At first they felt sad for the death of one of their colleagues, but they were curious to know who was that person who hindered the growth of their colleagues and the company itself.

One by one the intrigued employees approached the casket, and when they looked inside it, they suddenly became speechless. As they filed past to pay their respects, a shocked silence set in. There was a mirror inside the casket. Everyone who looked inside it could see themselves! A sign next to the mirror read: “There is only one person who is capable of setting limits to your growth, and it is YOU!” What a wake-up call! And what a rallying cry for a company that was getting by but certainly not flourishing. Management recognized the need to make big changes before it was too late.

Perhaps every organization wouldn’t take such an extreme step, but that shouldn’t stop you from examining your own progress. Are you limiting yourself? Are you setting goals and a vision for your life or just floundering through? Are you accepting your current situation or taking steps to change it? Do you focus on your shortcomings instead of your strengths?

Don’t settle for less than you want or can achieve. Your life changes when YOU change, when you go beyond your limiting beliefs.

Cosmetics pioneer Mary Kay Ash said: “Don’t limit yourself. Many people limit

themselves to what they think they can do.

You can go as far as your mind lets you. What you believe, remember, you can achieve.”

Don't be afraid of difficulties, impossibilities and losses. It's the way you face life itself that makes the difference. Push the limits of what you think you are capable of. The only thing keeping you from reaching your potential is not believing that you can do better.

Get rid of the thoughts that you can’t do something, don’t have time, you aren’t good enough or you aren’t smart enough. Don’t limit yourself to your perceived shortcomings.

Nothing will stop you faster than a defeatist attitude.

Start by setting goals that are significant, but achievable. Remember the Italian proverb: You never climb higher than the ladder you select. Goals tend to tap the deeper resources and draw the best out of life. Achieving goals produces significant accomplishments.

Improve your skills through continuous learning. You don’t go to school once for a lifetime; you are in school all of your life. Life is like riding a bicycle: you don’t fall off unless you stop pedaling.

Optimism is critical to success. Optimists are people who make the best of it when they get the worst of it. I’ve discovered that it’s just as easy to look for the good things in life as the bad. If you look at the bright side you will never develop eyestrain.

When I am hiring – especially for sales – I seek out optimists. Why? A pessimist has no

starter; an optimist has no brakes.

Another skill I look for when interviewing potential employees is confidence. I’m not referring to hubris or arrogance, but someone who understands their ability and is not afraid to use it. Confidence doesn’t come naturally to most people. Even the most successful people have struggled with it in their careers. The good news is that you can develop confidence, just like any muscle or character trait, if you’re willing to work hard.

I draw inspiration from the poem “Thinking” by Walter D. Wintle, first published way back in 1905, but it’s just as timely today for both women and men.

If you think you are beaten, you are.

If you think you dare not, you don't!

If you want to win, but think you can't, It's almost a cinch you won't.

If you think you'll lose, you're lost; For out in the world we find Success begins with a fellow's will; It's all in the state of the mind.

Life's battles don't always go To the stronger and faster man, But sooner or later the man who wins Is the man who thinks he can.

“The Good Old Days” -By Tom Kuehne Burtrum Bean Bake

It's coming again. Probably the largest c o m m u n i t y gathering in Burtrum.

The Burtrum Bean Bake happens every fall. This special gathering is an occurrence that some of us begin thinking about after the conclusion of the Swanville Midsummer Carnival.

Both festivals have been with us for many years, the Burtrum Bean Bake is by far the oldest.

The first Burtrum Bean Bake occurred on October 16, 1897. In July of 1897, a group of Civil War veterans organized the GAR Moses Dane Post #55. Their first project was to have the bean bake to create needed funds to buy land for a cemetery. The attendance included 76 adults at $.25 each and 12 children at $.10 each. After expenses the total profit was $19.05. The profits were used to buy the land that now is the Moses Dane Cemetery. The future bean bakes were to create funds for grass cutting, tree trimming and other periodic upgrades to the cemetery.

Moses Dane was a Civil War Veteran from the confederacy. No-one knows why he ended up in Burtrum. As time went by, he began to know many of the other Civil War Veterans in the local community. When the northern veterans began to have meetings, he was invited to join them, since no matter whose side they were on, they all fought in the same war. This meeting process lasted for a number of years and when he died he was buried by his fellow veterans, because he had no known family or money set aside for a funeral. The veterans organization felt that they were actually his adopted family. His modest grave is noticeable in the middle of the cemetery.

