Start caring about apathy -By Harvey Mackay A newspaper reporter secured an exclusive interview with the devil and was especially interested in the deceptive techniques the devil used to build his reputation.

He asked, “What is the most useful tool you use on people? Is it dishonesty? Lust?

Jealousy?”

“No, no, no,” chuckled the devil. “The most useful weapon I possess is apathy.”

How true! An “I don’t care” attitude will strip life from the loftiest dreams. Apathetic phrases like “Never mind,” “That’s not my problem,” “I’m not concerned about that,” or “I don’t want to hear that” don’t accomplish peace of mind or solve anything.

Helen Keller, the famous blind author, said: “Science may have found a cure for most evils; but it has found no remedy for the worst of them all – the apathy of human beings.”

Apathy has been around forever, but the Covid pandemic and resulting isolation has left many more people feeling bored, empty and lacking motivation. No energy. No enthusiasm. And then, no results.

Apathy isn’t sadness or anger. It’s more like feeling not much of anything.

The good news is that apathy is temporary.

It’s only a glimpse of how you feel now. In other words, you can change. But first it’s

helpful to figure out what caused your apathy.

Then you can make some adjustments to help you break out of your doldrums.

Are you bored with your job? Have you stared at the same wall too long? Does it seem like too much work to look for ways to improve your situation? Are you willing to settle?

If “I don’t know and I don’t care” are the common answers to questions, it’s time to change things up.

Maybe you need to adjust your daily routine. Get up early and exercise. Go outside and walk and get some fresh air. Take a bike ride or go on a day trip in your car. Become more active. Do something that will help you perk up. Maybe it’s reading a book, listening to music or taking up a new hobby. Plan your dream vacation for the day when life gets back to “normal.”

What did you previously do that brought you joy? Make a list. And then commit to doing some of the things daily that brought you happiness.

Do something that you’ve wanted to do for a long time. Start a challenging project that you’ve been thinking about tackling to get your mind going.

The antidote to apathy is enthusiasm.

Enthusiasm is about passion, gusto, excitement and infectious energy. Major League Baseball star Pete Rose once was asked which goes first on a baseball player – his eyes, legs or arm.

He said: “None of these things. It’s when his enthusiasm goes that he’s through as a player.”

What can you do to boost your enthusiasm? It all depends on how much you want to succeed. Take control of your own

destiny. Success comes from knowing what you want, not wanting what you know.

A landscape gardener ran a business that had been in the family for three generations.

The staff was happy, and customers loved to visit the store, or to have employees work on their gardens or make deliveries.

For as long as anyone could remember, the current owner and previous generations of owners were extremely positive happy people. Most folk assumed it was because they ran a successful business.

In fact it was the other way around.

A tradition in the business was that the owner always wore a big lapel badge, saying Business Is Great! The business was indeed generally great, although it went through tough times like any other. What never changed, however, was the owner’s attitude, and the badge saying Business Is Great!

Everyone who saw the badge for the first time invariably asked, “What’s so great about business?” Sometimes people would also comment that their own business was miserable, or even that they personally were miserable or stressed.

The badge always tended to start a conversation, which typically involved the owner talking about lots of positive aspects of business and work.

No matter how miserable a person was, they’d usually end up feeling a lot happier after just a couple of minutes listening to all this infectious enthusiasm and positivity.

When asked about the badge in a quiet moment, the business owner would confide: “The badge came first. The great business followed.”

A resort owner on the north end of Swan Lake agreed to have the dragline place the bog on his property.

The resultant pile of bog on the shoreline became as high as a tall straw pile. There also needed someone to be present at the removal site to continually push the bog close enough for the drag-line to remove it.

The whole summer bog removal project not only consumed about ½ of the daytime hours for bog pushing, but there was one scary incident. One of the boat drivers fell out of his boat and was saved from drowning by an individual in the next boat who was able to pull him from the water. It caused a great deal of concern among the rest of the boat drivers and the wives on shore.

