Call to Order: Ron Frericks called the meeting to order at 8:00 pm. The pledge of allegiance was recited.
Members Present: Ron Frericks, Ray Bense, Mary Ann Primus, Mike Rohe and Erv Herdering.
Agenda Approval: A preliminary agenda was presented. Ron asked if there were additions to the agenda. Ray made the motion to accept the agenda. Mike made the second. All in favor. Motion carried.
Approval of Minutes: The clerk provided copies of the September 7, 2021 minutes to the board. Ray made a motion to approve the minutes. Mike made the second. All in favor, Motion carried.
Town Clerk’s Report: Clerk presented the claims list for September. Claims list included claims 36123620 for a total of $3,607.26. Ray made the motion to pay the claims, Mike made the second. All in favor, Motion carried. Mail included a job posting for Columbia Gear and U of MN training notice.
Road and Bridge Report: Ray asked about who is responsible for trees that fell during the last storm. Discussion was had about the need to get them out of the road right of way. Property owners should be cleaning up trees from their properties, however, several are absent owners or elderly. Ron said he would clean up what is left to clean up now. Scherping and Carr’s will begin cutting in the areas that were discussed at last month’s meeting. Ray reported the crack filling has been completed. Ray reported he has visited with Erv about the boat access on Big Birch and how to improve it. Erv presented a bid for $6,500.00. He stated he may need a permit from the county but DNR was ok with it as long as he didn’t go in the water. Mike made a motion to accept the bid, Ray made the second. All in favor. Motion carried. Some discussion on obstructions and trees planted in the road right of way. Board members were unsure of the exact width of the road, however, there needs to be room for snow disposal and maintenance.
Clerk will prepare a letter to the property owner. Ron reported he had checked on the sewage line that was put through Arbor Drive, and said it was very well done.
Arctic Dr., had a call about gravel not spread out, which Erv took care of. Angler and Ascot had several washouts after the heavy rain. Erv presented his 20212022 snow removal contract at $105 per hour. Ray made a motion to accept the contract amount, Mike made the second. All in favor. Motion carried.
Additional agenda item: Ron reported on the County Officers meeting he attended.
Several speakers gave updates about county redistricting, septic updates, sheriff’s office now using drones and a K9 dog, County road projects, and others.
Public Comment: None.
Adjournment: Motion by Ray to adjourn the meeting. Mike made the second. Meeting adjourned at 8:50 pm.

The Burtrum City Council meeting was called to order at 7 pm on Monday, October 4, 2021 by Mayor Ron Strassburg.
In attendance was Ron Strassburg, Kevin Rohde, Sharon Erickson, Sara Macho, Mitchell Bruggenthies and Laura Horvath.
Minutes from the August 9, 2021 meeting were read and approved by a motion made by Sara Macho and seconded by Kevin Rohde, upon vote motion was carried and minutes were accepted.
Next the finance report was read and approved; and the city discussed current bills/invoices and a motion made by Sara Macho and seconded by Sharon Erickson, finance report was accepted, and bills paid.
New Business: Community would like to host a Santa Day Event for the City of Burtrum – tentative day for the event is December 4, the city will post updates and details as they are presented, a motion to accept the Santa Day was made by Sara Macho and seconded by Sharon Erickson.
City is discussing pouring concrete under the bleachers at the Lion’s park, and we have received an estimate of $2,100.00, in regard to this project. A motion to approve this estimate was approved by Mitchell Bruggenthies and seconded by Sara Macho.
Old Business: City has been in contact with Dan the Fire Marshall, in regard to the old school building. Discussions are ongoing to a resolution and we will update the community once a solution has be reached. Since no further topics needed to be addressed the meeting was adjourned with a motion made by Sara Macho and seconded by Mitchell Bruggenthies, upon vote motion carried and meeting was adjourned. Our next meeting will be held on Monday, November 1, 2021. These are unapproved minutes. City Clerk, Laura Horvath Burnhamville Township • September 28, 2021 The regular meeting of the Town Board of Burnhamville was held September 28, 2021 at the Burtrum Community Center. The meeting was called to order at 7:00 p.m. by Chair Mike Berscheit. Members present include Supervisors: Bruce Johnson, Mike Berscheit; Clerk Shirley Hulinsky. Supervisor Joe Muellner and Treasurer Pam Throener were absent. Erv Herdering was also present. The minutes from the regular meeting of August 31, 2021 were approved as presented on a motion by Sup. Johnson and second by Sup. Berscheit. Motion passed. For correspondence the township received information from DNR about help fixing Mons Lake access, a thank you from Todd Wadena Community Corrections, notice about a new animal feed lot and information on Swanville Rural Fire Association. Sup. Berscheit made a motion to approve the Swanville fire contract. Motion seconded by Sup. Johnson. Motion passed A motion was made by Sup. Berscheit to pay all bills numbered 6145 through 6157: Rev. $814.33; R& B $6,192.05; Fire: $11,517.08. Sup. Johnson seconded the motion. Motion passed. The clerk applied for the American Rescue Plan Act funding. The board discussed how to spend the money. The clerk gave an update on the county township association meeting which included discussions on broadband development around the county, grants for water projects, and ways to use ARPA funding. The board agreed to do a resolution to support joint powers agreement to develop better broadband around the county. In the road report after reviewing bids, Sup. Johnson made a motion to purchase a New Holland skid steer from Melrose Implement. Sup. Berscheit seconded the motion. Sup. Berscheit made a motion and Sup. Johnson seconded to purchase a skid steer trailer and accessories from Hillig Auto. Motions passed. After viewing Sup. Berscheit approved the access permit from Vern Fuchs. Contractor is almost done with road inspection list. Sup. Johnson made a motion to approve snow contract from Herdering, Inc. Motion was seconded by Sup. Berscheit. Motion passed. Treasurer’s report showed a balance of $61,110.43. Sup. Berscheit motioned to approve and Sup. Johnson seconded the motion. Motion passed. A motion was made by Sup. Berscheit to adjourn the meeting which was seconded by Sup. Johnson. Motion passed. Meeting was adjourned at 7:50 p.m. Next regular meeting will be on Tuesday, October 26 at 7 pm in the Burtrum Community Center. Shirley Hulinsky, Burnhamville Township Clerk A Physical Funny I went to the doctor for my yearly physical. The nurse started with certain basics. "How much do you weigh?" she asked. "135," I said. The nurse put me on the scale. It turns out my weight is 180. The nurse asked, "Your height?" "5 foot 6," I said. The nurse checked and saw that I only measure 5 foot 2 inches. She then took my blood pressure and told me that it is very high. "Of course it's high!" I screamed. "When I came in here I was tall and slender! Now I'm short and fat!" Todays Thought It's that time of year when I get to pretend the 5-pound bag of candy I'm buying is for trick-or-treaters.