The main dish for the bean bake is the beans. They are prepared using the same methods as were used in 1897. The beans are precooked in soda water, then rinsed and

placed in large cooking kettles along with the sauce. There are a couple of changes from the original process. Today the holes in the ground that the beans are cooked in, are dug with a tractor, rather than being dug with hand shovels and the large kettles of beans are lowered and removed from the maple coal lined holes with a loader on a tractor. Those 30 gallon cooking pots are very heavy. After the covered pots are lowered into the holes, they are covered with dirt for the 24 hour cooking process.

The Bean Bake menu consists of baked beans, rutabagas, delicious chicken hot dish, cold slaw, pickles, bread and a large variety of home-baked pies. The entertainment is being able to visit with friends that you haven't spoken with since last year's bean bake.

The Burtrum Bean Bake is now over 120 years old and every year it seems to get better.

Some things, like the beans, seem the same, but it would be a sin to change the recipe or the method. There are now between 400 and 500 people in attendance and the revenues are far greater than $19.05. Individuals in the community still contribute their time and effort to make the occasion a success.

Joshua Joseph Sprenger

Joshua Joseph Sprenger, age 39, of Rice Lake, WI, died Wednesday, September 8, 2021 at his home.

He was born on June 23, 1982 in Waite Park, MN to Leon “Butch” and Cindy (Masters) Sprenger.

Josh graduated from the Eden Prairie High School in Eden Prairie, MN in 2000. Josh recently worked for Image Graphics and F&G Products in Rice Lake. He was married to Sarah Einberger on September 5, 2009 in St. Bonifacius, MN. He loved doing graphics, rock collecting, watching movies, building items and would try any new projects, exercising, biking, playing and being with his kids, playing board games - especially cribbage.

He is survived by his wife, Sarah Sprenger of Rice Lake; 3 children, Katelynn, Andrew Joshua and Emily; his father, Butch Sprenger of Wayzata, MN; his mother, Cindy (Bill) Tutko of St. Bonifacius, MN; 2 brothers, Nathan (Julie) Sprenger of St. Bonifacius and Ben Sprenger of Montrose, MN; grandparents, Bob (Jean) Masters of Spicer, MN; a nephew, Wyatt; a niece, Tori.

Preceded in death by grandparents, Charlotte Masters, and Florian and Alyce Sprenger.

A Mass of Christian Burial was held Friday, September 17, 2021 at St. Joseph Catholic Church in Rice Lake. A Celebration of Life will be held from 4-8 p.m. on Friday, October 1st at The Island View Golf Club, 7795 Laketown Parkway, Waconia, MN. Duane F. Noble

Funeral services were held Monday, September 20, 2021 at the First Baptist Church in Long Prairie for Duane Noble, 87, who died Wednesday, September 15, 2021 at CentraCare Hospital in St. Cloud. Pastor Ryan Olson of Little Falls Alliance Church officiated. Burial was

in Evergreen Cemetery.

Duane was born on April 21, 1934, in Renville County, MN, to Floyd and Ruth (Bradford) Noble. On October 23, 1959, Duane married Mary Miller in Wadena. While Duane served in the US Army as an Aircraft Mechanic, the couple lived in Olympia, WA. Afterward, they made their home in Long Prairie. Duane worked as a carpenter for Dave & Lyle Construction.

After 25 years, Duane retired in 1999.

Duane was a jack-of-all-trades who could fix anything. Whether it was electrical, mechanical or anything wood, his patient, steady hands would fix the problem. He enjoyed going hunting for unique antiques. He cherished the many trips to Branson, MO, that he and his family took.

He loved to visit with people. He was a good storyteller and was also a good listener. More than anything, though, Duane was a man of faith.

He demonstrated this through acts of love and kindness. He modeled this for his children and those with whom he was close; he also found opportunities to bless total strangers who were in need.

Duane will be missed by his daughter Cyndi Noble of Long Prairie and son Scott (Wendy) and granddaughter Maggie Noble of Falcon Heights; sisters Kaye Nuesse (Tom) of Pillager, and Jeanette Wallbank of Sauk Centre; brothers Bill Noble (Snookie) of Long Prairie, Rod Noble (Lois) of Browerville, and Russell Noble of Long Prairie; his sister-in-law Bonnie (Alan) Larson of Little Falls, brothers-in-law Donnie (Elaine) Miller of Chippewa Falls, WI, and Jim Miller of Minneapolis; stepmother-in-law Gladys Miller of Eagle Bend; and many nieces and nephews.

He is preceded in death by his parents, his wife, Mary, on September 28, 2020, and daughter Debora Noble on July 23, 2012.