As the bog pile grew, the DNR said that the pile should be leveled and covered with a layer of dirt, which actually created two additional lots on the north end of the lake.

The job was coming to a conclusion.

As sometimes happens, a difference of opinion develops between government agencies. After the drag-line left and we thought that the project was completed, the local building inspector stopped by. He had not made an appearance at the bog removal sight during the entire summer. He happened to make a mistake by threatening the land owner that he was going to contact the Army Corps of Engineers and there would be some ensuing criminal prosecutions. The land owner informed him of what he could do with his threats and warned him of serious bodily harm if he ever trespassed on his property again. Nothing happened after the incident.

If you visit Big Swan Lake, there are a couple of things to think about. First, there had been a dam built on the northeast side of the lake. This raised the lake level about 5 feet, creating power for a concrete block factory powered by the dam on The Swan River. During the time of the dam, the shoreline was primarily clean and sandy allowing swimming at most locations on the lake. I don’t know what the actual truth is, but I was told that the “democrats got in and they blew up the dam.” Anyway, now most of the shore is overgrown by cattails. The second thing is to think of those who spent a lot of time and money to try to preserve the lake. There were about 15 different individuals that gave of themselves to save the lake. Today I believe that there are only 2 of these individuals still living.

Sometimes the good things that you do during your lifetime continue to benefit humanity after you are gone. Sometimes the reverse is true.

By Connie Nelson, Hands of Hope Resource Center Each year a national campaign is launched by victim service organizations, proclaiming April as Sexual Assault Awareness Month. Like all awareness months, it is an opportunity to have a conversation, to learn some statistics and some prevention strategies of sexual assault. We realize of course that a conversation about sexual assault is for most an uncomfortable topic but is a widespread occurrence that can affect anyone’s family at any time.

Sexual assaults happen every seventy-three seconds in the United States according to RAINN, a nationally respected sexual violence authority. Age groups most at risk are folks from age 12 to age 30, however that does not say that anyone of any age couldn’t be a victim, because anyone can obviously become a victim at any time.

Every nine minutes, that victim is a child and most of those children live in rural areas according to the Department of Justice.

Nearly 80% of sexual predators are someone that the victim is familiar with. One final statistic, only about 20% of sexual assaults are ever reported to medical personal or to law enforcement.

So, why don’t victims report? Many feel they won’t be believed, feel ashamed and embarrassed, even though ALL the responsibility for the assault belongs to the attacker.

Also, sexual assault cases are most often a “He said, she said”, without witnesses, and many feel they will not get justice because of that, and the personal embarrassment comes

Our role is to keep our loved ones as safe as possible. We educate them to know that no one should touch them without their permission or consent, we encourage them not to abuse drugs or alcohol, as it adds to one’s vulnerability in a sexual assault, not to be mistaken as a cause, it is not. The mindset behind sexual abuse is to have power and control over the victim. We are responsible for teaching respect for others and for ourselves. NO means NO! How do we help? We start by believing and supporting someone that has been sexually victimized. We can suggest counseling, advocacy services, medical help, or perhaps a report to law enforcement. We need to demonstrate healthy sexual attitudes, respectful relationships for our kids, listen attentively when our children have questions or concerns about their sexuality, or a concern for a friend or classmate.

Hands of Hope Resource Center is a free, confidential support service for sexual assault victims/survivors, as well as all other crime areas. Luckie J. Bjelland

Luckie J. Bjelland, age 79 of Sauk Centre, passed away unexpectedly on Wednesday, April 7, 2021 at the St. Cloud Hospital in St. Cloud, Minnesota.

A gathering of friends and family will be held from 3 to 7 p.m. on Friday, April 16 with a 6 p.m. prayer service at the Patton-Schad Funeral Home in Sauk Centre.

