning and Development Director Walz presented for MADA consideration the use of part of the Tax Increment Financing (TIF) increment previously received for the Dollar General parcel located in the Twin Pines Catering Co. TIF District 8-1 for payment of Developer Steve Danzl’s portion of the TIF costs for legal and administrative expenses incurred with the adoption of the TIF plan and the preparation of the Development Agreement in the amount of $3,872.20. Payment of the costs associated with the adoption of a TIF plan and preparation of a development agreement are negotiated on a per project basis.

Unlike the Warrior Properties/Boats TIF project before it or the Carstens Industries TIF project which followed it and for which the City paid 100% of the cost for each, for Twin Pines, it only paid 50%. Since there are excess funds in the Twin Pines TIF District account which are separate from the Twin Pines Development Project TIF funds, MADA recommended to the Council that it take action to utilize a portion of the unused TIF District funds to cover Mr. Danzl’s portion of the fees.

Mr. Thieschafer introduced Resolution No. 2015-9, Resolution Adopting the First Amendment to the Development Agreement By and Between City of Melrose, Minnesota and Twin Pines Catering Co. The motion was seconded by Mr. Christenson with a roll call vote recorded as follows: For: Council Members Thieschafer, Christenson, Mayers and Mayor Vogel; Against: Council Member Klasen.

Mayor Finken noted that there has been some discussion on the process for capital improvement projects. Mr. Klasen stated that he would prefer that the Council becomes involved with the project prior to going to the engineer. Ms. Mayers was in agreement with Mr. Klasen. Mr. Christenson stated that perhaps the Council should be more proactive at the onset of the projects. The Council, by consensus, was to continue to hold Five Year Capital Improvement Plan work sessions and focusing on the coming years capital projects. During these sessions, it was the consensus to focus in greater detail on the project of the coming year.