Robert O. “Bob” Willey, age 94 of Melrose formerly of Burtrum, passed away on Wednesday, September 15, 2021 at the CentraCare Care Center in Melrose, Minnesota.

A private inurnment will be held at a later date at Fort Snelling National Cemetery in Minneapolis, Minnesota.

Robert Omar Willey was born October 21, 1926 in Mount Ayr, Iowa to Edward and Mary Belle (George) Willey.

Bob served in the U.S. Navy during World War II and Korea. He was united in marriage to Elizabeth Povroznik and had two children, Jeff and Lynn. Elizabeth passed away after nearly 20 years of marriage.

Bob married Emily Jean “Jean” Young on August 16, 1997 at Grey Eagle United Methodist Church in Grey Eagle. Bob was a firefighter with the Minneapolis Fire Department for nearly 30 years. He loved doing outside work and at the end of the day would enjoy drinking beer while relaxing on his deck. Bob loved to socialize, especially with his neighbors on the lake.

Survivors include his wife, Emily Jean Willey of Melrose; children, Jeff Willey of Minneapolis and Lynn Willey of Minneapolis; step-children, Mary, Kim, Carol, and Todd; one brother; and his beloved dog, Gracie, his sidekick.

Bob was preceded in death by his first wife, Elizabeth Willey; parents; and all of his brothers, except Larry.

Juletta enjoyed playing BINGO and loved taking care of her grandchildren and great-grandchildren.

Survivors include her children, Arlene (Clay) Bowman of Sauk Centre and Joe (Joyce) Frericks of Sauk Centre; 13 grandchildren and 13 great-grandchildren; brother and sister, Al Eickhoff of Anoka and Regina (Archie) Meemken of Melrose.

Audrey Kae Browen

Audrey Kae Browen passed away on September 14, 2021 after a courageous battle with cancer.

Audrey was born on March 17, 1953 to Ivan Wayne Browen and Donna Mae (Donovan) Browen in Mitchell, South Dakota. She was the second child born out of 8 children.

She graduated from Grey Eagle High School in 1971.

On June 1st 1974, Audrey was married to Robert G. McClintick, Audrey and Bob had two daughters, Heather and Renee. She loved her daughters very much and was always very proud of them. The biggest joy in her life were her grandkids Amaris, Conner and Tate and her great granddaughters Luna and Willow. She came alive in their presence.

Audrey was known for her cooking, especially her homemade bread. She took great joy in making meals for others and especially enjoyed getting to know what was a favorite meal or dessert that a person may have. She enjoyed making their favorite as a way to show them how much she cared.

Audrey was preceded in death by her parents, Ivan and Donna, and her brothers, Donny and Ricky.

She is survived by her daughters, Heather McCue and significant other Bill Leiker of Cody, WY; Renee (Eric) Johnson of Omaha, NE; her granddaughter & great granddaughters, Amaris, Luna and Willow, and grandsons Conner and Tate. Public Input Wanted as Morrison County Updates Multi-Hazard Mitigation Plan

The Morrison County Office of Emergency Management is working with U-Spatial at the University of Minnesota Duluth to update the county’s Multi-Hazard Mitigation Plan (MHMP). The plan assesses the natural hazards that pose risk to the county, such as tornadoes, straight line winds, ice storms, blizzards, wildfire, flooding, and extreme temperatures and identifies ways to minimize the damage of future events. As the county works to update the plan, it wants to hear from the public.

The Morrison County MHMP is a multi-jurisdictional plan that covers Morrison County, including the cities of Bowlus, Buckman, Elmdale, Flensburg, Genola, Harding, Hillman, Lastrup, Little Falls, Motley, Pierz, Randall, Royalton, Sobieski, Swanville, and Upsala. The Morrison County MHMP also incorporates the concerns and needs of townships, school districts, and other stakeholders participating in the plan. The plan will be updated by a planning team made up of representatives from county departments, local municipalities, school districts and other key stakeholders.

“Hazard mitigation planning is a central part of our emergency management program,” said Victoria MacKissock, Morrison County Emergency Management Director. “Understanding the natural hazards that can cause serious impact to our communities and taking action to reduce or eliminate the impact of future disasters makes us more resilient. Hazard mitigation helps us to break the cycle of damage and repair caused by things like flooding, ice storms, and severe wind events that can damage property, stress economies, and threaten life safety in our county.”

Examples of hazard mitigation include actions include improvement of roads and culverts that experience repetitive flooding; construction of safe rooms at campgrounds, public parks, mobile home parks or schools to protect lives in the event of tornados or severe wind events; burying powerlines that may fail due to heavy snow, ice or wind storms; ensuring timely emergency communication to the public through warning sirens and mass notification systems, and conducting public awareness and education campaigns to help people to be prepared to take safe action before, during, or following a hazard event.