Luckie Jane Kuulei Ahuna was born October 9, 1941 in Kealakekua, Hawaii to Randolph and Adeline (Kameekua) Ahuna.

She graduated from high school and served in the U. S. Army. She was united in marriage to John “Johnny Bee” Bjelland on August 31, 1961 in Aurora, Colorado. Luckie worked as

August Joseph Wohletz was born June 22, 1941 in Albany, Minnesota to Frank and Gertrude (Kohorst) Wohletz. He graduated from Albany High School in 1959. He was united in marriage to Shirley Goebel on September 7, 1963 at Sacred Heart Catholic Church in Freeport. Auggie was a dairy farmer who farmed southwest of Albany. He was a member of Seven Dolors Catholic Church.

Auggie enjoyed working crossword puzzles, reading, and spending time with his family at the lake. He loved telling stories and being a little bit of a jokester with his grandchildren.

Later in life, Luckie enjoyed fishing, camping, playing BINGO, taking car rides to look for animals, and loved spending time with her family, especially her grandchildren.

Survivors include her daughter, Melodie (Jim) Tabatt of Melrose; granddaughter, Jessica (Jeremy) Marthaler of Sauk Centre; five grandchildren, Natalie, Persephone, Eleanor, Jackson, and Zayden; two stepgrandchildren, Dustin Pundsack and Lisa (Alfredo) Esparza; son-in-law, Patrick Bueckers of Freeport; daughter-in-law, Irene Bjelland of Burtrum; sister, Eloise Pung of Hilo, Hawaii; and brother, Randy “Sonny” Ahuna of Hilo, Hawaii.

Luckie was preceded in death by her husband, John Bjelland on September 17, 2004; parents; son, Erik “Pineapple Picker” Bjelland on December 20, 2014; grandson, Marcus Meyer on March 9, 2021; sister, Primrose Hanohano; brother-in-law, Albert Pung; and sister-in-law, Margaret Ahuna.

Survivors include his loving wife of 57 years, Shirley Wohletz of Albany; children, Debra (Butch) Rolfes of Albany, Sue (Rich) Koll of Litchfield, Nancy (Tim) Swarthout of Avon, Dean (Mary Jo) Wohletz of Avon, Paula (Brian) Kisner of Albany, Jason (Tessa) Wohletz of Albany, and Missy (Chris) Donabauer of Albany; 16 grandchildren and one great-grandson; sisters, Judy (Rich) Mareck of Albany and Eileen Dingmann of Richmond; and sister-in-law, Kathy Wohletz of Holdingford.

He was preceded in death by his parents; son, Joe Wohletz “Baby Joe”; grandchildren, Cassandra Rolfes and Jax Donabauer; brothers, Donald Kleve, Roger Wohletz, and Frank Wohletz, Jr.; sister, Audrey Meierhofer; brothers-in-law, Jerry Meierhofer, Marvin Mastey, and Joe Dingmann; and sister-in-law, Evie Kleve.

Daniel ‘Dan’ Fruechte

with his family and friends, frequently taking them up for flights and teaching his children all about airplanes. Dan also loved the thrill of adventure, and was an active storm chaser and skywarn instructor. He loved music and was an avid drum player. He loved the outdoors, frequently photographing the North Shore, and had a love for fishing, particularly trying to catch muskies and northerns. But his biggest passion in life was helping people. His devotion began at a young age, always willing to be a friend. In his teenage years, Dan joined the Bowlus First Response Team, and from there continued his devotion to helping people by going to school to be a paramedic. He was an advocate for multiple causes including Veterans, Autism Awareness, and Mental Health. He was involved in the Minnesota 7th District Board of Ethics. He was also very active in his faith starting at a young age; being a mass server, involved in the choir, and teaching religion classes. He was currently a member of Seven Dolors Catholic Church in Albany.