Domestic Violence Awareness Month

It’s that woman, and she is writing about Domestic Violence Awareness again! Why doesn’t she stop? It is so sad, we don’t know anyone in that situation, do we?
She continues to write about domestic violence, because it continues to happen and to take the lives of men, women and children in our state, nation, and world every day. Domestic Violence will affect one in four women’s lives and one in seven men’s lives, not to mention the children’s lives that become collateral damage in the process and the whole families that are often destroyed as well, yet we rarely hear anything about October being Domestic Violence Awareness Month.
In 2020, Minnesota had 30 domestic homicides, and so far in 2021 there have been 23 deaths, with ten or so weeks to go. Fortunately, none of them have been in our county, but we have had domestic homicides in the past. This year, Hands of Hope has worked with 64 first time victim/survivors of domestic violence, and each of them do live in this county. If my math is correct, that is a little over 5 new victims a month, 5 people who need assistance in learning how they can stay in that relationship safely, or that need help leaving an abusive situation. They are tired of living with someone that needs to have power and control over their partner. These survivors want to feel safe, and to live free of violence and constant fear.
One can’t make a victim leave, until they decide they are ready, but at that point, we need to be there to listen and support them, while being aware of our own safety. If the situation is too frightening or volatile, you can call 911 for assistance. If it is not an extreme situation, you can refer them to Hands of Hope Resource Center to speak to trained advocates in a safe, FREE, and confidential environment, to just talk or to find help with resources, file a court order, have someone to accompany them to an interview with law enforcement or a medical exam.

Stearns Co. Sheriff’s Office
Fire: October 18, 2021: Deputy Chris Hagstrom responded to a fire in Oak Twp. The owner of the field had been out harvesting corn when the combine he was using threw a bearing. That started some of the field behind him on fire. The owner did not notice the fire right away. When he did, the fire was approximately 20 rows wide. Fortunately, the fire mostly consumed stubble that was left behind. It did get into a few standing rows of corn, but only burned the lower portion of the stalk, so any crop loss was minimal. That fire was extinguished by Freeport Fir e Department. The Melrose Fire Department had responded as mutual aid.
Crash: October 19, 2021: Deputy Nate Watson responded to a single-vehicle crash at 37059 Pelican Lake Road in Avon Twp. Once on scene he found that a 2002 Chevrolet Trailblaz- er, driven by Jason Kunstleben, 43, of Avon, had gone off road and struck a garage. Kunstleben had been driving northbound when he said his brakes failed. He ended up going off the road to his left, struck a power pole, and then a garage. The power pole was sheared off and the impact with the garage caused significant damage to both the garage and the Trailblazer. Kunstleben said he was not injured. Some of the personal property items inside the garage were also heavily damaged in the crash. The Avon Fire Department and Stearns Electric also responded to assist.