Some mitigation activities may be eligible for future FEMA Hazard Mitigation Assistance grant funding.

Public input is an essential part of the plan update. As part of the planning process, Morrison County is seeking feedback from residents and businesses from across the county to incorporate into the plan: • What are the natural hazards you feel pose the greatest risk to your community?

• Have you experienced a previous disaster event?

• What concerns do you have, and what sorts of mitigation actions or projects do you feel would help to reduce the damages of potential future events for your personal property, your community, or the county as a whole?

Comments, concerns, or questions regarding natural disasters and potential mitigation actions to be included into the plan update process should be submitted to Morrison County Emergency Management by phone or email. Public comments may also be submitted on the Morrison County Sheriff’s Office Facebook page where this news release will be posted.

There will be additional opportunities for public feedback throughout the planning process. A draft of the plan will be posted on the county website for public review prior to submission of the plan to the State of Minnesota.

Future news releases will be shared with the media to notify the public of these opportunities.

The Federal Disaster Mitigation Act of 2000 (DMA 2000) requires counties to update their plan every 5 years to maintain eligibility for FEMA’s Hazard Mitigation Assistance (HMA) grant programs.

3 Ways to Survive the Real Estate Gold Rush

Let’s Talk Infiltration

“Sure could use a rain.” Did anyone catch themselves saying this throughout the growing season? I know I sure did. If you were one of the lucky ones to catch a rain this year, how did it fall? Was it a nice rain drawn out over many hours? Or was it a thunderstorm that dropped three inches over a one hour period? No doubt you benefited from either rainfall event, but how much of that rain actually soaked in, or to use fancy terms, how much actually infiltrated into the soil?

It is obvious that during a drought our crops need every inch of rain that falls. But what happens when a storm comes through and drops three inches of rain over a one hour period and your soil can only infiltrate one inch of rain per hour? You only captured one third of that entire rainfall. If you are enduring a drought, it would sure be nice to use the other two thirds as well. Low infiltration rate is actually a double-whammy. If only being able to use one third of that rainfall was not bad enough, two thirds of the rainfall ran off the field possibly taking nutrients and soil with it through erosion. But have no fear; there is a solution to low infiltration rates! There is no one silver bullet, fix all answer, but reducing tillage and growing cover crops will increase infiltration rates. Think about this for a second.

If you were to crush every culvert that allows water to leave your fields, what would you have? You would have water pooling because it is not able to leave the field. The same exact thing happens when tillage is performed. Tillage disturbs those “culverts” in the soil. Those “culverts” in the soil consist of worm tunnels, decomposed root channels and the overall porosity of the soil. When those “culverts” are left undisturbed, water is able to infiltrate and

will be available for crop uptake.

How do cover crops fit into this you ask?

Root channels from a decaying crop also contribute to the “culverts” in the soil. How do we get more root channels into our soil? Have a crop, whether it is the cash crop or a cover crop, growing as long as absolutely possible to create more roots. The goal should be having a crop growing every second of the season. Let me ask you this; would you like to take advantage of every inch of rain that falls during a drought? The answer might be to increase your infiltration rates.

By George Kamel E v e r y o n e ’s talking about the real estate gold rush. And buyers are doing some pretty crazy stuff to stay competitive—like offering way over the asking price and, in some cases, offering the naming rights to their firstborn child. Yikes!

This hype comes from some real factors influencing people to act quickly. Since the start of the pandemic, mortgage interest rates have reached all-time lows. We’re talking rates in the 2% range (and for reference, 3% was the gold standard for decades).

And with those low interest rates comes a lot of demand and not necessarily a whole lot of supply. According to the National Association of Realtors, in June 2021, active inventory (aka houses for sale) was down 18.8% from the previous year, driving home prices up 23.4%.

Look at it this way: A house that would have sold for $250,000 last year would sell for over $308,000 today!

All these numbers are making potential homebuyers feel anxious about affording a home in their lifetime. But this FOMO is also causing people to make some major money mistakes.

So, how do you survive the real estate gold rush and avoid homebuyer’s remorse?

I’m glad you asked.

3 Ways to Avoid Homebuyer’s Remorse I want you to own a home. I just don’t want the home to own you. To avoid a financial mess, you need to understand the housing market traps that are keeping people broke.