His kindness and gentle heart will be remembered by his wife, Stephanie Fruechte of 10 years and his four beautiful children; John (8), Emily (7), Benjamin (5), and Nicholas (3), Albany. He will also be remembered by his parents, Chad and Mary Fruechte, Holdingford; his sister, Rebecca (Jared) Fiedler, nieces and nephew Olivia, Bridgette, and Jacob, Albany; grandparents, Mary and Stan Wagner, Royalton, and Bill and Sharon Fruechte, Albany; and many extended family members and friends.

S e r v i c e s celebrating the life of Daniel T. Fruechte, age 30 of Avon, was held Tuesday, April 13th at Seven Dolors Catholic Church in Albany. Burial followed in the parish cemetery.

Dan passed away Wednesday, April 7, 2021 at the St. Cloud Hospital due to complications from Covid.

Dan was born September 25, 1990, in Coon Rapids, to Chad and Mary (Wagner) Fruechte. He grew up in the Holdingford area and graduated from Holdingford High School in 2009. He married Stephanie Schwinghammer on November 25, 2011. Together, they built a life they loved. Dan would tell you that his biggest accomplishment in life was his four children. He was a fiercely devoted husband and father, and his love for them was evident in everything he did. Dan also had a love for learning, which continued throughout his life as he obtained multiple degrees relating to business and HR. He was currently working in the Human Relations department for Telcom Construction. Dan had many passions in life, starting with his love of flying. He obtained his pilot’s license even before he had acquired his driver’s license. He shared that passion Kya Bartkowicz, 13-year-old resident of Bowlus, MN died Sunday, April 11 at the St. Cloud Hospital. A Mass of Christian Burial will be Wednesday, April 21, 10:30 A.M. at the Sacred Heart Catholic Church in Flensburg with Father David Grundmann officiating.

Visitation will be Tuesday, April 20 from 4:007:00 P.M. at Emblom Brenny Funeral Service in Little Falls with a prayer service at 6:00 P.M. Visitation will continue 9:00-10:30 A.M. Wednesday at the Church. Burial will be in the Sacred Heart Parish Cemetery.

Kya MarAnn Bartkowicz was born on February 3, 2008 to Randy and Angela (Kroll) Bartkowicz in Albany, MN. She was in the 6th grade and attended school in Upsala and Mid State. Kya loved driving truck with the boys. Riding snowmobile with her dad Francis A. Steuk of Long Prairie passed away March 28, 2021.

Francis was born to Selma Steuck and Frank Steinert on July 7, 1944. Selma delighted in this baby and watched him grow into a hardworking man.

Selma was a woman with a strong work ethic and Francis followed in her footsteps. Francis graduated with the class of 1962 from Long Prairie High School. He was employed by Starry Construction when he married Shirley Hedin. Shirley and Francis became proud parents of John Joseph. Francis later worked for Petron Farms and for several farmers in the Long Prairie area. He worked as a bouncer at Horseshoe Lake Ballroom as well.

Three more children were born to Francis’ family. Debbie Berndt and Francis added Bobby, Cindy, and Kelly.

Francis was known for his kindness and respect for others. He was a good listener, showed up for others, and gave his service to many in his life. Francis was a member of the National Guard for twelve years. Frances was a humble man who impacted the lives of many people. He lived a simple basic life, full of gratitude. Francis loved the outdoors, knew how to cook, take care of himself, and

Detour begins on Highway 287 in Grey Eagle on Monday, April 26

Highway 287 (State Street West) will close and detour for up to six weeks between Todd County Road 98, west of Grey Eagle, and the intersection of Highway 28 (State Street) and Maple Street in Grey Eagle on Monday, April 26.

The closure is necessary to allow the City of Grey Eagle to replace the sanitary sewer beneath Highway 287 (State Street East).

Motorists to follow a signed seven-mile detour along Todd County Road 98, Todd County Road 2, Highway 28 and South Maple Street in Grey Eagle. (See

map.)

Local access to be maintained, however expect changes and gravel surfaces.

Consider side streets, alleys or back entrances. Watch for workers and equipment and stay out of barricaded areas. Any questions or concerns may be directed to the City of Grey Eagle at 320-285-2464.

By John Peters Covid-19 is a hot button topic for me. I am a survivor who thought he was going to die, and I believe I have long term (long haul) symptoms. What does this have to do with playing the odds?

People told me that they are not going to get vaccinated because 246 residents of Michigan caught Covid-19 and 8 died after being vaccinated. There were 1.8 million people vaccinated and just a bit more than 0.01% caught covid.

During the same timeframe there were approximately 200,000 new cases of unvaccinated people and 2,000 deaths. The numbers from Michigan are better than what was expected. The vaccines are rated at 90% effective, which means that up

to 10% could catch Covid-19.

Melrose City • February 18, 2021 The Melrose City Council met in a Regular Meeting on Thursday, February 18, 2021 at 6:00 p.m. at the Melrose City Center pursuant to due notice being given thereof. Present were Council Members Tony Klasen, Justin Frieler, Travis Frieler, and Mark “Bunker” Hill, and Mayor Joe Finken, City Administrator Colleen Winter, and City Clerk Patti Haase.

Mayor Finken presided thereat. The Council then recited the Pledge of Allegiance.

A motion was made by Mr. Justin Frieler to approve the agenda as submitted. The motion was seconded by Mr. Hill with a roll call vote recorded as follows: FOR: Council Member Justin Frieler, Hill, Klasen, Travis Frieler, and Mayor Finken; AGAINST: None.

Mayor Finken then opened the floor to public comment.

There were no comments.

The following items were considered for approval under the Consent Agenda: a. the minutes from the Council’s January 21 Regular Meeting b. list of bills in the amount of $115,928.26 c. list of investments for the month of January d. Gambling Resolutions: 1) Resolution No. 2021-5, Resolution Approving Gambling License to the Church of St. Mary’s for an exemption from lawful gambling license to conduct a raffle on June 26, 2021 at the Sauk River Park located at 206 5th Avenue N in Melrose, MN. 2) Resolution No. 2021-6, Resolution Approving Gambling License to the Church of St. Mary’s for an exemption from lawful gambling license to hold a raffle on December 31, 2021 at St. Mary’s Church located at 755 Kraft Drive SE in Melrose, MN. Ambulance Coordinator Jenn Tschida is requesting approval be given to the appointment of Nick Guzek to the Ambulance Department, contingent upon passing the pre-employment physical and drug test.

A motion was made by Mr. Hill, to approve the Consent Agenda items. The motion was seconded by Mr. Klasen with a roll call vote recorded as follows: FOR: Council Member Hill, Klasen, Travis Frieler, Justin Frieler, and Mayor Finken; AGAINST: None.

The Melrose City Council held a public hearing on Thursday, February 18, 2021 at 6:00 p.m. or as soon thereafter at the Melrose City Center to consider a request to vacate a portion of 3rd Avenue W of HJ Haskamp’s Addition of Melrose between Lots 9-12 Block 6 and Lots 21-24 Block 7, which lines up with the South end of 5th Avenue West as platted in Tri-Quality Estates, according to the plat and survey thereof on the file and of record in the office of the Stearns County Recorder, Stearns County MN. Mayor Finken presented the Affidavit of Publication that was published in the February 3, 2021 and February 10 edition of the Star Post. Community Development Director Lisa Atkinson noted that this request has been reviewed by the Planning and Zoning Commission as well as the Melrose Public Utilities Commission. The utilities will retain a 15-foot easement in the street right of way. Planning and Zoning and the Melrose Public Utilities Commission recommend approving the vacation request with the 15-foot utility easement.

Due to the state mandated notification period the public hearing was recessed to the April 15, 2021 Regular meeting at 6:00 p.m. or as soon thereafter.