Avoid aggressively overpaying In a recent study done by our team at Ramsey Solutions, 60% of people who bought a home in the last three months paid above asking price. Look, I know you’ve got to have a competitive offer in this market. I’m fine with you paying a few thousand dollars more to sweeten the deal. I just don’t want you paying $50,000 over on a $250,000 house, for example, just to beat out the competition.

Don’t get in a bidding war with money you don’t have. Adjust your expectations—not your budget.

Don’t skip the appraisals or inspections According to that same research study, 3 in 4 home-buying hopefuls said they’d waive the inspection and appraisal to get the house.

Think about this: Would you buy something on Amazon without checking the reviews first?

Probably not. So why would you do it for a house worth hundreds of thousands of dollars?

The inspector’s report gives you the information you need to decide to buy the home as is or to negotiate with the seller to fix any problems or reduce the price. Skipping inspections and appraisals may get you the keys, but it could turn the home of your dreams into a giant, expensive house of your nightmares.

Budget for a house you can afford That Ramsey Solutions research study also found that 75% of Americans worry they won’t be able to find a home in their budget.

it straight up with cash money. But I get it— few people are willing to wait that long for a house. So here’s the stress-free route I would take: save at least a 10% down payment. Twenty percent down is even better to avoid PMI— Private Mortgage Insurance. That’s a monthly fee you pay the bank to protect them in case you’re unable to pay them back.

And when it comes to the mortgage, only get a 15-year fixed-rate mortgage where your monthly payment isn’t more than 25% of your take-home pay. That way you’ll have enough margin in your budget to breathe and attack other money goals. And bonus: You’ll have a paid-for house in 15 years—max!

Patience is Key Listen, rushing into a house you can’t afford is going to keep you stressed and broke.

The antidote here is simply patience. As long as there’s demand, houses will keep being built. Make smart decisions, even if it takes some sacrifice and time, and you’ll be in a great financial place (and home) later on!

Next, list every single expense you have each month. Rent, food, cable, phones and everything in between. Your expenses vary from one month to the next, and this is why you make a new budget each month. Your giving budget might be high in December when Christmas rolls around. The car budget will spike during months when you pay insurance or renew your tags. Focus on one month at a time.

Now, subtract your expenses from your income. Ideally, this number will be zero. It might take a few months of practice, so don’t worry if it doesn’t balance out immediately.

If it doesn’t, it just means you need to do something to bring one of the numbers up, the other one down—or both. If you’re spending more than you make, you need to make some cuts in your spending. If you need to generate more money, get a part-time job or sell a bunch of stuff.

The deal with a zero-based budget is this: every dollar must have a name. That means every dollar has a designated job to do. If you fill out every item in your budget and come out $100 ahead—meaning you have nothing for that $100 to do—you haven’t finished your budget. You have to find a job for that $100.

It’s your decision what it does, but if you don’t give it a name and purpose, you’ll end up blowing it and wondering where it went.

Dear Motor Medics, I live in an area where we have winter road conditions and see many cars that end up either spun out or in the ditch and some that rear end others. The question I pose to you is about stopping and handling. Recently I started paying close attention to the types of vehicles that were involved in these incidents and I noticed that almost all of them were noticeably older than the ones that had not been involved in the mishaps. Is there a connection between age and lack of control or is it just a coincidence?

-Dale in Des Moines, Iowa Dear Dale, There’s a connection between age and control. Many things contribute to how a vehicle stops. When tires are new the tread is deeper, so they shed water and cut through snow better and maintain a firmer grip on the road. A tire that is older with half its tread will have a much greater stopping distance. Also, suspension plays a big part. Most people don’t replace shocks and struts unless they are bouncy but before you feel the extra bounce, they will start to lose their ability to keep the tires in contact with the road as they once did. Many newer vehicles also have elaborated electronic stability control systems. The best way to be sure your car is performing at its best ability is to consult with your mechanic about your vehicles condition on a regular basis.

I have a 2004 Chrysler Town and Country and the front wipers have stopped working three years in a row now in mid-winter requiring replacing the wiper motor each time and the rear wiper never seems to wipe the glass completely. The blade has been replaced at least three times and it only works for a few weeks before it starts wiping poorly in the center.

-Jack in Windom, Minnesota Dear Jack, Because of the time the wiper motor is failing I suspect it may be due to the load of ice on the blades. Winter is brutal on wiper systems. It is extremely important that before you turn your wipers on you make sure that they are not stuck to the glass or bound by heavy snow. Clear the glass with a window scraper if necessary and lift the blades by hand to check them. It they are restrained in any way the motor will bear the load and may fail immediately. turn off the wipers before you get out of the vehicle. Many people damage the system by forgetting them and when the vehicle starts so do the frozen wipers. As for the rear blade it may be the arm. The arm will lose tension as it ages and won’t keep the blade in contact with the glass.