The Melrose City Council then held a public hearing on Thursday, February 18, 2021 at 6:00 p.m. or soon thereafter, at the Melrose City Center. The City of Melrose is developing a Body Worn Camera (BWC) Program for its Police Department. Body Cameras are a portable recording system worn by a peace officer that has both video and audio recording capabilities. The City accepted written comments on the draft Portable Recording System Policy. Mayor Finken presented the Affidavit of Publication that was published.Officer McDonald provided an overview of the body camera and their capabilities. Officer McDonald also commented on specific occurrences when the cameras will be used. Being no further comment the Public Hearing was closed at 6:10 p.m.

The Melrose City Council next held a public hearing on Thursday, February 18, 2021 at 6:00 p.m. or as soon thereafter at the Melrose City Center to consider amending Chapter 32 of Melrose City Code, Section 32.33 and Section 32.34 (B) Providing for Members and Officers of the Melrose Area Development Authority. reported that the Ordinance revision is to reflect the proposed changes to the MADA By-laws. Being no further comment the Public Hearing was closed at 6:13 p.m.

Ambulance Coordinator Jenn Tschida presented the 2020 Melrose Area Ambulance Department yearend report.

The total runs for 2020 was 891 compared to 862 in 2019.

Fire Chief Tom Budde presented the 2020 Fire Department information Mr. Budde presented the 2020 Activity Reports as to the runs made during 2020. The fire department responded to 131 fire, medical, and rescue calls compared to 86 calls in 2019. There are currently 26 members. Chief Budde also presented the Expenditure & Revenue Reports for 2020 and 2019. The 2021 credit was $26,283.21 as presented at the February 20, 2020 meeting. The 2022 contract will not have a credit applied. Due to a large amount of expenses during 2020, the Fire Department will not be allocating the planned depreciation into the 2020 fire equipment set aside account. This will allow the Department to maintain the anticipated reserve for working capital without having to pass the shortage to the townships for 2022. This will be withheld from future year’s calculated credits to refund the equipment set aside. A balance of $236,968.38 is available for vehicle equipment replacement set-aside at year-end 2020. For 2021 and 2022 $40,000 is budgeted for Capital Outlay/Vehicles.

There are protective gear/clothing/equipment set-aside funds of $111,048.52. For 2021 and 2022, $15,010 is budgeted for Capital Outlay/Equipment & Clothing. The proposed 2022 fire contract charges are based on the total budget amount of $181,653, less excess fund balance funds being applied.

Annual anticipated revenues from fire charges are $17,000.

Officer Matt McDonald presented the Police Department’s January 2021 report. He noted there were 345 calls for service during that month, compared to 329 for January 2020.

A total of 28 citations were written for the month of January.

There were 87 verbal warnings and 13 written warnings. The year-to-date number of calls is 345 compared to 329 in 2020.

For the month of January 2021, the Department received 23 agency assist calls.

City Attorney Scott Dymoke reported on projects he has been working on for the City: • Bonner Nuisance – Scheduled hearing on abatement order with Court Administrator. Filed Notice of Lis Pendens and Notice of Motion with Court. Served Notice of Motion, Motion, and proposed order on Defendants. Filed proof of service and proposed order with court.

• MADA- Reviewed and revised proposed amendments to bylaws of MADA. Reviewed MADA enabling ordinance and prepared amendments to conform to proposed bylaws.

Community Development Director Atkinson provided an update. Ms. Atkinson reported that MADA met on February 11, 2020. MADA continues to look for ways to support and encourage local businesses. Other priorities include the downtown redevelopment site and looking for a way to create or promote additional housing within the City.

Mike Nielson with WSB & Associates provided an update on the various city projects: Pavement Management: Requests for authorization to bid both the Chip Seal and Street Reconstruction project will be included on the February agenda.

WSB Project No. R-014036-000 – CR 65 Drainage Improvements -Contractor: Anderson Underground.