Melrose City • July 15, 2021 The Melrose City Council met in a Regular Meeting on Thursday, July 15, 2021, at 6:00 p.m. pursuant to due notice being given thereof. Present were Council Members Tony Klasen, Justin Frieler, Mark Hill, Travis Frieler, and Mayor Joe Finken, City Administrator Colleen Winter, and City Clerk Patti Haase. Also in attendance was Cara and Raheim Lewis. Mayor Finken presided thereat.

The Council then recited the Pledge of Allegiance.

A motion was made by Mr. Hill, seconded by Mr. Klasen and unanimously carried to approve the agenda as submitted.

Mayor Finken then opened the floor to public comment. There were no comments.

The following items were considered for approval under the Consent Agenda a. The minutes from the Council’s June 17 Regular Meeting b. List of bills in the amount of $322,719.41 c. List of investments for the month of June d. Office Assistant III Felicia Mundis will complete three years of service with the City on July 18. Police Chief Maus has conducted Ms. Mundis’ review and it is favorable; therefore, recommends she receive a step increase from Step 5 to Step 6. e. Madison Honer has submitted her letter of resignation from the Melrose Police Reserve effective June 15, 2021. Logan Waldvogel has submitted his letter of resignation from the Melrose Police Reserve effective July 1, 2021.

The Council to accept the resignation of Ms. Honer and Mr. Waldvogel. f. The Fire Department is looking to hire McKahl Long, Carter Feldewerd, and Nora Becker. All three individuals have passed their required pre-employment physicals and drug screenings. Ms. Becker would be hired contingent upon a clean background check, which is required due to her living out of state within the past five years. g. Resolution No. 2021- 24 Donation from Waste Management for Garbage Collection Services for the Riverfest Celebration. h. 1) Gambling Resolution No. 2021-25 Resolution Approving Gambling License to CentraCare Health Melrose for an exemption from lawful gambling license to conduct a raffle on October 2, 2021, at the Melrose American Legion located at 265 County Road 173, Melrose MN. A motion was made by Mr. Travis Frieler, seconded

by Mr. Klasen and unanimously carried to approve the Consent Agenda items.

Mayor Finken opened the hearing at 6:01 p.m.

Chief Maus provided an overview of the police reports regarding the dangerous dog designation. Cara and Raheim Lewis addressed the Council regarding the Melrose Police Department deeming of their dog as dangerous.

Ms. Lewis stated that they have already met most of the criteria if a dog is deemed dangerous. She stated that they believe they have time to work with their dog and asked to be given another chance. Council members Justin Frieler and Mark Hill expressed concern of potential future attacks. City Attorney Dymoke provided an overview of the process. Chief Maus reviewed the actions that would need to be taken by the owner if the dog were to be deemed dangerous. There being no further comments a motion was made by Mr. Travis Frieler seconded by Mr. Hill and unanimously carried to close the public hearing at 6:25 p.m.

Police Chief Craig Maus presented the Police Department’s June report. He noted there were 282 calls for service during that month, compared to 292 for June 2020. A total of 11 citations were written for the month of June. There were 41 verbal warnings and 0 written warning. The year-to-date number of calls is 1,926 compared to 1,764 in 2020. For the month of June 2021, the Department received 41 agency assist calls.

City Attorney Scott Dymoke reported on projects he has been working on for City: • 2021 Nuisance Actions – Received and reviewed nuisance violation reports from Chief Maus. Performed initial research to determine identities of additional interested parties.

• Nuisance Ordinance – Prepared initial draft of proposed amendment to nuisance ordinance addressing unlicensed vehicles. Forwarded to city staff for review and comment.

• Dangerous Dog - Prepared information for staff regarding the dangerous dog.

Nick Guilliams with WSB presented the City Engineering Report WSB Project No. R-017073 2021 Chip Seal Project: Contracts have been signed by the City and will be forwarded to the contractor. Contractor is planning to start construction in early August.

WSB Project No. R-017370-000 -2021 Street Improvements: A preconstruction meeting was held on June 23, 2021. Construction is scheduled to begin on July 19th. Centerpoint Energy is scheduled to begin relocation of shallow gas mains on July 14th. Construction is anticipated to be complete in late August.

WSB Project No. R-015456-000 2020 Street Improvements (including 5th Street N, 4th St. N & 3rd Ave N): WSB to schedule a final walk-through with Gary and send a final punch list to the contractor. Punchlist work will be scheduled in late July when the contractor mobilizes out for the 2021 Street Improvement Project.

Avenue Storm Sewer System: The preliminary plan has been completed and has been reviewed with staff. Staff is getting quotes to install a new 18” pipe at the intersection of 5th Ave SE and Kraft Drive SE as temporary to measure to reduce flooding impacts until funding is available to complete drainage improvements in the entire neighborhood.

WSB Project No. R-015500-000 Melrose Road, Dam, and Bridge: Roadway: • Ongoing coordination with the City and private utilities on the watermain and utility crossings and the required easements to encompass those facilities.

They will fall within City and County RW, however, RW and a permanent easement will likely need to be dedicated for roadway and utility purposes. City is working directly with CenterPoint Energy on the required easement.

• 60% roadway plans – City and County comments have been received. 60% plan continues progressing towards the 90% stage. o Ongoing discussion regarding the location of the pedestrian crossing across CSAH 13.

Locations being evaluated are 1st Street, the north end of the bridge, and the south side of the intersection of the park entrance.

• Open house meeting held on June 17th. • Meeting with property owners regarding temporary easements ongoing. Structures: • Awaiting revised Geotech report in order to resubmit the preliminary bridge plans MnDOT State Aid Bridge. Preliminary plan resubmittal expected by 7/13/2021. Final design is being checked and will be submitted following acceptance of the preliminary plans.

• Draft Dam Preservation Plans and an update to the Operations and Maintenance (O&M) Plan were submitted on June 28 to the City, County and DNR. Permitting: • DNR Public Waters Work permit and USACE permit applications were submitted on May 24. o DNR 30-day reviewer comment period 6/17/20217/4/2021. DNR Technical Review started on 7/4/2021. o USACE notified us of the intent to process the 404 permit as an Individual Permit.

The public notice for this began on July 1 and will end on July 16th. This will also require separate coordination with MPCA for Section 401 Certification. o MPCA Section 401 Certification request for a pre-filing meeting was submit on June 30th and a pre-filing meeting will occur in the next week or two.

• CLOMR application submitted on 6/21/2021.

• City must send notification letter to impacted property owners.

Grant: • Submitted the LCCMR Grant application on 4/2/2021.

• No Lessard Sams grant application will be submitted per City input.

City Administrator Winter provided an update on the following: Legislative Update – The fire remediation grant dollars and sales and use tax exemption were included in the tax omnibus bill. The legislature did not pass a bonding bill; however they did approve 14 million for local transportation projects. If our bridge project ranks high enough, we could still get funding to proceed yet this Fall. The County is taking the lead on this part of the project.

MADA – We continue to work on Housing and have engaged with additional landowners and are putting together cost estimates.

Utilities update: WWTF – Staff was informed that as part of our WWTF project we qualify for $578,346 under the Green project reserve program. This is a principal loan forgiveness and part of the funding that we will receive from the PFA. Initially when we received the budget from PFA there was no green project reserve funds at that time. So, we eliminated some items from the project. At their regular meeting on July 12th, the PUC added the centrifuge back into the project.

North Water tower – work is progressing on the tower and this project is expected to be completed in two more weeks.

City Attorney Scott Dymoke provided the Council with the definition of what classifies a dog as dangerous.

Attorney Dymoke reviewed with the Council the actions the owner must take should the dog be deemed dangerous. Mr. Dymoke stated that the Council must make a Est. 1896

determination to upholding, modifying or rescinding the order. Councilor Justin Frieler stated his biggest concern is the “ what ifs” and the potential of another attack.

Council Member Hill stated that unfortunately with the two incidents there is no guarantee that this will not happen again. After further discussion, a motion as made by Mr. Hill, seconded by Mr. Justin Frieler and unanimously carried upholding the dangerous dog classification.

An offer was extended to Daniel Harrington for the City Planner position subject to City Council approval and background check. Interviews took place on Tuesday, July 6, 2021. 3 out of 4 (one was a no show) candidates were interviewed from an overall applicant pool of 6. Mr. Harrington will be relocating from Ohio. He is a recent graduate of Ohio State University with a masters in city and regional planning. Mr. Harrington received the highest T&E score and the most points during the interview and was unanimously recommended by the interview team. Interview team members were Bunker Hill, Jason Seanger, Colleen Winter, and Gary Middendorf. Mr. Harrington has accepted the position. It is the Committee’s recommendation to hire Daniel Harrington at Step 1 of 7 with the standard benefit package. A motion was made

by Mr. Travis Frieler, seconded by Mr. Hill and unanimously carried approving the hire of Daniel Harrington at Step 1 of 7 with the standard benefit package.