As discussed, we would like to review the performance of the pipe in its existing condition one more spring before we accept the pipe as is with a reduction in payment to the contractor.

WSB Project No. R-015456-000 2020 Street Improvements including 5th Street N, 4th St. N & 3rd Ave N No change in status this month. Punch list items will be completed in the spring of 2021.

2nd Street S and 3rd Ave SE Flooding Issue -5th Avenue Storm Sewer System Survey work has been completed on this project. The stormwater mapping has been completed and the model has been started. Alternatives will be discussed with staff as soon as the information is available.

WSB Project No. R-015500-000 Melrose Road, Dam, and Bridge – Roadway: - Geometry finalized: 1st Street shifted approximately 30 feet north of the existing alignment. This is the farthest the roadway can be shifted due to the proximity of the bridge. The realigned roadway intersects 5th Ave at the southern approach panel of the bridge.

- The bridge has been widened by 4.75 feet to the west to accommodate sight lines from 1st Street. The west curb line north of the bridge tapers out at a 1:5 rate starting at the south

Stream Analysis: - Small group meeting with DNR fisheries staff on portion of river realignment downstream of the bridge on 2/12 to discuss specific items they will need for review with the 60% submittal. Agency permit submittals will accompany the 60% plan submittal anticipated on April 16, 2021.

- Met with DNR floodplain staff late January to discuss project. We will be providing them the existing conditions modeling for preliminary review mid-February. They requested ongoing coordination since we have converted the existing 1D model to 2D and this is a new process for the DNR. - Week of 2/15 we will be incorporating updates from DNR fisheries staff into the proposed grading plan and proposed conditions floodplain model City Administrator Winter provided an update. Ms. Winter noted The Legislative Session of the State of Minnesota began on January 4, 2021. Representing the community of Melrose is Representative Paul Anderson (R) and Senator Torrey Westrom (R). While last year was a very big year for the City with the passage of the bonding bill and the funding that we received for the WWTF improvement project, there are some items that still warrant discussion and action this year.

Mayor Finken stated that the City of Melrose has developed a Body Worn Camera (BWC) Program for its Police Department. Body Cameras are a portable recording system worn by a peace officer that has both video and audio recording capabilities. A public hearing was held earlier this evening to receive input and comment on the draft policy. A motion was made by Mr. Travis Frieler to adopt the Body Worn Camera Policy. minimum of 3 weeks after the ad for bid is placed is required before the bid can be opened. Mayor Finken noted that the plans, specifications and bid package has been prepared for review for the 2021 Chip Seal project and WSB is requesting authorization to advertise for bids. A motion was made by Mr. Justin Frieler, authorizing WSB to place the 2021 Chip Seal Project ad for bid with a bid opening date of Thursday, March 11, 2021 at 10:00 a.m.

AGAINST: None Mayor Finken noted that Governor Walz has asked the legislature to approve a $35 million fund to assist local governments with unexpected and extraordinary public safety costs. The urgency around this is related to preparing for what might come with the trial of Derek Chauvin which starts in March. The fund could be used to aid the public safety response in any city in Minnesota, but it is anticipated that Minneapolis would be the first test case. In response to Governor Walz’s proposal, the Senate GOP drafted a bill that would put the onus on the local government receiving aid to reimburse those other local governments that send aid. The main element of the proposal would require that any unpaid aid would be deducted from the receiving city’s LGA. The position of the Coalition of Greater MN Cities and the League of MN Cities has always been that the State of Minnesota fund LGA and that it should not become a political policy issue. Council Member Klasen introduced Resolution No. 2021-7 Resolution on Paying LGA on Time and in Full. The motion was seconded by Mr. Hill with a roll call vote recorded as follows: FOR: Council Member Klasen, Hill, Justin Frieler, Travis Frieler, and Mayor Finken AGAINST: None The City and MADA have been discussing the redevelopment of the Kraft Lot and 400 block for many years. In 2018 the legislature put in place legislation that would allow for sales tax exemptions and fire remediation for the two sites. The City also took action to put in place a TIF redevelopment district. All of these things were done to provide an economic incentive package for the development community. The legislation has expired and the City is working with Representative Anderson and Senator Westrom’s office to put in place renewal legislation as part of the ombudsman bill that would allow the sales tax exemption and fire remediation grants to remain in place until July 1, 2023. This is the second time that we are going to the legislature to request an extension. While there has been some interest in these sites from Developers in the past, it is imperative that if something is going to happen on the Kraft site/400 block it has to be in the next year. To that end Administrator Winter and Consultant Traci Ryan have had a meeting with a prominent developer in Stearns County. Inventures made a presentation to the MADA board at their regular meeting on February 11, 2021.