WSB has submitted a proposal for the demolition of the building located at 501 Main Street E. This proposal is for engineering costs only. Stearns County is the lead on this project, and we would be responsible for ½ of the contract $20,325.00. This is outside the scope of the RDB contract. Councilor Klasen stated that upon reviewing the scope of the project he does not believe the city should pay for the vibration equipment and vibration monitoring of the project. A motion was made by Mr. Hill, seconded

by Mr. Travis Frieler and unanimously carried authorizing the city portion of the engineering costs of the demolition of 501 Main Street E not to exceed $10,000.

The Council at its February 18 Regular meeting authorized the Melrose Fire Department to seek bids for a tanker truck. This was a budgeted item at $250,000.

Bids were opened on Wednesday, June 23 at 8:30 a.m.

One bid was received from Midwest Fire in the amount of $237,764.00. The lead time on the tanker truck is 16 months. Fire Chief Budde stated that the fire department is contemplating going from three tankers to two, depending on what affect it would have on the ISO rating. Due to the mutual aid agreements with surrounding communities, it may be redundant to house three tanker units. A motion was made by Mr. Klasen, seconded by Mr. Travis Frieler and unanimously carried approving the purchase of the tanker truck from Midwest Fire in the amount of $237,764.00.Council Member Klasen left the meeting at 7:15 p.m.

Per the recommendation of the City Attorney revisions have been made to section 93.19 of the Melrose City Code. The changes allow the police department to site residents who store unlicensed or inoperable vehicles, watercraft and other articles outside on residential property. The Council concurred with the revisions. This amended ordinance will be brought back before the council for consideration to adopt at its next regular meeting.

In addition, there are a number of changes that have been requested by various staff – police department, planning and administration to city code, and zoning. These changes will be compiled and staff is asking that consideration be given to reviewing these changes with the Council and Planning Commission at a special joint meeting. This is an informational item only and something that could be planned in the Fall once the new Planner has had an opportunity to start his position.

Town Clerk’s Report: Clerk presented the claims list for August. Claims list included claims 3605-3611 for a total of $2,601.87. Ray made the motion to pay the claims, Mike made the second. All in favor, motion carried. Mike made the motion to renew the R&B CD that is up for renewal this month. Ron made the second. All in favor. Motion carried. Mail included a notice for the County Officer meeting on Sept 22 in Clarissa – Ron will attend. Also, a U of M workshop, and Township Association training, as well as a pipeline letter and a P&Z notice.

Road and Bridge Report: Ray reported on the many trees that went down during the recent storm. Property owners should be removing those trees that fell from their property and are in the road right of way. Discussion on the bid from Carr’s Tree Service to do brushing and trimming on Brakken, 295th and 130th East. Mike made a motion to accept the Carr’s bid for $8,250.00, Ray made the second, All in favor. Motion carried. Some discussion about 335th and Ascot Road to the Morrison Line Road – Jeremy Scherping sent a quote for approx. $12,000 with a plus or minus $1,500. Ray made a motion to accept the bid, Mike made the second. All in favor. Motion carried.

Ron had several calls this month about trees hanging over the roadway, one about potholes on Ash Dr. (which is a private road) and one about dumping weeds on the public access. Mike brought up a property that has fence posts and trees planted that may be in the road right of way.

Mary Ann will check on how the road is recorded as far as the width. Ron had asked Erv to check into cost for upgrading the boat access using cement planks. It is too steep and will need to be cut down. Erv stated even the DNR is having trouble getting products. He will prepare a bid for next month.

Additional agenda item: District 8 meeting was held via Zoom. Ron reported on the discussion of ARP funds and uses. Lori Stalker has resigned and an election was held. Frank Hard was elected to replace Lori. Ron also suggested perhaps the Township should look into renting a boom chopper next year as was advertised in the Township magazine.

Adjournment: Motion by Ray to adjourn the meeting. Mike made the second. Meeting adjourned at 9:10 pm.

Duties and Responsibilities:

The cleaning position will be responsible for cleaning classrooms, common areas, hallways and bathrooms. This includes, but is not limited to, vacuuming, removing garbage, shampooing carpets, scrubbing floors and seasonal stripping and waxing of floors.

The custodian will also be responsible to perform minor maintenance in classrooms, common areas, hallways and bathrooms. Final job offer is contingent upon a criminal background check and board approval

Qualifications:

• High School Diploma or GED • Able to lift up to 10 pounds continuously, 25 pounds frequently and 50 pounds occasionally • Able to walk continuously and stand frequently