The MADA board had a rigorous and very good discussion with Inventure and appreciated their business approach and strategy. MADA is also more open to what can happen in the 400/Kraft lot and is taking a very strategic approach to this potential development. Prior to COVID there had been some positive discussion with possible tenants but the piece that was missing was a developer. Part of Inventure’s strategy is to enter into a site control agreement with the City in order for them to be able to complete the due diligence necessary to understand the viability of the site and to secure a project. This site control agreement does not obligate the City to any project financing. MADA recommends that the City enter into a Letter of Intent to Develop Concept and Property of PID 66.37011.0200 with Inventure Properties. A motion was made by Mr. Justin Frieler approving entering into the Letter of Intent with Inventure Properties LLC. The motion was seconded by Mr. Klasen with a roll call vote recorded as follows: FOR: Council Member Justin Frieler, Klasen, Travis Frieler, Hill and Mayor Finken AGAINST: None Mayor Finken stated that Administrator Winter is recommending approval of proceeding forth with requesting a legislative amendment to amend Section 1, MN statutes 2020, section 297A.71, subdivision 50. I’m talking about something that allows your daughter a little time to heal and regain her dignity, but also includes a plan, expectations, and a move-out date.

The last thing I’ll suggest may sound a little strange, but trust me on this one.

Right now, your daughter also needs some kind of physical activity on a regular basis.

Exercise stimulates the mind, and she really needs that right now. It’ll also be great for her body.

This young lady has been through a stressful experience. She needs some understanding and support right now. At the same time, you don’t want to let her slide into bad habits and participate in promoting negative behavior. Step in, help her get her life back on track, and get her out in the world again. All three of you will be glad you did!

Minnesota’s Fishing Opener is May 15 Take a Mom Fishing Weekend is May 8-9 Fishing seasons open for walleye, bass, trout in lakes, and northern pike on Saturday, May 15, with this year’s date taking the prize for the latest possible opener under Minnesota statute.

“We know there is some confusion about this year’s opener date,” said Jon Hansen, fisheries program consultant for the Minnesota Department of Natural Resources.

Minnesota statute sets the fishing opener as the Saturday two weeks prior to the Saturday of Memorial Day weekend. This year, with Memorial Day the latest it can be, on May 31, that puts the fishing opener on Saturday, May 15.

Also related to May fishing, there is an error in the printed version of the Minnesota Fishing Regulations book regarding the dates for the 2021 Take a Mom Fishing Weekend.

The correct dates for this year’s Take

a Mom Fishing Weekend—when Minnesota-resident moms can fish without purchasing a license—are Saturday, May 8, to Sunday, May 9. That special weekend is defined in Minnesota statutes as the weekend that coincides with Mother’s Day. Most years, under Minnesota law, the fishing opener and Take a Mom Fishing Weekend fall on the same weekend, but not this year.

“We encourage Minnesota moms to get out and fish for free on May 8 and 9,” Hansen said. “Even though the walleye season won’t be open, there are still plenty of fun and easy fishing opportunities for crappie, sunfish, or even under-appreciated fish like buffalo, sucker, bullhead or sheepshead.”
